Meet Henrique the Pirate from Madeira

As a port town, Walvis Bay is the stopover for many world travelers. A very unique visitor at the moment is Henrique Afonso (pictured right), also known as the Pirate from Madeira. He hails from the island of Madeira and is sailing around the world in a nine-metres yacht named after his young daughter, Sofia do Mar. Afonso has been warmly welcomed by the local Portuguese community of Walvis Bay, many of whom are from Madeira or are descendants of Madeirans. The adventures of Henrique the Pirate from Madeira appears on page 3 of today’s edition. Municipality increases Page 7 animal impoundment fee Granting The Walvis Bay Town Council has approved its subsidised impoundment fee to the local SPCA from a current N$35 per day to N$51 per day. The impoundment fee is applicable for an impounded animal’s first three days of stay at the S.P.C.A. kennels. The S.P.C.A. has a constant challenge with rising costs. The municipality of Walvis Bay increased the impoundment fee, in an effort to alleviate the financial burden of the SPCA.
Amnesty period to settle municipal bills New policy to end “shady land deals”
The town council of Walvis Bay has approved an amnesty period until 31 December, for residents to settle outstanding debt with the municipality of Walvis Bay. Interest on these outstanding amounts will be written off. In a report submitted to Council it was indicated that a prior amnesty period that ended in April 2020 resulted in both residential and business ratepayers settling outstanding debt to the tune of N$2 476 million, resulting in approximately N$500 000 in interest reversed. The highest amount settled by a single residential customer during the mentioned amnesty period was N$178 000 and a single business customer settled a bill in arrears of N$71 299. The municipality of Walvis Bay aims to get more residents to settle bad debt during the amnesty period which will commence very soon (date to be announced) until 31 December this year.
A new policy is currently developed by the municipality of Walvis Bay which will soon give the Town Council the sole discretion to approve upset selling prices of erven and conditions of sale. That includes incidences where conditions of sale are amended. This is expected to make and end to the current practice where Council is misled through certain officials changing the conditions of sale after Council has already considered and approved a sale. The fact that conditions can be amended without Council’s approval is believed to be one of the sources of Walvis Bay’s shady land deals which deprived the municipality of millions of Namibian Dollar and only benefitted the elite and politically connected.

Schools urged not to give parents lists of stationary to purchase Rudi Bowe The Minister of Education, Arts and Culture, Anna Nghipondoka, cautioned schools against sending parents lists of stationery items to be purchased for their children. Nghipondoka made this remark during her visit earlier this week to the Kamanjab Secondary School where she addressed stakeholders in education. According to Nghipondoka there is no need for schools where Government is making money available for stationery to also send additional lists to parents to purchase stationary. Many parents are marginalised and can simply not afford stationary. Adding not even in events where these Government subsidies are reaching school's late. “If a list is to be given to parents, let it be a voluntary contribution. Let it be done after the regional office has done whatever it could to get the materials to the learners and only those materials that cannot be covered with the money given by the government, then only with the approval of the school board parents can contribute after they have explored all other options, and those proved futile. The inspiring journey of the “Pirate of Madeira” Floris Steenkamp It all started in a small tavern on the island of Madeira. Henrique Afonso and a few friends were enjoying drinks and he told them he wants to sail around the world. “Do that and take Madeiran wine with you on the trip and continue the legend of Vinho da roda”, his friends suggested as they were discussing Henrique's idea. Madeira has produced and exported wine for centuries. In the days of the old seafarers and the trade routes, wine was traded for spices and other commodities needed by the Madeirans. Wine that did not sell had to be returned to Madeira. It was discovered the wine that was returned to the island tasted better, as it matured differently in the wooden barrels during the months and often years at sea. Vinho da roda can be directly translated as “Roundtrip wine”. Henrique Afonso left Madeira on 15 January 2019 in his nine metres long yacht, “Sofia do Mar”. Sofia is his little daughter. The yacht was constructed in the 1980's, originally as a “weekend sailor”. Detailed preparations went into adapting this little boat for crossing two mighty oceans, the Atlantic and the Pacific. Neatly tugged in the yacht's storage room are two French oak barrels of Madeiran wine. In total two hundred liters of sweet wine produced with Malvasia grapes by one of the leading wine producers in Madeira, Barbeito Wines. When the 59-year-old Afonso's set sails for his first destination, the Canary Islands, little did he know that the life experiences laying ahead in the many months to come, the many ports he would visit and the many people he would meet would also mature his spirit in a very unique way. In the same unique way as the Madeiran wine would mature in the two French oak barrels below in the storage hold of his boat. Little did he also know he would become a celebrity with 45 000 followers on his Facebook page, the subject of much attention by the media, both print and also television. Little did he know he would become known as “Henrique the Pirate from Madeira”. Due to the limited space onboard, navigation equipment consists of a cell-phone based navigation program, a VHF-radio and AIS. The boat has no water tanks, and fuel storage aboard cannot go beyond 100 litres. Every space on the boat had to be utilised to the full to achieve as much as possible with as little as possible. When Namib Times visited Henrique the Pirate from Madeira aboard Sofia do Mar on Wednesday morning, a story unfolded of his remarkable experiences sailing around the world. He sets sails for Brazil on Sunday (28 February 2021). From Brazil it is the Azores and then back to Madeira. “I am only interested to arrive. The time it takes and what it requires to arrive is not important to me. I want to arrive”, he explained on a question
when he would be back in Madeira. Adding in perfect conditions he would cross the Atlantic between Walvis Bay and Brazil in under thirty days. Changing conditions at sea can mean the trip could become fifty days. Let us take a short journey with Henrique the Pirate from Madeira with this series of pictures on this page. The journey which enriched his life in so many ways. Henrique the Pirate of Madeira: it is the wish of your friends of Walvis Bay that your journey continues to enrich your spirt. May you safely return to your beloved Madeira, where you and your friends must complete the cycle with a toast to your trip with a glass of Vinho da roda from the barrels on Sofia do Mar.
Henrique is passionate about life. He is passionate about being a Madeiran and shares the story of Vinho da roda with the people he meets. Although the wine in the barrels will remain untouched throughout the journey, he took a few bottles of Madeiran red wine along. One particular bottle of Madeiran wine took him a long way in Cape Town during December 2020. With his cash supply almost depleted, caused by the Covid-19 lockdown, his boat was badly beaten by the many days at sea and very urgent repairs were needed. With no money to pay for the repairs, the bottle of Madeiran wine was auctioned during a festival with the Madeiran community of Cape Town. The bottle sold for R5000-00. In the true Madeiran spirit, people opened their hearts and Henrique was donated more money to pay for the repairs to his boat.
A few more snippets from Henrique’s adventures
As a young man Henrique was told his grandfather left his family in Madeira in 1939 and settled in the Carribean. He met a woman in the Carribean and had a family. He left his Carribean family again in 1963 to “return to his first love” in Madeira. In the Carribean, he was unexpectedly reminded of the story of his grandfather during a conversation. After a search of many days, he located his grandfather’s family on the island of Curacao. “I met more than seventy of my aunts, nephews and cousins for the first time in my life”, Henrique explains - tears welling up in his eyes. He explains he was invited into their lives with open arms. A parting gift from his aunts were two pictures of his grandfather - one of the pictures taken in 1963 in front of the passenger vessel “Santa Cruz” on the day he bid his Carribean family goodbye to return to Madeira “to die with his first love”.
Henrique the Pirate of Madeira’s journey around the world took him to the Canary Islands, Cape Verde, across the Atlantic to Barbados, Martinique, Curacao, Aruba, Colombia and Cartagena. A passing through the Panama Canal took him to destinations on the lower west coast of Latin America, French Polynesia in the South Pacific and destinations including Bora-Bora, Samoa, Papua New Guinea, and East Timor. After spending many months confined to ports due to the Covid-19 lockdown, Henrique made a dash for Reunion Island and then on to the South African coast when the first opportunity arrived. His last destination on the African coast is Walvis Bay. The homeward bound stretch will require two more crossings of the Atlantic, to Brazil and the Azores, and then the final crossing to Madeira.

Paratus agreement collaboration between public and private entity Eileen van der Schyff
Telecom Namibia entered into an agreement with p r i v a t e e n t i t y, Paratus, in midFebruary, for the landing of the Equiano submarine cable in Swakopmund, that belongs to Google. Telecom Namibia confirms that the Indefeasible Right of Use (IRU) agreement (a type of telecommunications lease agreement) entered into is not a Public Private Partnership (PPP) in terms of the definition of the Public Private Partnership Act 4 of 2017 as referred to by public reports, but a collaboration between a public and private entity. An IRU contract allows the customer uninterrupted and exclusive use and access to spectrum capacity.

Namport Social Investment Fund Furnishes The Onawa Secondary School In Omusati Region Education remains pivotal to the development of Namibia and to ensuring that collective efforts are made into providing good quality education for the Namibian child. It is against this background that Namport, through the Namport Social Investment Fund (NSIF), earlier this week donated 300 chairs and 300 desks valued at N$163,848.00 to the Onawa Secondary school after the school requested for assistance late last year. The need for additional furniture became evident after the s chool, due its outs tanding performance, witnessed an influx of learners from surrounding towns and villages. The school has over 800 pupils enrolled for the 2021 academic year. Speaking at the event, Governor of the Omusati region, Honourable Erginus Endjala commended Namport through its Fund for opening their generous hands to the Omusati region. He further urged the learners to “take good care of the furniture so that future generations can benefit from this kind donation”. Handing the desks and chairs over to the school on behalf of NSIF, Mr Amos Shiyuka, NSIF Trustee member, challenged other schools to follow the excellent example set by the Onawa Secondary School in terms of academic performance and dedication to a better future displayed by the leaners at the school. The Minister of Education and Culture, Honourable Ester Anna Nghipondoka, could not hide her joy about the acquisition for the school and applauded the learners
for achieving outstanding Grade 10 results in the 2020 external examination, despite the challenges faced in the education sector due to the rampaging effects of the COVID-19 pandemic. Other sponsors such as the August 26 Company and Red Cross Namibia also followed suit and donated a hostel block and ablution facilities, hand sanitizers and cleaning materials respectively. This joined handover was a reinforcement of the notion that it indeed takes collective efforts from the society and the business world in educating a child. In the past financial year (2018/2019) alone, Namport has invested 1,1 million Namibian dollars in the education system country wide. NSIF will inaugurate two classrooms which were constructed at a cost of N$300,000.00 to the Five Rand Primary School in the Otjozondjupa region in the month of March. The Ports Authority has always played an active role in supporting the education fraternity across the country and further strengthened its stance in 2017 when the Ministry of Education introduced the Friends in Education initiative. For the past 15 years, Namport has reached out to Namibian communities through its Social Investment Fund, that was established on four values which are; Entrepreneurial and Small and Medium Enterprises (SME) Development, Health, Education and Environment.

Desalination feasibility workshop concludes Eileen van der Schyff
The German government is supporting Namibia to explore opportunities for the desalination of seawater as an additional and climate resilient water source. A desalination feasibility study financed by German Development Cooperation through KfW, with a grant of N$19.5 million and implemented by NamWater, concluded their three day workshop. The workshop brought together all stakeholders in a virtual setting to evaluate and discuss findings of the study in order to successfully ensuring a conclusion.
The aim of the study is to provide the Namibian Government with a comprehensive decision-making tool to supply the coastal and central areas of Namibia with desalination solutions for water
supply. Namibia, part of the driest regions in Sub-Saharan Africa, where rainfall is unevenly distributed throughout the year, faces challenges to its water resources. The unreliability and un-
sustainability of water resources puts Windhoek, Swakopmund and Walvis Bay under great pressure to meet the increasing water demand. A detailed analysis within the framework of the
feasibility study for the future demand of water in these areas included recommendations for suitable desalination options, water transfer systems and power supply - including renewable energies.

This is the most overwhelming school year and one could observe the mixed emotions of excitement and confusion from the learners especially the new grade eights. Granting of Legal Aid at State Expense to Indigent Litigants From the outset, the Ministry of Justice wants to make it clear that State Funded Aid has not been suspended as reported in the local media recently. The Directorate: Legal Aid still receive applications, and these are being processed as before. We wish to inform the nation that the Ministry of Justice has, over the past four years, decided to appoint in-house legal counsel in terms of the Legal Aid Act,
1990 Act No 29 of 1990 and endeavor to forthwith capacitate this team to represent all eligible legal aid clients. This is a long-term, financially sustainable model that has proven to work in other similar jurisdictions. Outsourcing of legal aid instructions to private legal practitioners will
henceforth only take place under absolute compelling circumstances and if funds permit. For a period of four years, the State has spent a whopping N$ 127, 523 367 on legal costs in payment to private legal practitioners instructed by the directorate: Legal Aid In the event of any
outsourcing, there shall be strict assessment of need and compliance with the prescribed tariff for legal aid, as provided for in terms of fees payable to legal practitioners in the Legal Aid Regulations: Legal Aid Act, 1990. Owing to the complexity of most civil cases, as well as the small number of in-house lawyers attending to civil cases, the Directorate has indeed not yet been able
to take all cases received. The majority of the civil cases have always been outsourced to private legal practitioners. Plans are underway to shift the focus from the criminal court to the civil court, where cases have a heavy social and economic impact. We place on record that the cases that have already been granted legal aid
and are on-going will continue to be accorded legal representation, until they are finalized. These are where private legal practitioners already hold legal aid instructions. We appeal to legal aid clients not to terminate the services of lawyers instructed for them by the Directorate of Legal Aid. If such client is not

Hockey action at the coast The Namibian Hockey Union Bank Windhoek Indoor league action will be at the Dome in Swakopmund over the weekend. In the Men's First league Coastal R Masters will take on Master Colts and Coastal Raiders will play against X-Team and in the Ladies First league Coastal Raiders will clash against Sparta 2 with the West Coast Wolves against Sparta 1. Two Coastal hockey teams will travel to Windhoek over the weekend for some hockey action in the capital city. The FOX Designs Golf Monthly Medal The past weekend was the FOX Designs Golf Monthly Medal at the Walvis Bay Golf Course with an average field of 30 players that turned out to test their skills in the ultimate test of golf, medal. The best nett was won by Johnny Borges on a count out on 70 and the best gross was won by Grant Mather on 76 but alas Grant was not at the prize giving so forfeited his prize to Herma Smidt on 83. The 'A' division best net was won by Kyle Johnson on 74, and Koot Potgieter won the 'B' division also on 74. Chris Bothma won the 'C' division shooting a very good 70. The Stableford section was won by Shane Westerdale on 37 point with Hannes Crafford second on 35 points. There were no two clubs registered on the day and the jackpot was also not won. It must be noted that there were a good few of our players that travelled to Windhoek to play in the pair's competition, hence the small turnout. All players must please remember that there was a committee decision taken a while ago, that you need to be at the prize giving to be able to win your prize, if it is better ball both players need to be there. If you win you will still be acknowledged as the winner for purposes of the race to Cape Town and the winner of winner's competition, but you will not receive the prize/s. Added to this, players are also reminded that there is a prize for the best Stableford result during the monthly medal competitions and you must therefore also fill in the card accordingly if you want to be in contention for this prize. This weekend is the BRAAIMASTER day which is an individual Stableford. The

The Rossmund Bowling Club (RMC) got back into action as they recently had their Club Drawn Pairs and Club Drawn Trips competitions at their Bowling fields. Valentine Target Archery Shoot Swakopmund Archery Club (SAC) hosted the Valentine Target Archery Shoot Sponsored by Build-it Swakopmund on 13 and 14 February 2021 at the SFC Sport Grounds in Swakopmund. The first day saw 16 archers in eight different divisions participating in the Outdoor target archery shoot. The archers shot two rounds of 72 arrows each and eliminations to determine the winners.
