Opposition disrupts meeting A

council meeting held in the Jeffreys Bay Council Chamber on January 25 was disrupted by the ANC, leading to scuffles and the subsequent adjournment of the meeting. Several important items were on the agenda, including the recommendation that Council implement a desalination programme in Kouga. Day Zero for Hankey and Patensie is predicted to occur in March, while the rest of Kouga’s taps could run dry by September. It is thus disconcerting to see politicians disrupt a Council meeting where desalination was an item on the agenda. The Annual Financial Statements and the Annual Report of the Municipality, as well as the Auditor General’s report, were all important items on the agenda that the ANC refused to debate. The leader of the ANC, Councillor Malibongwe Dayimani, made it clear that the ANC would not allow the Council meeting to continue as they were objecting about the agen-

da, which was a paperless agenda and according to him, not all Councillors had access to their agendas. The Speaker of Council, Councillor Hendricks, agreed that there had been teething problems with the paperless agenda, but according to the rules of Council, this could not invalidate the meeting. Several of the ANC Councillors then became unruly and started speaking out of turn, which led the Speaker to adjourn the meeting for 10 minutes. Upon the resumption of the meeting, the opposing party once again became unruly and started to verbally and physically target some of the DA Councillors. An attempt was even made to grab the cell phone of a DA Councillor who was taking pictures of the mayhem that was unfolding in the Council Chamber. This prompted the Speaker of Council to once again adjourn the meeting and shift the meeting to another venue in St Francis Bay, which he is entitled to do, according to the rules of Council. When the meeting eventually continued in St Francis Bay, the unqualified audit report, as well as the other statutory reports, were adopted by the majority of Council, which excluded the ANC. Council also approved the appointment of a consultant to lead the Municipality through the process of bringing desalinated water onstream to augment the dwindling supply of surface water available to residents of Kouga.

Kouga health crisis looms ahead of Day Zero RESIDENTS in the Gamtoos River Valley are bracing for a health crisis of unprecedented proportions as – for the first time in its history – the region’s biggest supply dam is set to run dry by the end of April. Should no decent rains fall in the catchment area in the coming weeks, the towns of Hankey and Patensie will be plunged into a health disaster, as most of their water is sourced from the Kouga Dam which dipped to an alltime low of 7.15% last week. Rain over the weekend has seen the dam level rise to 9.3%, with further inflows expected to bring it up to 10%. This puts the area, which falls under the Kouga Municipality, at similar risk to waterstrapped Cape Town, where major dams are set to run dry – a circumstance termed “Day Zero” – in mid-April. “When the dam dries up, there will be no water for drinking, no water for personal hygiene and no water to flush toilets. We are sitting with the reality of an epic health crisis,” said Gamtoos Irrigation Board chairman Tertius Meyer, who added that while recent rains had taken the dam level up to almost 8%, the situation remained extremely serious. Meyer said that at this critical stage even boreholes were not a viable solution to the crisis. “Those who do have boreholes must use water wisely to make it stretch as far as possible,” he said. “Kouga Municipality also needs to manage what little water it has as conservatively as possible, although this has not been

the case in the past. “Nothing can save these communities – only substantial rain.” While more affluent households may be able to keep the crisis somewhat at bay by purchasing drinking water shipped in from other areas, poorer communities in the two towns – which share an estimated population of 300 000 – cannot afford to buy bottled water.

We are sitting with the reality of an epic health crisis. ­ TERTIUS MEYER “The only thing the municipality can do is to bring in water in tankers, but this is prohibitively expensive, costing an estimated R1million a month,” said Meyer. Meanwhile, the area’s substantial farming community will also be stripped of its main source of crop irrigation when the dam runs dry, leaving the sector – a major employer in

the region – crippled. A dry Kouga Dam will lead to crop failures and possible stock deaths on farms in the area, with knock-on implications for already hard-hit consumers. “While the Nelson Mandela Bay Municipality has adhered to the restricted access imposed on them when drawing from the Kouga Dam, Kouga has continued to use water in excess. This is a luxury they no longer have,” Meyer said. Although the dam running dry also has serious implications for Bay residents, the situation is not as dire as the crisis facing residents of Hankey and Patensie. “The Kouga Dam is not the only source of water for the Port Elizabeth area,” Meyer said. “The metro also gets water from the Orange River, which is purified at the Nooitegedacht Water Treatment Works. Phases one and two to expand that project are already online, with phase three expected to be implemented next year.” However, Meyer said that both the Kouga and Nelson Mandela Bay municipalities needed to cut back on water losses as a matter of urgency. “The Gamtoos Irrigation Board has restricted its water losses to 7%,” he said. “But while the metro claims that up to 35% of supply is lost through leaks and wastage, we believe that figure to be closer to 50 to 60%. This has to be tightened up and leaks need to be fixed, while much more needs to be done to make use of grey water wherever possible. “The reality is that we are facing a crisis

worse than Cape Town’s. Day Zero, with all its implications, is looming closer and closer for Hankey and Patensie. “All that can save us is really good rain.”

Residents to re­register for free basic services KOUGAMunicipality will be re-registering residents for free basic services over the next five months. Executive Mayor Elza van Lingen said the municipality would be conducting an Equitable Shares (EQS) drive from February to June 2018 so as to ensure that all qualifying residents receive free basic services. “It is very important that all residents who already receive EQS, re-register during this time so that they continue receiving the free services. New applications are also invited,” she said. Free basic services (Equitable Shares) are available to households with a combined gross monthly income of R3200 or less. Those who are registered, receive 50kwh electricity plus the basic charge for free,

12kl water plus the basic charge for free, free refuse removal and free sewerage (based on 12kl water consumption). They also do not pay the Environmental Management Fee (EMF) levy and rates for an additional R85 000 on their properties. Municipality receives unqualified audit report THE Auditor General (AG) has given the Kouga Municipality a clean bill of health for the 2016/17 financial year by issuing an unqualified audit report. The municipality raised R148 million in property rates for the financial year and received a further R144 million in the form of grants and subsidies from national and provincial government. Income of R337 million was raised through the sale of electricity, water, sanitation and waste removal. Staff costs showed a marginal decrease of R700 000 when compared to those of the previ-

ous financial year with a total cost of R228 million to the municipality. The purchase of water and electricity cost R220 million, while R51 million was spent on operational costs. This includes items such as legal fees, chemicals, insurance, telephone and postage. Overall the municipality ended the financial year with R84 million in the bank, up from R78 million in the previous financial year. The newly elected DA government in Kouga aggressively reduced the contingent liabilities facing the municipality and reduced the

amount from R109 million to 49 million. Outstanding trade creditors dropped from R114 million to R91 million, while debtors showed a marginal drop from R77 million to R73 million. Performance management was again criticised by the Auditor General, while water losses representing 38,5% of water purchased were identified. The losses were due to leakages, tampering with meters, incorrect ratios used for bulk meters, faulty meters and illegal connections (theft of water). “We have implemented a performance man-

agement system in the Municipality and will be able to address this finding during the next audit,” says Kouga Mayor Elza Van Lingen. “Water losses are a serious concern and we budgeted for additional vehicles for our Infrastructure department to equip them to attend to water leaks more efficiently. “We also spent R 23 million during the financial year on the Kruisfontein and St Francis Bay Waste Water Treatment Plants, with another R 4 million spent upgrading bulk infrastructure in Kruisfontein. This led to the construction of 391 RDP houses in Kruisfontein.”

Danksy Simoné Afrika en Bernadene Claassen se goeie “speurwerk”, is André Joubert in ’n japtrap met sy beursie herenig na dié verlede Dinsdagoggend uit sy bakkie verdwyn het. Volgens Joubert het hy vergeet om die linkerdeur van sy bakkie te sluit toe hy kliënte in Keetstraat besoek het. Sy beursie was in ’n sak op die sitplek. Eers toe hy na sy besoeke die vullis agter op sy bakkie gaan aflaai en die helpers ’n fooitjie wou gee, het hy met ’n skok besef sy beursie is nêrens te vinde nie. Die skok het binne minute in verligting en dankbaarheid verander. Volgens Joubert het Afrika en Claassen uit hul pad gegaan om hom as die eienaar van die beursie te eien en om dit aan hom terug te be-

sorg. “Ons het onsself in sy skoene geplaas en gewonder hoe ons dit sal oorleef as ons al ons kaarte, insluitende ons identiteitsdokument en lisensie moes verloor en ons van vooraf moes aansoek doen daarvoor,” sê Afrika. Afrika vertel dat hulle die beursie naby die Hoërskool Nico Malan opgetel het. Bekommerd dat iets met die eienaar kon gebeur het, het hulle dadelik daarvan werk gemaak om hom op te spoor. Nadat talle navrae by besighede en inwoners geen resultate opgelewer het nie, het hulle twee “please call me” boodskappe na Joubert se selfoon gestuur in die hoop dat hy hulle sou bel. Hulle het sy nommer op sy Bucopensionariskaart gevind. Maar hulle het geen reaksie gekry nie. Vasbeslote om die eienaar op te spoor, maar sonder lugtyd, het hulle hul na hul verhuurder gewend om Joubert te skakel. Joubert sê toe hy die oproep kry, het hy besef goeie mense bestaan steeds. “Ek kan nie beskryf hoe dankbaar ek is nie.”

Nico Malan holds annual Interhouse IS it a bird? Is it a pirate? Or is it a lifeguard? No . . . it is Nico Malan High School’s annual Interhouse Athletics on January 26. Apart from it being a great day for equalling and breaking records, the various team leaders added plenty of colour and fun to the day. Dressed as lifeguards, the Dorp Team made an impressive entrance with the help of the local National Sea Rescue Institute. The Jeffreys Bay Team brought their pirates ashore, while the Hostel Team took participants on a walk on the wild side. At the end of the day, the Hostel Team raked in a whopping score of 1 444, while the Jeffreys Bay Team and Dorp Team respectively scored 1 065 and 966 points.

Die eerstespan van Mentors JBay het die Eleven Stars Krieketklub met 113 lopies geklop: 211/5 in hul toegelate 42 boulbeurte vs 98 (almal uit) in 27 boulbeurte. Denovan Jones en Jason Kroluse het onderskeidelik 76 en 35 lopies aangeteken, terwyl Jones en Danie van Wyk onderskeidelik drie en twee paaltjies geneem het. Die derde span het die Malabar Krieketklub met 31 lopies gewen: 137/5 in hul toegelate 20 boulbeurte vs 106 (almal uit). Athletes shine at Interhouse Athletics

THE new vehicle industry ended 2017 on a positive note, according to the annual sales data from the National Association of Automobile Manufacturers of South Africa (Naamsa). The year-to-date new car sales for 2017 grew 1.8%. In total, 557 586 new vehicles were sold in South Africa last year. “The new vehicle market’s positive performance for the last year was almost exactly in line with our forecast of 1.74% growth,” said Rudolf Mahoney, Head of Brand and Communications at WesBank. “This can be attributed to the Rand being resilient in the face of volatility and the South African economy performing better than anticipated.” Overall, demand for new vehicles grew 3% in 2017, while demand for used vehicles declined 1.5%. This positive performance for the last 12 months has set the stage for continued growth in 2018.
