‘Municipal staff chaos’ MONIQUE BASSON

OT only is the Kouga Municipality’s staff management in chaos, but half of its employees have been appointed illegally.

This according to DA MP Elza van Lingen.

According to Van Lingen, for the past 16 months the Kouga Municipality lacks an official organogram which is required by law to legally appoint staff.

On December 1, 2011 the organogram was withdrawn at a Kouga Council meeting and even through the selection processes of the municipal manager and the five directors last year, the Kouga Municipality still has no organogram.

The DA took this matter to court at the end of last year. “In our court documents (DA vs Kouga Council) - tabled first to the High Court in Port Elizabeth and now in the SCA in Bloemfontein - it is stated that Council tabled an organogram on November 1, 2011,” said Van Lingen.

“On December 1 Council rescinded the adoption of the organogram as tabled a month earlier. The documents clearly stated that Kouga would therefore be without an organogram. This recall of the organogram was therefore approved by Council on December 1, 2011.

“According to the Municipal Systems Act, each municipality must have its own organogram or staff establishment. No person may be appointed in a municipality unless the post to which he/she is appointed, is provided for in the organogram of that municipality. A de-

cision to employ a person in a municipality, and any contract concluded between the municipality and that person in consequence of the decision is null and void if the appointment was made in contravention of the Municipal Systems Act.” According to municipal spokesperson, Laura-Leigh Randall, the municipality originally adopted its organogram in 2002, while the previous council adopted a new organogram in 2010.

“Following his appointment, Municipal

Manager Sydney Fadi reviewed the new organogram and found it to be budget-heavy and recommended that it be rescinded, which council then did.

“The implication is that all employees would occupy positions as reflected in the 2002 organogram until a new cost-reflective organogram is adopted.”

Van Lingen said: “Fadi had no right to take such decisions on behalf of a council and which are in contravention of the Municipal

Systems Act. The time has come for him to adhere to the law and stop trying to run Kouga recklessly.

“The DA challenges Fadi to submit a staff establishment for each directorate to a Kouga Council meeting within the next three months and before the end of this financial year as at June 30, 2013.

“We as the DA will hold him liable for any appointments he makes without council approval of an approved staff establishment.”

“Die reling is 2,7 m hoog en só ontwerp dat dit feitlik onmoontlik is om daaroor te klim.” Hy sê die spesiale materiaal wat vir die versperring gebruik gaan word, sal toelaat dat motoriste steeds die mooi landskap aan weerskante van die brug kan sien en waardeer.

Die Suid-Afrikaanse Nasionale Padagentskap (Sanral) het hande gevat met die trust om die projek ’n werklikheid te maak en Sanral sal die rekening betaal.

“Daar sal baie duidelike aanwysings wees wat aan motoriste wys dat die pad gaan vernou en betonversperrings sal motoriste en werkers se veiligheid help verseker.”

Die versperring, wat in Gauteng vervaardig word, sal in seksies hierheen gestuur word.

“Die eerste toetsseksie van die versperring word reeds vandeesweek verwag. Wanneer ons tevrede is dat dit goed pas, sal ons al die panele bestel.”

Elke seksie van die versperring weeg nagenoeg 100 kg, maar Mayberry sê dié brug kan die gewig met die grootste gemak dra.

News in brief Man from Kareedouw (56) drowns THE police in Kareedouw are investigating an inquest after the body of Hendrik Paulsen (56) was found lying face down in a river on Hendrikskraal Farm in Kareedouw.

His body was found on Monday at approximately 07:30.

According to w.o Gerda Swart, it is alleged that one of the workers was on his way to work when he noticed a man lying next to the river.

Blackberry theft on the rise THE theft of Blackberry cell phones is on the rise in Jeffreys Bay. According to w.o. Petra Els, a number of cases have been reported where Blackberry cell phones have been stolen.

“It has come under our attention that people neglect

to activate the Blackberry Protect on their phones,” said Els. “We would like to request Blackberry owners to activate this free service, as we have had great successes if this service is activated.

Thieves target Jeffreys Bay THE Jeffreys Bay Police are searching for several suspects after a business and house were robbed on Saturday.

At approximately 04:00 a couple was robbed at knifepoint in their home in Pellsrus, Jeffreys Bay. Money, jewellery, cell phones and a camera were stolen.

In an unrelated incident five suspects robbed a business in Loodspark at approximately 18:00. They threatened the owner with a firearm, demanding cash.

The suspects got away with cash, cell phone airtime and cigarettes.

Public have their say about proposed liquor trading hours

UBLIC hearings about the proposed new liquor trading hours for the Kouga region started this week.

Twelve public hearings about the draft Liquor Trading Hours By-law have been scheduled to take place across Kouga, from April 8 to May 2.

Kouga Executive Mayor Booi Koerat said the purpose of the by-law was to control outlets that sell liquor to the public in order to ensure a safe and healthy environment for communities.

Meetings were held at Thornhill, Loerie and Patensie this week.

Tonight the public hearing will take place at the Weston Community Hall at 6pm.

Three public hearings will be held next week. On Monday, April 15, the meeting will be held at the Vusumzi Landu Hall in Centerton, Hankey. On April 16 the meeting will take place at the Oyster Bay Community Hall and on April 17 it will be held at the Pellsrus Community Hall.

The hearings will move to Humansdorp the following week. On Monday, April 22, the meeting will take place at the Kruisfontein Civic Centre and on April 24 it will be held

at the KwaNomzamo Community Hall.

On April 29 the public meeting will take place at the Newton Hall in Jeffreys Bay. On April 30 another meeting will be held at the clubhouse of the Tokyo Sexwale Sportsfield.

The hearings will conclude on Thursday, May 2, at the Sea Vista Community Hall in St Francis. The meetings start at 6pm.

The draft by-law proposes that a “retail warehouse, retail liquor or bottle store, shop and off-sales” be allowed to operate Monday to Saturday from 9am to 8pm, and on Sundays from 9am to 1pm.

It further proposes that “sports clubs, nightclubs, pool bars and pubs” be allowed to operate Monday to Thursday from 10am to midnight, Fridays and Saturdays from 10am to 2am, and on Sundays from 10am to 10pm.

The proposed off-consumption hours for taverns are Monday to Saturday from 9am to 8pm, and on Sundays from 10am to 10pm.

The proposed on-consumption hours for taverns are Monday to Thursday from 10am to 10pm, Fridays and Saturdays from 10am to 2am, and Sundays from 10am to 10pm.

Stakeholders are encouraged to attend the meetings to learn more about the draft by-law and to share their opinions and ideas.

Tans word hulle glad nie deur die munisipaliteit bygestaan nie, maar hoop om in die toekoms hulle ondersteuning te kry.

“Die gemeenskap kan help deur finansieel betrokke te raak om die aankope en toerusting te behartig. Ons het vrywillige hulp en arbeid nodig,” voeg Anton by. Die organi-seerders wil positiwiteit en entoesiasme in die gemeenskap herstel en trots in hul dorp kweek.

New General Valuations Roll to be compiled THE compilation of the new General Valuations Roll for Kouga will commence in May. DDP Valuers, who will be setting up an office in the Kouga region, were contracted to conduct valuations for the new roll.

Kouga Municipal Manager Sidney Fadi said the roll would be finalised and advertised for objections by January 31, 2014.

Rates and taxes for the 2014/2015 financial year will be based on these new property valuations.

Property owners are further advised that the Kouga Consortium of Valuers will

still be handling supplementary valuations for the Kouga region until the end of the year.

“This means that there will be two valuation companies doing work for the municipality for the remainder of this year,” Fadi said. Public meetings about the new General Valuation Roll will be held throughout Kouga later in the year. The meetings will allow residents the opportunity to meet the new valuers and to interact with them and the municipality regarding the valuation process to be followed.

Information about the new valuers will also be available on the municipal website.

Successful agricultural mentorship programme benefits community A flagship project of the Cacadu District Municipality is setting the benchmark high with regards to agricultural growth in rural areas of South Africa.

The Agricultural Mentorship Programme of the Cacadu District Municipality is the first of its kind and the only one that is being rolled out at District level in South Africa.

The programme was developed in collaboration with the German International Co-operation (GIZ) and implemented in close co-operation with the agricultural commodity groups of emerging farmers, the relevant Local Municipalities and the Department of Rural Development and Agrarian Reform.

The core objective of the programme, which commenced in March 2009, is to establish a system that will allow for structured, long-term skills transfer from successful commercial farmers to emerging farmers in order to enable them to convert their farms into sustainable businesses. For this purpose, an experienced commercial farmer is contracted as a mentor in order to develop not only the production related skills but also to address management, financial and marketing skills of the beneficiaries of a selected project. The mentor then works with the beneficiaries on the farm over a period of approximately three years, depending on the complexity of the commodity produced and the original skills level of the beneficiaries.

Municipal Manager of the Cacadu District

Municipality, Ted Pillay, said: “Significant progress has been made during the three years since the launch of the programme, with a total of 12 mentorship projects being successfully operated in seven Local Municipalities of the Cacadu District by the end of 2012. The project is certainly one we are very proud of since it is positively impacting on the quality of life of these individuals, while uplifting the economy of the communities as a whole”.

Two of the mentorships that are showing great progress are the Uitkomst Farm in Ikwezi and the Lamoney Family Trust in Ndlambe. The Uitkomst farm was acquired through the Land Redistribution for Agricultural Development (LRAD) programme. The farm operates as a trust, consisting of 3 households, with the main produce being mohair. Mentorship of the farmers started in February 2011 and the current focus is on human resource management, production management and water management.

Similar to the Uitkomst farm, the Lamoney farm was also acquired through the LRAD programme. The farm also operates as a trust with 28 members. The main products of the farm are cattle (68 beef), 600 broiler chickens, 45 pigs and 38 goats. Mentorship started in February 2012 with the farmers undergoing training on beef production, financial management and agribusiness management. Currently, the farmers are being trained in financial and record management.

Volgens Lené het kliënte nie 'n verwysing van hul dokter nodig om haar te kom sien nie. Hulle kan inbel en 'n afspraak maak.

Vir Lené was daar geen ander beroep as die van sielkundige nie.

“Ek wou nog altyd 'n sielkundige word. Ek het 'n sterk belangstelling in, en waardering vir mense se pogings om die lewe se uitdagings te hanteer en probleme te oorkom,” vertel sy.

Die professionele betrokkenheid by mense, om hulle te ondersteun om nuwe vaardighede te bekom om lewensuitdagings op 'n konstruktiewe manier te hanteer, en op 'n positiewe wyse na hulself, ander en die wêreld te kyk, is vir Lené die bevredigendste van haar beroep.

Volgens haar is van die belangrikste eienskappe van 'n sielkundige empatie en onvoorwaardelike aanvaarding. Die terapeutiese proses word gelei deur die behoefte, tempo en vermoë van die kliënt om verandering te internaliseer en in sy lewe toe te pas. Elke mens se uniekheid word gerespekteer.

Hoe keer sy om te betrokke by haar pasiënte te raak?

“Om gesonde professionele grense te handhaaf is noodsaaklik vir 'n terapeutiese verhouding. Dit is iets wat jy aanleer, ook tydens jou kliniese opleiding. Persoonlike betrokkenheid by 'n klient kan tot swak oordeel, ten koste van die kliënt lei en die terapeutiese verhouding skade aandoen.”

Volgens Lené het sy belangrike verhoudings in haar lewe wat vir haar perspektief gee.

Sy geniet dit om tuis te ontspan met musiek, lees of fotografie, en doen wateraerobiese oefeninge en stap om fiks te bly.

Sy het ook 'n spesiale belangstelling in Antropologie en Etnografie en is die skrywer van die boek Daai ding loop in jou bloed, verhale uit die Nama hartland. Die boek bied die leser 'n blik op die persoonlike belewinge en verhale van die Namas, afstammelinge van die Khoi-Khoi in die Noord-Kaap, te midde van al die politieke, ekonomiese en sosiale veranderinge in Suid Afrika oor die afgelope eeu. Sy is tans besig met die opvolg, wat sy hoop teen volgende jaar op die rakke sal verskyn.

Timion: a beacon of hope for children with cerebral palsy SINAZO NAKUPI MOST toys are there to help children have fun, but for one girl with cerebral palsy, a specially designed wooden rocking horse is helping to improve her condition.

While having fun, this device is also being used to improve 8-year-old Chelsea Barnes’ physical disabilities and to strengthen her muscles in order to prevent further deterioration.

She is only one of nearly 100 children with cerebral palsy in the Kouga region that benefits from Timion, a non-profit organisation in Jeffreys Bay that helps children with disabilities through specially manufactured equipment and therapy. This equipment, such as standing chairs and posture chairs assists children in standing or walking.

Timion - meaning precious in Greek - is the brainchild of Daniel Meyer and his wife, Anika Meyer-Olen, who moved from Switserland to South Africa in 2006.

From a small space in the bathroom of someone’s house, they manufactured their first standing chair - changing the life of one child forever. Over the years they have greatly expanded, helping more and more children from the poor communities in the Kouga region and Port Elizabeth, and they now have a fully equipped workshop at Ferlot Stores in Loodspark, Jeffreys Bay. “People tend to think that mental disability is a curse, and as a result, they treat the children and their families as outcasts. We believe every child is a precious creation of God. He rejoices over each of them. Even when

they cannot communicate with people, it does not exclude them from having a relationship with God,” said Meyer.

“We want to help children with disabilities through special equipment and therapy, but it is even more important for us to love these children and show them how much God loves them, and also encourage their parents to love them and show them that they are precious and wonderful.”

According to Meyer it is very important for them to treat the children and their homes, which is much more personal than going to a clinic. “A child’s home gives him or her a sense of belonging, developing, growing and becoming. It is a place where they can safely fall asleep and awaken. Home is where the heart of the family resides with unconditional love and support, and this is where we must conduct our work to gain the best possible results.”

Cerebral palsy can occur during pregnancy, childbirth or after birth and causes permanent mental and physical disability of varying degrees. “Since their muscles and bones do not develop properly, the equipment supplied by Timion helps to exercise their muscles and in the process strengthen bones. It also prevents further debilitation and hip dislocation due to inactivity,” said Meyer.

They work with children from the time they are diagnosed with cerebral palsy, which is about 4 months old, until they are 18 years old.

“We cannot do much to develop their mental abilities, but by providing them with these support materials we can help prevent further impairment and ease the difficulties that

arise from their condition,” said Meyer.

Apart from distributing the equipment free of charge, they organise camps and excursions for the children and their families.

Timion furthermore works in collaboration with other therapists throughout the

Eastern Cape to identify families in need.

Dial a Response VIR dié trotse eienaar is dit elke keer ’n belewenis wanneer hy in sy heldergeel sportmotor, 1975 Eagle, klim - veral wanner hy brandstof gaan ingooi.

Die petroljoggies stoot mekaar omtrent uit die pad om hom te help, en die ander motors moet maar wag!

Maar dié spogmotor het nie altyd so baie aandag getrek nie.

Eienaar Johan Oosthuizen het stukke van

die Eagle in 1997 op ’n plot in Welverdiend naby Randfontein opgetel en daarna aan die Eagle begin skuur en skaaf. Ná sewe jaar van harde werk, kon hy uiteindelik die finale produk op die proef stel. Sedertdien het hy al vele motorskoue bygewoon, insluitend die 2013 George Motorskou.

Volgens Oosthuizen is die bakwerk van die motor in 1973 deur die Britse ingeneur Richard Oakes ontwerp. In 1975 het Bill Badsey en Bob White ongeveer 300 bakwerke in Johan-

nesburg onder die naam Eagle Automotive vervaardig.

Die bakwerk is op ’n standaard Volkswagen Kewer gemonteer en binne 300 uur is die Kewer in ’n spoggerige sportmotor omskep.

Dié 1975 Eagle, asook vele ander motors van weleer kom op 13 April vanaf 14:00 tot 17:00 by die Supertubes piekniekarea in Da Gamaweg bymekaar. Vir meer inligting of om by die Jeffreysbaai Klassieke Karklub aan te sluit, kontak Johan Marais by 0 082 924 5346.
