Municipality warns about electricity cuts KOUGA households and businesses whose municipal accounts are in arrears are urged to visit the municipality to make arrangements to pay off their debt. Executive Mayor Horatio Hendricks says the municipality will be cutting and blocking the electricity of those consumers whose accounts are in arrears. “If you have outstanding debt with the municipality, we ask that you please visit our Income section as a matter of urgency and make arrangements to pay it off,” he says. “If you do not have an arrangement in place, we will have no option but to cut or block your electricity.” Hendricks says residents are also encouraged to register for the municipality’s online service so as to receive their accounts via email or to view their accounts online on the municipal website. “The online service was introduced so as to enhance support to residents and ratepayers. Once registered, residents can access their municipal account no matter where they are, as long as they have access to email or our

The registration process is as follows: ) Contact the municipality’s Income section at Jeffreys Bay on 042 200 2200 to obtain an access key. ) Go to the municipal website at www.kouga.gov.za. ) Click on the “Ratepayers Info System” link on the home page. ) Click on the “Register Here” option ) Complete the info as requested. This will include a user name, password, the account holder’s name, surname and ID number, the postal and physical addresses, at least one contact phone number and email address. ) Once you have completed this section, your login name and password will be forwarded to the email address used during registration. You can use the link in the email to confirm registration and login to the Ratepayers Info System. ) Once you have logged in, you can link your existing Kouga municipal account/s to your user profile. Do this by clicking on the “click here to link an account to your user ID” icon. ) Fill in your account number and the access key supplied by the Income Department. Your account will now appear under the “My Accounts” section. ) If you have more than one account, you do not have to register again. You can simply add a new account to your existing profile using the account number and access key. Please note that a different access key is required for each account. Expert barista and reigning Eastern Cape Latte art champion Nigel Kamhandu (25) from InFood Deli in Jeffreys Bay, secured a prestigious second place at the recent National Latte Art Competition in Cape Town - a first for Kouga. The competition sees top-class baristas from all over South Africa taking part - creating identical cups of lattes in six minutes. Baristas are judged based on visual attributes, creativity, identical patterns in the pairs, contrast in patterns, and overall performance. Kamhandu, who has been working at InFood since 2013, impressed the judges with his unique and complicated creation of a butterly, rose, inverted tulip with flowers, and six-layer inverted tulip. Kamhandu says, the consistency of the milk is the difference between a beautiful brew and a lousy latte. “The main thing is that you need silky milk, but also the angle of the jug and the way that you move your wrist when pouring. New Mayor makes changes to team KOUGA’S new Executive Mayor Horatio Hendricks made minor changes to the Mayoral Committee. Hendricks announced at a Council meeting held on Wednesday, April 25 that Tourism and Special Programmes Portfolio Councillor Frances Baxter will now move to head Corporate Services. She replaces Hattingh Bornman, who has been elected as Kouga’s new Speaker. Bornman replaces Hendricks, who was the Speaker before being elected as Mayor on April 20. The changes come after the passing away
of former Mayor Elza van Lingen on April 19. Kouga’s new Mayor is a seasoned public servant, having worked as a teacher for 22 years, including 12 years as the principal of Andrieskraal Primary. Before the 2016 elections, he served as a councillor at the Sarah Baartman District Municipality (SBDM), where he was also elected as the chairperson of the Municipal Public Accounts Committee (MPAC). MPAC is responsible for oversight so as to ensure municipal resources are used effectively and according to law towards advancing the mandate of the municipality.

National finals of Town of the Year draw near THERE are fewer than four weeks to go to the national finals of Kwêla’s Town of the Year competition in which Jeffreys Bay will be representing the Eastern Cape. The popular seaside town was announced the provincial winner on Kyknet last week. The other two provincial finalists were Rhodes and Lady Grey. Kouga Executive Mayor Horatio Hendricks said winning the provincial round was a great achievement for the region. “The national finals will be taking place from May 27 to June 1 once all nine provincial winners have been announced. “People will be able to vote for their favourite finalist by sms during that week. The town that receives the most sms’s will be crowned South Africa’s Town of the Year.” The provincial winners are revealed weekly on Sundays at 6pm on Kyknet. Five of the nine national finalists have thus far been announced. Hendricks said the municipality had joined hands with the Kouga Business Forum, Dorp van Drome and Jeffreys Bay Tourism to encourage as many people as possible to vote for Jeffreys Bay. A pledge evening was also held last week at which local businesses and other stakeholder groups were invited to join the campaign.
“The response was incredible and we would like to thank everyone for their support,” said Business Forum Chairman Joe Ferreira. “We will be going all out to promote Jeffreys Bay’s bid to win nationally. We want to get everyone on board.” He said winning the national title would be a great economic boost for Jeffreys Bay and the whole Kouga region. “The national winner will receive free publicity on national TV to the tune of R1-million while Kwêla will also host a massive festival, featuring top entertainers, in the winning town in September.” He said the focus of the competition was on the people of the town and the spirit of unity. “Every town has its potholes and problems. That’s not what the Kwêla competition is about. It’s about the vibe of the town and its people,” he said. Kouga Speaker Hattingh Bornman said the campaign was one of the last projects the late Executive Mayor Elza van Lingen had been working on. “She brought together the team that won the provincial round. Free service registration moves to Oyster Bay OYSTER Bay households will have the opportunity to register for free basic services from Kouga Municipality next week. The municipal team will be stationed at the Oyster Bay Crèche from May 7 to 10 to register those households that qualify for free basic services (Equitable Shares). Registration will be open from 08:30 to 15:00. Free basic services are available to all households with a combined monthly income of about R3 400 (twice the state pension). According to Finance Portfolio Councillor Brenton Williams, those who are registered, receive 50kwh electricity plus the basic charge for free; 12kl water plus the basic charge for free; free refuse removal and free sewer-
age (based on 12kl water consumption). They also do not pay the Environmental Management Fee (EMF) levy and rates for an additional R85 000 on their properties. The drive will conclude at Jeffreys Bay from May 14 to June 7. Residents are advised to watch the press, municipal website and Facebook page for further details. Williams reminded applicants that they are required to complete the application form personally. The following documents must also be supplied: municipal account and prepaid meter number, ID document (husband and wife), proof of income (bank statement, pay slip or pension card), sworn affidavit if unemployed, and proof of usufruct (if owner is deceased, a letter of authority and death certificate).

Volgens Mlibo Qoboshiyane, LUR van Landelike Ontwikkeling en Grondhervorming in die Oos-Kaap, sal hierdie toekenning van R5,7 miljoen deel uitmaak van die provinsie se strategie vir ekonomiese transformasie. Hy was Dinsdag in Joubertina waar hy met boere vergader het en hy het gekyk hoe die oes van Pink Lady-appels, bestem vir die buitelandse en plaaslike mark, vorder. “Ek is baie tevrede met wat ek vandag gesien het op die grondhervormingsplase waar opkomende en kommersiële boere baie goed saamwerk. Ons gee hierdie geldelike ondersteuning aan die boere om hul produksie te beskerm. “Wat ons die nodigste het, is die verdere groei van die oeste. Daarvoor het ons vaardighede en opleiding nodig. Daar moet ook gefokus word op die uitbreiding van die infrastruktuur, soos om te fokus op die beskikbaarheid van water. “Die provinsiale regering is daartoe verbind om die boere te ondersteun. Ons het in 2017 R7,2 miljoen belê in die uitbreiding van die projek,” sê Qoboshiyane. “Ons steun swart boere wat uitstekende werk doen op die grondhervormingsplase. Ons het besluit om opkomende boere en kommersiële boere te laat saamwerk, want die kennis en vaardighede moet oorgedra word. “Daar moet ook ’n mark vir die produkte geskep word; hoe meer ons kan uitbrei, hoe meer stabiliteit sal daar met werkskepping teweeggebring word,” aldus Qoboshiyane. Hy sê egter eienaarskap van grond is steeds ’n bekommernis. “Dat slegs 4% van die grond in hierdie gebied deur swart boere besit

JBay Winterfest: Seven events in fourteen days rona Open Jbay Men and Women event which sees a welcome return for the women after nearly two decades without a premier event at Jeffreys Bay. The inclusion of the women’s event brings the total Corona Open JBay prize-pool to a staggering R10 million. Endurade JBay X-Trail Run The Endurade JBay X-Trail Run is unique in concept, entailing three individual 20km trail runs - all starting 12 hours apart. The total distance covered will be just over 60km. A 10km trail run and 5km fun beach run will take place at 09:00 and 10:00 respectively on July 15. The main event will take place from July 13 to 15. Coldwater Classic Swimmers can experience the thrill and challenge of swimming a triple mile in sub- 15 degree water - wearing only a speedo type costume, goggles and silicone swim cap. Oakley X-Over The Oakley X-Over will see celebrities Jean de Villiers, Butch James, Tonderai Chavhanga, Garreth McClellan, Ruan de Smidt and John Smit put their gold, mountain biking and surfing skills to the ultimate test. The event will take place on July 5 and 6.
Skins Fishing Competition The sixth Skins Winterfest Competition is set to take place on July 14. The event is divided into six mini-competitions (skins) - each lasting one hour.
