App to improve service delivery

OUGA Municipality is making it easier for residents to report and track service delivery problems in their wards.

Executive Mayor Elza van Lingen says the municipality integrated its systems with an app called Link, to form mobile communities for all 15 wards and improve service delivery. The app and the municipality’s new call centre were officially unveiled at Humansdorp on Monday, October 23. Kouga is the second municipality to launch the app, that was activated in Cape Town and already proves to be a huge success. The Mayor says the municipality was very excited to partner with Link to improve communication with communities. “Kouga has never before had a centralised point at which service delivery problems could be reported. “This made it very frustrating for residents as they would often struggle to get hold of the relevant department and then receive little to no feedback once a problem had been reported. “The Link app and call centre will give residents a direct line to the municipality to report issues and monitor what progress has been made towards resolving grievances,” she says. Residents can upload photos and post information directly on the app. Information does not need to be specific to the ward they reside in. They can upload service delivery problems from across South Africa where the app is active. Continued on page 2

Municipal auction a resounding success KOUGA Municipality’s public auction was a resounding success last week, with everything on offer finding a willing buyer. A total of 141 lots went under the hammer at the Jeffreys Bay municipal depot in St Croix Street on Wednesday. Winning bids ranged from R100 for the cheapest lot to R190 000 for the most expensive. Each lot included a variety of items, including office equipment, refuse bins, bakkies, graders and a TLB. The auction drew countrywide interest,

Executive Mayor Elza van Lingen said the success of the auction exceeded expectations as most of the items, especially vehicles, had been standing redundant in the municipal depot for years. “The auction follows an earlier Council resolution to dispose of old and redundant items. “The money we made will contribute towards the municipal budget and will assist with service delivery.

“The figures are still being finalised, but we can safely say we made in excess of R1, 5 million, after auctioneer costs,” said Van Lingen. The Mayor added that the auction was done in accordance with the municipality’s Supply Chain Management Policy, Section 43 (4) (c), which states, “The accounting officer must ensure that movable assets are sold either by way of written price quotations, a competitive bidding process or by public auction at the highest offered price, provided such price is market related.”

Increase in crime, convictions MONIQUE BASSON THE rise in crime is accelerating, with the latest figures showing a steep increase in all police-recorded offences across Jeffreys Bay, and even greater rise for violent offences. According to Jeffreys Bay Station Commander Lieutenant Colonel Makhoasa Kiviet, August and September saw a big increase in robberies at businesses, especially at Ocean View, Mandela Bay and Tokyo Sexwale. “The victims are mostly foreigners and during most of the incidents firearms were used,” says Kiviet. There has furthermore been a steep increase in house robberies, common robberies and murder. According to the crime statistics released by the South African Police for the 2016/17 financial year, the number of residential robberies increased from 11 o 22, while burglaries at residential properties

decreased from 343 cases to 336 cases. A welcome decrease in murders has been reported, with eight murders taking place, compared to 13 in the previous reporting period. However, attempted murders increased by 200 % from six to 18 cases. Some 36 vehicles were stolen in Jeffreys Bay, while 155 cars were broken into. House breakings also remain high in Humansdorp, with 212 cases being reported. There has been an increase of 122 % in the number of residential burglaries in St Francis Bay, from 98 cases to 218. Despite the increase in crime, more cases were sent to court and the public prosecutor from April 2017 to October 2017 in comparison to the same time last year. There are close to 200 fewer dockets less on the system, and conviction rate saw an increase. Challenges faced include a lack of reliable sources, an increased amount of negligence among residents, and information of suspects posted on social media platforms.

Quick response saves Spar from blaze KOUGA firefighters were quick to respond to a fire and managed to save a popular supermarket in Humansdorp, though there was no such luck for the franchise’s bottle store. The municipality’s emergency room received a call at 22:22 on Friday that the Tops bottle store in Main Street was on fire. The bottle store is an annexe to the main Spar grocery store and the fire could have resulted in the entire building being destroyed.

Social Services Portfolio Councillor Daniel Benson said firefighters were immediately sent to the scene and backup was called from the Jeffreys Bay fire department. “The fire started and was contained to the Tops liquor store. There was significant damage to the contents and the structure. The supermarket section suffered smoke damage.” “The cause of the fire is unknown at this stage.” According to owner JP Venter, Spar will only be open to the public in 2018. “No staff members will lose their jobs,” says Venter.

Kouga Mayor Elza van Lingen said the trolleys, bearing the recently unveiled “Keep Kouga Clean” branding, will be used in various litter hotspots across town, including the central business district. “Once the initiative has been rolled out successfully at Jeffreys Bay, our cleansing teams in our other towns will also be armed with trolleys,” she said. “Not only will the trolleys enable our litter-picking staff to perform their duties more efficiently, the branding will also serve as a regular reminder to citizens that we all have a part to play in keeping our towns

clean.” The roll-out of the trolleys follows on the billboard awareness campaign which was launched by the municipality last month in conjunction with Spar stores at Jeffreys Bay, Humansdorp, Hankey and St Francis Bay, as well as BuildIt. A total of seven billboards and 46 litterpicking trolleys have been secured for Kouga’s war on waste through this sponsorship. “A clean Kouga is in everyone’s best interest. Awareness campaigns such as these are very important as, the more communities we get on board, the greater our chances of success will be. Together we can make Kouga great again.”

SPCA’s doors still open THE SPCA in Humansdorp is still operating and trying to service Kouga and surroundings to the best of their ability even though funds are limited. “We just can’t turn away any stray or unwanted animal. If the SPCA were to give up the pound facility, where would these animals be housed?” asks Natassja Barnard from the SPCA. “The SPCA is required to assist any sick or injured animals and if we had to close, where would these animals go with proper facilities in Kouga and surrounds. Lodge to rise from the ashes

Three months after a devastating fire left several structures at a well-known game lodge in ruins, construction to rebuild the J-Bay Zebra Lodge, is in full swing. The lodge will soon boast new luxury accommodation, and is furthermore set to become the first fully operational wine estate in the Eastern Cape. Situated just off the N2 in Thornhill, the lodge is set to reopen in April 2018. According to owner Florbela Mateus Duc, the three main luxury suites, as well as their own home, were gutted on Saturday, June 10. “Although the two luxury tents did not suffer any damage, the canvas will have to be replaced due to the smell of the fire,” says Mateus Duc who only packed for 24hours when they had to evacuate in a hurry. Mateus Duc, who moved from Switzerland to Thornhill

in 2011, says the new suites will be built on the foundation of the previous structures, thus sporting the same footprint. “The suites will still boast thatch roofs: it is what gives charm to our accommodation. Furthermore, each unit will have a deck all around - offering guests a 360 degree view of the ocean and mountains. “One of the units will be a double storey to afford ample space for families.” Wine Estate Project Apart from the lodge being rebuilt, the newly established J-Bay Zebra Lodge Wine Estate Project is making great strides. Some 450 vines of Chardonnay, Viognier, Grenache, Shiraz, Cabernet Sauvignon and Durif have been planted since the first week of August and are already showing promising results. “We hope to bottle our first wine within two to three years,” says Mateus Duc. “It is our dream to become the first fully operational wine estate in the Eastern Cape.”

PinkDrive touches hundreds of lives HUNDREDS of community members from Kouga and KouKamma received free cancer screenings during PinkDrive’s first visit to the Eastern Cape last week. The five-day outreach started at Kareedouw and Clarkson, then moved on to the KwaNomzamo Clinic at Humansdorp, Sea Vista Clinic at St Francis Bay and Pellsrus Clinic at Jeffreys Bay. Kouga Mayor Elza van Lingen said almost 1 000 cancer-related tests were conducted free of charge by the PinkDrive team, led by their CEO Noelene Kotschan, over the course of the week free. “The theme of the outreach was ‘Early detection saves lives’. It was heartening to see so many women and men taking the message to heart and making use of this opportunity,” the Mayor said. A total of 479 clinical breast exams, 111 mammograms, 188 pap smears, 32 ultra sounds and 153 prostate-specific antigen (PSA) tests were conducted and 30 referrals were made. The Mayor thanked the Jeffreys Bay Wind Farm, Kouga Wind Farm and Tsitsikamma Community Wind Farm for making the out-

reach possible. “October is Breast Cancer Awareness Month and the outreach was a wonderful way to raise awareness of the importance of early detection,” she said. More than 700 learners further benefited from a health education programme presented at local schools to complement the outreach. The PinkDrive was supported by local roleplayers, including the Department of Health and NGOs, whose staff were on hand to conduct diabetes, tuberculosis, HIV and nutrition screenings. “Hundreds of lives were touched. We are grateful to all the roleplayers who took hands and helped to make the outreach a success,” the Mayor said.

Trapeze artists bring ‘circus’ to Jeffreys MONIQUE BASSON COLLETTE Mc Geer has been in the circus all her life. At 52, she no longer performs as a member of a renowned circus, as she did throughout her childhood life and most of her adult life. Instead, the second generation trapeze artist now owns Gypsy Events in Jeffreys Bay with her husband Sean - a talented flying trapeze artist, daredevil and clown. And their story defies what it means to be a circus performer. “It is a lifestyle,” says Collette. “I would not change it for anything. The people we have met, the places we have been and the opportunities we have had are tremendous. With more than 35 years’ experience in running their own event company in Gauteng, the Mc Geers created and performed various trapeze acts. These include the Death Defying Motorbike on a high wire, and Collette becoming one of the first women in the world to catch a male flyer on the flying trapeze.

In 1993, a year after they met, the couple left the circus and opened their own successful entertainment and events company in Johannesburg, providing entertainment to all the top companies in South Africa. They worked at many prestigious events, including performing their trapeze act for the late former President Nelson Mandela. More than a decade later, in 2017, the Mc Geers sold their smallholding and party venue in Johannesburg and moved to Jeffreys Bay with their teenage son, Ryan, four French poodles and a cat. Once settled in, they continued their business, Gypsy Events - supplying schools, residents and businesses with professional entertainers and equipment hire. They supply children’s entertainment, clowns, stilt walkers, trapeze acts, fire eating, juggling, magicians, jesters, stunt shows, acrobats, mimes, singers, bands, dancers, living tables, bungy bouncers, giant inflatables, and flying trapeze. Schools creative about wind KOUGA schools are all about wind these coming months. In celebration of Global Wind Day on June 15, Grades 1 to 3 learners from 12 local schools embarked on a creative art and writing competition, themed The Wind. Prizes up for grabs include books, equipment and science apparel. In addition, the Grade 3 winners will visit the Jeffreys Bay Wind Farm. The participating schools form part of a literacy programme that is run in partnership with the Department of Education and ITEC, and supported by the Jeffreys Bay Wind Farm. Competition is aimed at making the day even more special for Kouga and Koukamma babies who are celebrating their first Christmas. Apart from being our cover model, the winning baby will be showered with great prizes. The winning baby will receive a photoshoot and images on a disk from Beautique Photography, a R500 Fountains Mall voucher, as well as a one-hour parenting class from the Baby Lounge in Jeffreys Bay valued at R300. The parenting class consists of an answer and question session, milestone evaluation and practical suggestions for the healthy development of a baby. The Baby Lounge is owned by Sr Leisle van Vliet, a registered nurse and midwife. The winner will also receive a set of two Babe-Eeze teething necklaces valued at R250, and a Babe-Eeze teething bib valued at R149. Help spread some Christmas joy this year MONIQUE BASSON WITH Christmas fewer than three months away, the Kouga Express is once again appealing to residents to help warm the hearts of less fortunate children in the community. A train, farm animals, shoes, a tractor, a ball, a moment of your time . . . these are some of the simple things that could warm the hearts of children that have never received a colourful wrapped Christmas gift of their own. There is no better experience than seeing the surprise and elation on the faces of children as they open a gift and receive what they

have wished for. This year the Kouga Express, in conjunction with Pick n Pay and Fountains Mall, will be collecting gifts for over 300 pupils from Quagga Primary School in Patensie and Nooitgedacht Primary School in Kareedouw. The Kouga Express relies on the generosity of the community to satisfy the demand for presents. Without the support of local residents this appeal will fail. Each learner wrote his or her wish onto a special Christmas “wish card”, with his name and age. Wishes range from a tea set to a teddy bear and from a school bag to a doll. Some little boy is dreaming of his first ever tractor

with farm animals, while another girl cannot wait to own beautiful hair accessories. One little boy is dreaming about a Jeep and another about a red bicycle. There are even practical wishes like stationery for school. These cards are displayed on the Christmas tree in the forecourt at Pick n Pay in Fountains Mall. Residents are able to select the wish card or cards that appeal to them and buy the gifts written on the cards. Residents can either wrap the presents themselves, or have them wrapped by the Kouga Express team. The following information must be clearly marked on the present:

) Name of school ) Name and surname of pupil ) Grade of pupil. Each card is unique to a deserving child. If a card is taken and not returned, that specific pupil could miss out on a present for Christmas. Presents can be dropped off at either the Kouga Express office at 75 Da Gama Road in Jeffreys Bay or at Pick n Pay. All the presents must be returned by November 15. Join family fun run next weekend THE Colchester Development Run will take place from the Mackay Bridge Angling Club in Colchester on November 4 and families are invited to join either the 5km or 10km distance and enjoy all that Colchester, with its stunning Sundays River, has to offer. The SA 10km championships will take place in Nelspruit on the same weekend, so the top local athletes will be out of town, but it will be a great opportunity for club runners to gain points in this EPA participation league event. The Colchester Development Run will include a 10km starting at 07:00 and a 5km starting at 07:30. The Gelvandale Race is proudly presented by Eastern Province Athletics in partnership with Nelson

Mandela Bay Municipality and their Legacy Project. Race organiser Michael Mbambani confirmed that all 5km finishers will receive a medal. Both races will start and finish at Mackay Bridge Angling Club in Colchester. The cost for the 10km run is R50. The 10km runners aged between 60 and 69 will pay R30 and runners over 70 will receive free entry. The temporary licence, required for the 10km only, is R30. Entry is R20 for the 5km family run. Raceway to host club meeting THE Port Elizabeth Oval Track Raceway is geared up to host its club race meeting at Greenbushes on October 28.
