The Quail Run Social Club has placed a box in the Clubhouse for donations of new, unwrapped toys to be donated to the Toy Bank of Greater Paso Robles. All toys will be distributed by volunteers to local families within the Greater Paso Robles area. The organization will also accept cash and/or gift cards, if you choose to donate cash or gift cards, please contact Lucille Breese (805.550.7623) to make arrangements to pick up your donation. You can check out their website at https://www.prtoybank.org/ for additional information. Hopefully, we will be able to help many local children enjoy a Very Merry Christmas!
LET’S HAVE A CHRISTMAS PARTY!
New Year’s Eve Party – Wednesday, December 31, 2025
Come and ring in the New Year with your family, friends, and neighbors. We are planning a special evening with live entertainment, hearty appetizers, decadent desserts, and a champagne toast to Ring in the New Year at 9 pm (New York Time). We hope everyone will take this opportunity to dress-up in their party finery!
TIME/PLACE The party will be at the QR Clubhouse from 6:00 pm to 10 pm
MUSIC Julie Beaver and The Rockin’ Bs Band will be our live entertainment
FOOD The Social Club will provide hearty appetizers and dessert, as well as a champagne/sparkling cider toast for the New Year. We will also have water available.
This is a BYOB (Bring Your Own Beverage) event.
COST Residents are $35 each Non Residents are $ 55 each

Veteran’s Secret Santa
This year Quail Run will have a Secret Santa Tree for Local Veterans. We will be working with Central Coast Veterans Helping Veterans.
Come see the tree in the Clubhouse.
Take one or two Veterans Wish List off the tree, sign the list with your name and phone on it and shop for their gift and bring it back to Diane Warren’s house before December 18th at 10 Dove Ct unwrapped. We will wrap it and deliver it to our Vets before Christmas.

Come join our serene group on Tuesdays & Fridays at 1:00 in the clubhouse.
Yoga is beneficial to our overall well-being with emphasis on flexibility & balance, stress relief, pain relief, improved cardiovascular function sleep & mental health.

SOCIAL CLUB NOTES
Clubhouse Decorating for the Holidays:
Please join us on Monday Dec 1 at 10 am to help decorate the Clubhouse for the Holiday Season. We have the decorations but would appreciate additional hands to make sure the Clubhouse looks festive for the holidays! Coffee and donuts will be provided.
We are also asking that volunteers be at the Clubhouse on Thursday Dec 30 at 10 am to pack away the decorations prior to the New Years Eve Party. Thanks in advance for your help.

Quail Run Social Club – Quarterly Meeting Minutes
Monday , October 20, 2025
President Thayer called the Meeting to Order at 4:02 pm
Vice President Reamer lead the Pledge of Allegiance.
Secretary Breese called roll – all present
The 2025 third quarter Financial Report was presented by Treasurer Carpenter, accepted by the Board, will be in the Quill for review and posted in the clubhouse.
Report on recent/upcoming events was presented
• Ella Porter reported that the Pancake Breakfast was well received, there were more attendees that the first breakfast and she has ideas for another breakfast after the first of the year.
• Diane Warren noted that the Annual Christmas Party is proposed for December 13 from 2 to 4 pm in the Clubhouse. The event will be free to residents. Cookies and Hot Chocolate will be provided. The Ukelele Group and Chime Group will provide entertainment.
• Judy Avery noted that the last Bingo After Dark for 2025 will occur on October 29. This is always a popular event; however, she will be unable to be the Event Chair in 2026. Hopefully, someone will volunteer to oversee this monthly event.
• President Thayer noted that the Social Club Board is looking at options for food and entertainment for a New Years Eve Party. Details will be in the December Quill.
• Karen Reamer noted that the QR Book Club will host the event again this year and urges everyone to get a ticket for the event. There will be lots of good food and a January 1, 2026.
President Thayer opened the floor to nominations for a new Social Club Board
Diane Warren nominated herself as President with Sherry Leighton as Treasurer, Jim Porter as Vice President, Ella Porter as Secretary. The new Board will take over effective January 1, 2026.
Diane Warren as President and Sherry Leighton as Treasurer will be the authorized signers on the bank account effective January 1, 2026 replacing JoAnne Carpenter, Treasurer, and Lucille Breese, Secretary, who are resigning.
New Business
• President Thayer asked Ray Davis about the status of the Quill. Ray responded that he was not involved in the production of the Quill but was aware of the recent problems with timely delivery. There was a brief discussion regarding cost of printing and possibility of in-house production. It was noted that recent delays are solely due
to the printer and not the responsibility of the editor is. It was also noted that a new editor is needed as of January 1.
• Florence Odom and Barb Hoffman have acted as the Sunshine Club for the Social Club, sending out Sympathy and Get Well cards to residents. There was a discussion noting that in recent years the demand for this service has fallen and it was suggested that the service cease due to lack of interest on the part of the residents. There was also discussion about reinstating the New Neighbor Welcome service.
• Tamara, a new resident on Partridge introduced herself. She and her husband recently retired to QR from Bakersfield. She noted that everyone had been very welcoming to them.
• Jeannie Laris, Librarian, noted that Marcia Lloyd has joined her as co-librarian.
• Diane Warren inquired if the QR Book Club was open and Karen Reamer stated that there are typically 10 members. It was suggested that a second book club could be formed if there was interest.
The next Social Club Board Meeting will be a Quarterly Meeting on January 5, 2026 at 4:00 pm.

The Board hopes to hold another community meeting about the waterline replacement project soon. We are waiting on a legal opinion before setting another meeting date. In the meantime, we have made substantial progress on details of construction, installation, and finance. Several contractors have been working with us to identify costs and plans of action. Figures from multiple contractors give us confidence in our cost estimates. We know financing is a big concern for homeowners and we have made real progress in identifying options that should provide the broadest array of repayment plans. Thank you for your continued patience. We look forward to having an open meeting in the near future.

There are seven board members; four (4) board members constitute a quorum. All members present. IV. BOARD ANNOUNCEMENTS:
A. Encouraged owners to participate in available meetings. All meetings regarding running Quail Run rely on owner input for the Board to make needed decisions.
B. When we all bought into an HOA, we agreed to live by our rules. If there are rules that are unpopular with the owners, some can be changed. However, some rules are required by law, and we do not have the ability to change them. But we are all required to follow the rules, and it is one of the responsibilities of the Board to enforce our rules.
C. Processing complaints takes a long time. There is a process that must happen, depending on the type of complaint. If you have a complaint, put it in writing and give it to Justine in the office.
D. Pet stations were installed for convenience. However, someone keeps removing all the pick-up bags from the stations. Please take only one or two at a time as needed so others can use some.
E. Water meters on the east side of the park are all at the street. Water meters on the west side are in various places around the unit and meter readers need to have access to them. Be sure you have no clutter around your meter, and if it is enclosed, there is an easy way for the meter reader to locate and read your meter.
V. APPROVAL OF PREVIOUS MINUTES:
A. Minutes of October 2025 Board Open Meeting and October 2025 Executive Session adopted by unanimous vote
VI. FINANCIAL REPORT: Treasurer Breese read the September 2025 Treasurer’s report: ending balances $32,362.32 in operations account and $1,326,921.58 in reserves for a total of $1,359,283.90. Report accepted unanimously. Full report is posted on the bulletin board at the clubhouse.
VII. OPEN FORUM
- Reminder that our Veteran’s Day lunch is next Tuesday. Contact Diane Warren for info and tickets.
- There will be a Veterans Angel Tree in the clubhouse this year for vets in need. Select a tag off the tree, purchase the needed item, and deliver unwrapped to 10 Dove Ct. before December 9.
- Member expressed concern about the frequency of police visits to the park. Another member responded that latest incident was a domestic violence dispute. President Rinaldi replied that our hands are tied as far as what information we can obtain. The HOA Board can only respond to matters regarding our HOA rules.
- Member asked about status of replacing Mark, our groundskeeper. President Rinaldi replied that would be addressed later in the budget discussion of this meeting.
VIII. COMMITTEE REPORTS
(Full committee reports are posted on the bulletin board outside the clubhouse backdoor with other postings.)
A. Budget and Finance: President Rinaldi reported that the committee finalized the proposed 2026 budget.
B. ARC: Roxana Lopez reported due to her 3-week absence there is no report this month. October and November will be combined on the next report
C. Maintenance/Future Planning: Manager Haskell read the minutes of the of the October 21 meeting. Completed: leak in prep kitchen, 75% of RVPA numbers repainted, needed pool concrete work added to 2026 budget. Ongoing/planned: 2 new light poles, solar lights in RVPA, paint fire hydrants, trip hazards where asphalt/sidewalks meet, shuffleboard equipment box replacement, remove sprinklers in narrow grass medians in 2026, some outside lights too dim. Pole at front gate needs repainting.
D. RVPA: Chairman Graham reports 4 vacant spaces for smaller vehicles are available. Two larger spaces were filled from waiting list. One RV in long time violation, and committee recommends removal from park.
E. Social Club News: President Thayer announced the upcoming Halloween Party. Clubhouse decorating for Christmas will be December 1, Christmas Party on December 13. No Bingo After Dark until January.
F. Manager’s Report - Manager Justine Hascall: Office has received numerous complaints about parking and pets. Reminder that no overnight parking is allowed on the street Dog owners are asked to take measures to keep barking to a minimum so everyone can enjoy the neighborhood. Welcome to Dustin and Liliana Basinger at 217 Lark. Materials for the two light poles have finally arrived and installation will be scheduled soon.
IX. UNFINISHED BUSINESS
A. Waterline update: President Rinaldi summarized our attempts to obtain legal opinions on our questions related to the water project. We have obtained a new attorney for this purpose and are awaiting their response.
X. NEW BUSINESS
A. 2026 Proposed Budget. President Rinaldi gave a report on many things that went into considering next year’s budget, including replacing our former landscaper. $20K has been allocated for converting the medians away from needing sprinklers. $90K is set aside for a slurry seal on the west side pending outcome of the water project proposal. $62K included to repair pool and decking. Budget Committee reviewed all reserve items and identified any that could be rescheduled to future years. Final budget would require $6.92/month increase in HOA dues That is a 2.748% increase, which is in line with cost-of-living increases. No questions or comments from members present. Passed unanimously.
B. Retro Pay KW Construction for repair of sink hole and underground culvert pipe/storm drain at corner of Lark and Dove $6,094.77. Passed unanimously.
