Jeffreys Bay 22 Jeffreys Street 042 293 1040

Jeffreysbaai was die Oos-Kaapse wenner in 2015.

Local police honour municipality THE Jeffreys Bay branch of the South African Police Service and the town’s Community Police Forum awarded tokens of appreciation to the Kouga municipal leadership and officials last week. Executive Mayor Elza Lingen, Municipal Manager Charl du Plessis, the Traffic, Law Enforcement, Fire and Rescue and Disaster Management departments each received a Certificate of Appreciation from SAPS and the CPF. At the handing over of the certificates Jeffreys Bay Station Commander LieutenantColonel Makhoasa Kiviet said these were given as recognition for the municipality’s positive contribution and teamwork to help keep Jeffreys Bay a safer place during the December 2017 festive season. “This past year we really worked well together as a team and we hope that this relationship will be strengthened and we will con-

tinue to do better in the coming seasons,” she said. Van Lingen said the municipality was committed to working with all stakeholders in ensuring that Kouga was the best and safest place to live in and to visit. “This past season we planned together ahead of time and we executed our plans in a coordinated fashion. Our daily VOC (Venue Operations Centre) meetings proved effective as everyone was on par with what was happening and what the expectations were,” she said. The Mayor said the accolades from the police and the CPF recognised the important role the municipality had to play in coordinating sector departments and stakeholders. “The police are always a reliable partner when it comes to busy times of the year and when we host major events. It is quite symbolic that we are bestowed these honours by them,” she said.

R10,2-million secured for electrification KOUGA Municipality has rolled out a new plan to minimise illegal electricity connections. Infrastructure and Engineering Portfolio Councillor Freddy Campher said the municipality recently disconnected illegal wires at informal houses bordering Makukhanye Primary School. “The illegal connections were overloading the system and knocked out the power to a

large part of Tokyo Sexwale. This is but one of the negative impacts of illegal electricity and we would like to appeal to communities to help us stop this practice,” he said. He said the municipality would be taking a two-pronged approached. “Most importantly, we will continue our efforts to electrify settlements as part of our commitment to bettering the living conditions of communities. Almost 250 households

at Donkerhoek received electricity for the first time last year and work will start shortly on electrifying a further 270 sites at Donkerhoek and the RDP housing development at Kruisfontein. “We have also secured a further R10,2 million for electrification and associated infrastructure projects in the new financial year, starting July.” He said the municipality would further be in-

stalling electrical infrastructure underground as far as is possible as this would make it more difficult to connect illegally. “Illegal electricity is very dangerous. Not only does it lead to electricity interruptions to households that are legally connected, it also puts lives at risk. We want to appeal to everyone to work with us to protect lives and look after the infrastructure that is in place to bring services to communities.”

KOUGA Municipality is busy upgrading its PABX (private automatic branch exchange) telephone system as part of the institution’s efforts to improve its communications infrastructure. The upgrade comes with new extensions (direct numbers) for many of the municipal departments. As any change would have it, the migration has presented some challenges, with the public battling to get hold of departments directly and the switchboard struggling to transfer calls. “The direct extensions to most departments have changed, consequently, the public will no longer be able to reach staff with these old numbers,” Corporate Servi-

Complaints about the delivery of the Kouga Express can be directed to Tammarine Scharneck at 0 042 293 2973.

ces Portfolio Councillor Hattingh Bornman says. “Our main switchboard and the all-hours emergency numbers, however, remain the same and are operational.” The switchboard number is 042 200 2200 and the allhours emergency numbers are 042 291 0250 and 042 200 8330. “We ask that residents make use of the switchboard number. Our switchboard operators will transfer you to the relevant department. “We apologise for any inconvenience and appeal to residents to be patient with us during this period,” says Bornman.

Patensie to register for free basic services PATENSIE households with a combined income of R3 200 or less are invited to register and re-register for free basic services (Equitable Shares) from Kouga Municipality this March. The municipal registration team will be at the Patensie offices from March 19 to 29 to assist residents from Wards 10 and 13. Kouga Mayor Elza van Lingen says registration for households from Ward 10, including Ramaphosa Village, would take place at the Patensie municipal office on March 19, 20 and 22. The team will be there from 08:30 to 15:00. Registration for Ward 13 (Patensie town) will take place from March 26 to 29, at the

same time and venue. “Residents who already receive Equitable Shares need to re-register during this time so that they continue receiving the free services. New applications are also invited,” she says. The Mayor says all applicants are required to complete the application form personally. The following documents must also be supplied: municipal account and prepaid metre number, ID document (husband and wife), proof of income (bank statement, pay slip or pension card), sworn affidavit if unemployed, proof of usufruct (if owner is deceased, a letter of authority and death certificate).

Ward 6 community cleans hall Ward 6 Councillor Lefty Vumazonke, Community Work Programme workers and community volunteers, recently cleaned up the KwaNomzamo Community Hall after it was set alight during a community protest last week. Vumazonke says, “Burning of public infrastructure should never be allowed and community members must be in the forefront of combating the criminal behaviour”. PHOTO:SUPPLIED

‘We are drowning in dust’ MONIQUE BASSON TIRED of living in a dust bowl, Paradise Beach residents are in an uproar about the condition of the road they live in and the excessive dust caused by speeding vehicles. According to an irate Immergroen Avenue resident, every speeding vehicle that passes by on the dilapidated gravel piece of road that was once fully tarred and in good condition, creates a huge cloud of dust that blows to each house and collects on their porches, in their yards, on their cars, and lingers in the air. She says, “I cannot even water my front garden, without drowning in dust. Washing of clothes takes careful planning. For one, you have to take into consideration in what direction the wind is blowing. “Over 300 vehicles and trucks use this road that joins up with the gravel road linking Paradise Beach and Humansdorp, on a daily basis. “The dust that generates from all these cars is scary and has become uncontrollable. It starts from early morning and dies down late evening, only to start again in the morning. “We have so many vulnerable residents that live here. The elderly, infirm and minors are all at risk. There are also many people

who are suffering with upper respiratory infections and complications because of the dust that is being raised when the speedsters use his road,” she says. “I don’t think the municipality fully understands the danger that this road poses. It is not just our health at risk, but our lives.” Residents now demand that the road be fixed and signs erected to slow down speeding motorists. “Johan Muller Boulevard in Paradise Beach has been tarred. We cannot understand why tarring has not yet commenced here in Immergroen Avenue,” says the resident. Infrastructure and Engineering Portfolio Councillor Freddy Campher says, “The roads in Paradise Beach were poorly built and then not maintained for years. As a result, they have deteriorated to the extent that resealing the roads doesn’t help; they actually need extensive rehabilitation. “Due to other urgent work that needed to be prioritised, Immergroen could not be accommodated in the current financial year. It will, however, be considered for the new budget. “We would, therefore, like to urge affected residents to participate in the budget and IDP public consultation meetings in April as these meetings will inform Council’s priority projects for the new financial year, starting July.”

Link app leaves residents fuming MONIQUE BASSON TEETHING problems with the newly integrated Link system - offering communities a direct line to the Kouga Municipality to report issues and monitor progress made - have residents fuming. Despite reporting several service delivery complaints at the Sands in Jeffreys Bay since November last year via the Link system, and being notified that the problems have been resolved, nothing has been done to date. According to a furious resident, street lights are not working, several manhole covers are missing, drainage systems are left open, and illegal dumping of household garbage and building rubble are rife - especially in Camelon Sanctuary and Blackberry Road. “Overgrown erven are also a major problem. Not only is it a health risk, but also a safety problem and fire hazard,” says the resident. “Walking on some pavements is impossible as the overgrown bushes and grass creep into the road. And if you get tired of walking, you can sit down on one of the plastic chairs that have been placed over the open manholes.” She continues that several “unwanted characters” have made some of the open plots in Magnolia Crescent their “homes”.

Furthermore, electrical boxes are kept closed with wooden sticks, instead of locks. “The Sands? No, it must rather be called The Dumps,” says the resident. Corporate Services Portfolio Councillor Hattingh Bornman says, “Kouga is one of the first municipalities in the country to use the Link system and there have been some teething problems. Despite these problems, more than 9 700 service faults and requests have been logged through the system and the majority of these have been addressed successfully. “We apologise for the complainant’s recent experience. It is being attended to. Should other residents have similar experiences with the app, we ask that they please resubmit the same complaint that was incorrectly marked as “resolved”. This will ensure that the complaint goes back to the relevant service department, while also alerting management to the fact that the complaint was not dealt with satisfactorily.” The Link app can be downloaded at https://linkapp.co.za/ #dl. The call centre can be reached at 042 200 2200 during office hours and at 042 291 0250 or 042 291 0283 after hours. The municipality furthermore cautions residents that the municipality is upgrading its phone systems and that most of the direct extensions for officials have changed. The switchboard number remains unchanged at 042 200 2200.

KOUGA EXPRESS | THURSDAY 15 MARCH 2018

Do not miss the Oakley X-Over ONE of the most popular events at the JBay Winterfest – the Oakley X-Over - is set to return with some exciting new competitors and a few new takes on this dynamic competition.

John Smit, former South African rugby union player, former chief executive officer of the Sharks, and the 50th captain of the South Africa national rugby union team, in action at the Oakley X-Over. PHOTO:SUPPIED

The Oakley X-Over always has an incredible selection of invited athletes from all sports and disciplines, including the likes of Jordy Smith, former Springbok rugby captains John Smit and Jean De Villiers, Garreth ‘Soldierboy’ McLellan, Butch James, Ryan Sandes, Greg Minnaar, Dale Steyn, Tonderai Chavanga and Kerim Fitzgerald to name a few. The brainchild of Oakley South Africa Sports Marketing and Events Manager Seth Hulley, the Oakley X-Over brings the celebrities into JBay during the JBay Winterfest, and this always adds to the excitement of the Winterfest as a whole. The two-day event comprises a Mountain Bike race, a Golf tournament, and a Surfing event. The mountain biking takes place in the JBay area; the golf tees off at The Links in St Francis Bay and the surfing generally happens at Lower Point in JBay. Last year the swell kicked in overnight and the surfing was moved down to Kitchen Windows where it was a little bit more manageable.

The majority of the athletes can hold their own on the mountain bikes, and most of them can swing a golf club to various degrees of athleticism. The surfing however, proves a daunting task for many of them, and for some of the athletes they only get a chance to hit the waves during this event. The South African sporting celebrities are a great hit with the kids and the JBay Winterfest spectators, who attend the event to see which of their heroes are doing well and coming out on top. Tondarai Chavanga and Butch James up and riding during the Oakley X-Over The Oakley X-Over has been a stalwart event at the JBay Winterfest, with winners over the years including Butch James, Greg Minnaar and Raynard Tissink to name a few. The Oakley X-Over trophy is a beauty, and everyone wants one of them for the mantelpiece. Unfortunately there aren’t too many of them going around, so the boys will just have to fight it out again this year if they want one. The JBay Winterfest takes place from July 2 - 17in Jeffreys Bay. For more information, visit www.jbaywinterfest.com.

Cold Water Classic returns THERE are very few people that can swim for extended periods of time in water measuring less than 15 degrees. Attempting to swim three miles in icy water is what makes the Cold Water Swim Classic a truly extreme event. An integral part of the JBay Winterfest, the Classic takes place at Marina Martinique at 09:30 on July 8. Since the inception of the Cold Water Classic in 2013, the warmest water recorded was 14 C in 2016, with a chilly 13 C and 8 C air temperature challenging swimmers in the 2017 edition of the event. Swimmers have the option of a Mile, Double Mile or Triple Mile at the Cold Water Classic, as well as the option of wearing a wetsuit or taking on the challenge under Channel

rules, which means wearing only a speedo type costume, goggles and a swim cap. The Triple Mile is an official Robben Island qualifying swim and is a great test for any swimmers wanting to attempt the iconic Cape Town swim. Theodore Yach, the most prolific Robben Island swimmer, with well over 100 crossings to his name, rates Marina Martinique as a must swim venue. “Marina Martinique offers significant challenges with cold water, as well as a course that is technically challenging and is a great place to swim,” said Yach. The youngest female to ever swim Robben island, Abriella Bredell (11 years), used the Triple Mile as part of her build up to her record breaking swim in Cape Town.

“The 2017 Cold Water Classic was a really tough swim and I had to dig deep to finish but I knew I would be very disappointed with myself if I didn’t complete the swim.

Rebecca Newman in action.

“Once I had the swim in the bag, I knew Robben Island was a reality,” says Bredell. Online entries are open at www.zsports.co.za.

A Building Inclusive Green Municipalities (BIGM) Gender Strategy Workshop was held in Jeffreys Bay last week. The workshop was presented by the South African Local Government Association (SALGA), together with Kouga Municipality. Kouga Planning, Development and Tourism Portfolio Councillor Bryan Dhludhlu says the focus of the workshop was on identifying gender issues that influence development and to help with the development of a gender strategy for municipalities that are involved in the BIGM programme. Kouga is one of six Eastern Cape municipalities involved in BIGM, a joint initiative of SALGA and the Federation of Canadian Municipalities. The Kouga workshop, facilitated by UrbanEcon Development Economists, was attended by municipal officials, councillors and stakeholders from vulnerable group forums and non-governmental organisations. The other Eastern Cape municipalities are Mbizana, Port St Johns, King Sabata Dalindyebo, Ngqushwa and Ndlambe. The programme seeks to create more sustainable ways of development within the

broader context of climate change Dhludhlu said climate change and asset management had not been fully integrated into development policies and strategies in South Africa. “There is a need to enhance the capabilities of our women, other vulnerable groups, municipalities and government departments in data and knowledge management, as well as developing and implementing climate smart options and associated policies,” he says. He says Kouga was committed to the BIGM programme as climate change was a reality for all and also affected vulnerable groups. “These conversations need to continue and form part of our strategic planning documents and policies,” says Dhludhlu. A delegation from Kouga visited the Canadian municipality Prince Edward County in October last year to learn how the Canadians have advanced in the programme of building green municipalities. A delegation from Prince Edward County will be in Kouga next week to consolidate the work done during the local delegation’s visit to Canada.

Jeffreys Bay Wind Farm reaffirmed their support and funding of the Healthy Mom and Baby Clinic’s (HMBC) Mobile Clinic. PHOTO:SUPPLIED

JBay Wind Farm funds health care JEFFREYS Bay Wind Farm reaffirmed their support and funding of the Healthy Mom and Baby Clinic’s (HMBC) Mobile Clinic. The Mobile Clinic, which was launched last year, is taking much-needed postnatal care to mothers and children within the Jeffreys Bay communities. A dedicated nurse has been appointed to run the mobile services, so that the Mobile Clinic no longer has to rely on volunteers. This means that the communities benefit from a more comprehensive range of services. In addition to carrying out home visits to care for and assess infants, the Nurse who is supported by a nursing assistant, has a chance to assist Mothers in the safety of their homes with primary care such as breastfeeding. “The impact of the Mobile Clinic is impressive, considering that it offers postnatal support, monitoring and continual assessment of the growth, development and needs of the babies and the young, in addition to school visits. During October last year, the clinic managed to screen three hundred learners, which is a vital service for communities,” says Hlengiwe Radebe, Economic Development Manager for Jeffreys Bay Wind Farm. The mobility of this care, has meant that care can reach the impoverished community of Ocean View, for general home visits. Crèches and schools are covered in the Pellsrus, Mandela Bay, Ocean View areas of Jef-

freys Bay. “We also had successful group education sessions at Sea Vista Community, St Francis Bay in August 2017 and another at Kruisfontein School, Humansdorp in February 2018,” says Margreet Wibbelink, Clinic Director at the Healthy Mom and Baby Clinic. She adds, “We would love to extend our home visits to other areas, but we are awaiting the Memorandum of Agreement with the Department of Health before this will be possible, as our current mandate extends to the Jeffreys Bay area only.” Radebe says, “We acknowledge the incredibly important role that the HMBC plays within our communities and are honoured to be able to assist in making its services available to the more remote area in Jeffreys Bay. Furthermore, the Mobile Clinic is powered by clean, green renewable energy - the fitted solar panels power the fridge and electrical points, making this initiative a perfect fit for our funding. The HMBC was founded in 2002 due to an overwhelming need in the community for a specialized clinic that focused on improving the health of mothers and children. This nonprofit organisation, in partnership with the Department of Health and its various financial donors, is committed to delivering professional private care to the most vulnerable and underprivileged women of the Jeffreys Bay community.

Jeffreys Bay man arrested for illegal firearm THE Jeffreys Bay Police arrested a man (25) for the possession of an unlicensed firearm during patrols in Jeffreys Bay on Saturday. “On Saturday evening just before midnight, two men were spotted walking in Loods Park Crescent, Jeffreys Bay. When they saw the K9 police van, they started running away in different directions,” says Police Spokesperson, Sergeant Majola Nkohli. “One of them was seen throwing

something in an open space. The Police gave chase and caught him a few metres away.” Sergeant Nkohli says that the police returned to the spot where the suspect has been seen throwing something, and found a 9mm Norinco with 8 rounds of ammunition.

Conrad Koch in Bay with Chester Missing and others

baie welkom.”

“Ons tree graag by kerke of geestelike funksies op. Mense kan gerus van hulle laat weet as hulle wil hê ons moet kom optree,” sê Griebenow. Vir meer inligting, skakel Bertus Griebenow by 082 676 4487.

Die reuk van braaivleisvure en feestelike Conrad Koch, together with much anticipated puppets, Chester Missing, Hilton the Dancing Ostric h in pink feathers -and DJ Hoodie. PHOTO:SARAH ISAACS TOP South African ventriloquist and award-winning performer Conrad Koch is back, along with his famous puppet comrade, Chester Missing. Koch is set to perform in Port Elizabeth on Friday and Saturday. The much anticipated Puppet Guy is billed as Koch’s most fun show to date, with a roller-coaster ride of outrageous puppet characters and off-the-wall comedy ventriloquism. It’s seen as a change of pace from Koch’s previously highly political work on stage – focusing on hilarious characters, funny observations and world-class entertainment. It’s comedy mayhem as Chester Missing

and Koch playfully battle each other. Koch will also feature two other puppets, namely Hilton – the dancing ostrich - and DJ Hoodie. He introduces a brand-new character described as “Africa’s most dangerous animal” – a vegetarian mosquito. “The show is highly interactive. I use a cellphone, Snapchat and a projector to turn people in the crowd into digital puppets, hilariously teaching everyone how ventriloquism works. “Using ventriloquism masks, I find a member of the audience who actually thinks they’re a lion, voices and hunting skills included,” shares Koch.

Tiger cyclist wins bike challenge

FOTO:ALISON EEKHOUT

Gerrit Rautenbach, a Grade 12 learner at Daniel Pienaar THS, showed his mettle when he won the inaugural 36km Nelson Mandela Bike Challenge. Gerrit earned his bragging rights since he competed against men and finished the race in a sterling time of 01:13:04. The race started in front of the Royal Lounge, went around the outer perimeter of the Nelson Mandela Bay stadium, over practice fields and in a clockwise direction around the lake. Gerrit reports that the laps in the stadium were exciting because of the fast surface and turns. The lake stretch was probably the most difficult because of the different surfaces that had to be negotiated. Franco Mcleod, another Tiger, was in second position. PHOTO:SUPPLIED
