Executive Mayor Elza van Lingen said seven colourful signboards, requesting visitors to “Keep Kouga Clean”, are set to be erected at the entrances to Jeffreys Bay, Humansdorp, Hankey and St Francis Bay. Cleansing teams across Kouga will also, from the end of the month, be armed with 46 new litter-picking trolleys bearing the same branding. She said the municipality had partnered with the Jeffreys Bay Superspar, Humansdorp Spar, Hankey Spar, St Francis Bay Superspar and Build-it for the awareness campaign. “The first board went up at St Francis Street in Jeffreys Bay this week and looks fantastic,” the Mayor said. “We are grateful to our local business sector for making it possible.” JP Venter, owner of three of the participating Spar stores ‘A clean and a partner in Build-it, said he Kouga is was glad for the good for all of opportunity to give back to the us. New plan to address controversial causeway KOUGA Municipality has rolled out a new plan to address the controversy around the causeway between Paradise Beach and Aston Bay at Jeffreys Bay. The municipality started pumping water from the Seekoei estuary on Monday (4 Sept) in an attempt to clear the causeway from water and increase the safety of motorists. The causeway is the main access route to Paradise Beach. Executive Mayor Elza van Lingen said the municipality had an urgent meeting last week with stakeholders, including the Department of Environmental Affairs, Department of Water and Sanitation and the Department of Roads and Public Works, to identify short, medium and long-term solutions to the problem. The meeting was called after heavy rains and stormy seas increased the water levels of the Seekoei estuary to such an extent that the causeway became submerged. “There is an alternative gravel road, but it tends to become slushy and slippery when it

rains. This means that many Paradise Beach residents are, in effect, cut off from the rest of the world when the causeway is submerged,” Mayor Van Lingen said. She said breaching the estuary mouth artificially to lower the water levels was not an option. “The law does not allow for it because breaching the mouth artificially could actually increase the risk of properties along the embankments flooding,” she explained. “It was, therefore, agreed that the best alternative would be to pump water from the estuary. Our aim is to drop the water level by 15cm to 20cm. “We are also looking at ways, including floats and velocity breakers, to minimise the chop of the water and limit the amount of spray that washes over the causeway surface,” she added. She said the municipality had earlier this year entered into a Memorandum of Understanding with Nelson Mandela University for the drawing up of an Estuarine Management Plan that will enable Council to make an in-

formed decision about a permanent, longterm solution. “The research team will be having public meetings towards the end of September and we expect the plan to be finalised by March 2018. The information the team has collected to date has been invaluable in helping us to identify possible solutions.” She said a serious point of concern that had been raised by Prof. Tris Wooldridge, of the research team, was that little to no fresh water was flowing into the estuary because of the many irrigation dams in the Seekoei and Swart Rivers. “In the long-term we need to restore the natural balance of the estuary so as to mitigate the flood risk to properties and infrastructure in the vicinity. In order to achieve this, fresh water needs to flow into the system. “Not all of the dams in the Seekoei and Swart Rivers are legal. The Department of Water and Sanitation has undertaken to address this as a matter of urgency so that illegal dams can be removed and the fresh water flow

restored,” she said. “There are also fresh-water ponds in Paradise Beach that we suspect used to flow into the system and we are looking at ways to link these ponds’ back up to the estuary.” She said the Eastern Cape Department of Roads and Public Works, under whose jurisdiction the alternative gravel road falls, had undertaken to ensure that this road is properly maintained. “To tar this section would cost R80-million or more and the Department is frank about the fact that they do not have funding at this stage. We will, however, ensure that the tarring of the road is on our Integrated Development Plan for future planning purposes.” The Mayor thanked all roleplayers, including Paradise Beach residents, for rallying together in a time of crisis. “There’s a lot of hard work that lies ahead but we are pleased that we are now in a position to take action in the interest of our communities,” she said.

What matters is what lessons we draw from those mistakes and to avoid committing the same. Giving up is not an option,” she said. Local Economic Development (LED) Portfolio Councillor Bryan Dhludhlu, who could not be at the event due to a Council meeting taking place at the same time, said the focus of

his department is on opening the market for small, medium and micro Enterprises to enjoy a bigger slice of the cake. “We have travelled a long way with some of these business entities and have seen them grow through the assistance from LED and our partners. We want to travel with them on their journey to success,” he said. Car crashes through wall again MONIQUE BASSON A female driver ploughed through the boundary and garage wall of a Wavecrest home in Jeffreys Bay. The driver lost control of her vehicle at about 21:00 on Sunday night, drove over an empty plot, narrowly missed an electricity box, crashed throught the boundary wall which was recently repaired after a previous accident - and came to a standstill when she hit the garage wall of Michelle Klerck’s house on the corner of Noorsekloof and Seetuin. According to Klerck, apart from the damages to the boundary wall, severe structural damage was caused to the garage. “The windows are broken and there are several huge cracks. It is so bad that I cannot even attempt to remove my vehicle from the garage. Residents now demand that speed reducing

measuring be put in place. Kouga Mayor Elza van Lingen visited the affected residents on Wednesday to have a look at the accident scene. “The road is one of the main access roads used by emergency vehicles, which limits to what extent speed-calming measures can be introduced,” says van Lingen. “The safety of our residents is of great importance, however, and our Traffic Department has been instructed to look at the possibility of placing rumble strips at high-risk sections of Noorsekloof Road. Signage to warn motorists of dangerous bends will also be put up as a matter of urgency.” A female driver ploughed through the boundary and garage wall of a Noorsekloof home in Wavecrest, Jeffreys Bay. Stranded seal pup rescued MONIQUE BASSON A young southern Antarctic fur seal is set to spend time in ‘rehab’ after the stricken animal was spotted close to Seal Point Lighthouse in Cape St Francis. Hearing a distressed noise while walking his dog at around 07:30 on August 23, local resident Greg West took his four-legged back home before investigating where the sound came from. Upon finding the anguished seal yearling, West phoned the local Southern African Foundation for the Conservation of Coastal Birds (SANCCOB), who arrived at the scene within minutes. “After assessing the situation, we phoned our seal rehabilitation centre which operates out of Bayworld in Port Elizabeth,” says Kerry Bell-Cross, SANCCOB Marketing and Fundraising Coordinator.

“It was suggested that we get the pup to Port Elizabeth as soon as possible. We geared up all our equipment and after a bit of a struggle we managed to catch the seal and put him in our intensive care unit under a heat lamp. Once it was stabilised, we transported the pup to Port Elizabeth.” According to Bell-Cross, it is unknown why the little fellow was stranded in Cape St Francis. “The seal is one of six of southern Antarctic fur seal yearlings currently being rehabilitated at Port Elizabeth. Depending on their health, they will be released back into the ocean.”Report any stranded seals or any other stranded marine mammals to SANCCOB at 082 890 0707 or Bayworld at 072 679 4643. WITH the rise in electricity costs, the current drought and the drive to greener living, residents all need to adjust both their energy and water consumption habits. Doing just that, is now as easy as one, two three. The NanoView from CBI-electric is an exciting new energy and water monitoring device suitable for household as well as commercial consumers. Recently receiving much acclaim at the African Utility Week, the newly launched CBI-electric NanoView allows individuals to easily manage their electricity and water usage. By displaying live data in both monetary and consumption terms (i.e. energy in W and kW; and water in litres and kilolitres) the user can quickly determine which appliances not only use more energy, but also which appliance costs the most to operate. With this data on hand the customer can make energy wise decisions. The cumulative usage mode on the monitor displays consumption for the past day, week or month and is a great tool to manage budgets and evaluate progress in achieving a greener lifestyle. The NanoView is the ideal tool to educate the whole family in greener habits and manage their water and energy consumption more closely. For energy monitoring the unit can be connected to up

to 16 power circuits with a sensor measuring range of 5 W - 14 kW (60A max). The monitor has a power sensor accuracy of 99% (Class 1) and an operating Voltage of 230 V AC ± 20% at 50 Hz, with a 1-second refresh rate and a 24-hour battery backup for time keeping. An added benefit is that consumption data is saved indefinitely during power failures. The water meter provides for up to four water meter transmitters with a range up to 100m. New additions for Shell Museum THE Shell Museum in Jeffreys Bay was shown some sisterly love by its neighbour, Bayworld’s Port Elizabeth Museum, with the donation of shells weighing almost 40kg. The official handover happened last week at the Shell Museum Complex in Jeffreys Bay. The process was initiated in May by Petro Meyer, the Treasurer of the Humansdorp Museum Association (HMA), under which the Shell Museum falls. She had visited the PE Museum’s Cinderella store – where shell collections of different kinds are stored – to take a view. She discovered many specimens among the large mixed collection which she believed would add value to what the Shell Museum had on display. On return to the store, Meyer brought along fellow committee member and expert Philip Steenkamp, who helped with the selection of the varied and unusual specimens. He said the shells would expand the aesthetic, educational and interest value for locals, learners and tourists to the Shell Museum. On 15 August, the manager of the PE Museum, Luvuyo Mini, agreed that the selection, weighing 38,9kg, could be donated to the Shell Museum. Speaking at the official handover, PE Museum Collections Manager Gill Watson said they recognised that

Bayworld’s Port Elizabeth Museum Collections Manager Gill Watson hands over some of the shells donated to the Shell Museum to Kouga Local Economic Development and Tourism Acting Director Carina Strydom, Kouga Tourism and Creative Industries Portfolio Councillor Frances Baxter and Humansdorp Museum Association Chairman Theo Vosloo. With them is PE Museum’s Collections Assistant Vanessa Isaacs. PHOTO:SUPPLIED the shells would be optimally used by the Shell Museum ra-ther than being boxed and locked in a storeroom. “We believe the shells will be well used by the Shell Museum, which specialises in the display and appreciation of the large number of species, colour variety, size range and marine importance of shells for the education of and promotion to all visitors about the diverse natural marine heritage of the Eastern Cape,” she said. Watson added that this kind of support also helped to build relations between the Eastern Cape Museums

and indicates a willingness to combine expertise and resources for the benefit of all. Kouga Tourism and Creative Industries Portfolio Councillor Frances Baxter thanked the PE Museum for the gesture and paid tribute to the members of HMA, in particular Meyer, for leading the initiative. “I am forever enticed and excited by programmes that seek to preserve our natural heritage for current and future generations to appreciate the beauty that nature has provided,” said Baxter.

RAINBOW CENTRE

Empowering disabled learners MONIQUE BASSON A year of firsts: it is the very first time that learners can write in their own books, write the ABET exam and succeed, compete in drama, excel in chess and win gold at a choir festival. And this is only the beginning. Principal Martha Hutchinson and her dedicated team at the Rainbow Centre in Humansdorp are empowering learners with ‘special needs’ one day at a time to progress to higher levels of education through their never-ending compassion and hard work. The Rainbow Centre is one of the four pillars of Victory4All and home to 106 learners with special needs, such as physical and mental disabilities or learning difficulties. Hutchinson is acutely aware of the extra hurdles these learners face. “If we can harness the energy, resilience and the determination that these children have, the progress we can make will be huge,” she says. “It is of vital importance to equip all students to realise their full potential. They need the support of every member of the community.”

Finding multiple ways of exposing learners with disabilities to opportunities that will help them demonstrate their full potential, ten learners wrote their first ABET exam earlier this year. Six learners passed maths and four Afrikaans. Two learners achieved 73% for maths and Afrikaans respectively - - a major accomplishment for the school. Not stopping there, a Xhosa class and individual learning where needed were implemented. Learners have competed in two choir competitions - achieving gold in one - and are avid chess players. According to Hutchinson, one of the year’s highlights was a much-needed donation from the Kouga Wind Farm that was used to buy work books for all the learners. “For the very first time, each learner has his own books to write in. They are now able to page back for reference purposes.” Future dreams include swimming lessons, full-time counselling, art classes for younger learners, computer training and software to learn to read and write. “All learners are worthy and have a precious role to fulfil in society, even though they have a difficult road ahead of them,” says Hutchinson.

Rainbow Centre Principal Martha Hutchinson is on a mission to break barriers that stand in the way of learners with disabilities. With her are learners Likhona Antoni, Luleka Tshabane and Nadia Jantjies. PHOTO:MONIQUE BASSON

Get your estate in order HAVE you been recently divorced or widowed? Have you bought a new home? Have you been co-habitating with your partner for some time? Do you have a number of people that depend on you financially every month? If so, it is advisable to have a legally sound will to ensure that there are not competing claims on your estate when you pass away. As has become the tradition over the past few years, members of the public will be able to have a basic will drafted by an attorney free of charge during National Wills Week from September 11 to 15. Attorneys’ firms throughout the country are participating in the National Wills Week project. “By ensuring that you have a valid will, you as the testator, can protect the interests of your loved ones and ensure that there is no delay in settling your estate after your death. It also ensures that your executor will act according to your wishes as set out in your will. A valid will allows you to state who should inherit your assets and property, to appoint an executor of your choice for your estate and also a guardian for your minor children,” say

OMBUDSMAN In accordance with the editorial policy of the Kouga Express, we invite readers to comment on mistakes in the newspaper and shall correct significant errors as soon as possible. Please send comments to the Editor at Monique.Basson@media24.com or phone 042 293 2973. Law Society of South Africa (LSSA) Co-Chairpersons, David Bekker and Walid Brown. During National Wills Week, attorneys participating in the National Wills Week initiative will display posters with their contact details so that members of the public can make appointments with attorneys in their area. In addition, the contact details and addresses of all participating attorneys can be accessed on the LSSA website at www.LSSA.org.za or by contacting the relevant provincial law society. Why should an attorney draft your will? A practising attorney has the necessary knowledge and expertise to ensure that your will is valid by complying with all the legal requirements in the Wills Act and also that it complies with your wishes. An attorney can also advise you on any problem which may arise with your will and assist your executor. Often a will is not valid because the person who drafts it does not have the necessary legal knowledge to ensure that all the legal requirements of the Wills Act are met. These include the fact that the will must be in writing, it

must be signed by the testator in the presence of at least two competent witnesses, and also signed by the witnesses. What could happen to your estate if you die without a valid will? If you die without leaving a valid will, your assets will be distributed according to the provisions of the Intestate Succession Act. These provisions are generally fair and ensure that your possessions are transferred to your spouse and children, and where applicable, to siblings, parents, and if required, then to the extended family in terms of degrees of relationships. But, more problems may arise if you die without leaving a will. Where to find an attorney participating in the National Wills Week project: www.LSSA.org.za.

Free Addo park entry to cultivate a sense of pride IN just under two weeks’ time, the annual SA

National Parks Week (SANPW) campaign will kick off in most of the country’s national parks. In the 12th annual event of its kind, free day access will be granted to all South African citizens between 18 and 22 September. In the Frontier Region of SANParks this includes Addo Elephant, Garden Route, Camdeboo (Graaff-Reinet), Mountain Zebra (Cradock) and Karoo (Beaufort West) National Parks. The aim of the campaign is to link the South African national parks system to a similar global movement and showcasing the best of South Africa’s national parks. Now, partnering with Total SA and FNB, it is in line with SANParks’ vision statement of “A sustainable National Park System Connecting Society”. The theme for this focus week is the same as it has been in previous years, “Know Your National Parks”, aimed at cultivating a sense of pride in South Africa’s natural, cultural and historical heritage, protected by the national parks system. “Throughout the week the public, especially those from local communities adjacent to the Parks, will have free access to visit. It should be noted that this does not include accommodation or any commercial activities such as guided game drives or horse trails,” said Fayroush Ludick: Regional Manager: Communications, SANParks. Each park’s people and conservation department will host various groups from around their parks to informative sessions about the park, its history, conservation eth-

Some groups will be treated to a guided game drive, which for some of the visitors will be their first time, even though they’ve lived within close proximity all their lives. In Addo Elephant National Park, with its closest gate only 30 minutes outside Port Elizabeth, there is an array of activities available to participate in: self-drive game viewing, bird watching, walks and hikes, picnics and visiting various places of interest at the Park’s Main Camp like the Ulwazi Interpretive Centre, underground hide, bird hide and the PPC Discovery Trail. SANParks encourages all South Africans to diarise these dates and plan a visit to their nearest park. “The survival of the South African national parks system and our natural and cultural heritage lies in the people of South Africa,” said Ludick. Enjoy a slack pack hiking trail THE Chokka Trail, a 58km slack packing route through the greater St Francis is a must for any hiker - whether a beginner or advance adventurer. Ancient Khoisan fish traps, shell middens, calamari tasting, the rugged coastline, a unique dune bypass system, a tidal river, protected fynbos, archaeological sites, wetlands and a visit to one of South Africa’s few working small harbours, are the ingredients that make up the Chokka Trail. The four day/three night route starts at St

Francis Links, from where hikers will be transported to Oyster Bay for a warm up walk to Thysbaai, where the ancient fish traps are visible during low tide. Dinner will be served on the deck of Oyster Bay Beach Lodge. On day two hikers will walk back to St Francis Bay via the Sand River, a dune bypass system and highway of rolling sand dunes with an amazing view over the Baviaanskloof Wilderness Area to the north. Shell middens can be found, and at almost 18km this is the longest section of the trail.

Enjoy a relaxing cruise through the stunning waterways of St Francis Bay! from R150pp

The Cape St Francis Resort is host for the second night, and will transport hikers to Mostertshoek the next morning. The shoreline of Cape St Francis and St Francis Bay is part of the Coastal Cradle of Mankind, and together with a variety of fynbos hikers have a chance to see Southern Right whales, dolphins, otters and small game like duiker and bushbuck. The SANCCOB Penguin Rehabilitation Centre at Seal Point is included in the trail and the highlight of the day is a calamari tasting at Port St Francis.

After visiting a restored chokka boat, hikers will be transported to Brisan B&B on the Canals in time for a canal cruise before dinner. The Chokka Trail finishes with an 11km walk from The Cove via the Kromme River and Sand River into the St Francis Links, where a network of secret trails awaits in the coastal thicket, alive with birds and caracal, bushbuck, bush pig and porcupine, mongoose and genet. ’n Wildrit, voëlparadys op jou voorstoep Om neffens die Baviaanskloofberge die stilte in jou kop terug te kry, gebeur so sonder dat jy dit agterkom. Òf jy as ernstige voëlkyker na daardie skaars spesie soek, ’n wildliefhebber òf net lus is vir ’n heerlike plaaskuier, Pabalawildsplaas bied iets vir almal, skryf Monique Basson.

Besprekings is noodsaaklik. Vir meer inligting, skakel 083 246 9494, stuur ’n epos na info@pabalagamefarm.co.za of besoek www.pabalagamefarm.co.za.

‘n Lewe!

Biathlon kicks off with a bang THE first Biathlon League race of the season took place this past weekend in perfect sunny weather. Vice-chairman Shaun Richter said despite many athletes still being busy with their school winter sports programmes, the turnout was promising. “The exciting multisport includes running and swimming and is suitable for all ages. “This will be the second season of under eight athletes being included in the sport and it was exciting to see five- and six-year-olds taking part in the 400m run and 25m swim,” he explained. The run took place at the Westbourne Oval, while the swimming followed at the Newton Park Swimming Pool. Richter said, considering it was the first

race of the season, there were some impressive performances. Young Danny Baxter got the day off to a win in the under eight boys division and Minette van Zyl won the same age group for the girls. Nathan Appels and Lisa de Villiers were the boy and girl winners in the under nine division. Lieben Bester won the boys under 11 division on the back of a fantastic run and Abigail Holderness won the girls under 11 division. Ruan le Roux dominated the boys under 13 race with massive wins in both the run and the swim, while fellow Summerwood pupil, Anke Serfontein, also won the run and the swim to claim first place for the under 13 girls. Other winners among the older female athletes were Kerri-lee Barnard (u/15), Karla Scheffer (u/17), Chane Petzer (u/19), Jane Holderness (junior veteran) and Sunelle Horn

Ryan Thiersen, one of the Biathlon League participants.

(veteran). Among the boys the winners were as follows, Wehan Smith (u/15), Damien Smith (u/17), Jano Agenbag (u/19) and Simon Holderness (junior veteran). Sixty-three-year-old Margie Saunders not only won the ladies masters division but also broke the South African record (unofficial when going to press). “With athletes from 19 different schools taking part, ages ranging from five to 63 and more than five families with two or more athletes taking part (one family had mom, dad and all three daughters taking part), EP Biathlon truly is the premier family sport in the Port Elizabeth area. While EP hosts the 2019 SA Champs, now is the ideal time to start Biathlons,” Richter said. The next league event will take place on September 16.
