Kouga, Ilsfeld cement partnership Among the challenges we have discussed with our new partners is the severe drought we are facing and its potential impact on our people and the local agricultural sector.

KOUGA Municipality is cementing its partnership with a German municipality to combat climate change and its harmful impact on communities.

A four-man delegation from Ilsfeld, led by Mayor Thomas Knodler, is in Kouga this week to learn more about the region and identify projects on which the municipalities can collaborate.

“Among the challenges we have discussed with our new partners is the severe drought we are facing and its potential impact on our people and the local agricultural sector,” said Kouga Executive Mayor Elza van Lingen.

“Also on the agenda is rising sea levels, which has led to serious beach erosion in our region, and shifting sand dunes, which are a threat both to municipal infrastructure and private property along our coast.”

The German delegation has been visiting Kouga’s water and sewer plants, as well as landfill sites, with waste management playing a central role in sustainable development.

“We also took them to St Francis Bay where they met with stakeholders about the impact that rising sea levels have had on the dune spit at the canal and the coastline in general.

“They will be visiting the Gamtoos Valley today to learn more about our agricultural activities and how the changing climate and drought are affecting this sector,” Van Lingen said.

She said a highlight was a visit to Woodlands Dairy on Tuesday. Woodlands is not on-

The German visit will conclude on Friday with a working session during which joint projects will be identified for implementation.

The partnership between Kouga and Ilsfeld

was initiated last year and forms part of a German initiative to link municipalities from that country with municipalities in Africa and South America.

The aim is to identify and implement projects with the potential to mitigate the impact of climate change.

The initiative, called “Municipal Climate Partnerships”, is being implemented and funded by the development agencies Engagement Global and Service Agency Communities in One World (Skew) on behalf of the German government.

Kouga Municipality goes paperless resolved to phase in the paperless system to allow councillors time to adapt to the changes.

“We have encouraged councillors to work on the electronic version while using the hard copy as a back up in order for them to learn all that is necessary, such as making notes and highlighting and finding pages on the soft copy,” she says.

Hankey water crisis under the spotlight THE water crisis in Hankey and Patensie has become a matter of national interest.

In her opening remarks at a special Council meeting last week Kouga Mayor Elza van Lingen said day zero for these towns, which depend 100% on the Kouga Dam for water, was fast approaching.

“The initial estimate for Day Zero - the day the Kouga Dam dries up - was mid-March, but there has been a slight rise in the dam level this past week,” she said.

“While this buys us a little more time, we cannot afford to sit back.”

She said the municipality had a costed emergency action plan specifically for Hankey and Patensie, and had been meeting with roleplayers, including the Gamtoos Irrigation Board and Department of Water and Sanita-

tion, about the implementation and funding of those drought relief measures deemed most viable.

“The good news is that Patensie isn’t in immediate danger,” she said.

“We have been assured by the Irrigation Board that their balancing dam in Patensie has sufficient capacity to supply the town with water for several months, even if the Kouga Dam dries up.”

She said Hankey was the main concern where the first exploratory borehole - drilled to a depth of 225m - delivered no yield.

“The challenge is that the geology of Hankey and Patensie is not conducive to groundwater retention, however, we were able to identify a few potential target sites and will continue exploring this option,” she said.

Healthy return for Kouga initiates THE Kouga region recorded another successful traditional male circumcision season, with no reported fatalities or serious injuries to initiates.

More than 120 boys, from 13 sites across Kouga, went through the manhood rite of passage, known as “Ulwaluko” which is mostly performed by Xhosa people.

Only two participants had to be admitted to hospital for complications but were released back to the initiation school to finish their courses and later returned home.

Kouga Speaker Horatio Hendricks, under whose authority the Local Initiation Forum resides, attributed the success of the season to all responsible parties respecting their roles and working in a coordinated fashion.

“When we launched the forum last year, we said we wanted to preserve the dignity of the custom, but most importantly, to protect the

“If we can supply our coastal towns with desalinated water, their allocations from the supply dam can be used to augment the supply to Hankey and Patensie.

“Sourcing funding for a plant is, therefore, a priority for us. It will cost about R323-million to construct a 15Ml plant which will secure Kouga’s medium-term water requirements.”

In order to raise awareness among our communities, the municipality has been having public meetings in those areas worst affected.

Meetings were held in Patensie, Hankey and Weston last week.

“These meetings are also an opportunity for residents to put ideas on the table, as the drought is a challenge we can only overcome if we are a united front,” Van Lingen said.

Meetings will also be held at Loerie on February 13 and at Thornhill on February 14, although these towns are not in immediate danger.

The custom is governed by the Eastern Cape Customary Male Initiation Practice Act No 5 of 2016.

The ritual – though not so much in Kouga – has been dogged by stories of abuse of initiates and malpractice by unqualified people, resulting in serious injuries and death to the participants.

Forum Chairperson for Kouga Xolile Kattoo, a well-known local traditional surgeon, thanked the municipality and the Department of Health for the support and coordination of the initiation season.

KOUGA Municipality is updating its information about boreholes situated on private land.

“We would like to appeal to all property owners with boreholes on their land to register them with the municipality,” said Executive Mayor Elza van Lingen.

“Our region is struggling through a severe drought and this information is necessary for our planning to ensure all our communities have water,” she said.

She said property owners were legally required to register their boreholes with the municipality.

The requirements are set out in Clause 141 of the National Water Act (Act No.36 of 1998) and Clause 48 of Kouga Municipality’s Water Supply and Sanitation Services Bylaw.

According to the bylaw, all property owners with boreholes are required to provide the following information to the municipality on the prescribed form: ) Full name and surname

) Municipal account number ) Physical address and name of owner of the borehole ) Coordinates of the borehole ) Yield of the borehole(if known) ) Depth of borehole ) Casing depth and casing material ) Depth of water level. ) Name of borehole driller & drilling log.

It is also a requirement that property owners install water meters and keep records of water usage on a monthly basis.

Van Lingen said that those property owners who had not yet done so would be given grace till 30 June 2018 to register their boreholes.

The information provided must be submitted to Eddie Oosthuizen at the Infrastructure and Engineering Directorate or sent via email to eddieo@kouga.gov.za.

A borehole number must also be obtained from Dane Von Berg of the Department of Water and Sanitationat 041 501 0739 or vonbergd@dws.gov.za.

Maandagmiddag reeds het ’n erge veldbrand in Paradysstrand begin en rookwolke kon van vêr gesien word.

Dinsdagmôre het die brand in Astonbaai skielik voorgekom en huise bedreig.

Louise Saayman wat ’n aktiewe rol in die welsyn van die dorpsgebied speel, het dadelik ingespring en verkeersvloei gestop. ’n Motor is naby die gebied se winkelsentrum dwars in die pad getrek en motoriste moes ompaaie na hul bestemmings volg. Ander lede was aktief saam met haar op die toneel.

Vroeër het lede van die publiek, waaronder Frik Barkhuizen en ’n ander inwoner, Peet, haastig `n brandslang in die hande gekry en aan die munisipale brandkraan oorkant die brandende area gekoppel. ’n Grasdakhuis naaste aan die brand is geteiken en die dak is deur strale water nat gehou om die gevaar van vonke hok te slaan. Hierna het ’n brandweerwa die brand agter die huise in bedwang gebring.

Barkhuizen meen die reaksietyd van die munisipaliteit was totaal onvoldoende, en dat die grootste brandgevaar reeds verby was toe die brandweerwaens opdaag.

Volgens Ria du Toit, vroeëer ’n lid van die Dorp van Drome, het die huis langsaan die grasdakhuis aan die brand geraak en vlamme het onder die dak uitgeslaan.

Agnes Nel loses battle against cancer

AGNES Nel, a local Humansdorper for 35 years, lost her battle against cancer on Saturday, February 3.

Her granddaughter, Kerry BellCross, describes her as gentle, compassionate, kind-hearted and humble.

“She was the face of Kouga Scrap Metal and the mother of Bureau Street,” says Bell-Cross.

“God saw her becoming tired and a cure was not to be, so he put His arms around her and whispered “Come to me.”

She leaves behind her brothers and sisters, children, grandchildren, her great grandson and a void within the Kouga community.

Nel was diagnosed with cancer in May 2018.

Her memorial service will be held at the Full Gospel Church in Boskloof, Humansdorp at noon on February 9.

Pellsrus mourns deputy principal EARL Hill, a well-respected and much-loved teacher at Pellsrus Primary School in Jeffreys Bay, sadly passed away on Friday, February 2.

He was the Deputy Principal at the school and had been teaching there since 1994.

Hill was born in Middleburg, Eastern Cape, matriculated at Spandau High School, Graaff-Reinet, where he was the head prefect and qualified as a teacher at Dower College of Education.

He spent almost all his teaching career at Pellsrus Primary School and played a vital role in the education and development of the communities serving the school. He was a well-known stalwart among the rugby fraternity of the Eastern Cape and within South African rugby circles. His contribution to the development of Eastern Province Rugby, both locally and nationally, was immense. He was an active rugby administrator, who will be sadly missed having been the EP Primary school’s rugby Chairperson for many years.

Hill was an active rugby coach with his rugby club, Jeffreys Bay Rugby Club, and was instrumental in the rugby careers of numerous players who competed at the highest level of world rugby.

He was an active community member, an active politician and served the Kouga municipality and council as an ANC councillor for several years.

Hill is survived by his 3 children, Benedict, Jean-Earl, Ronaldo, their mother Marilyn and granddaughter Ayleanna.

Op die Saterdagoggend van ons kuier by inniKloof op die sitrusplaas, Honey Clough, in die Gamtoosvallei kom eienaar John Wait aangestap om te groet. Kortbroek, T-hemp en kaalvoet . . . dit is warm. Baie warm. En die temperatuur en humiditeit styg steeds. Agter hom verlig die oggendson die Stinkhoutberge soos ’n juweel. Grys wolke hou die belofte van broodnodige reën in. Hulle het net die vorige aand 11mm reën gekry - dankbaar vir elke druppel.

Ek vra vir John oor die plaas - daar is een kampeerterrein en vier swemkuile. Een word tans gebruik om water aan die hoofhuis en besoekers te voorsien.

John glimlag: “Ons wil graag ’n tweede kampeerterrein by Boskrapper aanbring.

Hoewel ons vier selfsorg gastehuise het, is ons kampeerterrein veral gewild onder besoekers.”

Ons vra uit oor die stywe klim na die fees van watervalle in die Kleinrivier, ’n sytak van die Gamtoosrivier. “’n Groot deel van die 7km-staproete daarheen, asook die watervalle, is op natuurbewaringsgrond. Weens nuwe regulasies mag ons nie meer besoekers daarheen neem nie,” sê hy.

Ons kan wel die 3.5km-staproete tot by die jy-mag-nie-hier-verbyloop-bordjie van OosKaapse Natuurbewaring aandurf.

Hy waarsku teen die reën wat die vorige dag geval het, en dat dit dalk nat mag wees - veral die oorhangende takke.

Staproete Vol bravade en ’n waterbottel, sien ons vir die uitdaging kans; min wetende van die swaarkry wat op ons onfikses wag.

Ons volg die plaaspad tot by Die Nek-bordjie - die begin van die staproete. Oral is welige plantegroei.

Goebbels, die langbeen-foksterriër, loop ’n ent saam. By die eerste opdraand draai hy stertswaaiend om. En lag vir ons - daarvan is ek seker. Hy weet iets wat ons nie weet nie - dié opdraende is nie vir luies en onfikses nie.

Gly-gly beweeg ons voetjie-vir-voetjie die eerste bult uit - en besef, dié gaan nie maklik wees nie. Hygend beur ons voort.

Wolf, wolf, hoe laat is dit? Dis amper weer wegbreektyd! Die Desember­vakansie is dalk verby, maar Valentynsdag en Paasnaweek is die perfekte geleentheid om nog ’n ruskansie te kry!

Bo gekom, lê die valle aan ons voete. Die natuurprag laat ons vinnig van ons moeë bene vergeet en maak alles die moeite werd.

Dan is dit tyd vir terugstap - baie makliker en vinniger as die tog boontoe.

Benewens dié staproete, kan besoekers die nuwe 3.5km Draai-se-Kloof-roete aanpak. As jy ’n bergfiets het, sal dit erg wees om dit nie saam te bring nie.

Waterkuil Tyd vir afkoel by die waterkuil voor ons die vuur aansteek.

Daar is kano’s en trekker-binnebande by die swemkuil - reg vir dryf. ’n Parmantige padda kyk grootoog van die wal af. ’n Bokkie wys lyf. Dit is net jy en die natuur. Die stilte is salig.

Wat inniKloof so aantreklik maak, is juis die afgesonderheid. Van ’n selfoon kan jy maar vergeet. Hier is geen ontvangs nie.

Die Sondagoggend drink ons vir oulaas voor ons gastehuis koffie . . . dan is dit tyd vir huiswaarts keer. inniKloof is ’n besoek werd.

Jeffreys Bay Primary has good reason to brag. The school has employed 6 assistant teachers for the duration of 2018. These teachers have been employed for their specific qualifications, to assist children who find it difficult to cope with the volume of work in main stream curriculum. There are 2 assistant teachers dedicated to assisting in the Grade R classes, and 2 within the Grade 1 - 3 Foundation phase. These hand-picked teachers offer a variety of skills dedicated to helping within these classes.

One aspect being, working with smaller groups of children identified as having special needs within the various subjects. The Grade 4 classes have 2 outstanding teachers employed to assist the weaker learners.

Jeffreys Bay Primary’s main focus has always been on developing and improving on the school’s Academic performance, and thus do everything possible to ensure that each child is catered for. Developing the child in all aspects of their growth and learning, and thus preparing them for their future as balanced individuals.

At the end of 2017 the performance of the assistants had been assessed according to the end of year results.

These showed significant improvement in all aspects of the school curriculum in the results obtained by the learners.

Local swimmer triumphs at championships LOCAL swimmer Amica de Jager stood out at the Nelson Mandela Bay Aquatics Open Water Swimming (OWS) Championships at Marina Martinique this weekend - claiming the 10km and 5km ladies’ championship titles.

De Jager from Liquid Lines in Cape St Francis won the 10km event in a time of 2:17:54.

In second and third place were Border swimmers Chloë Velde (2:34:44) and Madison Malherbe (2:35:00).

In the 3km championship swim, Aquabear

Swim Club’s Ian Venter dominated in a time of 36:37. He was followed by Bay Eagle Swim Club’s Flippie van der Spuy (37:40) and PEA swimmer Dennis De Villiers 37:43). Payton Horton snatched the ladies’ title in a time of 39:50 ahead of Tasneen Ebrahim (40:00) and Jessica Beukes (40:04).

De Jager claimed victory in the 5km race in a time of 1:03:16, followed by Horton (1:07:46) and Ebrahim 1:07:57).

Venter took the men’s 5km title in a time of 1:02:42. Van der Spuy (1:03:13) and De Villi-

ers (1:03:19) placed second and third respectively.

During the fifth round of the swim series that took to the water on the Sunday, Seth de Swardt won the 1km swim in a time of 14:16.
