…17 pupils expelled for engaging in sex orgy NOEL IYOMWA writes @SunZambian SEVENTEEN pupils at a boarding school in Chibombo district in Central Province have been expelled from school after allegedly engaging in a sex party. According to a witness, who is also a pupil at the school, which he named, the incident happened on the International Women’s Day. The eyewitness said male pupils went to the female dor-

mitory and started having sex with their female counterparts, but one of the girls who was not part of the ‘arrangement’ alerted the school authorities, who rushed to the dormitory and found the pupils in the act. He said the boarding master who rushed to the dormitory locked the door and alerted other members of staff. “The male pupils were trapped in the girls’ dormitory. They were fished out by the teachers and other staff. The incident has shocked the school

and surrounding community,” the source said. He said all the pupils had been expelled from the school. But when contacted for a comment Chibombo district education board secretary (DEBS) Belina Moono referred queries to the district education standards officer, Lembani Sakala. Ms Sakala said she had contacted the school authorities but they had told her that nothing of that nature ever happened at the school.

…Leaked Kaingu video causes social media storm NOEL IYOMBWA writes @SunZambian IRIS Kaingu’s younger sister, Namatama, has found herself in some social media bother after her friend(s) leaked a video of the teenager in a state of undress in her dormitory. Namatama was apparently having a moment with her friends in the school dormitory when the friends filmed as she dressed and modelled. Namatama is appalled by the betrayal of her friends who circulated the video of her in various states of undress. A few years ago socialite Iris Kaingu was arrested for publication and circulating a pornographic material which went viral on social media. Iris was charged and convicted in the courts of law, but a few years down the line, history has repeated itself but this time it is her sibling. The video has gone viral on social media where the teenager Namatama Kaingu is seen showing off her curved body in what seems to be a boarding house room. In the video, one of the girls could be heard asking her if she has taken nude pictures before which she said she has never done. Other girls in the room can be seen partially dressed in the background, while Namatama was posturing, posing and touching her body, while completely naked. In the video, which the Sun had sight of, the girl could be seen posing for her friends just after having a bath. In the video, Namatama is chatting with her roommates with one of them filming. Namatama is further seen twirling and posing back and front views for the camera. However, many social media users have expressed conflicting views on the matter with some blaming the person who took the video and circulated it on social media and others blaming Namatama for allowing herself to be filmed naked. Namatama on the other hand expressed disappointment with her colleague “who betrayed her”. “I wish you would’ve noticed the love I had for you, and how much I would’ve given up for you. “But you chose to repay me in such a way,” she posted on her Facebook page.

But the source insisted that the incident happened and said authorities might have quietly re-called the pupils to hush up the scandal and save the school’s reputation. “Everyone at the school is fully aware of what happened that night. It has been the talk of the day. The standards officer should not have phoned but gone there and interviewed pupils in confidence if she wanted to know the truth,” the source said.

Her elder sister Iris Kaingu on the other hand warned people to be careful with the kind of friends they chose. “Be careful who you call your friends.” The Namatama video has come barely a week after two women and a hotel manager from Siavonga were arrested for production of pornographic videos and another for sharing an obscene video in a WhatsApp group.

THE 2020 national dialogue that was convened on illegal wildlife trading and poaching has resolved to engage communities and increase partnership with traditional leaders to help curb the scourge in Zambia. Zambia National Community Resource Board Association president Felix Shanungo said the policy was key to reducing poaching in Zambia, which he said was robbing the country of its resources. Mr Shanungo said there was a need to put up structures that ensured protection of wildlife and other resources. He said it was wrong for people to erect structures along the wildlife reserves as that had resulted in serious animal-human conflicts. Mr Shanungo said dialogue would help the stakeholders to find stringent measures to safeguard resources. He said he was happy that local communities were being engaged as custodians of the natural resources within their areas. Zambia Community Natural Resource Management chairperson Rogers Lubilo said a national steering committee had been put in place to spearhead the process and to come up with framework that was aimed at saving natural resources. Dr Lubilo said restricted resources such as mukula and pangolins were being illegally moved to other countries. “We are going to increase the local partnership with various stakeholders to ensure all illegal activities in the conservation areas are stopped,” he said. Dr Lubilo thanked the British government for supporting the national wildlife conversation initiative.

Red Cross injects K8 million into Kalabo’s vulnerable A SENIOR government official in Kalabo district of Western province has commended the Zambia Red Cross Society for coming to the aid of vulnerable people that were hit by the drought in the 2018/19 farming season. Kalabo district commissioner Fridah Luhila said this when Zambia Red Cross Society officials were disbursing the emergency cash distribution exercise of K500 each to over 4,000 beneficiaries drawn from eleven wards of the district held at St. Michael Catholic Church ground recently. Mrs Luhila said the district was heavily engulfed by the drought resulting in severe hunger among the farmers in the locality. She has since reiterated government's commitment of working closely with all likeminded partners who prioritize the plight of the vulnerable communities in the country. The District Commissioner has lauded Zambia Red Cross Society for riding on a proactive legislation created by government through the Disaster Management policy which calls for multi-stakeholder participation and multi- sectoral approach to addressing community felt needs. Mrs Luhila said government was optimistic that the Red Cross Society will continue playing their auxillary role of partnering with various government sectors in order to assist Kalabo district communities' resilience to climate impacts. Meanwhile, Red Cross Society representative Branch Development Manager Fortune Mulongo says his organization will spend about K 8 million in the next four months towards vulnerable people in the district. Mr Mulongo said the aim of the society is to see to it that there is social and economic change among the people in Kalabo district. He said all the beneficiaries of the emergency cash transfer in the locality were receiving their monies through MTN mobile money. Meanwhile, one of the beneficiaries Agness Chingunde of Malelekwa compound in the district said the money will assist her with home requirements and send her children to school. Ms Chingunde has called on other non -governmental organisations to emulate what Zambia Red Cross Society was doing in alleviating people's suffering in the district. - ZANIS

BSERVE high standards of hygiene in the markets, Minister of Local Government, Charles Banda, has implored marketers. Dr Banda said markets are critical establishments in avoiding the spread of diseases such Coronavirus and Cholera because they are food distribution points. Dr. Banda said cleanliness is first priority in avoiding waterborne diseases. He was speaking when he led stakeholders in cleaning Chainda and UNIP markets in Lusaka's Chainda Ward recently. "Don't be surprised that we have come here to join you in cleaning the markets, just know that we are serious with the programme maintaining hygiene in markets and bus stations. Dr Banda reminded marketeers that they spend most of their time in the markets hence the need to take keep them (markets) clean. The Minister observed that if citizens do not keep their homes and work places clean then there is no hope that they will care about other places. He said it is easy for diseases to stem from homes and work places and be spread to other areas. "They say charity begins at home so it’s important to start by cleaning our homes and work places because if we don't, diseases can start from there and spread to other places," he emphasized. And Dr Banda said in the wake of Coronavirus pandemic market authorities and markeers should ensure that hand washing facilities are placed at all entrances to markets to enable shoppers and marketeers wash their

hands before handling food. He observed that in the process of customers choosing want they want they handle many other items and can easily contaminate them if they have not washed their hands. "When a person comes to buy vegetables at your stand sometimes they don't pick the bunch which is on top, they want to go for the one right at the bottom, and in the process they can contaminate other bunches which they are not even buying," he observed. David Amukusana was speaking during a Peace Building meeting between the Patriotic Front and the United Party for National Development Youths which was organised by a Non-Profit Organisation called The Voice whose mandate is to fight political violence and tribalism. The PF youth leader said, the call for a round table meeting between the two parties had come at the right time as it is only the youths who can end the Political violence in the Country. He said political carders should stop instilling fear among citizens by using words such as "2021 ikakosa or 2021 teyabana Iyo" as such statements can ignite violence. Some of these shops have already displayed washing dishes and buckets at the entrances of their businesses to ensure that customers keep their hands clean as a preventive measure against the current coronavirus (COVID-19). One of the salon owners in Matero, Chimwemwe Chanda, said she would make sure that she adhered to directives from Government meant to protect citizens and businesses. Ms Chanda said she understood the consequences caused by the impact of COVID-19 if it was not quickly contained.

“As a citizen, I know I have a responsibility to help Government to prevent the spread of the virus. We have to be extra careful especially that we have already recorded some cases in the country, prevention is better than cure,” she said in an interview. Ms Chanda encouraged other businesses owners to put in place measures that would prevent the virus from spreading as it would have detrimental effects on their businesses. Another trader, Aaron Mvula, a barbar shop owner, said he would do everything possible to prevent the spread of the virus. Mr Mvula cautioned and encouraged all businesses that the ounce was on them to protect themselves as well as their customers. “We should all make sure that we keep our surroundings clean. It is for our own benefits,” he said.

Footprint trail leads to goat thief MULENGA MUSONDA writes @SunZambian THE Choma Magistrates Court has sentenced a 35-year-old farmer to a 6 month jail term for stealing one Goat. This was in a matter in which Felix Siyanyanga was convicted of Theft in his own admission. Particulars of the offence are that Siyanyanga on 7 March 2020 in Choma stole 1 Goat valued at K400 the property of Racheal Siandembwe. When he appeared for plea before Resident Magistrate Ethel Phiri Friday morning, he willingly admitted the allegation made against him Court: How do you plead? Siyanyanga: I admit Court: You admit that you stole the said Goat? Siyanyanga: Yes Court: Were you owed anything? Siyanyanga: No

According to facts stated by Public Prosecutor Catherine Sakala, Siyanyanga was apprehended after footprint trails led the complainants to his house after noticing that the animal was missing. In mitigation, Siyanyanga pleaded with the Court to exercise lenience saying he was hungry and wanted to buy mealie meal from the proceeds of the loot. Magistrate Phiri in her sentencing observed that he was a first offender who readily admitted the charge and such deserved lenience. She thus sentenced him to 6 months simple imprisonment jail term with effect from date of sentencing.

A 35-YEAR-OLD farmer has appeared in the Choma Magistrates Court for stealing one cow and unlawful possession of a Muzzle Loader without a license. This is in a matter in which Kebby Sikabale is facing two counts among them unlawful possession of firearm, whilst his co accused Evans Munachonga 25, is

charged with Sikabale for Stock Theft contrary to the Laws of Zambia. Allegations in Count 1 are that Sikabale jointly and whilst acting together with Munachonga stole 1 cow valued at K5,000 the property of Moomba Farms. In the second count Sikabale is charged alone with unlawful possession of a homemade shot gun without a license issued there-of. The alleged inci-

dents are said to have happened on 10 and 11 March 2020 in Choma. When the two appeared for plea before Magistrate Muyambango Munukayumbwa las week, they vehemently denied

This was in a matter in which Christopher Machaya 30, and Fenbal Kapole, 32, both farmers of Choma District stood charged for Burglary and Theft contrary to the Laws of Zambia. Particulars of the offence are that Machaya and Kapole jointly and whilst acting together broke into the dwelling house of John Sinduunda and stole there-in one bed, a mattress, a Chicken and a Packet of Salt all valued at K1,100. When the two appeared for plea before Magistrate Muyambango Munukayumbwa, they readily admitted the charge read against them. Court: A1 Do you

OT long ago President Edgar Lungu addressed Parliament on the progress made in the implementation of the national principles and valued enshrined in the republican Constitution. The President made a clarion call that without observing the principles and values across the ages it will be difficult for Zambia to attain its social and economic development goals. Indeed, the behaviour of citizens has a bearing on how to approach work and interpret national policies and programmes. People who do not understand, let alone observe the society’s principles and values cannot appreciate their roles in national; development and in keeping the country as a cohesive whole. The national principles and values that are in the Constitution must be taught to the younger generation so that they can grow with them. This is because the youth are the future leaders of this great country. It is therefore worrying to be receiving reports of young people engaging in activities that reflect a lack of morals.

We know that when children are on their own they engage in many pranks, but as long as they are in a restricted space there is no harm. It is part of the privileges of childhood. It is, however, different if what the children are doing in privacy when they are in a confined place is shared with the public. What was the motive for posting on social media a video taken in a room where children were engaging in child play? On the other hand the girl should also not have allowed her pranks to be captured on phone because she would have no control over the material. Let us teach our children to appreciate that there is life and peace in observing national principles and values such as patriotism and national unity, morality and ethics.

COVID-19 Says About Us By JOHN FEFFER A crisis, according to self-help and leadership books, reveals much about a person’s character. The same can be said of a nation’s character. Since the latest pandemic began to spread out of China in 2020, countries responded in very different ways to the challenge. There was ingenuity, inflexibility, incomprehension, and sheer incompetence. Diversity can be a beautiful thing. But not when it comes to battling a pandemic. It wasn’t supposed to be this way. There was supposed to have been greater uniformity in response. After the 2003 SARS epidemic, the World Health Organization (WHO) came up with new guidelines for responding to such outbreaks. These regulations are legally binding, and 196 countries signed the framework agreement. Unfortunately, as Selam Gebrekidan reports in The New York Times: Dozens of countries are flouting the international regulations and snubbing their obligations. Some have failed to report outbreaks to the organization, as required. Others have instituted international travel restrictions, against the advice of the WHO, and without notifying global health officials.

Citizens and journalists who have been trying to tell the full story of China’s war on the coronavirus still face censorship and harassment.

Let’s take a look at a few countries — China, South Korea, Italy, and the United States — to see how the diversity of responses to the current coronavirus crisis showcases the best and the worst that these political systems have to offer.

The Chinese government’s actions were not arbitrarily autocratic. “China’s leaders did fumble at the very start, yet in short order they acted far more decisively than many democratically elected leaders have to date,” Ian Johnson writes in The New York Times. “Authoritarian or not, they also want the public’s approval. Chinese leaders may not face voters, but they, too, care about legitimacy, and that hinges on performance for them as well.” And it’s not as if the democratic countries that eventually followed China’s example put their decisions to a vote.

THE PANDEMIC BEGINS China has treated the coronavirus as if it were an outbreak of political dissidence. It has deployed the power of the state to stamp out the infection. It has censored dissenting voices. And, as is often the case with blunt-force approaches, it has achieved some success. While the virus is multiplying rapidly around the world, it seems to have been contained in China. But there have been some disturbing side effects. After some initial confusion, to put it charitably, the government moved quickly to shut down the epicenter of infection in Wuhan, the capital of Hubei province. The first case was reported on December 31 of last year, the new disease was identified as a coronavirus on January 7, the first death occurred in China on January 9, and Wuhan was under quarantine by January 23. That two-week period between the first death and the announcement of the quarantine might seem like a long time. But on January 24, the government was still reporting only 830 infections. And, in some quarters, China was criticized for overreacting by shutting everything down, from schools to factories. One week later, however, the number of infections had climbed to nearly 10,000.

The quarantine methods wouldn’t show much effect until mid-February, when new infections began to level off. On February 18, Beijing reported around 72,000 infections. A month later, it had only reached around 81,000. The government had the centralized authority to enforce the quarantine. It shut down internal transportation, canceled Lunar New Year celebrations, and shuttered Shanghai Disneyland. It deployed drones to warn groups of people gathering in public to disperse and go home. It placed millions of uninfected people in what amounts to house arrest, allowing only one member of a family household to go out every two days. The government also attempted to censor the first reports of the new disease.

Li Wenliang, a doctor in Wuhan, posted on social media on December 30 the first warnings about the coronavirus. The police brought him in for questioning and forced him to sign a statement that he had made “false comments” that had “severely disturbed the social order.” He later died of the disease. The quarantine methods produced their own casualties. As Human Rights Watch notes: A boy with cerebral palsy died because no one took care of him after his father was taken to be quarantined. A woman with leukemia died after being turned away by several hospitals because of concerns about cross-infection. A mother desperately pleaded to the police to let her leukemia-stricken daughter through

Meanwhile, the success of China’s approach owes as much to the public’s sense of responsibility as it does to the government’s autocratic methods. Writes Tony Perman, who was quarantined in Shanghai, “Certainly the reality of authoritarian control, the subservience of the individual to the state or the collective, and the pressure to conform made widespread habit change both more feasible and acceptable, even if due to fear of retribution. But there was a palpable ‘all for one and one for all’ ethos.” THE SOUTH KOREAN WAY Even before South Korea experienced its first coronavirus case, the Korean firm Kogene Biotech was getting its test kits ready for production. Soon thereafter, the South Korean government gave regulatory approval for their use in the country.

60-70 percent of the population will likely be infected before the outbreak is over. The Finns started preparing for the worst back in January, even taking steps to allow people to get communicable disease insurance in the event of quarantine. The hardest hit country, however, has been Italy. As soon as two Chinese tourists in Rome tested positive at the end of January, Italy declared a state of emergency and stopped flights from China. When the virus appeared again, just outside the northern city of Milan, the patient was originally thought to have been infected by a colleague returning from China. But the colleague tested negative. The virus, in this case, more likely came from Germany.

As with China, there were some initial missteps, such as when the Moon Jae-in prematurely declaredthe virus contained in mid-February. But the hyper-connected country has been able to practice social distancing with relative ease as people went online to work remotely, order groceries, and maintain contact with friends. The South Korean approach also seems to have worked. The rate of infection has leveled off, and the death rate remains very low at less than 1 percent. Instead of the draconian quarantining that China implemented, South Korea has relied on technology, a rapid response aided by ppali-ppali (fast-fast) culture, lots of testing and follow-up, and a general spirit of compliance. ITALIAN FIASCO European countries have responded in quite different ways to the virus. Several countries, including a number

Two other factors have aggravated the crisis in Italy. There’s the scofflaw tradition whereby many Italians flouted the initial lockdown declared in the northern region to crowd the rail stations and flee town by any means. One woman even paid over $1,300 to take a taxi from Milan to Rome.

After initially praising Xi Jinping’s hardline response to the crisis, Trump and his allies reversed course and started to blame China when the infections began to mount domestically.

AMERICAN EXCEPTIONALISM

Soon enough, the South Korean government switched to testing overdrive. On February 26, the country began drivethrough testing. By March 9, nearly 200,000 people had been tested for the disease. The government is also, more controversially, using a phone app that relies on GPS to track those in quarantine and make sure that they maintain their self-separation. A rigorous triage has sent all but the most serious 10 percent of the infected to recover at home, lessening the strain on the medical system.

Trump has been the leader of the pack at all five stages. On January 22, just as the Chinese government was preparing to quarantine Wuhan, Trump said about the prospects of a coronavirus outbreak in the United States, “we have it totally under control. It’s one person coming in from China, and we have it under control. It’s going to be just fine.”

The real problem was neither China nor Germany. It was the Italian hospital that grossly mishandled that initial case. That helps to explain the high mortality rate of the disease in the Mediterranean country. In China, the mortality rate is 3.8 percent. In Italy, it’s nearly double at 7.3 percent.

The first cases in South Korea originated from China, which reawakened significant anti-Chinese sentiment that had been dormant since the resolution of the last trade dispute in November 2017. By the middle of February, however, a much more significant outbreak of the disease could be traced to one of the many cultlike religious sects in the country, and infections quickly rose into the thousands.

Instead of following the South Korean example and making sure that testing kits were available, the Trump administration squandered the window of opportunity, By the time test kits were sent out, it was late in the game and those first kits were, in any case, faulty. Writes David Leonhardt in The New York Times, “The Trump administration could have begun to use a functioning test from the World Health Organization, but didn’t. It could have removed regulations that prevented private hospitals and labs from quickly developing their own tests, but didn’t. The inaction meant that the United States fell behind South Korea, Singapore and China in fighting the virus.” Trump has finally awoke to the severity of the problem, no doubt as a result of having close brushes with infected people at the Conservative Political Action Conference and with a delegation from Brazil that visited him at Mar-a-Lago. But he has acted erratically and dangerously. His European travel ban was done without consultation with allies and put Americans hastily returning from Europe at the mercy of unprepared airport security. But perhaps the most unsettling failure has been the lack of federal coordination, with different messages coming from different parts of government and states left to manage things as best they can. Governors have clashed with the president; mayors have clashed with governors. In his most recent punt, Trump told governors not to wait for federal assistance when it comes to acquiring necessary ventilators, but “try getting it yourselves.” Get it yourselves. That kind of message is grimly appropriate in a country without national health care. With a message like that coming from the top, it’s no wonder that Americans are stocking up on rice and toilet paper, like people around the world — but more pointedly, guns and body armor as well. If it’s “all for one and one for all” in other countries, in Trump’s America, it’s “all against all.” This is what happens when you run on a platform devoted to the “deconstruction of the administrative state,” as Steve Bannon put it so colorfully. First you get deconstruction when Trump takes office. Then you get destruction, when Trump’s minions go to work. Finally, when all the competent people have been escorted out of government, you get uh-oh. In this sense, the coronavirus is nothing new. AAMBA Collieries Limited (MCL) has embarked on a tree-planting campaign around its power plant and surrounding areas. This is a deliberate and determined efforts to restore the natural vegetation cover in the areas surrounding its operations, as

Maamba Collieries Senior Mine Manager Scott Phiri, said MCL believed that it had a role to play in affecting the change. “The company has embarked on a tree-planting campaign around its power plant and surrounding areas. “As the trees mature and absorb carbon dioxide, a carbon dioxide sink will be created, increasing the amount of oxygen in the air and improving our environment,” Mr Phiri said. He said MCL had put in place a tree nursery to supply saplings for the rehabilitation of environmental liabilities that the company inherited, and to improve the ecosystem of

the areas surrounding the plant. “We involve our employees in the planting exercise so that together we can reinforce the message of the importance and benefits of planting trees at work as well as their homes where they can encourage their families to be planting trees within their yards. That to us will be a positive impact on climate change,” Mr Phiri said. MCL has put in place a proactive policy of planting over 30,000 trees a year, and to complement this tree-planting programme. It has established a nursery in which it grows about 16 different tree species, most of which are indigenous to the area, including fruit trees such as mangoes, avocados,

masau (wild fruit). The saplings from the nursery are donated to local churches, schools,

hospitals, and government wings, who then assist in the distribution and caring of the trees, creating a

AVOID buying uncertified hand wash, sanitisers and masks because it may be a risk for the coronavirus says the Zambia Compulsory Standards Agency (ZCSA). ZCSA Communications Officer Caroline Kalombe says the agency is aware that some unscrupulous traders may take advantage of the heightened demand for the commodities by producing unsafe products and placing them on the market. “The sale of substandard and unsafe products is not only against the law, but is also immoral, bearing in mind that such products are urgently required,” she said. Ms. Kalombe says that in light of the coronavirus cases recorded in Lusaka, there has been increased demand for

sanitizers, gloves, tissue, soaps and masks, but there was need for consumers to be mindful of the quality of products on the market. She says the agency will continue to work with other government agencies to ensure the public is protected from purchasing substandard and unsafe products at this critical point in time. She stressed that ZCSA is committed to ensuring the safety of products subject to compulsory standards and conducting critical inspections. “The Agency would like to assure members of the public that it is committed to ensuring the health and safety of Zambians by continuing to provide its services to the business community and the public at large,”she said.

Coronavirus: Government to pay up to 80% of workers' wages THE government will pay the wages of employees unable to work due to the coronavirus pandemic, in a radical move aimed at protecting people's jobs. It will pay 80% of salary for staff who are kept on by their employer, covering wages of up to £2,500 a month. The "unprecedented" measures will stop workers being laid off due to the crisis, chancellor Rishi Sunak said. Firms have warned the virus could see them collapse, wiping out thousands of jobs, as life in the UK is put on hold. Mr Sunak said closing pubs and restaurants would have a "significant

impact" on businesses. It is understood that the wage subsidy will apply to firms where bosses have already had to lay off workers due to the coronavirus, as long as they are brought back into the workforce and instead granted a leave of absence. The chancellor said the move would mean workers should be able to keep their jobs, even if their employer could not afford to pay them. He said they were “unprecedented measures for unprecedented times.” The wages cover, which relates to gross pay, will be backdated to the start of March and last for three months, but Mr Sunak said he would extend the scheme for longer “if necessary”. The scheme, which will be run by HMRC, is expected to make the first grants to businesses “within weeks”, a Treasury spokeswoman said.- BBC

CUTS spells out public debt concerns BUUMBA CHIMBULU writes @SunZambian GOVERNEMENT should strengthen the current legal framework to prevent the country’s debt levels from unsustainably escalating, Consumer Unity Trust Society (CUTS) international Programme Officer, Kangwa Muyunda, has suggested. Zambia's external debt currently stands at US$11.2 billion. Ms Muyunda said one of the reasons that had led to Zambia’s escalating debt was loopholes in legal framework overseeing public debt. She said Zambia debt levels had continued to escalate while investments in public services are declining. Ms Muyunda was speaking at the MultiStakeholder Meeting on Public Debt Legal Framework in Lusaka last week. “Citizens are feeling the impacts of high public debt levels and are becoming increasingly concerned about Zambia’s growing debt burden “There is need for the legal framework to be strengthened in order to prevent the country’s debt levels from unsustainably escalating,” she said. Ms Muyunda observed that high debt levels had led weakened Kwacha and less confidence in the economy, thereby having fewer investments. This, she explained, in turn had an impact on inflation increasing the cost of living and doing business for Zambians. She emphasised the need to also have a strong legal framework that could ensure that debt was effectively managed. Ms Muyunda explained that prudent public debt management ensured that a Government’s financing requirements and debt service payments were met at minimal cost and within a prudent level of risk. “For a time, when the country borrowed almost entirely from bilateral and multilateral lenders such as the World Bank, the existing legal and institutional frameworks were appropriate. “But, with commercial borrowing since 2012 and the growing complexity of the debt portfolio, the public debt laws demand an update to adapt them to changed advanced circumstances,” she said.

AFRICA has seen its coronavirus cases pass the 1,000 mark this weekend. There are currently 1,198 confirmed cases of Covid-19, the continent's Centre for Disease Control has announced. Uganda reported its first case last night after testing a passenger who had returned home from Dubai. The confirmation came hours

after President Yoweri Museveni had announced several crowd control measures including banning of all flight operations starting midnight on Sunday. In neighbouring Rwanda, the government has announced that it may extend its 14-day lockdown which was imposed last week on Thursday. Rwanda has so far recorded 17 cases

of Covid-19, the most in the east Africa region. In the Democratic Republic of Congo recorded its first Covid-19 related death after a doctor who had returned from France succumbed to the disease. Iran refuses US offer of aid

As a part of a drill to increase Covid-19 pandemic awareness and prepare for the worst, India has launched a 14-hour ‘self curfew’ to test Indians’ readiness for social isolation and quarantine. “Let us all be a part of this curfew, which will add tremendous strength to the fight against [the] Covid-19 menace,” Indian PM Narendra Modi tweeted minutes before the ‘self-curfew’ went into effect. “The steps we take now will help in the times to come.” While there will be no penalties for going outside of the house, Indians were advised to stay home to test their own preparedness for isolation and social distancing in case of emergency. India has a relatively low number of 315 infections and only four deaths so far. However, taking note of the crises in other states, the country is preparing for the worst and testing its healthcare crisis response systems. “Science still doesn’t have a vaccine for [the coronavirus]. The trend in countries shows it explodes after a few benign weeks,” warned Modi in his address to the nation on Friday, lest Indians be lulled into thinking they are somehow immune to the Covid-19 disease that has killed over 13,000 people among some 300,000 infected globally. All open-air weekly markets have been suspended. Across Italy there have been 53,578 total cases to date, with about 6,000 people having recovered.

In this regard, he shares with the likes of former Mufulira Wanderers’ legends Dickson Makwaza and Abraham Nkole, Obby Kapita (Green Buffaloes) and Willie Phiri (Nchanga Rangers) among other players in Zambian football, for having shown rare loyalty of having played for one team only throughout their careers. Mumba’s most memorable moments, it goes without saying, was being part of the team that won the 1991 African Cup Winners Cup (also known as Mandela Cup) at

the time, now known as the CAF Confederations Cup when Power Dynamos beat Nigerian side BCC LIond 4-2 on aggregate. Among his teammates of the famous winning team were Lions “Socrates” Makwaza, Richard Sikanyika, Pearson Mwanza, Webby Chilufya, Wisdom Chansa and Martin Mwamba. Winter’s only Premier league win with Power Dynamos was the 1991 title, the club’s second crown then, following its first one stolen in 1984. In both cases, the title was gotten from Kitwe rivals Nkana, themselves, Zambia’s most successful club in the topflight with 12 titles, half what Mumba’s former team has won.

He said bearing in mind the present circumstances of an extraordinary nature, the World Football Governing Body supports the postponement of the remaining steps of the electoral process until the health risk be cleared at national level. Omba has since requested FAZ to provide the Football governing body with a regular update on the situation. FIFA has also highlighted that the aforementioned postponement of FAZ elections is not incidental on the mandate of the incumbent Executive Committee which shall remain in office until elections are held. This is contained in a statement released to ZANIS in Lusaka today by Football Association of Zambia (FAZ), Acting Communications Manager, Sydney Mungala. FAZ was scheduled to hold elections on March 28, 2020 but the global Covid-19 threat has forced the Kamanga executive to postpone the polls until the situation normalizes. All major sports activities have been put on hold as the fight to combat the coronavirus continues. Coach Samuel ‘Tagwi’ Tagwireyi admitted that the suspension of the trainings would affect his players but was confident most of them would keep

sharp by engaging in individual training programs at home. Coach Tagwi said he was familiar with the players as he coached most of them at Argentina Youth Olympic Games. The team surprised the world by finishing fourth and in the process beating hockey giants, Poland. All sports events and activities have been suspended in Zambia in the wake of the Corona virus (COVID-19) Pandemic. Zambia has so far recorded three cases of the virus that has affected the globe.

“So without taking anything away from Coach Ndhlovu who has done exceedingly well since his appointment as head coach, we thought of making use of his expertise to nature and groom the young talent at our nursery club for future use of our senior team,” said Cholwe. Asked if this move meant a demotion, the General Secretary could neither confirm nor deny. “As far as am concerned he (Matthews Ndhlovu), has a running contract with us which was extended from 28 February 2020 upon expiry to the end of the season. So everything is just as it is except him being taken to head the junior team. “The only thing I can say is that we are in high mode and the remaining 10 games will be crucial in respect to our Super league promotion objective so whoever takes up this demanding role should bear this vision in mind,” said Cholwe. Asked on the replacement of the coach the club is targeting the Indeni boss said they have been on the market and spoke to some highly notable coaches. “We engaged one super league coach who was top of our list, but unfortunately his only available in June, on that list too we have in mind Allan Kamwanga who knows this team and other tacticians so we

shall see who can give us what we want in the remaining 10 games.” Ndhlovu who has coached Indeni FC about three times at different occasion told Eden Sports that he was ‘okay’ with the move. “The fact that they have been always considered me in previous appointments is an indication, enough, of the confidence and respect the executive has for me. THE Ministry of Sport says it is not in a position to issue a statement over the contract for Milutin ‘Micho’ Sredojevic who was unveiled as national team head coach in February. The head coach is yet to receive a salary despite him building up teams ahead of the the Africa Cup of Nations (AfCON) qualifiers and African Nations Championship (CHAN) tournament that had been scheduled for April but now put off due to coronavirus fears. When contacted for Government’s position, Permanent Secretary Joe Kapembwa said he was not in a position to discuss Micho’s contract. “I am not in a position to discuss or talk about that issue. Right now I can’t comment on that,” he said. Football Association of Zambia (FAZ) Vice-president Rix Mweemba recently revealed that Government was yet to approve Micho’s contract. Mweemba said the association was doing everything possible to take care of the Serb. Zambia Football Coaches Association (ZaFCA) vice-chairperson Lewis Shambulo has advised Government and FAZ to engage in a round table meeting for an amicable solution. “That’s an administrative issue and for now we are not privy to what agreement they entered into. But our advice is for the two parties which is FAZ and Government to quickly call for a round table meeting to resolve the issue. Because if left hanging, it’s the nation that will lose out,” he said.

Lorenzo Sanz: Former Real Madrid president dies after contracting coronavirus FORMER Real Madrid president Lorenzo Sanz died on Saturday after being taken to hospital with coronavirus. Sanz, 76, was president at the Bernabeu from 19952000, a period in which Real won the Champions League twice. "My father has just died," wrote Sanz's son Lorenzo Sanz Duran on Twitter. "He did not deserve this end in this manner. One of the best, most courageous and hard working people I have seen in my life. His family and Real Madrid were his passion."
