The move follows on complaints from commuters, motorists and taxi operators about the haphazard manner in which ranks have been popping up at various places. Community Services Portfolio Councillor Daniel Benson said the municipality was in discussion with taxi associations and independent operators about moving all operations towards centralised municipal ranks. “There is great concern that illegal ranks are being opened willy-nilly and this brings great challenges such as unhealthy competition among the various parties involved,” he said. Benson said there was a notable increase in taxis operating from parking lots in front of business premises and shopping malls. “This is in contravention of the operating licences, as a taxi rank must be approved by the municipality. “Even roadside parking space is becoming less available for general motorists due to these being converted into mini-ranks by taxi operators. This is not fair to the public as parking space is already limited,” he said. Benson said once an agreement had been reached with the taxi industry, a phased approach would be taken to move the taxis to the provided space. “In Humansdorp, for instance, we have a very big but neglected taxi rank in Bureau Street, with all the necessary facilities,” he said. He said the municipality would be engaging affected parties about ways to combat illegal

Strategist joins top management team KOUGA Municipality has kept its promise of recruiting highly-skilled individuals for critical positions by appointing a well-respected strategist and local government expert as its new Director: Planning, Development and Tourism. Fezeka Mabusela brings with her 16 years of experience in the local government sector, 11 of which have been at management levels. She is a registered Professional Planner with the South African Council for Planners and holds a Master’s Degree in Urban and Regional Planning from the University of the Free State. Her most recent job was at the South African Local Government Association (Salga) where she was the Programme Manager: Economic Development and Planning. Her scope of work during her four years at Salga included supporting municipalities in Spatial Planning, Local Economic Development (LED), Integrated Development Planning (IDP) and Information Communication Technology (ICT). She was also actively involved in championing Salga’s Small Towns Regeneration Programme and Regional Planning and Development. Before joining Salga, she spent five years at the Western Cape Provincial Government as Deputy Director: IDP, where she headed the

That work was followed by the development of a web-based Monitoring and Evaluation platform, used by all municipalities in the province to track joint infrastructure and eco-

nomic development initiatives. Her vast experience also includes working at Elundini Municipality as the Manager: IDP and Performance Management. Executive Mayor Horatio Hendricks said the appointment of Mabusela was in line with ensuring that the best people were appointed for the municipality to deliver on its mandate. “Her wealth of experience can only be of benefit to the institution and the residents of Kouga,” he said. Among her first tasks as Director will be to serve as the Project Coordinator of the Building Inclusive Green Municipalities (BIGM) agreement between Kouga and the Canadian municipality Prince Edward County. Mabusela said what she found appealing about Kouga was the municipality’s focus on town planning as a key pillar and driver of development. “Trends show that Kouga is one of the fastest growing municipalities and the municipality must find ways to respond to that growth. “I want to be part of that response and help to unearth the great potential this wonderful place has.” She said her radiologist husband and two children, currently staying in East London, would join her once she has properly settled in and has found a school for her boys.

JEFFREYS Bay residents will be able to register for free basic services from Kouga Municipality from May 14 to June 7. Free basic services (Equitable Shares) are available to households with a combined monthly income of about R3 400 (twice the state pension). Those who are registered, receive 50kwh electricity plus the basic charge for free, 12kl water plus the basic charge for free, free refuse removal and free sewerage (based on 12kl water consumption). They also do not pay the Environmental Management Fee (EMF) levy and rates for an additional R85 000 on their properties. Finance Portfolio Councillor Brenton Williams said the Jeffreys Bay registration would start at the Newton Hall from May 14 to 17 for residents from Kabeljous, Wavecrest, C-Place and JBay Central (wards 3, 8 and 11). From May 21 May to 24 residents from Par-

adise Beach (ward 12) and Aston Bay (ward 14) will have the opportunity to register at the Aston Bay Community Hall. The drive then moves to the Pellsrus Hall from May 28 to 31 for residents from Pellsrus and Tokyo Sexwale (ward 2) and concludes the following week, from June 4 to 7, at the same venue for households from Ocean View and Mandela Bay (ward 14). Williams said all applicants are required to complete the application form personally. “Those who are already registered also need to re-register during this time to continue receiving these benefits,” he said. The following documents must also be supplied: municipal account and prepaid meter number, ID document (husband and wife), proof of income (bank statement, pay slip or pension card), sworn affidavit if unemployed, proof of usufruct (if owner is deceased, a letter of authority and death certificate).

IDP/budget meetings for Wards 11 to 15 PUBLIC meetings will be held over the next two weeks for residents from Wards 11 to 15 about Kouga Municipality’s draft budget and Integrated Development Plan (IDP) for the upcoming financial year. Executive Mayor Horatio Hendricks said residents from these wards were encouraged to attend. Meetings have already taken place in all other wards. The meeting for Ward 11 will take place at the Newton Hall at 18:00 on May 9. Three meetings will be held for Ward 12. The first will take

place at 18:00 on May 10 at the St Francis Village Hall. The second meeting is scheduled for 14 May at 3pm at the Dutch Reformed Church hall in Paradise Beach and the third meeting for 18:00 on May 15 at the Humansdorp Country Club. The meeting for Ward 13 will take place at 18:00 on May 16 at 6pm at the Weston Hall. Two meetings will be held for Ward 14. Rooiberg at dawn, the descent was pleasant, but it made the climb towards Calitzdorp even worse. After checkpoint 2 it was uphill, painful, and gruelling, demanding pure grit. How does one describe 5500m of pedalling uphill? But it was fun – especially after they reached their destination after 20 hours and 46 minutes! R40 000 was raised for the Children’s Haven. When Baptist pastor Brad Jones decided to enter the 361 km 36ONE MTB Challenge (Kouga Express, 1 March 2018), he did not quite foresee what was waiting ahead. But his passion and vision for the Children’s Home was the driving force; and he and Richard van Lieshout, who had travelled from Johannesburg to render moral support, took to the road at 18:00 on April 22, the one grimly quiet and the other chattering nervously. The riding was to be “clever, not hard,” since they were hoping not to ride through the night twice. Even so, they could not keep up with the more experienced riders and fell behind. After the first check-point which offered coffee and warm clothes, they pedalled through the night and over rolling hills. After

Strengthening teaching in grade R TWENTY-four Grade R teachers, who form part of the Jeffreys Bay Wind Farm’s Literacy Programmes, have completed an in-depth early language and literacy programme. The programme, which is fully compliant with CAPS and kicked off a year ago, supports Grade R teachers to develop the knowledge and skills needed to teach oral language and emergent literacy effectively. “Oral language and literacy foundations are critical for school learning, with evidence clearly showing how children who have more developed language and literacy capabilities when they start Grade 1, go on to become better readers and writers. This is one of the key motivations behind our support of this programme, as it not only offers theory, but provides Grade R teachers with the crucial skills to develop young children through a fun, story-based, activity-rich programme,” explained Hlengiwe Radebe, Economic Development Director for Jeffreys Bay Wind Farm. The Wordworks STELLAR early language and literacy development programme, stands for ‘strengthening teaching of early language and literacy in Grade R’. The twenty-four teachers were required to attend reflective workshops and training sessions over the course of a year. The programme content is implemented between workshops and experiences shared with each other, as the course progressed over the course of the year. “Working with the programme has given me new insight when it comes to storytelling. There are interactive activities that reach a wider audience in class and as each child is

different there is something appealing for everyone. The songs and stories immediately catch the children’s attention, as they listen with great expectation as to what will happen next. The programme has also made it possible for me to bridge the language barrier in my classroom because children learn new words in Afrikaans, Xhosa and English,” commented Grade R teacher, Amorita May, Sea Vista Primary. Teaching materials included stories, largeformat books, puppets, sequence pictures, activity guidelines, tips and ideas, resources and much more. What’s more, materials are available in English, Afrikaans and isiXhosa, making it ideal for schools in the Eastern Cape. This programme is very comprehensive and supportive, as STELLAR trainers work alongside Grade R teachers for a period of six months. They facilitate interactive learning through hands-on activities, report-back and group discussions, and a non-judgmental environment designed to build confidence in the instructors and their students. The Jeffreys Bay Wind Farm’s funding supports the programme at schools within a 20-50km radius of the Wind Farm. These schools include: Chigwell Primary School, Gamtoosvalley Primary School, Graslaagte Primary School, Kruisfontein Primary School, Masisebenze Primary School, Mzingisi Primary School, Patensie Primary School, Quagga Primary School, St Patrick’s EC Primary School, Vukani Primary School, Weston Primary School and Sea Vista Primary School. Going vegan is riding the wave MARINDA VISSER-HOUGH While some still chomp their biltong sticks, becoming vegan is on a roll in certain circles. This group proposes awareness of what we eat and how it impacts the environment. Dean Luyt, Health Reformer and Animal Rights Activist of Healthy Lifestyle Choices, believes it is a change that will “have a direct influence on how we live and do business in the future”. Vegans do not merely give up meat, but abstain from using animal products. In 1944, Donald Watson coined the term, which is not just a way of healthy eating, but includes the philosophy that rejects the commodity status of animals. Locally, various restaurants and Milkwood Market have made provision for vegans and now offer menu options. Alistair Smith, owner of Nina’s Real Food in Jeffreys Bay, says they are at the forefront of creating awareness in this respect. “This is not merely about broadening menu options, but being passionate about the impact on our environment”, says Alistair whose daughters are the golden surfing ‘Smithsters’ of JBay, Emma, Gina and Zoe. “In offering vegan and vegetarian options, we do not simply cater for a particular or younger community, but inform patrons on how to lessen their environmental footprint.” While the surfing community is concerned about the impact on the ocean, we also aim to educate people about health. We consider the effects of salt, soy and other preservatives as well as how to develop great dishes for all, says he. Surfers riding the vegan wave Now the wave is sweeping surfers. Raw talent is not enough to make it big. It takes grit, hard work and being in tune with nature.

Earlier this year, People for the Ethical Treatment of Animals (PETA) posted a lineup of surfers getting on board to “ride the compassionate wave”. Even surfing star Kelly Slater agreed to participate in a two-week vegan challenge with PETA to kick off the New Year. Four weeks later, he was still going strong. “Been vegan nearly a month now. Feeling good. Much better digestion and variety of healthy foods eating this way,” he recently wrote on Instagram. In a video made last year, the 11-time world champion revealed, “I haven’t had milk for probably 20 years now.” John John Florence believes his plantbased diet gives him the competitive edge. In 2016, he clinched his first World Surf League (WSL) world title in Portugal and went on to become the 2016 world champion. Recently, he did it again—winning back-to-back world titles. During a post-heat interview, he said, “I’ve become increasingly aware of food and its effects on the human body. All signs point to the idea that a plant-based diet is far superior to that of high animal-product intake.” He starts his day with a smoothie containing “plant-based protein powder, hemp seeds, chia seeds, frozen mixed berries, celery, kale, half a banana, and maca powder.” Four years ago, pro surfer Tia Blanco—a vegetarian since birth—decided to go vegan, and she’s never looked back. Last year, she told the WSL, “I went vegan for the animals. I love them all and I don’t want to eat my friends.” Alana Blanchard is a proud vegan. This popular surfer lives a compassionate lifestyle. Her pregnancy went without a hitch. Her longtime partner, Jack Freestone, is another proud vegan. Add to the list Nikki van Dijk, Dave Rastovich (who refuses to “eat anything with a mother or a face”), Rob Machado and Anna Ehrgott and they push to make a strong point.

Presbyterian Church turns over new ‘brick’ MONIQUE BASSON THE Jeffreys Bay Presbyterian Church turned over a new ‘brick’, or rather bricks - and now boasts a brand new building in Dolly Varden Street. But this was not an easy feat, says church elder George Harrington, who has been running the day-to-day operations of the church since 2003. “The church bought the piece of ground four years ago, but there was no money to start with the construction of the new building,” he says. “In April last year, we decided to take faith with action.” And so, months of fundraising efforts, hard work and endless prayers commenced. With the sale of the old church building, enough money was raised to start with construction

at the end of last year. With construction completed on March 29, mostly done by church member Jean Joubert, the first church service took place at the new building on March 30. The church boasts a vestry, store room, kitchen and ample toilet facilities - something they did not have before. There is also a memorial slate in remembrance of all members who have passed away. The Jeffreys Bay Presbyterian Church is 42 members strong, with an average of 27 attendees - all 70 years and older. According to Harrington, although the end is in sight, a lot still needs to be done, including a driveway, a floor, the garden and a wall in front of the building. “This is all to the glory of God,” says Harrington. “He provided and encouraged residents and local businesses to support us in our worthy endeavour.”

Dié Humansdorp-boorling, wat Suid-Afrika verskeie kere op wêreldtoernooie verteenwoordig het en vanaf 2002 vir die OP Veterane speel, lei die gedugte vierman-span as spankaptein. Hy is die enigste Kouga-speler wat in die span opgeneem is Daar is egter net een probleem: fondse. Nou is my geld op,” sê hy laggend. “Dit sal wonderlik wees as die gemeenskap en besighede my kan ondersteun.” Die gesoute tennisspeler, wie se liefde vir die sport reeds begin het toe hy ’n tjokkertjie was wat skaars ’n raket behoorlik kon vashou, spog met verskeie prestasies op sy kerfstok. ’n Hoogtepunt tydens die jaarlikse SWD ITF Senior Toernooi in Desember 2012, het Petersen en sy spanmaat, Billy Kehl, die twee Springbok-spelers Mervin Watson en Michael Wolffe, in die stof laat byt tydens hul sege na oorwinning in die naelbyt dubbelstryd vir

mans bo 65. In die gemengde span het hy en Valerie Goliath as wenners uit die stryd getree, en in die mans enkelspel het Petersen eerste geëindig in die “back draw”-rondte na hy onderskeidelik die vierde en sesde beste tennisspelers in die land geklop het. Dié is maar net een van sy vele prestasies op die tennisbaan. In graad 9 en 10 het hy dwergtennis vir sy skool se tennisspan gespeel en was as een van die topspelers gekroon. Na skool het hy onderwys gaan studeer en sy talent ingespan om kinders die kuns en genot van tennis te leer. Hy spog met ’n Sweedse sertifikaat en vier Suid-Afrikaanse sertifikate in tennisafrigting. Petersen rig tans leerders van graad 1 tot 12 by die Laerskool Stulting en die Laerskool Paul Sauer af, asook by die Humansdorp Sekondêre Skool, die Hoërskool Nico Malan, die Hoërskool McLachlan en die Hoërskool Victoria Park. Hy rig ook die provinsiale tennisspan by die St Francisbaai Tennisklub af. Oor die jare het hy verskeie OP Juniorspanne - o.12, o.14, o.16 en o.18 - as afrigter na die SA Junior Kampioenskappe geneem. Verder het hy twee jaarlank ontwikkelingkinders na Namakwaland geneem, waar hulle verskeie Springbok-titels verower het. Vir meer inligting, skakel Petersen by 082 746 9699.

De Villiers, Meaton dominate MySpar MTB Classic THREE-time winner Jason Meaton and Yolande de Villiers dominated at the fifth annual MySpar Mountain Bike Classic and fun farm run at Zuurbron Farm and Bike Park on Sunday, May 6. With a closely contested 60km challenge, Meaton took pole position in a time of 2:24:30. Jason Peach from East London came second in with a time of 2:25:51, while Grant Daly

was placed third in a time of 2:28:27. De Villers won her first MySpar MTB Classic and was placed fourth overall in a time of 2:30:53. Defending champion Anriëtte Schoeman took second place (2:43:36), while Siska van der Bijl finished third (2:45:23). In total, over 730 participants enjoyed a day of four different manicured mountain bike routes and trail run.

Rotary Makro Golf Day raises R40 000 The annual Rotary Makro Golf Day, Better Ball Stableford held at St Francis Bay Golf Club on Saturday, April 28 attracted a very busy field with the day raising over R40 000 for the club’s projects in St Francis. The winners are Clive de Witt and Hein Nauhaus who were the lucky winners of 18 holes golf for 4 players at Goose Valley Golf Club in Plettenberg Bay with a night’s accommodation presented to them by St Francis Club Chairman, Ivan Beaumont.

Spectators were treated to a variety of food stalls, beer tents, jumping castles, and some great MTB watching. Race founder and director, Jacques Steenkamp worked hard at ensuring the entire family could spend a funfilled morning on his farm. Judging from the comments received everyone did just that. Race winners and category winners won a total prize purse of over R20 000.

Hannie wins trophy

Cream of EC rugby on show SET to feature the cream of Eastern Cape schoolboy rugby, hosts Nico Malan High School are set to face one of the toughest rugby challenges when they take on Hoër Landbouskool Marlow on Saturday, May 12. Since 2013 Nico Malan and Marlow both managed to beat their rival team on home ground advantage. Teams to take to the field include o.14 to o.16 and o.18. The highlight of the day, the match set to see the first team fighting for winning glory, will take place at 14:30. The first rugby game of the day will be the u.14A rugby teams taking to the field at 09:00.
