NREST is brewing at Hankey where workers at the Sarah Baartman Centre of Remembrance have not been paid their salaries for the past two months. The centre is being built by the national Department of Public Works on behalf of the Department of Arts and Culture. Kouga Mayor Elza van Lingen said the municipality was requested by the Community Liaison Officer, Derrick “Rudi” Jaffon, to assist the 38 local workers who had not received their wages for August or September from Lubbe Construction, the contractor who was appointed by Public Works to build the multimillion-rand centre. “The contractor undertook to pay the workers before the end of September, but this did not happen,” Jaffon says. “They then promised to pay us on Wednesday this week, but this also didn’t happen.” The municipality offered the affected workers a lifeline last week when the Mayor arranged for a donor to deliver food parcels to them. KOUGA EXPRESS | THURSDAY 5 OCTOBER 2017

No pay for workers at Sarah Baartman Centre Continued from page 1 “THE workers depend on their salaries to put food on their families’ tables and the past few weeks have been very tough on them,” she said. The food parcels, sponsored by a butchery from Humansdorp, were distributed to workers on Thursday while the municipality has also been trying to arrange with the Department of Social Development and Sassa to assist the workers with groceries until such a time as their outstanding monies are paid. “The Kouga Council will do everything in our power to help the affected families and will continue to put pressure on the roleplayers. We have already requested intervention at a national level so as to allow Public Works to sort out the matter urgently.” Jaffon said the workers were very grateful to the Mayor for coming to their assistance so speedily. “We would also like to thank the project architect, Raymond Drake, for his unwavering support,” he said. According to the Department of Public Works, Lubbe Construction will be withdrawing from the project and another contractor appointed to complete the work. This process will, however, take several weeks to finalise.

Public meeting about the Seekoei estuary and causeway A public participation meeting will be held at Paradise Beach on Monday, October 9, to discuss the draft situation assessment report that was compiled for the Seekoei estuary at Jeffreys Bay. Kouga Mayor Elza van Lingen said the meeting would form part of the consultation required for the drawing up of an Estuarine Management Plan by Nelson Mandela University for the Seekoei. The meeting will take place at the Dutch Reformed church hall at Paradise Beach at 18:30. “We would like to encourage all stakeholders to attend the meeting as the plan will be critical in how we manage the estuary and causeway going forward,” she said. Meanwhile, Kouga Municipality breached the mouth of the Seekoei estuary on Saturday after receiving the go-ahead from the Department of Environmental Affairs on Friday afternoon. The water level of the estuary was exceptionally high following rough seas in August

and led to the causeway between Paradise Beach and Aston Bay being submerged. “The outflow has been slow and the level is still high despite the breach, but we are monitoring the situation closely,” the Mayor said. “Once the water level has decreased sufficiently, a structural assessment of the causeway will be done as a matter of urgency, so that we can determine what repairs need to be done and how quickly we will be able to re-open it to traffic.” The draft situation assessment report can be downloaded from the CMR website at http://cmr.mandela.ac.za/Consulting/Seekoei-Estuary-Project Comments on the report can be emailed directly to Dr Denise Schael at Denise.Schael@mandela.ac.za, faxed to 041 583 2317 or posted to Dr DM Schael, Botany Department, Nelson Mandela University, P.O. ADD HOPE TO YOUR CHRISTMAS LIST

Bring joy to over 300 children MONIQUE BASSON DECK the halls with boughs of holly, Fa la la la la la la la la. ‘Tis the season to be jolly, Fa la la la la la la la la. The old adage that it’s better to give than receive, rings especially true at Christmas. And with Christmas fewer than three months away, the Kouga Express is once again appealing to residents to help warm the hearts of less fortunate children in the community. A train, farm animals , a tractor, a ball, a moment of your time . . . these are some of the simple things that could warm the hearts of children that have never received a colourful wrapped Christmas gift of their own. There is no better experience than seeing the surprise and elation on the faces of children as they open a gift and receive what they have wished for. This year the Kouga Express, in conjunction with Pick `n Pay and Fountains Mall, will be collecting gifts for over 300 pupils from Quagga Primary School in Patensie and Nooitgedacht Primary School in Kareedouw. The Kouga Express relies on the generosity of the community to satisfy the demand for presents. Without the support of local residents this appeal will fail.

Residents from across the Kouga region helped to bring joy to over 200 pupils from Mondplaas Primary School in Jeffreys Bay, Zuuranys Primary School in Kareedouw and Rainbow Centre in Humansdorp last year.

PHOTO:MONIQUE BASSON

Each learner wrote his or her wish onto a special Christmas “wish card”, with his name and age. Wishes range from a tea set to a teddy

bear and from a school bag to a doll. Some little boy is dreaming of his first ever tractor with farm animals, while another girl cannot

wait to own beautiful hair accessories. One little boy is dreaming about a Jeep and another about a red bicycle. There are even practical wishes like stationery for school. These cards are displayed on the Christmas tree in the forecourt at Pick `n Pay in Fountains Mall. Residents are able to select the wish card or cards that appeal to them and buy the gifts written on the cards. Residents can either wrap the presents themselves, or have them wrapped by the Kouga Express team. The following information must be clearly marked on the present: ) Name of school ) Name and surname of pupil ) Grade of pupil. Each card is unique to a deserving child. If a card is taken and not returned, that specific pupil could miss out on a present for Christmas. Presents can be dropped off at either the Kouga Express office at 75 Da Gama Road in Jeffreys Bay or at Pick `n Pay. All the presents must be returned by November 15. The presents will be handed out to the pupils at a special Christmas party at their respective schools. For information, contact Monique Basson at 042 293 2973 or 082 219 9169.

Caterers combat food-borne diseases THE Kouga Municipality held a one-day food safety and hygiene workshop for caterers in the area at the Humansdorp Country Club on Thursday. Kouga Social Services Portfolio Councillor Daniel Benson said the workshop was held in order to promote food safety and to highlight that most food-borne diseases could be prevented with proper food handling and preparation. “Unsafe food has been a human health problem since history was first recorded and many food safety problems encountered today are not new. The occurrence of food-borne disease remains a significant health issue in both de-

veloped and developing countries,” he said. “Every day people all over the world get sick and die as a result of diarrhoeal diseases and most of these cases can be attributed to contaminated food or water. We therefore saw it fit that we should equip our caterers with proper knowledge to avoid calamities,” said Benson. The workshop was divided into two sections which are Food Safety and Hygiene. The first section focused on Five Keys to Safer Food which are: Keeping Clean, Separating Raw and Cooked Food, Cooking Thoroughly, Keeping Food at a Safe Temperature and Using Safe Water & Raw Materials.

The second part focused on Personal and Environmental Hygiene, Responsibilities of Food Handlers and compliance with the R962 Regulation that governs the General Hygiene Requirements for Food Premises and the Transport of Food.

No licensing, registration service at Traffic Department THE Kouga Traffic offices at both Humansdorp and Hankey are unable to process any licensing or registration applications due to an ongoing problem with the Live Enrolment

Unit (LEU), as supplied by the service provider for the East Cape Department of Transport. Kouga Mayor Elza van Lingen said the problem appears to be affecting all municipal-

ities and testing centres across the country. “We reported the matter to the Department’s service provider last week and followups have been made with both the Depart-

ment and service provider to push for a speedy solution,” she said. “Our sincere apologies to the public for any inconvenience this may be causing.”

Ready to declare the new school building open for King’s College in Tokyo Sexwale are Project Manager Henry Vonmollen dorff, Kings College Principal Soria Swart and Johan Vos from Victory4All Projects. PHOTO:MONIQUE BASSON

‘New’ King’s College set to welcome learners MONIQUE BASSON THE newly constructed multi-million Rand primary school building in Ocean View opposite Marina Martinique, is set to welcome its first learners before the end of the year. Spearheaded by Victory4All Projects, which relies completely on funds for all its projects, the construction of phase one of the new school building that will be home to King’s College, is set to be completed within the next month. Estimated at a total cost of over R32 million, phase one entails classrooms for the foundation phase learners. Until the completion of phase 2, which will see the construction of classrooms for the intermediate phase learners, the existing classrooms will cater for close to 400 Grade R to Grade 7 learners from Tokyo Sexwale, Ocean View and surrounding areas. There will be a total of 22 classrooms, each boasting its own store room, a luxury teachers did not have before. Phase 3 will consist of an administration block and au-

ditorium. A school hall, sports field and parking area will be constructed during phase 4. The school will furthermore boast a modern library, sporting new books donated by Rotary Jeffreys Bay. According to King’s College Principal, Soria Swart, they are looking for a name for the new library - no matter the language. Suggestions can be send to 082 684 4350 or kingscollege@victory4all.com. Two weeks ago a borehole was drilled. At 55 metres they struck ‘gold’ - enough water for the gardens, sport field and school. The construction of the new building was not an easy feat. It took over eight years of endless meetings and discussions with the Department of Education in Port Elizabeth, as well as some heated debates with local residents who feared that the ground earmarked for the new school would have a negative influence on the construction of houses - which proved to pose no truth. “The new school building is a reward from God for our hard work, quality education and excellence despite the numerous difficulties we face daily,” says Swart.

Local establishments scoop provincial awards MONIQUE BASSON SOME eight local tourism establishments walked away as the winners at the prestigious Lilizela Provincial Awards held at Hemmingways Casino in East London on September 21. The Lilizela Provincial Tourism Awards are a national government initiative aimed at promoting tourism transformation, service excellence, entrepreneurship, thriving and sustainable tourism. Tsitsikamma Backpackers walked away as the winners in the Backpacking and Hosteling category, while Storms River Guest Lodge triumphed in the Bed and Breakfast category.

The Sands @ St Francis was crowned the winners in the Guest House category. For the best country house experience in the Eastern Cape, visit the J-Bay Zebra Lodge which is set to re-open in April 2018 after devastating fires destroyed the lodge earlier this year. Stormsriver Adventures was named the best established tour operator. When it comes to action and adventure, Untouched Adventures is tops. For the best beach experience, be sure to walk the Chokka Trail, while the best scenic beauty can be found at the Baviaanskloof World Heritage Site. These establishments, along with 40 other Eastern Cape tourism organisations, will now compete for national honours.

Picture perfect with local photographer MARINDA HOUGH METICULOUS art, pink tipple, fresh flowers and intriguing company make for a great Friday afternoon. If a local project benefits from the proceeds, it is picture perfect. Must Love Flowers Floral Studio at the JBay Surf Village teamed up with Musgrave Gin to host Eastern Cape photographer Jean Goldstone for a silent auction of her impeccable Botanical Collection. The event was a sensory fest of fragrance, aroma and zest with 11 signature botanical flavours of the gin, a profusion of flowers and the artwork.

Jean believes in giving back to local community. Three prints were auctioned for the JBay Recycling Project, which also received 10% of other proceeds. As a wife, mom and granny who has been living here for years, Jean captures wildlife and seascapes with her lens. This collection included cacti and succulents pictured with minute detail. Before launching the Botanical Collection, Jean worked for six months to ensure picture perfect prints of each plant on display. Only ten prints of a photograph are ever available. Jean laboured for three weeks to capture the pink moon cactus in immaculate lighting and shadow. She is working on her next project to be on display at the art gallery in Zimbabwe.

Faulkner, Woolf triumph at Billabong Junior Series THE 20th annual champions in the Billabong Junior Series presented by All Aboard Travel were crowned at Seal Point in Cape St Francis on Sunday after the fourth and final events in the 2017 series were completed in highly contestable 1 to 1.5 metre waves and glassy conditions. Jake Elkington (Kommetjie) and Sophie Bell (Salt Rock) clinched the premier u.18 boys’ and girls’ Billabong Junior Series titles, which earned them each a coveted trip to the tropical surfing paradise of Bali. They also topped the World Surf League (WSL) Africa Junior regional rankings lists and are the 2017 WSL Africa Junior champions. The u.16 boys’ and girls’ series titles were won by Angelo Faulkner (Jeffreys Bay) and Tayla de Coning (East London) respectively, despite neither of them winning any of the four events. Ceara Knight (Cape Town) and Daniel Emslie (East London) each secured two event victories on their way to the u.14 girls’ and boys’ series titles, while Kyra Bennie (Vredehoek), the u.12 boys’ series champion, won three of the four events in 2017. The seven finals run at Seal Point on Sunday produced phenomenal surfing with Ford van Jaarsveldt (Kommetjie) capturing his first WSL Junior Qualifying Series (JQS) men’s event victory after defeating Calvin Goor (Salt Rock). The lanky 18-year-old Capetonian posted a near perfect score of 9.0 out of ten plus three rides in the seven point range, the best of which was a 7.87, and his heat total of 16.87 left Goor still needing a 9.76 when time ran out. Former Jeffreys Bay local Kai Woolf, now competing under the New Zealand flag, won

Woolf finished ahead of Taghiti Gericke (Wilderness) in the one-on-one JQS final while Olivia Izzard (La Lucia), Summer Sutton (Kommetjie) and Tayla de Coning (East London) challenged her throughout the u.16 final. Rally action at Fountains Mall this Saturday FOUNTAINS Mall will be a hive of fast actionpacked entertainment on Saturday, October 7, when the Algoa Rally 2017 50k regional rally championship descends on Jeffreys Bay. Spectators can view drivers from across the Eastern Cape, Bloemfontein and Durban performing with precision and accuracy, negotiating corners at high speed with squealing tyres and avoiding obstacles placed at strategic places in the parking area which will form the course for the day. While the stage at Fountains Mall is tight and technical and requires focus from both driver and navigator, the alternative gravel stages will provide high speed action. The action-packed day will kick into gear in the parking lot at Fountains Mall at 10:00. The gravel stages can be viewed at Boplaas

on the R102. After a quick tyre change at Fountains Mall, competitors will make their way towards Patensie for the spectacular new Droëkloof stage leading straight into Zuurbron. A second loop in the afternoon completes the rally with a final sprint through the Fountains Mall parking area to determine the champions of the day and the winners of the Tissot watches valued at R6 600. Spectators stand the chance to win a spin in a rally car around the Fountains Mall stage, as well as Tissot watches valued at R6 600. The prize-giving will take place at The Bingo Royale Café in Fountains Mall at 19:00. For more information, visit www.algoarallyclub.co.za or www.facebook.com/algoarally.

Kouga worker excels at national golf tourney A Kouga municipal employee is using his expertise on the greens to put Jeffreys Bay on the map as a golfing destination. Rhalf Manuel recently returned from the National Interprovincial Golf Tournament at the Bryanston Golf Club, where he represented Eastern Province (EP). “He is the first player from Kouga to represent EP at provincial level. We are very proud of him and what he is achieving on the golf course,” said Kouga Mayor Elza van Lingen. Manuel lost only one of the six games he played against the country’s best at the national contest. A member of the Jeffreys Bay Golf Club, he sharpens his skills at the Kouga Golf Range. He has represented the EP Country Districts golf team 14 times and has been club champion at the J’Bay Golf Club 18 times. According to the local golf star, many of the top amateurs against whom he competes, play golf permanently and are funded by their parents.

“It’s not always easy for those of us who work full-time to stay competitive,” he said. He attributes his success to the support he has received from local benefactors. “I am very grateful to Kouga Municipality and Mayor Elza van Lingen, the Jeffreys Bay Golf Club, the Kouga Golf Range and Lefty Ferreira for making it possible for me to compete at the highest amateur level,” he said. Manuel believes strongly that golf is a “character-builder that teaches you commitment, dedication and responsibility for your own destiny.” “That is why my ultimate goal is to bring this great game to more youngsters as part of their personal and sporting development,” he said.
