Walvis Bay on the Radar for Landmark Namibia–Botswana Oil Refinery

Walvis Bay could soon take centre stage in SouthernAfrica's energyambitions.Feasibilitystudiesarecurrentlyunderway for a proposed $4 billion joint oil refinery between Namibia andBotswana,withthecoastaltownandGhanziinBotswana under consideration as potential sites, Namibia Mining & Energyreports.

The refinery project, still in its early stages, aims to strengthen regional energy security and reduce dependence onimportedfuels.

Green Valley Housing Project Shows Visible Progress

The Municipality of Walvis Bay has announced visible progress at the GreenValley (Farm 37) Housing Project, part of theMassInformalSettlementsUpgradingProgramme.

According to the municipality,arecentsite inspection revealed that several houses have already been fully roofed and painted, while others are steadily moving through key constructionmilestones.

The Municipality of Walvis Bay stated that a dedicated task team, comprising the Chief Executive Officer, General Managers, and technical staff, continues to meet

twice weekly to drive theprojectforward.One of these sessions is held directly on-site to maintaincloseoversight.

“These engagements ensure strict quality control, provide guidance to contractors, and reinforce accountability,” the municipality explained, adding that contractors falling behind schedule are being urged to acceleratetheirefforts.

Mayor Forbes Highlights Service Improvements and Upcoming Developments at Council Meeting

MayorTrevinoForbeshasassuredresidentsthatthemunicipalityismakingsteady progress in improving service delivery, housing, and infrastructure, while also preparing forone of the town's biggest annual events — theWalvis Bay Maritime Festival.

Speaking at the ordinary council meeting on Wednesdayevening,MayorForbesbeganbycallingfor a moment of silence in honour of Namibia's fallen heroes before updating the community on municipalpriorities.Themayorsaidroadsafetyremains a priority, with municipal teams working to repair potholes across all suburbs. “Our teams are prioritising high-traffic areas with the most wear and tear We ask residents to please report any new potholes or urgent road safety concerns via the official channels so we can respond promptly,” he said. In addition, five new refuse removal trucks were recently delivered, which Mayor Forbes said will “significantly reduce delays in emptying refuse bins and improve service reliability.” Residents were urged to continue following the regular bin placement schedule and to report missed collections. On housing, the mayor praised the progress of the Farm 37 Housing Project, describing it as “a major milestone in addressing housing needs and delivering quality, affordable homes to residents.” He encouraged eligible residents to apply

for the Build Together initiative to access low-cost housing. Councilalsoplanstoreleasenew ervenin Narraville and Meersig soon, creating opportunities for housing and investment. Namibia Pushes Forward with Green Steel and Hydrogen Partnership

Namibia's Green Hydrogen Programme (NGH2P) has signed a landmark cooperation agreement with Broadmind Mining and HyIron Green Technologies to help build a lowcarbon,greenindustrialsectorinthecountry.

According to a press release from NGH2P, the Memorandum of Understanding (MoU) will focus on turning

elements into green steelandotherproducts, creating jobs and skills right here at home

Broadmind Mining will

explore and test its mineral resources for use in HyIron's technology, which makes steel using renewable

hydrogen instead of coal. HyIron will then trial Namibia's ore in its system to prepare for a possible green iron plant in the country For Namibia, this deal opens doors for skills transfer, local supply chains, and new employment in mining, metallurgy, and hydrogen-based industries NGH2P will also help mobilise funding and

guide permits and infrastructure planning to speed up the project.

This agreement is part of Namibia's bigger plan under the Climate Investment Funds (CIF) Industry Decarbonization Programme, whereNamibiaisworkingtounlockuptoUSD 250 million in concessional climate finance. That money will support green hydrogen,

renewable energy, and mineral beneficiation projects.

JamesMnyupe,Headof the Namibia Green Hydrogen Programme, said the partnership shows how cooperation can “create local green jobs, boost economic diversification, and enable the production of future-proof materials for the global clean energy transition.” Sidney Martin, Executive Chairman of Broadmind Mining, added that the deal demonstrates how Namibia's minerals can be turned into long-term industrial value, while HyIron CEO Johannes Michels said the project willalsohelpbuildlocal skills and reduce emissions. Significant Progress in Fish Consumption

Namibia has recorded a significant progress in the national per capita fish consumption rate,reflectingboththesuccessoffisheriesdevelopmentinitiativesandgrowingawareness ofthehealthbenefitsoffishindailydiets.

Ndjalekasaidthataccording to the University of Namibia's 2023 Per Capita Fish Consumption Report, significant progress has made. “National per capita consumption has risen from 16.59 kg in 2021 to 18.5 kgin2023,aclearsignof changing dietary patterns, greater appreciation of fish as a primary protein source, and growing awareness of its healthbenefits.”

PROVISION OF LEGAL SERVICES FOR A PERIOD OF 5 YEARS

The Municipal Council of Swakopmund, a local authority established under the Local Authority Act, 1992 (Act No 23 of 1992), as amended , is in the process of appointing a panel of law firms to serve as its legal practitioners In terms of Annexure 4 of the Code of Good Practice on Preferences, referred to in Sections 71 and 72 of the Public Procurement Act, 2015 (Act No. 15 of 2015), legal services are considered as professional services.

Qualified law firms are therefore invited to submit an Expression of Interest (EOI) to provide legal services in accordance with the guidelines set out below The appointed law firms shall provide legal services to the Municipal Council of Swakopmund for a period of five (5) years and shall, for the duration of their appointment, undertake not to initiate or participate in any litigation against the Council.

OBJECTIVE

The objective of this procurement is to appoint suitable service providers to render legal services to Council across all fields, including but not limited to:

1. Providing high -quality and timely legal opinions and advice on a variety of matters requiring familiarity with Council’s policies/ Codes/ operations/ practices/ regulations/ by -laws, and the laws and regulations applicable to Council in its legislative and regulatory environment;

2. Rendering legal services in respect of all fields of law, including but not limited to commercial law, administrative law, labour law, conveyancing, and property law;

3. Representing Council in litigation and/or legal or quasi -legal proceedings;

4. Drafting, reviewing, or vetting of legislation, policies, contracts, and related legal instruments;

5. Debt collection;

6. Initiating and/or chairing disciplinary proceedings;

7. Any other matter ancillary and/or incidental to the operations of Council.

QUALIFICATION CRITERIA

Competent legal firms must meet the following minimum eligibility criteria to be shortlisted for the consultancy service:

(a) Employ at least one (1) admitted civil litigation legal practitioner with not less than four (4) years’ post-admission experience asa practitioner of the High Court of Namibia The lead practitioner must have at least four (4) years’ post-admission experience

(b) Be a member in good standing with the Law Society of Namibia ;

(c) Provide a written undertaking not to institute or participate in litigation against the Council or its representatives for the duration of the contract;

(d) Attach the following documentary proof ( all documents must be valid at the date of submission): 1. Admission certificates in respect of each attorney/conveyancer (issued under section 87(1) of the Legal Practitioners Act);

Curriculum Vitae of each legal practitioner, with substantiating evidence of relevant qualifications and experience;

that the said attorneys are in full -time employment with the firm;

copy of a Municipal Fitness Certificate and either a title deed or lease agreement for office premises;

The Story of the Waterfront Express Restaurant

Long before pop-up venues became fashionable, the coast had its own curiosity The Waterfront Express, a restaurant fashioned from vintage railway carriages, set between the ocean and the first dunes at Langstrand. For many residents and holidaymakers driving between Walvis Bay and Swakopmund, the three train carriages became a familiarandiconiclandmark.

The idea for the Waterfront Express began with RudiKoberwhocurrently ownstheIceCreamHutin Walvis Bay, and co-partner Frank Passano, who launched Namibia's very firsttrainrestaurant.

“Some people didn't even know what the inside of a train looked like,” Rudi recalled in a 1990s interview The restaurant, which opened on 4 October 1991, consisted of three carriages, one serving as the main restaurant, another as a bar/ lounge, and a third as office space or living quarters for supervisors.
