The political and commercial exchange between Argentina and the People’s Republic of China has further developed in the last months. New investment, product sales and official visits have become frequent and constant, and it seems the trend will go unchanged, with growth perspectives. Yet, the Argentine government has been worrying lately as regards the commercial deficit it will have with China at the end of this period. Exports coming from the Asian giant have grown over domestic sales and the trade balance is showing a negative result. In an interview with OrientAr, Chinese ambassador Yin Hengmin stated that absolute balance does not exist in business, but he was far from pesimistic in that respect and foresaw a “brilliant” future. “The Chinese market is open to Argentine products. And should there arise any trouble between the two partners, any commercial misunderstanding, it is best to resolve it through dialogue”, the diplomat stated.

The quest for tools to foster commercial integration between Argentine and Chinese businessmen triggered the need for a connection between the Banco de Inversión y Comercio Exterior (BICE /Investment and Commercial Bank) and the Chinese Development Bank (CBD). The Asian entity funds a line of credit that can be used to finance investment and export projects in Argentina. This agreement dates back to 2007 and “it operates within the framework of a political decision of the Argentine and Chinese governments to work together in order to promote the commercial integration of the two nations”, BICE Vicepresident Claudio Fernández explained in an interview for OrientAr. The initiative was successful and a little over a year ago the CBD granted similar funds. At present, the two entities are negotiating to obtain a third credit line. “This is evidence that our institutions are working together and positively, and that the alliance we have set a few years ago is consolidating towards the future”, as stated by the vice president of the BICE.

China is a “key partner” with which Argentina “expects to further deepen commercial and economic relations”. This was stated by Chancellor Héctor Timerman during an official trip to China a few weeks ago. The official not only announced the Argentine government willingness to strengthen the political and business link, which develops yearly, but also led a delegation of 40 businessmen whose aim was to close new investment operations. Timerman’s agenda included the opening of the meeting: “Argentine-China: Entrepreneurial Business Meeting”, which took place in the city of Beijing. At the opening ceremony he stated his satisfaction at the continuity of the bilateral negotiations that have multiplied in the last few years. The Argentine diplomat also held a meeting with his Chinese counterpart – Yang Jiechi. Along the meeting they discussed the need for balanced trade that does not depend on the financial centres of developed countries. China’s intention is “to participate in infrastructure development projects in areas such as railways, roads and telecommunications”, Yang declared.

Much is being said about the economic crisis the world is undergoing but, for the time being it is hard to foresee the impact it may have on Argentina. This is a question that needs to be followed closely and there is no telling how it will end. The key point, in my opinion, is to avoid a growth slowdown that can affect production channels and the price of raw materials. Another important factor in this crisis is that China has titles for European debts and is the main creditor of the U.S.A. China has Treasure bonds totalling 1.15 billion dollars apart from another billion in currency and other dollar-denominated assets. Moreover, China acts like “the bank” where Obama’s government finds financing through its Treasure titles. This gives documents greater stability. On the other hand, I cannot see how this international crisis can strain Chinese-Argentine relationships. On the contrary, the bond will be able to resist the stress. Exchange is at a positive point and it grows daily. Besides, Chinese investment in our country has gained pace. And all this with total independence from government bureaucracy. The two states just have to devote themselves to leading the relationship between the countries along a good path.
