All roadsinto the townshipwerecut asresidentsat Castlemaine,Chewton,Elphinstone, BarkersCreek, CampbellsCreek,Yapeen, Guildford,Newstead andBaringhupbracedfor floodingfromtheBarkers,Forestand CampbellsCreeksandtheLoddonRiver.

IntheMacedonRanges, roadswere closedinMalmsbury, Kyneton,Woodend,Clarkefield,Romsey, Lancefield, NewGisborne,DarraweitGuim,Carlsruheandsurrounds as floodwaterfromDeepCreek,JacksonsCreekand the CampaspeRiver impactedroadsand properties.

AWatchandActalertwasstillin placeforDeepCreek

andJacksonsCreekand theLoddonRiverdownstream fromCairnCurranonFridaymorning.

OnThursdayeveningpowerwascutto9800homes andbusinessesinCastlemaineandsurrounding districts when Powercorwasforcedtoswitchoffthe Castlemaine substationduetorisingfloodwatersfrom Campbells Creek.

Powercorteamsandemergencyserviceshadbeen monitoringthe situation fordaysandstrivingtokeepthe wateroutwithsandbagging,raisingequipment andusing pumps.Despitetheseactions,risingfloodwatersreached alevelattheCastlemainezone substationthatmadeit unsafetokeeppoweronatthe site.

“We havebeenunabletokeepwater outofourcontrol room andasa resultwe havede-energisedthesubstation,” aspokespersonsaid.

“We havetakenthissteptoreducethesafetyriskto emergencyservicesand ouremployeesand tominimise long-term damageasmuchaspossibleinthecircumstances.”

HomesatWoodendandGisbornewerealsoimpacted bypoweroutagesThursdayevening, with about98homes atWoodend Southstillwithout poweronFridaymorning andPowercorlooking to bringin ageneratortopowerthe propertiesasreconnectioneffortscontinued.

Powercorreported theoutageswere aresultoffallen treesand couldtakea coupleofdays torectify.

Castlemaine SESmember BobPratttoldthe Express onFriday it hadbeena busy24 hours forthe unit.

Shesecuredtheropeto atreeandherselfwhiletwosuperintendentsfromMildura and amemberfromMaldoncontinuedto talktothewomanandkeephercalm.

SwiftWaterRescueTeamunitswere soononthesceneandthewomanwas removedfromthewater.

SuperintendentJohnO’Connorsaid thatwithouttheactionsoflocalmembers thesituationcouldeasilyhaveendedin tragedy.

ThedelugeofrainseenacrossVictoriaoverthepastfewweekshasresulted insignificantdamagetoroadsurfaces aroundthestate.

InareassuchasNewsteadandAxedale,theeffectsofthefloodshaveresulted inlargesectionsofbitumenseparating andbreakingawaycompletely,makingthe roadsimpassable.

Therecentrainshavecreatedan enormousamountofdamagetoalready compromisedroadsurfacescreatinghazardousdrivingconditions.

Thepotholesarelargelycausedby rainwaterpoolingincracksinthebitumen, whichresultsin asofteningofthesoil underneathandweakeningofthesurface, causingthebitumentocrack.

"Periodsofabove-averagerainfalllike weareexperiencingnowwithLaNiña cancausemorepotholestodevelopon ourroads,whichiswhywehavecrews outinspectingeverykilometreofourroad networkon aregular basis,identifying andrepairinghazardsifandwhentheydo occur.”DepartmentofTransportregional director,MelanieHotton,toldthe Express

CEOofWildlifeVictoriaLisaPalmatold the Express volunteerswerefindingitdifficultinfloodedareastoaccesstheanimals inneedofhelp.

“Themajorityarewaterloggedbirdsand atthistimeofyear,ournativebirdshave hatchlingswhoareextremelyvulnerable. Heavilywaterloggedbirdsareunabletofly

andareatriskofhypothermia,”MsPalma said.

“Atthemomentourmarsupialsoften haveyounginthepouchandwe’veseen alotof orphanpossumsandoureastern greykangaroosarebeingisolatedbyflood waterswithmanytryingtohopandswim through.”

WildlifeVictoriavolunteersattendeda calloutsideKynetononFridaytorescuea smallgroupofkangaroostrappedinrising floodwaters.

Rescuerswereunabletoreachthe kangaroosduetothedangerousconditionsandonlytwokangarooswereableto reachhigherground,withtherest,mostly femaleswithyoungintheirpouches,presumeddrowned.

Situationsmembersofthepublicare likelytowitnessduringextremeweather include;birdsblownfromnests,wildlife injuredfromfallingtrees,andwaterlogged wildliferesultinginexposure.

“Councilhasworkedreallyclosely withourcommunitytofindoutwhatour childrenandyoungpeopleneedtolive safe,healthy,happyandproductivelives,” MsWeisssaid.

Under18spremiershipcoachRobKerr hasbeenre-appointedtohisrole,withFox describinghisfootballknowledgeas“an incredibleassetforustohaveatGisborne”.

KerrhaslongtiesandsignificantexperiencewiththeAFLindustry,andiscurrently CEOoftheAFLUmpiresAssociationand amemberoftheAFLcompetitionscommittee.

AnthonyBelcher,twotimespremiership playerandlifemember,hasbeenappointedcoachofGisborneReserves.

Belcherhasa remarkableplayingcareer behindhim,over280gameswiththe Bulldogsspanning22seasons.Hetakes overfromMarkLamplughwhohasbeen inchargeoftheReservesforthepasttwo seasons.
