Water allocation slashed by 90%

ROM next week more than 200 citrus, vegetable and dairy farms in the Gamtoos River Valley could have their annual water allocation for 2017/18 slashed by as much as 90%.

This as the Kouga Dam reaches 18% capacity – a level last witnessed in late 1991. Just 2mm of rain fell in the Kouga Dam’s catchment area from April to June this year. According to Gamtoos Irrigation Board (GIB) CEO Pierre Joubert, the Department of Water Affairs will make the call ahead of the new water year on July 1 based on the current available supply. For the affected farmers, the impending cut in water allocations is dire. GIB board member Rudolf Rose grew up in the region and farms maize, lucerne and vegetables. “On a full water allocation, we are able to plant 350 hectares of combined crops annually,” says Rose. “With a 10% allocation, we will be lucky if we even plant 40ha. If that’s the case, we will have to concentrate on our higher income crops that are less water intensive, such as pumpkin and butternut. It’s a definite crisis. “The lucerne will survive, but we’ll get no yield from that crop. The maize is too water intensive to plant. Even with a full allocation of water in 2016/17, we battled because of the very low rainfall. Now the dam is low, and that is our last line of defence.” Jobs are also hanging in the balance. Water allocation might be slashed by 90% Continued from page 1 “IF farmers can’t plant their full allocation of crops, there is no need for those workers,” says Rose. “We operate with a fairly small contingent of staff, and I have not had to cut back yet.” Fellow GIB board member Jacques du Preez also farms in the area. Focusing on sweet potato, carrots, maize and wheat, he employs up to 40 staff. “I’ve been farming for 20 years. We took the decision in April not to plant maize for 2017/18, and to cut back slightly on the rest of the crop production. We will then use our water allocation for 2017/18 to get that crop to harvest in August/September,” says Du Preez. “If by then there have been no further rains, there is no Plan B. barked on a 16-day maintenance and repair shutdown of its main canal leading water from the Kouga Dam to the Loerie Dam – which feeds the Nelson Mandela Bay Metro and surrounding farms. The annual shutdown of the 69km canal – and, at staggered intervals, the other 45km of branch canals – has become key to the irrigation board keeping its water losses low. Over the past year GIB has reported water losses of just 7.5%, mainly from leaks and evaporation – down from 13% in 2008 when it received a national accolade for water savings. GIB’s losses are also dramatically lower than those of cities such as the Metro, which reports annual losses of between 30% and 40%. “We have a robust water management system,” says Joubert. “When a leak is reported, we aim to address it within the hour.” Joubert says GIB wants to reduce losses even further through the refurbishment and replacement of ailing infrastructure. “Our infrastructure was laid in 1970, so it requires ongoing maintenance,” he said, adding that the irrigation board spent R23-million annually on maintenance and operations.” GIB Financial Manager Rienette Colesky says the consistent maintenance of the irrigation board’s infrastructure was key to reducing water losses. “We have quite an advanced water management and metering system, which also helps keep water losses low,” says Colesky. “For us, being pro-active in maintaining our infrastructure has been a key driver in our success.”

Municipality to block electricity THE grace period has lapsed and Kouga Municipality is set to start cutting the electricity of households whose municipal accounts are in arrears. Executive Mayor Elza van Lingen says the municipality gave account until June 20 to settle their debt or to make arrangements to pay it off. “The blocking and cutting of electricity were put on hold for this grace period,” says Van Lingen. “We wish to thank everyone who made arrangements to settle their arrears. “The municipality will now start to block or cut electricity to those households who have not made arrangements.”

Van Lingen further reminds residents that all municipal pay-points will close at 12:00 on Friday, June 30. “The early closure is necessary to allow the municipality to close off its books for the 2016/2017 financial year. Friday is the last day of the current financial year,” she says. This arrangement will only affect those wanting to make payments directly at municipal offices, including the Kouga Traffic Department at Humansdorp. Residents will still, however, be able to make internet banking payments or pay at external pay-points such as the Post Office, pay@, Ackermans, Shoprite/Checkers/ Usave, Spar, Pick n Pay, Pep Stores, EasyPay, My eBills and Boxer.

Kuns maak dit vir my moontlik om myself te verloor en op dieselfde tyd ook te vind,” sê Hilde. Sy toer graag en vind inspirasie oral waar sy gaan. Dit is ook vir haar lekker om iets vir iemand te maak wat by hulle styl of idees pas, maar steeds uitstaan as ’n Hilde Alet Malan kunswerk. Sy is op die bestuur van ATKV Patensie en sal hierdie naweek by die ATKV se sitrusstasie by die Wildsfees

in aksie te sien wees. Besoekers aan dié stalletjie kan kyk hoe Hilde se tekeninge onder haar skeppende hande vorm en lewe kry. By dié stalletjie is daar verskillende sitrusvariëteite en besoekers kan proe hoekom die vallei bekend is vir sy sitrus. Daar is ook ander interessanthede sowel as lekker doendinge en kosdemonstrasies op Vrydag 15:00, Saterdag 11:00 en 15:00 en Sondag 11:00. Ann Dry tree af na 43 jaar in die onderwys MONIQUE BASSON “EK gaan my skoolfamilie mis, veral die omgee vir mekaar,” sê Ann Dry (65) wat einde vandeesweek die leisels by die Hankey Primêre Skool neerlê. Dry, wat in Port Elizabeth grootgeword het, was die afgelope 32 jaar ’n Graad 2-onderwyseres by dié skool waar menige leerders deur haar vaardige hande gegaan het. Sy was ook aktief by die skool se sport en kultuur betrokke. Wanneer sy nie by die skool was nie, het sy aandklasse vir ouer inwoners aangebied. Dry het haar onderwysloopbaan in 1974 by die George Jakes Skool in Alicedale afgeskop, waarna sy in 1979 by die Kleinfontein Primêre Skool in Hankey aangesluit het as die

Graad 1-onderwyseres en later die waarnemende skoolhoof. “Die beste oomblikke van my onderwysloopbaan is om die sien hoe leerders vorder en wanneer oud-leerders my jare later raakloop en bedank vir die verskil wat ek in hul lewe gemaak het. Ek vra hul altyd: was dit ten goede of nie ten goede, en hul antwoord is altyd, ‘ten goede Juffrou’,” sê Dry. Benewens haar skoolfamilie, gaan sy die geraas van die leerders mis, sê Dry wat ’n passie vir kinders en ouer mense het. Four seasons of fun for kids at the Wildsfees THIS year the SPAR Kirkwood Wildsfees, which takes place from June 30 to July 1, will embrace the imaginations of children as they enjoy fun-filled experiences on the wild side. A highlight for many will be bouncing on beds – without anyone shouting at you. Parents can let their kids go wild as they enjoy some bed-bouncing fun thanks to the Bed Centre, which is inviting children to bounce on one of their beds. “The festival is one of a few in South Africa to host a ‘festival within a festival’ for the young, and this year we have decided to celebrate our 16th festival by getting kids to embrace their wild with a variety of activities,” says festival director Jenni Honsbein. Special attractions for the young and young at heart include our Faeries for all Seasonsthemed wonderland, Little Pony rides, Squillos kids play care zone, pedal go-karts, paintball, and a chance to meet and greet cartoon kids characters such as Paw Patrol’s Marshall and Skye, Squillos, Barney and friends, Hello Kitty, Minnie and Mickey Mouse and Lollos and Lettie. For a once in a life time adventure kids can take a walk through an antique cupboard to the Faerie For All Seasons-themed wonderland.

There they will be met by spring faerie Maia in her giant nest, then journey over the rainbow to summer with the SPAR Kirkwood Wildsfees mermaid Aquata, continue the adventure through fields of bright flowers and across a bridge where Rhea the autumn faerie awaits, ending at the magic waterfall with the winter Snow Queen Snowdina in her castle. Little Pony rides will take place all weekend long for R20 per person per ride. Children need to weigh 60kg or less to ride the ponies, Tonto and Pixi. The ponies will be taken off the ground before the entertainment starts so they don’t get stressed out. The Kidz play care zone is the next stop for children to go wild on a special soft play circuit. Bright colours and inviting shapes are guaranteed to give hours of fun while the rest of the family embraces their wild. Parents will be able to leave their children for supervised play provided they have identification. “At this year’s festival we want parents to be able to enjoy themselves while the children are kept entertained and safe,” says Honsbein. The first two hours will be free between 09:00 and 17:00. Thereafter, it will cost R20 per hour per child. After 17:00 the cost will be R25

Maar jare later, vertel hulle Monique Basson, is hulle elke dag dankbaar vir die seën wat hul jongste is. Al is daar baie donker dae. Met sy hande voor hom uitgestrek en sy kop gekantel, doen dié 12-jarige wat hy die meeste geniet: klap hande. Voor hom sit sy ma en pa, Lurina en Wernich Cronje - die hartseer speel wegkruipertjie in hul oë. ’n Paar jaar gelede het hulle gedink hulle sal nooit hul jongste so interaktief en gelukkig sien nie. Hul seun, Kobus, se outisme het hulle bang gemaak. “Van voor jou kind se geboorte het jy al drome vir hom,” sê Lurina. “Dan skielik wonder jy of hy ooit onafhanklik sal kan wees, normaal sal kan funksioneer en ’n gesin sal hê. Sal hy ooit in die samelewing inpas?” Toe word hul vrese een vir een waar. Kobus sukkel met sosiale interaksie, empatie, kommunikasie en aanpasbaarheid. Slaap is ’n luuksheid wat hom nie aldag beskore is nie. Tog kan sy oneindige liefde nie ontken word nie. Donker dae Kobus was ’n perfekte, gesonde en lewenslustig baba met geboorte. Maar toe verander alles. “Na hy op twee maande met ’n longvirus gehospitaliseer is, was hy nooit weer dieselfde nie,” sê Lurina. “Hy was net ’n skaduwee van die eens vrolike baba wat ons geken het. Weg was sy gebrabbel en ondersoekende handjies. “Tot vandag toe weet ons nie wat verkeerd gegaan het nie. Te veel of te min suurstof? Medisyne? Ons kan net spekuleer.” Sy vertel hulle was verpletterd toe serebrale verlamming en ’n erge graad van outisme maande later by hom gediagnoseer is. “Jy verwag nie ’n diagnose soos outisme nie - nooit, nooit, nooit nie,” sê sy. “Daar was hartseer en vrees. Jy weet nie wat die toekoms inhou nie. Jy kan jouself voorberei soos wat jy wil, maar jy weet nooit wat om te verwag nie. Ons probeer alles, en behou die goeie. “Ons leefstyl en prioriteite het ingrypend verander. ’n Mens se sosiale lewe is iets van die verlede. Mense vermy jou - bewustelik of onbewustelik, want hulle weet nie hoe om die situasie te hanteer nie.” Lurina, wat haar werk opgegee het om Kobus te versorg, vertel dit is ’n wonderwerk dat hy kan loop - al het dit meer as twee jaar se harde werk en terapie gekos. Kobus, wie se intelligensievlak die van ’n tweejarige is, dra permanent doek en ’n borslap. Verder is sy sintuie oorsensitief. “Dit wat vir ons soos ’n ligte wind klink, klink vir hom soos ’n tornado,” sê Lurina. “Hy raak gou met geluide en aanraking geïrriteerd, en het geen aandagspan nie. Hy is die hele tyd op-en-af, op-en-af.

‘Normaal?’ Sou sy dinge anders wou gehad het? Lurina se oë skiet vol trane: “Niemand kan dit vir my vra nie. Natuurlik sou ek wou hê dat hy ‘normaal’ moet wees. Watter ouer sou nie? “Dit is baie moeilik; ek kan nie jok nie. Ons moes van ’n gesonde kind afskeid neem, en ’n nuwe ‘spesiale’ kind verwelkom. “Kobus sal nooit óns normaal wees nie, maar hy sal sý normaal wees. Hy het sy eie lewetjie en is baie tevrede daarmee. Ons aanvaar hom so, al maak dit diep binne nog baie seer.”

FOTO:VERSKAF “Hy reageer ook nie as jy met hom praat nie, dit lyk asof hy doof is. Maar eintlik is dit net sy reaksietyd wat stadig is. Verder raak hy spasties as hy bly of kwaad is - ons weet nie aldag watter een dit is nie. “Pyn of gevaar bestaan nie in sy wêreld nie. Ons moes noodgedwonge ons hele huis babaveilig maak. Niks onnodig staan rond nie en portrette word hoog teen die muur opgehang. “Kobus het 24/7 toesig nodig.” Nuwe meubels is ’n luuksheid wat hulle nie beskore is nie - dit word te gou verniel. “Dit is emosioneel en fisies uitputtend,” sê Lurina wat ses jaar terug breekpunt bereik het. “Ek moes noodgedwonge hulp aanvaar en leer om iemand anders met Kobus te vertrou.” Maar dit is nie als sleg nie. Kobus is baie lief vir drukkies gee en hy is

mal oor ‘vry’. “Ons is baie gelukkig dat ons aan hom kan raak,” vertel Wernich. “Hy is geweldig musikaal en hou goed ritme. As jy kan hande klap en sing, is jy sy held. Toonvas of vals; dit maak nie saak nie.” Daar skort niks met sy eetlus nie. Wernich lag: “Hy is lief daarvoor om te proe of jou kos dieselfde as syne proe. Hy sal na jou bord staar tót jy vir hom ’n happie gee. “Party dae is moeiliker as ander - veral wanneer hy siek is. Hy kan nie vir ons sê wanneer iets fout is nie. Lurina ken Kobus en sy gewoontes so goed, dat sy twee dae voor die tyd al weet as hy gaan siek raak.” Benewens sy opgeleide oppasser - wat nooit lank bly nie as gevolg van die hoë eise wat die werk stel - is Kobus se bondgenoot sy Golden Retriever, Chloë. Chloë is ’n geregistreerde

Aanvaarding “Dit moeilik om Kobus na enige vreemde plek te neem,” vertel Lurina. “Hy hanteer verandering en vreemde plekke nie goed nie.” Om vakansie te gaan hou is onmoontlik. Wernich sê laggend: “Aan die begin van die naweek het almal hul karavane in ’n laer saamgetrek, maar hier teen die Sondag het almal hul karavane ver weg van ons staangemaak. Kobus se vroegoggend-mannewales is net een te veel vir hulle.” ’n Uitstappie na inkopiesentrums is ook nie kinderspeletjies nie. Eers is dit die gesukkel om Kobus en sy rolstoel in die motor te kry, en dan om dit weer uit te kry. “Hoewel ek ’n goedgekeurde gestremde parkeerskyf het, val baie mense - veral ouer mense - my verbaal aan wanneer ek op ’n parkeerplek vir gestremdes stop,” sê Lurina. “Ek stop beslis nie hier omdat ek te lui is om te loop nie. “Verder tree die publiek baie vreemd teenoor hom op. Hulle staar en maak aanmerkings. Dit voel asof ons die hele tyd onder ’n vergrootglas is en nêrens inpas nie.” Lurina pleit: “Aanvaar hierdie kinders sonder oordeel. Begrip van die publiek sal baie help.” Seëning “As ek terugkyk en die vreugde van nou vergelyk met die emosies wat ek en Lurina gehad het toe ons uitgevind het hy is outisties, verskil dit soos dag en nag,” sê Wernich. “Dit is eintlik ’n seëning dat hy is wie hy is, want hy is so eerlik en rein. Hy steek niks weg nie en sy onbeperkte liefde is opreg. “Nie net het hy ons as ’n familie nader aan mekaar gebring nie, maar hy hou ons nederig en leer ons wat ons werklik nodig het.” Anders as meer as ’n dekade gelede, toe Kobus gediagnoseer is, het hulle nou vrede - al is daar nog baie donker dae en hartseer. “Ons lag darem baie meer as wat ons huil.”

Training to boost public participation in municipal affairs PUBLIC participation received a boost this week when Kouga Municipality hosted an induction session for local ward committees. Kouga Speaker Horatio Hendricks says almost 100 ward committee members from across the region attended the training, which was held at Humansdorp. “Ward committees play an important legislated role when it comes to public involvement in municipal processes,” he says. “The induction session was an opportunity for members to gain greater understanding of processes such as the Integrated Development Plan (IDP) and budget. “The role which ward committees are expected to play, and how this links to the work of councillors, officials and other stakeholders, was also thoroughly workshopped.” He said it was the second workshop to be held for Kouga’s ward committees since their

establishment last year. The first workshop was held in November 2016 and focused on ward-based planning. “We would like to thank the ward committee members for sacrificing their Saturday to attend the training. It is dedication such as this that will help us take Kouga back to the top.”

THE annual 2017 Glacier Storms River Traverse, a 3-day mountain bike stage race, is set to take place in the beautiful Storms River Village from August 3 to 6.

Visitors can also browse stores in the quaint Storms River Village before kicking their feet up and letting the relaxed atmosphere soak away the stresses of the outside world, while they enjoy a glass of wine and a good book. Organised by Dryland Event Management, the race is best experienced with the whole family. Starting and finishing at Tsitsikamma Village Inn, the route consists largely of jeep tracks.
