Council to write off millions

HE Kouga Municipality has resolved to write off over R280 million in unauthorized expenditure incurred over four financial years. This decision was taken at a special Council Meeting on June 29 and will reflect in the annual financial statements for the financial period July 1, 2016 to June 30, 2017. Kouga Executive Mayor Elza van Lingen says the decision to write off the R288 031 664 million is in accordance with the guidelines of the Municipal Finance Management Act (MFMA). “This matter should have been dealt with by the former Municipal Council. In accordance with the MFMA, the current Municipal Council decided to deal with the matter,” she says. “This write off, is in effect, an entry to clean the municipality’s

book in compliance with the MFMA.” Van Lingen says unauthorized expenditure can be attributed to noncash items, such as depreciation, provision for bad debts, provision for leave and provision for post-retirement benefits. “It is important to note that it is not cash items. The depreciation of the money does not mean that it has been improperly used or stolen, as no money has been transferred from the municipality’s bank account to pay any service providers. “No money was physically lost, apart from increased bulk electricity and water purchases, which were covered by an equivalent increase in electricity and water sales. “It is worth noting that no unauthorised expenditure was incurred during the 2014/ 15 and 2015/16 financial years.” According to Van Lingen, the depreciation of expenses will not affect service delivery.

Dié skool moes Saterdag 10 Junie inderhaas ontruim word nadat verwoestende veldbrande sowat 65% van die skoolgeboue vernietig het. Agtien tydelike klaskamers, sowel ’n tydelike eetsaal en kombuis is intussen op die perseel ingerig. “Ons het sonder enige twyfel letterlik uit die as verrys,” sê Derek Bradley, hoof van die kollege-afdeling. “Die dag ná die brande het die personeel vergader en besluit die skool sal op 4 Julie heropen. “Dit was ’n groot besluit en daar was baie om in dié kort tyd te doen, maar ons het dit reggekry.” Hy staan in die massiewe tent wat as tydelike eetsaal vir 270 leerlinge dien en wys opgewonde na meubels wat werkers indra. “Ons is baie goed verseker en het alles nuut ontvang,” sê hy met ’n tevrede glimlag. Bradley sê, hoewel die skool heelwat skade opgedoen het, is hulle gereed vir ’n nuwe kwartaal. Hy het verseker leerlinge sal heeltemal veilig wees. “Die leerlinge trek vandag in en alle onveilige gebiede is afgesper.” Bradley, wat ook sy huis in die brand verloor het, voel baie positief oor die hervatting van klasse en sê dit is soos ’n nuwe begin. “Ek het met slegs my aktetas daar uitge-

Die leerlinge het daarop aangedring.” Steve Phillips, ook ’n onderwyser, kan nie wag om die leerlinge weer te sien nie. “Die meeste van hulle het nog nie gesien hoe dit hier lyk nie. Ons gaan hulle op ’n toer neem sodat hulle kan weet wat aangaan. Ek is opgewonde om weer met klasse te begin.” Bradley sê hulle wag nog vir die veiligheid- en gesondheidinspekteurs om hul ondersoeke te voltooi voordat hulle kan bepaal wanneer herbouings sal begin. “Intussen gaan omgewingskundiges ons help met strategieë om so ’n brand in die toekoms te voorkom. Een van dié strategieë is om die gras op die perseel so ver moontlik van die geboue te hou.” Die skool beplan ook om die bome en plantegroei te vervang wat in die brand vernietig is.

Hankey, Patensie face water crisis HANKEY and Patensie households will soon be left without water, should the Kouga Municipality be unable to secure alternative water resources within days. Starting from July 17, the municipality will be allowed to pump water from the canals for only ten hours per day - rendering the two towns without a steady supply of water for an indefinite period of time. This new restriction follows after the annual water allocations for Hankey and Patensie were depleted earlier this year. According to Kouga Executive Mayor Elza van Lingen, the municipality needs to extract water from the canals for a minimum of 18 hours per day to keep the reservoirs full and meet the demand of households, schools and businesses. “If we are allowed only 10 hours, the reservoirs will run dry and many households will

be left without water,” says Van Lingen. “In the past, the municipality was able to use water from the Klein River to supply the affected areas with water during their annual two-week “dry period”. However, due to the continuing drought the river became stagnant and the water is unsafe. We therefore had to cart water in from Humansdorp. Using trucks to supply an entire town with water is tough when you have to do it for two weeks. Having to do so for months or years is completely unsustainable.” Van Lingen assures the affected communities that the municipality is in negotiation with the Gamtoos Irrigation Board and relevant roleplayers to prevent this new restriction from developing into a crisis. “Securing extra water resources such as boreholes for Hankey and Patensie has also been prioritised.”

Title deeds put on hold THE handing out of title deeds to new homeowners in Hankey, was put on hold after several discrepancies came to light. According to Kouga Executive Mayor Elza van Lingen, title deeds for Reconstruction and Development Programme (RDP) houses were handed out in certain areas in Hankey without the knowledge of Council. “The matter was brought to our attention by residents who were worried about the secretive manner in which it was being done. They were especially concerned as to whether the beneficiaries were properly verified,” says Van Lingen. “The handing out of the title deeds was put on hold and these discrepancies are now being investigated. “Thousands of Kouga residents have been waiting for their houses or title deeds for many years. We cannot allow underhandedness to sabotage our attempts to fast-track the delivery of houses to the right beneficiaries.”

DIE watertoegewing aan die Gamtoosvalleibesproeiingsboere uit die Kouga-dam is weens die volgehoue droogte vir die nuwe waterjaar met 60% gesny. Die nuwe waterjaar het vandag begin en eindig op 30 Junie, aanstaande jaar. Op korttermyn is daar geen vooruitsig op reën wat afloop na die dam kan verseker nie, en die besproeiingsraad doen ’n op boere om water sover moontlik gelykmatig aan te wend. Pierre Joubert, hoof van die Gamtoos-besproeiingsraad, sê hoewel die 60% drasties is, is die boere bly dat dit minder is as die 90% wat baie boere verwag het. “Uiteraard kan boere nou effens beter asemhaal en bly hoop dat reën binnekort verligting sal bring. Die Kouga-dam was verlede Woensdag slegs 18% vol. “As boere die gewone toekenning ontvang het, sou dit 8 000 m³/ha beloop het. Maar, aangesien die toekenning 40% is, beteken dit dat hulle nou 3 200 m³/ha vir die waterjaar het. “Die Departement van Waterwese het die toekenning gegrond op ’n aanname dat geen water die Kouga-dam binnevloei nie. Daar is wel deur die jaar water wat invloei.

“Ons wil daarom ’n dringende beroep op die besproeiingsboere doen om die watergebruik egalig deur die jaar te versprei, anders kan die toekenning sommer vroeg in die waterjaar opgebruik wees.” Volgens Hugh van Niekerk, streekbestuurder van die Suid-Afrikaanse Weerdiens in Port Elizabeth, word geen reën meer as 5 mm die volgende sewe dae in die Kouga-dam se opvanggebied verwag nie. Daar is ’n skrale moontlikheid van meer as die gewone reënval in Julie en Augustus, maar dit sal waarskynlik nie genoeg wees om die dam te vul nie. “Dít sal slegs gebeur as ons ’n hewige, geïsoleerde storm kry wat genoeg afloop veroorsaak. Tans dui die weermodelle nie op so iets nie.” Volgens Joubert is die grootste probleem

dat die Kouga-dam se opvanggebiede in ’n laereënvalgebied is. Die gebied wes van Port Elizabeth is in die oorgangsgebied tussen die somer- en winterreëngebiede. Die gevolg is dat die somer se donderstorms gewoonlik oos van die gebied vorm. “Goeie neerslae kom dus nie in die somer hier voor nie, want hierdie donderstorms wat uit tropiese lugmassas ontwikkel, vorm gewoonlik oos van die gebied,” sê hy. Petrus (Spes) du Preez, voorsitter van die Gamtoos-landbouvereniging, sê boere het in werklikheid net een hoop. “En dis ons hemelse Vader. Die Gamtoos het nie alternatiewe waterbronne nie. Ons het in die afgelope seisoen begin om produkte soos mielies en kontantgewasse te verminder om water te bespaar met die oog op min of geen reën in die seisoen Julie 2017-Junie 2018.”

Four bucks found dead in six days FOUR bucks suffered a horrible death in just six days in Paradise Beach, Jeffreys Bay. On June 20, a bushbuck ewe that was shot with a pellet gun, was taken to Oribi Veterinary Hospital for treatment by the SPCA in Humansdorp after they had been approached by the Paradise Watch for assistance. The bullet, that was lodged in her shoulder joint, was removed, but she did not survive the ordeal. The following day a gravit duiker ewe was put down after she lost both her front legs when a speeding motorist hit her. Another bushbuck ewe was found dead on

June 25. The reason for her death is unclear. There was, however, a clear mark on her neck that indicated that at some point in her life she had been caught in a snare. A young grysbuck ram died on June 26 after it was knocked over by a car. “Paradise Watch is making an earnest plea that residents be aware of wild animals on the roads and drive slowly at all times,” says Paradise Watch Chairman Riaan Kolesky. “Any suspicious-looking people with guns or hunting dogs, and those putting out poison or setting traps must be reported immediately.”

SASSA reaches out to community THE South African Social Security Agency (Sassa) will host two Integrated Community Registration Outreach Programme events (ICROP) in Loerie and Patensie this month. ICROP is aimed at intensifying the fight against poverty through the provision of so-

Kouga hosts energy summit Grey triumphs at JBay Aloe Cup CELEBRATING Youth Month, the Kouga Municipality hosted a Youth in Energy Summit last Wednesday - bringing together young business-minded entrepreneurs. Affording the opportunity to share information about business opportunities within the energy sector and how to access services from development institutions, the function was held in conjunction with energy sector stakeholders, Eskom, the Department of Energy, Kouga Wind Farm, South African Nuclear Energy Corporation (NECSA), Eastern Cape Development Corporation, National Youth Development Agency, South African Young Nuclear Professionals Society and The Hope Factory. Local Economic Development Portfolio Councillor Bryan Dhludhlu says, “The Municipality recognises the importance of investing in young people as they are the future leaders.” Kouga Speaker Horatio Hendricks says

that it is important for the youth to ensure that they form an integral part of decisionmaking platforms. “Together we must position ourselves well for the inevitable technological revolution. We have to secure the future today.” According to Eskom Acting General Manager for Nuclear Build Loyiso Tyabashe, they identified the Nelson Mandela Metropolitan University (NMMU) as a strategic partner in skills development for the energy industry. In doing so, they hope to equip local youth with rare skills training needed in the energy sector. Eskom furthermore awarded ten bursaries this year, and will grow this number in the future. In a bid to provide local small business owners with sound business acumen, five young business people were selected by means of a lucky draw at the summit to be taken through Eskom’s comprehensive New Generation Mindset (NGM) programme.

PE to host first collectors’ fair

PASSIONATE collectors of all persuasions will have the chance to discover sought-after items to add to their treasures when Port Elizabeth’s first vintage, retro, geek, collectibles, cosplay and hobbies fair takes place at Walmer Park Shopping Centre on July 21 and 22.

The annual event, named (con)fuze, promises to fuse an eclectic mix of intertwined interests, designed to attract young and old. According to organisers Elsje Smuts and Craig Pannell, the time is right for the Bay to host such an inclusive and comprehensive event. “The age of the collector is most certainly upon us,” says Pannell. “Gone are the days of fringe subcultures being only for the collector or the hobbyist or the geek – these different subcultures are now more widespread than ever and have become, in a real sense, mainstream.” He says PE hosted successful hobbies fairs and toy shows in the past, but the last one happened more than a decade ago. “While PE is home to some very good antique and vintage shops, it has never hosted a comprehensive retro or collectibles fair,” he says. Pannell said the interest in the event from the Bay’s thousands of collectors, hobbyists, geeks and cosplayers has been significant so far. “The aim of (con)fuze is to create an authentic platform for young and old to share in these vastly different yet connected experiences and interests.” Smuts says there will be national exhibitors as well, including steampunk designer Lynette Penny, Johannesburg-based graphic artist Mel Dixon and Cape Town cosplayers Anzel Schutz and Genevieve Lesch. “This event is all-encompassing. We have displays of the more ‘traditional’ collections, such as vintage cars, rugs, stamps and antique jewellery, and we also have modern and vintage TV games and comics, handmade geek jewellery, cosplay, and comic and graphic art.” She says collectibles on display will include coins and medals, books and photographs, as well as Star Wars, Coca-Cola, and garagerelated memorabilia. Endurade X Trail Run: July 21 ­ 23 The Endurade JBayX two­day/ three­stage trail run, entailing three individaul 20km trail runs ­ with all three runs starting 12 hours apart ­ will leave the starting blocks at the Winterfest Hub at Lower Point at

07:00 on July 21. There will also be a 10km and 5km trail run at 09:00 and 10:00 respectively on July 23. Kite Festival: July 21 ­ 22 Bright pink bears, big­pawed frogs, and big­eyed octopuses are set to colour the sky at Lower Point heading towards Kabeljous on July 21 and 22. JJBay Windfarm MTB Classic: July 22 The fifth edition of the JBay Wind Farm MTB Classic will peddle off at Kabeljous on July 22. Featuring a 25km fun ride, 50km marathon and 85km ultra­marathon, the event caters for mountain bikers of all fitness levels. Racing starts at 08:00 and the prize­giving is at 13:00. Skins Fishing Competition: July 22 Anglers can reel in thousands of Rands at this year’s JBay Winterfest Fishing Skins 2017 competition that is set to take place from the Gap at Kabeljous to Kitchen Windows Restaurant from 07:00 to 13:00 on July 22. The competition supports catch­and­release. Adrenaline­packed action at JBay Winterfest THE popular JBay Winterfest, set to take place from July 12 to July 23, has an amazing line-up of events, which include the Championship Tour surfing, JBay Logger Classic, a mountain bike event and more. Corona Open JBay The Corona Open JBay, the only World Surf League Championship Tour event in the country, will see the best surfers in the world arrive in Jeffreys Bay to surf the legendary waves of Su-pertubes from July 12 to 23. This prestigious event is the sixth stop on the World Surfing Leagues’ Samsung Galaxy Championship Tour, and marks the half-way mark of the professional tour surfers’ yearlong campaign. A contest director and surf technology will help forecast what the waves will be like throughout the events’ waiting period. Some 34 surfers - including two wildcard entrants - will battle it out during five rounds for the coveted title. The first and fourth round are non-elimination rounds. After the fourth round it is sudden death elimination all the way to the final.

Defending champion Mick Fanning from Australia will be present along with current world champion John John Florence from Hawaii. South Africa will be represented by two-times event winner and current thirdranked surfer in the world Jordy Smith from Durban, as well as the winner of the JBU Supertrial, Dale Staples from St Francis Bay, who will be surfing in the competition on the wildcard that he won for his victory in the trials tournament. JBay Logger Classic The first-ever JBay Logger Classic sees a return to old school with the 9’2 and above single-fins - the only accepted craft in this tournament. Presented by Vodacom 4U, this unique surflifestyle event is hosted by the single fin slinging crew of Loggers Union. Promising a week-

end of perfectly peeling point waves, an incredible beach vibe, a wholesome food market and performances by some of SA’s best musical talent, this competition is not about ripping waves apart in a desperate bid for points. It is a classic exploration of the roots of surfing from drop-knee turns to hanging five and ten, as well as everything else that makes logging smooth and graceful. Divisions for the event include Men’s Pro, Men’s Amateur and Women’s Open. Tall Thief, Too Many Chiefs, The Cottonfields, Steven Steezy Sawyer, The Rob Thompson Band and Charlie Finch will entertain the crowd. The competition takes to the water at lunchtime on the Friday, and will come to a close with a prize-giving and live music at Lower Point on the Saturday evening. The Sunday morning will see an exhibition of retro surfing as the Loggers Union hosts an inter-club surf off between surf clubs from around the country for the first time ever. JBay Windfarm MTB Classic The fifth edition of this fast-paced mountain bike challenge, will offer something for riders

of all skill and fitness levels. The event - featuring a 25km fun ride, a 50km marathon and a 85km ultra - will see riders racing through the Jeffreys Bay Wind Farm along roads that are interspersed by 80m tall wind turbines spread more than 500m apart. The 85km ultra will feature an all-new route with spectacular new singletrack. The top three women from 2016 will be back to battle for the podium. This includes threetimes winner and defending champion Anriëtte Schoeman. Showcasing the finest trail riding the Eastern Cape has to offer, the JBay Windfarm MTB Classic will peddle off at the Kabeljous parking lot on July 22. Also on the JBay Winterfest calendar are the Endurade JBay X Trail Run, the icy Cold Water Swim Classic, the colourful Kite Festival, the Skins Competition, the Funduro, and the celebrity-packed Oakley X-Over. Endurade JBayX: true test of endurance ATHLETES can put their endurance to the test at the annual one-of-a-kind Endurade JBayX two-day/ three-stage trail run this month.
