The completion of the Sarah Baartman Remembrance Centre, of which construction started in April 2014, has yet again been delayed. With the project completed between 60% and 70%, the new completion date is set for May 2019. The original date of completion was set for Oc-

tober 2016. Malcolm Figg, Tsitsi-Kouga Constituency Leader, says, “The original contractor ran into money problems and ceded the project to another contractor in October 2017. Unrest due to workers not being paid by the first contractor caused numerous delays in the past. “Shoddy workmanship and the ceding of the contract will now lead to a budget increase. At this stage quantity surveyors are still calculating how many more millions will be poured into this debacle.”

Figg says that during an oversight meeting on Tuesday, there was little evidence of a project warranting the spending of R165 million. He is also sceptical of the alleged job opportunities this project is to create. “The Department of Arts and Culture stated that during the construction phase 1 000 jobs would be created and after completion 34 people would be permanently employed. On Tuesday only 110 people were actively working on site. “The ANC government is failing the impo-

KOUGA MUNICIPALITY: BUDGET

Budget to address electricity, bucket toilets, jobs FACILITATING job creation and rolling out basic services to the poorest of the poor have been prioritised in Kouga Municipality’s budget for the new financial year, starting July. The Kouga Council approved the municipality’s Integrated Development Plan (IDP) and budget for the 2018/2019 at a meeting last week (May 31). Delivering his first budget speech, Executive Mayor Horatio Hendricks said the municipality had made great strides towards compiling a pro-poor budget. “The biggest capital project for the new financial year is the multi-year upgrade of the Sea Vista Waste Water Treatment Plant, where we will be spending R18,5 million in 2018/2019. The upgrade will put in place the bulk infrastructure needed to unlock the

building of new RDP houses in the area.” He said funding had also been set aside to address the ongoing dependence of informal areas on the bucket system. “More than 4 000 Kouga households still rely on buckets. This is unacceptable and we will be launching a multi-year programme in 2018/19 to eradicate the system, with R2,3-million being allocated for the first year of implementation. “This fight will continue in the outer years of our budget and it will remain the number one priority for this municipality until every bucket is removed and burned, never to be used again.” He said the municipality would also aim to eliminate illegal electricity connections over the next three years. “Illegal electricity is an imminent danger to families and especially vulnerable children.

“We will, therefore, be spending R1-million of our own internal funding in the new financial year to install power at hot spots. A further R8,8-million in grant money will be used for the electrification of current and future housing projects.” He said R500 000 had further been set aside for extra stand pipes and the upgrading of roads in informal areas while 700 wheelie bins had already been procured to improve refuse collection in these communities. Other highlights for the new financial year include the development of two new cemetery sites at Loerie and Thornhill. Some R4,3-million has also been budgeted for the upgrading and fencing of sports fields, with the emphasis on Wards 1 and 2. Hendricks said the creation of jobs would be prioritised for the duration of his term.

“This municipality cannot be a job-giver but must be a job-driver. Our role is to foster a stable economic environment needed for external investment. “As the local authority, we shall do so by maintaining sound financial practices, ensuring political stability and fostering a culture of good governance, with an over-arching adherence to the rule of law.” He said the municipality had already approved building plans totalling more than R700-million in the first few months of 2018. “Projects over the next three years will include a five-star hotel at the St Francis Links, a private hospital in Jeffreys Bay, a 250-unit holiday resort, three envisioned schools, a new head office for the Humansdorp Co-op and the Ocean View 1500 housing project. This is how we become job creators,” he said.

More money for water as drought crisis deepens KOUGA Municipality will expand its borehole programme in the new financial year as part of its efforts to secure water for residents amidst the ongoing drought. Executive Mayor Horatio Hendricks told a Council meeting on Thursday last week that the municipality had budgeted R1,5 million for the drilling of boreholes in the new financial year. He was tabling the 2018/2019 budget for adoption by the meeting. “The drought could have a devastating impact on the livelihoods of people and it is,

therefore, our primary concern to secure extra water sources for all our residents.” He said the municipality was also busy installing Jojo tanks at the homes of elderly residents in the Gamtoos Valley to catch water for their homes on rainy days. “None of us knows when the drought will break. That means we all have to make our contribution in saving water. “I would therefore like to call on residents to use water sparingly and to use a maximum of 50 litres of water per person per day,” said Hendricks.

This week storage levels at Kouga’s main dams stood critically low, with the Kouga Dam at 8,4%, Churchill at 17,14% and Impofu at 33%. The Mayor also called on community leaders, including ward councillors, to help educate the public about the negative impact vandalism has on water infrastructure. “Water leaks and broken water meters must be reported promptly for us to avert incurring huge water losses,” he said. The Kouga Council imposed water restrictions in December 2016 and the following prohibitions are still in place:

) The use of hosepipes, sprinklers and drip systems ) The watering of gardens, lawns and grassed areas. ) The washing of paved areas, walls, roofs, buildings and similar structures, vehicles or other equipment ) The filling of swimming pools, paddling pools, fountains and ponds ) The connection of a hosepipe or any form of irrigation system to a tap supplying water from the municipal water supply system, except for fire-fighting purposes.

THE Kouga Council approved the municipality’s operating and capital budgets for the new financial year, starting July, at a meeting last Thursday. In terms of the new budget consumers can expect to pay 7,5% more for property rates in the new year. The tariffs for water will increase by 11%, sanitation by 9%, refuse collection by 8%, electricity by 7,57% on average and the Environmental Management Fee (EMF) by 6%. Executive Mayor Horatio Hendricks said the total operating expenditure for 2018/2019 amounted to R796,785-million, which is a 5,48% increase when compared to the 2017/18 adjustment budget. The total operating revenue for 2018/2019 is R753,717-million, which represents an increase of 9,39 % or R64,69-million when compared to the adjustment budget.” He said funding for the operating budget would be obtained from various sources, the major contributors being services such as electricity, water, sanitation, the EMF and refuse collection (53,08 %), property rates (23,45 %) and grants and subsidies from national and provincial government (16,4%). The capital budget for 2018/2019 amounts to R67,745-million, which is R 1,689-million or 2,43 % less than the 2017/18 adjustment budget. It will be funded from government grants and subsidies, as well as internal funding. Hendricks said the municipality’s financial position had improved to such an extent

that internal funding could be used to boost its capital budget for the first time in years. “Every effort will also be made to secure additional funding to continue upgrading our infrastructure and expanding services to all communities.” He said unused and underutilised land had already been identified and plans for its sale were in place. “Land for commonages and emerging farmers also remains a high priority and is one of my personal objectives,” he added. He said cutting on lavish spending was also a priority. “Therefore, the Mayor will drive his own car and the Speaker will drive his own car. I have also reduced the number of Mayoral Committee members from six to five to save costs and bring about a lean, but more effective, committee.” He said the new budget made provision for staff costs of R 272,8 million. “This figure represents 34,24 % of the total operating expenditure, well within the norm set by National Treasury.” Repairs and maintenance for the 2018/19 year are budgeted at R37-million, equating to 4,65 % of the total operating budget. “While this percentage is below our target of 8%, the money will go to where it is needed most, with at least 71% of this allocation to be spent on infrastructure assets,” Hendricks said. “We will also be spending R 6,5 million on replacing fleet that is no longer functional, further increasing our commitment to service excellence.”

‘Sales representative’ scams businesses MONIQUE BASSON AN alleged sales representative is scamming local businesses out of thousands of Rands. Going from business to business, she approaches staff members under the pretence of collecting money for an advertisement placed with a local news organisation - never approaching or speaking to the managers or owners themselves. She calls herself Megan White, or says she is collecting the money on behalf of Megan White. According to JBay Motors owner Divan Bezuidenhout, one of her victims, she approached the cashier in May asking to speak to him. “The cashier directed her to my office, but

she never came into the office or spoke to me,” says Bezuidenhout. “However, she told the cashier that I gave permission for the payment, which was made. “On our analysing the video footage, it is clear that the woman stood at my office gate for some time, before returning to the cashier - giving the impression that she had spoken to me.” Upon payment, she supplied the cashier with a hand-written invoice, stating the amount (R550), her name (Megan White) and the name of the company she works for (Bizzgrow). Bizzgrow is a recruitment agency in Pretoria, and is not affiliated with this scam. JBay Motors is not the only business that fell victim to her scam. True Technology, Trawlers and Beesland Butchery also lost money. The only difference was that they re-

ceived a formal invoice, also sporting the logo and contact information of Bizzgrow. In yet another scam, JBay Motors was contacted by Angela Blake from Xplosive Media via email, demanding payment for two advertisements placed in a booklet Keep it Local, which is only distributed in Cape Town. She threatened them with legal action should they not pay by the end of the day. When asked for proof of the placement of the advertisement, she supplied them with an outdated advertisement that was published in another publication. She even went so far as to provide them with a fake email, riddled with spelling errors, from Bezuidenhout approving the placement of the advertisements. Upon investigation, it was established that all the information on the invoice was fake.

Dit sal natuurlik nie die kwessie aanspreek van onbekwame motoriste wat vanuit alle rigtings op die mini-sirkel afjaag sonder dat hulle die verkeersreëls ken nie. ) Motoris van sy selfoon beroof: ’n Man van Jeffreysbaai is by die Ocean View-sirkel deur ’n stuk of agt jong seuns geterroriseer en in ’n oogwink van sy selfoon beroof. Hy was besig met ’n sakebesoek by die Ithemba-sentrum toe die klomp seuns hom voorkeer en vir ’n saamrygeleentheid vra. Sy sê dat sy haar beste vir haar kinders probeer, maar dat dwelms die kinders uit haar hande steel en dat sy geen beheer oor hulle het nie.

THE South African Social Security Agency (SASSA) has issued a warning about the increasing number of fake SMSs that are being circulated to beneficiaries. In a recent incident, SASSA has received reports that beneficiaries received an SMS instructing them to reregister their social grants because cash paypoints would be fully phased out by August this year. The fake SMS reads as follows, “All Sassa recipients.please you have to reregister yourself for Sassa payments. From 1st of June. (sic) There is will be no paypoints anymore. Each 1 has to apply by post office or a bank of your choice. So please collect application forms by office from the 1st of June to take to bank or post office your choice. If you do not re register you will not get paid in August or thereafter. Please share with all state

pensioners. Thank you.” Beneficiaries are urged to ignore this message as it is incorrect. Contrary to this SMS, beneficiaries do not have to re-register their grants; however, they are requested to swap their old SASSA cards for the new SASSA card by end of September. This can be done at local SASSA offices, paypoints or selected post offices. Furthermore, SASSA also clarified that cash paypoints will be gradually reduced and not fully phased out as alleged in the SMS. Where a paypoint is within 5km radius of a post office, the post office will take over payments for that paypoint. “Beneficiaries can also choose whichever method of payment that they are comfortable with. They can opt for their social grant to be deposited directly into their personal bank account including PostBank or they can use their SASSA

cards to withdraw at ATMs and merchants, e.g Pick n Pay, Shoprite, etc.,” SASSA said in a statement. “Should a beneficiary choose to have their grant deposited directly into their personal bank account they should go to the SASSA office where they registered their grant and request for an Annexure C form. “This form must be completed by their bank of choice and returned to SASSA. SASSA reiterates that beneficiaries will continue to receive their social grants beyond August 2018.” Reacting to news of this fake SMS, the Minister of Social Development, Susan Shabangu, urged beneficiaries to be aware of such messages. She further encouraged beneficiaries to contact the SASSA toll-free line on 0800 60 10 11 or to visit their nearest SASSA office if ever in doubt about any message they receive.

Municipality empowers local businesses EMERGING business people from Kouga had an opportunity to interact with government departments and agencies to learn about the services available to them. This Business Information Sharing Session, organised by the Kouga Municipality’s Local Economic Development (LED) section, took place at the Kruisfontein Civic Centre

Planning, Development and Tourism Portfolio Councillor Bryan Dhludhlu said the session was necessary because many of the institutions did not have offices in Kouga and it was a costly exercise for small businesses to travel to Port Elizabeth to interact with them.

“Our function as LED is to create an enabling environment for business development and to facilitate the building of relations between our local businesses and the relevant government bodies that are tasked with enterprise development,” he said. Dhludhlu said the municipality would continue to play its role of empowering businesses with information, but it was still up to

them to make a success of their different projects. “Kouga is a fast-growing area in terms of population and the business people need to identify for themselves opportunities that are presented by that growth and take advantage of those to grow beyond just being SMME’s (Small, Medium and Micro Enterprises),” he said.

Annual dry period at Hankey and Patensie THE annual dry period at Hankey and Patensie has been scheduled for June 16 to July 1 this year. The dry period takes place every year when the Gamtoos Irrigation Board performs maintenance on the canal system which supplies water from the Kouga Dam to these towns.

‘Vrou’ gesteel ná 23 500 km CARA-LEE DORFLING DIE eerste keer toe ’n Marokkaanse avonturier sy fiets op sy Afrika-toer met ’n slot sluit, word dit gesteel. Dit was in die gewilde Oos-Kaapse vakansiedorp Jeffreysbaai. Yassine Ghallam (32) het al sowat 23 500 km op die saal van ’n fiets bestee terwyl hy Afrika verken. Hy het die ekspedisie, wat in Januarie 2017 begin het, aangepak sodat hy eendag boeke oor die wêreld se verskillende kulture kan skryf, sê hy. Maar Vrydag is sy reis deur ’n fietsdief onderbreek. Hy het sy fiets voor Jeffreysbaai se Islamitiese Sentrum vasgemaak om die sentrum te gaan verken. “Ek was binne tien minute weer buite en my fiets is in daardie tyd gesteel. Ek kon dit nie glo nie. “Gelukkig was my bagasie nie daarop nie,” sê Ghallam. Kapt. Gerda Swart, polisiewoordvoerder, sê ’n saak is Sondag aanhangig gemaak, maar die fiets is nog nie teruggevind nie. Ghallam sê hy is gewaarsku oor misdaad in die gebied en daarom het hy sy fiets vasgemaak. “Ek het al deur baie plekke in Afrika gery, insluitend Ghana, Nigerië, Gaboen, die Kongo, Angola en Namibië. Van al die plekke waar ek was, het ek nie gedink dit sal hier

(in Jeffreysbaai) gebeur nie.” Ghallam sê hy het die fiets in ’n toerfiets met rakke omskep om sy tent, kombuisgoed, slaapsak en klere van 68 kg te kan dra. “Die fiets noem ek Mama Africa en dit is soos my vrou. Sy is heelpad saam met my.” Ghallam sê hoewel Mama Africa al sy “tweede vrou” is nadat hy in ’n ligte botsing in Nigerië betrokke was, was dié sy gunsteling. “My eerste fiets is in Nigerië afgeskryf. ’n Motor het oor die fiets gery en ek moes ’n nuwe een kry. “Ek het gehoop die tweede fiets, my tweede vrou, sal my deursien op die Afrika-toer. Ek hoop nou die derde vrou is die een wat ek kan hou,” skerts Ghallam. Hy sê ’n radiostasie in Johannesburg het intussen aangebied om hom te help om ’n nuwe fiets te koop. “Fietse is baie duur, maar ek moet ’n fiets kry om my toer te voltooi. Ek gaan nie hierdeur gestop word nie, want daar is nog so baie wat ek wil sien. “ ’n Mens kan nie in dieselfde land gebore word en doodgaan nie. Die wêreld is te groot daarvoor.” Sodra Ghallam sy nuwe fiets kry, is hy van plan om koers te kies na George, Knysna en Kaapstad. “Kaapstad is die een plek in Afrika waarvan ek droom. Dit is my eindpunt hier. Daarna vlieg ek na Madagaskar, dan die Seychelle-eilande en laastens Tanzanië.” Ghallam wil daarna Suid-Amerika op sy fiets verken.

Victory4All Projects celebrates 15 years Future plans “We truly believe that this is just the beginning,” says Johan who is inspired by the calling of God. “Not because we are smart, but because of His blessings and His dream for the children of the community.” Future plans include the completion of Kings College. “We are currently busy with the second phase, which will see the construction of 11 classrooms. It is hoped that construction of phase three will commence before the end of the year. This phase will see the erection of an administration block, school hall and classrooms,” says Johan. “We furthermore want to build an indoor sports centre at the back of the school.” On completion of the projects, they will sit down with the board members to plan more dreams.

MONIQUE BASSON SCHOOLS . . . foster homes . . . safe havens . . . a bakery . . . a soup kitchen . . . medical assistance . . . and lots of love and hugs: a multi-million Rand investment to educate, uplift and feed children in need. What started with humble beginnings in the dusty streets of Pellsrus 15 years ago, is now a daily beacon of hope to over 650 learners in Jeffreys Bay and Humansdorp. The beginning At the end of 2002 Johan and Astrid Vos, gave up their lives in the Netherlands to come and make a real and lasting difference in the lives of the less privileged children of Jeffreys Bay and surrounding areas. Under the spiritual guidance of the local Victory Church their passion saw the birth of the non-profit charity organisation Victory4All Projects (V4All) on May 1, 2003. For the first two years they helped as many children as they could - with a home visit, some food and milk, doctor and hospital visits, or just a hug. Little did they realise that their love and hard work would not only bring hope to those in need, but also educate and feed hundreds of children on a daily basis 15 years later, as well as boast a team of 75 local staff and over 20 local and international volunteers. Projects Since the start of V4All, the organisation invested close to R35 million into the community - with a special focus on education. In 2005, their first real project saw the light of day: Noah’s Ark Play School that is home to over 140 little children between the ages of one and six.

Under the spiritual guidance of the local Victory Church, Astrid and Johan Vos’s (back middle) passion saw the birth of the non-profit charity organisation Victory4All Projects (V4All) on May 1, 2003. With them are principals Machrista Albertyn (Victory4All Homes), Martha Hutchinson (Rainbow Centre) and Soria Swart (Kings College). Previously home to approximately 220 primary school learners, the school now accommodates over 350 learners after relocating to their new R34 million school building at the end of 2017. Also on their tally of achievements are the construction and renovations of Rainbow Day Care Centre, home to learners with intellectual disabilities: constructing five additional classrooms, an art studio, a school hall

and a skills centre. With the help of their enthusiastic team, they put up four foster homes in Jeffreys Bay and three foster homes in Humansdorp at a combined cost of R4.65 million, while two safe houses were also erected in Jeffreys Bay. The organisation also renovated two completely vandalised buildings at the Ocean View taxi rank, and transformed them into a ba-kery and a soup kitchen. According to Johan and Astrid, the majority of funds are sourced from America, Europe and South Africa.

Success Blown away by the success of V4All, the couple says, “We give our heavenly Father all the glory.” They furthermore contribute the success of the organisation to a strong team of faithful and beautiful people with a high level of integrity - especially when it comes to finances. “At V4All, we use 100% of all donations received in and around our different schools and foster homes,” says Johan. And the best thing about being part of V4All? “That all of the 100 employees and volunteers involved with the project on a daily basis belong to a team. We truly believe that nobody is able to fight this huge battle in isolation. Putting entrepreneurs on road to success MONIQUE BASSON A hair salon . . . butchery . . . craft shop . . . after-care centre . . . crèche . . . restaurant and a driving school . . . Joubertina Helping Hands and New Venture Creation have joined hands to assist 35 local aspirant entrepreneurs with learnerships to make their dreams become a reality: to start their own small business. The project, called Start a Business, kicked off at the Multi-Purpose Centre in Ravinia, Joubertina last Friday. It will see learners put a business plan together over the course of six to nine months. The programme consists of 11 core module

units, 10 fundamental module units and six elective module units. “These units are designed in such a way to give each individual a well-rounded qualification,” says Graham Ward from New Venture Creation. Each learner, furthermore, received a tablet and data for research, as well as all the course material. Learners will meet once a week with trainers from Joubertina Helping Hands for faceto-face facilitation. “Should the business plan have potential, we will try to source the necessary funds from the government and private sector, to get the specific enterprise off the ground,” says Ward.

Ready to start their own business plan, are Joubertina entrepreneurs Shanel Thomas, Nadia Frans, Micaela Swartz, Shareen Williams, and Victoria Abrahams. With them are trainers Elizabeth Labuschagne and Gaylene Ruiters from Joubertina Helping Hands.

Winter extravaganza for kids of all ages at Wildsfees SANTA is coming to town as part of a full programme of wild and exciting experiences and activities for kids at the annual SPAR Kirkwood Wildsfees. “The Wildsfees is one of the only festivals in South Africa to cater for the whole family, and this year we will be bringing Santa and his helpers to the SPAR Kirkwood Wildsfees,” said festival director Jenni Honsbein. “Special experiences for those ‘Born to Be Wild’ include a Santa’s Secret Winter Workshop for kids, themed Wild West pony rides, pedal gokarts, paintball, and a chance to meet and greet all your favourite cartoon characters,” she says. Entrance to the Santa’s Secret Winter Work-

shop for the young and young at heart is R10. This includes a free cupcake and a gingerbread man made using a recipe brought from Germany more than 100 years ago. Santa and his busy elves will be in their workshop. To get there, all that children of all ages need to do is to step through the magic cupboard and follow the snow tunnel into Santa’s workshop. Kids will be able to decorate their own gingerbread biscuits made specially using a secret traditional recipe. Outdoors fun for kids includes Westernthemed Mini Wild Wild West Pony rides at R20 per person per ride. Children need to weigh 60kg or less to ride the ponies, Zeus, Lightning, Cinnamon and Just Jane.

There will also be a packed programme for kids in the Coca-Cola Fun Zone. This will include demonstrations of rhythmic gymnastics by Psyko Souljahz Kids, a yo-yo competition, the Coca-Cola soccer challenge, a kids’ game show with funnyman Roland Gaspar, drumming demonstrations and workshops, and juggling demonstrations and workshops. The young and young at heart can also meet and have their photos taken with some of their favourite cartoon characters, who will be found at different times of the day in the Coca-Cola Fun Zone, as well as the Vodacom Amphitheatre. Characters who will be spending the weekend in the Sundays River Valley include Lollos en Lettie, the four Paw Patrollers, Marshall, Skye,

Everest and Chase, Olaf, Barney and friends, Minnie and Mickey Mouse, Dora the Explorer, and the Three Minions. Lollos en Lettie will also be one of the headline acts on the giant Adventure Province stage to celebrate the tenth anniversary of the start of the popular television show. Budding chefs will have the opportunity to participate in a cupcake decorating competition at the ATKV “Koek op die Stoep” expo on the Saturday. There will be SPAR vouchers and other prizes. Drivers to face off at Victory Raceway VICTORY Raceway is set to host its adrenaline-packed stock car event at Victory Raceway in Victoria Drive, Walmer, Port Elizabeth at 17:00 on June 9. Classes to compete are Junior Hot Rods, Pinkrods, 1660’s, 2.1 Modifieds, Heavy Metals and V8 American Saloons.
