OPEN BOARD MEETING MINUTES: June 5, 2025

I. CALL TO ORDER: President Rinaldi at 10:00 am

II. FLAG SALUTE

III. ROLL CALL AND ESTABLISH QUORUM: Secretary Lopez

There are seven board members; four (4) board members constitute a quorum. Six members present, representing a quorum.

IV. BOARD ANNOUNCEMENTS:

A. Linda Rinaldi remarked that she had seen a family of quail with eight little ones on Bobwhite recently. We are happy to see the quail population returning, and this is an opportunity to remind residents not to let their pets roam free. All pets (even cats) must be on a leash no longer than 6 feet in length when outside the residence. Fines will be levied for any offleash pets.

B. Waterline Information Meeting June 11 at 6:30 p.m. in the clubhouse. This is a meeting to discuss issues and solutions, and an opportunity for residents to ask questions and give feedback to the Board. This is an issue that affects all owners, and you are encouraged to attend.

V. APPROVAL OF PREVIOUS MINUTES:

Adoption of Minutes of May 2025 Board Open Meeting and Executive Session: 5 yes, Breese abstain

FINANCIAL REPORT: Linda Rinaldi read the April 2025 Treasurer’s report. The ending balances: $80,186.49 in operations account and $1,174,654.86 in reserves for a total of 1,254,841.35. Report accepted unanimously. Full report will be posted on the bulletin board.

VI. OPEN FORUM

No one spoke during this Open Forum.

COMMITTEE REPORTS (Full committee reports are posted on the bulletin board outside the clubhouse backdoor with other postings.)

A. Budget and Finance: Linda Rinaldi stated on behalf of Don Milam that there is no outstanding issue or activity to report.

B. ARC: Roxana Lopez reported the Summary of ARC Requests for the month: 15 new, 14 in progress, 1 withdrawn, 1 denied (custom paint color), 1 on hold pending board approval, 8 completed.

C. Maintenance/Future Planning: May 20 Maintenance Committee Minutes read by Manager Haskell. Completed projects: solar panels cleaned, olive tree on upper clubhouse walkway trimmed, olive tree spraying initiated. Ongoing/planned projects: westside slurry postponed by BoD, Olive tree spraying as needed, clubhouse window cleaning, new flags to be ordered. Future projects: bocce ball court will be installed by Armet’s Landscaping; storage for bocce ball equipment will be moved to upstairs for easier access. Waterline info workshop 6/11/25.

D. RVPA: Chairman Graham reported that there are 6 small vacancies, 2 larger RVs on waiting list, 7 owners reminded to provide outstanding documentation. Two owners received a First Notice that updated registration/insurance documents are needed.

E. Social Club: President Thayer remarked that the June Quill arrived on time. There will be a breakfast hosted by Jim and Ella Porter in the clubhouse on June 14 at 10:00 a.m. $5 tickets must be purchased by 6/12. On 6/22 there is a Newcomers event with happy hour, dinner, and music. Tickets are $15 and must be purchased at the office.

F. Manager’s Report: Manager Justine Haskell – community garage sale June 7. Paso Waste Annual Pickup is Tuesday June 10. Shred event Thursday June 19, with a $6 fee. New residents: Jefferey Lord 341 Quail Summit, Susan Luna 331 Quail Summit, Kishan Panchel 230 Partridge.

VII. UNFINISHED BUSINESS –

A. Proposed new rule for Alcohol Consumption, which will be added to all current clubhouse reservation agreements.

Alcohol consumption (if applicable):

1. The Member or Resident who reserved the Clubhouse must adhere to the Event Hosting and Liquor Liability Insurance Requirement enclosed

2. I understand that if alcohol is served, Quail Run Senior Estates HOA will not be held responsible for injuries, accidents, or incidents that may occur due to the consumption of alcohol.

Discussion by the Board that this is not intended to be a “Rules” change, but simply a policy statement that will be distributed to all residents for approval and thereafter be incorporated with clubhouse reservation forms. Unanimous vote to strike the word “enclosed” from the wording in item 1. above and incorporate the intended enclosure with this wording in 1. above.

B. Westside Slurry Seal – at the Board Executive Session in May it was decided to postpone the west side slurry until it is determined whether paving can be incorporated into the water project.

VIII. NEW BUSINESS

A. Qualified Board candidates to be installed by Acclamation at the August Annual Meeting. Linda Rinaldi, David Calvert, Lucille Breese, Eugenia Swyer self-nominated for the four open Board seats for next year. Since there are only 4 candidates for the four positions, no owner vote is required.

B. Retro Pay Morris & Garritano - $5,887.00 for Directors & Officers Liability Policy and Crime Policy. Unanimous approval.

C. Electricraft Quote - $18,177.00 to replace two wooden light poles with fiberglass poles. This is keeping to our planned annual replacement schedule for two deteriorating wooden poles. Unanimous approval.

D. Landscape material request 338 Quail Summit – installation of brown rubber mulch. Photos of this type of mulch installed and samples of the actual mulch were passed around. Motion passed to allow the rubber mulch to be used in the park. Linda Rinaldi voting no.

CLOSING REMARKS FROM MARK-IV: none

ADJOURNMENT to the Executive Session following immediately. Adjourned at 10:30 a.m.

On Sunday we held a Veterans and Senior Resource Fair. We had over 25 vendors.

Pulled pork sandwiches, beans, coleslaw was prepared by Diane Warren and paid for by Atascadero Police Foundation.

I would like to thank Patty Cosley for her volunteer time over the last three years as co-Librarian. Patty did such a great job helping keep our Quail Run library organized I will miss working with you Patty!

Hope everyone is enjoying the start of the summer! We have plenty of great summer books in our library waiting for you to read. Susan and Steve McAbee donated some great travel books that might help inspire your summer travels You’ll find these travel books in the hardback book section of the library. Thank you, Susan and Steve, we appreciate your donation.

Thank you to the many helping hands who got me through my hip replacement surgery and recovery time. I appreciate the calls, cards, food, visits, rides, and especially healing prayers of this community. This is indeed a very special place to live. I am happy to report that I am once again walking and driving. See you around the park.

Paso Robles will host a summer concert series called "Concerts in the Park" on Thursday evenings at Downtown City Park at 6 pm. The concerts are free to the public. Wine, beer, and other beverages will be available for purchase.

Here's a more detailed breakdown of the 2025 lineup:

• July 31: Hot October (bluegrass)

• August 7: 90s Babiez (pop, R&B, hip-hop)

The 2025 Templeton Concerts in the Park series will run every Wednesday from June 11th to August 20th, with no concert on July 23rd. The series will be held at Templeton Park, with performances taking place from 6 p.m. to 8 p.m.

The next Quarterly meeting will be Monday, July 7, 2025 at 4 pm in the Clubhouse, refreshments will be served. Please plan on attending, all residents are members of the Social Club and your opinion matters. We will be discussing proposed events for 2025 and looking for volunteers to Chair them Get a group together and come up with an idea for an event. The Social Club Board will assist financially and advise on how to proceed, but it will be your event!
