Child labor still rampant in sugarcane plantations

ORMOC CITY, Leyte -- Child labor remains rampant in the sugarcane plantations in Western Leyte, a non-government organization (NGO) working to address the problem bared.

Recently, the Exodus from Child Labor to integration, Play, Socialization and Education, or Eclipse, launched “Mobilizing Child Labor Free Communities,” which targets laborers below 18 as well as those attending school but at risk of becoming child laborers. The project will be implemented in six Ormoc Barangays: Juaton, Valencia, Hibunaon, Cabulihan, Concepcion and Cagbuhangin.

A survey by the United Nations High Commissioner for Refugees after super typhoon Yolanda found 1,902 child workers in 66 sugarcane plantations in Ormoc. The International Labor Organization has identified sugarcane farming as the worst form of child labor in the country, with children as young as 7 recruited to work because they are paid lower wages. Ormoc deputy police chief Superintendent Elma delos Santos said they are willing to deal with child labor by enforcing the Anti Child Abuse Law, but added that formal complaints should be lodged with them. It is this gap that the Eclipse project aims to address. FCIII

OCPO Barkada Kontra Droga conducts tree planting activity ORMOC CITY -- Over three (300) seedlings have been planted by members of the Ormoc City Police Office (OCPO) Barkada Kontra Droga held in Brgy. Macabug, recently. Supreme Student Government (SSG) Officers and members of the Barkada Kontra Droga joined the OCPO personnel in conducting a tree planting in cooperation of the global effort to address global warming, climate change and environmental protection. P/Supt. Ma. Elma B. Delos Santos, who headed the activity along PNP membrs of OCPO disclosed that over 300 deffirent varieties of trees seedlings were provided by the City Environmental and Natural Resources Office (CENRO) which the participants planted. The activity is a continued effort on the implementation of 1M tree planting program which started during the incumbency of then Chief, PNP Police Director General Nicanor Bartolome and being carried on until present. It is an undertaking which has a long term effect that will eventually make the surrounding green. The program will replace trees that did not survive and those old trees that were cut legally and

illegal on the valleys and plains of the city countryside including those made bald by Supertyphoon Yolanda will turn green again. The trees will help contain flood, hold soil against erosion and landslide destructive to humanity and many families. Involving the students in tree planting enables them to participate in social responsibility in making the environment and the countryside green with trees where birds pirch, breed and make nests; provide freshness and color to the environment and sanctuary of natural habitats particularly those declared endangered species. The partnership with the students, the police authorities and the local environment and natural resources office provides a strong opportunity of a concerted effort to enviromental protection; advance the advocacy against illegal logging and “Kaingin” and the wanton destruction of the natural wealth and produce of the soil, trees, plants, animals creeping and flying in providing them safer haven and at the same time natural beauty of the city’s magnificent and attractive scenery attracting visitors and tourists loca, national and international. Suspected drug pusher collared CARIGARA, Leyte –Effort to curb illegal drug trade in this town continues. Just recently, police operatives led by P/CInsp. Shevert Alvin L. Machete, arrested a drug suspect during buy-bust operation. The operation was conducted afternoon of February 18, 2016 in Brgy. Baybay, this town, against

Don’t forget us, landless Yolanda survivors say TACLOBAN CITY – Amidst election fever when politicians make their plea to the populace, almost all of time, the air is filledup with election issuies, but Yolanda-affected farmers and fisherfolks also want their issues heard and loudly. Just recently, fifty farmer and fisherfolk leaders from the provinces of Leyte and Eastern Samar under the Kilusan Para sa Repormang Agraryo at Katarungang Panlipunan (KATARUNGAN) Eastern Visayas, an organization of landless farmers and shelter rights claimants affected by Typhoon Yolanda, are heading to Manila to demand full government accountability and resolution to their land and shelter rights’ issues. The group claim issues about them are being ignored. And, that their full recovery since Yolanda devastated the region, are still far from reality. “Ngayong panahon nang eleksyon, nais naming malaman ng patapos na administrasyon at ng mga kandidato na ang kawalan ng lupa at karapatan sa lupa ang nananatiling pinakamalaking balakid sa aming tuloy tuloy na pagbangon mula sa mapangwasak na epekto ng Yolanda,” says Dhon Daganasol, spokesperson for KATARUNGAN Eastern Visayas. The group has been continuously pushing and campaigning for the release of 12,000 undistributed CLOAs (Certificate of Land Ownership Award) for 14,000 farmers/beneficiaries. In January and February, an estimated 1,500 CLOAs have been turned over by the Registry of Deeds (ROD) Region 8 to the Regional Office of the Department of Agrarian Reform (DAR). ROD Regional Director Atty. Villanoza bared last Friday to leaders of Katarungan Leyte that 6,000 more CLOAs will be turned over to the DAR Region 8 office for release. The farmers however, are wary of the serious issues that need to be threshed out in the said CLOAs. “Hindi pa tapos ang kwento sa CLOA. BFAR Regional Director Juan Albaladejo, however, revealed that the five coastal waters in Eastern Visayas that remain positive of red tide algae are the coastal waters of Leyte, Naval, Biliran, Daram Island in Samar, Irong-irong Bay in Catbalogan City and Cambatutay Bay in Tarangnan, Samar. Leyte now has 16 rebel-free towns – Army ORMOC CITY – The neighboring town of Kananga has been declared insurgency-free after the Philippine Army (PA)’s 19th Infantry Battalion (IB) and the municipal government declared this former stronghold of the New People’s Army in Northern Leyte as a Stable and Internal Peace and Security Area, Monday, February 29. Kananga is the 16th town declared insurgency-free in Leyte. Other towns in the province similarly given Stable Internal Peace and Security status are Matag-ob, Palompon, Tabango, Barugo, Babatngon, San Miguel, Leyte, Pastrana, Tolosa, Dagami, Calubian, Sta. Fe, Alangalang and Tunga. The joint declaration according rebelfree status on Kananga was pursued upon the

recommendation of 19th IB and subsequent legislation by the 20th Sangguniang Bayan through Resolution No. 20R-14-791. Ormoc City Mayor Elmer C. Codilla considers the declaration an achievement, citing his administration’s capability to address the needs of his constituents as a key factor in attaining the town’s current state. For his part, Col. Francisco Mendoza Jr., Commander of the PA’s 802nd Infantry Brigade is optimistic that the declaration would attract investors to Kananga. He added that the declaration is a clear indication that there is development going on in Kananga. Still, Mendoza said, despite the prevalence of peace in the town, he vowed that the authorities will not stop working to maintain stability in the area. FCIII

Domestic helpers in EV get wage hike

TACLOBAN CITY – Domestic workers in Eastern Visayas will get a wage increase. The Regional Tripartite Wages and Productivity Board (RTWPB) has approved a new wage order, setting the minimum salary of house helpers in the region to P2,500 per month in chartered cities and first class municipalities and P2,000 in other municipalities, Labor Secretary Rosalinda Baldoz said in a statement issued on Tuesday. Baldoz said Eastern Visayas is the fourth region after the Cordilleras, Western Visayas and Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon) to raise the minimum wage of house helpers under Republic Act 10361 or the Kasambahay Law. “This is very good news for our domestic workers in Eastern Visayas,” said

Baldoz, adding that the National Wages and Productivity Commission would review the order. DOLE regional director Elias Cayanong said the results of surveys, consultations and public hearings as well as the review of economic indicators showed the need to grant a wage hike to house helpers in the region. The wage order covers domestic workers who regularly perform domestic work in a household on a regular basis. It does not apply to family drivers, children under foster family arrangement and any other person who performs occasional work. Baldoz said domestic workers who will not be paid the correct wages could file a complaint before the DOLE regional office. She said violators face fine ranging from P10,000 to P40,000 (PIA)

If certain data concerning on abuses against women and children is true, then this country needs a strong leader who is ready and capable of solving this particular crime. Based on recent data presented by the Center for Women’s Resources, every 53 minutes, a woman or a child is raped, with seven in 10 victims of rape being children. That, in every 16 minutes, a woman is battered by her partner. The center also revealed that based on the study, it was found out that victims are getting younger and the numbers are rising. If this is true, then it is very alarming. Based on the data, the number of recorded rape cases has increased by 92 percent from 5,132 in 2010 to 9,875 in 2014. Violations of the Anti-Violence Against Women and Children Act has escalated by 200 percent from year 2010 to 2014. This is really disturbing. In most cases where the abusers are identified, t h e abuse took place when the abuser is under t h e influence of liquor or under the influence of illegal drugs. And when the effect of the illegal drugs goes down, the abuser would admit that he was not aware of what he did and would be willing to ask for forgiveness. But the crime has already been committed. The life of the victim is already damaged. Election is fast approaching. And this particular crime has been in this country for so long. This needs to stop. And during the election time, people may consider to select the best among the candidates. And one criterium for choosing the best is this. Look for the candidate who is willing to curb the criminalities in this country. A candidate who is strong and willing to impose remarkable changes in this country. A leader who believes that a country which is free from crime progresses. Among the presidential candidates, only Mayor Rudy Duterte qualifies. Others may not agree, but they can go to Davao City and see for themselves what he did to this progressive city which was once a land of crime.
