Architect gunned down inside Leyte university; Suspect at large TACLOBAN CITY — An architect working in one of this city’s universities was recently shot and killed on campus allegedly by a lawyer, police said. Archimedes Moscare, 50, was shot in the chest at 12:17 p.m. inside his office on the second floor of the Leyte Normal University (LNU), one of this city’s oldest schools. The suspect was identified as Aquilino Mejica, 42, fled after the shooting and remained at large. Mejica’s wife, Carol, and the victim were part of a technical working group for LNU’s various projects. The body of Moscare was found by a colleague, Ramberto Cidro, who immediately informed Jerauld Liros, LNU chief security officer. Footage from the school’s closed circuit television (CCTV) camera

showed someone looking like Mejica shooting Moscare, Liros said. He said they did not know any possible motives for the killing. PSSupt. Domingo Cabillan, city police chief, cited an array of possible motives that included work, jealousy and money. “The identity of the suspect has been established from the accounts of witnesses and the CCTV footage. Right now, the suspect is at-large,” Cabillan said. Clemelle Montallana, LNU vice president for administration, expressed shock over the incident. “Because of what happened, we will review our security arrangement to avoid a similar incident,” he said. DPWH SLeyte joins Brigada Eskwela MAASIN CITY – The Department of Public Works and Highways Southern Leyte District Engineering Office (DPWH-SLDEO) joined the Brigada Eskwela by stepping up efforts to prepare classrooms, school grounds, and roads for the new academic year. District Engr Ma. Margarita C. Junia ordered about half of SLDEOs maintenance workers to participate in the weeklong school preparation activities, heeding requests of the Department of Education (DepEd). Junia asked maintenance engineers to coordinate DepEd because many schools have asked for assistance to clean school grounds and repaint classrooms. “Aside from preparing campuses, we are also repainting pedestrian lanes to ensure safety of students, and clear roads leading to schools from any obstructions,” she added.

The SLDEO’s all-out support to DepEd’s Brigada Eskwela is on top of their massive school building construction to accommodate senior high school enrolees. The DPWH is eyeing a substantial accomplishment in their school building construction in time for the opening of new academic year. Out of 53 school building projects in different sites in the province, 13 have been completed and 37 are still ongoing as of end of May. The DPWH-SLDEO expects to complete all classrooms before the fourth quarter of this year. These projects are expected to boost the preparation of the province for this year’s full implementation of the SHS program under the kindergarten and 12 years of basic education (K to 12) program of the national government. Dumptruck kills student STA RITA, Samar --- The victim died at once after a dump truck hits him. Incident happened in a national highway in Barangay Dampigan, this town, last week. The victim was identified by PO2 Rocky Magistrado CMO of Sta Rita PNP as certain Ibyn Baculo 24, a student and a resident of Barangay Bacyaran, Calbiga, Samar. Crimes on women and children down to 7 or 10.61%

ODH gets incentives from EDC’s School Rebuilding Project governor ORMOC CITY --- The Ormoc District Hospital (ODH) received the biggest amount from the Hospital Incentive Scheme of the Leyte Provincial Government. The amount, worth P30 million, was distributed by Leyte Governor Dominic L. Petilla. The money represented income made from paying patients and reimbursements from Philippine Health Insurance Corp. (PhilHealth) for the first quarter of 2016. Of that amount, P3.5 million is allotted for incentives of hospital personnel consisting of 23 medical and 121 non-medical personnel. The Hospital Incentive Scheme began during the term of former governor Carlos Jericho L. Petilla to help improve the facilities and services provided by the 14 province-run hospitals. This is done by maximizing collections from PhilHealth and charging fees to patients who can afford to pay. The revenues raised were used for the hospitals’ capital outlay, maintenance and

other operating expenses (MOOE) and employees’ share to convince them to stay and render their service in government. “Most of these revenues will go back to you,” the governor said. “Part of it will go to your incentives which is what we are distributing today. Another portion will go to repairs and your MOOE.” Petilla described ODH as a top performer in terms of income and service delivery from among the 14 province-run hospitals. The official also distributed incentives to personnel of Manuel B. Veloso Memorial Hospital (MBVMH) in Palompon town. The previous day, he was at Leyte Provincial Hospital (LPH) in Palo town. MBVMH earned P7.6 million, while LPH made P3.2 million in the first quarter this year. “A higher revenue means more treated patients,” said Petilla. “The more patients, the more revenue, most of which will be used to improve your operations.” PNA

President-elect Rodrigo Roa Duterte, according to reports, plans to hang 50 prisoners convicted of illegal drug trades and other heinous crimes every month. He prefers hanging rather than lethal injection, firing squad or electric chair. He explained that by firing squad, the government would be spending money for bullets, in lethal injection, the government would spend for chemical and electricity and in electrocution by chair, the government would be spending for the electric consumption. For practicality and for the reason of economy, hanging would be better. Congressman Danilo Suarez of Quezon City said that by restoring the capital punishment, the criminality would surely decrease because many people with inclination of doing crime will be more careful and would prefer to stop doing it. People will be afraid to engage themselves in any activity that is against the law. For many who do not believe in death penalty and for those who are adhering human rights w h i c h include the rights of the criminal to live and do another crime, such act of punishment is cruel. For them, the President who pushes for such kind of retribution is out of his mind. If then, this premise is true, the Philippines would be having a President who is out of his mind. A President who doesn’t respect the rights of the criminals to live and do another crime. Duterte seems to be very serious in curbing the criminality in this country, particularly, the illegal drug trades. Illegal drugs is the mother of all crimes in this country. Robbery, rape, murder and other heinous crimes happened almost every day because of illegal drugs. And for him, illegal drugs and corruptions are the two leading crimes that must be stopped at once, otherwise, there would be no more chance. The message is clear, Duterte can’t clean this country in six years even he promised to do it with all of his might and therefore, anybody who will succeed him must be equally determined as he is today. The country can no longer afford to have a president who is soft, gay and pickledminded. Majority of those who believe in Duterte, also believe that his advocacies and principles are the ones this country needs today.
