Kouga strikes potential new water K

OUGA Municipality struck potential new water at Oyster Bay this week as its plan to secure additional supply sources for the region gained momentum.

Executive Mayor Elza van Lingen said the municipality had appointed service provider Aurecon to drill for water at Jeffreys Bay, Humansdorp, Oyster Bay, Hankey and Patensie. “Our aim is to establish 18 new boreholes for the region, but the final number will depend on how deep we need to go before we strike water,” she explained. Van Lingen said Oyster Bay had been prioritised for the first borehole as the town’s water supply

levels were the most critical. Once a borehole has been established there, the operation will move on to Jeffreys Bay. “We were very excited when the water started flowing at Oyster Bay on Monday. The water does, however, first need to be tested to determine its quality and the potential yield. Testing is taking place this week and we expect the final results during the course of next week,” she said. The Mayor said should this borehole prove viable, it would be as good as if the municipality had struck gold.

Kouga strikes potential new water at Oyster Bay Continued from page 1 “The beauty of the location is that, depending on the final test results, we should be able to pump the water straight into the reservoir for distribution to households in the Oyster Bay area.” She said possible sites have also been identified at Jeffreys Bay, including two boreholes no longer in use that could potentially be rehabilitated. A potential new well field has further been identified for Humansdorp while a big fault line at Hankey and Patensie would be explored for water. The Mayor said the municipality would also be working closely with the Department of Water and Sanitation regarding the sinking of boreholes by private individuals. “We have had reports of boreholes being sunk for commercial or irrigation purposes without the required process being followed.

This could impact negatively on the water supply to the remainder of Kouga’s residents if it is not regulated properly.” She cautioned that despite additional boreholes being drilled, water restrictions remained firmly in place. “We still have a long way to go and forecasts indicate that the drought is far from over. “We are very grateful to all residents and businesses who have taken the ‘save water’ message to heart and would like to appeal to everyone to continue treating this precious resource with the respect it deserves.”

Public meetings to review Integrated Development Plan THE review process of Kouga Municipality’s Integrated Development Plan (IDP) for the 2018/2019 financial year starts this week. Meetings will be held in all wards. According to Executive Mayor Elza van Lingen, the review process is an important annual exercise as prescribed by Section 28 of the Municipal Systems Act. “The IDP is the principal strategic planning document of the municipality and forms the basis of the municipal budget,” said Van Lingen. “It is, therefore, crucial for our communities to take part actively in ensuring that their needs are prioritised and addressed in an integrated manner.”

Power down in Jeffreys Bay THE electricity supply to Jeffreys Bay will be interrupted for several hours on Sunday, November 19. Infrastructure Portfolio Councillor Freddy Campher said the shutdown was necessary for new installation work and planned maintenance.

The power supply to the whole of Jeffreys Bay will be off from 06:00 to 18:00 on November 19. The work is subject to the weather, with an alternative date set for November 26. Campher reminded all residents to treat electrical points as live during this time.

The community of Loerie, especially parents, need to teach the children to respect what is around them,” says Principal Yoliswa Mengu. According to Mengu, the fence has several holes where the vagrants gained entry. “One

of these days we will be left without a fence,” says mengu. The merry-go-round, swings and seesaws are all broken. Some decorative tyres have been stolen and lights and gutters have been destroyed. The vegetable garden, used to feed the children and to earn extra income for the school, have been partially destroyed. The vandal furthermore opened the tap of

the water tank and outside tap, defecated on the porch and knocked down several small trees. “This is going to have a major effect on our children,” says an emotional Mengu. “They can no longer play outside, and we simply do not have the financial means to repair or replace the play equipment.” To assist the Loerieheuwel Crèche, contact Mengu at 073 950 5110

EC food prices rise, farmers at breaking point POURING billions of rands into ailing stateowned enterprises like South African Airways, while paying mere lip service to agriculture, is one of the major problems impacting on Eastern Cape farmers, whose finances are at breaking point.

As a result, meat prices in the province are at an all-time high – and could escalate even further in the immediate future – with fruit and vegetables set to follow suit. This is the stark warning issued by Agri Eastern Cape president Doug Stern, who was appointed to the national board of directors during Agri South Africa’s annual congress last month. “Faced with the worst drought in 100 years, farmers’ cashflows have been exhausted,” Stern said. “And while the government granted R400 million to the Land Bank for farmers in need – but pours billions into state-owned enterprises – farmers’ debt in South Africa has risen from R100 billion a couple of years ago to around R150 billion.” In the Eastern Cape, he said, the debt was due to the intensity of the drought which was compounded by low rainfall, higher than av-

erage temperatures, heavy frosts well into spring in the higher lying regions and stronger than normal winds. “The north-eastern part of the province – the Barkly East, Lady Grey, Aliwal North and Jamestown area – has had to deal with ravaging fires, destroying some 60 000 hectares of veld. Huge infrastructural losses, plus livestock losses, were suffered by these farmers,” said Stern. “Fortunately, they have received some good rain, but because the animals are in poor condition, around 5,000 small stock were lost in the region due to the recent sudden cold spell.” He said the province’s farmers had been forced to reduce their animal numbers drastically – even slaughtering their breeding flocks and herds. “Once the drought has broken, farmers will be holding back animals to rebuild their flocks and herds resulting in fewer animals to market, which could make meat prices rise even further.” According to Stern, the irrigation region around Hankey and Patensie is also facing huge problems, because of the extremely low level of water in Kouga Dam – sitting at

around 13% of capacity. “In the Langkloof, farmers’ dams are empty and their apple trees urgently need water during the blossoming process or they face huge losses.” He said the last straw for many Eastern Cape farmers would be the increased labour costs as a result of the state’s determination to force the national minimum wage through on May 1, 2018, even though the negotiating process would not have been completed by then. “However, I believe that our farmers are resilient and will bounce back. Over the last 20 years agricultural production has increased by 40%, in spite of the drought and the lower number of farmers on the land. “One of the reasons for this is the global technological revolution, agriculture being one of the industries in which it is most active, through the use of drones and electronic animal tagging. The scope for even higher production capacity in this country is huge. “There are many positives and many bold initiatives which emerged from Agri SA’s conference which both Agri SA and Agri EC will be looking at, and implementing, in the coming year. It will take time to work on these developments, but change will come.”

The Kouga Express once again appeal to re-sidents to help warm the hearts of less fortunate children in the community. A train, farm animals, shoes, a tractor, a ball, a moment of your time . . . these are some of the simple things that can make a difference for children that have never received a Christmas gift of their own. The surprise on the faces of the children is the best payment. This year, the Kouga Express, in conjunction with Pick n Pay and Fountains Mall, will be collecting gifts for over 300 pupils from Quagga Primary School in Patensie and Nooitgedacht Primary School in Kareedouw. The Kouga Express relies on the generosity of the community to be able to give presents. Without the support of local residents this project will fail. Each learner wrote his or her wish onto a special Christmas “wish card”, with his name and age. Wishes range from a tea set to a teddy bear and from a school bag to a doll. tractor with farm animals, while a girl cannot wait to own beautiful hair accessories. One boy wants a Jeep and another a red bicycle. There are even practical wishes like stationery for school. These cards are displayed on the Christmas tree in the forecourt at Pick n Pay in Fountains Mall. Residents can select the wish card or cards that appeal to them and buy the gifts stipula-ted on the cards. Residents can either wrap the presents themselves, or have them wrapped by the Kouga Express team. EnergyDrive arrives in Kouga THE custom-built EnergyDRIVE truck, is set to arrive in Kouga to teach learners about the benefits and uses of renewable energy technologies and is expected to engage with thousands of high school learners located close to wind farms. The South African Wind Energy Association (SAWEA) has partnered with the Durban University of Technology and the Council for Scientific and Industrial Research (CSIR) to make this national educational road trip with the EnergyDRIVE possible. A first of its kind in Africa, the initiative aims to raise awareness of renewable power resources and climate change. Beyond Wind power, the EnergyDRIVE features a solar roof structure, biogas digester, photovoltaic panel display unit as well as a solar hot water display unit. The walls of the container are made up of a battery bank, photovoltaic components, a TV and display cupboards, making it an inspirational and experiential teaching aid. The Eastern Cape is home to more wind farms than any other province, making it an ideal first destination on the EnergyDRIVE’s route. Participating wind farms will each fund a portion of the road show as well as host field trips for participating learners; these include: Nojoli Wind Farm, Cookhouse Wind Farm, Metrowind Van Stadens Wind Farm, Jeffreys Bay Wind Farm, Kouga Wind Farm and Gibson Bay Wind

Farm. “The mobility of this custom-built vehicle makes it ideal to reach high schools situated within wind farm beneficiary communities. These communities are often located in areas that are not easily accessible and learners do not easily have access to information about these technologies,” explained Brenda Martin, CEO of the South African Wind Energy Association. “The container features attractive interactive demonstration models which assist with understanding a range of renewable technologies,” she added. Eastern Cape schools include Johnson Nqonqoza Secondary School, Soqaqamba Secondary School, Rocklands Intermediate School, Hankey Secondary School, Lungiso High School, Qhayiyalethu Intermediate School. The mobile unit departed from Durban on November 3 and will make its way through the Eastern Cape, Western Cape and the Northern Cape before circling back to KwaZulu Natal on November 24, having spent time in host communities along the way. In Cape Town the vehicle will be exhibited at the WindAc Africa student workshop at SARETEC, creating awareness about renewable energy resources, demonstrating the use of renewable energy technologies and promoting skills development options in renewable power, before arriving at the

WindAc and Windaba conferences being held at the CTICC, between November 14 and 16. “This year’s EnergyDRIVE road trip aims

Through funding from the Table Mountain Fund, the Garden Route Biosphere Reserve is managing a Small Grant Fund targeting financially challenged communities within the domain for the next 3 years. Each year, 7 preferably previously unfunded projects or small businesses will be allocated grants up to a maximum of R50 000. Applications with environmental links or themes will be favoured, particularly those around coastal or marine environments, eco guiding, water conservation, waste minimization, youth conservation, climate change, energy and cultural heritage. This first year will focus on the eastern section of the Biosphere (Jbay, Humansdorp, Langkloof areas). Kouga gets behind SA’s bid to host World Cup KOUGA residents are encouraged to don their Springbok rugby regalia this Friday and next Wednesday in support of South Africa’s bid to host the 2023 Rugby World Cup. SA Rugby is running the “Green Day” campaign to rally South Africans behind the country’s bid to host its second Rugby World Cup after the 1995 edition. The World Rugby Ltd Board recently announced South Africa as a clear leader among three contenders – France and Ireland being the other two – to host the global rugby showpiece. The decision as to which country will host the 2023 tournament will be taken at a meeting of the World Rugby Council and announced on 15 November. Executive Mayor Elza van Lingen said the bid presents an opportunity for communities to come together as one. “Sport has the power to unite citizens from

all walks of life, as we witnessed when we hosted the rugby, cricket and soccer world cups. “This unity can, in turn, be harnessed to bring about positive change in our communities. “There are many potential benefits, both economically and socially, that can be reaped from hosting the tournament and, as Kouga, we also need to stand up and be counted,” she said. This is not a scene from a well-known action movie, but rather locals showing and improving their skills with swords - all in good spirit. National fencing coaches Jessica Raper, a former Springbok in Modern Pentathlon, and Jon-Paul her son, a former Protea Modern Pentathlete, from the Eastern Cape Fencing Association (ECFA) opened the first ever fencing club in Jeffreys Bay on October 25 - making it the fifth club in the province. The club will be headed up by top senior fencer and coach Ambesa Mgijima (26) of Jeffreys Bay who has been passionate about the sport of fencing since he first started in 2013 as part of the Nelson Mandela University fencing team. He says that while each of the three disciplines - foil, saber and epee - has its loyal followers, all are in agreement about one thing: fencing is a lifelong passion. “It is physical chess, using your body and brain just as much,” says Mgijima who placed first at the University Sports South Africa

Tournament in 2013 and ranked 26th nationally. “You must always think several steps ahead of your opponent. The sport develops skills, like thinking quickly, hand and eye coordination, agility and stamina. “Once you have fenced, it is a love for life. There is no limit to when you have to stop.” Mgijima says, “Fencing is one of the safest sport types - though you are stabbing each other,” says Mgijima. “There are fewer injuries than in rugby, volleyball or soccer. “A complete uniform includes head gear, a suit, knickers and a glove - all designed to protect the fencer.” And it is a greater workout than some might think, he says. Fencers from as young as eight years can compete in local, inter-district, provincial and national championships. “Who knows, the next Olympic star could come from Jeffreys Bay,” says Mgijima whose ultimate goal is to keep children active. And you do not need to be fit to join the club. The club meets every Wednesday at JBay Academy in Da Gama Road, Jeffreys Bay at 16:30. Raptors MMA secure 82 medals Some 30 Raptors MMA students from Jeffreys Bay repre­ sented the Eastern Cape at the NMA/ ISKA SA Sport Martial Arts Destiny Championships at Stellenbosch Universi­ ty on October 7 and 8. More than 1 100 participants from nine provinces competed at the event. Raptors brought home 23 gold medals, 29 silver medals and 30 bronze medals.
