Public hearing was held on Leyeco V’s petition to upgrade its loading stations

ORMOC CITY – A public hearing was held at the main office of Leyeco V in Brgy San Pablo, this city concerning the cooperative’s application for theApproval of Emergency Capital Expenditure (CAPEX) projects for the year 2015-2016 with authority to Secure and Motion for the Issuance of Provisional Authority. Atty Joel Bontoyan was the hearing office sent by the Energy Regulatory Board (ERB). However, the public hearing was terminated and Bontoyan declared that the petition was dismissed due to some procedural infirmities such as the publication of the petition on the national papers which requires to be published in seven consecutive days, however, the petition was published only in three days. The hearing officer advised the

petitioner/applicant to re-file the case as soon as possible in order for the ERB to resolve the case in the most possible earlier time. However, the hearing officer still allowed the applicant to publicly present its cause so as for the board to have an idea what to decide after the case is re-filed and heard. During the presentation of the Leyeco V’s Information Tech department, it was revealed that there is a need for the coop to upgrade its loading stations/sub-stations in order to prevent “overloading” which, is practically happening how. Bontoyan said he understand that there is really a need to upgrade the loading stations since business establishments are coming in Ormoc in the next few years as the city is now considered as the “fastest local government” in terms of economic growth. Surrender or die, Espenido appeals to Kerwin ALBUERA, Leyte --- The town police chief, P/CInsp. Jovy Espenido is appealing to the Kerwin Espinosa Jr., to surrender directly to him and his safety is assured. “Ako usa ang mamatay usa ka!” “I will die first before you!” Espenido declared. The police chief stressed that he wanted the younger Espinosa to directly surrender to him and live because he needs to answer the question why he has plenty of protectors. He said that these big people around him and protected him were the ones who made powerful and famous in the illegal business. DPWH Southern Leyte proposes P3.26-B outlay for 2017 MAASIN CITY – The Department of Public Works and Highways Southern Leyte District Engineering Office (DPWH-SLDEO) is eyeing a P3.26 billion worth of infrastructure projects for the province in 2017, more than double of its current allotment. The DPWH field office recently submitted their shortlist of 76 projects to the regional office and central office for the inclusion in the 2017 DPWH Infrastructure Program under the General Appropriations Act. “Citing our experiences in the past years, we don’t expect that all projects will be approved, but we want to have a considerable share of the budget pie especially that funding for infrastructure increases every year,” said District Engineer Ma. Margarita C. Junia. Of the P3.26 billion proposed outlay, P970.14 million are for maintenance and rehabilitation of national roads; P454.03 million for widening of national highways; P590.74 million for off carriageway improvement; P195.5 million for repair of bridges; P659.03 million for construction and maintenance of flood control systems; P298 million for

construction of roads leading to airports, seaports and tourist destinations; and P96.5 million for improvement of various infrastructure including local projects. While waiting for the final approval of 2017 projects, the SLDEO conducts pre-detailed engineering activities such as survey, preparation of design plan, preparation of technical specifications, coming up with construction schedule, road right of way acquisition plans, among others. “We have to lay out pre-implementation plans so we will be ready to keep the project up and running once the proposed budget is approved,” Junia said. Among the projects with higher proposed funding are the upgrading of road leading to various tourist destinations in Maasin City (P150 million), Limsawa Island Circumferential Road (P100 million), and Liloan-San Ricardo Circumferential Road (P88 million). For this year, the field office is implementing P1.47 billion worth of projects. These are 70 percent complete as of mid-2016. The DPWH-SLDEO is tasked to maintain 299 kilometers of national roads and 155 bridges, built in 18 towns and one city. RCD

Espenido advises Espinosa protectors to start committing suicide ALBUERA, Leyte --- Police chief P/CInsp. Jovy Espenido has a challenging advice for all the people who are linked to Kerwin Espinosa. He said they can start committing suicide as in the next few days, he will expose these people who are allegedly receiving payolas from the suspected drug lord of Eastern Visayas. Espenido said that he has in possession numerous checks with amounts rising from thousand to hundred thousand to millions issued to different people whom he are believed to be the protectors of the Espinosas’ family enterprise. The checks were given to him by the bookkeeper of the Espinosas and the family cashier after a series of confrontation. Espenido said that he also want to know the reason why Kerwin Espinosa has been issuing such checks to these people. The checks according to Espenido are monthly stipend and cash advance for policemen and other people who allegedly protecting

Kerwin’s business. Espenido pointed out that he is now validating the names of the persons in the checks and some of which are politicians. He admitted that he know some of them, and even considered friends, but he cannot do less but for them to answer why they are included in Espinosas ledger. Espenido also disclosed that he also recovered some records of politicians who have existing loans to Kerwin and this involved millions of pesos. He added that this will still be validated whether it is paid or not. Espenido continued that he also has in his possessions documents of the properties of the Espinosas located all over the Philippines. And that these documents and agreements of vehicles owned by some policemen pawned to Espinosa and document of vehicles given to Espinosa by different people including policemen. Espenido again reiterated that these people can start committing suicide because, after all, their happy days are over. RCD

Most Filipinos don’t want to move on THERE must be a reason or deep motive why those people who don’t like President Duterte are backing up the protest against the burial of late President Ferdinand Marcos at the Libingan ng mga Bayani. Firstly, they want a limelight for their future political plans. They want to see the nation stay on lie about Marcos. Second, it is not the reason of morality or law or appropriateness or even history. Everybody must know that not all written in the history books are true. And speaking of achievement for this country, all the Presidents after Marcos can’t equate his contribution to the development of this country specially in the field of agriculture and arts. Third, they want the people not to move on and live in hate with unforgiving heart.

Speaking of Marcos’ accomplishments – the late President was a soldier. There is no question about that. He was a former Philippine President. That’s a fact that can’t be denied. For these two reasons alone, there is nothing wrong for him to be laid on the Libingan ng mga Bayani. Marcos’ enemies want the Filipino people to stay ignorant about their agenda. They want to make Ninoy Aquino as the hero, when in fact, he was the villain instead of Marcos. Ninoy didn’t do anything significant to the country except ordering his comrades to kill him and made himself look like a hero. Marcos has nothing to do with his death. The only thing that might be considered “failure” of Marcos was “part” of the Martial Law. And that was abuses of some of the military men. But generally, Martial Law was sometimes very useful means of instilling discipline to juvenile and unruly citizens. In this post-millennium era, healing the wounds of war, martial rule and economic bankruptcy that happened some years ago, would be the most apt thing to do.

Northwest Leyte infra projects construction in full swing ORMOC CITY — The Leyte 4th District Engineering Office (DEO) has finished 73.84 percent of its regular infrastructure projects for 2016. District Engineer Lino Francisco Gonzales said the figure is higher than their target accomplishment of 67 percent. Of the 63 regular projects in northwest Leyte, 51 have been completed and 11 are ongoing. Only one has yet to start – the widening of Ormoc’s Anilao Bridge worth P60 million. Gonzales said he expects the current projects to be completed by August 31. Projects worth P50 million are to be finished by December or January next year with the exception of the Gaas-Quezon Jr. road opening that was inaugurated last month. Worth P128.215 million, the nine-kilometer road is located in Ormoc’s hinterlands. Only six kilometers have so far been opened and only half

The DEO has secured the approval of the Environment Department to clear 3,000 trees to give way to the project. Gonzales mentioned other projects, including 11 farm-to-market roads, five of which are completed. The roads, located in Libertad, Bantigue, San Jose and RM Tan, all in Ormoc, and Catuhaon in Palompon town, are almost the same length of 210 meters and project cost of P2 million. Another feeder road, the P10-million San DionesioMasaba road stretching 700 meters in Matag-ob town, is targeted for turnover on Sept. 16. in four instances; (1) when the action affects the personal status of the plaintiff; (2) when the action relates to, or the subject of which is property within the Philippines, in which the defendant has or claims a lien or interest, actual or contingent; (3) when the relief demanded consists, wholly or in part, in excluding the defendant from any interest in properly located in the Philippines; or (4) when the property of the defendant has been attached within the Philippines. “ Considering the applicability of the abovecited Rules, the Court finds it fitting to find procedural guidance in the ruling of the Supreme Court in the case of MargaritaRomualdez-Licaros vs. Abelardo Licaros. GR No. 150656. April 29. 2003), finding this wise: “ In these instances, extraterritorial service of summons may be effected under any of three modes: (1) by personal service out of the country, with leave of court: (2) by publication and sending a copy of the summons and order of the court by registered mail to the defendant’s last know address, also with leave of court; or (3) by any other means the judge may consider sufficient. Drug lord inside Leyte Regional Prison killed in raid ABUYOG, Leyte --- The last suspected drug lord operating at the Leyte Regional Prison was killed by operatives of the Criminal Investigation and Detective Group (Cidg) during a raid inside the penal colony last week. PNP-PRO8 Regional Director P/CSupt. Elmer Beltejar identified the suspect as Edgar Allen Alvarez, a.k.a Egay, legal age a resident of the province of Laguna.
