Streetlight Football Cup, Music Festival rock local fans ORMOC CITY --- Sports and music with message was the highlight of the recent Streetlight Football Cup 2016 and Music Festival activity hosted by this city. The three-day activity was embraced by local fans from the opening until the final night. The final and awarding night was a tinted with a free musical concert at the city stage. A huge crowd came to witness the event. The Filipino rock band, SpongeCola was at the center

stage. The football event was participated by about 85 teams which competed under different categories. During the opening ceremony, Erlend Johannessen, a Norwegian national who founded Streetlight, said that there is no better way to reconcile, strengthen, and to unite than through sports. DPWH SLeyte sustains absorptive capacity gains MAASIN CITY, SLeyte – For the first seven months of this year, Southern Leyte District Engineering Office (SLDEO) is able to maintain its status as topnotcher in absorptive capacity among 13 district offices of the Department of Public Works and Highways (DPWH) in Eastern Visayas. Records show that of the P823.93 million total cash disbursement in the notice of cash allocations from January to July this year, the district office achieved 100 percent utilization as of July 31, 2016. “Our remarkable performance in absorptive capacity is a result of regular inspection and regular coordination meeting with project engineers and contractors to thresh out problems and concerns,” said District Engineer Ma. Margarita C. Junia. The absorptive capacity is determined by dividing the total obligation incurred by the total net allotment. It is measured by the ability to obligate the allotments received from

DPWH central office and Department of Budget and Management. The district office got P1 billion for the implementation of 84 projects under the 2016 infrastructure projects based on National Expenditure Program. These include rehabilitation, upgrading and construction of national highways, improvements and widening of national roads, construction of missing gaps, offcarriageway improvement, and million for construction and maintenance of bridges along national highways. Also listed are construction and maintenance of flood mitigation structures and drainage systems, improvement of access road leading to tourist destinations, and construction and repair of various infrastructure including local projects. 3 inmates at penal colony escape

Leyte Regional Prison ABUYOG, Leyte --- Three inmates from the Leyte Regional Prison were found missing and believed to have bolted the penal colony according to a colony guard who asked for anonymity. The three inmates were identified as Allan Canonce of Kalingkaging, Barugo, Leyte who is convicted for rape, Dominador Rom, a Political Detainee, who is convicted for robbery with homicide, from San Agustin, Jaro, Leyte and Alberto Bartolome, convicted for RA 9165 the Comprehensive Law Against Illegal Drugs of 2002 who are all sentenced to Reclusion Perpetua or life sentence. ORMOC CITY --- City Mayor Richard Gomez wants changes and improvement at the City Food Park and sought the cooperation of the stall owners. In a meeting called for by the city mayor recently, matters on changes and development plans at the area were discussed. Councilor Dr. Mayong Rodriguez, who chairs the committees on Economic Enterprise, Finance & Appropriation and Health & Sanitation also attended the meeting. It was learned that one big problem in the area was the drainage. It was found out that a large quantity of left-overs go directly to the river and sea, despite the daily collection of wastes by the garbage truck. To address the problem, the city officials urged the stall owners to maintain sanitation in their areas, and separate leftovers when dishwashing as much as possible to keep those from getting into the river and sea, causing a foul smell. A drainage and water treatment facility will also be built in order to better solve the drainage problem. Furthermore, the local government will be redesigning the construction plan of the

BAYBAY CITY --- The role of the farmers and the fishermen was highly recognized during the recent celebration of the 92nd Founding Anniversary of the Visayas State University, this city. Nearly two thousands representatives from different towns and cities in the region participated the said event, which coincided with the 2nd Coconut Festival. Adilina Carreno, a training coordinator and the vice chairman of the search committee, said that the activity was aimed to honor the farmers and fisherfolks, particularly those who belong to the group being considered as “partners” of VSU in its implementation of the agriculture and fishery production and other agricultural programs.

Seven local governments and twelve farmers and fishermen association came to participate and joined the competitions in some categories such as Larong Pinoy, Rodeo Livestock Challenge, Sangka sa Pinaka and cooking contest. During the recognition, Loreto Gudoy of Brgy. Can-ipa, this city, was named as the Outstanding Vegetable Farmer. He received P20,000 cash and another P20,000 worth of planting materials from UNACO Inc. The Outstanding Farmer Association Award went to Macupa Farmers Association from Leyte, Leyte receiving P30,000. Outstanding Farmer Entrepreneur was won by Socorro Codilla of Brgy. A history is being made A history is now being made by President Rodrigo Duterte. Some of those who didn’t want him to be the President do not like it but they can do nothing about it. First part of that history is, Digong has the highest trust rating as compared to his predecessors from Cory Aquino until Noynoy Aquino. Aside from being the first President who hails from Mindanao, he also has a Moro descent. Second is, he is the only President who waged war against illegal drugs. Some of the leaders before him may even have had involvement in the illegal trade but he is the only one who has that guts to challenge the drug lords and their cohorts.

Part of this is the reimposition of the Death Penalty. However, shifting to Federal system is not the priority unless a thorough study is conducted. But if the country is able to move to Federal system during his watch, it will surely be an important part of the history.

Petitioners allege that the late Jeffrey Gariando Uy who died on June 29, 2014 was their child who was born on October 18, 1986 at the EVRMC, Tacloban City. Petitioners claim that contrary to what appears on the birth record of the late Jeffrey Gariando Uy his natural parents are herein petitioners and not the Spouses Juan Uy and Carmen Gariando. Carmen Gariando is the sister of herein petitioner Valeriano Gariando. Since Spouses Juan Uy and Carmen Gariando are childless herein petitioner Spouses Valeriano and Virgilia allowed the former to take custody of Jeffrey Gariando Uy. Jeffrey grew up in the custody of Spouses Juan and Carmen Uy until he finished college and eventually landed a job. However, due to vehicular accident Jeffrey died on June 29, 2014. At the time of his death, both Spouses Juan Uy and Carmen Gariando are also already dead. When petitioner Spouses Valeriano and Virgilia processed the papers to claim the death benefit for Jeffrey, they were surprised to learn that the birth record of the late Jeffrey Gariando Uy is “fictitious and simulated” as his named parents are Juan Uy and Carmen Gariando.
