Fishing Rights: no more the exclusive domain of the elite and the connected Floris Steenkamp Sweeping changes are coming to the principles on which and the method by which new fishing rights are allocated in Namibia. The Minister of Fisheries and Marine Resources Bernhard Esau, this week said 96 fishing rights to be issued in 2018, will be done according to strict principles to ensure the process is fair, transparent, aimed at protecting jobs and investment and for all Namibians to have a fair chance to participate in the fishing industry. Rights to be issued this year are for hake, horse mackerel, monk, red crab, rock lobster, line fish, large pelagic, mullet and seals. According to the Minister, who addressed the fishing industry in Swakopmund on Tuesday, things will also be done differently this time round: applicants will first be trained in the method and requirements when applying for fishing rights, and you can hand in your application now at points in the country’s respective regions. There is no more need for a costly and time consuming exercise to bring your application to Windhoek. In what follows is the exact extraction of M i n i s t e r E s a u ’s address to the industry on Tuesday. This information is crucial in order for Namibians to know whether they qualify to apply for the rights and whether the form

of business by which they apply will be acceptable. The deadline for applications are set for 31 July 2018. I would like to highlight key aspects of this announcement for application of fishing rights, as follows: 1. There is a total of 96 fishing rights to be issued in 2018, in 9 fishery species namely hake, horse mackerel, monk, red crab, rock lobster, line fish, large pelagic, mullets and seals. 2. Fishing rights have been issued eight times since the independence of Namibia, in 1992, 1994, 1997, 1998, 1999, 2000, 2001 and 2012. This is therefore the 9th time this activity is being undertaken. However, this is the first time that some of the old fishing rights have expired, having attained the maximum 20 years in terms of Government Policy and regulatory framework, and are hence being replaced. 3. The 2018 application

for new fishing rights is open to all Namibians, especially previously disadvantaged Namibians. All applicants will be treated equally, whether you are applying for the first time, or your fishing right has expired, and you are applying afresh for a new fishing right. 4. All right holders whose rights have expired in 2017, are expiring in 2018 or in 2019 after attaining the maximum 20 years since date of first issue may apply afresh for new fishing rights in 2018 (whether or not you have received a letter from the Ministry on this matter), because this public call for fishing rights will not be repeated again in 2019. 5. All applicants must be a shareholding company (Pty) (Ltd), in terms of Companies Act, 2004. Section 21 companies, trusts, cc, or natural persons may be incorporated as shareholders in the applicant Pty (Ltd). All Continues on page 2

A Walvis Bay resident is currently hospitalised at Windhoek, after a savage assault on him recently at the harbour town by a father and two sons. One of the sons is a Namibian cricket player. The Police have already interviewed the assault victim and once discharged from hospital he was advised to lay charges of attempted murder. The victim’s face is seen on the picture herewith, indicating the severity of the injuries.

E-RED confident a “tools down” has been prevented Regional electricity distributing company Erongo RED and the Mine Workers Union of Namibia held a marathon meeting in Walvis Bay yesterday, to fend off the possibility of a tools down by workers affiliated to the union. On 21 May the union delivered a petition to Erongo RED crying foul over the company’s re-alignment process. Two concerns were the re-grading of some job positions and some positions which received what the union felt was exorbitant salary hikes. And that as Erongo RED is struggling with a negative cashflow outlook. The union threatened industrial action if Erongo RED did not respond to the concerns within 14 days. Rumours were rife this week that workers affiliated with the union will be downing tools on Monday. Erongo RED is expected to make a public statement today in which the company says the re-alignment did not negatively affect any employee and that the process would continue to place employees in positions best matched for their skill and need in the organisation. Erongo RED was positive yesterday a possible tools down has been averted.
