Fresh look for caravan parks

KOUGA Municipality is upgrading its caravan and camping sites so as to attract visitors back to these once prestigious facilities.

Work has started at the Jeffreys Bay and Pellsrus Caravan Parks, with maintenance work, furniture repairs and replacements being done. Community Services Portfolio Councillor Daniel Benson said the parks were valuable assets which had beenn neglected for a long time. “When tourists come to our area, one of the things they look for is a camping experience. Our parks allow us to offer them something truly special, as they are situated only a stone’s throw from the ocean,” he said. “We also want our local residents to be proud of these facilities and make use of them.” A new signboard welcomes visitors to the Jeffreys Bay Caravan Park. The guard house has also been upgraded, with security now provided on a 24-hour basis. The playpark for children has received a fresh coat of colourful paint while a new courtyard has been added where visitors can relax and enjoy the fresh The plumbing at the ablution and shower facilities has been improved and old electrical boxes have been changed. Team effort to keep Hankey clean A multi-disciplinary team from Kouga Municipality spent four days in Hankey to conduct a clean-up and environmental cleanliness campaign. About 70 staff members from the Environmental Management and Health sections, the Expanded Public Works Programme (EPWP) and Law Enforcement were part of the programme. Community Services Portfolio Councillor Daniel Benson said the focus was on cleaning up public spaces where illegal dumping was a problem. The Environmental Health Practitioners also visited businesses to speak about the manner in which they dispose of their waste. Municipal earth moving machinery and trucks could be seen loading and transporting large volumes of waste to the Hankey landfill site. Benson said the programme had come about after concerns were raised by commu-

nity members about the cleanliness of the town. “When we analysed the situation, it became evident that we would need to treat the cleanup of Hankey as a joint project and pull in as many of our resources as possible. “Our biggest challenge is still with illegal dumping, in spite of the municipality having provided more skip bins, which are emptied and cleaned twice a week,” he said. Benson said his directorate would be monitoring the situation and that those who were found to be disposing of waste illegally would be held liable and issued with a fine. He added that there would, however, have to be more educational and awareness programmes for the public about environmental cleanliness. “The municipality issues refuse bags to households and there are scheduled days for refuse collection in all areas, but we somehow

end up with the same problem every time,” he said. He appealed to the public to take out their refuse bags only on the scheduled days to prevent animals from ripping open the bags. “We also found that shops generate a lot of waste but many do not have proper measures in place to dispose of this,” he said. “Their operating licences hold them liable for any waste around their premises and that is why we brought our Environmental Health Practitioners and Law Enforcement Officers to remind them of this responsibility. “Shop owners are required to have refuse storage facilities where they keep their waste until collection day. The tendency, however, is to leave refuse on the street curb on any day,” said Benson. The councillor added that this municipal team would target one hotspot per quarter until the situation improves.

Count off to go wild at Kirkwood Wildsfees THE Eastern Cape’s very own SPAR Kirkwood Wildsfees will be going wild in June with the biggest-ever line-up of national and local artists, over 350 specialist stalls and one of the province’s top game auctions. “No other festival has the special flavour of the SPAR Kirkwood Wildsfees,” says Alan Stapleton, Purchasing Manager: Non-Foods. Sponsorships and Events SPAR Eastern Cape. “It calls out loud, and proud to families and friends to gather and commune and share the entrepreneurial passion and commitment of the wide spectrum of artists and stall holders,” he says. “More than 30 of the country’s top stars and local artists will be going wild in the Karoo on the Adventure Province Stage over the weekend of the SPAR Kirkwood Wildsfees,” adds festival director Jenni Honsbein. “Good news for festival-goers is that we have been able to keep the entry fees the same as last year’s. “On any of the three days of the festival you will hear five or more of the country’s favourite artists on the biggest and best outdoor stage in the Eastern Cape for the price fans normally pay for a single ticket. “In fact, on Saturday there will be a galaxy of 11 stars on stage from 13:30 till late. “A number of the artists will also be at the Wildsfees or in the Eastern Cape for the first

time – or have not been in the province for a number of years,” she says. They include legends Laurika Rauch, Adam Tas and Koos Kombuis on Sunday, July 1; Fatman and Caroline Grace on Friday, June 29; and Blackie Swart, Jan Bloukaas, Michael Lindt and Tussen Sterre on Saturday, June 30. Local group Die Baaienaars will be on the Adventure Province stage on Sunday. “Special experiences for those ‘Born to Be Wild’ include a Santa’s Secret Winter Workshop for kids, themed Wild West pony rides, pedal go-karts, paintball, and a chance to meet and greet all your favourite cartoon characters,” says Honsbein. The festival will once again host one of the province’s premier game auctions on the Friday. According to Addo Elephant National Park conservation manager John Adendorff there will be 45 disease-free buffalo, which have already been captured, as well as 75 certified Cape mountain Zebra from the Mountain Zebra National Park. There will be a variety of other prize game on auction, according to spokesperson Johan Swart. Capitec’s involvement in the Wildsfees means festival goers will for the first time be able to pay for their entrance tickets with their credit and debit cards.

The quilt plus its 20 blocks make up 21 pieces in total, and was completed within four weeks of intensive labour by avid Jeffreys Bay quilter Zahlia Wilcox. “I made it specifically for Kouga Hospice,” she says. The multi-colours represent the patients for which they care. No matter their age, gender or colour, Hospice cares for all equally.

“This quilt is called Memories in honour of my late husband who passed away from cancer.” Kouga Manager Sister Ingrid Williams acknowledged the wonderful support the locals had shown in the past and feels positive that they will meet their target. “Hospital beds are always in demand and we would like to have another one to meet the need,” Williams says. ‘Express’ manager to speak at world media congress BETTIE GILIOMEE KOUGA Express and its sister Express publications across the Eastern Cape will feature at a prestige media conference in Washington where the newspaper’s Ge-neral Manager, Tasmia Ismail, will be giving a presentation. Ismail, who is the general manager of EP Media and Die Burger (Oos-Kaap) is the only person from South Africa selected to speak at the Inma World Congress of News Media, which will be attended by hundreds of key roleplayers in the media industry worldwide from tomorrow until June 5. In its 88th year, the congress is described as “the indispensable conference for strategists, catalysts, audience-builders, and revenue executives from the leading news media companies”. Ismail was selected by Media24 CEO, Esmaré Weideman, and Media24’s General Manager of print media, Ishmet Davidson, to speak at the congress. According to Ismail, the topic of her presentation will be “The Power of Local” and it is based on best practice in the successful launches of EP Media’s free Express newspapers in the Eastern Cape. “I will also be discussing the challenges that we face in this market and how we address them. “This audience is also very interested in the financial returns of such expansion and we will talk them through some numbers on print orders, revenue growth and profit growth,” said Ismail. “The success of our growth really comes from one core element, our people, and this is where I get to brag about EP Media’s cohesive thinking, collaborative contribution

Wind Farm funds graduation A very proud group of ECD Practitioners celebrated the successful completion of their NQF level 4 ECD training at a graduation ceremony where they received their Further Education and Training Certificates. “The course was challenging, but now I can say with pride that my knowledge of ECD was built to the extreme and I am already implementing what I have learnt,” says Natasha Visagie, ECD NQF Level 4 Graduate, Disney Centre, Sea Vista. Having commenced their training in 2016, they experience as an important milestone in their journey to fulfilling the Department of Social Development’s requisite that strongly advises that there should be at least one practitioner with an ECD NQF Level 4 qualification at each site. Furthermore, it is expected that this will soon be a basic requirement for the registration of an ECD site. “Investment in the development, care and protection of children’s needs, is a priority for Jeffreys Bay Wind Farm, as it is our vision to ensure these centres can truly support the holistic development of children and prepare them well for Grade R,” says Hlengiwe Radebe, Economic Development Director for Jeffreys Bay Wind Farm. The results of this programme have been remarkable. Practitioners were highly motivated and conscientious and achieved an overall attendance rate at training sessions

of well above 90%. “I found the assignments about the children incredibly valuable, as well as the Maths Literacy module, which I enjoyed as it refreshed my knowledge,” says Nokuphumla Dela, Umzamomhle Day Care Centre, Hankey. Following an audit of 20 ECD centres in the Eastern Cape during 2014, Jeffreys Bay Wind Farm began funding the implementation of a developmental programme that included ECD Practitioner training, mentoring and support programmes, ECD compliance and governance, infrastructure, as well as the provision of equipment and classroom resources. The participating ECD centres support communities in Humansdorp, Jeffreys Bay, Westin, Thornhill, Sea Vista, Patensie and Hankey. Stakeholders and ECD centres were identified through consultation with the Eastern Cape Education and Social Development Departments. Structured, qualitative interviews were conducted with key stakeholders. An extensive amount of detailed interviews were conducted with the centres. In addition, interviews were carried out with NPOs, the Departments of Education and Social Development; the South African Police Services; the Education Training and Development Practices Sector Education and Training Authority (ETDP SETA) provincial office and the local municipal offices.

Van Deventer, die oudste bestuurinstrukteur in Kouga, indien nie in die Oos-Kaap nie, het al meer as 25 000 bestuurslesse op sy kerfstok en het oor die afgelope twee dekades nagenoeg 1 500 leerders gehelp om hul bestuurlisensie te kry. Meeste daarvan met die eerste probeerslag. Hy spog met ’n indrukwekkende 99%-slaagsyfer. Diegene wat nie ’n geldige rybewys met die eerste probeerslag gekry het nie, erken ruiterlik dat dit hul eie skuld was - óf die motor het agteruit gerol of hulle het een van die hindernisse in die parkeertoetsarea gestamp. Sy geheim? Vir hom gaan dit nie oor die geld nie, maar oor die veiligheid van bestuurders en passasiers op die pad. Dié dat hy altyd net sy beste gee. Of dit nou agt of 20 lesse neem. Een oproep te veel Dirk, wat vir jare aan die verkeersdepartement in Port Elizabeth en Humansdorp verbonde was en op vroeë pensioen gegaan het, het 25 jaar terug sy uniform vir die van sy eie bestuurskool - Dirk Driving School - verruil. Met ’n goeie hupstoot van sy vrou, Selina van Deventer. Sy lag: “Na hy my 32 keer in een maand van die huisfoon gebel het, het ek besluit hier trek ek die streep. So kan dit nie aangaan nie.” Sy het dadelik daad by woord gevoeg, en begin rondbel om uit te vind wat gedoen moet word om ’n bestuurskool op die been te bring. “Voor hy sy oë kon uitvee, moes hy vir die verpligte leerlinglisensie- en bestuurstoets gaan om ’n bestuurskool oop te maak.” Vandag is hy bly sy vrou was so voor op die wa.

Dirk, wat glad nie vir groentjie-bestuurders skrik nie en senuwees van staal het, is ’n bestuurinstrukteur wat sorg dat al sy leerders vol selfvertroue by ’n toetssentrum instap.

FOTO:MONIQUE BASSON Vol selfvertroue Dirk, wat glad nie vir groentjie-bestuurders skrik nie en senuwees van staal het, is ’n bestuurinstrukteur was sorg dat al sy leerders vol selfvertroue by ’n toetssentrum instap. “Ek raak altyd so trots as my leerders met ’n breë glimlag daar uitstap met ’n wettige lisensie in die hand.” Hy beduie met sy hande in die lug: “Ek laat al my leerders eers sekere tegnieke onder die knie kry voor ek hulle pad toe vat: stop, wegtrek, ratte-wisseling, observasies en hoe om in die verkeer in te beweeg. “Niks word half gedoen nie. Eers wanneer ek heeltemal tevrede is, sal daar na die volgende stap aanbeweeg word. “Ek is streng met hulle, maar nie onredelik nie.” Hoeveel lesse neem dit voor jy ’n ‘deskundige’ agter die stuurwiel is? “Mense wat nog nooit voorheen bestuur het nie, het tot twintig lesse nodig. Diegene wat kan bestuur, benodig agt tot tien lesse. “Party mense leer vinniger as ander.” Baie koek en ‘tannies’ Sy leerders wissel van jonk tot oud - met die

oudste leerder ’n 66 jarige vrou wat nog nooit bestuur het nie. “Haar man wou nie hê dat sy agter die stuurwiel inskuif nie, maar met sy afsterwe het sy die motor geërf,” sê hy. En Dirk was die ideale persoon om haar te leer bestuur. Sy is net een van vele ouer dames wat by hom vir bestuurslesse kom aanklop het - sommige wat nooit bestuur het nie, en ander wat vergeet het hoe om te bestuur. Elke nuwe ouer kliënt het ’n heerlike tuisgebakte koek beteken. Dirk glimlag ondeund: “Aan die begin het ons so baie koeke gekry, dat dit ’n wonderwerk is dat ons nie vreeslik vet geword het nie.” Hy het verder twee vroue met disleksie gehelp om hul rybewys te bekom. Iets wat hulle onmoontlik geag het. “Met die regte leiding, kan enige persoon ’n geldige rybewys bekom. Inligting moet so oorgedra word dat die leerder dit kan verstaan en suksesvol toepas.” Dan is daar ook die broers, susters, neefs, niggies, kinders en kleinkinders van vorige leerders wat na hom vir lesse kom. En as hulle moet wag, wag hulle. Want daar is geen ander

motor. “Gelukkig is hulle in die minderheid.” En die moeilikste? Diegene wat dink hulle het net ’n les of twee nodig. “Dit is nie net vir inklim en bestuur nie. Daar is die K53, die 360°-observasie, die aansitmetode en die buite- en binne-inspeksie. “Slegs die aansitmetode bestaan uit nege stappe: trap die rem in, laat sak die handrem, trek die handrem op, sit die voertuig in neutraal en draai die sleutel - maar die enjin mag nie aangaan nie. Volgende maak seker al die waarskuwingsligte en ander liggies werk, verseker die outomatiese smoorklep is af en sit jou veiligheidsgordel aan. “Dan eers kan die voertuig aangeskakel word.” Sy raad aan voornemeende leerders? “Dit neem tyd om aan alles gewoond te raak, wees geduldig. Let op en vra vrae as daar iets is wat jy nie verstaan nie.” Toekoms Dirk, wat elke oggend voor sy eerste bestuursles in die tuin werk, dink nog glad nie daaraan om sy motorsleutels op te hang nie. As dit van sy vrou af hang, gaan dit beslis nie binnekort gebeur nie. Daarvoor is hy hopeloos te besig, volgens haar.

Municipality looking after staff’s health KOUGA Kouga Municipality is looking after the health of its workers. Forty staff members were awarded their Level 1 First Aid certificates at a ceremony in Jeffreys Bay last week. Corporate Services Portfolio Councillor Frances Baxter said trainees had been chosen from all sections of the municipality. “The course covered, among others, first aid assistance for medical conditions, head and spinal injuries, poisoning, respiratory emergencies, fractures and sprains, as well as the dressing of wounds,” she said. Municipal Manager Charl du Plessis said workers were exposed to many risks, some of which were health related and others linked to their working environments. “Staff need to know how to deal with medical emergencies should the need arise. “As much as legislation is important, governance is not only about ticking the correct boxes and being compliant. Our staff are hu-

man beings and we need to create a safe and caring environment for them,” he said. Du Plessis said the skills attained by these employees were not only relevant for the workplace but could be used in their everyday lives where they could lend a hand in emergency situations. “With all our training programmes, we would like to empower our workers beyond just being fit for their occupations. We want them to be able to use their skills in their communities as well,” he said. The training, which took place in February and March, is a legal requirement in line with the Occupational Health and Safety Act (nr 85 of 1993), which stipulates that an institution must have first aiders and occupational safety representatives. The qualification of this group is now valid for the next two years. They will be going on Level 2 training in June this year. Each were given a first aid kit for their sections.

Winterfest gears up for Corona Open WITH the JBay Winterfest a mere six weeks away, plans are in full swing to get the town of Jeffreys Bay ready for the throngs of tourists, athletes, fans and spectators that will be in attendance for the event. One of the biggest draw cards of the JBay Winterfest is the Corona Open JBay – the World Surf League (WSL) Championship Tour (CT) surfing event that will take place at Supertubes. The event attracts the top competitive surfers in the world, including current world champion John John Florence from Hawaii, multiple world champion Kelly Slater from Florida, previous multiple event winner Jordy Smith from Durban and previous world champion Gabriel Medina from Brazil, as well as last year’s event champion Filipe Toledo, also from Brazil. In the event, Jordy Smith will also be joined by CT rookie Mikey February from Cape Town and a yet-to-be-announced local wildcard who will be chosen from World Qualifying Series ratings points. This year will also see the women return for their Championship Tour event at JBay, also to be held during the event waiting period July 2 to 16. The top rated women on the Championship Tour include Stephanie Gilmore from Australia, Lakey Peterson from USA, Tatiana Weston-Webb from Brazil and Carissa Moore from Hawaii. It is the first time
