OR the first time in 11 years RDP houses are once again being built in Kouga.

Executive Mayor Elza van Lingen said work on 391 RDP houses at Kruisfontein and 220 RDP houses at Pellsrus was progressing well. “About 50 houses are already taking shape at Kruisfontein. We are delighted that housing delivery is back on track after more than a decade of empty promises by the previous Councils,” she said. She said the municipality was also working non-stop to get other housing projects in the region off the ground. “A year ago when the new Council was inaugurated, we said that we would hold the East Cape Department of Human Settlements to its commitment to build houses in Kouga and we will continue keeping a close eye on developments,” she said. “Ten big housing projects were approved as far back as 2009 but never implemented. Kouga’s people have been very patient and it’s time for that patience to be rewarded with houses.” The contractors for the 391 Kruisfontein and 220 Pellsrus projects were announced by the Department last year but work only started officially this year. The two-year contract for the installation of internal services and the building of houses at Kruisfontein was awarded to Bendolite while the Ikhaya Development Trust was

awarded the two-year contract for Pellsrus. The Mayor said in terms of the contracts at least 80% of the labour required, had to be sourced from local communities.

Vandals struck at Hankey landfill site MONIQUE BASSON ONLY weeks after the completion of the multi-million Rand upgrade at the Hankey landfill site, vandals partly destroyed the guard house and ablution facilities. All the windows and most of the window frames were either damaged or removed from the two structures. The doors also fell victim to the vandals - not one door was left. The inside of the building, including the ablution facilities, are also damaged to a great extent. Apart from the vandalism, rubbish was strewn all around the site and along its perimeter - with plastic bags stuck to the fence. According to Social Services Portfolio Councillor Daniel Benson, “vandals struck

before the site was officially handed over to the Kouga Municipality. “The waste site is one of only two permitted landfill sites in the Kouga and is of critical importance to the local community and farmers. “The municipality will start with repairs this month so as to ensure the site complies with all legal requirements. Security measures will also be put in place to prevent a recurrence of the vandalism.” ) The upgrade - that saw the erection of three waste cells, an evaporation pond, a guard house and ablution facilities - forms part of the R25 million Kouga Waste Management and Recycling project funded by the Department of Environmental Affairs, which will see landfill sites upgraded in accordance with compliance requirements.

Kouga, Eskom and Red Cross forge fire partnership ESKOM and Red Cross have partnered with Kouga Municipality to help strengthen communities at Longmore and Thornhill against natural disasters. Representatives from Eskom visited the municipality on Tuesday to hand over a cheque of R350 000 to the Red Cross for use in areas affected by the fire disaster of June 2017. At the hand-over Kouga Mayor Elza van Lingen said the focus would be on Longmore, where more than 200 residents had to be evacuated when the runaway fire threatened their homes, and the surrounding farm areas. The fire destroyed about 27 000 ha of vegeta-

tion in the Longmore and Thornhill areas, as well as farm land, buildings and equipment. “Kouga fire-fighters were able to save the Longmore Village from burning down, but the community was left without electricity or water because of fire damage to the infrastructure,” Van Lingen said. “We had to act fast to prevent a humanitarian crisis. According to an irate resident, water overflowing from the stormwater drain on the corner of Da Gama Road and Flame Crescent caused the death of several animals over the last two years. “After being stagnant for a day of two, a white foam layer forms on top of the contaminated water - killing animals that drink from the water,” says one resident. “What would happen if an innocent child played in the water, or even drank the water?” According to the resident, their problems do not stop there - anything but. “The open area at the pump station in Da Gama Road is languishing in disgrace as garbage is strewn across the area,” she says. “It’s an awful experience to see and smell the heaps of rotting rubbish. “There is also a growing number of vagrants and addicts occupying the area - creating a serious health hazard. They use the bushes as a toilet, and drink and curse into the wee hours of the night. It is a struggle to

Dirty water was running from one of the businesses at the complex into the stormwater system. The municipality’s Environmental Health section was able to resolve the matter with the assistance of the ward councillor and the complex management. “If there is any recurrence of the dirty water, we ask residents to notify our Environmental Health section at 042 200 8302.” The matter with regard to the vagrants has been reported to the head of the municipality’s Law Enforcement section. “They will follow it up as a matter of urgency,” says Benson.

‘Pa baklei, sterf om gesin te red’ CARA­LEE DORFLING DIE gemeenskap is geruk toe rowers die naweek vir Johan Marais (62), stigtersvoorsitter van die Jeffreysbaai-veteraanmotorklub, in sy huis doodgeskiet het. Die Marais-gesin het 20 jaar gelede van die hoë misdaadsyfer in Vereeniging na die stil vakansiedorp, Jeffreysbaai, verhuis om veiligheid te soek. “Is dit nie net so ironies nie?” het Michelle den Hoed, oudste dogter van Marais, Sondag verslae gesê. Marais se kleinkind het hom Saterdagoggend omstreeks 02:20 wakkergemaak toe ’n ongewone geluid op die onderste verdieping van die huis gehoor is. Marais het gaan ondersoek instel en homself tussen rowers en hul ontsnaproete bevind. ’n Wilde stoeigeveg het uitgebreek, waarna enkele skote op Marais afgevuur is. Hy is op die toneel dood. Held Den Hoed sê sy glo haar pa se “helde-optrede”

is die rede waarom haar ma, ouma en suster se kinders almal veilig in die huis was. “My pa het baklei om hulle lewend te hou. Hy het alles saam met sy kleinkinders gedoen. “My pa was net ’n werklik goeie mens. Ek en my ma het hom altyd geterg deur hom Gawie te noem, want hy sou enigeen help, of jy ’n vriend of vreemdeling was.” Santa, Marais se vrou, het ook sy liefde vir sy kleinkinders en motors beaam. “Ons almal en die hele dorp was so lief vir hom,” het sy gesê. Gewild Volgens Coen van Beek, sekretaris van die veteraanmotorklub, was Marais ’n dinamiese en gewilde mens. “Almal op Jeffreysbaai het geweet as hulle iets van ’n ou motor wil weet, kan hulle met Johan Marais gesels.”

Ook Carl Trahms, ’n vriend van Marais, het gesê Johan was ’n legende op die dorp. “Hy was baie entoesiasties oor ou motors, met baie liefde vir sy familie. Die hele voorval is net so hartseer.” Trahms sê die voorval het hom laat besef hoe “ontspanne” mense op dié vakansiedorp leef en dat almal meer bedag op misdaad moet wees. “Ons, die polisie en plaaslike sekuriteitsmaatskappye moet daadwerklik ’n plan maak om saam te werk. Die feit is misdaad gebeur en ons moet saamstaan.” Intussen het kapt. Gerda Swart, polisiewoordvoerder, die inhegtenisneming van drie verdagtes vir Marais se moord bevestig. Swart sê die polisie het enkele minute ná die voorval ondersoek ingestel. “Gemeenskapslede het die polisie laat weet van verdagte mense in hul agtererf en die polisie het daarin geslaag om een man vas te trek wat vermoedelik by die voorval betrokke was.” Die polisie het verdere leidrade gevolg en nóg twee mans by hul huise in Ocean View aangekeer.

Drie van die verdagtes - Viwe Dabhoyi (37), Sibusiso Doyi (26) en Khayalethu Dyindyolo (25) het Maandag in die landdroshof in Humansdorp op aanklagte van moord, huisbraak en diefstal voorgekom. Die saak is tot 28 Augustus uitgestel. Marais se roudiens word op Vrydag, 18 Augustus, om 14:00 vanuit die NG Kerk Kompleks, Jeffreysbaai gehou.

Lottering sê hy het reeds die natuurreservaat van 1 300 ha van hoek tot kant gefynkam, maar kan steeds nie vasstel hoe die stropers toegang gekry het nie. “Ons reservaat is daarop gefokus om diere binne te hou, nie mense uit te hou nie. Maar die voorval is net weer eens ’n bewys dat ons die sekuriteit nog meer sal moet verskerp,” sê Lottering.

Renosters vir stompies gestroop CARA­LEE DORFLING Twee witrenosters is Dinsdagnag in die Lombardini-natuurreservaat net buite Jeffreysbaai in die Oos-Kaap, doodgeskiet en hul stomp horings is verwyder. ’n Derde witrenosterkoei is geskiet, maar nie onthoring nie. Johan Lottering, eienaar van die reservaat, sê albei die gestroopte renosters is voorheen onthoring. “Dit is ’n klein stuk horing wat weer teruggegroei het wat die stropers gevat het - en daarvoor het ek ’n renosterbul en ’n dragtige renosterkoei verloor,” sê Lottering. Die renosters was tussen agt en 12 jaar oud, en hul horings is vermoedelik met kapmesse verwyder. “Die drie renosters is met ’n grootkaliber-

vuurwapen geskiet. Gelukkig is die derde renosterkoei, wat nege jaar oud is, net skrams bo die blad raakgeskiet en ek glo sy sal vinnig herstel.” Dié voorval bring die getal renosters wat tot dusver vanjaar in die Oos-Kaap gestroop is, op vyf te staan. Verlede jaar is 19 renosters in die provinsie gestroop. Rodney Visser, hoof van die provinsie se Teenstropingseenheid, sê hy glo die laer syfer is weens inhegtenisnames wat oor die afgelope jaar gemaak is. “Ons ander probleem is dat die stropers van die Nasionale Krugerwildtuin af oorspoel. “Weens die goeie werk wat die veldwagters in die wildtuin doen, is daar tot dusver vanjaar 111 minder stropingsvoorvalle. Volgens Swart het twee verdagtes Maandag na bewering ’n winkel in Louterwater beroof. “ ’n Inwoner het een van die verdagtes (25) kort ná die rooftog aangekeer en hom na die polisie geneem. Terwyl die lede nog op die toneel besig was, het gemeenskapslede buite die onderneming geweier dat die verdagte aangehou word en het geëis dat hy aan hulle oorhandig word.” Volgens Swart het die polisie probeer om die mense tot bedaring te bring, terwyl ander polisielede die verdagte na die polisiekantoor geneem het. “Toe die inwoners agterkom dat die ver-

dagte nie meer daar is nie, het hulle gewelddadig geraak en het begin om die polisie en polisievoertuie met klippe te bestook. ’n Polisielid is beseer. “Gemeenskapslede het na bewering drie polisievoertuie omgegooi. Hulp van naburige polisiekantore is ingeroep om die situasie onder beheer te bring.” Swart sê die gemeenskapslede het voortgegaan met die klipgooiery waarna die polisie met rubberkoeëls op hulle geskiet het. Elf voertuie is in die voorval beskadig. “Die gemeenskap het die R62-deurpad met klippe en brandende bande versper en die polisie se eenheid vir openbare orde is vir bystand ingeroep. Learners get to grips with disasters, crime KOUGA Municipality’s Fire and Disaster Management team was back in the Gamtoos Valley on an educational outreach to primary schools in Patensie on Friday. This follows an earlier visit for schools in the upper Gamtoos Valley, which took place at the Kouga Dam in January this year. The venue this time was the Gamtoos Valley Primary School and joining the hosts as participants were Chigwell Primary School. The areas of focus were preventing the outbreak of fires and how to respond in times of emergencies and natural disasters. Also present were members of the South African Police Services’ Dog Unit, talking on crime prevention and reporting. Both the municipality and the SAPS teams conducted demonstrations, with learners having the opportunity to extinguish demo fires and getting to see police dogs in action. Social Services Portfolio Councillor Daniel Benson said these educational sessions were of high importance, especially in view of the fires that swept through the Thornhill and Longmore areas recently. “We are in the middle of a serious drought, which does not help matters when it comes to fire hazards,” he said. Benson added that though there hasn’t been any significant rainfall, it does not mean that the area has stopped being prone to floods. “Communities in the Gamtoos Valley area are separated by low-lying rivers. The past has taught us that once there are heavy rains, there could be floods which sometimes result in loss of life,” he said.

He said it was crucial that communities understood how to respond when such misfortune was visited upon them and the young learners were a good foundation to start such educational programmes.

Die vlak van die Kougadam, wateraar vir besproeiingsboere van die vallei, het Vrydag op slegs 14,6%, die laagste vlak sedert 26 Julie 1992, gestaan, terwyl streng waterbeperkings van 60% vir die nuwe waterjaar op 1 Julie 2017 ingeskop het. As besproeiingsboer sal ’n mens altyd bekommerd wees as die vlak van jou waterbron op laer as 15% is, veral as dit die enigste bron is, en die langtermynvoorspellings so negatief is soos wat tans die geval is, het Du Preez gister gesê. “Ons bestaan en oorlewing is gewasproduksie onder besproeiing, en minder hulpbronne beteken laer produksie en laer inkomste. Die gebied wes van Port Elizabeth is in die oorgangsgebied tussen die somer- en winterreënvalgebiede. “Goeie neerslae kom dus nie gereeld in die somer hier voor nie, want donderstorms vorm gewoonlik oos van dié gebied,” het hy bygevoeg.

Wicus Linde, sekretaris van die klub, sê: “Die kompetisie bestaan uit 900 punte en daar word vanuit verskillende posisies geskiet: sit, staan, dooierus en lê. “Elke skuts skiet vyf rondtes na sy gemerkte teikens. Elke baan is uniek uitgesit en daar is verskillende tipe teikens wat wissel van ’n appel op ’n riet, teikens met diere op, soos hulle in die natuur voorkom, valplate, ’n vlakvark op ’n kabel en ’n springbok met twee balonne. “Wat die verskillende bane interessant maak, is dat niemand die afstande van die teikens ken nie en niemand mag die afstande

met ’n range finder bepaal nie. Al die teikens word op ’n afstand van tussen 30m en 300m geplaas.” Oor- en oogbeskerming is noodsaaklik en alle vuurwapens moet tussen bane in ’n geweersak gehou word. 249 runners join JBay parkrun Some 249 people ran, jogged and walked the 5km course of the first Jeffreys Bay parkrun on August 12. A whopping 210 attendees were first time parkrunners. MATT Beers and Tim Hammond off Spot Africa Ryder Red E held off a late challenge from Team Bianchi to take overall victory at the 14th edition of the Trans Baviaans Mountain Bike Race which finished in Jeffreys Bay this weekend. The 230 kilometre non-stop race from Willowmore in the Karoo to Jeffreys Bay on the East Cape Coast took 486 four, three and two person teams through the remote, rugged wilderness area of the Baviaanskloof Mega Reserve. The initial phase of the race saw the main category contenders take a conservative approach as they cruised down the Nuwekloof Pass and through the Baviaanssleutel, the gateway to the World Heritage Site. The severe drought in the region led to extensive corrugations on the district dirt road, which made for an uncomfortable ride for those who had chosen to tackle the race on hardtail bikes. Allied to those conditions was a stiff head wind for much of the race which deterred many teams from being aggressive. The action up front started after the first of six compulsory check points at Geelhoutsbos. The Ultimate Cycling Knysna Mixed team of Yolande de Villiers and Neill Ungerer and the Bianchi team of Gert Fouche, Hansie Joubert and Jaco Ferreira checked in and out, and then opened up a small gap as they headed up the first big climb, Baviaans Back. The Western Cape based pair soon caught the lead group and when they reached the Fangs climb put in a meaningful attack. “ I know it was a long way out, but I looked at the climb and said ‘Cool, lets have a go here’ and it paid off, only just though!” said the laid back Beers. The gap grew steadily as they took on the biggest climb, the 12 kilometres long Mother of All Climbs or MAC at 128 kilometres. At the third check point at Bergplaas they had four minutes in hand over the chase group which included the top mixed pair of Yolande de Villiers and Neill Ungerer of Ultimate Cycling Knysna and the Madmacs team of Etnard Louw and Charlie Mcfall.

However, the early pace and Beers’ exceptional climbing form saw Hammond begin to take strain as they ground out the kilometres on the aptly named Neverender inside the last quarter of the race. Three teams strong with the addition of the Bianchi trio of Gert Fouche, Hansie Joubert and Jaco Ferreira, the chase group sensed an opportunity and closed the gap to around 70 seconds in the last 20 kilometres. Hammond hit the wall and Beers nursed his Botswana partner through what many veterans of the race believe is the hardest part as they chased the sunset.
