Kouga IOD scare addressed FOR the first time in ten years Kouga Municipality and its staff are once again registered with the Department of Labour’s Workmen’s Compensation Fund. The good news follows four months after the Kouga Council made the shocking discovery that the municipal administration had failed to pay Return of Earnings (RoE’s) to the Compensation Commissioner at the Depart-

ment of Labour for ten years. Executive Mayor Elza van Lingen said the outstanding bill at the time totalled almost R13-million, accumulated from 2007 to 2016. RoE’s are payable annually to the Compensation Commissioner and are required for what is commonly known as “workmen’s compensation”. The practice is regulated by the Compensation for Occupational Injuries and Diseases Act, No 130 of 1993 (COIDA),

which provides for compensation for disablement caused by occupational injuries or diseases sustained or contracted by employees in the course of their employment, or for death resulting from such injuries or diseases. “In practice, the municipality’s failure to pay RoEs meant that the institution and its staff were not covered for Injury on Duty claims, putting Council and its workforce at substantial risk,” Van Lingen said.

The Mayor said then newly-appointed Municipal Manager Charl du Plessis was tasked by Council in July to come to an arrangement with the Department of Labour to rectify the matter. “An agreement was reached and the municipality has since received a Letter of Good Standing from the Department of Labour to confirm that the municipality and staff are once again properly covered for ‘workmen’s compensation’ in line with the Act.”

Kouga takes its water search to Israel KOUGA Municipality is going to the Middle East in search of water. A three-member team from the municipality is in Israel this week to learn more about the country’s desalination programme. Executive Mayor Elza van Lingen said the Kouga Council had identified desalination as a medium to long-term solution to augment the water supply to Kouga communities. “The drought has once again highlighted the need for Kouga to secure additional water sources for its people. “While the municipality is drilling extra boreholes, the ground water supply is also

limited and cannot be relied on indefinitely. The sea is our best option to fulfil Kouga’s current and future water requirements in a sustainable manner,” she said. The Mayor said desalination was still in its infancy in South Africa whereas Israel boasted five of the world’s largest desalination plants, supplying two-thirds of the country’s water requirements. A sixth plant is also in development as part of the country’s national plan to establish a network of desalination plants along the Mediterranean coast. Kouga was invited to visit one of these plants and learn more about the country’s de-

salination programme by experts Aqua Life through the Trade and Economic Office of the Embassy of Israel to South Africa. According to an item tabled to Council, all air travel and accommodation is being funded by Aqua Life while the municipality is funding the subsistence and travel allowance of the three delegates through its approved operational budget. The delegates are Infrastructure, Planning and Development portfolio councillor Freddy Campher, Finance portfolio councillor Brenton Williams and Technical Services manager Eddie Oosthuizen.

Van Lingen said the team had also visited the desalination plant at Mossel Bay as part of their preparations for the Israeli visit. As the festive season approaches, Kouga Municipality has again called on residents to use water sparingly. “We are implementing our emergency plan to secure more water for our communities, but our water supply levels remain critical and forecasts indicate that the drought is far from over,” the Mayor said. “Please also help us to inform visitors of our dire water situation so that, together, we can ensure that our towns’ taps don’t run dry this summer.”

SASSA office relocation delayed THE South African Social Security Agency (SASSA) recently announced its intention to relocate the Walmer local office, but the move has since been delayed. The office, which is currently located in the Trustbank Building in Govan Mbeki Avenue, was set to move to the corner of Community Street and Smallman Street in Walmer on December 1, but SASSA hit a snag with the building plans, forcing them to reschedule. According to Sandy Godlwana, senior manager of communication and marketing for SASSA Eastern Cape, they were under the impression that the building plans for the new office had been approved until

they recently received a notice from the Nelson Mandela Bay Municipality stating that they had not been approved. “We are currently in discussions with the landlord and the municipality to sort this matter out. As far as we know; the building plans were approved, hence the landlord was able to start with the construction of the building. There are a few things that need to be resolved before we can move into the new office,” Godlwana said. “For this reason, we have removed all notices regarding the move until this matter is resolved. The various stakeholders are also being informed about the delay in our move.”

Om hom vir sy troumaal in Desember vet te voer. Maar skaap en skoolkinders het ’n ander plan gehad. Die skaap het aanvanklik in ’n hok gebly, maar het gou besef dat die sportvelde veel groener aan die ander kant van sy draadhok is. Residents encouraged to take a stand against abuse KOUGA residents are encouraged to volunteer their time and skills towards non-governmental organisations and community groups that support abused women and children. This was the call from Executive Mayor Elza van Lingen as Kouga launched its 16 Days of Activism For No Violence Against Women and Children programme. “Many of these organisations need help from the public and one can contribute in different ways, such as planting a garden at a shelter, sponsoring plastic tables and chairs for children at a clinic or joining an organisation as a counsellor,” said Van Lingen. Gender-based violence and violence against children come in different forms and can be both emotional and physical. It includes insults, assault, robbery, rape and at worst, murder. Some of the steps one can take in combating the abuse

are: ) Encourage silent female victims to talk about abuse and ensure that they get help. ) Report child abuse to the police. ) Encourage children to report bully behaviour to school authorities. ) Men and boys are encouraged to talk about abuse and actively discourage abusive behaviour. ) Seek help if you are emotionally, physically or sexually abusive to your partner and/or children. Call the Stop Gender Based Violence helpline (0800 150 150). ) Talk to friends, relatives and colleagues to take a stand against abuse of women and children. ) Try and understand how your own attitudes and actions might perpetuate sexism and violence. ) Spread the message on social media using #16Days2017.

An only child, with a briefly present father, a devoted mother and a heap of chutzpah, Amedeo Bisogno started off as a conflicted youngster, steeped in chaos. He took to the streets

learning too much too soon. Amo (as he is affectionately known) dabbled in this and that, got a bit lost, righted himself, shed the shackles and straightened his course. He got into the graffiti hip-hop underground urban culture, moving around in South Africa like a gypsy. Jeffreys Bay is place number 39. And he seems set to stay. Young Amo left Johannesburg, financing himself by selling all his possessions, and ended up in Cape Town. He started out by cleaning kitchen floors at 19. Then he became a waiter - an attentive and caring one. Developing a deep love for the fragrant brew, Amo learnt to appreciate the depth, aroma, taste and flavour of excellent coffee. After Cape Town, Amo lived on a self-sustainable farm, learning to roast coffee beans for a year. Then the young man landed up on his gran’s couch, working as waiter and coffee consultant at a couple of local spots. Middle of last year, he took his ‘food money’ to create his first T-shirts as part of his visionary line to encapsulate the heterogeneous JBay culture. Amo also started making aprons of “thrown together” denim and leather - a social commentary contradicting rigid gender-based skills. He says: To grow and gain means to put pride aside - to let go of the ego. On March 5, this year, Amo took a leap of faith and opened Fifth Wave Coffee below Ubuntu in a garage. Abundant love and creativity encapsulated in a cup have “enslaved” those who discovered the coffee gem. This is how the young entrepreneur got the notoriously non-committal, entitled millenni-

The meaning is based on the three waves of coffee: FIRST: the discovery of coffee in Yemen and Ethiopia with Muslim sufis as a ritualistic brew. SECOND: the adaptation of coffee spreads around the world with coffee shops gaining popularity. THIRD: the specialisation of coffee. It is more than a common substance, but has an origin, process, extraction methods and flavour notes. FOURTH: this phase is still speculation, but points to cold extracted coffee. FIFTH: the human connection. In a coffee shop different cultures converge, guards are dropped and REAL, personal interaction occurs. This is Amo’s heart. Amo says that coffee is the connector that breaks walls, that lets people from all over the globe interact and share – a characteristic of Jeffreys Bay as a hub for surfers and tourists. “In a time of information and a virtual world people miss the intimacy of interaction. They are disconnected from reality, but a safe space like this allows them to connect, share, laugh, learn, tell stories and just “be”on ground level. “Fifth Wave is not mine – it is ours. And here we can cherish our togetherness, make new memories and build ourselves.” Amedeo is 25 years old - an inspiration in a generation where a lot of youth seem to drift aimlessly looking for the next quick fix. He is tenacious, personable, dynamic with a servant-heart for God - that is his secret. His slogan says what Amedeo is all about: As oceans connect continents coffee connects cultures.

16 Days of Activism campaign launched in Kouga VIOLENCE against women and children is not just a government or criminal justice system problem, but is a societal challenge which needs to be fought from all fronts. This was the message at the Sarah Baartman/Kouga launch of the 16 Days of Activism for No Violence Against Women and Children awareness campaign at the KwaNomzamo Community Hall on Friday. The international campaign takes place annually between November 25 and December 10, mobilising communities be-

hind the call to end violence against women and children. The period includes Universal Children’s Day and World Aids Day. This year’s theme is: “Count me in: Together moving a non-violent South Africa forward.” The programme took the form of a social dialogue, with communities given a platform to raise challenges and possible solutions in the struggle against gender-based violence. Various speakers from the Sarah Baartman District and Kouga municipalities, Department of Social Development, Child Welfare

and the Victim Support Centre also took the stage to share information with those in attendance. At the event Kouga Social Services Portfolio Councillor Daniel Benson said it was important that people understood their role in fighting the scourge. “The solution lies with all of us and we must never rest and be comfortable with living side by side with abuse. Failure for us to hold hands will result in all efforts failing to eradicate this scourge in our communities.” Benson said as part of the campaign, the

municipality encouraged residents to show support by wearing a white ribbon which is a symbol of peace and a commitment to never commit or condone violence against women and children. The municipality, working with the different stakeholders, will be holding a number of awareness campaigns across Kouga during this period. JBay Business League a great success THE highly enjoyable and successful Personal Trust Business League at Jeffreys Bay Bowling Club came to an end on November 21 after six enthralling weeks. Some 24 local businesses competed for a total prize money of R12 000. The final winners were Spykers (BvW Transport), who beat Humansdorp Toyota. The third spot was taken by ECAT, followed by Kouga Municipality and Jeffreys Bay Superspar in fifth place. This was the second Business League event, which has grown from sixteen businesses in the beginning. The club still has nine busi-

nesses on the waiting list and has made the necessary arrangement to be able to increase the field to twenty eight teams when the next event takes place in six months’ time. The club has done tremendous work in increasing the awareness of bowls in the area and the local community responded by playing in the various events put on by the club. The next community event will be the “Teachers Challenge” which will have at least 8 teachers from local schools taking part. In January the club will be hosting a number of school learners. Woodlands Dairy Race: Run into the new year THE annual Woodlands Dairy Kouga Multispsort Race, now in its 17th year, will take to the street on Saturday, January 6. The 15km race will kick-off a 06:30, while the 5km fun run will leave the starting blocks at 07:00. There will also be a 600m Mini Moo Dash at 08:45 for children nine years and younger. The 15km runners will make their way from Mentors Country Estate to the R102 to-

wards Kabeljous where they will take the incline at the steep hills of Poplar and Pride of India Streets and back again to the finish line at Mentors Country Estate. The 5km fun run will take place on the farmland bordering Mentors Country Estate, while the 600m Mini Moo Dash will take place at Mentors Country Estate. The entry fee for the 15km race is R50 for licenced runners and R75 for unlicensed ath-

More than 2 000 service requests logged through call centre and app MORE than 2000 service requests were logged through Kouga Municipality’s new call centre and Link app during the first month of operations. Kouga Mayor Elza van Lingen said a total of 2 313 service requests were reported by communities from 23 October to 23 November, of which 1950 were resolved in that same period. “We promised residents that we would change Kouga into a caring institution that is responsive to communities’ needs. Ward committees in place in all wards ALL 15 wards in the Kouga region now have ward committees following the election of a committee for Ward 11 on 27 October. Kouga Speaker Horatio Hendricks said the first election for the Ward 11 Committee had to be postponed due to

a misunderstanding about the date. The second election was nullified by the Council after an appeal was lodged by a resident. “Ward committees are important to ensure proper public participation. We are very pleased that these structures are now in place in all wards.”

Report and track service delivery KOUGA Municipality is making it easier for residents to report and track service delivery problems in their wards. Executive Mayor Elza van Lingen said the municipality had established a new call centre and integrated its systems with an app called “Link” to form mobile communities for all 15 wards and improve service delivery. “The Link app and call centre offer residents a direct line to the municipality to report issues and monitor what progress has been made towards resolving grievances,” she said. Beter onderhoud van gruispaaie DIE Kouga-raad het ‘n onderhoudsplan goedgekeur vir gruispaaie in die gebied. “Kouga se gruispaaie is jare lank afgeskeep en is in ‘n baie swak toestand,” het Burgemeester Elza van Lingen gesê. Ten einde gruispaaie op te knap, het die munisipaliteit ‘n skraper gehuur wat van dorp na dorp gebruik sal word om paaie te skraap. Kouga het 87,5km se gruispaaie om te onderhou. KOUGA has rolled out a new maintenance plan for gravel roads across the region. Executive Mayor Elza van Lingen said many of the municipality’s gravel roads were in a shocking condition following years of neglect. “The municipality does not own its own grader. We have, however, set aside funds to hire a grader, which will be used from town to town to grade those roads most in need of attention,” she said. Kouga has a total of 87,5km of municipal

gravel roads of which almost half is in Humansdorp. Kruisfontein has almost 33km of gravel roads while KwaNomzamo has just more than 8km. “We have already started grading roads in Kruisfontein and aim to move to KwaNomzamo by December,” she said. Isicwangciso esitsha ngeendlela zomhlaba

THE 85-million upgrade of the Kruisfontein waste water treatment works at Humansdorp is nearing completion.

Kouga Mayor Elza van Lingen said the practical completion date for the upgrade was set for 15 December 2017. “Thanks to the upgrade, the plant will now be able to handle up to 4Ml of sewerage per day. This is sufficient to cater for the existing needs of the Kruisfontein community and will also enable government to build further RDP houses in the area,” she said. Meanwhile, work has been progressing well on the 391 RDP houses currently being built at Kruisfontein. It is anticipated that at least 200 of the houses will be completed by December. INITIATION SEASON: Local Initiation Forum helps Kouga boys become men KOUGA has established a Local Initiation Forum to coordinate the custom of male circumcision in the area. The forum was established in November and brings together traditional surgeons and nurses, government departments, the municipality and other stakeholders. Chairperson of Buyambo, an organisation of traditional surgeons in Kouga, Xolile Kattoo, was elected as the forum’s first chairperson and Fumanekile Lloyd, representing the office of Kouga Speaker Horatio Hendricks, its first secretary. Hendricks, under whose office the forum is led, thanked the committee members for their willingness to ensure that the custom is practised safely. The long-awaited Record of Decision (ROD) came as a surprise to many people as Thyspunt near Oyster Bay had for decades been mooted as Eskom’s “preferred site”. “The ROD means that construction at Thyspunt has been delayed by years, if not halted forever,” Kouga Mayor Elza van Lingen said. The municipality is currently in discussion with Eskom to discuss the way forward for Kouga and Thyspunt following the surprise twist.

Seekoei management plan on track EXPERTS from Nelson Mandela University are putting the final touches to the proposed management plan for the Seekoei estuary. The research team finalised the situational analysis of the estuary in October after the first public meeting with stakeholders. Comments from stakeholders and additional information from residents have now been included. Kouga Mayor Elza van Lingen said the team was busy developing management objectives and implementation plans, to be included in the final document. She said another public meeting would be held before the plan is finalised. It is expected that the final plan will be tabled to Council for discussion and adoption by March 2018. The Seekoei estuary was the centre of a heated debate this past quarter when high seas increased the water level and the causeway, connecting Paradise Beach to Jeffreys Bay, was submerged. The municipality was initially refused permission by the Department of Environmental Affairs to breach the estuary mouth so that water levels could lower. Permission was, however, later granted after the municipality submitted an appeal. R7­m stormwater upgrade at Santareme THE upgrade of the stormwater system in and around Santareme at St Francis Bay has been completed. The upgrade follows almost exactly five years after a torrent of water crashed through St Francis Bay, damaging houses and municipal infrastructure in its path. “The upgrade was long overdue,” Kouga Mayor Elza van Lingen said. “We are thankful that additional measures are now in place to help prevent a recurrence of that terrible day in September 2012 when a pond at the dune field breached and tonnes of water came crashing through the streets and houses of Santareme towards the ocean.” She said the upgrade had been done at a cost of R7-million by the Department of Public Works.
