25 MW Khan Solar Power Plant Inaugurated

The360million25MWKhanSolarPowerPlantlocated45kilometresoutsideUsakoswasrecentlyinaugurated.

The 25 MW Khan Solar PV Plant, in honour of Moses Mague //Garoëb is a concrete step moving Namibia towardsthefulfilmentofthenoblegoalofdecarbonisation which is in line with Namibia's quest for energy sufficiency,andthedevelopmentofneweconomicsectorsand industries,includinggreenhydrogenandgreenindustrialisation, which are geared towards local value. The 25MW peak plant generates the cheapest renewable electricity in Namibia at less than 50 cents per kilowatt hourisajointventurebetweenAlphaNamibiaIndustries Renewable Energy Power (ANIREP) and Aussenkehr Energy Investment, is one of Namibia's largest private sector investments in the renewable energy sector The construction of 25 MWKhan Solar PVPlant saw about 200 direct temporary jobs were created in Usakos and expenditures made which supported various businesses suchasretailoutlets,guesthouses,fuelstations,catering and security among others in the town. Plaatjie-issue Still “Under Scrutiny”

ThiswastheresponseNamibTimesreceivedfrom the Swakopmund municipality's public relations officer,MsLindaMupupaon29October2024via email, after questions were raised regarding the municipality's Corporate Services Manager, Mr Andre Plaatjie's pending corruption case and allegations that he was not subjected to a formal internalhearingyet.

Mr Plaatjie is facing a corruption charge, dating backfrom2019andinitialenquiriesweremadeon why he was not (and allegedly still is not) subjected to a formal internal, disciplinary hearing, keeping in mind the seriousness of the charge. NamibTimesalsowantedtoknowwhattheSwakopmund Municipality's policy, in line with their code of conduct in a case like this is. The matter raisedeyebrowsafteraggrievedmunicipalityemployees shared their concerns with Namib Times lastyear Theaggrievedemploy-ees,whorequested unanimity in fear of possible victimization, were complaining that some other employees are subjectedtosuspensionsanddisciplinaryhearings for much lesser misconducts at the municipality, andtheyareallegingthatMrPlaatjieisreceiving preferentialtreatment.

Meanwhile,anofficialgrievanceletterfromalegalrepresentative,addressedtotheOmbudsman's office and the municipality's Chief Executive Officer, Mr Alfeus Benjamin (dated 7 February

and 28 January respectively) reached Namib Times. In this letter, detailed grievances against Mr Andre Plaatjie and another municipal official (namewithheld),withwhomheallegedlyispersonally acquainted to, are filed. The grievances includeallegedsurveillanceandharassment,breach of employment conditions, conflict of interest, violationofrights,amongothers.Thisstemsfrom a pending disciplinary hearing of a Swakopmund municipality employee and was sent by the employee'slegalrepresentative.

Questionsinthisregardwerealsoforwardedtothe municipality (24 February). The public relations officerrespondedthisweekonbothemails,noting that“atthispointintime,wewillnotbepro-viding aresponseonthismatter Shouldtherebeanyupdatesorrelevantinformationtoshareinthefuture, wewillbesuretocommunicateaccordingly.”

Areliablesourceindicatedthatthismatterisyetto betabledtocouncilandthatcouncildidnotreceive any grievances in regard of the legal representative'slettertotheCEO.

Plaatjie appeared in the Swakopmund Regional courton15November2024andthecasewaspostponeduntil20March2025forcontinuationofthe trial.Heandhistwoco-accusedarefacingcharges of corruptly using office or position for gratification, conspiracy to commit an act of corruption andobstructingthecourseofjustice.

New Freeway Officially Opens in Walvis Bay

The DrHifikepunye Pohamba Freeway was officially opened this month, connectingWalvis Bay and Swakopmund.The opening ceremony, held on 5 and 7 March, brought togetherleaders like President,DrNangoloMbumbaandErongoGovernor,NevilleAndretocelebratethisbigstepfor Namibia.

Governor Andre spoke on 7 March, calling the freeway “more than just a road.” He said it's an “economic lifeline” that will boost trade and make travel safer “The B2 road between Swakopmund andWalvisBayusedtobedangerousandcongested, costing many lives,” he noted. “Now, it's much safer.” He thanked the Namibian government, the Roads Authority (RA), and the Road Fund Administration (RFA) for their hard work. Bail Hearing Postponed in Walvis Bay Magistrates Court

Shawn Thomas appeared in the Walvis Bay Magistrates CourtonWednesdaythisweekforabailapplicationincase WVB-CRM-677/2025,acriminalmatter.

Namibia's Trade Capacity Boosted by EU

The European Union (EU) to Namibia, in partnership with the Ministry of IndustrialisationandTrade(MIT)recentlyhandedadvancedandcutting-edgelaboratory equipmenttotheNamibianStandardsInstitution(NSI)TestingandInspectionCentrein WalvisBay.

The new laboratory equipment to the value of EURO 695 670 was procured under the €6 million Programme to Support the EPA Implementation Plan in Namibia, an initiative designed to help Namibia maximise the benefits of the Economic Partnership Agreement (EPA) signed in 2016 between the EU and six Southern AfricanDevelopmentCommunity (SADC) countries.

This agreement grants Namibianexportsdutyandquota-freeaccessto the EU market while allowing the country to protect its sensitive industries from full liberalisation Beyond upgrading NSI's testing capabilities, the programme is driving broader trade and economic development efforts. It supports institutional capacitybuilding by aligning national regulations withEPAprovisionson Sanitary and Phytosanitary measures, Technical Barriers to

Trade, and Rules of Origin. It also fosters private sector participation through initiatives such as the first EPA Trade Forum in Namibia and the first EU-Namibia Business Forum in Brussels

Additionally, the programme strengthens key value chains by promoting Special Economic Zones (SEZs)

and developing Namibia's National Standardisation Strategy to enhanceproductcertification. By investing in Namibia's trade infrastructure and quality standards, the EU and Namibia are paving the way for increased export-led growth, industrialisation, and job creation This collaboration underscores a

Residents of Henties Bay Demand Reinstatement of Suspended Officials

Residents of Henties Bay have united in protest, calling for the reinstatement of two suspended municipal officials: Chief Executive Officer Elizabeth Coetzee and Eliphas Amunyela,theStrategicExecutiveforFinanceandInformationTechnology Coetzeewas suspendedinOctober2023,whileAmunyela'ssuspensioncamelatelastyear

On Monday, the residents, led by their Spokesperson Jessica Basson submitted a petition to Minister of Urban and Rural Development Erastus Uutoni, delivered through the Office of the Governor The petition, titled Urgent Petition Against the Mayor of Henties Bay for Defying Ministerial Directive and Obstructing Governance, highlights their grievances over the ongoingsuspensionof the two officials. In a letter dated 18 February, 2025, Minister Uutoni issued a directivetotheHentiesBay Municipalitytoimmediately lift the suspensions of Coetzee andAmunyela.

Uutoni pointed out that the council had completed investigations into the two officials, which led to

charges of misconduct.

While supporting the council's right to hold staff accountable, Uutoni emphasised the importance of complyingwithRule35(4) (b) of the gazetted Council Personnel Ruleandotherrelevant laws. “To avoid unnecessary legal challenges,” Uutoni wrote, “I am hereby directing that your council uplift the suspension of the staff members to allow them to return to work while awaiting the finalisation of their disciplinaryhearings.”

He further urged the council to provide feedback regarding the directive by 24 February 2025. The petitionersexpressconcern that the mayor, Lewis Vermaakisdeliberately ignoring the minister's directive. They allege thatthemayorhasbeen engaging in back-and-

forth correspondence with the ministry, attempting to circumvent the directive and extend the suspension.

According to the petition, this is not only obstructing the reinstatement of the staff members but also hindering municipal operations, including servicedeliveryandfinancialmanagement.

The petition reads: "In open defiance of your authority and contrary to the principles of administrative justice, the mayor continues to obstruct the reinstatement of these staff members, causing unnecessary delays that negatively impact service delivery, financial management, and municipaloperations.This conduct, which the community deems unlawful, constitutes anabuseofpoweranda directinsulttoboththe

minister'sofficeandthe residents of Henties Bay" Residents are demanding immediate enforcement of the ministerial directive, accountability for the financial losses resultingfromtheprolonged suspensions, and the legal fees that have drained municipal resources.

Furthermore, the communityiscallingforthe removal of the mayor due to alleged misconduct and insubordination under the LocalAuthorityAct of 1992 (Act 23 of 1992), accusing him of violating the principles of good governance, transparency, and public interest.Thepetitioners

also request a full investigation into the conduct of the mayor andthecouncillorswho supported the illegal suspensions.Theyhave giventhecouncilseven days to comply with their demands or face escalating legal action and public protests While receiving the petition, the Governor of the Erongo region,

Neville André Itope, thankedthecommunity members for airing their grievances in a respectfulandpeaceful manner "Ireceiveiton behalf of the minister, and I will certainly transfer this to his office to ensure that he takes the issues mentioned into consideration and engages the counciltofindoutwhat

the process is regarding this particular issue." The Mayor of Henties Bay, Lewies Vermaak, sta-ted that he was unable to commentontheissue, following instructions from the council's lawyers. He added that hearings related to the matter are scheduled to begin nextweek.

You will play a crucial role in ensuring the continuous and efficient operation of fish processing equipment aboard freezer vessels. This position is responsible for maintaining, repairing, and optimizing machinery in the factory (specifically Baader machines, amongst others).

The launch of the seriesalsofeaturedthe Nedbank Ladies Central Open event which took place on 8 March simultaneously with the series, and on 9 M a r c h T h e organisers of the Nedbank Ladies Central Open say the event's success was beyond their expectations, as they saw a total of 26 senior ladies and six juniorsparticipatingin the tournament. History was made at the 34th Rössing National Marathon with Namibia Defence Force marathon runnerAlinaArmas claimingthetitleforanimpressive10thtimesince2013inthe lady's category. Debut runner Jesaya Matheus secured the nationalmen'smarathontitle,afirstforhim,lastSaturdayin Swakopmund.

Armas finished the 42 2km race in an impressive time of 02:45:31, whilst Beata Naigambo finished second with a time of 03:03:22. Risa Dreyer secured third place in a time of 03:23:05 Namibia Correctional Service runner, Jesaya Matheus took top honours in the men's category completing the 42 2km race in 02:15:52, followed by Tangeni Sakaria (02:16:30), and Enock Haufiku in third place withatimeof02:19:30.
