The All Blacks opened their account within the first 10 minutes of the game with a penalty kick, two tries and one conversion, bringing the scoreboard to 15-0 in their favour. In the 13th minute of the game Namibia put their name on the scoresheet, with a successful penalty kick. It was followed shortly afterwards by another All Blacks try and conversion, to put the Welwitschias on the back foot with a score of 22-6. Another try and conversion from the All

Blacks, in the 30th minute of the game followed. Poor defending by the Namibians led to yet another try, to bring the half-time score to 34-6. Desipte the high score the first half was certainly not a walk in the park for the “mighty” All Blacks. Namibia was the first team to collect points in the 4th minute of the second half, when Theuns Kotzé made no mistake with a penalty kick, closing the gap with another three points. Drie mans verskyn vandag in die hof op Swakopmund, op aanklagte van korrupsie en sameswering, nadat die Teen-korrupsie-eenheid-ondersoek na ongerymdhede by die Hentiesbaaise Munisipaliteit, eergister en gister tot hulle in hegtenisneming gelei het. Die Teen-korrupsie-eenheid het laat gistermiddag aan namib times bevestig dat die drie amptelik aangekla is en in aanhouding is. Earlier this week the Swakopmund Fire Brigade received a phone call from the residents of DRC informal settlement informing them about a shack that caught fire. The fire started at 11:30 in the morning and was extinquished at right about 12:00.

1994. Adri Goosen, the Chief of the Swakopmund Fire Brigade said the cause of the fire was yet to be established, “ but I believe

the fire was started by an open fire because there is no sign of arson. The fire started inside the shack” said Goosen.

The Ministry of International Relations and Cooperation has announced that the recently concluded 59th Session of the General Conference of the International Atomic Energy Agency (IAEA), which was held in Vienna, Austria, from 14-18 September, endorsed Namibia’s candidature to serve on the Board of Governors of the International Atomic Energy Agency from September 2015 to September 2017. Namibia and Ghana filled the two seats available in Africa. The Board of Governors examines and makes recommendations to the General Conference on the IAEA, accounts, programme and budget, and considers applications for membership. It also approves safeguard agreements and the publications of IAEA safety standards and is responsible to appoint the Director General of the IAEA with the approval of the General Conference. The Board of Governors is the subsidiary body of the General Conference. The IAEA Board Membership for the period of 2015-2017 consists of 35 Member States, namely: Argentina, Australia, Belarus, Brazil, Canada, Chile, China, Egypt, Finland, France, Germany, Ghana, India, Ireland, Japan, the Republic of Korea, Latvia, Macedonia, Malaysia, Mexico, Namibia, New Zealand, Nigeria, Pakistan, Paraguay, Philippines, Russian Federation, Saudi Arabia, South Africa, Spain, Switzerland, Turkey, United Kingdom, United States of America and Uruguay. The IAEA is a UN Agency that provides developmental assis-

tance to its Member States, through the Country Programme Framework. In September 2014, Namibia signed its Third Country Programme Framework with the IAEA. The Programme seeks to match nuclear technology for sustainable development to national priorities, focusing on agriculture and food security, animal disease, crop production, soil and water management techniques, insect pest control, nuclear medicine, radiation therapy, uranium mining, energy planning and skills development. These are all in conformity with the Pillars of the Nuclear NonProliferation Treaty (NPT) to which Namibia attaches significant importance, namely: Peaceful Uses of Nuclear Technology, NonProliferation and Disarmament. Namibia’s membership to the IAEA Board of Governors is important for it positions Namibia better with the IAEA and also serve the interests of developing countries, in particular peaceful uses of nuclear technology and technical cooperation.

Minor’s Suicide Shocks Community Sharlien Tjambari

A fourteen-year-old boy, Champion Brandon //Gowaseb, a grade seven learner at Vrede Rede Primary School, committed suicide at his home in Mondesa, on Wednesday afternoon. He hanged himself. His mother, Ms Petty // Gowases, said she left the house in the morning for work and when she returned in the afternoon, at around 16:30, she saw the friends of Champion running to her, “auntie, Champion went in the toilet and he has been there for long, we called him but he is not answering” said the boys. Petty went to the door called him by his name “Tsetse” for him to come out of the toilet but he didnt respond.

According to Petty, Champion left a suicide note, of which she could not share the contents, and said the note is in the hands of the police. The family, is originally from Omaruru and have been residing in Swakopmund for nine years. According to the Principal of Vrede Rede Primary School Mrs Mathys, Champion started school in grade 1 and had learning problems at first. The school gave him

Champion at the age of 8 learning support to which he responded positively. Mrs Mathys said the whole school was very shocked by Champion’s death and they would support the family in whichever way they could.

No funeral arrangements have been made yet. The school, Vrede Rede, will have a memorial service for Champion, depending on the funeral date.

Seal Clubbing in Spotlight Again

New Zealand Environmental activist, Pete Bethune (Earthrace Conservation) has expressed his happiness after having handed over a petition against seal clubbing to the Namibian National Assembly this week, demanding an end to as it is stated, “the Cape fur seal massacre.” human control at the time of harvesting as seals are rounded up into a corral then ushered down in small groups – clearly they are under human control during this period; - Seal harvesting is a rather small industry (approx. N$7 million) compared to the seal tourism industry (approx. N$17 million), and offers low level employment; - Seals do not consume as much fish as is being claimed – they form an integral part of the ecosystem, much of the fish seals hunt are not commercially harvested and their hunting range is very limited around the rookeries; - The seal colony's population will not burst out of control as claimed by the fishing industry – New Zealand, Australia and South Africa all ceased their hunts and the seal colony populations stabilised at reasonable level in all three cases; - The populations are vulnerable in the sense that they are dependent on natural resources and have suffered major dieoffs in recent years.” Alongside this petition, two additional petitions, consisting of almost 200 000 signatures from all over the world, were also

Mr Jakes Jacobs, Secretary of the National Assembly, accepted the petition at the Parliament building in Love Street Windhoek. Bethune on Tuesday petitioned the Namibian Government on behalf of Earthrace Conservation, The Seals of Nam and new Namibian nonprofit organisation, Seal Protection (Namibia), asking that the seal hunt be stopped. “The contents of the petition references the following elements: - The failure of the Minister of Fisheries to act on any of the recommendations put forward in the final report on the seal hunt by the Namibian Ombudsman; - The failure of the Ministry of Fisheries to ensure that the 3yearly aerial survey of seal populations is carried out; - That Namibia is not fulfilling its obligations as required by its membership of CITES; - That as evidenced by the video footage obtained by Earthrace Conservation, the seal hunt is shown to be inhumane; - We disagree with the Ombudsman's finding that Cape fur seals are not under

handed over. These additional petitions were launched by Earthrace Conservation on the petition site, Take Part, reading: “To the Hon. Bernhard Esau, Minister of Fisheries and Marine Resources, Namibia. With Namibia facing mounting public outcry and increasing consumer boycotts, we, the undersigned are urging the Hon. Minister Bernhard Esau to immediately end the annual bloodbath, protect the seals with effective new legislation, and allow all Namibians to benefit from this magnificent tourist draw card.” Bethune afterwards wrote on his Facebook page: “In total we had 196,709 signatures (Petitions from TakePart.com and The Seals of Nam). I was nervous the Police might end up arresting me, given my role in illegally filming their Seal Clubbing. Thankfully, no arrests and the Secretary has guaranteed he will place the petition before the National Assembly for consideration. Working with the newly established Seal Protection Namibia which is a local NGO established to work on stopping the seal clubbing. Great effort by lots of people to make this all happen. A long way to go. But progress has been made. Hey and it is great to be back in Africa.”

race Conservation, succeeded in filming the annual seal hunt which targets over 80,000 seal pups and 6,000 adult bulls.

The previous time Bethune was in Namibia he presented himself outside the Parliament building with a dead seal nailed to a club.

Minibus accident claims lives of two babies Marshallino Beukes A minibus taxi with 16 passengers plus the driver of the vehicle were involved in an accident, 20 kilometres outside Swakopmund on the Swakopmund/Arandis road on Tuesday. Two fatalities were reported. Two babies of two months and four months old respectively, lost their lives as a result of this horrific accident. Little Kauna Jeremia (2 months old) died at the scene of the accident, with a four-month-old

baby boy who died later that evening at the Swakopmund State Hospital. Two patients were airlifted to Windhoek by Emed and Lifelink respectively, while two other patients were also

transferred to Windhoek by ambulance. The police are investigating a case of culpable homicide and reckless and negligent driving, as per Nampol (Erongo) spokesperson, Deputy Commissioner

Ottilie Kashuupulwa. According to her the accident occurred after one of the vehicle’s tyres burst and the driver lost control of the minibus.

He was sentenced to one year imprisonment on each charge, respectively. Brandeen Keramin (24) appeared on charges of theft of motor vehicle and kidnapping. This matter was postponed until 5 October, because the docket was not at court.

Mnr John Izaaks, medeeienaar van die bekende ontspanningsplek, Alte Laundry, vertel dat ‘n persoon wat hom as ‘n toergids voorgedoen het hom die betrokke dag genader en aangedui het dat hy graag die aand ‘n groep persone by die ontspanningsplek wou onthaal. Aangesien hy op gereelde grondslag hierdie tipe besigheid kry en nie jakkalsstreke vermoed het nie, het die eienaar ingestem om €300 van die “toergids” te aanvaar (€300 = ongeveer N$4 500). Die groep het hulle blykbaar gate uit geniet by sy besigheidsplek en verkas. Een van die sekuriteitswagte voor die perseel het blykbaar opgemerk dat die “toergids” in ‘n poeierblou, ingevoerde stasiewa met ‘n Windhoek registrasienommer wegry. Die eienaar het eers Maan-

dagoggend, toe hy die geld by die besigheid se bankrekening wou inbetaal ontdek dat hy met vervalste geld opgeskeep sit en N$4 500 verloor het. Die tellers by die bank het waargeneem dat dit vervalste note was. Volgens hom is toergidse dikwels met toeriste wat nie genoeg Namibiese dollars in kontant op hul persoon het nie, of wie se kredietkaarte dalk nie werk nie, en dan help besigheidseienaars hulle deur buitelandse geld te aanvaar. Hierdie was volgens hom die eerste keer dat hy so ‘n stel afgetrap het en hy het ‘n saak van bedrog geopen. Besigheidseienaars en die publiek word dus hiermee gewaarsku om op hul hoede te wees vir hierdie tipe slenter. Die euros is in €50 en €100-note aan hom oor-

handig en hy noem dat dit ‘n “baie goeie” vervalsing is, aangesien dit byna presies soos die ware Jakob lyk. Die koerant het intussen vasgestel dat nog ‘n vervalste €100 noot twee weke gelede by dieselfde bank opgeduik het. Volgens ons bron verskil die reeksnommers van daardie noot en die van mnr Izaaks nie veel nie, en daar word vermoed dat dieselfde persoon of persone betrokke is. In laasgenoemde geval het die verdagte blykbaar ‘n waslap by ‘n straat-stallejie gekoop en die kleingeld in Namibiese munt ontvang. Die verkoper wou die €100 by die bank omruil vir Namibiese geld, waarna snuf in die neus gekry was.

Concern over Stray Dog Killings Madelaine Laubscher

Complaints surfaced after a stray dog was allegedly beaten to death by children in Henties Bay. A trusted source says similar incidents had been addressed at council meetings in the past, but nothing concrete was done to resolve this issue. According to the source, the problem surfaced approximately three years ago, but remains a matter of concern. “We have had council meetings where we asked relevant persons what could be done to solve the problem of stray dogs in Henties Bay being killed. Nothing has come of it and it is very upsetting to find that dogs are beaten to death. According to persons who attended the council meeting they were aware of the problem and had allegedly brough it under the attention of the SPCA, yet

nothing was done to solve the issue,” he said. The SPCA says it’s aware of the issue. “This remains a big problem. If you drive around in Henties Bay you will be shocked to see how many stray dogs there are walking around. They are all at risk. We urge the community to take video footage of these children/ persons killing dogs and send it to us. We will protect your identity. Once we have photos or video footage of these children we can go to schools to identify them and subsequently hand it over to the police. If we do not know

who they are, we cannot do much. Inwoners van Swakopmund se Mondesa woonbuurt het vandeesweek hul ongelukkigheid, rakende die rioolwerke wat huidiglik daar aan die gang is uitgespreek. Volgens die inwoners is hulle baie bly dat die ou pyplyne met nuwes vervang word, maar die feit dat die diep slote in sommige gevalle toegang tot hul wonings versper en ook baie onveilig en onhigiĂŤnies is, staan hulle glad nie aan nie. Een van die inwoners het aan namib times genoem dat hy glad nie sy voertuig veilig in sy motorhuis kan parkeer nie, aangesien die diep slote die pad na sy huis versper. Hy is tans verplig om sy voertuig by familielede se huis te los. Hy het ook genoem dat sy meisie, wat saam met hom woon, swanger is en gevra wat gedoen indien sy dalk in die middel van die nag na die hospitaal gehaas moet word. Die onveiligheid van hierdie slote is ook 'n doring in hul vlees, en daar is blykbaar al gevalle van persone wat daar in geval het aangemeld.

Die inwoners vrees ook vir die veiligheid van die talle klein kindertjies in die omgewing, want hierdie slote is kniediep gevul met vuil water. Met die koerant se besoek aan die area was daar waargeneem dat die waarskuwingslinte afgebreek is, vermoedelik deur die inwoners self. Ou buitebande, huishou-delike rommel en ander derglike vullis is ook in die slote gestort, wat baie onhigiĂŤnies is. Die kontrak vir die rehabilitasie van die rioolwerke, ter waarde van N$12 994 310, is aan Strydo Construction cc toegestaan en daar word van die projek verwag om Mondesa se riool-probleme vir eens en altyd op te los. Obtaining Fishing

Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations. WHY? The marine resources are limited and currently some of them are overfished or over collected. Etosha Fishing explains Workers’ Uproar Madelaine Laubscher

After an uproar outside Etosha Fishing in Walvis Bay last week Friday when workers of Etosha Fishing were allegedly upset about their bonuses, the company explained what transpired. The namib times had been called to the scene last Friday, and one of the workers said “these people are not faithful and they eat our money. We have always been kind, but now we have had enough. Some workers have been working here for years and others for two months. Those who have been employed for two months received a bigger bonus than those who have worked here for longer. There is a big difference here. These people do not care about us and we are tired. Management said we are taking a risk to cre-

ate an uproar and we were told that the bonuses will be withdrawn from anyone who was part of the uproar. However we are not striking. We simply asked for our payslips to correct the mistakes they made with our bonuses,” she said. The Human Resources Manager of Etosha Fishing, Mrs Geraldine Muteka, explained that the seasonal employees were upset as they thought mistakes had been made on the bonus payments. “On Friday morning they wanted to enter the premises through an unauthorised

“The company’s initial high service rates lead to the loss of major clients creating an unfavourable business environment and difficulty in sustaining a large workforce. The company has offfered various generous salary increases in the past. The latest increase offer percentage amounts to three times the current inflation rate. These offers have all been refused by the union (NASAWU). This has resulted in a situation where employees in the bargaining unit wil still remain without salary increases since 1 January 2013. This is an unaccept-

able situation and grossly unfair towards members in the bargaining unit. Regarding the demands in the latest petition, it is evident that the Union has now returned to their earlier demands of two years ago. The company and the Union have since moved their positions substantially. This situation is of grave concern to the company as it derails the progress made during the negotiations. Various staff members in the bargaining unit from other divisions have also expressed their dissatisfaction with the drawn-out negotiations and are willing

to accept the company’s offers. Although the company would like nothing more than to grant the employees their salary increases, it cannot, as its hands are tied by the recognition agreement with the Union. The company continues to be committed to deliver the ultimate choice in logistics services in Walvis Bay with our dedicated teams. It is our sincere hope that the Union representation will consider the plight of the workers and reconsider their current position to resolve these unnecessary delays in salary increases” he concluded.

World Rhino Day was celebrated on Tuesday, 22 September, and all five species of rhino, Black, White, Greater one-horned, Sumatran and Javan rhinos were in the spotlight. Ban on trophy hunting to affect Nam economy Geingob President Hage Geingob says Namibia wishes to see the reform of the United Nations (UN) Security Council finalised by the 70th session of the UN General Assembly, which commences today. Geingob made the statement during his meeting with UN SecretaryGeneral Ban Ki-moon at the UN headquarters in New York on Tuesday. During the meeting, the Namibian leader also expressed his concern about a possible ban on trophy hunting. Following the recent illegal hunt of now famous Zimbabwean lion Cecil, some 1,3 million people have signed a global online petition by Saturday morning, calling for the United States of America and European Union to ban the import of hunting trophies. Geingob said if a blanket ban on trophy hunting is imposed, it will have an incalculable impact on the Namibian economy, particularly in the rural areas, and will undermine the country's conservation programmes. He asked that Secretary- General Ban call on the relevant UN Agencies to look into the matter. Due to the limited number of Namibian nationals in the UN Secretariat and UN Agencies, Geingob informed Ban that Namibians are ready to be considered for appointments as Special Envoys to the SecretaryGeneral. Namibia has so far not been considered for appointment as special representatives and special envoys of the Secretary-General for peacekeeping missions or political offices. Geingob is in New York to attend the UN General Assembly, which takes place today and tomorrow. He is expected back in Namibia next week. NAMPA

Cymot is The Blood Transfusion Service of Namibia’s (NamBTS) corporate challenge winner for August with a total of 108 potential lives saved through their efforts. “Corporates are challenged to donate blood as a group, take a picture of the group and post it on social media platforms with the #BloodDriveNamibia hash tag,” says Zita Tobin, PR and Donor

Relations for NamBTS. “The theme of this year’s World Blood Donor Day “Thank you for saving my life” was highlighted by this Company who selflessly donated and saved 108 lives.

This chalenge was initiated by Ogilvy Namibia who donated blood as a group and challenged other companies, agencies and organisations across Namibia to do the same.” The group, who donat-

ed blood and therefore saved the most lives during a particular month, wins a floating trophy and the honorary title of ‘Corporate of the Month’.

Ministry gives back to the community Prophets Izata and Esther of the Prophetic Embassy Ministry have started a project to help the community by distributing groceries in Kuisebmond.

“This is part of the vision that God gave us, for we see people suffer and we have the passion to help the needy, sending street kids to school and helping the senior citizens too. It is our initiative and will be continuous from now on,” prophet Izata told namib times.

President Geingob receives Fordham University Doctor of Humane Letters

Fordham University on Tuesday honoured Namibian President Hage Geingob, by conferring on him a Doctor of Humane Letters, honoris causa, at Fordham University Rose Hill Campus, Bronx, New York. Before the conferment ceremony, the President toured Rose Hill Campus. He was taken to Keating Terrace, now known as the Terrace of the Presidents, where his name has been engraved amongst those of other legendary Presidents honoured by the University, including John F Kennedy; Léopold Senghor, the first president of Senegal; Corazon Aquino, former president of the Philippines; Mary McAleese, and Franklin Delano Roosevelt. In his statement at the event, Geingob said he was excited to be there and to receive the honour. He quoted George Washington Carver who had once referred to education as, “the key to unlock the

golden door of freedom”, and said growing up in what had then been known as South West Africa, the golden door to freedom had been closed to the majority of Namibians, held in place by what seemed was an unbreakable lock called Apartheid. “For those of us who yearned for knowledge, yearned for the opportunity to think intensively and to think critically; the only solution was to go elsewhere. That is how destiny brought me to the hallowed grounds of Fordham University. Apartheid was a splinter in the eyes of those of us who sought to build upon our God-given talent, wisdom and foresight. So I escaped, together with my colleagues, in the early

1960s in pursuit of a better education. It was a long and arduous journey but thanks to the warmth and courage of people such as Thomas Melady and his wife Margaret, who is present here today, I managed to achieve what I could only dream about. Let me reminisce a little bit about the path I traversed to get here. Firstly, I recall that I enrolled at Manhattan College, but to my disappointment when I got there, I was bombarded with lectures on Greek history. I thought to myself that this is not why I came all the way here for. My intention was to be armed with the requisite education to arm me, so that I can return home and fight to open the golden

door to freedom. I then realized that I was at the wrong college and needed to go to a bigger university with a more diverse range of faculties and subjects. This is how I moved to this great institution, Fordham University. Geingob thanked the President and the entire leadership of the prestigious university for having accorded him the privilege. He said the honour was not his alone, but rather in recognition of what the Namibian people have done to achieve freedom. “Freedom is not divisible. All human beings on this earth seek democracy, values and human rights. Wayne Dyer once said, ‘Freedom means you are unobstructed in living your life as you choose.

Anything less is a form of slavery’. Since Apartheid obstructed us from living life as we wanted, robbing us of democracy, values and human rights, we were left with one choice, submit or fight. We chose to fight and education was the battering ram we used to smash open the door to freedom. Today, so many years after that tumultuous era, I am proud to say that the Africa I represent is a new Africa, and Africa in which democratic norms prevail. Today we talk of New Africa. This is an Africa, which

has moved on from the days where political chaos and coup d’états ruled the day. We have just recently witnessed the stern approach taken by the African Union in dealing with the perpetrators of the unlawful actions that took place in Burkina Faso several days ago. This is a case of Africans managing Africa and safeguarding the continent’s democratic principles.” He also had a message for today’s youth, the young people who would soon assume the role as torchbearers of the flame of humanity.

“Do not take education for granted. So many of us were denied the opportunities that you are blessed with in abundance today. Remember the words of Aristotle, who said, ‘The roots of education are bitter but the fruit is sweet.’ Your studies, no matter how tough they may seem, are the key to the sweet fruit that lies ahead as the reward. I stand before you, having tasted that sweet fruit and I can attest to the fact that there is no sweeter fruit than the fruit of freedom, which can only be discovered through education.”

Engages Local Producers for TV Content

The Namibia Broadcasting Corporation (nbc) is engaging local film producers to source more local content for the additional channels created following its digitalisation exercise. The public broadcaster is assisting local producers to develop content for the new channels. nbc currently has 7 channels on the Digital Terrestrial Television (DTT) bouquet with more channels to follow. At present, three (3) channels are locally and internally produced by nbc inclusive of nbc1, nbc2 and

nbc3, two (2) channels are from local Namibian broadcasters, one (1) locally owned and produced music channel named THISTV as well as one (1) locally produced educational channel, EDUTV. The nbc is engaging local producers to ensure that the channels are populated with local content. The accommo-

dation of a local production, THISTV on its platform and a cooperation agreement signed recently with another local producer to pilot co-productions with nbc are typical examples of the broadcaster’s efforts. The nbc wants to see more local content being generated and aired on its channels, includ-

SABA and Public Media Alliance in Partnership The Southern Africa Broadcasting Association says it will be partnering with the Public Media Alliance for the forthcoming 3rd Africa and Digitalisation Conference to be held from the 29th September till 2nd October in Rwanda, Kigali. SABA represents the public broadcasters of the 15 SADC countries, communications regulators, and associate members and has since its inauguration, extended its sphere of activity to include community, private and commercial broadcasters in Southern Africa, the African continent and the rest of the world. Ms Ellen Dantago !Nanuses Secretary General of SABA, says the Conference is aimed at setting the tone for the future of broadcasting in Africa amongst Public Broadcasters with the changes in the media landscape brought about by digital migration, the development of ICTs, the need for relevant African

content and multi-media broadcasting. Over a 150 CEOs from Southern and Eastern Africa and the World will attend the meeting being held under the theme: “Opportunities for Africa beyond the digital deadline.” The Public Media Alliance is the largest global media association with over 102 members across 54 countries globally and has a strong background in promoting Public Service Broadcasting and the freedom of the media. Formerly known as the Commonwealth Broadcasting Association, the PMA engages in knowledge exchange, advocacy, research, training

and support for content development for public media worldwide. They will host the third day of the conference on 1 October, with the theme African Content in the Digital World. Day three will include a number of panel sessions and keynotes as well a live radio debate that will focus on science and health coverage across the continent. Topics to be addressed include “Telling other peoples tales-News and third party coverage of African stories,” “Engaging audiences with multi-media content”, “Reaching and engaging younger audiences” and “Taking African Stories to the World.”

Prior to the conference, PMA will host a workshop in Kigali for local journalists and members of the biomedical community. The workshop will demonstrate techniques to effectively and engagingly report on science and health news in the digital environment. Entitled Bridging the Gap: Covering African Science, the workshop will also seek to address the prevalence of third party news coverage and bridge the gap that often exists between journalists and the science community.

Similo is new NBC boss Cabinet has approved the appointment of Stanley Similo as the Director-General (DG) of the Namibian Broadcasting Corporation (NBC). The appointment was confirmed on Wednesday by Minister of Information and Communication Technology (MICT), Tjekero Tweya during a media briefing in Windhoek, on the resolutions of the 11th Cabinet session held earlier this week. Similo replaces former DG, Albertus Aochamub, who was appointed press officer in the Office of the President some two months ago. Vezenga Kauraisa had been Acting DG since then. Similo is a former chief executive officer of Powercom Limited, which is a subsidiary of Telecom Namibia. He previously served as the head of human resources at First National Bank (FNB) Namibia Holdings Limited and also as chief spokesperson and human resource officer of

Making the announcement in the capital on Wednesday, Minister of Labour, Industrial Relations and Employment Creation, Errki Nghimtina explained that for advertised positions, the employer must report each vacancy at least 14 calendar days before the closing date for applications, while for non-advertised positions, the employer must report each vacancy at least 14 days before the intended date of filling the vacancy. Every person who intends to operate a new employment establishment must notify the bureau within 30 days before the employment of persons. If the bureau has referred job seekers to fill vacancies, the designated employer may not fill the vacancy unless it has considered in good faith the job seekers referred by the bureau; while a designated employer is also obliged

to report to the bureau on whether or not it appointed any of the job seekers referred, and if not, to provide the reasons therefore, among other information. The labour minister made it clear that every designated employer must keep a record of vacancies and related items, and every designated employer must submit annually a full profile of its establishment to the bureau. The ESB will publicise the vacancies through its system and must refer suitable job seekers, if available, to the designated employer that has reported a job vacancy or new position within 14 calendar days after the bureau receives the report. The bureau must keep a register of designated employers and institutions. “We are tired of foreigners coming and taking jobs that can be done by Namibians - jobs such as pushing a wheelbarrow.

All employers in the country who employ 25 or more persons, are required to report job vacancies or new positions, before they are filled, to the Employment Service Bureau (ESB) in the Ministry of Labour, Industrial Relations and Employment Creation. The law, which was gazetted on 15 September this year is intended to promote inclusivity and non-discrimination in hiring in Namibia.

Let us, Namibians, do the work as long as we are qualified. Experts are acceptable to come and work in Namibia,” he said. When an employer reports a vacancy to the bureau, that information will be made available to the Namibia Integrated Employment Information System (NIEIS) immediately and

will therefore be made available to registered job seekers throughout Namibia. The NIEIS already has over 50 000 job seekers registered on its system. Said Nghimtina: “No one will be left out. This means that the hiring pool of employers will not be limited to one geographical area of the country, unless specified valid reasons and that any Namibian job seeker will have a chance to apply.” Under the same law, all tertiary institutions established by an Act of

Parliament as well as educational or vocational training institutions registered by the Namibia Training Authority (NTA) and accredited by the Namibia Qualifications Authority (NQA), are required to submit information on an ongoing basis regarding course offering, qualifications of all graduates and course of study of current students. The Walvis Bay Arts & Crafts (WAC) Fest at the Walvis Bay Lagune Café will open on Monday and will run until 10 October. Handmade arts and crafts by Namibian crafters will be on display. According to a spokesperson several arts and crafts workshops will be offered, including a free demonstration of glass work on 3 October at 10:00. The Walvis Bay Arts and Crafts Association has hosted the WAC Fest annually since 1992. The WAC Fest will run for two weeks. “Anyone is welcome to view the items displayed from 10:00 - 18:00. At the moment we have 20 members who will show their arts and crafts for two weeks. Items like glassware, wooden items, puzzles, kitchenware to home decor, Christmas decor, lamps, jewellery, cards, embroidery, candles, paintings, scarves, needlework, gifts and lots more will be displayed. The Huis Palms old age home will also take part with a stall

to sell handmade items,” a spokesperson said. The organisers will also donate a one-year art class given by Liz Visser, a local artist, to a promising young girl who loves art. “Every year the Walvis Bay Arts and Crafts Association donates money to a certain initiative such as the SPCA or a children’s home. This year we’ve decided to donate money to someone who loves art. There is still space available to anybody who would still be interested in displaying their arts or crafts. Hickory Creek Spur celebrating first birthday under new management Liesl Losper Recently Spur in Walvis Bay celebrated their birthday and on this specific day they also had a spinning wheel where the customers had the chance to win vouchers.

“We would like to thank the community for all the support they have given us. We also have different kind of community projects, for example our soup kitchen, that we had for the less fortunate kids,” Nicolene Maree, manager of the Spur said. Kids love celebrating their birthday at Spur with the singing staff. The namib times was there when M J De Villiers had his birthday at the Spur with his friends. Curves to Raise Funds for Cancer Research Curves Swakopmund has pledged to lend its support to The Cancer Association of Namibia in an effort to raise funds for vital research and support programmes to educate women on breast cancer issues. Curves will be raising awareness for the charity through selling Breast Cancer Awareness products within the club and promoting the importance of early detection and prevention such as mammograms, self-breast exams and regular physical exercise. The club will also be taking part in various fundraising initiatives. The women only fitness centre, located in the Woermann Brock Shopping Mall, Vineta, Swakopmund will waive the joining fee for new members from 1 - 31 October when they bring in proof of a recent mammogram. All new members joining the club during October without a mammogram will receive 60% discount on their joining fee with 50% of the remaining fee being donated to The Cancer Association of Namibia to improve Breast Cancer Awareness. Ruth Venter says, "Fundraising for breast cancer charities is something which unites the Curves community globally and we are delighted to be able to support The Cancer Association of Namibia, whose goals of caring for and strengthening women match Curves' core values perfectly.” “With one in eight women at risk of developing breast cancer in her life, Curves and its members cannot afford to ignore such a lifethreatening health matter,” said Mrs Venter. “We are committed to not only support research through funding, but also to increase awareness by encouraging our new and existing members to be breast aware and to lower their risk through exercise.” Meanwhile, Curves Swakopmund is celebrating its first anniversary next

week under the new ownership of experienced health and fitness professional, Ruth Venter. “The Curves family has grown considerably during the last year and I am so grateful we have been able to change so many lives for the better,” said Ruth, who took over the club from the previous owner on 1 October 2014. “I am thankful every day that I have been given this opportunity to put my passion, knowledge and experience to good use,” says Mrs Venter. “The positive feedback I receive from our members is so rewarding. At her last weigh in, Anika had lost 14kg, 8% body fat and 65cm. She told

Marianna has a new lease on life and living every moment to the full, earlier this month she completed the Husab 5km walk hosted by Swakop Uranium. “I feel excited to be alive, life is awesome and I am so very proud of myself”. Ruth is also delighted with Marianna's progress. “Although many of our members have similar goals, they all have different underlying reasons for coming to us. Just in dem Moment war der Vorhang des Theaterstückes „Der Besuch der alten Schachtel“, eine freie, aber durch und durch gelungene Inszenierung von Dürrenmatts weltbekannter Tragikomödie, gefallen. Gut und gerne 150 Zuschauer kamen und staunten nicht schlecht, wie die Theatergruppe der seit über 100 Jahren existierenden Küstenschule,

Dauntless. The all-new Audi Q7. Luxurious comfort, the largest interior in the segment and a weight saving of up to 325 kilograms - the new edition of the Audi Q7 sets new standards. As the most advanced Q model ever made, the second generation Audi Q7 offers a new dimension in design, performance and technology. Its innovative assistance and infotainment systems along with revised engine performance make the large SUV an impressive package. Its new engines consume significantly less fuel than the previous model and reduce CO2 emissions by as much as 50 g per kilometre. The Audi Q7 was first introduced to South Africa in 2006 and since then has sold in excess of 4,700 units locally. As of October 2015, the second generation of the successful C-segment SUV will be available at all Audi Dealerships in South Africa. Exterior Design: The proportions of the new Audi Q7 are slimmer than its predecessor; the new model is 5.05 metres in length, 1.97 metres in width, 1.74 metres in height and has a wheelbase of 2.99 metres. These dimensions make the new generation 37 mm shorter and 15 mm slimmer, while the height has remained approximately the same.

Interior Design: The interior of the new Audi Q7 is extremely variable, user-friendly, comfortable and above all generously dimensioned. It offers the most spacious interior in the premium SUV segment. In terms of knee space, shoulder space and headroom (plus 41 millimetres in the front row), it even surpasses the dimensions of its predecessor - although the exterior of the overall car has become slightly more compact. Engines: The new Audi Q7 will be launched in South Africa with one engine initially. The 3.0 TDI available now, delivers 183 kW of power and 600 Nm of torque from 1500 to 3000 rpm. Acceleration from 0 to 100 km/h takes 6.3 seconds, with a top speed of 234 km/h. On average, the 3.0 TDI consumes only 5.7 litres of fuel per 100 kilometres, emitting only 149 grams of CO2 per kilometre. A petrol engine in the form of a 2.0T FSI with an output of 185 kW and 370 Nm of torque will be available in South Africa in January. Infotainment and Audi connect The standard MMI navigation plus with MMI touch brings along a rich

array of equipment. It includes a DVD drive, two card readers, a flash memory, Audi sound system, Audi music interface with two USB ports, a Bluetooth interface and the 8.3-inch high-resolution monitor. The MMI navigation plus with MMI touch provides access to the smartphone voice control, displays emails from the cell phone and reads them aloud. It cooperates closely with many assistance and safety systems in the new Audi Q7. Driver assistance systems No other model in the segment currently offers so many driver assistance systems as the new Audi Q7. Standard systems include the attention assist system, hold assist, cruise control, adjustable speed limiter, rear parking system, Audi pre-sense basic and Audi pre-sense city. Optional assistance systems include adaptive cruise control, night vision assist, head up display, traffic jam assist, Audi active lane assist, collision avoidance assist, rear cross traffic assist and trailer maneuver assist. Another optional system for the new Audi Q7 is allwheel steering - a technology nowhere else to be found in the SUV segment. At the rear axle is

installed a steering system with electrical spindle drive and two track rods that turns the rear wheels a

few degrees in the same or opposite direction relative to the front wheels, depending on the situation.

Ou TransNamib-geboue broeigrond vir onheilighede Marshallino Beukes

Die verwaarloosde geboue van TransNamib, agter die Namib Hoërskool-seunskoshuis in Swakopmund, was al voorheen in die nuus oor die gehawende staat waarin dit verkeer, asook die feit dat niemand blykbaar aanspreeklikheid daarvoor aanvaar nie. Dit wil voorkom asof niks nog verander het nie en dat hierdie persele nou die broeiplek geword het vir misdaad, tienerseks, dwelmmisbruik en 'n gefuif. 'n Bekende sakeman van Swakopmund, mnr Quinton Liebenberg, het onlangs 'n kontrak met TransNamib aangegaan om die geboue te huur as stoorplek Volgens hom stipuleer een van die klousules in die kontrak dat hy ook verantwoordelik is om die area netjies te hou. Hy noem dat hy en sy werknemers die groot taak om die geboue skoon te maak aangepak het en ook nuwe deure vasgeskroef het. Al die deure is intussen afgesteel en afgebreek deur vandaliste. Hy en een van sy werknemers het blykbaar een persoon op heterdaad betrap terwyl hy besig was om een van die deure vir homself toe te eien, maar terwyl hulle besig was om die man te konfronteer het 'n groep skoolseuns wat by die Namib Hoërskool koshuis woonagtig is, hulle skynbaar uitgejou en 'n dreigende houding aangeneem. Daar is glo lelik op hulle gevloek en een het blykbaar genoem dat dit “Namibië die is,” terwyl hulle Liebenberg se werknemer omsingel het. Daar was aangedui dat hierdie geboue die rook, dwelm- en drankmisbruik en ook seksplek vir jeugdiges en ander ongewenste elemente is. Die koerant het met ons besoek aan die geboue op kondome en “beddens” wat met kartondose gemaak is afgekom. Na al die moeite om die geboue skoon te maak, sien dit tans weer dieselfde uit en word ook as toilette gebruik. Haweloses maak blykbaar ook soms van die geboue gebruik om te oornag. Daar is ook aangedui dat misdadigers wat vir die Buurtwag of sekuriteitsmaatskappye op die vlug slaan hierdie area as ontsnappingsroete gebruik. Nog iets wat vir Liebenberg dwars deur die krop steek, is die feit dat die koshuis-seuns in hul kamers in bottels urineer en dit dan deur hul vensters na buite gooi. Hy en sy werkers moet dan die vuil werk doen om dit te verwyder. Daar was glo ook al gevalle waar sakke of toegevoude papiere met menslike ontlasting deur die vensters gegooi was. Volgens die koshuis-toesighouer was sulke gevalle al voorheen aangemeld, en het hulle die sondebokke geïdentifiseer en streng opgetree. Hy was egter nie bewus dat dit weer die geval is nie en het belowe dat hulle die situasie sal uitsorteer. Die koerant het ook die Swakopmund Munisipaliteit gekontak, ten einde hulle van die situasie in kennis te stel en ook om vas te stel waarom hulle nie intree en vir TransNamib in die verband aanspreek nie. Die Hoof-uitvoerende beampte, mnr Eckart Demasius, het in sy reaksie genoem dat die koerant dit netsowel kan doen en ook sommer die koshuispersoneel moet aanspreek om die leerlinge te beheer.

Capablanca Wins Third League Title Capablanca Chess Club has cemented its status as the country's undisputed chess club by winning its third NAMSPORTS Premier Chess League (PCL) on the trot. Gunther Husselmann Chess Club also claimed their third successive silver medals while Indomitable Knights collects the bronze medals, also for the third time running. The silver medallists are ever edging closer to the Champions, this time having closed the gap to a mere two match points. They also managed to break Capablanca's unbeaten run when they scored a shock 3-1 victory with the Black pieces. The winning team captain Thomas Ehrich, who is also an 8-time NamPol Cham-

pion, was subdued to have his club’s unbeaten run ended, but vowed to keep winning the title, adding: “Look, we surprisingly lost to Gunther after beating them 3.5-0.5 with Black pieces in the first round. But what's important is that we keep achieving our primary objective which is to win the League. It's getting harder, but I'm confident of retaining it next season as well.” At the other end of the table, Herero Mall Chess Club and Queens United Chess Club have both been relegated and will be playing in the NAMSPORTS First Division Chess

League (FCL) next season. Both these clubs have good enough players to have stayed afloat, but their commitment, or lack thereof, cost them dearly as they forfeited a handful of matches. The students of The Weekend Chess Academy have come of age and narrowly missed out on third place following their last round defeat at the hands of the Champions. Newcomers Chess Masters, who bought the PCL status of Unam Chess Club, finished a respectable fifth in their first campaign. Due to the mashrooming of

chess clubs, a second-tier division was formed this year and UNAM Incredible Knights won the inaugural NAMSPORTS First Division Chess Leauge, ahead of Checkmate Chess Club and Rubinstein Chess Club. Checkmate made history as the first club to be relegated and then win promotion back to the Premier Division. The top three sides in each division will receive 6 medals, trophies and cash prizes sponsored by Telecom Namibia through its tn Mobile brand. The award ceremony will be held at a date yet to be announced.

Namibia Scoops Two Medals At Continental Championships

Dante Beukes and Nicola Tjaronda made sure Namibia did not come back empty handed from the recently held African Schools Individual Chess Championships staged in Gaborone, Botswana. Beukes picked up a Silver medal in the Boys Under 13 section, while Nicola collected a Bronze medal for her efforts in the Girls Under 17 category. The two also added to the country's ever-growing tally of FIDE titled players as they were awarded Candidate Master and Women's Candidate Master titles, respectively. From the get-go, Namibia's players showed they belong as Galeshewe Jane, Marielike Ferreira, Dante Beukes, Aldo Horn and Nicola Tjaronda all occupied podium spots in their respective age groups at the half-way mark. This is testimony to the growth of chess in the country as some of these players had a tough tournament at the World Youth Chess Championships held in Durban, South Africa a year ago. The medal tally could have been higher but for the lack of experience which resulted in shock losses towards the end of the tourney. The rest of the players were

The 20-year-old Gariseb who is playing his final year as a Junior, has demostrated over the years that he can mix it up with the country's leading senior players. In a bid to promote chess, this year's 20-minute-per-player Series were hosted at the Khomasdal Grove Mall in Windhoek. Rugbyliefhebbers gaan die volgende paar weke vasgenael voor hul televisieskerms wees, met die Rugby WĂŞreldbeker wat volstoom aan die gang is in Engeland. Nog 'n bielie wat op die liefhebbers van die ovaal-bal wag, is die jaarlikse Day of Dolphintoernooi op Swakopmund wat vanjaar op 31 Oktober aangebied sal word. Die Swakopmund-rugbyklub, Dolphins, het namib times meegedeel dat hul nuutverkose bestuur se fokus vir eers net op die toernooi gaan wees, maar dat hulle ook tydens 'n onlangse vergadering die klub se pad vorentoe bespreek het. Die gewese Namibiese rugbyspeler, Eben Isaaks, het vir die laaste gedeelte van die seisoen as hoofafrigter waargeneem en gaan hopelik die volgende seisoen ook beskikbaar wees. Die Swakopmund-span het die afgelope seisoen daarin geslaag om na die finaal van die Namibiese Rugby Unie se Eerste Liga deur te dring. Ongelukkig was hul teenstaander, Mariental Rugbyklub, op hul stukke en het die wedstryd met 46-23 gewen. Hierdie jaar se Day of Dolphin beloof om selfs meer opwindend as die vorige jare te wees en honderde besoekers van heinde en verre word op daardie dag aan die kus verwag. Die klub wil van hierdie geleentheid gebruik maak om Mosmart Namibia Investment, Sunshine Tours, Benguella Butchery, OCB Builders en Woermann Hardware Swakopmund hartlik te bedank vir hul borgskappe en bydraes en het die hoop uitgespreek dat hulle ook in die toekoms deel van die gesogte Day of Dolphin rugbytoernooi gaan wees.

Favourites live up to expectations during sixth PTA Tennis Series Tournament The Pro Tennis Academy's (PTA) Tennis Series returned to action last weekend on the tennis courts of Windhoek High School (WHS). Mike Kambonde, Arnaud Marais as well as Cleet Farmer moved within a few points of securing their respective titles. The beginners divisions had a surprise winner while Eila Kambonde got back to winning ways. Mike Kambonde extended his lead in the intermediate division after another solid tournament victory. Because his closest competitor Lorenzo Kotze moved up to the advanced category, Kambonde is almost uncatchable. Cleet Farmer also made a huge step to being crowned the champion in the advanced category at the year. Farmer kept an upper hand over Brandon Maasdorp and Godwin Husselmann to extent his lead. The beginners division had a bit of an upset as Hendrina Apollus took the win

ahead of Delicia Dirkse. Log-leader Faith Kahuure couldn't participate, meaning that Apollus and especially Dirkse, who had a two-horse battle with Kahuure ever since the beginning of the year, closed the gap on the Kahuure. In the midi category, the two favourites Eila Kambonde and Jamilla Hungamo continued their rivalry in dramatic fashion. The pair has been battling it out since the beginning of the year, with both of them winning their share of tournaments. Hungamo went into the event with a slight advantage on top of the log, but Kambonde was unfazed and went on to record a very important win. The division is far from deci-

ded with both players still having everything to play for as they are equal on points. Arnaud Marais was the stand-out player in the mini division once again. He is well on his way to win this class, but has to keep an eye on Mberijandja Makari and Elysandro Hausiku who took second and third place over the weekend respectively. Fistball Showdown This Weekend Games will start at 08:30 when Cohen FC 2 and Swakopmund SFC 1 take each other on in a match that will determine the first participant for the third and fourth place play-off of the Bank Windhoek National A league later in the day. The second match of the day promises to be an action filled affair. SKW 1 and SKW 2 will be at each other’s throat in a match of which the winner will qualify for the championship final, while the loser will move on to play in the third place play-off. SKW 1 started off well in the season, but put in some haphazard performances in the latter part of the

league campaign, which resulted in them ending only second in the final league log. The defending champions will be out to win against their club mates in order to have a shot at the title. It will, however, not be an easy win for SKW 1, since SKW 2 can count on the services of experienced international players Michael Baas, Michael Zimny and Christoph Kubirske. The team that makes it to the final will meet Cohen FC 1. This team, led by National team Spiker Tristan Minz, has performed well throughout the year and they were the first team to qualify for the

league final. The CFC players have their sights firmly set on winning the Bank Windhoek National A league, a feat which would end an almost 20 year drought for the team in the league competition. Cohen FC could take home two cups this weekend. National cup winners Cohen FC 3 have already qualified for the final of the championship after a near faultless league campaign, which saw them lose only once. They will face either Cohen FC 4, or SFC 2. Both teams are expected to be evenly matched and spectators can expect a nail-biting match.

Lucky Star Marathon now open to cyclists Namibia's premier coastal running event, the annual Lucky Star marathon, now also appeals to cyclists. Walvis Bay Golf News Greetings - or should I say “konoichiwa” [Japanese for hullo J] This weekend is the coastal open and the draw will take place tonight. All to please note that the ‘a’ and ‘b’ divisions will play 36 holes on Saturday and 18 on Sunday while division ‘c’ will play 18 and 18. The lockers have been removed and there are a few ‘old’ golf carts that appear to have been abandoned. These will be tossed out today if not claimed, as will all the other ‘stuff’ left in the lockers. We have given at least a month's notice so please if any of these things belong to you please collect. Don't cry later. Subs.... please note that these are due at the end of this month. this is the last call to those still outstanding to settle before the end of the month failing which your membership will be forfeited. I did send a mail out last week to those who seemed

to be outstanding and had a few frantic calls to say that some had indeed paid, thanks for that. The Friday sundowners are now underway with some sort of success which is encouraging. This will more than likely pick up as the weather and time change kicks in. please note that the nine to be played on Friday is the other one than what was used on Wednesday. Esty please arrange that the Wednesday book is used for this and that the winner is duly recorded like for the Wednesday comp. Not sure who the winner was last Friday, please let me know if you collected your

winnings. Remember, 30 bucks green fees and 20 bucks comp fee with the winner taking all the 20’s from the entry fee. Sunday golf seems to be a hit, 22 players last week so remember 30 bucks for 9 and 60 bucks for 18, please remember to pay before you play.
