CHINTU MALAMBO writes @sunzambian LUSAKA lawyer Germano Kaulungombe has been dragged to court by over 300 farmers in Lusaka West for allegedly signing a consent judgement without their approval in a land dispute. The land dispute was before the Court of Appeal. Osick Chilembo and 359 others farmers in Lusaka West Farms Community sued Kaulungombe trading as Marshal Chambers in his personal capacity and are seeking a declaration that Kaulungombe had no authority to act for the plaintiffs or at all. According to their statement of claim Chilembo and the others said that Kaulungombe was once their advocate in a matter which was before the Court of Appeal. He said there has been an active appeal case pending before the court of Appeal from the High Court judgement dated 1 November, 2019 which was previously being handled by Kaulungombe until instructions were withdrawn from him by the plaintiffs early September 2019. Chilembo stated that due to the insistence of Kaulungombe to continue handling the plaintiffs matter, the plaintiffs had no choice but to alert the members of the public that Kaulungombe was no longer acting for them in that matter and an advert was published in the Daily Nation newspaper by way of press release on September 30, 2019. "Without the plaintiff's knowledge the defendant in his capacity as their lawyer and without their instructions whatsoever purported to have drawn a consent judgment to withdraw the said active appeal case which was pending before the Court of Appeal and got it signed by the respondents in that case. "The said consent judgment which contained very prejudicial clauses to the interests of the plaintiffs was accordingly approved and signed by the court of Appeal Judges on February 19, 2020,” the plaintiffs said. Chilembo and the others claimed the consent judgement was drawn by Kaulungombe himself

and got it executed irregularly. They contended that they did not give written consent or instructions to the defendant to proceed to act for them and enter a consent judgement. "The defendant has had very unusual interest in the plaintiff’s farms and had been conducting his affairs in a very dubious way contrary to the plaintiff's interest, the main reason for the plaintiffs to have withdrawn instructions from the defendant to continue representing them in any way or whatsoever,” they claimed. They stated that the consent judgment Kaulungombe entered into has prejudiced the plaintiff's rights and interests as they have always been willing to prosecute their case in the court of Appeal. "As a result of the conduct on the part of the defendant the plaintiffs have suffered damage and loss and risk being evicted from their farms in an event that the respondents in the matter before the court of Appeal execute the said fraudulent consent judgement," they claimed. The 359 farmers are now claiming for damages for fraud, inconvenience and anxiety caused to them. They also want exemplary damages, Interests on the sum found due and any other reliefs that the court may deem fit.

Police, council seize booze in Covid-19 crack-down SIMON MUNTEMBA writes @SunZambian A COMBINED team of officers from the council and police in Chipangali District of Eastern Province have seized beer and music system from bars owners for non-compliance to the Presidential directive on Coronavirus (COVID-19). Recently, President Edgar Lungu in his address to the nation directed that all bars, nightclubs, gyms and casinos should be closed as one of the measures to curb the spread of COVID 19. Chipangali Council public relations officer Normam Kashi told The Sun that a joint night operation on Saturday night revealed that many bar owners were not complying with the ban on bars not operating. Mr Kashi said a combined team of officers confiscated various things from the bars in some parts of Lukuzye, Kasenga, Chipangali and Msandile wards that were found defying the Presidential directive. “Among the items seized, which are worth close to K 7,000, are various brands of alcohol, speakers and amplifiers,” he said. He said the local authority was disappointed to learn that some people were still recklessly going against statutory instrument number 21 and 22 even after being sensitized massively about the dangers of the Covid19 pandemic. He has warned business owners who were abrogating the law that they would be dealt with accordingly. Mr Kashi further appealed to all bar owners, patrons, and other businesspersons to observe public health guidelines or risk losing their trading licenses in line with statutory instrument Number 21 and 22 of 2020.

Govt to withdraw tractors from selfish chiefs - Phiri GOVERNMENT says it will withdraw tractors from traditional leaders that have personalized the vehicles meant for women cooperatives. Minister of Gender Elizabeth Phiri warns that her ministry will not hesitate to withdraw tractors that were given to women cooperatives if some chiefs continue to personalize the equipment. “ The tractors were strictly meant for women headed cooperatives in chiefdoms as a way of empowering them but that reports of chiefs personalizing the equipment will make it difficult to achieve the objective of the program adding that their role is basically to monitor its usage, “ she said.

Minister of Gender Elizabeth Phiri

The minister said this when she paid a courtesy call on Kasenengwa District Commissioner Sara Kalaluka recently. She urged the chiefs that have personalized the tractors to stop or risk having the equipment retrieved and given to other chiefdoms that did not benefit from the program. Ms Phiri disclosed that she was in Eastern Province to give some guidelines to traditional leaders on how the equipment should be used by the women cooperatives. “Chiefs are the custodians of land hence their involvement in the program as they are supposed to give not less than 100 hectares of land to the women cooperatives. “Government will continue to

work with traditional leaders as they are key partners in development,” she added. The Minister further said some women cooperatives that will fully utilize the tractors for farming activities will receive extra equipment for value addition so that jobs are created in rural areas. And Mrs Kalaluka said she is concerned most women clubs in the district that received some empowerment from the Ministry misused the funds. She has since appealed to the Ministry of Gender to start orienting women clubs on how they can venture into income generating activities before empowering them so that the funds are not misused. Ubuntu News 5 demand firm winds up over unpaid debt CHINTU MALAMBO writes @SunZambian FIVE former employees of Technet Limited have asked the Lusaka High Court to wind up the company for failure to settle their debt of more than K310,000 in salary areas. They are making the demand after a default judgment in default of nonappearance and defence was entered in their favor. Gidironi Nyirenda, Chisaka Luo, Masiye Lungu, Richard Lungu and Mundia Liboma wants the High Court to wind up the company because it was unable to settle debts to its former employees. The five wants Technet Limited to be wound up under the provisions of the Corporate Insolvency Act no 9 of 2017 or that such other order may be made in the premises as the court shall deem just. Nyirenda, Luo, Masiye, Richard and Liboma have stated in a petition for winding up of a company filed in the Lusaka High Court that they were all former employees of the company as who worked as engineers and drivers. They stated that Technet limited was in the businesses of retail sale of computers, peripheral units, software and telecommunications equipment in specialised stores. The former employees stated that Francis Mwanamuke and Jacklyn Mwanamuke were the directors of the company, as they have both been involved in the running and decision making of the company from the time of its incorporation. They claimed that the company through its director and chairman Mr Mwanamuke orally instructed them to stop reporting for work, having instituted legal proceedings against the company for recovery of unpaid arrears. The five stated that at the time of their respective separation from employment, the company was indebted to them in separation packages and salary areas amounting to K310, 391. They stated that the company neglected and failed to settle the indebtedness as such they sued it seeking the sum of K310, 391 being the combined salary arrears of petitioners from February 2018 with respect to Nyirenda and Richard and December 2015 with respect to Liboma to the time of their respective separations with the company. The five also sought separation packages having clocked more than 10 years of servce with the defendant at the time of separation. They stated that the company having failed to enter appearance and defense, judgment in default of appearance and defense was entered against it on September 5 2019 but that it has neither liquidated its indebtedness under the said judgment nor made an application to set aside the said judgment. The five stated that as a result, they caused to be issued a writ of fieri facias but execution of the same failed because the company was no longer carrying on business at its registered office address. They stated that there was now owing from the company to them the sum K310, 391.00, pre-judgment interest from 19 November 2018 to 5 September 2019, post judgment interest from 5 September 2019 to the date of final payment and costs. They stated that the respondent has failed to pay the sum due or to secure or compound it to the reasonable satisfaction of the petitioners. The five stated that in the circumstances it was just and equitable that Technet Limited should be wound up as it was unable to pay its debt.

700 villagers sue state over land Mwembeshi residents say private farm has ancestral graves

Davidson Kashanga and 779 other villagers are seeking a declaration from the Lusaka High Court that the certificate title no L 205 issued to the farm be cancelled on ground of impropriety in its acquisition.

CHINTU MALAMBO writes @SunZambian

O

VER 700 villagers in Mwembeshi have sued the State and Franshoek Farm Limited for allegedly taking possession of land which they claim to have lived on for more than 50 years and there exists graves of their ancestors. Davidson Kashanga and 779 other villagers are seeking a declaration from the Lusaka High Court that the certificate title no L 205 issued to the farm be cancelled on ground of impropriety in its acquisition. Kashanga and the others have argued that no consideration was made of the villagers who have lived on the said land for more than 50 years and therefore, have an interest in the subject land.

File Photo: Lusaka High Court. They cited Franshoek farm limited and the Attorney General as first and second respondents. The villagers also want to be deemed lawfully entitled to the subject land and that after such declaration, they be awarded costs for the action. According to a Statement of Claim filed in court, the villagers claimed that they have lived on the land for more than 50 years, upon which land exist graves of their ancestors and other community developments. They stated that Franshoek farm has now obtained a title deed no L3085 to the plaintiffs village after having the

said land demarcated and numbered F/175a/b by the commissioner of lands. The villagers contended that they had quite enjoyment of the village land until the new developments of the first defendant having obtained a title deed over the village. The 780 further claimed that the action by Franshoek to obtain title deeds to the villager land had caused them to suffer loss. Meanwhile, the villagers have sought leave of the court to serve the writ of summons to Franshoek farm through print media advertisement. This is according to an

affidavit in support of ex parte summons for leave to serve writ of summons and statement of claim by way of substituted service . They stated that this was because efforts had been made to serve writ of summons and statement of claim on Franshoek farm but to no avail . The villagers stated that the company does not seem to have a registered office, as a search conducted at Patents and Companies Registration Agency (PACRA ) does not disclose a registered office. "Therefore the plaintiffs intend to serve court process by advertisement in the print media," read the document.

MULENGA MUSONDA writes @sunzambian THREE men appeared before the Choma Magistrates Court for explanation of the charge of Aggravated Robbery where they are accused of stealing a Battery and Diesel. The Court then explained to them that the offence they're charged with is only triable before the High Court and such they will continue to appear before the Subordinates Court until instructions are received from the Office of the Director of Public Prosecution's. Pitman Nawa 32, Aubrey Moota 26 both unemployed and residents of Choma's Mwapona Township and Nchiminya Nsemu 36 an electrician of Batoka are jointly charged with Aggra-

vated Robbery contrary to the Laws of Zambia. Allegations are that the trio jointly and whilst acting together with others unknown stole 1 battery and 75 litres of Diesel all together valued at K2,169 the property of IHS company from Austin Kayuni. It is further alleged that the three immediately before or after stealing threatened or used actual violence on Austin Kayuni in order to obtain or retain the things stolen. When the three appeared for explanation of the charge before Magistrate Muyambango Munukayumbwa, they all understood the charge read to them. The matter was adjourned to 8 May for mention and possible committal. The three were remanded in custody.

Debonairs Livingstone faces court action THE Ministry of Labour and Social Security has hinted at plans to drag Debonairs Pizza Livingstone Branch management to court for not paying its 10 un-unionised workers for their five (5) months’ salary arrears. Livingstone District Labour Officer Kanyanta Kaliwila says his office is preparing summons to prosecute Livingstone Debonairs Pizza in court for not giving its employees their dues.

Mr. Kaliwila has, however, expressed sadness with underperforming unions who do not support the interest of their members by intervening in their grievances. He adds that a lot of unions collect funds from their members but do not plough back in worker education. Last month, Livingstone Debonairs Pizza Branch staff held a sit-in protest to demand for their salary arrears. – RADIO MOSI OA TUNYA

BACKGROUND > Zambia has been losing revenue through rampant and illegal mining across the country mainly spearheaded by foreigners.

Curtail gold rush

In our story, North-Western Province Minister Nathaniel Mubukwanu said a number of illegal gold miners had been arrested but it was not yet clear if they were Zambians or foreigners. We fully support the minister’s call for security personnel to intensify security in the area and to arrest all those found mining regardless of whether they had a licence or not to pave way for legal and properly organised gold mining which will see small-scale Zambian miners benefit. In the past, Zambia has been losing revenue through rampant and illegal mining across the country mainly spearheaded by foreigners, who ironically with the help of locals, smuggled the minerals out of the country. With this realisation Zambians don’t want a repeat of what has been happening in the past. They have been impressing on the government to empower them with gold panning equipment so they can benefit from the gold and other minerals. This is happening in other countries and is the way to go. Zambian can’t afford to continue losing revenue to illegal gold miners and it is with this in mind that we urge ZCCM-IH to quickly put its house in order and take charge. For as long as no official gold mining activities start, the gold sites will keep attracting illegal miners. So the sooner ZCCM-IH takes over the better as this will spell doom for illegal miners.

ment should do all it can to flush out all illegal miners from the gold areas. The bottom line is that these illegal miners won’t give up easily and stringent measures must be instituted to deter them even if it meant deploying more security personnel comprising police and soldiers. Those found must be arrested and thrown in jail for trespassing at the gold sites which are now out of bounds to people whether with mining licences or not. This is why it isgratifying to hear that some illegal gold miners were yesterday arrested in Mwinilunga. Though long overdue, this will deter other “gold invaders.”

last week, President Lungu said he was concerned that illegal gold mining had continued taking place prompting him to transfer the North-Western Province Commissioner of Police Hudson Namachila to police headquarters.

CONTINUED invasion of gold mining areas by illegal miners in Mwinilunga in North-Western Province is proving to be a nagging problem which Government must quickly nip in the bud once and for all. Since the discovery of gold deposits in Kasenseli and other areas in the district, the place has been invaded by an influx of illegal miners, some from neighbouring countries, who have taken advantage of the loopholes to engage in illegal mining. Efforts by Government to flush out illegal miners, including locals, who have invaded Kasenseli gold sites and others in Eastern Province seem to have hit a brick wall as despite intensified security the invaders have continued their illicit activities. This has not gone gone well with Government including some traditional leaders in the province who have appealed for stringent measures to be put in place to curtail the illegal mining activities. But the government wants the gold to be mined a structured manner for the country to benefit from the resource and as such President Edgar Lungu directed that illegal mining be stopped and security be tightened around the gold sites. Only last week, President Lungu said he was concerned that illegal gold mining had continued taking place prompting him to transfer the North-Western Province Commissioner of Police Hudson Namachila to police headquarters. Recently Government decided that gold mining be done in a structured manner and appointed ZCCM-IH to take charge of all the gold mining activities so that Zambians could benefit from the resource. Regrettably, even with heightened security characterised by patrols by the men and women in uniform, illegal miners have continued invading the gold sites with impunity. They elude security personnel by hiding in the bush only to emerge when conducive. So far it would appear that no amount of security patrols will stop the “gold rush” in the area unless ZCCM-IH takes charge of the gold sites and starts mining in collaborations with small scale miners. But even before ZCCM-IH takes over the gold sites, Govern-

MUSHILI HILLS WATER TANK TO SERVE 100,000 Bwana Mkubwa community given life line

NOEL IYOMBWA writes @SunZambian

O

VER 100,000 residents will benefit from regular supply of fresh and clean water after the completion of construction of a Water Reservoir Tank on top of Mushili Hills. Once completed the tank will supply fresh clean water to previously unserviced areas in upper Mushili, Jacaranda Villa and Kaloko townships Bwana Mukubwa Member of Parliament Jonas Chanda has said.

The constituency is best described as peri-urban and has seen several developmental milestones achieved through use of Constituency Development Funds as well as successful sponsorship lobbying with corporates by the area Member of Parliament. Dr Chanda said that the Water Reservoir Tank, whose works started in November 2019, had been constructed by China National Complete Engineering (CNCE) as part of the Kafulafuta Water Dam Project. He said that the Reservoir Tank is 19 by 27 Square Metres with a height of 11 me-

tres, with Total Water Storage Capacity of 5,400 cubic Metres. The MP explained that the 70 kilometres of New Water Network Pipes have already been laid in Mushili and Jacaranda Villa. Adding that the reservoir and water network connection in Mushili is costing government US$3.8 million, while the Water Network Connection in Jacaranda Villa is costing US$2 million, making a total of US$5.8 million for the two townships. “In addition, a pump house will be constructed at the foot of Mushili hills (Zee-

world) to pump water from the main Nakaputa Water Line (lower point) "uphill" into the water reservoir tank, which will in turn take water "downhill" with increased pressure (law of gravity) into Mushili, Jacaranda Villa and Kaloko townships. “With the upcoming Water Extension Project by KWSC, we hope to extend new water networks to remaining parts of Mushili, Kaloko, Katondo, Ndeke Overspill and Itawa extension. Also lobbying for a new water network in Ndeke Extension, Kaloko, Katondo/Munkulungwe and Itawa extension,” he said.

MOVIE REVIEW

The wife and son of a Mexican drug lord embark on a vengeful quest to kill all those involved in his trial and imprisonment -including Miami Detective Mike Lowrey. When Mike gets wounded, he teams up with partner Marcus Burnett and AMMO -- a special tactical squad -- to bring the culprits to justice. But the old-school, wisecracking cops must soon learn to get along with their new elite counterparts if they are to take down the vicious cartel that threatens their lives. CRITIC REVIEWS FOR BAD BOYS FOR LIFE (ROTTENTOMATOES.COM)

The plot is daft - Mexicans are out for Mike's blood - but it's knowingly daft and even minor characters manage to shine. Not bad. Not bad at all. “Bad Boys for Life” is a mostly expendable entry into the “Bad Boys” franchise, the Will Smith and Martin Lawrence buddy cop series... Without the signature ‘Bayhem’ action, it mostly feels like another action film. Not a bad one, but not really anything special apart from connection to a franchise old enough to be a nostalgia-reference to itself. Especially for a franchise, being spread this far... this is such a good version, exactly what you’re supposed to do, while acknowledging the time passing and taking it in a different direction. Bad Boys for Life is mostly fun and entertaining. We probably shouldn’t ask more of it than that. What never changes is the bulletproof friendship between the two.

Local direct investment needs boost- ZDA

Marius van Oordt

‘Govt should consider offsetting tax liabilities against VAT refunds’ BUUMBA CHIMBULU writes @SunZambian GOVERNMENT can allow reputable firms to offset the Value Added Tax (VAT) owed against other tax liabilities to address the backlog of VAT refunds, Marius van Oordt, a senior lecturer at the African Tax Institute, has proposed. Dr Oordt said solutions are available for Government to manage VAT refunds. He said this would require a robust debt management system that showed the total tax liability for all taxes. “A solution is to develop a VAT refund forecasting and monitoring system, similar to that being proposed by Angola, to estimate a percentage of VAT received that a government must refund,” Dr Oordt said in a statement. He said investor confidence in the country was waning as VAT refund payments were delayed further constraining operation in the mining sector. Dr Oordt said delayed refunds impacted investors’ cash flows and could result in a direct cost where interest on refunds was not paid or paid at a rate lower than inflation. He warned that by not refunding VAT, inflation and cash flow-related costs were incurred by businesses, dampening investment. “Prompt payment of refunds stimulates investment. The non-payment of refunds is always a direct cost to investors. These costs are large enough for investors to forego an investment opportunity,” said Dr Oordt. He stressed that the importance of paying VAT refunds should not be underestimated as investors in the extractive industries considered VAT refund practices of countries in making investment decision. Dr Oordt warned that if the investment was foregone or delayed, it may lead to less employment and in the local economy and decrease government’s fiscal take. “In the extractive industries, investors consider the VAT refund practices of countries in making investment decisions. This is so since the non-payment of refunds is equal to a tax on investment at the standard VAT rate,” he said. Dr Oordt said it was in the government’s best interest to pay VAT refunds promptly. This, he explained, incentivised investment and formalisation through VAT registration and increases efficiency in tax compliance and administration. Dr Oordt said this was true for all economic sectors, but especially for the extractive industries. “Owing to the capital-intensive and exportoriented nature of these industries, the VAT refund practice of the country is central to the investment decisions in minerals, oil and gas. “These sectors are too important for Zambia’s economic development to be exposed to poor tax practices. Investment follows certain, consistent, good tax practices,” he said. Dr Oordt stated that investors looked for predictability and needed to be confident in their investment decisions.

Board Chairperson, Fisho Mwale, said his team would ensure that the ZDA continued to promote re- investment and attract quality investments, deliver real development to Zambian people and ensure sustainability of such development.

New board want agency to be more visible, relevant

BUUMBA CHIMBULU writes @SunZambian

T

HE Zambia Development Agency (ZDA) new board has pledged to focus much energy on local direct investment while ensuring foreign direct investment benefits the citizens. Board Chairperson, Fisho Mwale, said his team would ensure that the ZDA continued to promote re- investment and attract quality investments, deliver real development to Zambian people and ensure sustainability of such development. Mr Mwale stressed that the board would strive to make the Agency more visible and relevant to the Zambian people. He was speaking when the new board paid a courtesy call to Minister of Commerce, Trade and Industry, Christopher Yaluma. “This board will focus on seven key pillars which include providing advice to government on country recovery roadmap post Covid-19 based on ZDA’s strategic position of being

the practical link between government and the private sector,” Mr Mwale said. He also said the board would also support the development and implementation of industrial development strategies based on research and innovation. Mr Mwale explained that the innovation would be oriented around reverse engineering and in line with the priority sectors as stipulated in the Seventh National Development Plan. “The other pillar of focus is re investment by promoting expansion of existing businesses in Zambia as a competitive strategy to reduce unit costs through economies of scale,” he said. Mr Mwale further said reposition Zambia’s interna-

tional business by focusing on unique resources and Zambia’s comparative and competitive advantage to create sustainable and export oriented businesses was another key focus area. He said arising from the population of Zambia, which created a limited market, export focus and promotion of non-traditional export products would be paramount with a focus on unfilled markets of the Democratic Republic of Congo (DRC), Zimbabwe, Angola and southern Tanzania. “As part of the sustainability strategy, promoting meaningful joint ventures, green investment, partnerships between foreign investors and local investors including Micro, Small and Medium

Enterprises and supporting efforts towards the promotion of impact investments and capital to speed up the attainment of the sustainable development goals,” he said. In response, Mr Yaluma encouraged the new board to work hard and produce the expected results for the people of Zambia. He emphasised that ZDA should be able to deliver in accordance with its mandate of promoting investment, trade and enterprise development which led to wealth and employment creation for the people of Zambia. Mr Yaluma recently appointed a new ZDA board which consists of private sector representatives and representatives from government line ministries.

Northmead shop owners feel dollar pinch LINDA SOKO TEMBO writes @SunZambian

THE Lusaka’s Corner Mall in Northmead area have complained over the continued depreciation of the Kwacha which has affected them as they pay their rentals in US dollars. The tenants, who opted to remain anonymous for fear of being evicted by the owner of the shops identified as Mr Salodi, complained that it was becoming expensive for them to pay rentals every month as the dollar kept on increasing. In an interview with The Sun, the tenants said that the property owner made them pay rent in dollars and the rentals were between US$500 and US$600 which was equivalent to around K9,000 and above per month in Zambian Kwacha. The tenants said that every time they complained to the property owner to consider putting a fixed charge of rent in Zambain Kwacha, he would

advise them to leave his shops, which they felt was not right. “The owner of Corner Mall makes us pay rent in dollars and this time around the dollar has gone up and business is not good when we call him to give as a fixed charge in dollars. “He says those who want can leave the shop and it is dif-

ficult for us to leave the shops because we have established our business there and it is easy for customers to find us there,” they said. The tenants appealed to government to negotiating with the prosperity owner to consider giving them a fixed price in dollars until the COVID-19 was over and business went back to normal.

They tenants said that business was difficult and that people were not buying cloths and doing their hair often because people were not going for functions because of the pandemic. Meanwhile, Corner Mall property owner Mr Salodi said that they had already reduced rentals for April and that tenants were still crying for rentals to reduce further “I advised them to pay the dues for March then we will discuss further looking at the fact that business is slow.” “We charge in dollar from the very beginning the benefit of that is we have never increased ever since, we only decrease when the Kwacha depreciates we have reduced three times now,” he said. Mr Salodi said that charging in dollars made it easy for them because they did not want to be increasing rentals every two months and that he would engage his tenants to see how they could work the rental issues out.

Coronavirus: Cuban doctors go to South Africa

More than 200 doctors from Cuba are due to arrive in South Africa to help fight coronavirus. The medics left on a plane that first carried a donation of South African medical supplies to the Caribbean island, its embassy in Pretoria said. They are among 1,200 healthcare workers sent to battle Covid-19 in 22 countries that have requested help from the communist state. South Africa is to begin easing strict lockdown restrictions next month. More than 1.5 million people will be allowed to return to work, some schools will reopen, deliveries of hot food will be permitted and cigarettes will be back on sale. But the sale of alcohol and public gatherings will still be banned.

French police seize 140,000 black market masks

French police say they have seized 140,000 face masks destined for sale on the black market. Officers say they caught a businessman unloading the masks from a lorry into a house in St Denis, north of Paris. Last month, France requisitioned all stocks and production of face masks to equip health workers. Meanwhile in China, the authorities have confiscated 89m poor quality face masks. The country has faced criticism over poor quality exports.

Religious services resume in South Korea

Religious groups in South Korea have resumed services after the government relaxed restrictions on such gatherings. A religious sect, the Shincheonji Church, was blamed for the early outbreak in South Korea after thousands of its members were infected. After the relaxation of restrictions, many churches and temples still required worshippers to register online ahead of the service and to have their temperature checked before entering the building. Worshippers also had to sit well apart and wear face masks.

North Korean leader Kim Jong-un

Satellite images released by a US think tank have shown a special train probably belonging to North Korean leader Kim Jong-un parked at a coastal resort town in the east of the country, as speculation rises about his whereabouts, poor health, and even death. The Washington-based monitoring project 38 North said in a report on Saturday that the 250-meter-long train had been spotted at the “leadership station” in the Wonsan resort area on April 21 and 23, adding that the station was specifically reserved for the use of the Kim family. The American think tank said the presence of the train did not mean that Kim was there, nor did it say anything about his health condition. “The train’s presence does not prove the whereabouts of the North Korean leader or indicate anything about his health but it does lend weight to reports that Kim is staying at an elite area on the country’s eastern coast,” the report said. The Wonsan area is believed to be Kim’s residence outside the North Korean capital of Pyongyang. There has been speculation about Kim’s poor health following his absence from a major event on April 15 that marked the birth anniversary of his grandfather and North Korea’s founding father, Kim Il-sung. - PRESSTV

Nigeria’s military says it has killed 89 bandits responsible for a series of attacks against civilians in the country’s north-western Zamfara state. The operation was supported by troops from neighbouring Niger and led to the recovery of assault rifles and hundreds of stolen cattle, spokesman Major-General John Enenchie said. He also said five people who had been kidnapped were rescued. The Nigerian military said that the hostages and cattle were due to be formally handed over and tweeted photos of some of the recovered items Zamfara, which is bordered by Niger to the north, has long faced problems with armed groups stealing cattle, kidnapping for ransom and attacking communities, which has in turn prompted some local people to form vigilante gangs. Over the last five years, it and and parts of neighbouring Kaduna state have witnessed frequent raids by the criminal gangs. Large swathes of northern Nigeria - mainly in the north-east - have also suffered from a decade long jihadist conflict. SOURCE: BBC News

Ramadan: Muslims fast under coronavirus lockdowns Millions of Muslims around the world have found different ways to celebrate Ramadan this year, as restrictions imposed by countries to curb the spread of the coronavirus have closed mosques and banned gatherings. This is when the world’s 1.8 billion Muslims abstain from eating, drinking, smoking and sex from sunrise to sunset. Families and friends usually gather to break the fast and many attend prayers. This year, however, people are having to mark the holy month at home instead. Ramadan is the ninth month of the Islamic calendar, and it started on or around Thursday. - BBC News

‘I never said it was a hoax!’ Trump unloads on media in fiery rant, says Covid-19 briefings ‘not worth the time and effort’ WASHONGTON – US President Donald Trump fired off a scathing broadside at the mainstream media, accusing them of peddling the false claim that he called the coronavirus a hoax, and suggesting the Covid-19 briefings are a waste of time. “What is the purpose of having White House News Conferences when the Lamestream Media asks nothing but hostile questions, & then refuses to report

the truth or facts accurately,” the president tweeted on Saturday evening. The swipe came after he scaled down what has become a tradition – daily coronavirus press conferences in which he updates the nation on his administration’s response to the pandemic, then being grilled by reporters. The briefings typically feature an array of top officials from the White House Coronavirus Task

Force, including Vice President Mike Pence, and last for over an hour. On Friday, however, the briefing took just around 20 minutes, with Trump refusing to take questions from the sparsely populated White House briefing room. The change in Trump’s modus operandi came after the media spun his off-hand and somewhat rambling remark about finding a way to clean the body on the inside

like disinfectants do on the outside as advice to inject disinfectants into the body – to the president’s utter dismay, apparently. Although Trump later sought to explain the obvious – that he had not advised Americans to inject themselves with bleach, laughing it off as a “sarcastic question” to reporters – that did not stop the media and Twittersphere from going into overdrive. - RT NEWS

The Moses Chikwalakwala fact-file FULL NAME: Moses Chikwalakwala DATE OF BIRTH: 23 August, 1974 PLACE OF BIRTH: Mufulira, Zambia PLACE OF DEATH: Libreville, Gabon PLACE OF BURIAL: National Heroes’ Acre, north of Independence Stadium, Lusaka PLAYING POSITION: Right-winger CLUB: Nkana FC, Kitwe, Zambia FORMER CLUB: Chambishi FC, Zambia

MOSES CHIKWALAKWALA SPEEDY, TRICKY WINGER BIRTH AND ROOTS Only 18 days separated Moses Chikwalakwala and Kenani Simambe in birth terms. Both were born in the same year and in the month – the latter being senior of the two. Chikwalakwala was born on August 23, 1974 in Mufulira while Simambe was born 18 days earlier on August 5, 1974 in Kitwe, Both were playing for Kitwe teams – Nkana FC and Power Dynamos respectively at the time they perished in the April 1993 Gabon Air Disaster. STYLE OF PLAY A merchant of real pace, this winger was a real menace to defenders when in full flight down the right wing, turning them inside out with regular impunity. Once Chikwalakwala got past a defender or indeed his marker, his pace was like a whirlwind – leaving him for dead in his wake. By and large, it was owing to

the winger’s direct play allied to his admirable crossing service that made him an automatic choice in the Godfrey ChitaluAlex Chola tandem tutored side. In a way, Moses’ playing style brought about nostalgia with the natural wing play of the likes of former Rhokana United (Nkana FC) wing-master Moses Simwala, former Green Buffaloes’, Kabwe Warriors and Zambia wing-wizard Bizwell Phiri, former Mufulira Wanderers and Zambia flying wide-man Philemon “Shombo” Mulala and former Power Dynamos and Zambia wing-specialist Peter “Abaleya” Kaumba and Buffaloes’ Pele Kaimana from the old school. CLUB CAREER The moment the 16-year old Chikwalakwala burst on the scene in 1991 with Chambishi FC, a team of the First Division tier then, the flying winger attracted a couple of suitors domestically who desperately wanted his signature on the dotted lines. That same season, the young winger and Co, won promotion to the Premier League for the first time in the history of the club of the little-known team alongside Zesco United from the northern region. Playing for the first time in the elite league in 1992, Chikwalakwala’s side barely avoided relegation by finishing 12th on the 16-team log which had just been expanded from 14 to 16that season. Chambeshi collected 33 points from 30 matches, twice what champions Nkana FC garnered that term. Sadly for Zesco, harldy a season in the top-flight, they went down alongside Green Eagles, Nkwazi FC and Nitrogen Stars (from the Southern region) – another team like Chambishi, - that was making its Premier League debut. Come the 1993 season,

Chikwalakwala made the wise decision to join Nkana FC, by then, thankfully, the speedy, tricky winger had cemented his place in the senior Zambia team. By sharp contrast, his former team got relegated, having finished second from the bottom. While Chikwalakwala’s Nkana

Most memorably, Chikwalakwala scored in his team’s 3-2 group stage match defeat of Ethiopia by opening the scoring in the 7th minute before defender Samuel Chomba added a second four minutes later after the interval from the penalty spot. Banda slotted in the winner on 63 minutes. Chikwalakwala, the enterprising winger, also featured for Zambia in both the 1-0 defeat of his team by Malawi as well as the 8-0 capitulation of Zanzibar and the narrow 2-1 win over hosts Tanzania. won the title posthumously, pipping arch-rivals Power Dynamos on goal difference (both teams garnered 60 points each), Chambishi, the 15th-placed team, collected 29 points and replicated the figure in the number of goals they scored – 29. As if to prove the wise move the young man had made – of switching teams – from 30 matches, Chikwalakwala’s former team won a mere 5 (the joint lowest with tail-enders Ndola United), drew 14 times and lost 11 others and conceded 34 goals. The other teams that got the chop alongside Chambishi and Ndola United, were the Lusaka duo of Profund Warriors (renamed NAPSA Stars), who finished on

LEGACY

SPEEDY, TRICKY WINGER For a player who had not yet become 19 to have commanded a regular place in the Godfrey Chitalu-coached team was in itself an achievement worth a huge pat on the back of the young winger. The 18-man team that perished in the April 1993 Gabon Air Disaster reads like Africa Select or the CAF Best XI Team of the Tournament: Efford Chabala, John Soko, Whiteson Changwe, Robert Watiyakeni, Eston Mulenga, Derby Makinka, Moses Chikwalakwala, Godfrey Kangwa, Kelvin Mutale, Kenani Simambe and Mwila Numba.

13th, and Lusaka City Council (14th). Luckily for him, in his very first campaign for Nkana, Chikwalakwala won the Charity Shield with the Kitwe giants when they narrowly defeated Lusaka side Zamsure 1-0 in a final staged at Ndoal’s Trade Fair Grounds. Sadly, Chikwalakwala, alongside four of his Nkana clubmates – Eston Mulenga, John Soko, Timothy Mwitwa and Mwila Numba – perished in the Gabon Air Disaster that also decimated the lives of 13 other players and two coaches in the names of Godfrey Chitalu and Alex Chola, head—trainer and assistant coach respectively, in addition to 10 other passengers aboard a military Buffalo plane. And as if to honour Chikwalakwala and his other four Nkana colleagues, Nkana , having already won the seasonopener earlier in the year, made a complete sweep of all silverware, winning the Premier League title, the BP Top 8 Cup, the Mosi Cup, the Heroes and Unity Cup as well as the Champion of hampions Cup. And by that special feat, Chikwalakwala’s surviving clubmates emulated Kabwe Warriors’ similar act of 1972 when they won all – the top-flight title and all domestic tournaments on offer at the time. INTERNATIONAL CAREER It is a rarity in Zambian football for a player to be playing for the senior national team when his club is plying its trade in the lower tier . Yet Chikwalakwala was already an established player in 1992, be it as it may that his team Chambishi FC, was a member of the First Division (Northern region). What is even praiseworthy for this pocket of magic of a right winger was the fact that despite the Chitalu-coached squad being a star-studded squad, Chikwalakwala quickly

established himself as if he had been part and parcel of the team for decades. Another noteworthy point about the young winger was that the moment he became a part of the already crème de la crème squad, unlike other players who become understudies to their seniors, in his case, he did not made an instant coup de grace of a kind by edging out the equallydeserving (Timothy) Mwitwa who, more often than not, would play second fiddle to Moses. During the joint 1994 Tunisia African Cup of Nations (AfCON)/ USA World Cup finals qualifiers, Chikwalakwala was an almost ever-present feature in the team. Suffice it to say that Chikwalakwala was in Zambia’s last match she played before the horrific Gabon Air Disaster occurred. When Zambia thrashed Islanders Mauritius 3-0 away on April 25, 1993 in Curippipe in the 1994 Tunisia AfCON finals qualifiers series, with Kelvin Mutale of Saudi Arabian side El- Ettifaq scoring all three goals, Chikwalakwala was in the starting XI alongside goalkeeper Efford Chabala, defenders John Soko, Whiteson Changwe and thee central defence pair of Eston Mulenga and Robert Watiyakeni, Derby Makinka and Mwila Numba among others. Elsewhere, Chikwalakwala also played for the senior Zambia team at the 1992 regional CECAFA (Confederation of East and Central African Football Association) tournament held in Tanzania when Zambia won bronze. Most memorably, Chikwalakwala scored in his team’s 3-2 group stage match defeat of Ethiopia by opening the scoring in the 7th minute before defender Samuel Chomba added a second four minutes later after the interval from the penalty spot.

Siwale doubts K1m plan Kamanga seeks bigger FAZ Super League purse

Sports Minister warns of Covid-19 sanctions MUKWIMA CHILALA writes @SunZambian GOVERNEMENT has rule out the possibility of the Football Association of Zambia (FAZ) league resuming behind closed doors because football is a contact sport says Minister of Sport Emmanuel Mulenga. Speaking during the COVID-19 daily brief at the Ministry of Health Headquarters at Ndeke House rescently, Mulenga said that President Edgar Lungu was categorical in his address on Friday where some measures on Covid-19 were eased as only noncontact sports such as Tennis and golf have been allowed. “On thoughts of FAZ to open closed door games, the President was categorical when he gave the directive that we are only going to allow those games without contact but football which means they will be contact among the players as they will be fighting for one ball. So going by that we shall not allow that,’’ Mulenga said. The minister said that even if fans were not to be allowed to watch matches, the players were going to always have contact with each other which put them at risk.

So going by that we shall not allow that,’’ Mulenga said. The Minister said that, if at all there were plans to go ahead with resuming football matches, there was need for certification from the Ministry of Health. Mulenga said that they will be sanctions for those that would go against the government guidelines just as directed by the President. “The President actually indicated that there will be sanctions on anyone who defies Presidential directives because in the National Sports Council Act we have such powers to suspend someone for six years or remove someone from office .So anyone who is going to threaten the lives of Zambians , we are going to use this act,” he said. Sports activities have for the past one month been suspended in Zambia so as to help combat the spread of the COVID-19 virus.

The Former FAZ executive committee noted that the promises to increase the sponsorship of teams were meant to hoodwink councilors into winning their votes. He said that it was surprising that the FAZ president had started started about increase in sponsorship even before realizing their initiative on bonds . “For me the K1 million sponsorship is mere politicking because many of the things that were promised are yet to be achieved so then the K1 million is something that cannot be

taken seriously until it’s done,” Siwale said. “Yes it can be done if he (Kamanga) breaks down how he hopes to distribute that money. Because who, in this current COVID-19 situation is willing to release that money and where why they get it from? If its FIFA, it has a strict rule book perhaps it’s this one which has come for clubs facing challenges from COVID-19.” The FAZ president said increasing league monies to K1 million for clubs from broadcast and league sponsorship would provide relief to management at clubs and increase competition.

TRAING at home alone has been very challenging for me, without teammates to motivate my best performance says Zanaco FC centre-back Kelvin Owusu. And Owusu, has also played his part in alleviating the effects of the COVID-19 partial lockdown by donating assorted foodstuffs amounting to about K5,000 to a Lusaka Chamba Valley based home for children with disabilities. Owusu said he missed training with his teammates because training alone did not give him the motivation to do it to the maximum. He said that he had missed playing football as well as being with his friends and was looking forward to the pandemic ending so he could return to playing normally. ‘’ As at now things are tough, I miss playing, I also miss being with my friends and I pray that things get back to normal soon. I just miss

kicking a ball because being at home and training alone is difficult but we are getting used to it and my prayer is we

pass through this COVID-19,’’ Owusu said. Working out alone you don’t do it to the Max but when you are with your teammates they motivate you like the way others are pushing it makes you push more. The Sensational Zanaco defender expressed optimism that the bankers would come back stronger and challenge for the title once the pandemic was over. He said Zanaco could have been on first position on the log if it wasn’t for the suspension of the league games due to the pandemic. The donation to Home Of Happiness For Children With Disabilities some foodstuffs comprised of mealie meal, tissue papers and assorted vegetables among others. Owusu disclosed that he had been donating to many other places even before having joined Zanaco FC and that his original plan was to have donated the foodstuff during Easter but that the programme had to be moved due to circumstances. And Founder of the Children’s Home Bernadette Mideo paid tribute to Owusu for the gesture saying it would go a long way in uplifting the lives of the children.

Footballers will lack fitness if Bundesliga returns in May BERLIN - Footballers may not have enough time to get match fit if the German league resumes next month amid the coronavirus pandemic, warns Eintracht Frankfurt director Fredi Bobic. "Should the politicians decide that we can play Bundesliga football again, we will need full team training again at some point," Bobic, 48, a former Germany striker, told broadcaster RTL. "You need at least 14 days, ideally about three weeks." Bundesliga clubs have been back in training for three weeks, but so far only in small groups, observing social distancing and strict hygiene measures to reduce the

risk of infection. Defending champions Bayern Munich were four points clear at the top of the table when the league season was halted on March 13. However, Bundesliga bosses last week said that they will be ready to resume from May 9. The German Football League (DFL) still needs the go-ahead from Angela Merkel's government and state leaders, who will meet in Berlin on Thursday. If the German league is granted permission to resume, the players will face a race to get match fit again and Werder Bremen director Frank Baumann shares Bobic's concern. According to the DFL's plan

for the season to resume, hygiene guidelines will be issued to the players and club staff, who will be tested every few days. The Ministry for Labour has even suggested players and match officials wear face masks and gloves during games, which has been greeted with scepticism by some clubs. So far, there have been 14 cases of the coronavirus among Germany's 1,100 professional footballers, but all players affected have now recovered. Germany currently has 150,383 cases of the coronavirus and has so far recorded 5,321 deaths due to the virus. - NEWS18.COM

Chibwe came on in the 79th minute to replace Green Eagles goalkeeper Sebastian Mwange with Zambia leading 2-1 at that point. The former FC Platinum and Jomo Cosmos goalkeeper says its honor to play for Zambia. “I was excited and honoured to be called up, the atmosphere was electrifying and nerve-wracking, to be honest, and the players gave me a very warm welcome,” he said. Chibwe is one of the top ten goalkeepers in the PSL. This season he has played 9 games keeping three clean sheets and only conceding 9 goals. The Rise and Shine goal minder is viewed by many as a long term worthy replacement for Chipolopolo legend, Kennedy Mweene. – ZAMFOOT.

Kamanga seeks bigger FAZ Super League purse MUKWIMA CHILALA writes @SunZambian

ORMER Nchanga Rangers president Blackwell Siwale has expressed skepticism over Football Association of Zambia president Andrew Kamanga’s K1 Million pledge to Super League Clubs saying the association’s current financial state made it impossible. Kamanga was recently quoted as having said that he planned to increase monetary allocation to Super League clubs from the Current K200,000 to K1 million and also increase sponsorship for National division one league teams from the cur-

rent K25,000 to K100,000 for each team from next season. Siwale, who has since his ejection from the executive committee in 2016 become a critic of Kamanga, wondered why the FAZ president was making such promises during an election year. Siwale said that the FAZ president should have also explained how the Association would raise the money claiming the FA was currently struggling financially. He also wanted to know which company would come on board to sponsor FAZ with that amount of money as many businesses had been affected by the COVID-19 pandemic. To PAGE 15

AARON MUBANGA writes @SunZambian SOUTH Africa born Zambian goalkeeper Cyril Chibwe Mwenya completed his passport formalities seven months ago to officially be eligible to play for the Zambia national team. Chibwe was eligible to play for Zambia and his country of birth South Africa and having received call ups from both national teams, Chibwe chose to represent his father’s country, which is Zambia. The ZamFoot Crew caught up with Chibwe to discuss the reasons behind his decision to represent

Zambia and his experience with the Copper Bullets so far. The 26-year-old revealed that he chose Zambia to fulfill his fathers’ dream. “My roots are in Zambia, having both my parents born there and I also wanted to fulfil my fathers’ dream of playing for the national team which he never got to do in his playing days,” Chibwe told the ZamFoot Crew in an exclusive interview. The Polokwane City goal minder made his Chipolopolo debut on October 13, 2019 in a friendly match away against Benin that finished 2-2 in Cotonou. To PAGE 15
