Public Health Risk at Landfill Site Contradicts Climate Ambitions

The persistent burning of tyres and other waste at the Walvis Bay landfill site has once again ignited community concern, this time in the context of Namibia's national climate obligationsandpublichealthpriorities.

In an email to the Walvis Bay Municipalitythisweek,Namib Times posed the followingquestion:

“Given Namibia's ratification of the Paris Agreementanditscommitment to reduce greenhouse gas emissions by 91% by 2030, including actions that address local sources of air pollution, what specificstepsistheMunicipality of Walvis Bay currently taking to monitor, prevent, and respond to illegal burning of waste (including tyres), in order to protect public health and uphold our national climate obligations?” The Municipality responded with a press release on Thursday acknowledging that burning does occur at the landfill and is being “deliberately set by Continues on page 2

individuals who scavenge at the landfill site.” They clarified that these fires are unauthorised and that many are located in areas “difficult to access with firefighting equipment,” which hampers timely intervention. The press release further outlined measures the Municipality has taken to date, including:

Engaginglegalservices to initiate the eviction process of individuals illegally occupying and operating within the landfillsite.

· Conducting joint site visits with the Namibian Police Force, during which individuals were cautioned and urged to stop burning tyres and other material. On these occasionstheindividuals werealsourgedtorefrain from other illegal activities.

Surveying the affected area to better understand the extent of the occupation and its impact on

landfill operations and publicsafety

Communicating with relevant stakeholders about the serious challenges posed by this illegal activity, including environmental, operational, and safety concerns.

· Engaging relevant ministries, in an effort to find amicable and sustainable long-term solutionstothismatter.

While these efforts reflect municipal-level action, they stop short of outlining concrete monitoring or prevention systems aimed specifically at air quality, community health impacts, or Namibia's international climatecommitmentsunder theParisAgreement.

A separate request for information was also submitted to the Ministry ofEnvironment,Forestry andTourism, specifically the Directorate of Environmental Affairs on Monday this week,

asking what nationallevel regulatory or enforcement mechanisms are in place to ensure that local landfill practices in Erongo comply with the Environmental Management Act and the Paris Agreement. As of our publication deadline, no response has been receivedfromtheMinistry The issue highlights not only the environmental and public health implications of unchecked fires at landfill sites, but also the broader challenge of aligning local realitieswithglobalcommitments.

Residents have long complained about the suffocating smoke that drifts into their homes, especially at night, leaving many unable to sleep with windows open, and children and the elderly vulnerable to respiratoryissues.

The Municipality concluded its statement by askingforpublicpatience

and understanding while it works toward a solution.

The press release concluded,“Itisimportantto notethattheissueismore complex than initially anticipated and will require coordinated intervention from multiple government authorities.

The Municipality remains committed to resolving this matter in a manner that protects public health and the environment, while also taking into account the broader social and economic context in which it occurs. In the interim, we appeal for the public's patience and understanding as we continue to address this sensitive issue with the urgency and care it deserves.”

However, smoke continues to billow, and residents are left wonderinghowlongtheywill have to wait, and who will be held accountable inthemeantime.

The groundbreaking of the Farm 37 Housing Project marked the start of something bigger than bricks and roads on Tuesday this week. It signaled a shared commitment to uplift families, restore dignity,anddeliveronthepromiseofinclusive,affordableliving.

Under the national Mass Informal Settlements Upgrading Programme, Farm 37 is one of the largest housing initiatives the harbour town has seen. Set to become a well-serviced neighbourhood offering homes, opportunity, and hope, this first phase will see the construction of 200 houses at the “Proper Portion” of Farm 37, easing overcrowding and giving local familiessecurelandtenure.

Speaking at the event, Erongo GovernorNatalia/Goagosescalledit“anew chapter in our journey toward sustainable development and economic growth,” and stressed,“it is a social developmentinitiative.”Withgovernment allocating N$600 million for housing across the country in the 2025/26 financial year, N$75 million of which is earmarked for Farm 37's Phase1,andN$6millioncomingfrom the Municipality of Walvis Bay's budget, the investment is a firm statementthatchangeisnotonlycoming. It has already begun. In her welcoming address, Deputy Mayor Saara Mutondoka reminded the community why this moment matters. “We are building not just houses, but homes and futures,” she said in light of the urgency felt by so many since the tragicTwalolokafire,whichleftovera hundred families displaced and one lifelost.

All contractors are required to hire localunskilled and semi-skilled workers from within the Farm 37 community, a directive issued by the Council to ensure residents benefit directly from the homes and from the work and skills that go into building them. Municipal CEO Ms Victoria Nelago Kapenda and her team have already engaged temporary workers to kickstart the water infrastructure groundwork. Contractors, now active on-site, are expected to each construct at least six units as part of this early momentum. The housing comes with essential services, water, sewerage, and road infrastructure. Deputy Mayor Mutondoka also emphasised the importance of collective effort, “let us work together to ensure the success of this project, creating a brighter future for all residents of Walvis Bay.” Governor /Goagoses issued a powerful reminder to all service providers, “approach this project not from a place of profit, but fromaplaceofpurpose.”

Oil & Gas Youth Summit Gears Up for Walvis Bay

The second edition of theYouth in Oil & Gas Summit (YIOGS) is set to take place on 24 and 25 July 2025 at theWalvis BayTown Hall, underthe theme “Drilling into the Future: Empowering YouthinNamibia'sOil&GasRevolution.”Theeventisexpectedtobringtogethermorethan800 youngprofessionals,industryexperts,policymakers,educators,andstakeholdersfortwodaysof high-leveldiscussions,training,andvaluablenetworking.

The new Governor of the Erongo Region, Natalia /Goagoses presented herfirst State of the RegionAddress (SORA) this week in a packed Swakopmund municipality chamber. Her message was clear, it's business unusual.

/Goagoses pledged her utmost commitment to collaborate with all stakeholders to promote unity of purpose, inclusive development, sustainable growth, and prosperity for residents of the Erongo region, recognising the role and importance of the Erongo Regional Council in driving the development agenda of thegovernmentintheregion.Shealso thanked the previous governor, NevilleAndreforhisservicetotheregion, as well as the generosity and cooperation he has shown through-out thetransitionofregionalleadership. While presenting a review of the past year's achievements, /Goagoses emphasised that service delivery is of utmostimportance,stressingthat“deadlines for projects will be met.” The 32%unemploymentrateintheRegion also took centre stage in her presentation, with /Goagoses insisting that she wants to perceive and get acquainted with these unemployed persons. “The players are ready to

Aspecial team targeting the youth is also working around the clock, Ndakeva noted, further indicating that the training of staff members, as well as reservation of venues are in the process of being finalised.

A total of 213 registrationpointswillbeavailable for the Erongo region. On 26 Novem-ber 2025 Namibians will be back at the polls to vote for the national Regional Council and Local Authority Elections.

Mayor Forbes Announces Progress on Roads, Waste Collection and Youth Projects

Mayor Trevino Forbes addressed residents and councillors at the Kuisebmond Council Chambers during the last Municipality of Walvis Bay's Ordinary Council Meeting giving updates on several developmentsaimedatimprovinglocalservicesandcommunityengagement.

Opening the meeting, Mayor Forbes announced the rollout of the second round of the Youth Climate Action Fund Project, fully funded by Bloomberg Philanthropies. The project is focused on supporting local youth to take initiative in environmental sustainability “This project aims to support our youth in taking proactive steps toward environmental sustainability,” he said. “To engage our community and keep everyone informed, we will be launching dedicated social media pages across various platforms. These will serve as a means to share updates, gather feedback, and foster participation.”

Turning to service delivery, the mayor noted significant improvements in waste collection and expressed appreciation to residents for their patience during recent challenges. “The refuse removal situation has improved greatly from what it was a month ago, and I would like to thank the residents for their patience during this period.” He confirmed that five new compaction trucks are expected to arrive in July, as indicated by the supplier On road

maintenance, Mayor Forbes announced that the council is in the standstill period for awarding the N$4 million routine road maintenance contract. “If no objections are received, one contractor will be appointed as part of that specific bid exercise,”heexplained. In the meantime, three smaller contractors, Ghana Investments CC, Vitz Investments CC, and Walvis Bay Quality Control Services CC have been appointed to start immediate road repairs. The mayor said they have completed road assess-

ments and are expected to begin work.Afourthcontractorwillalsobe brought on board once all procurement processes are complete. “The contractors are assigned specific neighbourhoods so that road repairs areexecutedacrossthewholetown,” he said. Mayor Forbes added that road rehabilitation under the Roads Authority and Road Fund Administration agreement is moving forward. “Half of Allen Dean Martin Street has been rehabilitated up to base course level,” he said, “and on 3rd Street, the replacement of the sewer line is practically complete, and roadworks will be able to continue on that stretch of road soon.” He concluded his address by sharing reflections from the recent Oceans Conference held in Nice, France. “It was a significant gathering of global leaders and environmental advocates, all committed to protecting our planet's oceans,” he said. “We return from this event inspired and more determined than ever to contribute to the global efforts in safeguarding our marine ecosystems.”

NAMCOR Corruption Probe Widens

The ongoing Petroleum Corporation of Namibia (NAMCOR) corruption investigation has intensified this week, with a ninth arrest announced by theAntiCorruption Commission (ACC). This high-profile probe, centered on alleged corruption, fraud, and money laundering, marks a pivotal moment in Namibia's effortstobringgreatertransparencytoitsstate-ownedenterprises.

According to NBC News, the ACC “confirmed the arrest of a ninth suspect” andnotedthatprosecutorsexpecttobring five more individuals before court soon. The total alleged fraud may exceed N$480 million. Among those arrested is former NAMCOR Managing Director ImmanuelMulunga,alongsidethreeother senior officials.The case revolves around two high-value transactions during Mulunga's tenure: a N$123 million payment to a joint-venture inAngola and a N$53 million acquisition involving military-linked contractor Enercon. Both moves are alleged to have circumvented governance protocols. ACC DirectorGeneral Paulus Noa commented on the sweeping nature of the investigation, confirming the arrests and stressing that more charges are expected. Public trust is growing, but many Namibians are still waiting for clarity on the full scale of financial misconduct. The Living Desert Snake Park in Swakopmund find themselves “homeless” after they were served with anevictionnoticeabouttwoweeksago.Accordingto co-owner Stretch Combrink they are left with only twochoices–relocate,orcloseshop. Combrink told Namib Times that the eviction notice will be effective at the end of February nextyear Thisfollowsa major development is set to take place in the area where they are currently located and according to owners, Stretch Combrink and Angela Curtis all the buildings in the vicinity will be demolished for the development to continue. They currently have about 69 animals (95% snakes) in their care and finding a suitable premises

proofs to be more difficult than anticipated. “Any place would do, as long as it caters for enough space for the animals, a parking area and must be easily accessible for thepublic,”Combrinkindicated.

They also emphasised the fact that the rent should be affordable. The Snake Park employs four permanent workers,withoneofthemwhoisanemployeeforaround 20 years. Two of these employees are sole breadwinners for their families, Namib Times was told. The Living Desert also plays a huge part in educational information regarding wildlife and conservancy with school groups frequently visiting the Park to gain firsthand experience ofthismagnificentanimals'behavioursetcetera.

Last year saw about 5 500 students and 770 teachers visitingthePark,saysCombrink.They'vealsomentioned that the Snake Park opened its doors thirty years ago and thatitwillbeashameshoulditbeforcedtoclose.

The Namibian Police in the Erongo Region are requesting the public's assistance in locating a man wantedinconnectionwithacaseoftheft. Lions Club Empowers Youth as it Turns 65

For 65 years, the Walvis Bay Lions Club has been a pillar of compassion and service, uplifting the community through countless acts of kindness and dedication.While the club celebrates this significant milestone, it is also planting seedsforthefuturebyempoweringyoungpeoplethroughtwovibrantLeoClubs.

In June 2024, the Lions Club launched the Alpha Leo Club for youth aged 12 to 18. What began with 22 enthusiastic members quickly grew to 32, all eager to give back and grow as young leaders. About 70 Kickboxers from seven countries were in action across various kickboxing disciplines at Desert Storm 6 hosted by the Namibia Kickboxing Federation at the Jan WilkenIndoorSportComplexinWalvisBayNamibia.
