Regional News Why Ombudsman did not file malversation charges vs 3 senators? ORMOC CITY -- Atty. Levito Baligod, a former whistleblower lawyer, said he is wondering why the Ombudsman has omitted the malversation charges against the senators, (Senators Jinggoy Estrada, Ramon Bong Revilla and Juan Ponce Enrile) when in fact, it is the easier crime to probe and as grave as the plunder, also a non-bailable case. Atty. Baligod, with his wife Marilou "Malut" Veloso Galenzoga, were in the city during a recent visit. The lawyer said that, in malversation there is no need to probe that a public official receive a kickback and the only thing to do is to prove whether a public fund is misused or not. He explained that probing will just have to include producing the statements of the supposed recipients who denied receiving anything. In malversation case, if the amount in quuiestion exceeds P22,000, it is already nonbailable. Baligod said he is wondering why the Ombudsman has omitted the malversation charges when it was one of the charges he filed aside from plunders and anti-graft cases. He said that the Ombudsman also validated by interviewing all the listed individuals who, in one denied receiving any. He added that the denial of the supposed recipients is enough to probe that there was indeed proof of misused fund and if the amount exceeds P22,000 it is

He further explained that in malversation, you don’t have to probe that money actually changed hands adding that you only probed that the public fund was misused and the legislator participated in the misusing of the fund. And he added that the evidence for this is the endorsement of the legislator favoring the NGOs operated by Janet Napoles. “In malversation, negligence is the mode of committing it. Why would you give hundreds of millions to an NGO when you did not talk to the officers? If they done so they should have discovered that the officers were drivers, yayas, gardeners, cooks, and security guards of Napoles” Atty. Baligod points out. OSVA president surprised with Sen Cayetano's support ORMOC CITY -- The president of the Ormoc Sidewalk Vendors Association in the city’s public said she was surprised when she learned that a man who is unfamiliar to her, came to look for her while she was not around. Lourdes Pangaral, in an interview said that her stall neighbor told her that she was invited to attend a assistance distribution program in which their association is a beneficiary a project of Senator Allan Cayetano. The activity was to be held at Villa hotel on July 15. She said that she immediately told the members of their association to join her in attending such activity so that if indeed, their group is a beneficiary, then they can witness the turning over of any assistance, if there was any. But Pangaral explained that she was hesitant to attend the activity because she didn't know of any reason why her group has

become a beneficiary. And indeed, during the program, the senator announced that the association is the beneficiary of his project. Pangaral said that she is happy to realize that the senator had recognized her group even if it is just a very small part of the business sector. Pangaral admitted that most of them, as small businessmen in the public market, are having problem with their monthly dues being collected by loan sharks. One factor, she said, is when one of the family got sick and certain amount of money has to be spent for the medicine and most of the times, monthly payments for lending agency are being used for medical expenses. Cayetano's assistance might ease them from paying high interest to these lending institutions, Pangaral added. RCD

Permanent homes for Yolanda survivors TANAUAN, Leyte – In this town, more permanent homes will rise soon for 300 families made homeless by super typhoon Yolanda. This was learned recently from Tanauan Mayor Pelagio Tecson following the ground breaking ceremony of the SOS Primetown Housing Project in Brgy. Pago, this municipality. The ground breaking ceremony signifies the immediate start of the construction of the housing project. Mayor Tecson said the project is the fourth relocation site in said municipality which will be sponsored by SOS Villages International. He pointed out the need to relocate the survivors to a safer ground so homes can more effectively withstand the country’s all-too-frequent typhoons in the future. A total of 1,500 permanent homes are targeted to be constructed for Yolanda

survivors in Tanauan, Leyte. Out of this number, 1, 200 are being constructed by the national government through the National Housing Authority (NHA) in partnership with the Gawad Kalinga, 50 of which have already been turned over to the beneficiaries. Along with the ground breaking ceremony was the signing of the memorandum of agreement between the local government unit of Tanauan led by the mayor and SOS Children’s Villages President Siddhartha Kaul. Tecson also emphasized that this move is in line with the thrust of the national government to build back better in Yolanda affected areas.
