New names for Kouga directorates THE Kouga Municipality has reconfigured and changed the names of its five directorates to be in line with the institution’s strategic objectives. Executive Mayor Elza van Lingen says the previous names created public confusion, especially in terms of the mandate for each of the directorates. “We found that the general public and even people from other municipalities did not understand what we were talking about when we mentioned the names of our directorates. “This became evident when we advertised for the vacant post of Social Services, with people from totally different disciplines applying for the post.”

The directorate will now be known as Community Services, a name it had before the 2011 Local Government elections. It is responsible for environmental management, community amenities, environmental health, cleansing and parks and protection services. Another directorate whose name was found to be too long and complicated, was Administration, Monitoring, Evaluation and Special Projects. The latter’s former name has also been restored and it will now be known as Corporate Services. The directorate is responsible for administration, human resources, legal services and strategic municipal projects.

The reconfiguration affects the Infrastructure, Planning and Development and the Local Economic Development (LED) and Tourism directorates. “We have now introduced the Infrastructure and Engineering directorate to focus on the day-to-day operations of rendering civil services such as water and sanitation, electrical services, roads, project management and fleet management,” says Van Lingen. The Mayor said LED and Tourism will now be incorporated into the new Planning, Development and Tourism Directorate. “We want our Town Planning department to be the best there is and, while we still want them to focus on compliance matters, we also want them to be the centre of facilitating eco-

nomic development, in particular investments, and tourism in the area,” says Van Lingen. The Finance directorate retains its name. The Mayoral Committee members who head the various portfolios are Hattingh Bornman (Corporate Services), Brenton Williams (Finance), Daniel Benson (Community Services), Freddy Campher (Infrastructure and Engineering), Bryan Dhludlu (Planning and Development) and Frances Baxter (Tourism). Krishen Moodley is the Director: Corporate Services, Selwyn Thys is the Director: Finance (CFO) and Victor Felton the Director: Infrastructure and Engineering. The other two director positions are currently vacant and will be advertised shortly.

Watershedding: Water shortages at Hankey and Patensie THE Gamtoos Valley towns of Hankey and Patensie face possible watershedding over the next few months due to looming water shortages. Kouga Executive Mayor Elza van Lingen says the towns had just about used up their

water quotas for the year ending June 2018. “The latest readings in December indicated that Hankey only had 9% of its quota left and Patensie 36%,” she says. Hankey and Patensie both receive their

bulk raw water from the Gamtoos Government Water Scheme, which is administered by the Gamtoos Irrigation Board. The scheme includes the Kouga Dam and the downstream canal system. Van Lingen says the Department of Water and Sanitation had in July 2017 slashed the authorised maximum withdrawal for use by Hankey and Patensie by 25% because of the ongoing drought. “What has made the decrease particularly challenging is that even under normal rainfall conditions, these allocations were insufficient in the past.” She says that alternative water supply sources were being explored but that options were limited. “We will be pumping water from the Klein River to the Hankey Water Treatment Works. Water will also be trucked in should it be necessary. “These measures alone, however, might

not be enough. We also need residents and business to play their part. Please use water extremely sparingly and only when absolutely necessary.” She says boreholes will also be drilled to augment the water supply but that the geology of the area is not conducive to groundwater retention. “Geophysics testing has already been conducted in the Hankey area and we are awaiting the results so that we can start drilling for water. “Testing will then also be done in the vicinity of the Kouga Dam to identify other potential drilling sites. These processes, including the installation of the necessary infrastructure support, are only expected to be completed towards mid-2018. “Therefore, the risk of water shortages to Hankey and Patensie over the next few months is high and extreme measures such as watershedding might have to be implemented.”

Kouga Mayor lauds 2017 matrics KOUGA Executive Mayor Elza van Lingen has congratulated the matric class of 2017 from the various schools in the area for their achievements in last year’s final examinations. The school performance results were released by Basic Education Minister Angie Motshekga on Thursday while the learners got to know about their status from midnight on the day.

The Mayor said in spite of many challenges within the system, the learners were able to hold their own and managed to register good results for the schools. “We take this opportunity to celebrate with the boys and girls for achieving this milestone and we would like to wish them well in their future endeavours. The future is theirs and may they make the most of it,” she said. Van Lingen paid tribute to the teachers who

put in hours of work throughout the year to mould learners and help them reach their full potential. “We always tend to underplay the role of educators, especially when our children have done well, while they take the wrap when things haven’t gone well. We would like to acknowledge and congratulate them,” she said. The Mayor urged those who did not succeed in these exams not to give up but to try again

Lewenswetenskappe (95%), Afrikaans Eerste Addisionele Taal (95%) en Engels Huisstaal (90%). Die 2017-matriekklas het altesaam 81 onderskeidings behaal. Van die 41 leerders het 30 leerders vrystelling behaal om graadkursusse te doen en 11 leerders diplomakursusse.

Volgens skoolhoof Marietjie McFarlane, is die skool baie trots op die uitstaande prestasies van sy leerders. “Die buitengewone toewyding van die personeel word waardeer, maar alle eer word aan die Here gegee sonder wie die prestasies nie moontlik sou wees nie.”

Nico Malan spog met 98.6% slaagsyfer Woodridge achieves 100% pass rate WOODRIDGE College, close to Jeffreys Bay, achieved a 100 percent pass rate in the Independent Examination Board (IEB) matric exams for 2017. But this was no mean feat for the private school which suffered severe infrastructure damage in June when a ravaging veld fire ripped through the school. This did not stop education at the school which again produced top achievers. Amica de Jager is the top performer - achieving seven distinctions. She secured 99% for Mathematics - the best in the Eastern Cape for the IEB matric results. De Jager plans to study BSc Computer Science at Nelson Mandela University this year. “Woodridge is extremely proud of the determination and tenacity the entire school has shown in the wake of the massive challenges we have had to face,” Woodrige College Deputy Principal Jacques Botha said.

Bekende oud­polisieman oorlede JANNIE HOUGH DAWID de Lange, ’n bekende inwoner van Astonbaai, is kort voor Kersfees verlede jaar op sewentigjarige ouderdom in ’n Port Elizabethse hospitaal oorlede. Dié vriendelike en geliefde oud-polisieman was wyd bekend in Jeffreysbaai. Dawid het in 1966 by die SAPD aangesluit en is na sy opleiding na Umtata verplaas. In dieselfde jaar het hy vir Catharina Ackerman

ontmoet. Hulle is in 1969 getroud en drie kinders is uit die huwelik gebore. In 1975 het hy ’n verplasing na die distrikshoofkantoor in Ladybrand aangevra, waar hy die besondere eer gehad het om as geliefde lid van die polisie in die dorp bekend te staan. Hy het in 1995 weens mediese redes die polisiediens verlaat en het met sy gesin na Jeffreysbaai verhuis. Hulle het hier gewoon tot by sy afsterwe. Sy vrou het hom vir baie jare, sedert die aanvang van ’n siekte in 2007, versorg.

Sy skoonseun is die bekende gospelsanger, Braam Kramer, wat tans SAPD-kaptein en stasiebevelvoerder is. Die roudiens is op 20 Desember deur ds Sas Swart in die NG-kerksaal in Paradysstrand waargeneem.

Botsing op Astonbaai­pad JANNIE HOUGH DIE langverwagte en onvermydelike botsing tussen ’n motorvoertuig en ’n rondloperbees het Dinsdagmiddag tussen 13:00 en 14:00 op die Astonbaai-Jeffreysbaai-pad plaasgevind. ’n Man het ná die Marina Martinique-afdraaipad met sy bakkie teen die dier gebots wat onverwags voor hom ingeloop het. Hy het toe gery om hulp te gaan soek, en kort daarna het lede van die polisie, ADT-sekuriteits-

maatskappy, siviele wetstoepassers en die DBV by die toneel opgedaag. ’n Lid van ’n sekuriteitsmaatskappy het gesê dat die botsing volgens die bakkiebestuurder nie vermy kon word nie, omdat die bees skeilik voor die voertuig oor die pad begin beweeg het. Die dier is getref en het in die gras langs die Marina-muur beland. Die dier is klaarblyklik ernstig beseer, omdat die teenwoordiges op die toneel vir ’n polisielid gewag het om dit van kant te kom maak. Die DBV het die toneel oorgeneem, en een van

hul lede het geweier dat ’n foto van die lydende dier op die toneel geneem word. Volgens die siviele wetstoepasser en oud-polisieman Johnny Hayward, wat ook teenwoordig was, mag so ’n reëling afgedwing word as ’n ongeluks- of misdaadtoneel reeds aan ’n amptenaar oorgegee is. Dit sou goed gewees het as die publiek insae kon hê in hoe alles daar uitgesien het, omdat daar in die verlede herhaaldelik gewaarsku is teen rondloperdiere. Die vraag is trouens in die media gevra. Wanneer gaan die stadsraad optree - eers as ’n noodlottige ongeluk

plaasvind? Van die kant van die publiek is ook al gewaarsku dat hulle die munisipaliteit sou dagvaar in geval van ’n ongeluk, omdat daar niks aan die padgevaar gedoen word nie. Dalk is dit nou tyd dat ’n koerant intensiewe ondersoek doen na die werklike rede waarom die plaaslike regering summier weier om ag te gee op die versoeke van die publiek. Miskien sal daar dan ’n antwoord gevind word op nog ’n lastige vraag: Word die eienaar(s) van dié diere beskerm, kry hulle voorkeurbehandeling? En indien wel, waarom?

Test case on SASSA payments on track

“With effect from February 1, SASSA

Lyk gekry van man wat verdrink DIE lyk van ’n man wat verlede Donderdag by St. Francisbaai verdrink het, is Sondagmiddag laat gevind. Die Nasionale Seereddingsinstituut (NSRI) sê bemanning van ’n reddingsboot het die 28jarige man se lyk op die strand gevind sowat 300 m vanaf die plek waar hy vermis geraak het. ’n Geregtelike ondersoek na die man se dood is geopen. Die oorledene is een van tien mense wat die dag van die voorval omstreeks 12:30 by die Anne Avenue-strand in die moeilikheid beland het.

Die reddingsboot, Spirit of Francis II, is onmiddellik na die toneel ontplooi waar vier munisipale en twee vrywillige menseredders, sowel as twee branderplankryers, reeds besig was om die mense te red. Al tien is deur sleurstrome dieper die water ingetrek. Nadat nege mense uit die water gered is en mediese behandeling ontvang het, is daar vasgestel dat een persoon, ’n plaaslike man, vermis was. Die NSRI het hul medelyde aan die man se familie oorgedra.

Two new building inspectors have joined Kouga Municipality. Nobubele Siboto and Ziyanda Sishuba are both graduates from Nelson Mandela University and have been working at Nelson Mandela Bay Metro for the past four years as Candidate Construction Project Managers. Both women have BTech degrees in Construction Management while Nobubele also holds a second BTech degree in Quantity Surveying. SA youth shine bright in Summer Series SEVERAL young South Africans secured their statuses as athletes during the 2017 About IT Triathlon Summer Series which took place last month. One of them is 20-year-old Keegan Cooke, a Port Elizabeth resident, who defended his Men’s title on December 26 in Port St Francis. This put the cap on an exceptional year for him, as he participated in both his first African Triathlon Champs in Tunisia and his first ITU World Championship event. Cooke competed in the About IT Series as part of his training for the ITU Championship event that is taking place in Cape Town in two months’ time, where he will be hoping for a solid top 10 position. SA u/17 ladies’ triathlon champion Amber Schlebusche also made a name for herself when she claimed her maiden About IT Triathlon Summer Series title with four wins from four races. The 16-year-old enjoyed taking part in her first Sprint Distance Series in the Eastern Cape and ended up walking away with the spoils.

Stellenbosch star athlete Jamie Riddle was in second place at the start of the cycle leg, but had to withdraw from the race after a car accident. Six members of the Is61 team recently completed the gruelling Ultra Trail Cape Town. This is part of a series of trail runs throughout the world. The Ultra Trail traverses sections of Table Mountain, Lion’s Head, Signal Hill, Orangekloof, Llandudno, Hout Bay, the Constantia Wine­ lands, upper slopes of Kirstenbosch Nature Reserve and Devil’s Peak, which form part of an iconic natural world heritage site and one of the new Natural Seven Wonders of the World. The team participated as part of an initiative to raise funds and awareness for Little Oaks Christian Learning Centre, based in Jeffreys Bay. Ana Marcela Cunha dominates 10km swim THREE-TIME world 25km open water swim champion, Ana Marcela Cunha, dominated the 10km swim event at Marina Martinique in Jeffreys Bay on Sunday, January 7. Swimming with training partner Nicolaos Manoussakis, the two swimmers swam together the entire distance, with Ana Marcela outsprinting Manoussakis over the last two hundred metres of the race in near perfect conditions. Ana Marcela started training in South Africa just over two weeks ago and this was her first visit to the world class open water swim venue at Marina Martinique. “Everything is still new and I am adapting. Marina Martinique is beautiful and worth enjoying,” says Ana Marcela. She won the 10km swim in a time of 2:04:28, while Manoussakis won the men’s race in a

time of 2:04:29. St Francis Bay swimmer Amika De Jager came second in the women’s race. In the 1km event, up and coming Jeffreys Bay swimmer Noah de Swart came second overall, while in the 3km swim MC Strydom from Jeffreys Bay came second in his age group. Veteran Jeffreys Bay swimmer JC Van Wyk won his age group in the 3km. “It was great to see world class swimming at Marina Martinique and its a good build up to the South African Open Water Swim Champs that will be held in Jeffreys Bay in March,” says Brenton Williams, one of the organisers of the event. “Open water swimming has boosted tourism in Jeffreys Bay since we started holding regular events at Marina Martinique nearly 20 years ago. Amica de Jager conquers Double Mile BEAUTIFUL weather, warm water and hundreds of swimmers all keen to take on the canals of Marina Martinique led to a great atmosphere at the 2017 Marina Mile, presented by Nicholas Melck. From youngsters attempting the bank-to-bank swim to the speed merchants racing to win the title of being champion of the Mile, the annual 2016 Marina Mile was dominated by local open water swimmers. Kicking off the popular event, is the Double Mile. Henré Louw put the hammer down from the start - winning the Double Mile in a time of 37:52. Adriaan Bouwer and Dennis de Villiers finished second and third respectively. Local swimmer, Amica de Jager, won the Women’s Double Mile, followed by Tasneen Ebrahim and Jessica Booth. Louw capped a fine day of swimming by winning the Men’s Mile, with De Jager successfully defending her title in the Women’s Mile. “Conditions were really awesome, and that led to some spectacular racing in the Mile with both Louw and De Jager dominating their races,” says organiser of the Marina Mile, Mike Zoetmulder. “Marina Martinique is a world class open water swim venue and the Mile has long established itself as a bucket list event for most swimmers.”
