Beaches awarded Blue Flag status

IT’S official – Kouga beaches have been awarded world-class status and the right to wave the Blue Flag.

Dolphin Beach in Jeffreys Bay has for the 13th year in a row claimed the prestigious status as an official Blue Flag Beach. Not only does this ensure a safe beach for all locals and visitors to the area, but will also boost the economy and create job opportunities. Enjoying the worldclass beach are Ward 11 Councillor Hattingh Bornman and Local Economic Development (LED) Portfolio Councillor Bryan Dhludhlu. The announcement was made in Jeffreys Bay last week Wednesday. Dolphin Beach once again got the nod from the adjudicators to fly the Blue Flag, joining 43 other beaches, seven marinas and 11 sustainable tourism boats around South Africa. Another addition to Kouga’s achievement was the St Francis Canals, which received Blue Flag Marina status. Speaking at the event, Tourism Minister Tokozile Xasa said her department aimed at attracting five million tourists to South Africa over the next five years. “The Blue Flag should be used as a selling tool to bring these visitors to our shores and to ensure that visitors have a positive experience in our country,” says Xasa. She adds that her Department entered into a partnership with the Wildlife and Environment Society of South Africa (Wessa) in 2016 to implement the Blue Flag project with the assistance of the Expanded Public Works Programme , so as to ensure that jobs were created for young people in the tourism industry. Kouga Executive Mayor Elza van Lingen, delivering the opening address, thanked Wessa – who manages the Blue Flag programme locally – and the national Tourism Department for recognising Kouga as the ideal place to host this year’s event. “We have featured as a recipient of this award for 16 consecutive years but never have we thought we would actually host this national event,” she says. Van Lingen says the process was not only about securing Blue Flag status for Dolphin

Kouga vehicles to be auctioned off Kouga Municipality will be holding a public auction next week to dispose of redundant capital assets. Acting Mayor Brenton Williams said the items on auction would include TLBs, trucks, tractors, trailers, bakkies, cars and boats, as

well as broken laptops and computer equipment. The auction will take place on Wednesday, 18 October, from 10am at the municipal depot in St Croix Street, Jeffreys Bay. The items to go on auction will be open for viewing the previous day, 17 October, from

09:00 to 16:00. Williams said the auction would be handled by a professional auction house, Auction-All, as appointed by the Municipal Manager in accordance with the municipality’s SupplyChain Management Policy. To register as a bidder a R5000 deposit, proof

of residence and a copy of the prospective bidder’s ID is required. Further information about the auction is available from Martin Nel on 082 771 7947. Alternatively, send an email to info@auctionall.com or visit Auction’All’s website at www.auction-all.com.

Kouga set to partner with Germany for climate change project KOUGA has been invited to be part of a German project aimed at empowering municipalities to manage climate change at a local level. Executive Mayor Elza van Lingen, Social Services Portfolio Councillor Daniel Benson and Environmental Health manager Nomvula Machelesi left for Germany this week on a ten-day visit. Funded by the German Federal Ministry for Economic Cooperation and Development, the trip will start with an international climate change workshop in Bremen, followed by a visit to Ilsfeld, the German municipality with which Kouga is set to partner. Van Lingen said the invitation, facilitated by the South African Local Government Association (Salga), could not have come at a better time. “We’re already feeling the effects of climate change in Kouga and are grateful for the op-

portunity to work with international partners on ways to mitigate its impact on our area and communities,” she said. The project, simply called “Municipal Climate Partnerships”, is being implemented by the development agencies Engagement Global and Service Agency Communities in One World (Skew) on behalf of the German government. Its focus is on linking municipalities facing similar climate challenges with each other, so that the partner municipalities can design and implement joint programmes of action. The workshop at Bremen is targeted at municipal administrators and policy-makers, as well as representatives from civil society. Kouga Finance Portfolio Councillor Brenton Williams will be standing in for the Executive Mayor in her absence.

Donkerhoek residents to apply for free basic services KOUGA Municipality will be holding a special Equitable Shares drive next week to register residents from Donkerhoek at Humansdorp for free basic services. Registration will take place on 18 and 19 October, from 08:30am to 15:00, at the Humansdorp Council Chambers on the corner of Main Road and Du Plessis Street.

Kouga Acting Mayor Brenton Williams said the municipality was busy formalising Donkerhoek, with electricity already having been installed to the area earlier this year. Equitable shares are available to households with a total monthly income of R3 200 or less. The free basic services include: ) Free 50kwh electricity plus basic charge,

) Free 12kl water plus basic charge, ) Free refuse removal, sewerage (based on 12kl water usage) and Environmental Management Fee (EMF), and ) Free extra R85 000 on the value of your property for rates. Applicants have to complete the application form personally and submit the following

documents along with the application: ) Valid ID document (husband and wife) ) Proof of Income (pay slip, bank statement, pension card) ) Sworn affidavit if unemployed ) Proof of usufruct (if the owner is deceased, a letter of authority and death certificate).

Traffic services restored at Hdorp and Hankey Paradise causeway re-opened IT is all systems go again at Kouga’s two Traffic units in Humansdorp and Hankey after a nationwide technical problem hampered licensing and registration services last week. Kouga Acting Mayor Brenton Williams said the problem resulted from the new Live Enrolment Unit (LEU) system and affected municipalities and testing centres across the country. The service provider for the Department of

Transport has since fixed the problem and the service is once again up and running. “The Kouga offices are, however, having to deal with a high volume of registrations this week due to the downtime,” Williams said. “We apologise for the inconvenience and humbly ask residents to bear with us. The Traffic Department is catching up with the backlog as quickly as is possible.”

Williams said the two channels were not yet connected on Saturday as the tidal conditions were not conducive to success. “After consultation between the municipality, Environmental Affairs and Nelson Mandela University, it was decided that the two channels would be connected to each other on Wednesday this week. “This is when, according to forecasts, there will be the least difference between high and low tides and the chance of a sufficient outflow of water will be at its highest.”

THE causeway between Paradise Beach and Aston Bay was re-opened to traffic on Monday. Acting Kouga Mayor Brenton Williams said the water level of the Seekoei had dropped sufficiently for the municipality to do emergency repairs to the causeway. “We will be assessing the causeway on a daily basis to determine if further repairs are required. Motorists are asked to drive with caution as the water level is still quite high,” he said. Junior cooks do the rounds in the kitchen ASPIRING chefs from across the Eastern Cape gathered for some serious fun and exciting cooking at the SPAR Junior Cook competition, which took place at the Pastryworks Cooking School in Port Elizabeth recently. The five finalists were required to come prepared with one recipe of their choice for the first round while being given a mystery dish to concoct in the second. A tantalising aroma wafted through the kitchen as Jessica Brown (13) of Woodridge Preparatory School, Larnay Badenhorst (12) of Rowallan Park Primary School, Somangaye Mtywaru (13) of Victoria Park Grey Primary School, JD Duvenhage (13) of Cradock Primary School and Eben van Huyssteen (12) duked it out. Judge Sacha van der Walt, a lecturer and chef at the cooking school, said he was blown away by the skills of the youngsters. “This is the first year I’ve judged this competition, and the level absolutely blew me away. I wasn’t expecting to see what I saw today.” He said the competition, aimed at grades five to seven learners, had showcased some great talent. “A lot of them have a great future and there are certainly a few I hope to see studying under me in this school.” The first round saw a variety of dishes plated up, aft-

er which the young cooks’ baking skills were put to the ultimate test with the mystery dish – ginger cookies. In the end, it was Brown who walked away as overall winner. The St Francis Bay local, who cooked homemade spaghetti and meatballs in the opening round, said she had spent hours practising in her mom’s kitchen. “We’ve been eating meatballs for weeks,” testified her mother, Jo. Having successfully executed her first dish, she turned her attention to the flavourful cookies, which were a first for her. “I’ve never cooked ginger biscuits before, but I was excited they were the mystery dish because I love baking.” SPAR Eastern Cape’s sponsorships and events manager Alan Stapleton said the cook-off was exceptionally close with finalists separated by a handful of points. “The judges were all amazed that the kids, working from a blind recipe in the second round, just jumped in and could do it so well.” Stapleton said the competition, now in its sixth year, was one that aligned with SPAR Eastern Cape’s values. “SPAR and food are synonymous. Through food and cooking, we are able to bring families, fun and happiness together.”

Help spread Christmas joy MONIQUE BASSON WITH Christmas fewer than three months away, the Kouga Express is once again appealing to residents to help warm the hearts of less fortunate children in the community. A train, farm animals, shoes, a tractor, a ball, a moment of your time . . . these are some of the simple things that could warm the hearts of children that have never received a colourful wrapped Christmas gift of their own. There is no better experience than seeing the surprise and elation on the faces of children as they open a gift and receive what they have wished for. This year the Kouga Express, in conjunction with Pick `n Pay and Fountains Mall, will be collecting gifts for over 300 pupils from Quagga Primary School in Patensie and Nooitgedacht Primary School in Kareedouw. The Kouga Express relies on the generosity of the community to satisfy the demand for presents. Without the support of local residents this appeal will fail. Each learner wrote his or her wish onto a special Christmas “wish card”, with his name and age. Wishes range from a tea set to a teddy bear and from a school bag to a doll. Some little boy is dreaming of his first ever

tractor with farm animals, while another girl cannot wait to own beautiful hair accessories. One little boy is dreaming about a Jeep and another about a red bicycle. There are even practical wishes like stationery for school. These cards are displayed on the Christmas tree in the forecourt at Pick `n Pay in Fountains Mall. Residents are able to select the wish card or cards that appeal to them and buy the gifts written on the cards. Residents can either wrap the presents themselves, or have them wrapped by the Kouga Express team. The following information must be clearly marked on the present: ) Name of school ) Name and surname of pupil ) Grade of pupil. Each card is unique to a deserving child. If a card is taken and not returned, that specific pupil could miss out on a present for Christmas. Presents can be dropped off at either the Kouga Express office at 75 Da Gama Road in Jeffreys Bay or at Pick `n Pay. All the presents must be returned by November 15. The presents will be handed out to the pupils at a special Christmas party at their respective schools. For information, contact Monique Basson at 042 293 2973 or 082 219 9169.

Boost for the future of Kouga youth MORE than 3 000 school pupils in the Kouga community – along with unemployed school leavers – received a much-needed boost over the weekend when they attended a day dedicated to connecting them with educational, career and entrepreneurial opportunities. Held at the Humansdorp Country Club and sponsored by Kouga Wind Farm, the Youth Focus Day also gave local young talent a chance to express themselves and shine in four creative arenas – a battle of the DJs, Kouga “Idols”, a speech contest and an art competition. In addition, there were dance contests throughout the day, while young achievers and beneficiaries of Kouga Wind Farm’s socio-economic development projects shared their inspiring stories with the crowd. Teenagers from a range of primary and high schools in the Humansdorp, Hankey, Jeffreys Bay, St Francis Bay and Oyster Bay areas were invited to attend, as well as school leavers who were uncertain about their future and struggling to secure a job or further training opportunities. The exhibition portion of the event saw more than 20 exhibitors sharing information on everything from universities and technical and vocational education and training (TVET) colleges to skills development providers and youth employment accelerators. Government support services such as the National Youth Development Agency and National Student Financial Aid Scheme were also represented. Kouga Wind Farm’s community liaison officer Trevor Arosi said the inaugural event, which was headlined by radio personalities Putco Mafani and Mafa Bavuma, DJs

Heavy K and Chrisbeats, had been a great success. “For many young people in our community, this was the first opportunity they had to show off their talents and to be heard. In essence, this is the beginning of a socioeconomic conversation with local young people, giving us a platform to understand real life challenges and identify opportunities for development,” said Arosi. He said the intention was to help young people discover and pursue career and entrepreneurial opportunities, to give them a platform to exhibit their talents, and to identify areas of youth development in which the wind farm could play a supporting role. Arosi said the wind farm was committed to engaging with the youth on an ongoing basis, although future initiatives could take a different form, depending on the objectives and needs identified. The creative competition aspect of the event proved to be a big hit with participants and the crowd alike. The winners of the four categories each walked away with a trophy and R1 000 in cash for their efforts. WINNERS ) Battle of the DJs: DJ Emo Black, Thembelani Madikizela (23), from Jeffreys Bay ) Kouga Idols: Xhanti Sohopu (21) from Jeffreys Bay Combined School, Jeffreys Bay ) “Why I should be Kouga mayor” speech competition: Zandisile Seya (33) from KwaNomzamo, Humansdorp ) “My coastal town” art competition: Athitha Ngwane (10) of Umzingisi Primary School, KwaNomzamo, Humansdorp.

SHARK BAIT . . . PENELOPE . . .

Waddle you do to help save a penguin? Nearly three quarters of all penguin species are in decline, but SANCCOB in Cape St Francis is on a mission to raise awareness of their plight especially that of the African penguin.

HOW TO HELP

MONIQUE BASSON THEIR comedic waddle, their flightless vulnerability, their enduring parental care . . . who could fail to care for these charismatic African penguins? But for those still unsure of a penguin’s charm, there is one seabird rehabilitation centre in particular which could change their minds. The South African Foundation for the Conservation of Coastal Birds (SANCCOB) in Cape St Francis, has an infectious passion for protecting penguins - especially the African penguin. Smitten and captivated by their antics, the centre is on a mission to raise awareness and help save these special and endangered birds: a job that is rewarding and stressful in equal measures. “The African penguin, this continent’s only indigenous penguin species whose status was upgraded from Threatened to Endangered in 2010 by the International Union for Conservation of Nature (IUCN) due to a very rapid population decline, is in danger of becoming extinct - and it needs all of our help and support. Now,” says SANCCOB Marketing and Fundraising Coordinator Kerry Bell-Cross. According to Bell-Cross, only 1% of the entire African penguin population and fewer than 23 000 breeding pairs are left. Two of the biggest threats today, says BellCross, are oil spills and overfishing. “Oil spills are an environmental catastrophe where they happen. For penguins, oil separates and mats the feathers and results in a loss of waterproofing. Simply put, oil can kill birds that rely on waterproofed feathers. “Cleaning and nursing a bird back to health is a long and meticulous process that takes three to four people per bird. Only when the bird has had a full health check, is oil-free and has re-waterproofed its feathers can it be safely returned to the wild. Re-waterproofing can take up to eight weeks.” Add to that marine pollution, which is also a major problem not just for penguins, but also for all wildlife that lives and relies on the oceans. “Plastic such as bags, bottles, and fishing nets can be mistaken as food and eaten, or can entangle the bird,” says Bell-Cross. Then there is also, historically, penguin theft and guano collection. SANCCOB is Cape St Francis is currently home to 33 home pen birds that cannot be re-

Adopt a penguin ‘Adopt’ and name a wild penguin (R600), or choose one of the home pen birds (R1 000) which live permanently at SANCCOB because they cannot survive in the wild. By ‘adopting’ a penguin, residents make a much-needed donation towards the work of SANCCOB and thus play a vital role in saving an African penguin. By adopting and naming an African penguin that has, or will be, rehabilitated and released back into the wild, residents make a valuable contribution towards the work of SANCCOB. The donation helps cover the cost of fish, medication, water and other essentials. By adopting a home pen bird, adoptees will help SANCCOB maintain and provide an excellent quality of life for birds that cannot be released back into the wild. than half of the birds admitted being penguins from the two colonies Bird and St Croix Islands in Algoa Bay, Port Elizabeth, which collectively support 60% of the global African penguin population,” says Bell-Cross. Visitors to the centre situated next to the Seal Point Lighthouse, are welcome to the souvenir shop and enjoy a behind-the-scenes tour.

Educational programmes at SANCCOB include the Wild About Exploration lessons, where they strive to educate local schools about the integrity of the marine environment. Forming part of the Walk along the Wild Side Schools Programme, groups of all ages are received at the centre. For more information, contact SANCCOB in St Francis Bay at 042 298 0160.

KOUGA EXPRESS | THURSDAY 12 OCTOBER 2017

ARE YOU FRUSTRATED AND DEPRESSED FINANCIALLY (DON'T lose faith, give Prof Hope a try)

Strongest Healer

My name is Reuben, am 48 years old, I stay with 4 children, for a very long time there was no happiness in my life, even my wife left me because I couldn't support my own family. I had to look after my parents. I was the only breadwinner in our family and I was working as care giver. I struggled financially my kids needed school uniforms, my parents needed help with basic needs as they are elderly. I visited different pastors, prophets and traditional healers with no one could help me. I wasted all the money, but no results, I just kept losing the little I had. I was helpless for many years, until I read a testimony of Gabriel who was testifying the good work Prof Hope did to change his life by using Short boys to put money into his account. I made an appointment with him he explained to me all the options like money rats to put money in the house on same day, short boys to put money in your Account on same day, magic ring to win money games like gambling, casino, lotto and betting. Magic wallet to multiply your money. I chose money rats to put money in my house. He explained to me the process, I couldn't believe when I received the money on the same day. I immediately contacted him and paid him 25% and my sister chose magic ring for lotto and we are financially stable, all thanks to Prof Hope. Also helps with: bring back lost lover, family matters, bring back stolen goods, bind your property, male enlargement. Home visits AROUND Eastern Cape.

Surfers win gold at Junior Surf Champs CAPE Town Surfriders triumphed at the 2017 Billabong SA Junior Champs at Lower Point in Jeffreys Bay this Sunday. Scoring just 63 points more than their arch rivals from eThekweni, they managed to clinch the coveted Freedom Cup for the team accumulating the highest points across all divisions. The Capetonians also claimed two of the eight individual national titles at stake and provided five of the 32 finalists, earning a total of 42,840 points. eThekweni (42,777) finished runners-up, with hosts and defending team champions Nelson Mandela Bay (41,792) in third place and Buffalo City (40,277) in fourth. They were followed in the team standings by Cape Winelands, Ugu, Eden, debutants Ilembe and the SA Development Academy. Ford Van Jaarsveldt (Cape Town Surfriders) was consistent throughout the u.18 boys’ division, winning every single heat he contested. He was elated to improve on his runner up position in the u.17 boys’ division at SA champs last year by claiming the premier boys’ title this year. Nelson Mandela Bay surfer Joshe Faulkner was relegated to second place by a mere 0.21 of a point leaving Koby Oberholzer (eThekweni) and Adin Masencamp (Cape Winelands) in third and fourth places respectively. Kirsty McGillivray (Nelson Mandela Bay) added another SA title to her name with her powerful and precise surfing, capturing the crown in the dying seconds of the u.18 girls’ final. Nina Harmse (Eden) maintained her runner-up berth from last year while goofy foot Natasha Van Greunen (Cape Winelands) finished third above her teammate Sarah Ingram in a heat with few waves. After a heat total of 19.47 in his semi final earlier in the day, Eli Beukes had unshakeable confidence in the u.16 boys final, sealing his title with a big air-reverse on his last wave. Aya Gericke (Eden) read the waves beautifully for a second place finish above Saxton Randall (eThekweni). After a rocky start Angelo Faulkner (Nelson Mandela Bay) went for broke with a huge aerial manoeuvre but was unable to stick the landing and had to settle for fourth place. The talented u.16 girls had a slow final but Nelson Mandela Bay surfer and JBay local Kai Woolf knew just the right waves to pick to claim another SA title with her ferocious backhand attack. Runner-up S’nenhlanhla Makhubu (eThekweni) was a good match for Woolf on her backhand and she held the highest single score in the final, an 8.5, but struggled to find a heat winning back up ride. Tayla De Coning (Buffalo City) was narrowly bumped to third place with Summer Sutton (Cape Town

Surfriders) finishing fourth. The u.14 boys were blowing up throughout the contest, but in the end it was Buffalo City’s Mitch Du Preez who claimed his first SA title with a total of 16.44, despite only surfing three waves in the 20 minute final. Teammate Daniel Emslie finished close behind in second place ahead of Luke Thompson (eThekweni) and Kye Macgregor (Nelson Mandela Bay). Zoë Steyn (Buffalo City) had a fantastic final in the u14 girls, dominating proceedings and winning with a 16.33 heat total. Katie Winter (Cape Town Surfriders) finished in second place leaving Lhea Johnston (Buffalo City) and Ceara Knight (Cape Winelands) in third and fourth place respectively. The u.12 groms were a pleasure to watch as they fearlessly charged the overhead waves. In the girls final Gabbi Herbst (eThekweni) held the lead with a series of great scores while Scarlette Van Jaarsveldt (Cape Town Surfriders) earned a well warranted second place in her first SA champs. In third was Nelson Mandela Bay rider Zia Hendricks and in fourth was Maya Figl (Cape Winelands). The charismatic Kyra Bennie (Cape Winelands) was chaired from the water’s edge to the podium by his teammates after taking out the u.12 boys’ title. Nate Colby (eThekweni), who on Saturday scored the only perfect ten-point ride of the contest, finished runner-up while Ethan Currin (Buffalo City) edged into third place ahead of River Gericke (Eden). There were a number of specialty awards at stake with newly crowned SA u.16 boys’ champ Eli Beukes (Cape Town Surfriders) claiming both the BOS Highest Heat Score and the VonZipper Airshow prizes. The Wazoogles Surfer of the Event for Boys went to Nate Colby (eThekweni) and for Girls to Caroline Brown (Cape Town Surfriders). The Skull Candy Loud & Proud trophy for the team displaying the best spirit throughout the five-day event went to the enthusiastic team from Ugu on the KZN South Coast.

SWIM FOR RIVERS

Athletes to take to Kromme River, Gamtoos River FOUR top open-water swimmers are set to take to the Kromme River and Gamtoos River this week in a bid to heighten awareness around the state of the country’s rivers and the urgent need to restore them. The Swim for Rivers challenge, presented in association with WESSA, involves a small group of athletes that is attempting to swim major rivers in each of South Africa’s nine provinces. The 2017 swim - set to take place in the Eastern Cape from October 14 to 21 will be the fourth event of the extreme swimming challenge that was launched by Cape Town-based swimmer Andrew Chin in 2015. During the Eastern Cape Swim, Chin will be joined by East London open-water swimmers Mandy Uys, Joy Roach and Sean Murray. Over a period of a week, these athletes will swim 10km a day, in seven of the estuaries in the Eastern Cape: Kromme, Gamtoos,

Sundays, Bushmans/Kowie, Keiskamma and Gonubie/Kei. The swimmers will set off from the mouth of the Kromme Rivier in St Francis Bay at 08:30 on Saturday, October 14, and will complete their final 2017 swim at the mouth of the Nahoon River in East London on Saturday, October 21. The athletes expect to be faced by several challenges along the way, such as sewerage overflows and general pollution of river water by, among other, fertilizers and general run off which is also a big contributor to the deteriorating state of these rivers. Along the way, the swimmers will meet with communities and local schools - some of which are participating in the WESSA’s EcoSchools programme - to engage with them about the importance of rivers, how they function, and the role that everyone needs to play in looking after these precious natural

resources. They will demonstrate the use of miniSASS as a citizen science river health monitoring tool, and demonstrate the key elements of the NSRI’s Waterwise water safety programme. They will furthermore, present each school with WESSA’s river-themed educational resources and Aqua4Life water purification devices. This year’s swim is also supported by Hippo Rollers whose rolling water barrel products will be demonstrated along the way. Members of the public are encouraged to show their support for this initiative by joining the swimmers at the start or finish venue.
