Indiana Propane Gas Association Statement of Anti-Trust Policy

The federal and state anti-trust laws are extremely complex and often of unclear applicability. Nevertheless, violation of these laws risks, among other things, imposition of significant liability for compensatory damages, treble damages, attorneys' fees and expenses. Consequently, the IPGA and its members must avoid even the appearance of questionable activity. Thus, at any IPGA meeting or gathering of IPGA members for any reason the following topics are not to be discussed at any time: current or future prices, what constitutes a “fair profit level,” possible increases or decreases in prices, standardization of prices, pricing procedures, freight allowances, cash discounts, credit terms, control of sales, allocation of markets or geographic division of markets, and refusal to deal with an individual or corporation because of its pricing or marketing practices.

Call to Order: President Donahue called the meeting to order at 8:15 AM. A quorum was present.

Anti-Trust Statement: President Donahue referred members to the anti-trust statement that was included on the agenda.

Approval of Minutes: The Board reviewed the minutes from the November 19, 2024 meeting. A motion was made to approve the minutes, the motion was seconded, and carried unanimously.

President’s Report: President Donahue thanked the membership for attending the meeting. He updated membership on the recent trip to DC for Propane Days and the successful meetings the group had with Indiana’s delegation.

Treasurer’s Report: Treasurer Carr provided a written and verbal financial report to the Board for review. The Board reviewed the report in detail. He noted that the first quarter of the investment account shows a loss of over $18,000. In the last two months the market made a significant rebound and the account is now up over $18,000 year to date. He noted that the income of the association is not covering expenses but the investment account more than covers the deficit. A motion was made to approve the financial report, the motion was seconded, and carried unanimously.

Women in Propane Report: No Report.

Lobbyist Report: Matt Norris provided a verbal report to the Board. He highlighted “green energy” legislation that included propane in the definition of “green energy” for funding opportunities. He noted the failure of legislation that would have prohibited local municipalities from banning any fuel source for types of off-road engines. He highlighted upcoming caucus fundraisers.

Management Report: Matt Solak provided a written report to the Board. Mr. Solak noted that the association was finalizing the 2025 dues renewal process. He also provided the Board with a 2025 event schedule and noted that the office had finished the summer edition of Propane Express

Committee Reports

Education and Safety Committee: Chair Young reported on recent CETP classes. He reported that he and Forest finalized IPGA specific PEP training plan. He noted that attendance has been low, and many classes have been cancelled. He recommends the association have a longer conversation on training needs of the association members.

Legislative and Regulatory Committee Report: Chair Hayden reiterated the successful trip during Propane Days. He thanked the membership for their support of the PAC so the association can participate in critical political engagement activities. He stressed the need for reengaged participation in the Statehouse Day.

Marketing Awareness Committee: Executive Director Solak reported on the current safe appliance rebate program. He noted a written report was in the packet.

Member Services Committee: Chair Franger gave an update on the upcoming bobtail roadeo and some of the additional plans for the event. He encouraged the association to consider getting more directly involved with the Indiana Economic Development Association.

New Business:

Board Elections: A slate of candidates for election to the IPGA Board of Directors was provided to the membership for consideration. A motion was made to elect the slate of candidates to the IPGA Board of Directors, the motion was seconded, and carried unanimously.

Next Meeting

The next meeting is scheduled for November in Carmel.

Adjournment: With no further business to become before the Board the meeting was adjourned at 9:47 AM

We are working to finalize the winter edition of the Propane Express Members should expect to receive the magazine in January.

Membership Renewal

The 2026 IPGA membership process will begin in December. Please keep an eye out for dues renewal. You can renew online or by paying via check.
