FREE distribution maximises readership Builders and Contractors, a national trade newspaper targeted directly at New Zealand's building and construction industry. For some time we were aware that, although the building and related trades were generally covered individually by some trade journals, there was no amalgamated news link for trades as a whole, especially on a nationwide basis. This void has been successfully filled by Builders & Contractors. Distribution is by way of various outlets: PlaceMakers, Mitre 10, Builders Hardware, I.T.M., Carters, Site Safe Members, Home Ideas Centre, timber companies, hire companies, together with our database direct mail drop to architects, draughting professionals, consulting engineers, building consultants, designers and local Councils. By these means we aim to reach one of the most powerful buying groups in the industry.

Missing the boat – why you’re not allowed to hire anyone, but everyone else can

The aim was to cut down on people exploiting migrants for cheap labour, which is fair enough, but it has the impact of making it harder for anyone to hire migrants at all. If you’re already hiring migrants, but aren’t accredited yet, you need to realise that as of July 4 you’ll be condemned for hiring migrants illegally and have your name splashed all over a black-list that will prohibit you from hiring migrants. And we don’t just mean your company name; the owners will also have their personal names black-listed to prevent them from starting a new company to get around this. No one is going to take you seriously if you have the Labour Inspectorate constantly sniffing around and you have a poor reputation for doing literally nothing. But maybe you don’t hire migrants. Maybe you’ve only been hiring locals this entire time and think this doesn’t affect you.

For all the talk about how more people are taking up apprenticeships, they’ll be training for a couple of years, and you need people available right now. You want someone mature and with years of experience who can be trusted to do the job right. Eventually you will need to hire a migrant and you don’t want to wait for bureaucratic paperwork namby pamby for weeks. You want to be able to get people on the floor working as soon as possible, not when some government worker finally gets around to rubber stamping it. Everyone else is getting their companies accredited, so they can keep their existing workers or hire new ones. You need to ask yourself if you can really afford to be the last guy to catch the boat or if it’s worth risking seeing it leave the harbour without you. The accreditation is the law of the land now and there are already competitors who got approved. So, what is accreditation anyway? Basically, it’s a government tick of approval, saying you’ve been given the green light to hire migrants. The government has a bunch of hoops they want every employer to jump through and if you can’t follow through, then you can’t hire migrants at all. The way it works is that it’s a three-step process. First you get accredited. Then you need to submit a job check request. INZ wants to make sure that Kiwis are getting first dibs on jobs, so this is the labour market test but with more regulations. Finally comes the actual work visa application, which is the easy Accreditationpart. is a “trust based” or “declaration based” model. This means that INZ is assuming you will be upfront in declaring everything that needs to be declared. This can be tricky to deal with if you don’t know the legal framework back to front, as not declaring something will be taken as you deliberately trying to hide something, rather than you just not knowing you missed something. Ignorance is no excuse under the law after all, so you definitely want to make sure everything gets declared upfront. Fortunately, INZ will give you a second chance by issuing what’s called “potentially prejudicial information” letters. Essentially, these are just letters saying “Hey, there’s something wrong here”. INZ can be a bit vague on what they actually expect to fix the problem though, which can be annoying. There’s no right of appeal but you can ask for reconsideration. The difference here is that appeals are a right but a reconsideration is just a request. INZ can always say no without really needing to justify why. So, let’s cover some technical stuff real quick. To be accredited you need to be “a viable and genuinely operating business”. Basically, you need to be an actual business and not some front for a visa farm or anything. On top of that, your business needs to be actually managing to stay afloat. INZ will think its fishy if a business that can’t afford more employees is trying to upsize and they’ll be worried about migrants being stranded if the business goes bust. There’s a bunch of accreditation regulations like all key persons in the business needing to take training modules. A “key person” is pretty much anyone in the business who makes hiring decisions or can influence compliance with the law. For most businesses this will be the owner or directors, plus HR staff and managers. There are different versions of accreditation and it’s important to look out for which one is the most relevant to you. If you’re only going to be hiring five or less migrants, then standard/low volume accreditation is the way for you. Any higher than that and you’ll need to do high volume accreditation instead.

But either way you’ll need to show that you have a great HR policy so you’re not abusing migrants and that you’re committed to hiring New Zealanders. Franchises and labour hire companies are a whole different kettle of fish and have a bunch of stuff that applies only to them, so you definitely want to get experts in to deal with that. It can all be a bit tricky, especially since there’s a lot of regulatory fluff involved. It gets worse since you need to show ongoing commitments, that’s why accreditation only lasts two years at most. We recommend getting some proper assistance and getting your accreditation application done right. You don’t want to wait around for ages just for a pencil pusher to nitpick and decline your application. This goes for double if you have a less than stellar track record or have any other issues that you might be worried about.

Alright, so let’s say you got yourself a brandnew shiny accreditation. Now what? It’s time to apply for a job check application. You’d do your labour market test where you do a twoweek advertisement to show you’ve honestly tried to find available Kiwis. If no one suitable applied, you can then apply to have your job opening available for migrants.

All the migrant really needs to show is that they have good health, good character, they’re qualified for the job, and they've got a valid employment agreement.

Queen City Law are experts on immigration and employment law. We’ll help you through the whole process, including drafting HR policies that will satisfy even the strictest government official. We’ll get your application over the line, and we’ll do it for a fair and reasonable price. You don’t want to miss the boat, there’s no telling when it’s coming back. If you have any immigration, accreditation, or construction queries, please feel free to contact Andrew Nah and Marcus Beveridge at Queen City Law. We have taken care to ensure that the information given is accurate; however, it is intended for general guidance only and should not be relied upon in individual cases. Professional advice should be always be sought before any decision or action is taken.

The government is making it illegal to hire anyone on a work visa unless you’re accredited.

For the minimum job requirements bit, INZ will want to make sure that the job opening isn’t crafted to exclude Kiwis on purpose. If you need someone who speaks another language for example, you better be able to justify why! There’s a bunch of technical stuff aside from this, but that’s the gist of it. So finally comes the actual work visa application – the part where you get to actually hire someone. This is actually straightforward for the most part! The bulk of the nitty gritty was done previously, so this is just a simple work visa application.

INZ will be looking at whether the employment is acceptable and whether the minimum job requirements are suitable. Acceptable employment should be pretty straightforward for most people; its mostly making sure that the job is real and migrants are getting paid properly at the median wage.

The problem is that it’s no big secret that it’s getting harder to find enough people to fill up a site. If you want to expand anytime soon, you’re going to have to start hiring migrants.

I have seen some building contracts that simply give the builder a right to register a caveat against the owners’ title, without mentioning any underlying equitable estate or interest at all. That is risky because the owners might successfully challenge the caveat on that basis. And it’s a brave lawyer who registers it because he or she can be personally liable for court costs and/or damages if their client did not have reasonable cause to do so, or had an ulterior motive (such as merely trying to gain bargaining power).

Geoff Hardy has 46 years’ experience as a commercial lawyer and is a partner in the Auckland firm Martelli McKegg. He guarantees personal attention to new clients at competitive rates. His phone number is (09) 379 0700, fax (09) 309 4112, and e-mail geoff@martellimckegg.co.nz.

Caveats in the building industry

The owners aren’t expected to sign a formal mortgage like the bank requires them to do because the time and cost involved would be out of all proportion to the risk to the contractor and the duration of the building project. Instead, the mere “agreement to mortgage” is sufficient to create an equitable estate, which in turn entitles the contractor to register the caveat. It is way harder for the contractor to exercise the rights under the mortgage (such as to confiscate the rental from the property, lease the property to someone else, or to sell it), than it is for a bank under a registered mortgage. Generally, that isn’t the contractor’s intention, and the right to register a caveat is all the contractor wants.

The agreement to grant a mortgage is typically found in the building contract itself. The contracts you get from New Zealand Standards or the Institute of Architects don’t have them, but those you get from Master Builders, Certified Builders, or the high-volume residential building franchises usually do.

In the building context, contractors often protect themselves by getting the owners to agree to give them a mortgage (usually ranking after the bank’s mortgage), over the building site, in case the owners either can’t or won’t pay them.

But that will only work if the building project is at an end and there is no prospect of there being further disputed debts, because the agreements to mortgage in building contracts are usually intended to remain in force, from the beginning to the end of the project.

Alternatively, the court may uphold the caveat on an interim basis but only on condition that the contractor compensates the owners if he ultimately fails to prove the caveat was justified. But once again a confident contractor won’t have any problem giving that undertaking. So, the short answer is, caveats are useful, but you need a good building contract to be able to use one.

By Geoff Hardy, an Auckland commercial lawyer

Nevertheless, there have been some cases where such caveats have been upheld, on the basis that the owners must have intended for there to be an underlying equitable estate or interest, or the owners are deemed to be holding the land in trust for the contractor to a limited extent. Getting rid of a caveat Property owners who take exception to the contractor registering a caveat on their title, can do something about it. They may be able to persuade or coerce the contractor into withdrawing the caveat. Or they can apply to the High Court to have the caveat removed (which is obviously an expensive process, and won’t succeed unless you have solid Finally, grounds).theycan ask the Registrar-General of Land under section 143 of the Land Transfer Act 2017 to give notice to the contractor to commence proceedings in the High Court to sustain the caveat, failing to do so means it will be removed. That third option is usually the preferred option because it is quick and economical to do. A lot of contractors will baulk at the thought of commencing proceedings in the High Court, with all the cost and stress that that entails, so they just throw in the towel and allow the caveat to lapse. Once they have done that, they can’t register the same caveat again without a court order, and in the meantime, they risk having the property transferred or re-mortgaged so there is no equity left in it. But where the owner is up against a determined contractor, using the section 143 procedure is a risky gamble. That is because if the contractor has a legitimate estate or interest in the land all along (such as an agreement to mortgage in the building contract), the contractor may well apply to the court, and win. In that event, the owners end up paying not only their own legal costs but also roughly two thirds of the contractor’s legal costs as well. And the caveat remains. It may be possible for the owners to persuade the court to dispense with the caveat regardless, by paying the disputed money into court to be held there until the dispute is ultimately resolved.

Even if the contractor maintains there is a debt but the owners dispute it, they have nothing to be concerned about unless that dispute is resolved in the contractor’s favour, and they don’t abide by the outcome.

How a caveat on the title can help get you paid

The equitable mortgage shouldn’t worry the owners if they are not in default under the building contract because there is no debt for the contractor to recover, and the rights under the mortgage aren’t triggered.

8 | B&C - Issue #137 www.buildersandcontractors.co.nz News

This article is not intended to be relied upon as legal advice.

That means you deliver your side of the bargain first, and hope to be paid later. There are two reasons why your customers may not pay you - either because they can’t, or because they won’t. If they won’t pay, that could be because they genuinely believe they don’t owe you the debt, or they believe they have a counterclaim against you that cancels the debt out. But in some cases, it may simply be because they are dishonest or deluded. And in those situations, or where your customer never had any hope of paying you, then you need all the help you can get. One way you can improve your chances of getting paid is to register a caveat against the title to your customer’s land. That means that as long as the caveat remains in place, your customer can’t register a transfer, lease, mortgage or similar dealing with the land that would undermine your rights in the land, at least without notifying you and giving you a chance to uphold those rights. Naturally that shouldn’t worry the owners if they aren’t planning to do something with the title any time soon, but it is surprising how often the mere existence of the caveat does trouble them regardless. And of course, if the owner does have such plans, then it gives you major leverage. There is a common misconception that everyone can register a caveat automatically, but it isn’t true. To be eligible to register a caveat you must have what’s called an “estate or interest” in your customer’s land, or the customer must hold the land in trust for Thereyou.is a wide range of estates or interests in land, but they generally have to be granted to you by the owner. For example, the owner might have agreed to give you an easement over it, or to sell it to you, lease it to you, or mortgage it to you. Normally you could register all of those on the title, which gives you much better protection than simply registering a caveat. But the situations where you would register a caveat instead are where those rights have not been formalised, so they don’t yet meet the strict criteria for registration, or they never will. We generally refer to them as “equitable” estates or interests.

5G will power the truly connected worksite Greater mobility and the advancements in connectivity brought about by 5G will further accentuate the industry’s ability to utilise insights provided through common data environments (CDE), the sensorisation of jobsites and materials, augmented reality (AR), AI, and ML. These technologies will provide greater connectivity, capacity, and democratisation of technology.

Organisations within the sector are waking up to the possibility of utilising new technologies to solve traditional problems, reduce errors and risk, save time, connect with the right suppliers, and work effectively remotely.

During the last two years, the engineering and construction industry has experienced a new wave of innovation and digitisation.

By Mark Webster, senior vice president and general manager, Oracle Construction and Engineering

Four technologies driving construction innovation

• The probability of delay on a project

While these insights are valuable, organisations will look to construction technology platforms that utilise AI that can predict what is ‘likely to happen’ throughout the construction process, improving chances of delivering a project on time and on budget. New developments in AI have unlocked another level of project intelligence, enabling predictive insights to drive better decision-making to improve project outcomes. This can yield a dynamic view into such variables as:

in 2022 Mark Webster

With hundreds of decisions all happening at once on a project, organisations will look to improve how data is managed – and how it is used to inform decision-making.

Here are the technologies we think will lead the pack: Data will reach a new level of meaning C&E executives and operators are realising that they must standardise, digitalise, and automate their processes to differentiate themselves in the market. Organisations will begin to take an approach where they will analyse everything meaningful that can be measured. After determining the data or metrics they need to capture and monitor. Organisations will be able to standardise, digitalise, and automate their processes to capture and analyse this data in real-time. The results may be surprising on what really holds the keys to success. For example, one overlooked setback could be the lynchpin factor that routinely can throw off an entire construction project. With standardised business processes, constantly pulling and analysing data, firms will be able to drive productivity and efficiencies to better compete, differentiate themselves, and stay ahead. This quick data intelligence can also help identity and resolve data security issues faster. This alone will become a growing competitive advantage in the coming years as customers will want reassurance that their data will be kept safe.

Intelligent construction platforms will transform the industry Data holds a wealth of potential value for the construction industry and will play a starring role in the digital transformation of the sector.

www.buildersandcontractors.co.nz Issue #137 - B&C | 9 Spider Personnel

With the NSW Government finding it will take ten years for the industry to reach ‘digital maturity’ and amid from the ongoing border closures, shifting project types and a retiring labour force, there has never been more pressure for the industry to continue these digitisation efforts. These challenges have the industry rethinking every aspect of project delivery and the role technology can play to improve outcomes while driving down risk and costs.

Eventually, work sites will be able to sensorise virtually anything on a job site, allowing companies to collect data from tools and materials. For example, workers could put sensors in concrete to assess drying time. Capturing such information from IoT sensors will make 5G a critical component of a job site. Additionally, 5G will further heighten the focus on visualisation and enable experts to provide real-time guidance to new technicians connected via headsets, glasses, or other visualisation technologies. As 5G becomes more accessible, it will open up new capabilities for oilrigs, pipeline monitoring, laser scanning, BIM modeling, and more.

• The factors which might delay a project

AI will help organisations succeed in the present by learning from the past to improve the future. It will yield predictive insights that add value to nearly every aspect of construction project management, including critical areas such as schedule, cost/budget, quality, safety, risk, and collaboration.

• Amount of predicted delay • Likelihood (and severity) of a cost overrun

• Hidden risks around safety, design, rework, and litigation.

Powered by an AI and ML (machine learning) “data backbone,” organisations are moving towards a new breed of intelligent technology platforms to digitise workflows. These platforms will help organisations liberate their data and convert it into the intelligence needed to accelerate Theyperformance.willalso provide highly secure information management, reporting, and workflow automation to drive efficiency, visibility, and control across project processes. These cloud-based intelligent construction platforms will give organisations a competitive edge in an increasingly crowded market. Predictive AI will help organisation look ahead To date, business intelligence technologies have generally provided only a backwardlooking view into project data, i.e., what has happened on projects.

“This is all part of a wider conversation, which the property sector is excited to be a part of. “The announcement highlights the important need to reduce New Zealand’s emissions and meet our climate targets. While we support the government’s direction, we think there’s more that could be done. “One of the biggest ways to reduce our emissions is to encourage high quality intensification of our housing supply across our metropolitan centres and along transit routes. “Given that nearly 35 percent of New Zealanders rent their home, we need solutions for density that delivers for renters. Our decades of experience, combined with our wealth of plant and resources, give us the technical knowledge and skills to provide a wide range of construction services.

The Property Council is the leading advocate for New Zealand’s largest industry – property – and collectively champions property, bringing together members from all corners of the property eco system to advocate for reduced red tape that enables development. Property is New Zealand’s largest industry, making up 15 percent of economic activity. As a sector, it employs nine percent of New Zealand’s workforce and contributes over $41.2 billion to GDP.

“If New Zealand could unleash the potential of BTR, we could deliver thousands of new high-quality and high-density rental houses and deliver exactly the type of housing we need to reduce our emissions and meet our climate ambitions. “We have made it clear to policy makers what is needed for New Zealanders to have access to a warm, dry and climate friendly BTR home. Sadly, we are still waiting for action to take advantage of this opportunity.

“The Property Council has been working with the Government for years to unlock the potential of Build to Rent (BTR), a new way of housing Kiwis. “BTR is large, multi-unit residential developments, typically located centrally within cities and with walking distance to key transport links. “These developments are professionally managed, with great amenities and offer residents great lifestyle options.

“Every month that we wait for policy changes, we miss out on hundreds of BTR “Overhomes.thecourse of this parliamentary term, over 8,000 BTR homes could have been enabled. Government inaction not only costs Kiwis a home, but results in higher climate emissions. “For the month of May 2022, the number is 1,002 homes, that either could have

been completed or could have been in the planning stages if the government had acted early in their term. “Already 2,706 Kiwis have missed out on a BTR home, with the figures growing by the day.”

The release of the Government’s Emission Reduction Plan highlights that all industries need to play a role in driving sustainable outcomes for New Zealand.

This is the message from the Property Council New Zealand chief executive, Leonie Freeman, who says “We congratulate the government for taking the first step in sustainably reducing New Zealand’s emissions.

SaferMe’s next step in the ACC-funded project is development of an algorithm to calculate relative risk of workers based on a comprehensive set of data points.

“Off the back of helping businesses through the pandemic with our world-leading contact tracing solution, we’re excited about delivering another ‘next generation’ solution,” Van Marrewijk says.

The research, part of SaferMe’s Accident Compensation Corporation (ACC) - funded project to develop a predictive worker safety algorithm - has identified a number of new factors that elevate risk for workplace accidents and particularly musculoskeletal ‘sprain & strain’ injuries.

Among the findings of New Zealand’s construction industry was a set of research on the social environment at work - in particular the impact of interpersonal conflict, including issues such as manager relationships and workplace bullying. A key study published in 2021 in the Engineering Construction and Architectural Management journal, concluded that: “psychosocial factors indirectly influenced workers’ safety performance by impacting on their occupational psychology condition”. The research authors explained that, “work stress, role ambiguity, work-family conflict, and interpersonal conflict were negatively related to safety performance by promoting burnout and affecting engagement. “Autonomy and social support were positively related to safety performance

An international research review conducted by New Zealand Health and Safety Software innovator, SaferMe, has shed light on the role of social relationships inthe costly incident record in our construction industry.

SaferMe CEO, founder Clint Van Marrewijk says the insights from the company’s research will impact the current thinking of most businesses. “The first thing businesses do is look at tasks and equipment to assess risk on a worksite. “That is helpful but it’s only a start. There is less focus on the wellbeing of the people doing the work - but what this research shows is the strong links between psychosocial factors and safety incidents.”

www.buildersandcontractors.co.nz Issue #137 - B&C | 11 News

Social issues are a key safety factor for construction companies by improving work engagement and reducing Chiefburnout.”executive of industry body Civil Contractors New Zealand (CCNZ), Alan Pollard says his organisation had partnered with SaferMe in the innovation project as it had “serious potential” to drive a new wave of safety improvement in the industry. “Civil construction companies are severely impacted by strains and sprains. “We need to start thinking outside the box about what causes these injuries and how to prevent them in future. “Not just because this will improve productivity and reduce downtime for people unable to work, but also for the improved wellbeing of the people and teams who are out there working.”

Challenging conventional underpinning methods

This process is repeated hundreds of times over several days, creating a solid foundation that eventually provides a lifting force that slowly, gently and evenly raises the structure or Onebuilding.example of this new technology is JOG Computer Controlled Grouting (JOG), a process that is carefully monitored with accurate survey equipment and the amount of grout directed into any of the injectors can be controlled from a central computer.

This level of control allows technicians to send more grout to areas that need additional material. The outcome is a uniform lift that does not damage the structure. Compared to traditional underpinning, JOG injection grout points are spaced more tightly at 1.0 to 1.2m, allowing for a more even injection process that minimises disruption to the structure and its occupants. With techniques like JOG already available, the future of structural remediation is no longer Groundspeculative.engineering firms like Mainmark are constantly researching and developing new ways to deliver ground improvement and underpinning solutions like JOG, which is considered the next evolution in engineered building stabilisation and lifting solutions. Perhaps it’s time to respectfully leave traditional underpinning in the past and look ahead to new alternatives to the conventional methods. Authored by Steve Piscetek, divisional manager, Mainmark Civil and Mining Steve Piscetek has extensive experience working in construction, road and water infrastructure, the mining and resources sector and offshore construction. At Mainmark, his technical acumen and pragmatic approach to safety and quality assurance has seen him successfully tackle many challenging and complex ground remediation projects.

With a more innovative approach, modern methods of stabilising and lifting structures are streamlining restorative projects, lowering budget estimates and decreasing site sizes by removing the need for heavy machinery.

The underpinning process normally involves jacking one underpin position at a time, which can also place undue stress on other parts of the building and cause serious aesthetic and structural issues. The method itself is also slow to install, very invasive and causes more damage to already fragile buildings. It can be an incredibly invasive process as it requires access for excavation works to be carried Excavationout.works often damage footpaths or surrounding environments, and force residents to deal with the inevitable mess and Evennoise.transporting, delivering, and storing steel and other underpinning materials during the process can be incredibly disruptive. Alternative solutions are readily available Technology in the ground engineering space has produced solutions that provide an arguably superior alternative to traditional invasive and costly underpinning techniques.

Computers can now be used to manage the delivery of cementitious grout mixes that have enough compressive strength to relevel large structures and buildings up to 10n storeys high. With the use of computers, grouts can be delivered with surgical accuracy, creating layers only millimetres thick. This allows the grout to set quicker, creating a stable layer for the next grout injection.

The challenges of underpinning Underpinning involves installing an additional support system to a structure’s foundation. It traditionally involves digging holes beneath the existing foundation and adding steel or concrete underpins, thereby creating a new foundation that extends into firmer soil. Once these new foundations are installed the structure can be lifted using mechanical jacking and packing. Traditional underpinning still exists today because it typically delivers effective results. However, logistics can be a major drawback. Often due to inflated costs and the size of installation equipment, new foundations are typically only installed three metres apart. This leads to fewer footings being installed which can cause a point load to the bottom of the foundations during the mechanical jacking process. Point loads can cause damage to the building, especially if its foundations are inadequate or if the building is a rigid structure built from stone or brick.

Conventional steel and concrete underpinning have long been the go-to solutions for engineering and construction professionals who need support or strengthen the foundation of an existing structure. But alternative solutions are gaining favour over traditional underpinning. With a more innovative approach, modern methods of stabilising and lifting structures are streamlining restorative projects, lowering budget estimates and decreasing site sizes by removing the need for heavy machinery. This raises the question: is conventional underpinning still the best solution or is it time to move on and adopt more innovative alternatives, particularly when it comes to larger buildings and assets?

Rethinking payment processes to boost productivity and limit risk

www.buildersandcontractors.co.nz Issue #137 - B&C | 13

New systems can increase visibility Additionally, firms can implement a standardised cloud-based system for financial processes across their ERP and accounting system, which can provide support reports, dashboards, and analytics. This enables firms to capture and analyse payment data across their business, providing a more strategic current state of affairs, and helping answer questions delivered to them when and how they want them. In all, these modern approaches to payment solutions can help mitigate financial, legal, or reputational risk, while improving cash flow. Ultimately, this improved cash flow also allows organisations to more predictably meet payroll, hire, and invest in their business. As construction sites continue to incorporate cutting-edge technology to help teams complete projects in a safer, more streamlined way than ever possible before, it simply makes sense to further modernise the payments process as well. It can provide all stakeholders with peace of mind by helping put an end to those pesky paper-driven office tasks that are already being eliminated with cutting-edge technology on the job site.

Advanced technologies can result in fewer errors

The construction industry has been on a path of digital evolution for the past few years, with technologies such as the Internet of Things (IoT), reality capture, and autonomous vehicles increasingly being implemented across businesses to optimise efficiency and time-investment.reduce But while there’s effort to integrate new technologies on ground at the construction site, businesses tend to often overlook the potential use of technologies in the Hereback-office.arefour reasons companies may benefit from rethinking their construction payment processes to increase productivity and limit risk. The move to digital means more efficiency and control. By replacing traditional payment processes with modern solutions, companies can boost efficiency and control ― for all stakeholders ― across invoicing, payment, and compliance management. Ultimately this can reduce risk as a general contractor, owner, or subcontractor, while also freeing up teams’ time to focus on activities that are more beneficial to your business. A collaborative payment management solution not only helps manage the payment and billing processes across project participants, it also can forge better, more lasting partnerships in the industry by providing assurance everyone is paid fairly and on time. Such technology can streamline the payment process for construction companies of all sizes by managing payment due dates and related actions, as well as improving accuracy. It also eliminates inefficiencies and a slew of risks, including human error, improper payments, and liens that prevent the clean handover of a project to the owner. It is essential that the industry adopts innovative processes which ensure that increasing demands can be met. Collaboration means convenience Investing in payment management solutions is an effective way for construction firms to maintain strong relationships with subcontractors.

With all parties using the same collaboration platform, owners, general contractors, and subcontractors all need visibility into compliance and payment status. As a result, they can anticipate and collaboratively address potential issues before they grow into pressing problems.

This is because they can quickly pay subcontractors who have immediate cash flow Promptlyneeds.disbursing payments can help create a partnership of convenience and trust - making it far more likely that subcontractors will accommodate their needs when necessary. However, firms can’t take a half-measure approach to automated payments. It’s no use if some jobs remain on an older manual system, while others are on the new system. By replacing traditional payment processes with modern solutions, companies can boost efficiency and control - for all stakeholders - across invoicing, payment, and compliance management.

In addition to strengthening relationships and ironing out inefficiencies, automated payment solutions can help companies eliminate manual steps and miscalculations. This can be done by automatically generating accurate invoice documents linked to schedules of value, for example. Plus, they can help firms centralise the tracking of compliance and lien waiver management, alongside other important documents and reporting. This helps streamline these crucial tasks, and it prevents further safeguards against risk to all stakeholders.

“This research is incredibly valuable and detailed and we hope it will give engineers and building owners, especially in the Wellington area, the confidence to start repairing a building instead of demolishing them. “Many owners may have been holding off investing in repairs, in fear of having to do more repairs later, but now they can be confident a retrofit will work.

Recently the project team, led by experts from the Universities of Canterbury and Auckland and supported by funding from the Earthquake Commission, BRANZ and Concrete NZ, published its findings in the Structural Engineering Society NZ (SESOC), journal to provide guidance for engineers and building owners considering retrofit options for existing buildings. “We focused on the least complex and most affordable retrofit solutions, tested them, verified them, and developed design guidance for the different technologies,” Nicholas says.

“Precast hollow-core floors have been recognised as a seismic risk for many years and EQC has been eager to support any research that will tackle this issue,” Jo says.

ReCast Project co-ordinator Nicholas Brooke, says “The seismic issues around hollow-core floors are not new but were brought into the spotlight by the damage caused in the Wellington CBD by the Kaikōura earthquake”.

“New Zealand has suffered devastating impacts from earthquakes over the past 11 years, but from that trauma we have learned a huge amount and developed world-leading science and engineering solutions.

Nicholas explains that precast concrete hollow-core floors have been a favourite option for New Zealand construction industry and developers since the mid-1980s and cover about 1.5 square kilometres of buildings floors around the country.

The ReCast Project has spent the last four years testing and verifying retrofit solutions to strengthen buildings with precast floors, which have been widely used in New Zealand construction since the mid-1980s.

“The rest of the world was not so excited about hollow-core floors, so this is really a distinct New Zealand issue,” says Nicholas, who explains that the weakness of the system was exposed in the 1994 Northridge earthquake in North America where buildings with hollow-core floors were severely Professordamaged.DesBullat the University of Canterbury was concerned about the New Zealand context and thanks to EQC funding, spent nearly two decades investigating hollow-core floors before developing guidance on their assessment with Professor Richard “Unfortunately,Fenwick.they published their findings shortly before the Darfield earthquake and their findings were a bit lost in the chaos of those earthquakes,” Nicholas says, who adds the subject did not receive sufficient industry attention until the damage caused by the Kaikōura earthquake galvanised authorities and researchers into action.

The ReCast Project was launched with the universities in Canterbury and Auckland dedicating four PhD students and a Masters students for four years.

The result is the largest SESOC journal with 11 articles and over 200 pages of design guidance for seismic engineers.

“It was truly a unique collaboration with PhD students from Canterbury working in the Auckland lab and vice versa, which we believe had not happened previously to anything like the same extent,” Nicholas says.

Unique collaboration creates solutions for distinct construction threat

The ReCast Project team, which includes some of the biggest names in seismic engineering in New Zealand, who worked on retrofit solutions for precast concrete floors get together in the earthquake laboratory at the University of Canterbury.

“It is the culmination of 25 years of research, building on the work of Des Bull and funding by EQC, that will be hugely valuable to seismic engineers in New Zealand and abroad.”

Signs2017-2019ofdriver fatigue

• Opening the window.

Why fatigue is a problem for drivers As a driver, fatigue can cause you several problems including: • reducing attentiveness and alertness to dangers • slowing your reaction time and decisionmaking ability • poor lane tracking and maintenance of speed • decreasing your tolerance for other road users. Being tired can also cause you to drift in and out of sleep without knowing it. Sleep experts call this microsleep. If this happens while driving, it can cost you your life. These naps can last between three and five seconds and are the main cause of fatiguerelated crashes where the driver runs off the road. In 2020, fatigue was a factor in 21 fatal crashes and 113 serious injury crashes. These crashes are usually the most serious because the driver doesn’t brake before colliding with another object. Relationship between fatigue level and crash risk Who's affected by driver fatigue While all drivers are likely to experience fatigue to some degree, fatigue is more likely for people in the following groups – ultimately leading to a higher crash risk:

Look out for the following signs that you are entering, or are in, the ‘fatigue danger zone’ for driving: • you begin to blink • you can’t stop yawning • you have trouble keeping your head up • your eyes close for a moment or go out of focus

The Otorohanga District is a community with busy rural roads being used by locals, commercial drivers, tourists, and a large amount of through traffic.

• Turning up the radio volume. Once fatigue has set in, no amount of willpower will keep you awake. The only answer is sleep and you should stop for a short nap or seek assistance to get home. It really can be a matter of life and death.

Fatigue interacts with other factors that affect driving Fatigue often combines with other factors, such as substance use and spee to cause road Substancecrashes. use such as drink driving or medication related impaired driving is particularly dangerous in combination with fatigue. Alcohol can affect a driver’s alertness long before the legal limit is reached. Any amount of substance use can combine with fatigue to affect your driving.

Crashes where fatigue was a contributing factor

• stop in a safe place when you feel tired.

Why fatigue is a problem for drivers

People often think that driver fatigue means falling asleep at the wheel. Falling asleep, however, is an extreme form of fatigue. Fatigue is tiredness, weariness or exhaustion. You can be fatigued enough for it to impair your driving long before you ‘nod off’ at the wheel.

• you brake too late • you drift over the centre line or onto the other side of the road. Reduce the risk of having a fatigue related crash

• Young people – may have lifestyles that involve frequent late-night activities, not getting enough sleep, taking risks and being on the roads during night-time hours.

• People with sleep disorders – which disrupts the quality and quantity of sleep a person gets.

Crashes involving fatigue Between 3am and 5am our body clocks (circadian rhythms) programme us to feel sleepy. There is also a secondary peak in sleepiness between 3pm and 5pm. This is the time of the day when physical and mental performance is at its worst. There are broad peaks in fatigue-related crashes where people are killed and seriously injured in the early morning and through the afternoon.

• Commercial drivers – have a high risk of fatigue-related crashes because they may work in shifts, drive at night, start early in the morning, and work in isolation.

Speed and fatigue are also a bad combination. As your speed increases you have less time to react and when you’re tired, fatigue also slows your reactions. Even when speed doesn't cause a crash, it's what will most likely determine where someone is killed, injured or walks away from the crash.

Unfortunately, our district ranks high in the community at Risk register regarding fatigue related crashes. When travelling through our district please enjoy your time on our roads but more importantly stay safe. Waka Kotahi Facts and Information on Fatigue

*Note: Data is for all crashes reported by NZ Police to Waka Kotahi NZ Transport Agency for the year 2020 as recorded in the Crash Analysis System (CAS) at 19 July 2021

Don’t be tempted to keep driving when you are tired just because you are close to your destination. Many tiredness-related collisions occur close to home because the driver has relaxed, and the body takes this as a signal that it is ok to fall asleep.

Many of the things people do to stop themselves falling asleep at the wheel are only effective for a very limited time. The following do not work and will refresh you only for a short while:

• try and have a short nap of no more than 15 to 30 minutes. Much more than this and you might wake up feeling groggy. However, these should only be considered emergency counter measures. As a driver you should not be relying on these on a regular basis, but instead should consider what changes you can make to your lifestyle which will help you get the sleep that you need.

The edits are to section R4-76 and account for changes to NZS3404 and NZS1170.5, originally published in the mid-’90s and revised in the 2000s. The amendments have taken onboard lessons learnt in the major earthquakes of the past decade and information from a number of other research papers.

This report will be valuable to all practising engineers in New Zealand. It would be a valuable resource in any consultancy’s library alongside a copy of P4001. To purchase the report, visit: nz/product/hera-report-r4-156.www.hera.org.

Highlights of amendments

“The previous version of the design guide (HERA R4-76) excluded a worked example, which is very useful for the users and engineers dealing with practical problems”. It all came together thanks to Zahid Hamid who started the MRF update project, converting the documents from hard copy to the printable versions you can now access online, and the important (and handy) worked example at the back of the design guide.

This project was led by HERA general manager Structural Systems, Dr Kaveh Andisheh, and the subsequent report was co-authored by Associate Professor G. Charles Clifton of the University of Auckland, Dr Andisheh and Zahid Hamid of SCNZ (Steel Construction New Zealand).

Recent research and development has improved New Zealand engineering best practices since 1995. Kaveh says an update to the design guide was needed to provide engineering best practice solutions.

Stacey mentions Riverside Market always used Instagram and Facebook to connect to their consumers to show the behind-thescenes content of its building construction, including teaser content for its traders. Initially, the team focused on getting the imagery perfect so to speak to gain a lot of attention and build trust with consumers. “We did do some professional videography; however, we mainly used static images.” Using Facebook and Instagram has immensely helped Riverside Market reach a bigger audience, Stacey says. Riverside Market has 15.6 thousand followers on Instagram and 20 thousand likes on Facebook. “Taking the people of Christchurch on the journey with us was key in a very quick follower growth for both of our accounts.

The Coffee Club director and marketing manager Andy Lucas says their company uses Facebook and Instagram, but is also on Tik Tok. He has noticed more growth and a bigger following via Instagram recently. The Coffee Club currently has 10.4 thousand followers on Instagram and 29 thousand likes on Facebook. “We use social media to engage with our followers and communicate on new products, promotions, limited time only menu items, and other special events such as new store openings, store birthdays, and “Wecompetitions.alsouseadvertising on social media to reach customers and promote our meals and special products to them at different times”.

The negatives of using social media are it’s easier for consumers to give unjustifiable negative feedback without proof, which can be viewed by other consumers.

By Natasha Parrant

Social media has mostly impacted the business positively. A few positives Andy lists include reaching more people without a huge expense, communicating with followers quickly, reaching different demographic groups, and targeting many people with paid advertising.

There’s a lot of advertising on social media lately, which means the company’s advertisements can get lost. Although the cost to advertise may seem reasonable, the costs are reflected in the return of investment (ROI), Andy says.

What’s interesting to know is seeing how some Aotearoa businesses use social media to reach consumers, and see how that’s changed their way of reaching a bigger audience in a positive or challenging way?

Riverside Market social media manager, Stacey Tite, says the social media platforms Riverside Market uses are Instagram and Facebook. On Instagram, Riverside Market focuses on creating content that showcases their trader’s delicious food and drinks, highquality products, and inside the huge building. On Facebook, the company shares similar content but also focuses on the community “Cantabriansaspect.haveloved to be a part of the Riverside Market journey and we continue to share our growth and celebrations with them. A win for us is a win for Christchurch and this is very much felt on our Facebook page.”

Digital connections Reaching consumers via social media

Currently, the team focuses on videoing things that are happening in the area so it’s more “natural”. As a result, Riverside Market has reached more views, which eventually led to some Facebook videos getting thousands and thousands of views. Stacey posted a short video of her lunch, which caught a lot of attention and caused an instant increase in sales for that specific trader.

The Coffee Culture in Auckland’s Ormiston store

“We were very intentional with our content too to ensure we were showcasing the best that we had to offer, our values, our mission, and our people. We had a hugely successful opening because of that.”

“We believe this is because our community like to feel like they are a part of the Riverside Market family and love to see content that is relatable and authentic.”

Fortunately, there aren’t negatives to using social media for Riverside Market. Social media is their main source of advertisement as it reaches many people within seconds. The main pros of using these platforms are having an increase in sales, helping promote events that are happening at Riverside Market, and helping with market research, as sometimes the team uses polls on Instagram stories to discover what the community wants in terms of promotions and “Theevents.feedback we receive from that helps to shape our future campaigns,” Stacey says.

The Coffee Club used Facebook first to connect with consumers a decade ago when it was still new and then used Instagram, as it became more popular and continued to see growth. Social media helps the company reach more people and easily communicate its products to a larger audience. However, it’s still hard to determine if the number of followers translates to the paying customers in the store, Andy says.

Leaders in Advanced Ground Engineering and Asset Preservation Technologies.

Summary When Offset Developments, a residential building company began construction on a four-unit complex in Christchurch, it encountered a significant challenge when it came to laying the foundations. After receiving a geotechnical report, the company was advised to place a raft under the foundation slab to protect the site from possible subsidence, soil liquefaction and other issues that may arise due to the weakness of the ground. The project was designed with a 2m deep gravel raft. However, as the water table was only 1.2m below the surface, the ground was too soft for gravel to be compacted.

Objectives

The speed at which Mainmark was able to place the rafts, following excavation of the site, resulted in a considerably reduced project timeline. While traditional compacted gravel rafts would take a minimum of seven days each in favourable conditions, Mainmark was able to place four Terefil rafts in just five days.

Mainmark developed a unique solution using Terefil®, a proprietary, advanced, structural lightweight cementitious-based filler that is commonly used for void filling.

2b.2a.

According to George Nicol, Director, Offset Developments, “This is the first time that Terefil has been used for raft slabs. Given the predicament we were in, we were very happy to trial this solution as the alternatives were extremely expensive.”

1c.1b.

Mainmark was required to develop an alternative raft solution that could accommodate the shallow water table which was contributing to the site’s very soft ground conditions. Additionally, the solution needed to deliver ground improvement and liquefaction mitigation benefits for the proposed residential complex. Solution Mainmark worked in consultation with KGA Geotechnical Group Ltd, specialists in geotechnical engineering, to design a 900mm deep Terefil raft to be placed underneath the foundation slab. As the top of the raft was 200mm below the ground, the total excavation depth was 1100mm. Terefil creates a non-liquefiable cementitious layer with a uniform mat that provides structural support. It requires no compaction, causes minimal site disruption during application and is self-levelling, lightweight and extremely cost effective. This fast and easy to place solution also has no detrimental effects on the environment.

Mainmark Overcomes Site Challenges with Innovative Raft Slabs

“As it turns out, we couldn’t have been happier with the outcome. Not only is it a fantastic result, but we’ve discovered a new solution to address a common problem when it comes to improving the weak swampy soil that is prevalent in many areas of “MainmarkChristchurch.”was also a pleasure to deal with and we’ll definitely be using Mainmark again in the future.”

If you’re a builder or subcontractor, code compliant level threshold drainage is easier to achieve than you might think. The design of a level threshold drainage system is not as simple as it first seems. The E2 building code is very prescriptive in what will be allowed – is your solution code compliant? Let ACO help with choosing the correct product for your application. E2 Building Code • Clause 7.3.2.1 of the E2 building code lists the requirements for an acceptable solution for level threshold drainage: • A channel that is 150mm deep, 200mm wide.

• The grating that sits over the channel must:

ACO’s level threshold drainage products are designed to fully comply with the requirements of the E2 Building Code.

• Maximum channel length of 3.7m.

• Have a continuous gap of 12mm.

ACO Limited has unrivalled experience providing threshold drainage solutions throughout the country.

• Be supported independently of the door frame.

ACO leads the way with stormwater drainage in New Zealand. Fully E2 compliant level threshold solutions and AS1 alternative solutions are available off the shelf. Ask ACO for a no-obligation discussion and quote for your next commercial, educational or residential projects. 0800 448 www.aconz.co.nz080 Does your threshold drainage meet code compliance?

ThresholdDrain Legs sitting in the channel base will often obstruct clear flow of water to the outlet. A complete blockage of the channel can even cause water to back up into the cladding cavity.

• Be able to be fully removed for maintenance.

ACO’s Cantilever ThresholdDrain is fully supported by the cantilever arm, and ACO OnePour ThresholdDrain is a bolted bracket system that used the landscaping concrete for its support.

• 1:200 minimum fall to outlet.

Ask ACO today to help with your project at info@aconz.co.nz or 0800 448 080.

Alternative Solution (E1 compliant) If site conditions allow, a precast grated channel or slot drain can be installed against the building as a level threshold alternative solution, complying with the E1 Building Code.

Product selections include ACO KlassikDrain or Brickslot, and PowerDrain for heavy duty traffic applications. This option is often quicker and easier to install, and means outlets can be spaced up to 80m centres. Each alternative solution needs to be addressed on a project-by-project basis. After providing detail and evidence, of an E2 alternative being fit for purpose at design stage, this will be checked by the designer and then go for coucil consent. To meet consent requirements, most councils require manufacturer’s calculations to demonstrate the performance of the system. ACO offers a free hydraulic design service and can provide product details at all stages of the project. Each council has different requirements, be sure to check with your ACO representative before choosing a drain to make sure it meets local requirements.

Cantilever ThresholdDrain is ideal for tile and paved exteriors, and can be scheduled so the landscaping contractor is not interfering with the installation of the OnePourdrain.ThresholdDrain is perfect for concrete floor finishes. Both products do not require a rubber spacer or leg for structural integrity.

• Reduced Back Strain – the RB401T-E is an ergonomic solution for backbreaking slab work.

The RB401T-E also uses the same battery and TwinTier™ tie wire as the RB441T and RB611T handheld TwinTiers. All of these features work together to reduce instances of back strain and the development of injuriesmusculoskeletalforironworkers.

MAX® saving workers’ backs with new stand-up battery-powered rebar tier

MAX® is aiming to cut down on back strain for workers tying rebar on concrete slabs with a new stand-up battery-powered tying tool.

• Tilt Sensor – the tilt-sensor prevents the tool from tying when angled upward.

The RB401T-E can tie D10 x D10 up to D19 x D19 rebar combinations for a variety of applications including, but not limited to, road and bridge decks, industrial foundations, commercial floors and water tanks. Like other tools in the TwinTier family, the RB401T-E’s special attributes include its faster tying speed, a reduction in wire consumption and a short wire tie.

• Adjustable Handles – users can adjust the handles to 2 positions, to find the most comfortable fit for their height.

28 | B&C - Issue #137 www.buildersandcontractors.co.nz Cement & Concrete

The TwinTier's “wire bending mechanism” feeds a precise amount of wire to match the thickness of the rebar being tied and cut down on the use of unnecessary wire. This bending mechanism consistently feeds, pulls back, twists and releases the perfect sized tie for each application.

The Battery-Powered RB401T-E Keeps You Standing For more information visit the SIFCO website - www.sifco.co.nz

• Trigger less Technology – an automatic contact mechanism allows the tool to instantly tie when pushed down over a rebar intersection.

They have introduced the NEW MAX® RB401T-E Stand-up TwinTier™, the first tool of its kind that gives ironworkers the ability to tie rebar while standing upright.

Features of the new MAX® RB401T-E Stand Up Twintier™ Rebar Tier include:

A low “battery power consumption” design allows the tool to produce 4000 ties per charge using a 14.4v , 4.0 Ah Li-ion battery, which recharges in just 65 minutes.

• Enclosed Design – greater protection against debris and moisture entering the tool. The tool’s ergonomic construction, along with its contact mechanism, which requires no pulling of a trigger, lets workers automatically form a tie when pushing the tool down on a rebar intersection. The long nose attachment allows the tool to glide into rebar intersections with minimal effort from the operator.

Because the RB401T-E is such a unique and sophisticated tool in the marketplace, paired with the evolving TwinTier™ solution, contractors should find that their workforce is safeguarded from what has been a backbreaking industry.

• Shorter Tie Height – a wire bending mechanism produces a shorter tie height. Less concrete is needed to fully cover a wire tie.

All of these features work together to reduce instances of back strain and the development of musculoskeletal injuries for ironworkers. This means the significant risk of developing back pain in the long term was reduced by 55% using the RB401T-E.

FICEP Excalibur: The perfect solution for space optimization and productivity increase of Sable Engineering

Our mission is to respond effectively to our customers’ needs and requirements.

Our customers’ satisfaction demonstrates how FICEP, thanks to its local presence, is able to go beyond the pure role of machines and systems supplier and to guarantee important solutions to the companies operating in such a dynamic market. “We could not miss the train of progress. We have planned to move to a new productive site and at the same time we had the need to increase our steel construction productivity and upgrade our technology. With the FICEP Excalibur we managed to optimize the space we had available and thanks to the automation contribution our productivity increased as well”, said Michael Campbell, Operations Manager in Sable Engineering; he and his dad Richard have both followed the purchase of the line.

The auxiliary axis allows the machine to mill, scribe and mark without moving the machine body guaranteeing a very high precision of the operations. Excalibur is equipped with a 6-position tool changer for a higher productivity. The powerful “DIRECT DRIVE” spindle has unique drilling performances as the entire motor power goes directly to the tool. Once the machine was commissioned, Michael Campbell confirmed: “We are thrilled that the new Excalibur is fully operating. This system will allow us to increase our productivity at a 10:1 rate maintaining a very high level of accuracy. This will help us to satisfy the growing demand for our service and align with our vision of being the most trusted and reliable steel fabrication company in Auckland”

Mr. Francis Lee, FICEP local area manager for New Zealand and Australia worked side by side with the customer and has been able to understand his productive needs.

The cooperation with Sable Engineering, further bonded with the installation of the new automatic drilling line for profiles Excalibur, consolidates FICEP's role as technological partner and confirms its ability to provide solid solutions to the diversified requirements in the steel construction industry.

Excalibur, the automatic CNC single spindle drilling line, thanks to its reduced footprint - that is 50% less compared to a conventional drilling line - solved the space limitation problem in Sable and at the same time increased the firms’ productivity. Sable Engineering, since its foundation, had a continuous growth and in 2017 it was necessary to move to another bigger production area in Silverdale. For what the business volumes were at the time, the production area was adequate, even in a medium-long term perspective. However, Richard Campbell's forecasts turn out to be below the real growth of the company, which, now, is facing a problem of limitation of the operating space. Therefore the company has to increase its productivity within the available space. FICEP gave the final solution to this problem. After a careful evaluation with the customer, Excalibur was the perfect choice for the investment optimization, available space and productivity. The automatic CNC single spindle drilling line covers half of the space compared to a traditional drilling line and it is extremely productive thanks to its automated processes.

FICEP, an Italian-based company with over 90 years of experience, has a massive production strength spread over four different plants and a worldwide presence. Today, the company is the leading partner for the production and supply of complete solutions, offering a wide range of high technology machines for the steel construction, forging and stamping industries. FICEP can manage every detail, offering turnkey solutions and the broadest range of hardware and software to cover the entire production process. The companies' four compass points are know-how, research and development, education and local presence. New Zealand represents a significant market where FICEP operates through a local experience manager, Mr Francis Lee, assuring quick and practical answers.

Jayden says, like others, they’re also struggling with the high-cost inflation across all areas, especially materials and freight. Despite these struggles, Eastbridge sees a healthy long-term outlook for the steel fabrication industry in New Zealand, due to a deficit of critical infrastructure and ageing road and rail networks that need repair and renewal. Overseas contractors and fabricators are part of the equation to solve our infrastructure needs, but they can’t replace the local knowledge of working with New Zealand’s varied geology and geographical constraints. “We want to ensure the health of the industry in New Zealand so we are selfsufficient at maintaining and replacing infrastructure in an emergency. “If we outsource all our big projects, eventually we will become too reliant on international skills. Leaders in fabricationsteelfor50 years “We were finalists in three categories,” says John. “And we won two of them.”

John says they also had two staff members take out awards in the event. “Kelly Jefferies won the Young Achiever of the Year award,” John says. “She’s our go-to person in our production office.”

The award is in recognition of significant contribution to New Zealand’s structural steel Overall, industry.Johnsays it was a pretty good night and is proud of the team. But, it’s not all awards and events; John says they’ve been frantically busy with projects at the moment. “We’re working on the Recreation and Wellness Centre for the University of Auckland, as well as the new hospital buildings on the North Shore and Taranaki,” he “Wesays.are also doing Tower 3 at Sylvia Park, Site 6 Wynyard Quarter Innovation Precinct and we are about to commence the new Transport Hub at Auckland Airport.”

Technical manager, John Frederickson, says they had a very good night at the Steel Construction Awards. Because Covid delayed the 2021 awards, they were held this year with D&H Steel taking out several top spots.

This year, D&H Steel Construction is celebrating its 50th anniversary and, with the awards to back it up, has more than earned its reputation as one of New Zealand’s most preferred steel fabricators.

Since 1972, D&H Steel has been working hard in the steel fabrication industry and the directors want to thank all those who have contributed to the company’s success.

D&H Steel were finalists in the $1.5 to $3 million category with the Sudima hotel. They won the under half $500,000 category with the Waiouru Point Feature Steel and the over $3 million category with the Sylvia Park Galleria and South Mall Expansion.

John says the company prides itself on a reputation built on performance and looks set to continue this in years to come.

Structural steel success

The team has worked on a huge range of projects from Christchurch Boys High School, Linwood College, Christchurch City Fire Station and even the Earth and Sky Observatory in Lake Tekapo.

VIP Steel offers a wide range of services to cater to your steel construction needs. From quoting, detailing and fabrication to delivery, installation and erection, they do it all.

The team works on a wide range of projects too; commercial and residential buildings, and earthquake Theystrengthening.alsorunVIP Coatings, which specializes in painting, galvanizing and arc spray and VIP Metalwork who in specialize architecturally designed stairs, metal works and all the tricky stuff. Since 2019, when it was announced that the Christchurch Cathedral was to be reinstated, work has been done to stabilize it. This is phase one of rebuilding the category one listed heritage building. The second phase will focus on strengthening the main cathedral and the reinstatement of the tower. Finally, the third phase will see the visitors center and cathedral center reinstated.

This western elevation section of the building was originally built out of unreinforced masonry so the lightweight steel replacement means it’ll weight around 60 percent less than the previous wall. The steel frame will be clad in heritage stonework.

Around 100 tonnes of steel were used in the winning submission with a structural steelwork value of approximately $750,000. Sam says they had to create a structural steel frame for the western elevation. “This was needed to restore key structural load paths at the western end of the building,” he says. “It will also protect the building’s interior from further exposure to weather and vermin.”

Specialising in the design, supply, fabrication and erection of structural steel for a wide range of projects, the team has the capacity to take on any job. This is demonstrated in their vast portfolio and success at the recent SCNZ awards. The awards, that were delayed to just a few months ago due to Covid 19, saw VIP Steel competing with other top steel construction companies to win.

VIP Steel managing director, Sam Edinburgh, says the company won the 500k to 1.5-million-dollar category. “We did the stabilization package for the Christchurch Cathedral,” he says. “Basically, we’re working on fully stabilizing the old structure so the strengthening stage can begin.”

Because of the use of the structural steel frame rather than an in-situ concrete solution, teams were able to secure the frame to the building in a single day. “Steel is light weight which puts less structural demand on the surrounding building,” Sam says. The frame was also able to be assembled on the ground and away from high-risk areas within the Somethingbuilding.thatreally set VIP Steel apart in this project was their use of 3D scanning. They’re the only structural steel company using 3D scanning in-house. “We conducted high-definition point cloud scans which were incorporated into the 3D model,” explains Sam. “This way, we can see every single brick that’s out of line.” SCNZ judges noted that VIP Steel’s use of the model and scanning equipment enabled a detailed design that worked. They also commented on how VIP Steel were able to work around the difficulties of being unable to access the actual building. “It’s a good example of building a building from afar as no one could access the structure… the meticulous planning for the design and installation was impressive,” they “Thissaid.isjust one phase of the job,” Sam says. “I’d say at the time of the awards we were about 20 percent done.”

There are numerous trades and professions with the potential for being exposed to asbestos containing materials in the Inworkplace.addition to the more obvious demolition and construction worker, workplace asbestos exposure risk can also include the whole

• Asbestos in good condition and left undisturbed is unlikely to pose a health risk and doesn’t need to be removed

The NZDAA recommends that all tradespeople undergo asbestos awareness training to increase their knowledge of asbestos containing materials, where these can be found and how to manage them safely to avoid putting not only their own health at risk, but also the health of the homeowner, their family and the general public. If you are unsure whether or not a product contains asbestos, assume it is and take all necessary safety precautions – or engage a competent person to conduct an asbestos survey. It is important to avoid doing anything that could cause asbestos fibres to be released. Never use high pressure water spray or compressed air on asbestos materials, as this can cause the asbestos fibres to become airborne, and is now also illegal under the HSWA (Asbestos) Regulations 2016.

It works with industry members and clients to promote best practice and high working standards for the industry. It also acts as an advisor to members of the public regarding their asbestos concerns.

Currently NZDAA has around 60 members throughout New Zealand covering all aspects of demolition and asbestos works including surveys, removals and clearances. “The NZDAA is recognised for driving excellence in the demolition and asbestos industries," says Terry Coleman, current secretary of the NZDAA. “We act as a bridge between industry regulators and our members to help address issues and concerns with regulations and legislative requirements in order to deliver the best working practice for our industries.”

Facts about asbestos

• Exposure to asbestos dust can cause serious health issues, including various forms of cancer such as lung, larynx, and ovarian cancers

• Always wear the correct personal protective equipment (PPE) when working with asbestos materials

• If asbestos is present NEVER cut it, drill it, sand it, scrape it, scrub it, waterblast it, or demolish it, unless you have had asbestos awareness training

• If you accidentally damage or uncover asbestos - stop work immediately, keep people away, minimise the spread of contamination and get advice on what to do next

remit of tradespeople that work in both the commercial and domestic environments, everyone from roofers, plumbers, electricians and gas fitters, to tilers, carpenters, painters and builders. Due to its common use in building products from the 1940s onwards, most buildings built or renovated before 1990 are likely to contain some type of asbestos materials. Tradespeople are therefore likely to come across some form of asbestos every single day. Undisturbed and in good condition or sealed, non-friable asbestos is relatively safe – but if it is likely to become disturbed due to renovation or repairs, it has the potential to become harmful. That is why it is crucial for all tradespeople to learn how to identify and work safely around asbestos in order to control the risk of disturbance and exposure. It is also a requirement under the HSWA (Asbestos) Regulations 2016, that asbestos is identified and removed before any renovations or refurbishments can commence on any building, structure or home built before January 1st 2000.

• Never use high pressure waterspray, compressed air or power tools on asbestos or suspected asbestos materials

• Around 170 people die each year in New Zealand from asbestos-related diseases

• All friable asbestos must be removed by a Class A licensed asbestos removalist.

Peter said it opened up more access to the supply chain, helping find registered contractors that may otherwise be overlooked. He said when Summerset is doing expressions of interest, the discussion always begins with whether they are using SiteWise and have gold status. “It demonstrates to us that the supply chain is mature enough to understand our health and safety expectations, and with that prequalification, you get a degree [of insight] that tells us that they've got the systems in place. "There's a lot of change still yet to happen in New Zealand with health and safety, and we're very much at the start of that long journey, there's got to be a cultural change, and I think things will naturally progress as the industry matures especially at that lower-tier level.”

As custodians of industry health and safety training, Site Safe is committed to providing safer and healthier workplaces across New Zealand.

"It's been great for us. It's allowed us to manage prequalification of the supply chain, and it gives us a really good understanding of where they're at in terms of management systems relating to health and safety.”

The prequalification database was created in response to the influx of contractors and subcontractors into Christchurch after the Canterbury earthquakes. It proved a success, and the system was rolled out nationwide shortly after.

The regions that are hungriest for staff predictably mirror those that are experiencing the higher levels of construction and growth, Auckland, Christchurch, Wellington and Otago. Master Electricians CEO, Bernie McLaughlin, says attrition in the workforce is a process that has been a major factor for the past two decades, as university and academic paths have been promoted to high school students ahead of the trades. He says that the figure of a 10,000 electrician shortfall isn’t just plucked out of the air at random. There are 5,000 trainees going through at the moment, a steady number for the past five years. But, even when they are fully qualified, Bernie says this is just a temporary fix to the electrician shortage. “We’re heading toward a mass baby-boomer generation retirement. We’ll be losing 40 percent of the workforce within the next decade”. That equates to 20,000 workers. Master Electricians sees the solution to the shortage as two-pronged, getting more young people into training and attracting skilled workers from overseas.

The electricity sector is short by 10,000 electricians, something that is alarming but is also presenting career opportunities on a platter.

Training is the key to the future

Bernie says attitudes are slowly changing with some great initiatives taking place such as the BCITO ad campaign and the Tertiary Education Commission’s trades awareness programme in schools.

Changing the mindset that the trades are not for the academically-inclined and that the only option for bright young people is to go to university is a top priority. “We call being an electrician the academic trade. You come out of it with a level four qualification, which can be cross-credited to an electrical engineering degree.”

Master Electricians want to build on its success by looking at expanding its training offerings to other trades.

Despite this, a recent survey of Master Electricians’ members found that 60 percent are not keen to bring in workers from overseas. This is possibly due the complex nature of the immigration process. However, this can be one aspect of the staff shortage solution and Master Electricians has successfully lobbied the government to have electricians added to the Skilled Worker critical shortage list. “This is by no means a simple path, but it does make it a bit easier to bring in a skilled worker from overseas,” says Bernie. Semi-skilled overseas workers aren’t particularly attractive to the industry, but would play a part in easing the strain of staff shortages. The association wants to see this as an 80-20 split between training and semi-skilled workers.

Contact Bernie to share your thoughts on what you want from the organisation, as a young business owner: 0274 504 063, or email: bernie@masterelectricians.co.nz Etco evolution Etco is the leading provider of electrical apprenticeships and Bernie McLaughlin says it is regarded as the premier vocational training institute, overall.

The organisation would like to see a seamless transition from electrician training to an electrical engineering degree. This would mean being able to do the engineering aspect while on the job, avoiding having to leave work to go to university to study.

In his second quarterly briefing to the industry, Master Electricians CEO Bernie McLaughlin acknowledged that younger business owners think differently than their baby boomer predecessors. He says the organisation is about promoting training, growing business acumen and growing businesses, and needs to offer ways to support younger members by having systems in place that they relate to. “They are our future and we know they think very differently to baby boomer business owners.”

Employee Assistance Programme Text Pulse is a mental health and wellbeing initiative and provides a tool for young workers to seek help if they need it. We’re heading toward a mass theofWe’llgenerationbaby-boomerretirement.belosing40percenttheworkforcewithinnextdecade.

An electrical career Bernie says the single long-term fix to the shortage of electricians is to train more electricians. This has to be perceived as an attractive career for young people still at school and one that is presented to them by their careers advisors. “Some are happy to have a secure career working for a company but if you want the perfect pathway to business ownership, this is it,” he says. “You are fully trained, without debt, do a few years working for somebody, then start your own business.”

Moving with the times Master Electricians is looking to the future and freely admits that the structure of the organisation is tired and needs to be updated to suit contemporary businesses.

Overseas skilled workers There are countries that have similar qualifications and licensing requirements as New Zealand which makes the transition to the workforce here a relatively painless Theprocess.obvious one is Australia, which has equivalent requirements and an electrician from there can get a license and start working here straightaway. New Zealand is very closely aligned to the UK and Ireland with their electricians having to prove a practical component and pass a regulations exam before starting work.

Master Electricians will continue lobbying the government for the subsidy to be put in place long-term and for the $1000 for first year apprentices to be reinstated.

Master Electricians do not support it, because the blanket approach is not right for the industry. Bernie McLaughlin says it would add too much cost to businesses, and worryingly would take away the inclination for businesses to take on apprentices because of the costs incurred. Employee subsidy This is one key support from the government that has increased trainee numbers. However, the payment for first year apprentices has halved from $1000 to $500 and will go down in September.

Timber lowers a building’s carbon footprint and provides opportunities for carbon Sustainablystorage.grown timber has design and construction benefits, identified by the industry that can include durability, speed of construction and have the advantage of being reclaimed or recycled. Key drivers for the Timber Design Centre The Timber Design Centre is an initiative between Te Uru Rākau – New Zealand Forest Service and a consortium comprising Scion (Crown Research Institute), the Wood Processors and Manufacturers Association (WPMA), New Zealand Timber Design Society and BRANZ.

www.buildersandcontractors.co.nz Issue #137 - B&C | 51 Engineered Timber Products

Robert says the Timber Design Centre exists to promote new ways of approaching design and construction. “It’s not about throwing out the traditional spec construction of timber framed building. It’s about bringing in these newer design approaches with mass timber.”

Robert is quick to point out that there are supply issues with engineered timber products, just as there are with other Sustainabilitymaterials.and environmental imperatives are becoming more important to society in general, and many of those spearheading construction projects desire to build responsibly.

• The establishment of a Timber Design Centre provides an opportunity to bring together people passionate about timber construction and its benefits. It can help support a cohesive and proactive approach to growing the use of timber in construction.

• Help is also being sought to navigate regulatory requirements and raise awareness of the benefits of wood construction

Have your say and get involved A range of key initial services that the Timber Design Centre will develop has been identified. They are continuing to refine the services provided and know that this needs to be driven by discussions with stakeholders and end-users. them what you think: timberdesigncentre.co.nz/get-involvedwww.

Timber Design Centre director Robert Finch Dr Robert Finch was formerly director of the Quake Centre, hosted at the University of Canterbury. Prior to this, he was the chief executive for the Structural Timber Innovation Company. Mass timber Uses state-of-the-art technology to glue, nail, or dowel wood products together in layers.

Timber Design Centre embraces innovation

It can be deployed into multi-story buildings and long span structures and can compete with other building materials in the space where it hasn’t had a position of precedence in the past. Mass timber or engineered timber products, while not a silver bullet for the construction crisis that the country is seeing, present an opportunity for more rapid construction than before. The prefabrication is very advantageous, the more manufacturing and detailing that you can do off-site the quicker it is when you’re onsite to assemble and construct. It means greater precision, which in turn produces a higher quality and more airtight structure, at the lowest possible cost.

• Participants in the timber construction value chain have voiced their need for support around the knowledge, skills and confidence to design and build with timber

The results are large structural panels, posts, and beams. These are exceptionally strong and Massversatile.timberpanels perform more than one function, they are structural as well as forming a cladded wall.

The newly established Timber Design Centre is on a mission to open the eyes of those in the design and construction industries to the exciting possibilities for timber structures. Part of its job, and therefore the job of its boss Dr Robert Finch, is to identify and overcome the obstacles stopping timber and engineered wood products from becoming more prevalent in the built environment. There is a lack of awareness in the design and specification community about timber design guides that have been developed in recent Especiallyyears.around the techniques involved in how to design and specify using engineered wood products for large scale, multi-story structures, with a focus on commercial, industrial and public buildings. “Timber needs to be a viable option at the very early stages of a project by the designers, the engineers and the quantity surveyors, when they’re making recommendations to their client,” Robert says. This can only happen if those professionals know what these products are capable of and have easily accessible information and “Partguidelines.ofourjob is to help quantity surveyors understand what the pricing structures can be for engineered timber. “They don’t have that database of information like they do for other building materials.”

Make quick work of LVL mid-floors and roofs

It is evident from the exponential growth nationally in the use of LVL (Laminated Veneer Lumber) that the preference for wood-based building products continues to grow, even today. LVL is an engineered product which takes traditional wood and, using modern techniques, transforms it into a product that is stronger, stiffer and available in a wider range of sizes and lengths than traditional timber building products. Futurebuild® LVL is the engineered wood product to take your projects to the next level; made from multiple layers of wood veneer laminated together under precise factory conditions, combined using heat and pressure resulting in a solid, consistent material that delivers proven structural reliability along with design versatility. In response to the constant changes and challenges in the building market, the industry needs to be innovative and utilise products that are both efficient and sustainable. LVL is made from sustainably grown plantation pine, a naturally renewable material. All Futurebuild LVL products are available FSC® Certified upon request and are Declare accredited, making them suitable for use in Living Building Challenge projects. New Zealand builders, architects and engineers are unlocking the potential of LVL as a building material as they come to realise this product has more uses than just as a beam. With the next generation of LVL systems including Timber Concrete Composite (TCC) Floors, LVL Portal Frame systems and LVL post and beam structures, taking off the use of LVL can be seen across residential, commercial, industrial and rural buildings. The use of LVL in Residential Mid-Floor and roofing applications via our Residential Design Service is a simple and easy process that delivers great results. Free Residential Design Service: For your mid-floor and roof solutions You can make mid-floor and roof specification, supply, and installation easier with the free Residential Design Service offered by Futurebuild® LVL. Using Futurebuild LVL (laminated veneer lumber) engineered wood, the Futurebuild design service takes away the pressure of designing complicated mid-floors and provides delivery (to store) of a kit- set midfloor and/or roof system. How does the free Residential Design Service work?

The team will then generate layouts, quotes, and a Design Certificate (if applicable) with a unique job number. Once the job is ordered, a kitset with nominal length individual pieces for the mid-floor or roof are labelled, packaged and delivered to the merchant store ready for site. This also includes the layout plans printed on waterproof paper and the additional componentry and brackets, such as joist hangers and nails.

Architects, designers, builders, or merchant stores send plans to design@futurebuild.co.nz . The Futurebuild Design Team of architects and engineers use specialist software to do a take-off or design of the plans, transforming them into a structurally reliable, New Zealand Building Code compliant system.

From the early pioneering days to now, natural wood-based products have featured heavily in the New Zealand building and construction environment. New Zealand builders are familiar with timber and this familiarity and comfort leads to innovation and confidence in the use of wood-products.

The market for CLT (Cross Laminated Timber) in New Zealand continues to grow strongly with asset owners, developers, contractors, builders, architects, and engineers all keen to embrace the benefits of Mass XLamTimber.

XLam has been proud to supply CLT for some iconic buildings across New Zealand however that is only one part of the story. XLam CLT is also the unsung hero in many volume and value oriented builds. These projects include social housing and large commercial buildings where XLam CLT has been specified for prefabricated elements such as walls, floorplates and airstairs.

Looking at the range of projects that XLam has supplied, the applications for CLT are industrialcommercial,theinwithstructuresastimberispractical.inspiring,exciting,andXLamCLTusedinfullmassconstruction,wellasinhybrid(CLTusedsteel&concrete),buildingsacrossresidential,civil,andsectors.

For more information about XLam and CLT please visit www.xlam.co.nz

Improving construction efficiency and reducing the amount of time spent on site has important benefits for builders, developers and asset owners including;

• Introducing a degree of prefabrication by using CLT enables off-site manufacturing which mitigates the impact of weather and protects construction schedules

• Improved construction efficiency, reducing time on site and capital and funding costs

• Enhanced operating, financing, and profitability ratios that improve project ROI.

Jordan highlighted that where project stakeholders are keen to use CLT, it is important to make this decision early in the project design stages. “XLam has detailed technical manuals and we are happy to provide technical information and guidance during the concept and preliminary design stage so that clients can extract maximum benefit from using mass timber,” said Jordan. In the current market, where material shortages are top of mind, XLam CLT supply is guaranteed by the vertically integrated feedstock XLam receives from their sister company Hyne Timber. This means that there has been no disruption in XLam CLT supply.

Looking at the range of projects that XLam has supplied, the applications for CLT are exciting, inspiring, and practical. XLam CLT is used in full mass timber construction, as well as in hybrid structures (steel & concrete), in buildings across the residential, commercial, civil, and industrial sectors. Using CLT with steel and concrete enables engineers and architects to utilise the specific benefits of each material to maximise the design outcome. As well as being sustainable, XLam CLT is an efficient building material. Lightweight and strong, using XLam CLT can enable savings to be made on other structural elements such as foundations and moment resisting frames, allows for applications such as vertical extensions on existing buildings, and enables greater quantities of material on softer ground. ROI is also improved through enhanced construction efficiency where the use of off-site prefabricated CLT panels can provide important practical benefits as well as improved financial performance that is linked with achieving faster construction.

• Reduction in time on site providing direct operational cost savings

XLam is the leading supplier of CLT (Cross Laminated Timber) in the New Zealand Reflectingmarket.onthe popularity of mass timber, and the growth of XLam, Jordan Robinson, from the XLam New Zealandbased Business Development team, said; “The strong interest in mass timber is being driven by a push for greater sustainability in construction, as well as interest in building products and methodologies that improve safety and efficiency - XLam CLT ticks all these boxes.” XLam has strong credentials from a sustainability perspective and contributes to greener buildings. XLam CLT feedstock is sourced from renewable timber plantations. The chain of custody is PEFC certified, meaning that XLam CLT has been sourced from sustainable, responsible wood (PEFC) certified resources. In addition, building with timber provides the benefit of carbon sequestration. When a tree is harvested, the carbon it has sequestered during its natural lifecycle is retained within its cellular structure. This effectively locks up the carbon it has stored. “The New Zealand market has really embraced CLT,” said Jordan. “Over the past 10 years, XLam has seen strong growth year-on-year and especially over the past 24 months and, based on our pipeline of contracts and forward commitments, we expect this strong growth to continue.”

• Higher revenue from greater turnover with the same labour resources

• Earlier handover improving customer satisfaction and project yield

It requires skill and a safety conscious approach to working on scaffolding and in rigging. It became apparent that there needed to be oversight of the quality and regulations that companies operated under. That’s when Scaffolding, Access and Rigging New Zealand Inc (SARNZ) was formed, in 1994. A like-minded group formed SARNZ to ensure there was a unified voice for concerns and improving regulation. We are a nucleus for companies of all sizes in scaffolding and rigging to join. Apprenticeship benefits Businesses keen to take on new apprentices can mould them to do things the way they like and make sure the job’s done right the first time. Not only is taking on an apprentice a great way to grow your business, once they’re qualified, they can help free up your more-skilled scaffolders to grow their own capabilities. By encouraging your experienced scaffolders to gain more advanced qualifications, you’ll be making sure they don’t get stuck doing the same level of jobs; helping get your business to take the next step and pick up more of those complex jobs. Through the apprenticeship, we aim to work together with the industry to improve the quality and safety on all levels of the industry.

4. Analysis of accident investigation –identify hazards and causal factors from investigations involving similar types of work. Assess the hazards Decide if the identified hazards are significant. How badly harmed someone would be if they fell and how likely a fall could be? If serious harm could result, then it’s a significant hazard.

• Scaffolding that is no longer safe to use should be taken out of service immediately until repairs have been done. It should be tagged to warn people and access points should be closed off. Content kindly provided by and under the copyright of WorkSafe New Zealand. More information can be found at www.worksafe.govt.nz.

• Inspections of the scaffold and associated equipment should be carried out regularly to ensure the scaffold is safe to use. Records of inspections should be kept

• Clear access of at least 450 mm should be maintained on all access and working platforms

3. Process analysis – identify hazards at each stage of the production or service delivery process.

• Could structures be built at ground level and lifted into position on completion?

• Using tools incorrectly, or defective or badly maintained tools

Control the hazards Now keep people safe from the identified significant hazards. Select the best work method to eliminate, isolate or minimise (in that order) the potential for harm resulting from the significant hazard.

Common risks when working on the scaffold include:

• Can the distance and impact of the fall be minimised? Only take this step when elimination and isolation options have been exhausted.

Standard requirements for work on a scaffold include:

• Could a fall arrest system be used?

• A safety helmet and appropriate safety footwear should be worn

• Falling from the scaffold (e.g., due to inadequate edge protection or climbing the outside of the scaffold)

2. Task analysis – identify the hazards involved in each task of the job.

Four ways of identifying hazards are: 1. Physical inspections – walk around the workplace using a checklist to identify and manage hazards.

• Could nets or air bags be used to minimise the impact of a fall?

• Scaffold collapses (e.g., due to overloading, unauthorised alterations, incorrect construction or design).

• Falling through gaps in poorly constructed platforms or through unprotected openings

Maintaining safe scaffold practices

• The scaffold should be kept clear of rubbish and excess material. Harmful substances such as silica dust should be prevented from collecting on the scaffold

• Could long-handled tools be used from ground level?

• Could a guard-railed work platform (eg scaffold or elevating work platforms) be used?

• Tools and equipment should be in good working condition

• Slips and trips on slippery surfaces, decking with trip hazards or obstructed working and access platforms

• Carrying or transporting tools and materials

• Can the hazard of working at height be isolated?

Every year hundreds of New Zealand workers are seriously injured due to falls from height at work, some of them fatally. Plan a safe approach Too many falls from height are caused by a failure to plan and organise work properly. Start by planning a safe approach. Identify the hazards Identify any hazards of working at height where someone could fall.

• Could a total restraint system be used to prevent a fall occurring?

Details of the inspection must be recorded and signed by the person who carried out the inspection. They can just be a checklist of main findings and comments.

Many risks associated with erecting a scaffold also apply to people using and working on it. Regular inspections of the scaffold are essential. People using the completed scaffold should follow any special requirements outlined on the handover certificate or scaffold tag.

• Hazardous substances such as asbestos and silica dust contaminating the scaffolding

Preventing falls from height

• Can the hazard of working at height be eliminated?

Pre-start checks and regular inspections Pre-start checks before a scaffold is first used for the day should identify any risks. Pre-start checks on suspended scaffold must be done by a competent person and include a visual check and load test. Details of the inspection must be recorded and signed by the person who carried out the inspection. They can just be a checklist of main findings and comments. The inspection record or register must be kept on site, and for convenience can be included on or combined with the scaffolding tag. Damaged or non-compliant scaffold If the scaffold cannot be repaired, it should have the stair or ladder access removed if possible, and/or tags attached to all access points (where the means of access cannot be removed) or on visible locations on the scaffold, stating the status of the scaffold. The scaffold should be dismantled and disposed Scaffoldingof.that does not satisfactorily meet inspection requirements, or has been damaged, must be taken out of service immediately and may not be used until repairs have been done. A scaffolding tag should be hung on the scaffold at access points to advise other people of the status of the scaffold. Physical means to prevent access should also be considered. Repairs must only be done by someone qualified to do so. Bent tube must not be straightened for reuse – it must be cut out and/or discarded.

• Repairs and alterations should be carried out by a competent person. All scaffolds that have been repaired or altered should be inspected

report Whakamana i Te Mauri Hiko – Empowering our Energy Future, shows there is a clear path to future energy generation being around 95 percent renewable by 2035, with options to then move to 100 percent. The report describes the transition to a smart grid made up of millions of smart appliances and smart EV chargers, plus many small scale solar photovoltaic and battery systems by 2035. Members in the SEANZ group are helping build a part of the electricity system and market that New Zealand needs to cope with the heavy lifting required for the forecast rapid electrification and uptake of renewable, distributed energy resources.

Electricity generation and retail has, for many years, been dominated by a handful of big players, including the New Zealand Government. But innovations in energy technologies and the pressure to reduce the country’s carbon footprint has given rise to the huge swing that is underway to solar power, battery storage, and the plethora of widgets and gadgets to manage smart homes, businesses, vehicles, and industries. energy in your hands

About SEANZ SEANZ was formed in 2010 to unlock solutions that empower households and businesses to more actively participate on both sides of the energy market.

SEANZ is independent from both the government and the electricity supply industry. SEANZ represents manufacturers, system integrators, distributors, retailers, technology companies and the users of solar, batteries, home and building energy management systems and associated consumer energy technology, including tools and applications for self-generation and demand management.

SEANZ’ goal is to advocate for and facilitate the development of a low-cost, low-emission and reliable energy network by establishing and maintaining the platforms on which the technology, stakeholders, legislation, policy, events and standards operate.

The rate at which humans are developing is infinite yet the resources required to do so are not. We are currently using the Earth’s resources 1.7 times faster than they are replenished and our growing population and rising incomes only increase consumption, making the linear economy unsustainable. “We need to transition to a circular economy. We must undo the effects of centuries of this linear approach. This will require a fundamental paradigm shift. It means changing the way we think about, design, produce, distribute and use every product and service,” says Sustainable Business Network general manager – projects and advisory, James Griffin. “The circular economy offers a viable, alternative and low carbon solution to the incumbent linear, take-make-waste economy. “It will maximise the lifecycles of materials. It will optimise their use. It will ensure they are reused. This will be underpinned by renewable energy.”

- Sustainable Business Network general manager –projects and advisory, James Griffin

Sustainable Business Network chief executive, Rachel Brown, says the demand for skills and expertise in this area is only going to continue to grow and diversify.

Sustainable Business Council executive director, Mike Burrell, says the findings are very encouraging as more and more businesses move to put sustainability at the very core of their organisation.

of Oxygen Consulting, Sarah Holden, says the 2022 findings are to be celebrated as despite the ongoing challenges of a global pandemic, more and more businesses continue to strengthen their investment and resource in sustainability, as well as embed the work more greatly across their businesses. “This is a major turning point for the sustainability profession. In the past sustainability has often been treated as an add on to organisational strategy, whereas we are now seeing growing maturity in embedding it to core strategy, and broader business roles increasingly having sustainability responsibilities added to “Coupledthem.

4. Infrastructure The necessary infrastructure to enable a circular economy needs to be in place –physical re-processing plants, reverse logistics systems and more.

Kiwi businesses continue to prioritise sustainability “We know business as usual is no longer an option. We have moved into a new era where fully embedding sustainability into your business strategy is the new business as usual - and it is great to see these results reflect that movement.”

The circular economy offers a viable, alternative and low carbon solution to the incumbent renewablebeareuse.Ittheeconomy.take-make-wastelinear,Itwillmaximiselifecyclesofmaterials.willoptimisetheirItwillensuretheyreused.Thiswillunderpinnedbyenergy.

New research into New Zealand’s sustainability profession has found Kiwi businesses are continuing to invest in and prioritise sustainability by embedding it more broadly across their organisations, but highlights there are challenges ahead.

“The jobs we need in the future are not going to be replicas of the ones we know now. If we are going to meet the level of ambition needed, we need to scale up the capability within all organisations. “We also need to build new sets of skills by bringing diverse thinkers into our teams with a common goal. This is a massive redesign and upskilling challenge and the hunt for skilled staff is now global.”

1. Design Products need to be designed for a circular economy. “This means designing for longevity, reparability and upgradability, and designing out unnecessary materials,” James says. Materials should be selected that can stay in high value circulation or have the ability to be regenerative at the end of their use.

Addressing future challenges Now in its third year, Insights on New Zealand Sustainability Professionals is the only research of its kind in New Zealand.

It reveals findings into the role of the sustainability professional, including the capabilities and competencies required, remuneration, job opportunities, and overall wellbeing.

3. Business models New business models are needed. “For example, expanding access over ownership provides opportunities to reduce resource use. Retained commercial ownership can support product stewardship and greater investment in product longevity.”

Sustainable Business Network (09) 826 0394 www.sustainable.org.nz

The construction and demolition sector is responsible for the largest waste stream going to landfill and the Sustainable Business Network (SBN) is focused on helping to facilitate designing out construction and demolition waste. It’s Circular Economy Opportunity for Auckland report found that Auckland could liberate up to $8.8 billion in additional economic activity and reduce carbon emissions by 2,700 ktCO2e in 2030. Construction was one of the three sectors that the report focussed on. Product analysis identified six key leverage points to achieve a circular economy in New Zealand:

Challenges for the profession ahead Despite the encouraging results, the research has also identified challenges ahead that may impact the sector’s ability to effectively address sustainability in the Thisfuture.includes future capability and competency needs, as well as a lack of ethnic diversity within the profession.

2. Demand Products won’t scale purely based on their circular attributes – they must outperform their linear equivalents.

6. Policy Government needs to provide a regulatory framework that supports and accelerates this transition at scale. SBN’s Circular Economy Accelerator raises the profile of those organisations successfully working to create more circular economy practices in the sector. It has also produced a guide to embed circular economy principles into commercial refurbishments and feature case studies. It wants to increase the number of businesses who are embedding circular economy practices into their business models and the joining process is simple: you can apply online.

Oxygen Consulting in collaboration with the Sustainable Business Council (SBC), Sustainable Business Network (SBN) and Auckland University of Technology (AUT) launched the 2022 Insights on New Zealand’s Sustainability Professionals in DirectorMay.

with this, we have also found sustainability governance is growing, which is assisting in the prioritisation of sustainability within the organisation and enhancing support for sustainability professionals in their roles. “As a result, we are seeing less talk and more action in the sustainability space, as well as sustainability professionals who are engaged, feel empowered and well supported, and feel connected to other business teams in their organisations.”

5. Technology We can use technology to enhance efficient product use. “For example, 3D printing offers the potential for expanded on-demand distributed manufacturing. Blockchain offers the potential to track materials to ensure value is captured through their life cycle.”

In 2014 Allied Concrete registered NZ’s first Environmental Product Declaration (EPD). An EPD is a data driven, third party verified statement declaration product composition, including embodied carbon measured as GWP (Global Warming Potential).

This reduction if applied to the entire production number is a significant reduction in CO2 emissions. This meant that in comparison to 2014, our customers were benefitting the environment by doing nothing other than continuing to purchase and use our concrete - no additional effort, no additional cost. “Make Hard Easy” is the tagline of Allied Concrete. This is an example of just that! But wait, the news gets even better. Let’s consider the National Domestic target for carbon reduction. According to www.environment.govt.nz, NZ’s domestic target is “net zero emissions of all GHG other than biogenic methane by 2050”. We will use stepping stones, with the first to be 20222025 period target, then every 5 years. The Climate Change Commission is tasked with advising the government on these targets. Allied Concrete intends to be ahead of these targets. At 23% reduced compared to 2014 emissions, the start is solid. Later in 2022, Allied Concrete’s cement supplier will complete commission of a plant that will enable another significant step. This will be achieved by exchanging traditional cement in mixes with an alternative low carbon binder (technically an SCM - supplementary cementitious material). Allied Concrete’s research team, led by National Technical Manager Opinder Saggi, have been successfully trialling mixes using this new binder and are producing high performance mixes with between 10% and 50% substitution rates. This achieves further reduction in the GWP value of the concrete of between 8% and 45%.

64 | B&C - Issue #137 www.buildersandcontractors.co.nz

Does all this seem hard to follow? How does that help you reduce NZ’s GHG emissions? Let’s break these carbon numbers down and make them real, let’s “Make Hard Easy”. 40,000+ houses were consented to build last year. This number is expected to stay E-crete will reduce GWP vs6,500kgsavingofcostwillusingaverage2014reductiontakingbywarming(globalpotential)afurther30%,theemissionssinceover50%.Thathousefloorthisproducthaveacarbonofonly5,757kgcarbonAmassiveofaroundofemissions2014level. high through 2023. An average house of around 180m2 uses about 35m3 of concrete in the foundation. That’s around 1.5 Million cubic metres of concrete. In 2014 that 35m3 would have had a carbon cost of around 350 kg per m3 (depending on location and concrete strength, as carbon cost varies) so would have a carbon emissions cost of 12,250kg. Efficiency gains and cement source changes meant Allied reduced that for you by 23%, as outlined above. But they are not stopping there. From late 2022 Allied expect to release what is currently in R&D. A product called e-crete. E-crete will reduce GWP (global warming potential) by a further 30%, taking the emissions reduction since 2014 to over 50%. The average housefloor using this product will have a carbon cost of only 5,757kg of carbon A massive saving of around 6,500kg of emissions vs 2014 level. How much is that? Let’s put that in perspective for the building and construction community. Lets think about transport emissions from your ute. According to the article in Stuff titled “The cleanest and dirtiest car brands in NZ” published in July 2019, an average Ute emits 214.5g of carbon per km. So the saving in only ONE average house floor using E-crete is equivalent to 30,300km of motoring in your ute. Emissions reductions can be hard. You can replace your ute with a Tesla for $80,000, or you could put E-crete in every house floor you build at about the same cost as standard concrete. Look out for E-crete from Allied Concrete. Make Hard Easy.

Allied Concrete leads the way in carbon emission reduction

This data gave the technical team at Allied the challenge of reducing embodied carbon cost in all standard concrete mixes from 17.5MPa to 50MPa. When the team re-submitted data in 2019 for re-verifcation, they had achieved a 23% average reduction in carbon across the range throughout NZ, a remarkable achievement and a win before its time, as no other concrete company even had an EPDin 2019.

Sustainability

Could concrete be the environmental good guy? Much is made of the high emission cost of construction. Concrete - or more specifically it’s key ingredient cement- is often quoted as the source of around 7% of global emissions. Allied Concrete, New Zealand’s leading privately owned concrete company is working hard to change that.

These things are important and it’s great to put some perspective to a lecture or simple toolbox talk. Our project manager thought this would be a great initiative to give our staff the opportunity to take part and the success has been Addressinginspiring.the sustainability questions, Global Engineering recently had its second annual audit by the Sustainable Steel Council of New Zealand.

This is an initiative to not only audit us on our typical environmental and sustainability policies and commitments, but to audit our ongoing development and the welfare of our international team. We have always had a good number of skilled international team members with us. We have Indian, Chinese, European, Kiwi and a few others to take care of at Global Engineering. All of whom need to be able to understand what is required of them at work and how our safety, environmental and welfare policies and procedures work.

There are a lot of subjects on this however, some of the key ones lead us to how we can remain competitive, what are we doing about the environment, our commitment to safety, and how we want to take care of our staff. All of those things require consideration and most of them require investment to take them from a discussion to implementation. Safety is a given, but it takes time to ensure that this is delivered and participated in by everybody who works at and visits Global Engineering. We have been conducting some interactive lessons every month and are running ‘hands on’ role plays in the factory.

Global Engineering 25 Wookey info@globaleng.co.nz(09)AucklandKumeuLane8366008 www.globaleng.co.nz By Global Engineering’s general manager, Will Mahon

Global Engineering It’s been a tough time over the last few years - Covid lockdowns, traffic light systems, and downtime from Covid and other illnesses means maintaining an affective level of operational ability has brought out skills and ideas that some of our staff didn’t know they had. Being faced with challenges means there are options for all of us to consider. Fight or Flight are two that commonly spring to mind and both are relevant in their own way. As a company, Global Engineering has had to learn which one to use and quickly since the first lockdown in April 2020. Knowing when to step up to the plate only comes after some key decisions are made. For Global Engineering we decided to ask our teams what we could do to relieve them of any concerns about their jobs and their futures. We received really spirited responses and everyone had some really good ideas about what the future looked like for them. A lot of the comments were about job security and how we as a business could provide that. Aside from the shortage of skilled workers in our Structural Steel sector, we had to demonstrate the things we are doing as a company to ensure a successful future was being planned for everybody.

One of the solutions was to increase the size and capacity of our CNC plasma machine. After promoting one of our staff to processing manager, we found the confidence to invest in a state-of-the-art Kinetic K3000XMC plate profiler. This machine is made in Auckland so it was also a no brainer for us to support local manufacturing in New Zealand. The increase in capacity not only ensures we can provide our teams with all the plate components they need for our projects, but we are also now supplying plate packages to other businesses too.

Raising the bar in structural steel at Global Engineering

We have most documents translated and available for other languages. We also have dedicated team members to be a ’buddy’ for anyone who needs it. We find this creates a natural inclusion for everybody and ensures we all pull together and in the same direction. For our productivity we had to take stock of where the market was heading and how Global Engineering can provide the right Theseservices.thingsoften require weeks of validation and board approval. Having seen there was a buoyancy in the structural steel market it was quickly agreed that investment was needed with some of our older manufacturing and processing equipment. Normally the easy and more risk averse solution might be to outsource some of that work or to increase the operational hours of a piece of equipment.

Converting a difficult period for our staff into business improvements helped us maintain the edge we need to be more organised and to continue being the employee and client aware business that we are very proud to be.

For 18 years, HRS Construction has gained an enviable reputation as an experienced contracting company. Offering the full suite for construction management and physical building, it’s clear to see why they’ve garnered such a strong track record in the community. It’s also clear to see why HRS Construction took out the Supreme Award at the 2022 New Zealand Commercial Project Awards.

HRS Construction director, Andrew Marshall, says the project that won the award was Ravenscar House - an art gallery in Christchurch.

Ravenscar House is a once in a career project and was a delight to be part of. 338 5194

www.hrsconstruction.co.nz

The build ended up being around 16 million dollars and took about two years due to the Covid pandemic. “We spent almost 12 months building the complex basement in a high water table part of Christchurch,” Andrew says.

Andrew says it’s a philanthropic gift from the Wakefield family to the people of “TheChristchurch.Wakefield family owned a home in Scarborough that got destroyed in the earthquakes, so they used their insurance proceeds to build the gallery which houses their art collection,” he explains.

Delivering award winning builds

Andrew says it’s a very stark and angular building and also has a basement for car parking. “It’s very much a ‘don’t judge a book by its cover building. “It provided a lot of challenges and had a number of interesting points. When it was put to tender, it still exceeded the budget so we were selected to bring the price down.”

“The gallery and the podium are also protected in case we experience more seismic activity.” The team used cutting edge technology to complete the project. “We had to ensure all off site components came together when we bought them on site so we used a unique bit of computer work,” Andrew says. The project also boasts some unique roof structures like waterproof screen tiles.

Underlying all of this though, as Andrew explains, is the gift and generosity from the Wakefield family. When the parents became too unwell to continue the project, their children successfully carried it through to completion.

Whanganui District Council and Whanganui and Partners have come on board as Patron Sponsors to support the awards event that will be held on Saturday the 5th of November. With the awards, the goal is of course to win, but the judging programme also represents an excellet opportunity for business owners to reflect to where they’ve been, to acknowledge far they’ve come in the business journey, and to set some audascious goals for the future. From a risk management perspective, working through an awards entry helps you to understand where your gaps are. It doesn’t end with the entry process either, as the Judges Review Programme includes one-on-one interviews with business owners. Judges are experienced business people and the interviews can be incredibly influential in how a business proceeds on. Entries this year can be self-entry or nomination and are open to any business in the Whanganui region. Looking at the construction industry, chambers all around the world recognise the significance of the industry’s contribution to infrastucture development and employment.

The chamber is focused on creating a network that people want to be part of and that they’ll see benefit in. “It’s not my success or the chamber’s success, it’s that collective chamber community that’s important. If they’re good, we’re good.”

It’s not my success or the chamber’s success, it’s that collective chamber community that’s important. If they’re good, we’re good.

Their aim is to create an informed and connected community. “We’re not here to empire build,” says Helen. “We’re a small organisation underpinned by a large member community.”

Whanganui Chamber has a number of members in the construction sector, including residential and commercial builders, and allied trades, and recognises the valuable contribution they have made to the chamber’s governance, business awards, training programmes, and networking events over many years. Being a membership organisation, the Chamber of Commerce benefits from representation from various sectors and business However, sizes.aswith any individual, businesses cannot grow sustainably without the support of a community. In return, communities benefit from and prosper when their business sector is healthy and prosperous.

This year the Whanganui Chamber will host the 2022 Whanganui Regional Business Awards. Entries opened on the 1st of August and close on 23rd of September. This year, acknowledging the difficult times businesses have faced over the past two years, the focus is on collective celebration.

Many of these issues are not unique to the construction sector and represent growing concerns the wider business community voices. The Waihanga Ara Rau report tells us:

Today’s business environment is challenging and we recognise its impact has the construction sector struggling to meet small and large-scale project demands due to staffing and product supply shortages.

• Upskilling the workforce will increase capability, quality and productivity, and reduce re-work and the number of people required to do the work

• Improving productivity will enhance most industry challenges such as retention, recruitment, reputation, capability, value, quality, sustainability, workforce wellbeing, health and safety while providing a greater variety of career paths

• Employers and supervisors, especially those new to structured industry learning, need support to realise the benefits of onthe-job training. This report emphasises the shortage of workers necessitating an increase in productivity (more work from fewer people).

- Whanganui Chamber of Commerce CEO Helen Garner

• The industry struggles with workforce recruitment and retention caused by systemic issues

“Collectively we have overcome economic challenges, global conflicts, globalisation, disruptive technologies, and pandemics.

“Today’s business environment is challenging and we recognise its impact has the construction sector struggling to meet small and large-scale project demands due to staffing and product supply shortages,” Helen says. We read with interest the Waihanga Ara Rau (WDC) report “Building a Resilient Construction Sector” released in July 2022, which gives insights into significant issues faced by the construction sector.

• The construction sector has vast socioeconomic impacts and is consequential to all facets of our lives

Continued on page 85 >

• Almost all sectors are competing for people to join their businesses and industry. One solution is to look at ways to achieve more with fewer people

• An enduring shift in approach is needed and productivity improvement is key to creating a resilient and sustainable workforce

Workforce development planning, career progression and upskilling of existing and future workers require a coordinated and whole community approach to create solutions. As a chamber, we think about the part we can play in supporting our businesses as they strive to survive, thrive and are committed to being provides of helping our members to be connected, informed and educated.

The money comes from the QLDC Waste Minimisation Community Fund, which was established in 2019 to increase the level of support for community-led waste minimisation initiatives that move us towards achieving our ambition to be a sustainable, zero-waste district. “These are all community-led projects that meet the fund’s objectives to reduce waste at source or to reuse resources, thereby diverting waste from landfill,” QLDC general manager of Property and Infrastructure Pete Hansby says. QLDC is delighted to also support a range of initiatives involving children and schools. The Wanda Foundation has been funded to stage 14 shows for children across the district featuring Waste Free Wanda. Other grants will be used for composting and recycling programmes in schools. “It’s fantastic to see young people helping to drive positive change and taking that into their homes,” Pete says. The Council received 21 applications totalling $250,971.27 and the total amount allocated was “Deciding$122,069.60.whereto allocate the money was tough this year, but it is inspiring to see so many great ideas for cutting waste coming from the community,” Pete says.

Metlifecare would also be looking to fill a range of positions from village managers and nurses to kitchen staff and gardeners, Matt Whilesaid.substantial in size, the retirement village will fill just a fraction of the 160ha Three Parks site, which fills a triangle between the Wanaka-Luggate highway, Riverbank Road and Ballantyne Road, and already features a range of commercial, retail and recreational buildings, with many more in the works. “Metlifecare wants to get started on the project as soon as possible, so from our end we are swinging straight into action with the earthworks to prepare the site together with roading and the extensive underground infrastructure to service such a large development,” Allan says. “It’s a very exciting project for Wānaka and this announcement will be followed by more significant projects within Three Parks to be announced over the next few months.”

The MBIE assessed the efficiency of 23 councils on responsibilities under the 2004 Building Act. These included resolving compliance schedules (not captured by the building consent process) and enforcing the building warrant of fitness (BWoF) system via on-site audits, notices to fix (NTFs) and infringement notices.

Compliance work underway in Clutha

“The task of updating and providing the same degree of specificity to the outstanding compliance schedules is still a work in progress for Clutha District Council.’’

He says incomplete or out of date BWoFs, arising due to failures in assessment and recording, meant building safety could be Cluthacompromised.DistrictCouncil’s inability to fulfil its responsibilities at the time had occurred due to local staffing shortages – a situation reflected nationwide, he says. A part position to boost resources for this had been included in the council’s long-term plan.

Clutha, which was assessed in 2015-16, was one of 16 councils with a backlog of compliance schedules requiring amendment, and one of 15 “underperforming” on the administration and enforcement of BWoF provisions. At the time of assessment, the council reported to MBIE it had carried out no on-site BWoF audits during the designated period, nor had it issued any NTFs or infringement notices. Records for amended compliance schedules were unable to be supplied by Clutha at the Cluthatime.District Council had acted quickly to address the concerns raised by MBIE, council building control manager Malcolm Sinclair says. “[We have] installed a new computer system so we are starting again to review all of our compliance schedules. The review method we have adopted will ensure that all systems are Malcolmcorrect.”Sinclair confirmed the council was now working with building owners and assessors to ensure 100 percent compliance.

Building consent applications were now also issued with a draft compliance schedule to ensure all systems were identified at completion stage, he said. Although the council’s improvements in the area of territorial authority responsibilities were welcomed, they were still a “work in progress”, an MBIE spokesman said. “MBIE’s building system assurance team revisited Clutha in February 2017.

“One of the common themes noticed was building owners and/or occupiers did not completely understand their obligations under the 2004 Building Act. We’re working to improve this.”

“[With] a dedicated compliance schedule/ BWoF staff member in place ... significant improvements have been made in these areas.

Choosing a funeral director who’s right for you

Article kindly provided by the Funeral Directors Association NZ.

When you deal with a FDANZ member you will be given a written estimate of the costs based upon your individual requirements and a written contract so you know you will be getting exactly what you asked for. They are your only real assurance of receiving a quality service. What’s more, even if something does not go well, all FDANZ members submit themselves to an independent complaints process. They are confident that it will not be necessary but you have the added assurance of knowing the process is there just in case. This is an assurance of quality that is not available elsewhere. Making the right choice of funeral director is critical in ensuring you have a meaningful funeral as part of a healthy grieving process. Our members are your best assurance of that. Visit www.fdanz.co.nz today to find a FDANZ member firm near you.

One thing that seems to surprise New Zealanders the most is that Funeral Directors in New Zealand do not have to legally meet any standards and there are no requirements to be able to act as a funeral director. This means that anyone can decide they want to be a funeral director, pop down to the car auction to pick up a cheap station wagon, buy a cheap mobile phone, set up a free Facebook account, fill in a simple form for the local council and start trading. They do not need to know anything about funerals or how to care for the deceased. It seems crazy but it’s true and is a real concern for those who want their loved one cared for respectfully and decently by trained and experienced professionals. This is why it is so important to choose a funeral director that is a member of the Funeral Directors Association of New Zealand (FDANZ). To be a member of FDANZ, funeral homes have to adhere to a Code of Ethics, a Code of Professional Conduct, have NZQA recognised qualified staff and undertake ongoing professional development to keep their knowledge and skills up to date.
