R50-million upgrade for Sea Vista THE long-awaited upgrade of the Sea Vista Waste Water Treatment Works (WWTW) at St Francis is underway. Kouga Executive Mayor Elza van Lingen said the upgrade would increase the capacity of the plant so as to cater for future developments at Sea Vista, St Francis Bay and Cape St Francis. SRK Consulting has been appoint-

ed as the consultant and Prentec Technical Services as the contractor. Work is expected to be completed in the 2019/2020 financial year at a total cost of about R50-million. Van Lingen said the capacity of the WWTW would be more than doubled from the current 750kl per day to 2Ml per day. “The upgrade is an important step forward for the building of RDP houses in the area as it will put in

place the required sewer capacity. “It will also ensure that the effluent being discharged from the plant complies with the relevant norms and standards,” she said. The contract comprises the refurbishment of the existing plant, including all civil, mechanical and electrical works. “The existing facilities will be inspected, cleaned and repaired or demolished,” Van Lingen said.

“New buildings and structures will also be constructed. This will include new inlet works, balancing dam and sludge drying beds, as well as an office, ablution facilities, generator room and chlorine dosing building. “Existing infrastructure that had been abandoned, will also be made safe,” she said. The WWTW is situated along the R330 between St Francis Bay and

Cape St Francis. “This is a low-lying area, prone to flooding and ponding during rainy periods. The contractor has been advised of this so that the necessary measures can be taken to prevent delays in completing the work,” she said. The upgrade of St Francis WWTW follows on the recent completion of the Kruisfontein Waste Water Treatment at a cost of R85-million.

J’Bay beach to feature on CNN Travel A Jeffreys Bay beach has been included in CNN Travel’s list of the best beaches to visit in 2018. Paradise Beach at Jeffreys Bay and Mkambati Nature Reserve on the Wild Coast are the only two beaches from South Africa to have made it onto the list. “We are very pleased by the international exposure our shoreline is set to receive,” said Kouga Executive Mayor Elza van Lingen. “It is a great boost for our tourism sector and economic growth.” The list consists of 52 beaches from across the globe, to be featured weekly on CNN Travel. According to CNN’s website, the focus of the programme is not simply on “classic sundrenched oceanfront”. “As the year unfolds, we’ll take you from shimmering coves to treacherous cliffs, from secret sands to showbiz retreats. Come back each week as we check a new beach off our calendar and dive in deeper to find out what

makes it so special.” The neighbourly spirit of Paradise Beach is one of the characteristics that caught the attention of the CNN team. As the website puts it: “Surfers all over the world know Jeffreys Bay, home to a legendary wave and a major international competition. “A bit outside of town, across a causeway, is a quieter coast called Paradise Beach. A handful of small roads run through a quiet cluster of homes that sit over sand dunes and a broad stretch of golden sand. “The surfing is still great, but it’s mostly residents riding the waves. This is a neighbourhood beach, where everyone knows each other because they’ve walked their dogs and jogged along the same route for years. “When the whales swim up from Antarctica to give birth in the winter, and the pods of dolphins swim past, it’s like they’re coming home, too. Everyone at Paradise Beach lives there.”

A seasoned municipal official has been appointed to head Kouga Municipality’s Community Services directorate. Nomvula Machelesi has been appointed as the new Director: Community Services. She has 20 years’ work experience in the department, having started in the municipality as an Environmental Health Practitioner in 1998. Machelesi grew through the ranks and became Health Services Manager in 2006, work which included the running of clinics, before the service was taken over by the provincial government. She also led the pilot programme for the Blue Flag at Dolphin Beach during this

time. She has on a number of occasions acted as Director and was working in this capacity over the recent festive season. Her appointment was approved by the Kouga Council in March and has been submitted for concurrence by the MEC for Cooperative Governance and Traditional Affairs. She holds a BTech Degree in Environmental Health from Nelson Mandela University and has completed the certificate programme in Municipal Financial Management, popularly known as “CPMD”. Executive Mayor Elza van Lingen congratulated Machelesi who was one of almost 50

applicants from around the country. “The advert attracted a number of highly capable individuals, and the independent panel recommended her as the most suitably qualified person for the job. “That speaks of the quality she presented, both in terms of her qualifications, experience and the interview,” she said. Van Lingen said it was also worth noting that Machelesi is the first woman Director of Community Services in Kouga, which has traditionally been a male-dominated directorate in terms of management positions.

Only put bags out on refuse days KOUGA Municipality has appealed to residents to take out their waste only on those days scheduled for refuse collection in their area. This is important to prevent refuse bags from being torn open by animals and waste being strewn all over the streets and neighbours’ yards. ency by some residents to worry about the cleanliness of their property and not consider the impact that putting out bags prematurely will have on others and the environment. “There are other risk factors. Just recently we had to dispatch a fire truck to Wavecrest where refuse bags had caught alight. The bags were taken out on a Sunday when no refuse collection was scheduled for the area,” he said.

Benson said people generally knew on which days the refuse truck came around in their area but did not understand the negative impact of not abiding by the schedule. “We appeal to residents to work together in educating each other about the importance of keeping to the scheduled days,” said Benson. EQS drive moves to Sea Vista REGISTRATION for free municipal basic services is in Thornhill this week as Kouga Municipality continues to update its indigent database. Thornhill residents can go to the Katrina Felix Community Hall between 08:30 and 15:00 from Monday, April 9 to Thursday, April 12 to register and re-register for service subsidies, officially known as “Equitable Shares” (EQS). Next week, from Monday to Thursday, the drive will focus on Ward One, with Sea Vista residents invited to visit the community hall to re-register or register for services. Free basic services are available to households with a combined gross monthly income of twice the state pension of about R3 400 or less. Those who are registered, receive 50kwh electricity plus the basic charge for free, 12kl water plus the basic charge for free, free refuse removal and free sewerage (based on

12kl water consumption). They also do not pay the Environmental Management Fee (EMF) levy and rates for an additional R85 000 on their properties. Executive Mayor Elza van Lingen said the municipality would be conducting the Equitable Shares (EQS) drive from February to June 2018 so as to ensure that all qualifying residents receive free basic services. All applicants are required to complete the application form personally. The following documents must also be supplied: ) Municipal account and prepaid meter number ) ID document (husband and wife) ) Proof of income (bank statement, pay slip or pension card) ) Sworn affidavit if unemployed ) Proof of usufruct (if owner is deceased, a letter of authority and death certificate). The EQS drive will continue until June when all the wards have been captured.

THE water supply to the whole of Jeffreys Bay will be shut off on Tuesday (17 April) next week. Kouga Mayor Elza van Lingen said the shutdown was necessary to repair a leak in the main pipeline from the Churchill Dam. “There will still be water in the pipes, so the supply will not stop immediately. The water pressure will, however, be very low and, depending on how quickly the water in the pipes is used up, the taps in some areas could

run dry.” She appealed to all residents to use water sparingly so as to minimise taps running dry. The work will commence early morning and is expected to be completed by the afternoon. “We apologise for any inconvenience this may cause,” she said. “Our teams will be working as quickly as possible to minimise the chance of interruptions.”

JBay Superspar declares war on plastic bags As the biggest food retailer in the Eastern Cape, I believe we have to take care of the health and well-being of the communities in which we operate.

JEFFREYS Bay Superspar and Hankey Spar, in conjunction with Spar Eastern Cape, declared war on plastic bags - a first for the region. In a move, which has been hailed by environmental groups as a major development, the SPAR EC team launched an initiative on April 6 to urge their customers to consider alternative packaging options - and in doing so, spearhead a significant step forward in the battle to protect the environment - and keep Jeffreys Bay and Hankey clean. With hundreds of millions of shopping bags in circulation, SPAR EC Managing Director Conrad Isaac said they could no longer ignore their accountability in what was becoming an increasingly harmful situation in the world. “We believe that safeguarding our environment and the future are often spoken about, but not much is done,” he said. “As the biggest food retailer in the Eastern Cape, Spar believes we have to take care of the health and well-being of the communities in which we operate.” He said it had reached a situation where something tangible had to be done. “If we carry on in this way and don’t do something about the mess we are creating it can only lead to the eventual destruction of our environment. “So the dream is to clean up the place and to work towards creating a healthy and fresh environment in which we can live.” Facing a massive challenge to change the consumer’s mind-set, SPAR EC launched

their campaign with a drive on April 6 and 7 to encourage shoppers to swop plastic bags for paper bags. Over these two days, members of the public were given a paper bag free of charge for every 10 plastic shopping bags brought to any one of SPAR’s Eastern Cape outlets. These are wax-lined, waterproof reusable

bags, capable of carrying 12kg. The bags are degradable and can be recycled. According to Jeffreys Bay Superspar Manager Pierre Venter, the response from customers was overwhelming. “Upon opening the shop Friday morning, a customer was already waiting for us with six bags full of old plastic bags,” says Venter.

Excess caustic soda leaves water ‘unusable’ MONIQUE BASSON JEFFREYS Bay resident and owner of Absolutely Water, Jurgen Will, is in uproar over the high level of caustic soda in the municipal borehole water - which poses several possible health hazards. He now warns Upper Wavecrest residents, who receive water from the borehole, against municipal water supplies, as the water was found to be corrosive and dangerous by two independent and qualified chemical organisations. “The water can be corrosive to the skin and internal organs over a long period of time, so people should not drink or wash themselves with it,” says Will. “Nor can the water be used after boiling as the caustic soda is not removed by boiling.” According to a water company based in St Francis Bay who tested the water, the water has become “upset” and out of balance due to the high amount of caustic soda in the water. Thus, precipitating the calcium carbonate and iron in the water. Furthermore, the Total Dissolved Solids (TDS) increased by 107ppm. It now totals at a TDS of 585ppm in relation to a TDS of

470ppm prior to dosing with caustic soda in November 2017. This causes lye caustic soda crystal to form inside of water purification membranes and thereby substantially block the water flow rate - as experienced by Absolutely Water since the end of last year. “Once the membrane is washed with a light solution of citric acid, the neutralised crystals reverts to a white caustic soda powder,” says Will. According to yet another company specialising in fibre cement and concrete pipes, the depositions of salts and scaling indicates that the pH is increased to a level where the water is not only aggressive to concrete, but it is being over compensated. “All we want is for the municipality to dose responsibly and consider the health of residents,” says Jurgen. Will requested these tests after experiencing a sudden drop in water pressure and a host of contaminants clogging the filtration and reverse osmosis sytem at his shop since the end of last year. According to him, water production and the production of reverse osmosis dropped with a staggering 80% over the last four

months, leading to a loss of potential sales of some 60Kl due to wanton supply to their relatively large customer base. They now frequently have to close their doors long before noon, creating embarrassment and customer disappointment. However, the root cause is out of their control. “The quality of the water is appalling,” says Will. Infrastructure and Engineering Portfolio Councillor, Freddy Campher, says, “We appreciate Will’s input and regret the impact the purification process has had on his business. The municipality’s first priority, however, needs to be the welfare of all residents. “The water is tested weekly by an independent laboratory and, as the reports have consistently shown, complies with the stringent requirements set by the SA Bureau of Standards.”

“Customers can still bring us their plastic bags. These bags will be sent to our distribution centre, who in turn will recycle the plastic bags.” Isaac said they understood old habits would be hard to change. “But we are inviting our consumers to join us in solving what is a very real problem in our society. “To those consumers who have a concern and appreciate the enormity of the problem, we will be offering alternative options of shopping bags in all our stores.” He added that he foresaw the campaign evolving into a far bigger project than just plastic bags, one that would eventually incorporate the collection and recycling of all plastic. “For now we are focusing on plastic shopping bags, but if we can change the habits of the communities over time we will be contributing to a cause with real benefits for our society.”

Focus was especially placed on the provision of internet and Wi-Fi services to libraries throughout the district. According to Britz, Acting Municipal Manager Riaaz Lorgat did not provide answers to any of the questions tabled. However, he did undertake to provide answers at the next council meeting this month. “I will report back to my constituents once answers are provided. I will work tirelessly until all libraries are equipped with internet and Wi-Fi services,” says Britz. “Access to knowledge is an essential basic service.”

The Friends of the Library appeals to the community for help to take a load of old books and magazines to the recycling plant in Deal Party, Port Elizabeth for pulping. The name of Nico Malan High School was held high at the Southern Cape Sports Tournament (SCST) that took place in George last week. The u.16A and first netball team, as well as the u.16A and first rugby team left their mark at this prestigious event. The u.16A netball team won the tournament in their age division, while the first netball team ended second. The first rugby team was named the Team of the Tournament with their stellar performances. Furthermore, 12 of the netball players and 11 of the rugby players were chosen to represent the SCST team that will travel to New Zealand later this year. King of the Kromme for 2018 crowned SURFSKI World Champion Jasper Mocke, is the new King of the Kromme for 2018. With a time of 1 hour 32 minutes and 10 seconds, Mocke crossed the 20km event finish line first at the annual Pam Golding King of the Kromme held at St Francis Bay on Easter weekend. Securing 12 months of bragging rights, he also received R2 000 and a trophy. Wayne Jones came second with a time of 1 hour 32 minutes and 50 seconds, narrowly

beating Luke Mc Nish who claimed the third place with a time of 1 hour 32 minutes and 52 seconds. St Francis Paddling Club members Peter King (01:36:10) and Richard Arderne (01:42:29) secured the fourth and ninth spots respectively. Local paddler, 15-year-old Graydon Mitchley, was the first junior to cross the finish line in a time of 1 hour 41 minutes and 44 seconds - coming in at 8th place.

The first woman to cross the finish line in the 20km event is Kirstin Scott - securing a 15th place with a time of 1 hour 51 minutes and 41 seconds. The 12km event was dominated by Neil Barrow (01:03:56), Mark Bosch (01:04:03) and Craig Dickson (01:06:25). “Held in calm warm conditions, with a full moon high tide, some 75 paddlers headed off from Quaysyde,” says event organiser Richard Arderne from Pam Golding.

Hy het ook toesig oor die onderhoud van die organisasie se twee bote. ) Die permitte wat uitgereik word, bevat rivier-ordonnansies en ’n kaart wat die posisie van boeie aandui en verduidelik. Dié informasie word ook voor elke vakansieseisoen in die plaaslike media bekendgestel. Ander kommunikasiemetodes word gedurig nagevors. ) Die KJRC koop boeie en kennisgewingborde aan wat die veiligheid van die rivier vir die publiek verseker. Hulle benadruk dat dit slegs hulpmiddels is en dat veilige vaart die verantwoordelikheid van die boot se gesagvoerder is. ) Waterveiligheid word verseker deur chemiese toetsing en voortdurende mo-nitering van moontlike besoedeling. ) Belanghebbendes dra finansieel en andersins by om goedgekeurde bagger-aktiwiteite uit te voer om die veiligheid van die rivier as ontspanplek te verseker. Hierdie aktiwiteite vereis toewyding en finansies. Boot-lisensies is daarop gemik om die publiek daarvan te bewus te maak dat ontspanning ook verantwoordelikhede meebring.

“While enjoying an incoming tide for the paddle up the river, contestants had to work hard on the way back as the tide was surging in. Some short cuts over still shallow sandbanks in less than 500mm of water, made for some very tiring sections. “The scenery,particularly up the Geelhout, made it worthwhile. The river was full of Easter weekend boats, many pulling skiers adding another dimension with their wake causing a few paddlers to take a swim.”’
