Moving farewell for Mayor M

ORE than 1 000 mourners gathered at Mentor’s Country Estate outside Jeffreys Bay on Monday to bid an emotional farewell to Kouga Executive Mayor Elza van Lingen. Van Lingen passed away at her home in Cape St Francis on April 19, surrounded by family and loved ones. She had been diagnosed with cancer in 2009. Among the dignitaries at the service was DA leader Mmusi Maimane, who described Kouga’s late Mayor as “inspirational and impactful”.

“She had a strong sense of duty and showed profound courage with a raging disease. Kouga has not just lost a Mayor, it has lost a mother and the DA has lost a shining star who knew what it meant to be a public servant.” Kouga Municipal Manager Charl du Plessis delivered a heartfelt tribute to the late Mayor. “Elza was a leader to the end. The 10 months I had the privilege of working with her, were the best months of my career. He said Van Lingen had been renowned for her incredible work ethic. “She was the first person at the office in the mornings. There were many mornings when I opened my e-mail, just to see e-mails from her, sent at 5am. Very few people could keep up with her pace. “While her body was weakening,

her spirit remained strong. Even while she was battling with her personal health, her spirit was focused on the Kouga Municipality and what we had to do to turn the municipality around. “She wanted to live every day the Lord gave her to the fullest, and she did that till the end.” “Even when the end was nearing, she was strong and clear what she wanted from those of us. Her words to me when she finally opened up to me about the approaching end, were: “Get over it and get on with the job at hand. There is a lot of work to be done. We owe it to the people of Kouga”. The dynamic and passionate former Member of Parliament, Elza van Lingen was born and raised in Willowmore. Contined on page 6

Municipal call centre now open for longer KOUGA Municipality would like to ask residents to use the call centre for its intended purpose only - to report service delivery issues that need immediate attention. The call centre was set up by the municipality in October last year as a platform for residents to report issues such as uncollected refuse, burst pipes, electrical outages, sewer

spills, etc. Newly-elected Executive Mayor Horatio Hendricks said there was a notable increase in the number of calls to the call centre from people wanting to be transferred to a specific municipal department or official. “The call centre is not the switchboard. It is specifically for the reporting of service faults,” he explained.

Property valuations objection deadline looms PROPERTY owners have until April 30 to submit objections to the new General Valuations Roll. The roll, valid for the period 2018 to 2023, is available for inspection at municipal units and public libraries across the region. The property valuations process was conducted by independent company DDP Valuers in the latter half of 2017. Finance Portfolio Councillor Brenton Williams invited property owners to contact the municipality’s Valuations Department at the Jeffreys Bay head office should they have any queries. “Objections must also be lodged with this

Farmers desperate in face of water crisis AS the drought gripping large parts of South Africa’s Western and Eastern Cape bites harder, farms handed down from generation

Already many farmers in the Gamtoos Valley in the Eastern Cape have reduced the production of vegetables – a core employment opportunity for many in the area – due to the shortage of water. Compounding this is the bleak outlook for rain over the coming months, making the allocation of water resources a matter of life and death for many, and a critical responsibility for the Gamtoos Irrigation Board (GIB). “The seasonal forecast, which works in three-month blocks and ends in July, does not look good,” said SA Weather Service spokesman with the Port Elizabeth office, Garth Sampson. “It shows ‘normal to below normal’ rainfall. We need above-normal. “We need widespread rain of 50 millimetres or more to make any difference to our main storage dam levels. But it must be widespread and not, say, 55mm in Joubertina, 15mm in Kareedouw and 2mm in Patensie. It must be over 50mm throughout the region.” The region’s biggest supply dam, the Kouga Dam outside Patensie, is at 10.5% capacity (as of 16 April). In June, Gamtoos Irrigation Board (GIB) and Department of Water Affairs officials must decide how to allocate the limited water ahead of the 2018/19 water year, which starts on July 1. Rienette Colesky, GIB financial and HR manager, expressed concern about forthcoming water quotas. “We will have our annual session with the Department of Water Affairs and Nelson Mandela Bay Municipality in June to understand how much water is available in the Algoa system and what will be allocated to whom,” she said. For farmers, the crippling drought is taking its toll. Marthinus Colesky was forced to stop producing vegetables in February. He inherited

his farm, Skone Uitsig, from his grandfather who, like his father before him, was bought up prepared to shed “blood, sweat and tears” to keep the farm productive. “Many of our employees are sole breadwinners. Losing their jobs would be devastating, so instead of harvesting vegetables as they would normally be doing at this time of year, I am giving them maintenance work and other jobs to do on the farm,” he said. “We will start harvesting our oranges next month,” he said. “We have kept the trees alive using water-wise methods including drip irrigation and probes which tell us when the plants need water. “However, we cannot escape the fact that these are extremely desperate times. Without rain, we could lose all our trees, which take up to five years to replace.” Kaya Katoo, a farmer in the area since 2003, echoed his neighbour’s sentiments. “We have been through drought before, but never one as bad as this,” Katoo said. “We are desperately trying not to lay off staff, but it’s difficult. We have been forced to make cutbacks and are trying to avoid more.” The only thing that Katoo is sure of is that he will have a crop of oranges this year. “That is the good news,” he said. “However, the quality of what little water we have is compromised. Without good rain – and soon – the younger trees will die and with them all the money, and hope we have for the future, will perish too.” Farming maize, lucerne, vegetables and melons, Rudolf Rose of Melon Farm had to cut back, but is still managing to produce, albeit in reduced quantities. “It’s a real challenge,” he said. “We only water at night, but with quotas possibly being reduced even further, we are now really desperate. All that can save us at this point is rain.” Part and parcel of GIB’s role in ensuring that water gets to farmers in the Gamtoos Val-

ley is the annual shutdown of their water canals for two weeks of maintenance. This annual exercise has ensured that water losses from leaks or damaged infrastructure is of the lowest countrywide – less than 8% from this open system. The main canal will be shut down for two weeks from June 17, while smaller canals will be closed from May 5. Affected farmers are given prior warning and water is stored in reservoirs by water users for the duration of the shutdown to ensure an uninterrupted supply of water. GIB has undertaken to use local residents who have been unemployed as a result of the drought, to assist with the maintenance of the canals.

Gamtoos Irrigation Board will commence its annual maintenance of the canal system, which supplies agricultural water users in the Gamtoos Valley, in May. This upkeep is vital to prevent water loss, as the Kouga Dam which feeds the system is currently at 10.5% capacity.

Moving farewell for Mayor Contined from page 1 WHILE working as a Public Relations Officer for KWV, she met and married a farmer, Michael, and together they ran a Merino stud in Middelburg. She was mother to Mick and Caroline and stepmother

to Robin and Lawrence. According to her family, she was a “serial entrepreneur and community leader”. Her community work included starting a Hospice in Middelburg; she ran numerous development and training programmes upskilling

hundreds of people and coordinated 120 sheep shearers in 12 teams to work throughout the region. In 2000 she and her husband moved to Cape St Francis where they ran a guesthouse. Two years later she was approached to join the DA team and

was elected as a DA councillor to the then Cacadu District Municipality (Sarah Baartman District Municipality). During the 2009 elections, she was elected by the DA to serve in the National Council of Provinces (NCOP) and was elected the leader of the DA

in NCOP in 2011 and 2014. She was also elected as leader of the Tsitsi-Kouga Constituency, which included Kouga, Koukamma and Baviaans. Following the DA’s victory in Kouga in 2016, she was elected as Executive Mayor.

The Kouga Municipal choir, led by conductor Colin de Villiers, delivered a powerful rendition of ‘Never Give Up’as people from all over South Africa and the world gathered to celebrate the life of Mayor Elza Van Lingen. The words resonated with the family, friends and colleagues of Van Lingen as everyone started singing along to words that epitomized one of the finest public servants South Africa has ever produced.

“IT is with a deep sense of sadness to learn of the untimely death of Kouga Local Municipality Mayor, Elza Van Lingen,” says Eastern Cape MEC and Cooperate Governance and Traditional Affairs, Fikile Xasa. MEC Xasa sends his deepest condolences to the Van Lingen family, their relatives and next of kin for the loss of their loved one. He said her death is a loss to the municipality and the community of Kouga at large and that her dedication and commitment to her work will be missed.

Criminal record for failure to submit tax returns THE South African Revenue Service (SARS) has warned that taxpayers who do not submit their tax returns will end up with a criminal record. In a statement, the revenue service said it had embarked on a new initiative with the National Prosecuting Authority (NPA) to prosecute noncompliant taxpayers, including prominent South Africans, who have failed to submit returns. “Taxpayers who are found guilty will end up with a criminal record. The initiative has already seen its first conviction in Port Shepstone last week,” the statement said.

SARS said failure to submit a tax or VAT return is a criminal offence in terms of the Tax Administration Act and Value-Added Tax legislation. “The campaign marks an intensification of SARS’s Outstanding Returns Project that was launched towards the end of last year when SARS aimed to raise awareness amongst taxpayers about outstanding tax returns. SARS has over the past few years experienced an increase in the non-submission of returns across all tax types, including PAYE, VAT, corporate income and personal income tax. At the end of March this year, SARS’s out-

standing returns book showed that active taxpayers owed SARS approximately 30 million returns, in many cases showing that multiple outstanding returns were due by a single taxpayer. “The decision to resort to enforcement of compliance through criminal prosecution is a last resort. At this stage, 36 dockets have been handed over to the NPA.” The significant drop in the submission of returns was one of the key indicators pointing to decreased compliance and was highlighted by Finance Minister Nhlanhla Nene during the announcement of the tax revenue collection figures for the 2017/2018 financial year recently.

Post Office warns against scam THE SA Post Office has issued a warning to the public to be on alert of a parcel delivery scam. In a statement, the post office said members of the public receive phone calls by persons alleging to be from the customs division of the SA Post Office. The caller informs them that a parcel is ready for collection, provided they first pay “customs fees” into a bank account. “The SA Post Office does not require customers to make any bank deposit before parcels are released. In instances where SARS levy import tax on parcels

from abroad, the import tax must be paid at the post office counter on collection. “The customer will receive a point-of-sale receipt for this payment. “In cases where the post office has the cellphone number of the recipient, the customer will receive an SMS requesting him or her to collect the parcel at a specific post office branch. The SMS will not request that funds be deposited into an account,” the statement said. The post office’s crime buster hotline is 0800020070.

Avid cyclist Jacques Herselman from Dirk Ellis Volkswagen and the organisers of the annual MySpar Mountain Bike Classic, joined forces to help raise much-needed funds for Hugo - a loving wife and mother of four beautiful children, who was diagnosed with phase four colon cancer on November 17, 2017. The tumour was too big to remove immediately, and she had to undergo weeks of radiation and chemotherapy to shrink the tumour. Hugo underwent an extensive operation on March 26, 2018, during which a large part of her colon was removed. She only spent two days in the Intensive Care Unit (ICU) and two days in a general ward. The doctor was so impressed with her quick recovery, that she was discharged on March 30. However, Hugo must still undergo a further six months of chemotherapy after cancer cells were found in one of the 10 glands that were removed. To help raise funds for the treatment and create awareness, Herselman will sport a blue buff with the words H4H (Hope 4 Helen) on race day, Sunday, May 6. He encourages all participants and spectators to support this worthy cause by purchasing a blue buff at R20 each. Funds raised will go towards Hugo’s treatment costs and other unforeseen expenses the family faces now. “Let’s paint race day blue in support of the #HOPE4HELEN campaign,” says Herselman who will also celebrate his birthday on this day. My 5-year-old told me that she thinks that I ate too much, and all I need is to take a really big poo.” Hugo started with chemotherapy and radiation middle December 2017 as the tumour was too big to remove immediately. “Chemotherapy and radiation sucked,” says Hugo. “It takes everything from you. I was tired and sick, and some days in so much pain . . . the kind of pain you cannot explain. And no medication helped. My skin was burnt and my body was sore. It felt like my body was a dud. My life as I knew it had changed, and it kept on changing faster than I could adapt.” But she refused to lie down, give up, feel sorry for herself and play the victim. She kept doing crossfit throughout the treatments. On March 26, 2018, she had her big procedure where a large part of her colon was removed. She only spent two days in ICU, as opposed to the predicted five days, and two days in a general ward instead of nine days. The doctor was so impressed with her quick recovery, that she was discharged on March 30. Hugo went for her first doctor visit after the surgery on April 4, and was told that she is a ‘walking miracle’. However, there are still cancer cells present in one of the 10 glands that were removed. She therefore needs to undergo another six months of chemotherapy. Hugo says she has learnt so much over the past months. “I have learnt that it is possible to constantly change your ‘normal’. That you can actually cope with bad news upon bad news. That self pity will get you nowhere, so toughen up. Life is hard and it can suck at times, but you will get through this. “Most important, I have experienced just how amazing God is. Nowhere does He say that, as His child, we will not have bad things happen to us. But He does promise that when they do, He will be there for us. “I have been endlessly blessed by my amazing husband, family and our caring community in ways I never thought possible.”

Helen Hugo’s story Since she can remember, Hugo struggled with her stomach - always having pain medication at hand. During her third and last pregnancy, the pain got worse, but being pregnant, she attributed the increased pain to piles - not really being worried. About a year after the birth of her youngest child, the pain increased even more. That is when they decided to see a doctor, who in turn referred her to a colorectal and gastroenterologist. “I still remember telling my husband that I am going to be really unimpressed if the doctor tells me it is Irritable Bowl Syndrome (IBS),” says Hugo. Instead of IBS, the doctor discovered a growth of substantial size. “Just there my whole world stopped turning,” says Hugo. “I could not speak or move. I just sat there, looking at this doctor who

without any emotion told me he believes I have cancer. I had to book a MRI and CT scan for confirmation. “As we got into the car, both my husband and I just started crying. Here I was, a mom of four small children - aged 1, 4, 5 and 8. I have always lived a healthy lifestyle, exercised, and took care of my body. Now this? Thoughts that I might not see my kids grow up filled by head. My one-year-old will not even remember me. I was heartbroken. “But one thing I learned, is that you truly start living the moment you come face to face with the reality of dying.” According to Hugo, after the scans confirmed she had colon cancer, one of her weakest moments was when they told their kids that she had a bug in her tummy and would need treatment and an operation. “When telling them that my hair might fall out and I might get really sick, my 8-year-old daughter told me that if my hair did fall out,

Winning honours, loads of fun, and most important of all, raising funds for a local non-profit organisation, are at stake. The 33rd Nomad Women’s National Tournament will take place at the Jeffreys Bay Bowling Club from July 7 to 12. The annual tournament will see between 75 and 80 bowlers from a total of ten districts Ibhayi (Port Elizabeth), Border (East London), East Rand, Eden (Garden Route), Golden West (West Rand), Jacaranda (Pretoria), Johannesburg, Mpumalanga (Middelburg) V&V (Vaal Triangle), Western Province (Cape Town) and Kouga (Jeffreys Bay) put their bowling skills to the test. “The tournament is held in a different district each year,” says Kouga Nomad Bowls Secretary Valerie Jackson. “This year, Kouga Nomad Bowls have the privilege of hosting this tournament. “This is an opportunity for the ladies to meet up and enjoy a week of bowls, while having fun and raise money for local charities sponsorship, donations, entry fees, fines and raffles. Our main beneficiary is St. Francis Hospice.” According to Jackson, sponsorship from businesses and individuals will play a large part in the successful outcome of the tournament. “Sponsorship or donations may be in cash or kind and will be most gratefully received by the organising committee,” says Jackson. “In return for the sponsorship, businesses are welcome to advertise at the bowling club for the duration of the tournament.”

Off-road challenge tackles rough terrain SOME 62 adrenaline junkies and daredevils will put their ‘rough’ and ‘tough’ vehicles to the test in the Extreme 4x4 Challenge to be held at the annual Wings and Wheels Festival in Uitenhage on April 28. Contestants will come from as far as Cape Town and Johannesburg. With the Top Truck Class being the highlight of the event, spectators can expect to see breathtaking jumps from powerful racing machines. Drivers of standard production bakkies will also show their mettle.

Entries for the tournament close on April 30. Registration takes place at the Jeffreys Bay Bowling Club from 12:00 to 17:00 on July 7, and from 09:00 to 12:00 on July 8. THE inaugural meeting of Kouga Nomad Bowls took place on May 3, 2005. Norman Maher was the first president, while Elles Staas and David Sweers represented the committee. Sporting 28 bowlers, three bowling clubs were originally part of Kouga Nomad Bowls: Jeffreys Bay, Humansdorp and St Francis Bay. Today, Jeffreys Bay hosts all the monthly outings and boasts 46 members - 24 men and 22 ladies. Nomads are registered members of bowls clubs and have no fixed abode. They play bowls in order to raise funds to help needy causes. It is a principle of Nomads that donations are not in cash, but rather in goods, products or services to members or groups of the community in need of help. The money is raised by the members in the form of fine sessions at bowls outings, and when prizes are won the winner is expected to make a donation to Nomads. Monthly prizes are donated by The Bay Pasta Co, Caltex Wavelands, Ozzies, The Wild Olive, Tarts and Roses, Personal Trust, Gabriel Jewellers and SA Breweries. Local charities that Kouga Nomad Bowls have assisted include OPD, Assissi SPCA, St. Francis Hospice, Cansa, Santa Shoeboxes, Friends of Motor Neuron Diseases, JBay Victim Support Centre, Joshua Project, Golden Oldie Shoeboxes and Ithemba Family Support Centre.

And loads of fun and competitive bowling. The highly enjoyable and successful Personal Trust Business League at Jeffreys Bay Bowling Club came to an end on April 16 after seven thrilling weeks. Some 28 teams competed for a total prize money of R12 000. The final winners were second time winners Moore Stephens, who beat first time players Kouga Ford. The third spot was taken by Trink, followed by Grand Liquors and defending champions Eagles (Barry van Wyk Transport) in fifth place. Kouga Express walked away as the team with the most team spirit and enthusiasm, while Labacor received the prize for the best sportmanship. “It is remarkable to see how teams who started the first league having never played bowls before, now challenge for the cash prizes,” says Keith Wakelin from the local club. “There is a mixture of age groups playing.

It is fantastic to see the younger members enjoying themselves and once again prove that lawn bowls is definitely not ‘old man’s marbles’. Only once they step onto the greens, do they realise the skill needed to play good bowls. The Business League has grown from 16 businesses to a whopping 28 businesses. “The first event attracted 16 businesses from the Jeffreys Bay and Humansdorp area,” says Wakelin. “When the second league was run, it increased to 24 teams - which was the most the club could handle at that time, leaving a further nine businesses on the waiting list. “The club made some adjustments to the greens and were able to handle 28 teams at the third event, but this still left some on the waiting list.” According to Wakelin, events of this nature are not possible without the help of sponsors: Personal Trust, Summertree Civils, Superspar, as well as all the club members. Three local riders to tackle endurance ride THREE local sportswomen are set to put their endurance and horse riding skills to the ultimate test. Riana Griebenouw, Kirsty Masterson and Anri Wolmarans will compete in the 160km South African International Endurance Riding Challenge at the Bona Bona Nature Reserve near Klerksdorp in North West Province. The 160km ride will be divided into six legs: two legs of 40km each and four legs of 20km each. After each leg the horse will be thoroughly inspected by international accredited veterinarians, who decide whether the horse is fit to continue. “This is not only a fitness challenge, but also a test of mental strength for both horse and rider,” says Wolma-

rans. Masterson will ride Delmar Nadra, an 8-year-old mare bred by Daan Landman from Tsitsikamma, while Wolmarans will saddle up 8-year-old gelding Delmar Hasan - also bred by Landman. Griebenouw will take on the challenge on the back of Welbech Hurst Lienka, a 7-year-old from the Welbech Stud in Middelburg. They will, along with seven other riders, represent the Eastern Cape at this annual challenge. Other team members are Leanne Wels, Antoinette van Zyl, Peet Diedericks, Megan Botha, Nicara Diedericks, Marti Geldenhuys and Xander Diedericks - all from different areas in the Eastern Cape.
