Plans to ease traffic jams in St Francis Street FRUSTRATING traffic congestion in St Francis Street in Jeffreys Bay, in particular during peak times, may soon be a thing of the past with upgrades planned on the stretch between the Koraal and Nautilus Street intersections. The work, a joint effort by Kouga Municipality, the Department of Roads and Public Works and AfriForum Jeffreys Bay, has already seen left slip lanes being added at the Koraal Street and Disa Avenue junctions. A proper Traffic Impact Assessment (TIA)

was done and AES engineering was appointed by AfriForum to do the job. The TIA was tabled a few weeks ago and AES was then also appointed by to do the detailed designs which are expected mid-January 2018. Executive Mayor Elza van Lingen says the lanes were a temporary measure to ease the flow of traffic for the current holiday season. “We are constructing two traffic circles in the new year, one at the Koraal intersection and another at the Nautilus intersection in

front of Wavelands Caltex. Road users have often complained that these two intersections cause major delays in traffic,” she says. Van Lingen says an extra lane for cars turning from Disa Avenue, into St Francis Street towards town, will also be created. “Being stuck on the road in hot weather while holidaying or being delayed for work can spoil one’s day altogether. We do, however, still want to caution that we are not opening a leeway for reckless driving and we will come down heavily on offenders,” she says.

Ward councillor Hattingh Bornman said the ward committee of ward 11 was in full support of the project and had resolved to contribute the R100 000 ward allocation to the project. Mayor Van Lingen thanks AfriForum for their role in the project. “It is always a great thing to see civic organisations getting involved in projects that advance the cause of our towns and for the benefit of all. We hope others will be inspired and, together, we will make Kouga great,” she says.

Council highlights plight of the disabled THE plight of people with disabilities was the focus at the close of this year’s Kouga 16 Days of Activism for No Violence Against Women and Children. The closing arguments, held at the Kruisfontein Civic Centre, followed a number of interactive sessions held by the municipality and other stakeholders since the campaign started in November. This year’s events took the form of dialogues, with the aim being to forward the information collected to relevant government

departments for attention. Speaking on behalf of Kouga Executive Mayor Elza van Lingen, Councillor Atri Carstens says people with disabilities and the elderly were seen as soft targets by perpetrators of gender-based violence due to their circumstances. “The stories we hear are horrific, but even more horrifying is the time it takes for us to learn about such incidents and the fact that many of these go unreported. Those of us who are able to speak up, must raise our

voices to ensure that such crimes do not go unpunished,” she says. The disability sector was represented by Jakkie Pieters from the Association for the Physically Disabled (APD). Pieters said people with disabilities suffered different forms of abuse on a daily basis, from discrimination to physical and emotional abuse. “Statistics show that there are about 3964 disabled people in Kouga, but we do not have a coordinated way of knowing where all

these people are and the situation they are living in, or whether they receive their due government benefits,” he says. Pieters adds that access was still a serious problem for people with disabilities, with many facilities constructed to exclude them and without consideration of their basic needs. The 16 Days of Activism is a national campaign, run annually, to raise awareness and to advocate against the abuse of women and children.

Quick action by JBay car guards leads to arrest AN imminent car theft was foiled and four suspects arrested on Jeffreys Bay’s main beach on Wednesday, thanks to the town’s regulated parking attendant (car guard) programme. The incident happened when two parking attendants, Ferdinand and Lizo (real names withheld for their safety), noticed two men with what looked like electric carjamming devices circling a car which had parked earlier. They noticed that these were not the legal occupants of the vehicle. They also noticed there was a sedan parked across the road from the parking lot, with its occupants paying close attention to the action. Lizo volunteered to keep an eye on the car while Ferdinand rushed to contact the police, municipal law enforcement and private security. The two suspects and their get-away-car accomplices were quickly pounced upon and arrested. They remain in custody. Kouga Executive Mayor Elza van Lingen said this was

one of the good results of having legal and regulated parking attendants in the holiday town. It is suspected that the suspects are part of a Port Elizabeth car theft and hijacking syndicate. “Together with the police and private security companies, we arranged for training, vetting and positive identification of parking attendants as part of creating a more secure environment in our public parking spaces,” Van Lingen said. “Although they work for themselves, the municipality and other stakeholders launched the programme to help them comply with the relevant legal requirements.” There are about 20 parking attendants who have gone through the process in Jeffreys Bay and they are spread across the busiest spots in the town. They will be wearing green and yellow bibs, emblazoned with the words “Car Watch”, as well as yellow caps and an identity photo on their chests with their names. Van Lingen said the stakeholders were looking at expanding the programme to other towns in Kouga in due course.

Wilma Coenraad is as nuwe raadslid vir wyk 5 in die Humansdorp-gebied, net buite Jeffreysbaai in die Oos-Kaap, verkies. Desmond Petersen, die voormalige DAraadslid van wyk 5, is in Oktober uit sy amp verwyder nadat hy teenstrydig met die riglyne van die party opgetree het. Petersen, wat vier jaar ’n raadslid was en as ’n lid van die burgemeesterskomitee vir infrastruktuur en beplanning gedien het nadat die DA in 2016 die Kouga- munisipale verkiesing gewen het, is ná ’n dissiplinêre verhoor afgedank. Die verhoor het gevolg ná ’n raadsvergadering einde Augustus, waar Petersen skuldig bevind is aan oortreding van interne koukusreëls. ’n Tussenverkiesing is Woensdag in die gebied gehou met slegs 53% van die geregi-

streerde kiesers wat gestem het. Volgens Nqaba Bhanga, die DA se provinsiale leier, het slegs 1 921 van die 3 622 kiesers Woensdag se stormwind en reënweer aangedurf om aan die tussenverkiesing deel te neem. Die DA het 763 stemme teenoor die ANC se 612 stemme gekry. ’n Onafhanklike kandidaat het 517 stemme gekry en die EFF ’n skamele agt stemme. Kate Bapela, woordvoerder van die Onafhanklike Verkiesingskommissie, het bevestig dat Coenraad tot die nuwe raadslid verkies is. Sy sê ook die DA het slegs 40,16% van die stemme gekry, vergeleke met 57,82% in die 2016- munisipale verkiesing. Bhanga sê die DA is nogtans verheug om te sien dat kiesers wéér vir “verbetering” gestem het. “Ek wil vir Wilma baie geluk sê en alles van die beste toewens. Sy is iemand wat werklik die mense in haar gebied dien,” sê Bhanga. Hy sê sedert die DA in 2016 oorgeneem het, is 391 laekostehuise voltooi. “Die eerste nuwe (laekoste)huise wat in 11 jaar in die gebied

Astonbaai­vandale haal ou streke uit JANNIE HOUGH LEDE van die publiek het die afgelope week met woede gereageer toe vandalisme weer begin kop uitsteek het op Astonbaai. Die sogenaamde “Katstad” tussen die rotse by die strand naby Tapas en Walskipper was dié keer die teiken. ’n Inwoner van Aston het andere ingelig dat die bekende houthuis waarin katte skuil, gebreek en van die konstruksie se skroewe losgeruk is. Die vandale het die katte se kombers gesteel en hul eie sigarette en ’n aansteker in die vernielde houthuisie gelos. Skenkers van die sierlike houtskuilings, voedsel en ander geriewe is vol wrewel oor dié onnodige en sinnelose gedrag. Een inwoner het van die boosdoeners weggejaag, en beide ouers en kinders het aggressief gereageer. Iemand het ’n opname van twee blanke kinders gemaak wat herhaaldelik op die geboutjie se dak klim en afspring. Ander kinders gaan binne-in die huisie en verwilder die katte. Katliefhebbers wat hierdie diere onder hul sorg geneem het, is verontwaardig oor ouers se gebrek aan dissipline en verantwoorde-

likheid. Te oordeel na die taalgebruik en dreigemente van sommige lede van belangegroepe lyk dit asof oortreders in hul spore moet trap. As sommiges net na hul eie belang omsien, sal ander se gesamentlike pogings nie slaag nie. Lede van die publiek word gevra om hul oë oop te hou vir enige karakters wat agterdog wek en skynbaar doelloos in die strate rondhang. Net as alle wetsgehoorsames in Jeffreysbaai mekaar se veiligheid op die hart begin dra, sal die dorp veiliger word.

Farmers embrace technology amid water crisis AS the Eastern Cape continues to battle the ravages of an ongoing drought, farmers in the province are increasingly turning to technology to keep the effects of the water crisis at bay. This is particularly evident in the Gamtoos Valley where a number of farmers have notched up considerable success in the face of adversity – including a 60% reduction in their annual water allocation for 2017/18. One of these is Leon de Koning of the farm Highlands, who grows and packages an extensive range of produce, including carrots, beetroot and a variety of lettuces for chain stores such as Pick n Pay and Checkers. Not only that, but Highlands also specialises in selling peeled and prepared vegetables to local restaurants and, with the Western Cape also in the grip of a crippling drought, many of the goods grown at Highlands are finding their way onto supermarket shelves in that province too. But achieving this success has not been

easy and has demanded moving with the times. Successfully sinking a borehole was not enough for De Koning, who opted to go high tech. “We use computers to measure exactly how much water each plant needs. This works and has helped us a lot,” he said. When De Koning inherited the farm from his grandfather in 1989, it employed just 12 labourers. Today a team of 120 is needed to handle the business, which has also absorbed two neighbouring farms. “I told my grandfather that I was planning to expand and he was really angry and said I wouldn’t make a success of it. I am happy to say that he lived long enough for me to prove him wrong,” he said. “There’s no denying that it’s hard work,” added De Koning, whose typical day begins at dawn and ends at 9pm. “But Highlands has survived droughts in the past – as well as severe flooding. By refusing to give up, and introducing the latest technology, we are certain that

we will also get through the current drought.” Another Gamtoos Valley enterprise that is reaping the rewards of technology belongs to the husband-and-wife team of Johan and Madele Ferreira, who specialise in growing raspberries and strawberries. At their farm Mooihoek, exact drip irrigation is used to ensure that not a drop more water than needed is used to get these fruits onto Eastern Cape tables. “It’s really not difficult to grow strawberries and raspberries, although the latter do not enjoy the heat so we use nets to protect them,” said Johan Ferreira. A product that is, however, suffering is spinach, with less than the usual crop being grown at Mooihoek. “At this point we are surviving and I don’t see prices rising in the shops any time soon,” Ferreira said. “But with the drought also affecting the Western Cape, if we don’t get good rain in two to three months that could all change.” Also relying heavily on technology for the survival, not only of his citrus crop but also of the herbs which can be found at Woolworths, Spar and Pick n Pay, is Charlie Malan of Waterwiel Farm. Waterwiel started out on a very small scale 20 years ago and, like Highlands, has grown rapidly using the latest advances in farming. “We have probes in the ground which alert us to which trees are dying, allowing us to take prompt action to ensure a guaranteed crop,” Malan said.

“We are also using the services of an adviser from a citrus research station in Nelspruit, garnering information about how much fertiliser and water is needed to ensure the success of the crop.” Like Highlands, all products at Waterwiel, including lettuce and 18 different types of herbs, are packaged on site for distribution throughout the Eastern Cape and the rest of the country. Ensuring that the available water is divided evenly among valley farmers like De Koning, Ferreira and Malan, and helping to manage the drought, falls to the Gamtoos Irrigation Board (GIB). “We manage the water quota of all water users and, in the process, make sure that everyone is treated fairly and receives the quota that they are entitled to,” said GIB financial and human resources manager Rienette Colesky. “We also supply the Hankey and Patensie municipalities, as well as the Port Elizabeth metro, attempting to keep the municipalities within their quota and protect the farmers’ quotas. “On a monthly basis, the board measures the user’s water meters and letters are sent to farmers indicating their usage and also what their average usage should be. This can be used as a management tool by farmers,” said Colesky. “The canal system is also maintained at a high level to ensure that water losses are kept to the minimum.”

Include TRAFFICFIN as the 10 letters. “Your reference number will, therefore, then read 80......63TRAFFICFIN.” He says the same principle applies to fines issued to drivers when they are stopped on the road. “The reference number on the summons will read V51/………/630. “When making an EFT, please leave out the V and forward slashes. The reference number should then read 51......630TRAFFICFIN.” Note that in this instance the “0” should be included as the last of the 10 numbers.

NSRI’s pink buoy could save a life THE local National Sea Rescue Institute (NSRI) rolled out an emergency flotation campaign using pink torpedo buoys - a first for the Eastern Cape. These brightly coloured rescue devices are placed at high risk areas - including Dolphin Beach, Magnatubes, Paradise Beach and Albatross Beach - especially where there are rip currents, and no lifeguards on duty. According to NSRI Station 37 Station Commander Rieghard Janse van Rensburg, the sign holds a pink torpedo buoy. “By using simple graphics, the NSRI explains how it should be made available to a person in difficulty and that an untrained person should not enter the water to help or try to rescue someone.” It furthermore provides two telephone numbers to dial for help, as well as a location number so that bystanders can tell Sea Rescue volunteers exactly where they are. The idea behind the project is to supply an

emergency flotation to someone who is in danger of drowning, while calling for professional help. “The Pink Torpedo Buoy project needs the support of the community. If the community takes ownership of the project, the pink buoys will only be removed from their holder in an emergency and will be replaced afterwards,” says Janse van Rensburg. According to Janse van Rensburg, ideally every piece of water that is used for recreation should have an emergency flotation device. “Sea Rescue Jeffreys Bay would like to encourage local businesses and residents to get behind the project and sponsor even more pink torpedo buoys in our area. “We extend our sincerest appreciation to the companies and individuals who made the initial six pink torpedo buoys a reality.” The cost of the pink torpedo buoy and the sign is R1 400. Parking attendants to help keep JBay safe

Twenty parking attendants have been given the go­ahead to work as “car guards” at busy Jeffreys Bay spots this holiday season. The attendants have gone through a vetting process and will be wearing green and yellow bibs, emblazoned with the words “Car Watch”, as well as yellow caps and an identity photo on their chests with their names. With his big eyes and friendly smile, tenmonth-old Jack Myburgh from Hankey charmed the panel of independent judges to secure his place as this year’s Kouga Express Front Page Christmas Baby winner. Jack, born on February 22, was entered by his ‘biased mother’, Amber, who thinks he is just the cutest thing in the world. “It would be a wonderful keepsake for friends and family if Jack won,” says Amber. “And one day he can say he made the front page of the newspaper before his first birthday.” Jack loves to play with his dog teddy, ‘Pumpkin’. And his favourite food? “He loves mashed banana and yoghurt with cinnamon. And anything his dad, Wayne Myburgh, who is the Executive Chef for the No5 Mantis Hotel, makes. Oh, and Flings,” says Amber. Die afgelope elf jaar leef hy dié passie uit deur sy perde-onderneming, Moria Ryskool, ’n klipgooi van Jeffreysbaai af. Maar dié veelsydige man is ook welbekend as afrigter van SA-Boerperde en ‘n skaapboer. Hercules van Huyssteen is ’n man met ’n groot hart en liefde vir sy SA-Boerperde. Elke oomblik van sy werk is suiwer genot. Want, sê hy: “There is something about the outside of a horse that is good for the inside of a man”. Dit is ’n waarheid wat hy saam met Winston Churchill aanhang. “Perdry is my kopdokter. Met perdry raak jy van jou frustrasies ontlae,” sê dié nederige buitelugmens wat ’n natuurlike aanvoeling vir perde het. “’n Perd is ’n leerskool en maak van jou ’n beter mens. Dit maak nie saak hoe jy voel vóór jy op jou perd klim nie, as jy klaar gery het, voel jy vervuld en het nuwe energie. “Daarom is ek op my gelukkigste op die rug van een van my perde.” Die begin Maar hoe het Hercules se perdryskool begin? Hercules vertel dat hy eerder met perde wou werk as om van agt tot vyf in ’n kantoor te sit. Hy werk veral met sy gunsteling perderas, Boerperde, omdat hulle so slim is. “’n Boerperd is ’n rustige dier met ongelooflike deursettingsvermoë,” sê hy. Hy borrel behoorlik wanneer hy oor perde praat: “Ek het 11 jaar gelede met die ryskool op ons plaas in Kareedouw begin. Omdat dit vir my so lekker was en ek genoeg kennis met perde opgedoen het, het ek besluit om dit heeltyds te doen en ’n inkomste daaruit te verdien.” Sy ryskool het met verloop van tyd gedy. In 2011 loods hulle die gewilde Baviaans Camino in samewerking met Esti en Eric Stewart van St Francis Sport. Die een hand kan jy gebruik om aan die saal vas te hou (as jy voel dit is nodig), en die ander hand hou die leisels vas. Daar is ’n spesifieke manier om die leisels vas te hou. Laasgenoemde hand moet te alle tye in die lug gehou word. Die afklim? Leun na vore, hou aan die perd se maanhare vas en gly stadig af na links. Anders mag jy dalk hard met Moeder Aarde kennis maak. Waar die pad te moeilik raak, klim ruiters af en lei hul perde tot waar die grond meer gelyk is. Die roete neem ruiters tot bo-op die berg vanwaar hulle oor die hele Tstisikamma uitkyk - tot die see is in die agtergrond sigbaar. Van hier volg die perde ’n grondpad terug tot by die beginpunt. Die terug-roete bied onvergeetlike uitsigte oor die gebied. “Elke oggend sien ek uit na my dag. Van Kouga in den breede weet ek nie, maar Jeff en Aston en Paradys is so gelukkig soos ’n ot in Palestina. Getrou aan hul aard het die plaaslike regering uit wans uit elke klagte tjoef-tjaf in die stof laat byt, en ons gaan 2018 binne sonder enige probleem. So het die segetog verloop: ) Die Duistere Alliansie het daarin geslaag om vee-eienaars tevrede te stel deur alle beeste, bokke, varke en klein varkies ongestoord op hul weiveld langs die enigste openbare pad tussen Aston en Jeff (en elders in die dorp) te laat loop. Geen verskuiwing het plaasgevind nie. As daar dalk hier voor ’n noodlottige ongeluk gebeur, is dit die motoris se skuld, want wat weet ’n stomme dier van padreëls? Viva, die demokrasie, viva! ) Wetsonderhouding het gevorder tot sua cuique voluptas – elke mens het sy eie plesiere. Ek het empiries vasgestel dat slegs 8% motoriste by stoptekens tot stilstand kom. Dit is op

Daar is tonne sand tot teen die kant van die parkeerarea gestootskraap, en die wind waai alles net so vinnig terug. Heerlike woestyn-atmosfeer. Dis om van te dig.

Drommedaris Holiday Fun Run a huge success THE annual Drommedaris Family Fun Run, hosted by Kouga MultiSport on Saturday, proved to be a huge success. The race, consisting of a 10km run and a 5km fun run or walk, saw a total of 550 athletes leave the starting blocks at 07:00 and 07:15 respectively. Mariano Eesou from Madibaz triumphed in a time of 31:08 in the 10km run for men, while Ntombesinthu Mfunzi walked

away as the winner in the 10km even for women with a time of 37:53. The race started and finished at Drommedaris situated in Drommedaris Street, Jeffreys Bay. Some R6 000 was raised for the Healthy Mom and Baby Clinic in Jeffreys Bay. The Clinic, a non-profit organisation, provides medical care for pregnant ladies, mothers and

babies. Lucky draw prizes, sponsored by title sponsor Drommedaris Furniture Store, included a front loader, double bed, television and blender. Pick n Pay, Eco Rubber, Build It, Galaxy Casino, CompuCamm and Igen manned the water points and sponsored T-shirts and other race expenses.

Marina Mile Event organiser, Brenton Williams, says, “A huge turnout of swimmers is expected at the Marina Mile, one of the most popular events on the Jeffreys Bay holiday calendar. “The Mile caters for all levels of swimmers - from the novice to the swimmers who want to race. The canals are safe and there are no currents or tidal pushes, which makes for a great environment for inexperienced swimmers, as well as those who want to see how fast they can

swim a mile. “With a water temperature of 25 degrees Celsius, it is advisable not to swim in wetsuits as there is a danger of overheating.
