Mijas agrees on a protocol for the construction of a medical centre
The agreement, approved in plenary session, must be signed with the SAS and is the first step towards having a high resolution process centre NEWS/02-04
The Plenary approved on Wednesday 29th the General Protocol of Action between the SAS and Mijas Town Hall to promote the construction and operation of a high resolution centre of processes, which includes a health centre and a speciality centre. According to the collaboration agreement between the two administrations, the Town Hall will be responsible for the construction of the building, which will be located on a 12,365 square metre plot in the area of Parque de Las Lagunas II. Once built, its use would be ceded to the Junta for its operation. The centre will respond to the new Andalusian healthcare model, which aims to reduce waiting times between the first visit to the doctor, diagnosis and treatment. The PP, Vox, PMP and Cs voted in favour; the PSOE voted against. On the other hand, the delegate of the Andalusian Government, Patricia Navarro, assured on Thursday that the socialist Josele González, when he was mayor, had already arranged the signing of this collaboration agreement with the Junta / I.Pérez.

The Plenary approved on Wednesday 29th the General Protocol of Action between the Andalusian Health Service (SAS) and the Mijas Town Hall for the construction and operation of a CARP (centro de alta resolución de procesos), which is a high resolution process centre and includes a health centre and a speciality centre. The protocol, which had the votes in favour of PP, Vox, PMP and Cs, and the vote against of PSOE, foresees that the projection and construction of the future centre will be carried out by Mijas Town Hall on a munici-

pal plot located in the area of Parque de las Lagunas II (between IES Vega de Mijas and Parque Miramar), always following the technical guidelines of the SAS. It is a plot of 12,365 square metres which is currently classified as a public facility. After the construction of the same, assumed by the Town Hall, its use would be ceded to the autonomous body for it to be put into operation and, therefore, to have this new health infrastructure.

f this in astructure
According to the spokesman for the Popular Party, Mario Bravo, “we should be happy and proud, all Mijeños, because we have taken the first real step to achieve a health infrastructure that is up to the needs of Mijas”.
According to Bravo, what will be built in Mijas will not be a hospital as such, but a ‘centre for high resolution processes’ ((health and speciality centre, with comprehensive processes). “We have chosen the health model proposed by the Junta’s technicians. Now, it is still to be decided how we will do it. The idea is that the Town Hall will provide the land and the money and the Junta will provide all the machinery and equipment and, above all, the professionals, because there is no point in large, empty buildings if there is no doctor to attend you, no machine to analyse you and no specialist to diagnose you and prescribe the treatment”, he explained.
in the municipality is to have the Junta de Andalucía’s Functional Plan which, as the government team pointed out, considers that Mijas is entitled to a CARP.
From this moment, the Town Hall takes the first step with the approval of this General Protocol of Action between the SAS and the Town Hall. For its execution, the document contemplates the creation of a bilateral commission between both administrations, which will be the one to propose the specific agreements in which the commitments and obligations of each party are specified. “What we ask is that the health service in the Health District of the Costa del Sol is up to the needs of the Mijeños”, said the mayoress, Ana Mata (PP), who said that “from the very first minute I am working for the Junta de Andalucía to authorise us to make this much needed health infrastructure’.
During the presentation of this item, the spokesman for the PP,

Mario Bravo, stated, with reference to the Functional Plan, that “this is the conclusion reached by the Junta de Andalucía and it is the health infrastructure that they recommend for the population in Mijas”, and explained that “the objective is clear, to reduce the time for that first appointment, reduce the time for diagnosis and, above all, reduce the time for treatment, which are the phases of an illness and for which the Andalusian Health Service is fighting to shorten as soon as possible”. Vox, through its spokesman, Juan Carlos Cuevas Dawson, defended the construction of the CARP, without ruling out the construction of the hospital in Mijas. “I am going to vote in favour of building a proper hospital to serve Mijas and Fuengirola, and certainly Coín, but we cannot say no to something that is also necessary, which is a CARP with 24-hour emergency services, like CHARE, and that will attend to
THE CHOICE of the plot
According to Bravo, the plot where the centre is to be built has been chosen taking into account three essential premises:
patients as quickly as possible”, he said.
Opposition stance
From the opposition, they do not understand that the government team ‘definitively abandones’ the construction of a hospital nor what they consider a ‘change of position’ of the PP and the rest of the government partners. The PSOE continues to defend the construction of a hospital for the area of Mijas and Fuengirola, even with municipal

funds, and assured that, with the approval of this protocol, a golden opportunity is lost. “The one who has given in to the fact that a hospital will not be built in Mijas has been directly Ms. Mata”, said the socialist spokesman, Josele González, who was categorical with the position of his municipal group by declaring that “we are going to vote against this point because we want a hospital for Mijas, I do not want the health centre or the CARE

to be moved, I want the Town Hall if necessary to provide the resources to build a hospital, the Town Hall is not stupid and we do we settle for anything or anyone, we want a hospital in our town”. For its part, Ciudadanos regretted this decision and all that it means for the families of Mijas, although it assured that, out of political responsibility, it would vote in favour. “Nobody from your party [referring to the PP] has told these technicians that with this criterion, which may be correct, in Malaga, which already has seven hospitals, four private and three public, they are going to build another, and why not here in Mijas?”, the spokesman for Ciudadanos, Jose Carlos Martín, asked, and continued his claim saying that “I am going to defend Mijas and I want a hospital here in Mijas”.

In response to the opposition and regarding the “change of opinion” of the PP, Bravo acknowledged that “yes, we demanded a hospital in the past and we want to evolve towards the future, and if those who know the most about this believe that this is the best health solution for the current situation in Mijas, we have to listen to the experts”. Bravo recalled that in 2003 “the highest authority in Andalusia [referring to Chaves] said that a hospital was needed here, but never provided a piece of paper”, insisting that now the technicians say that the answer to the needs of the area is a CARP.

The mayoress also recalled that the assumption of the works by the Town Hall is not a new formula, as other municipalities, such as Marbella, have taken charge of the works of the health centres in Las Chapas, Las Albarizas and Ricardo Soriano; Pizarra of the clinics in Zalea and Cerralba or Estepona of the ‘high resolution hospital’.

For the government team, the future infrastructure responds to the real needs of the population of Mijas. “The Costa del Sol Hospital, 24 kilometres from Las Lagunas, has doubled its size and activity. It will be inaugurated in the coming months after many years at a standstill and we believe that this will meet the needs of the people of Mijas”, defended the spokesman for the Popular Party, Mario Bravo.

According to Bravo, the health centre to be built in Mijas will be ‘“imilar to the one to be built in El Palo, in Málaga, which is going to cost around 20 million euros and whose construction is going to take around 22 months”.
In Mijas, Bravo added, “the plot is bigger with more room for parking and perhaps other complementary constructions,, but that is more or less the type of centre we have given the initial go-ahead for. Hopefully there will be time to give the final go-ahead before the next term of office and the solution to the health problems will arrive as soon as possible.

Bravo explained that “now a commission has been created that must establish a resolution within a maximum period of three months, both between the Town Hall and the Junta Andalucía to determine a solution”.
The aim of this commission is to apply the Junta’s Functional Plan, which will be available next week, and to determine exactly the type of treatment to be provided in this centre. “As for the number of consulting rooms and operating theatres, it is a mixture between a traditional health centre and a hospital, and the aim is to provide maximum rapidity in both diagnosis and treatment, which is basically what the patient is interested in”, the spokesman said.

Following the approval at the ordinary plenary session on Wednesday 29th of a collaboration protocol between the Mijas Town Hall and the Andalusian Government for the construction in the municipality of a high resolution process centre (CARP, which includes a health and speciality centre), the delegate of the Andalusian Government in Malaga, Patricia Navarro, announced on Thursday 30th some of the characteristics of this infrastructure which, she pointed out, will be very similar to the one to be built in El Palo.
The aim
is that care at this centre will enable patients to obtain diagnosis and treatment in a single visit
At a press conference, Navarro recalled that, like the centre planned for the district of Málaga, “the Mijas centre is also a building that has been in great demand and committed for years and has undergone different changes in terms of its layout and typology”. In this sense, she pointed out that the collaboration agreement that
will soon be signed by the Junta and the Mijas Town Hall dates back to the previous term of office, “when with the then mayor of Mijas [Josele González] an agreement was reached to set up a collaboration protocol in which the Town Hall undertook to make land available and construct the building so that the Junta could subsequently provide it with material”.
Change of location
One of the changes to the initial project has been the change of location of the plot that will house the building, which is now projected on a plot of 12,365 square metres in the area of Parque de Las Lagunas II (between IES Vega de Mijas and Parque Miramar). The Mijas government team have argued that the location of the plot, in an area classified as non-floodable, “will reduce bureaucratic hurdles and speed up the construction of the centre”.
According to Navarro, the idea is to unify in this new centre ‘services that are dispersed’ with the aim of tending “towards this model of a single act primary health care service that the Regional Ministry of Health intends to progressively implement in our autonomous community”, with both Mijas

A care model that, according to Patricia Navarro, “was a utopia, something that has been talked about a lot within the Andalusian Health Service, an aspiration that we could only achieve by setting up these pilot projects that are going to be implemented in Mijas and El Palo”.

Mijas finalises the numbering of its streets and dwellings

Mijas has grown a lot in the last 40 years, basically through residential areas, that is to say, transforming rustic land into urban land, but away from the population centres, contrary to the traditional growth of cities, which is circumferential. Traditionally, it was the developer of the residential area or the residents them -

To organise this situation, and at the same time allow each home to have a unique address in the municipality, the councillor of the government team,
A process that began in 2013 with a plan to organise the names of streets in different residential areas in order to avoid duplication
Mario Bravo (PP), recalls that the town began to combine the name of the development with the name of the street, by way of surnames, and in this way, “Calle Olivos became Calle Olivos de Campomijas or Calle Olivos de Sierrezuela, or Calypso, or Lagarejo. This trick made it easier for the postal address on the envelopes to fit on one line, to be easily recognisable and to put an end to duplicity”.
“However, this is not enough, because there is another task to be done which, although it may seem easy at first, complicates the matter: numbering the houses, in ascending order, odd numbers on the left and even numbers on the right”, explains Bravo, who adds that the truth is that many residential areas have kept the original numbering of the plots, which was not useful for locating them correctly.
Bravo points out that a few years ago the Mijas Town Hall unified the number plates (square, blue, with its coat of arms) and has been placing them on the façades of the houses. This task is carried out by the area of Tax Management, in collaboration

Collaboration and postcodes
The Town Hall is asking for the cooperation of all neighbours to remove the old number and, at the same time, to use the new number as a unique address.
Finally, Bravo points out that Mijas has three post codes: 29650, north of the motorway and east of the river Gomenaro; 29651, south of the motorway and east of the river Gomenaro; and 29649, all the way west of the river Gomenaro.
Long-term plan
The ordinance that gave rise
to this street naming plan was approved 11 years ago, in 2014, with the idea of standardising the naming and labelling process, as well as clarifying the numbering of houses and buildings. The ordinance arose in response to problems detected in residential areas and the duplication of street names. The ordinance established that streets could not have misleading or offensive names, and prioritised names of distinguished local people. It also stipulated that street and square names should be short and clear, and that street numbering should be based on proximity to the Town Hall building.

The Mijas Town Hall continues with the street renovation plan. In Las Lagunas, work is coming to an end on Calle Río Ardachón, where 50,000 euros have been invested in changing the pavement and improving accessibility and street lighting in an area of 250 square metres. “We are almost finished with the work on this street, Ardachón, and we will continue next on Corumbel and Guadalbarbo streets”, explained the councillor for Operational Services, Daniel Gómez Teruel (PP), who added that the aim is “to upgrade all the streets. We are improving the pavements, accessibility and wiring so that we don’t have or suffer power cuts that sometimes occur due to the age and deterioration of the infrastructure”.
Gómez Teruel also explained that “all the pavements have been changed, to create a more uniform image of the municipality, and the accessibility of the car parks and commercial premises has also been changed. It was a demand from neighbours and businesses and we have done it as soon as we could. The truth is that we are very satisfied with the work carried out”, said the councillor.
These works will continue in the nearby streets, Corumbel and Guadalbarbo. In total, the investment in the remodelling of the three streets will reach 150,000 euros and will cover 750 square metres. The execution period for the three streets is six months.
The councillor for Operational Services recalls that the aim is to achieve a city with a uniform aesthetic, renewed infrastructures and which is, above all, accessible.

“As part of the actions taken by the Mijas Town Hall to continuously improve security, the incorporation of these 22 motorbikes will have a very positive impact on the service offered by the Local Police, as these vehicles are more adapted to the size and orography of the municipality, which will also allow the officers to travel more efficiently”, said the councillor for Citizen Security, Juan Carlos Cuevas Dawson (Vox).
The demand has been met by the government team. “When I arrived, I was surprised to find that the motorbikes were in terrible condition, many of them were broken down, of the 18 we had, 4 were unusable and others had many defects due to conti-

The Town Hall has invested almost 700,000 euros in this contract, which will provide the municipality with 16 scooters, 4 electric motorbikes and 2 trail type units. In this way, the department is providing the officers with vehicles which, they point out, will be adapted to the needs of the town.
“Among other improvements, we have looked for higher motorbikes to improve visibility, to have a better view of the traffic and they are of exceptional quality”, said the councillor, who added that “we have motorbikes for dirt roads, electric motorbikes to reduce consump-
tion, larger motorbikes for long distance journeys, smaller ones to provide service in the town, so we will have a range of different motorbikes that are better adapted to the situation in the municipality.
As included in the contract specifications, these 22 units will be obtained through a four-year leasing contract, which includes maintenance and comprehensive insurance with no excess for each of these motorbikes. Likewise, the company awarded the lease must deliver the vehicles with the minimum technical and technological equipment required by the Local Police, as detailed in the tender.
