ORMOC CITY --- Businessmen from all over the Visayas Region gather together in this city for a three-day conference. The activity is expected to boost not only local economy in the region but also the tourism in Eastern Visayas. The 25th Visayas Area Business Conference, which is hosted by this

city with the support of the Philippine Chamber of Commerce and Industry takes place at Sabin Resort Hotel in Barangay Bantigue on September 14 to 16, 2016. The conference is organized by the Ormoc Chamber of Commerce and Industry with the theme “Change is here.”

The six ordinances deliberated and passed by the Sangguniang Panlungsod in the past two months are: Ordinance No. 001 – An Ordinance Establishing the Rules of Procedure in the Conduct of Administrative Investigations against Elective Barangay Officials in the City of Ormoc.

Espinosa submits counter affidavit on the murder complaint filed against him ORMOC CITY --- Albuera Mayor Rolando Espinosa Sr recently filed his counter affidavit at the City Prosecutors Office here on the murder complaints filed against him and two others by certain Mercidita Bucabuca, the widow of retired cop Alfredo Bucabuca.

Espinosa was represented by a Cebu-based female lawyer who asked not to be identified for fear of her life. Aside from the submission of counter affidavits, Espinosa’s camp also subscribed to the City Prosecutors Office his counter affidavit on six other different complaints filed against him in different prosecutors office in Leyte. Her lawyer explained that the mayor has 2 complaints for murder, one is that of Bucabuca, while the other she did not mention saying they just received the subpoena last week. She said that two charges were filed on the ground of that 11 kilos of shabu, with explosives found inside his residence in Sitio Tinago, Brgy.

Ormoc businessmen push “One Visayas” tourism campaign ORMOC CITY --- Businessmen and traders in this part of the country are pushing for “One Visayas” tourism campaign for the purpose of exposing potential tourism destinations not only in this city but in other areas in Eastern Visayas. The campaign also aims to gain global attraction for these potential tourist destinations. During the recent press briefing, Ormoc Chamber of Commerce and Industry president Jude Abenoja said tourism could be one of the major gateways for investments to reach the island provinces of Eastern Visayas. Ormoc is hosting three-day business conference of businessmen in whole Visayan region and discussions on tourism is one of the highlights of the confab. And to make the discussions more interesting, Abenoja informed that Tourism Secretary Wanda Teo was invited to be one of the

resource speakers. Abenoja also revealed that the chamber has requested the support of the Department of Interior and Local Government, which has the discretion to urge local government officials to attend the conference. He also said that the business gathering would be the best opportunity for the public and private sectors to discuss the growing economy in the region and the employment opportunities, not only in Region 8 but in whole Visayas. And, of course, with the hosting opportunity given to Ormoc, the city has now gets an equal share of exposure for the first time in the history of the conference in 25 years. The chamber president also said that business community in the city is now confident that tourism will be given priority as Congresswoman Lucy TorresGomez, an Ormocana was named chair of the Tourism committee in the House of Representatives. Crafted by the Committee on Police, Fire, and Penology pursuant to the provision of Section 454 of the Local Government Code which empowers the council to create such office for a systematic and efficient management of traffic conditions within the city. Ordinance No. 006 –An Ordinance Declaring the Old Ormoc City Hall as a City Cultural Property and Regulating its Disposition. Crafted in pursuant to the 1987 Constitution that mandates the state to conserve, develop, promote and popularize the nation’s historical and cultural heritage and resources, as well as artistic creations. The Old Ormoc City Hall is now declared as a city cultural property which is regulated and shall be used only for cultural purposes which shall include but not limited to museums, libraries, archives, heritage centers, and cultural and artistic centers. In his remarks, Mayor Gomez lauded the effort of the council for creating such laws that are in line with his development thrusts and priorities in Ormoc and for having the initiative known to public. 8ID sends troops to Mindanao Onik calls another Kerwin’s cohort to surrender ALBUERA, Leyte --- Mayor Rolando “Onik” Espinosa Sr, once again appealed to his son Kerwin Espinosa Jr., to turn himself in to the authorities so the government can extend help to him. In a brief meeting with media after he submitted his counter-affidavit at the Ormoc City Prosecutors’ Office, the mayor again repeated his call for his son to surrender to avoid him being killed while in hiding. It can be remembered that the mayor has mentioned four cohorts of Kerwin the first time he called for them to surrender. They were Ferdinand Rondina, Galo Stephen Bobares, Max Miro and Tonypet Zaldivar. Zaldivar was first to gave himself in to the police a day after the mayor called CAMP Gen. Viente Lukban, Catbalogan Samar --- The 8th Infantry (Stormtroopers) Division Philippine Army sent another unit in the island of Sulu to augment the other maneuvering troops in compliance with President Rodrigo Roa Duterte’s government mandate against the Abu Sayyaf Terrorist Group. The send-off ceremony was conducted at Calbayog City Airport recently with Brig Gen Alan R Arrojado AFP, Deputy Commander, CentCom as Guest of Honor and Speaker accompanied by BGen Cesar M Idio AFP, the 8ID Assistant Division Commander. During the ceremony, Capt John O Geronimo, the Division Chaplain blessed the troops for having God’s guidance in fighting the terrorists. After which, Col Mario C Lacurom, Commander 803rd Infantry “Peacemaker” Brigade presented a plaque of recognition to Lt Col Carmelito T Pangatungan, the unit Commanding Officer on behalf of the “Innovators” for their laudable services rendered in Eastern Visayas Region. Furthermore, a generous Ms. Myta Maglabus, former President of Rotary Club of Mactan gave rosaries and spiritual booklets to spare God’s wisdom and courage among the troops. In addition, Mr. Mike Ato, Deputy Officer of the Presidential Assistance

for the Visayas and Mr. Kenneth Sotto, Country Director, Project Abroad Philippines donated 33 sando bags of assorted goods, three boxes of medicines/ vitamins, 23 boxes of canned goods and 31 sacks of rice that will help sustain the food and medicine requirements of the troops. Along this line, Lt Col Carmelito T Pangatungan reported the completeness of the troops followed by the inspection by Brig Gen Alan R Arrojado prior the boarding to Air force C-130 plane. As a former Joint Task Group Sulu Commander, Brig Gen Arrojado gave points of view in accordance to his experiences in the area on what they are going to face in hunting the Abu Sayyaf Group. He gave emphasis on the provisions of Combat SOP’s and the individual tactical preparedness against the terrorists to keep in line of strength all throughout the battle. He also added to the troops on the observance of human rights despite of terrorists’ blood affinity among the residents in the area. The unit will be stationed in the area of Jolo, Sulu to conduct focused military operations. Henceforth, the AFP is asking the sympathy of the people of Sulu to support the ongoing operation to help achieve our long aspiring peace and development in the Southern Philippines. RCD

Other local governments of Tacloban, Baybay, the Provincial government and other congressional districts in the province of Leyte already pledged support. That the angle of possible assassination is getting obvious. That his death was something to do with illegal drug business. So, because of that, the big men of the protection syndicate decided to just scrap Robredo, removed him from the picture and made him look like a hero by giving a state burial. The yellow flock saw to it that nobody would even get any gist of the assassination. But now, with the turn of events, the presidential candidate whom the yellow flock didn’t want to win, was voted upon by sixteen million people. President Rodrigo Duterte’s policies are now made known not only in the whole Asia, but throughout the whole world. Russian President Vladimir Putin even expressed his appreciation and admiration to Duterte. Japan also expressed its high regard to Duterte and his administration by giving away two brand new warship, as a gesture of appreciation and respect.

ORDER Petitioner Spouses Valeriano and Virgilia Gariando seek the nullification of the Certificate of Live Birth of the late Jeffrey Gariando Uy. Petitioners allege that the late Jeffrey Gariando Uy who died on June 29, 2014 was their child who was born on October 18, 1986 at the EVRMC, Tacloban City. Petitioners claim that contrary to what appears on the birth record of the late Jeffrey Gariando Uy his natural parents are herein petitioners and not the Spouses Juan Uy and Carmen Gariando. Carmen Gariando is the sister of herein petitioner Valeriano Gariando. Since Spouses Juan Uy and Carmen Gariando are childless herein petitioner Spouses Valeriano and Virgilia allowed the former to take custody of Jeffrey Gariando Uy. Jeffrey grew up in the custody of Spouses Juan and Carmen Uy until he finished college and eventually landed a job. However, due to vehicular accident Jeffrey died on June 29, 2014. At the time of his death, both Spouses Juan Uy and Carmen Gariando are also already dead. When petitioner Spouses Valeriano and Virgilia processed the papers to claim the death benefit for Jeffrey, they were surprised to learn that the birth record of the late Jeffrey Gariando Uy is “fictitious and simulated” as his named parents are Juan Uy and Carmen Gariando. Petitioners felt aggrieved because they never consented, either express or implied, that Spouses Juan and Carmen would register Jeffrey as their own child. Moreover, no adoption proceedings was also made to formally adopt Jeffrey by Spouses Juan and Carmen.

Petitioners being the natural parents of their child Jeffrey, pray for the nullity of his NSO record and that it be replaced with the actual birth records as recorded at the EVRMC, Tacloban City. St. Michael, Palo Leyte which resulted to the

arrest of Pedro Mari y Pilola Jr. alyas “Pedok”, 56, married, self-employed, and resident of San Juan St., Brgy. St. Michael, Palo Leyte. Purchased and seized from the suspect were two (2) pcs. heat-sealed sachet of suspected shabu weighing MOL 25 grams, with an estimated market value of two hundred thousand eight hundred pesos ( P200,800).
