Hello all, I’m writing this on the hottest day of the year, keeping fingers crossed that we will have plenty more like this and trying to remember to drink plenty of water not to become dehydrated. I spoke briefly last month about the new style Kingsdown & Ringwould ‘Front Garden’s in Bloom’, well, we have decided to have a ‘Front Door Autumn Container/Hanging Basket’ Event. You will be required to register your entry by Friday 19th October. Let’s make it a real community effort and encourage the children to enter a container as well for the special kids prize. Look out for the final details in the September issue. I would like to thank Alan Smith for all he has done, proof-reading and collecting the Rural Roundup from the printers over the past years. He has now decided it is time to let someone else have a go. Thanks a lot Alan, enjoy your freedom. You have probably noticed there has been a great deal of criticism of Ringwould with Kingsdown Parish Council recently and there have been so many resignations it is now non-quarte. Which has led to an election being called. Well, I have decided that while it is all very well to criticise, someone has to actually do something about it, so I have put my name forward for election and I would welcome your support. After over 40 years of running from Kingsdown Village Hall, Kingsdown Pre-school is planning a move. The ambition, which is subject to obtaining funding, is to relocate to a purpose built pre-school on the grounds of Kingsdown and Ringwould CEP School. The new facility would allow the Pre-school to build upon its long track record of providing a high quality educational childcare environment by allowing Pre-school to choose how it operates, offering enhanced childcare to the families of the village and the surrounding area. A consultation event is being held on Sunday 8th July 2018, 14.00 - 16.00, at Kingsdown Village Hall. The consultation is being facilitated by Dover Arts Development (DAD) and architect Charles Holland, and is funded by a KCC Members Grant from Cllr Stephen Manion. During this time no new business can take place and neither can monthly Council Meetings. An Election has been called for Ringwould with Kingsdown Parish Councillor and Nomination papers were required to be returned to DDC by 29thJune 2018. Many of the children have been undertaking tests and I would like to send out warm congratulations to the Year 6 children on the way they approached their SATs. Every child offered their best and gave 100% effort throughout all the test papers. I would also like to thank the children in Year 2 who have been busy with their own SATs and the children in Year 5 who have been undertaking testing activities. It is testament to the commitment of the staff and pupils that all of these events are taken with a positive attitude, resilience and determination. Events planned for the coming term include: Year 4 Residential to Kingswood in Ashford , Year 6 Residential to South Downs Adventure Centre. We also have trips going out to the Rare Breeds, Shrek at the Marlowe and the Science Jamboree. We also wish our Dance Troupe good luck as they head up to the National Dance Final in Oxford on 25th June. I look forward to letting you know how they get on. Jo Hygate

The AGM is on Monday 16th July 2018 at The Kings Head starting at 7.15pm with a complimentary glass of wine, pint of beer or soft drink available from 7pm. Unfortunately I was incorrect last month when I said we had found a Communications Officer. We are still seeking a Communications Officer and a Treasurer. The committee remains at four so, even if you are not interested in taking on either of these roles, please consider joining the committee as an ‘ordinary member’. The report is a real joy to read as the commission has taken account of all the submissions it received (including many from members of KCG and the Parish Council) and made thoughtful recommendations. And finally, all week my birdfeeders have been visited by a very hungry Great Spotted Woodpecker. This morning this beautiful bird brought his baby along, positioning the baby on a nearby post he then proceeded to feed it from the feeders. What a joy it was to watch. Kingsdown Garden Society Secretary:- Jane Jobey Tel:- 01304 381 702 We have already enjoyed some brilliant weather and I am sure you are all taking advantage of evenings in the garden. Do not spend hours overwatering the garden especially in the bright sunshine. In our local area we tend to have light chalky soil which allows water and all the nutrients you are trying to save run away rapidly. The first important point is to plant those plants which enjoy the thin soil such as lavender, cistus and Agapanthus, it is worth taking time looking on the internet to find which varieties of plant enjoy your soil, usually Mediterranean in our part of the country. Second, you need only water those plants which are new to your garden, it is fun planning a small section with plants bought in flower from a good nursery but they must be watered thoroughly in the early mornings or evenings Finally there is no need to water the lawn, it will green up with a sudden shower, save the water for newly planted vegetables, not forgetting hanging baskets which must be kept moist. July is the time for growth and of course you will want to show your growing triumphs to others! The Village Show is held on Sunday 12th August and there are numerous classes to suit every skill. I always associate a village show with vegetables and there are lots of classes but this year there are Poppies galore to make, paint and photograph. The schedules are for sale in Dells and the butchers. Hurry so you can grow or make something to give everyone pleasure. Highlights from the meeting of Walmer Parish Council held at the council offices on June 14th 2018. Before the meeting members were delighted to welcomed former Councillor, David Skinner who retired recently and the Chair of the Parish Council, Councillor Mrs Sue Le Chevalier, presented him with a certificate of thanks by to mark his years of service to the Council and the people of Walmer. Planning: Members heard that following the reduction from 26 meetings a year to 18 meetings a year was working well and the new members of the committee were thanked for their hard work and dedication. Public: Councillor Derek Murphy, KCC member for Walmer, told the council: • That KCC has launched an appeal to find at least 150 new sets of foster parents, particularly for older children, brothers and sisters who need to stay together and disabled children. • That less than 1% of the waste collected in Kent goes to landfill the rest is either burnt to generate electricity or recycled. • Kent County Council has launched The Big Conversation in which it is asking residents to offer ideas to help improve public transport services, improve rural accessibility, help tackle social isolation, make best use of technology to improve access to public transport and test public accessibility of charging bus pass holders for service. That there will be a £10 increase in the annual Young Person’s bus pass to £290. The cost will remain at £100 for low income families and travel times will be extended during weekends and school holidays. Walmer in Bloom: The hanging baskets were now in place in Walmer and judging of the Gardens in Bloom competition will begin soon. Events Working Group: Chair Mrs Marguerite Beard Gould reported that the annual Kites on the Beach had been a great success with families despite the less than great weather and she thanked the councillors and office staff who had assembled and handed out to children over 200 kites.

Human Resources Committee: Members approved three new complaints procedures; new terms of employment for staff and a new staff appraisal process. Financial Issues: Members scrutinised and approved payments and orders and appointed extra signatories for the electronic banking process which was now in use by the council. Office Heating: Members considered quotes for improved temperature control in the council’s offices and, following expert advice from an independent consultant appointed Philip Hartley to install improved heating at a cost of £2,987 and Kent Window Film to fit solar film to the office windows at a cost of £450. Now Storm Sagar has hit Somaliland and 27 people are missing including children. Children are becoming ill and their lives are in danger because diseases such as cholera are spreading in the insanitary conditions. Such illnesses are totally preventable. No child should die from drinking contaminated water. Save the Children is working in affected areas and is providing guidance to families on how to stay clean and healthy and avoid disease. It is providing water purification tablets as well as food, medicine, clean water, education, shelter and protection. Save the Children has doubled the number of mobile health teams providing healthcare in the area. Just £25 can provide clean water for a child at school for five months. Come and explore………... the rare chalk grassland on Hawkshill Freedown, Walmer. Walmer Parish Council is pleased to be able to offer a walk and talk for adults on Sunday 22nd July. Local Flora expert Eddie Turner monitors the area on behalf of the Council and will lead the walk. Eddie explains, “Hawksdown is home to a variety of typical chalk grassland species including Salad burnet, Kidney vetch, Small scabious and Squinancywort. It is important that the site is monitored to detect any deterioration and, where necessary, take action to preserve the area for the future.” Eddie Turner There is no charge for the walk but those interested should meet at the car park at the junction of Liverpool Road and Grams Road just before 10.00am and wear suitable footwear for uneven ground. Walmer in Bloom Lifeboat Planters Enriching the Parish. Pupils from Ripplevale School in Ripple demonstrated their skills and community spirit once again for the start of this year’s Walmer in Bloom Campaign. Pupils and the Ripplevale teaching staff offered to rebuild the planters that surround the lifeboat fountain, fronting the Lifeboat Station, after an incident left the original planters severely damaged. Residents can expect a delightful spectacle of floral colorations to grace these Planters in the coming months with many thanks to Mrs Susan Tann who tends to them. Walmer in Bloom set up the challenge earlier this year and have been impressed by the high standards of workmanship that Ripplevale School have once again delivered! Jane Norris (Chief Executive Officer of Ripplevale School) commented “Ripplevale School pupils and staff accepted Walmer Parish Councils request to rebuild the small lifeboat fountain planters standing in front of Walmer Lifeboat Station. Ripplevale Pupils rebuilt the planters during their design & technology lessons with help and guidance from Simon Jackson” Speaking about the Campaign this year so far, Cllr Mrs S Le Chevalier (Chairman of Walmer Parish Council & Walmer in Bloom Committee) commented: “We would like to thank the pupils and staff of Ripplevale School for their time, energy and enthusiasm. Once again the Pupils at Ripplevale have repaired, for Walmer Parish residents, prominent spectacular planters. We would like to thank local residents, businesses and other organisations for making an extra special effort in continually supporting Walmer in Bloom. Highlights from Ripple Parish Council Meeting 14 th June 2018 Boundary Review Councillors were pleased with the draft proposals and would like to thank all those that wrote letters. You have until 13th August to comment on the draft reviews. Collecting Data on Traffic in the Village Councillors decided on two key areas to lay the strips that will collect data such as the speed and volume of traffic in the village. Joint Event with Great Mongeham Ripple Parish Council are looking at hosting a joint ‘beacon lighting’ event with Great Mongeham to join in a ‘Battles Over, a Nations Tribute, 100 years of remembrance’ on 11th November.

Notes from the Annual Parish Meeting held on Tuesday 29 th May and an ordinary meeting on Tuesday 5 th June 2018 held at the Church Hall, Studdal Annual Parish Meeting The Annual Parish meeting held on 29 th May went very well. Local representatives attended to give their reports and Cllr Smith introduced the draft planning policy to those attending the meeting. Copies of the draft planning principles were handed out with a request for any comments to be returned either to Councillors or to the next Parish Council meeting. Cllr Calthorpe was thanked for organising the lovely refreshments. Finances The Council agreed to give a donation to Rural Roundup to help towards the publication costs of the magazine. Annual Accounts The annual accounts have been completed and agreed by the internal auditor. The Council completed and signed the certificate to exempt themselves from a limited assurance review and approved and signed the appropriate sections of the Annual Return for display on the noticeboards and website. Community Upkeep The Council agreed to extend the grass cutting along Downs Road on a temporary basis to keep the Parish looking very smart. To be reviewed later in the year. Planning Policy Review The Council discussed the next steps and how they could assist the planning group in publicising the draft policy and encouraging involvement and feed-back from local residents. Planning The Parish Council discussed two planning applications. The Council also discussed and agreed to accept Section 106 funds for the purchase of new equipment at the playing field in Downs Road East Studdal. The planning log is up and running on the website for parishioners to check local applications.

The Trustees of Kingsdown’s Village Hall in Upper Street are mounting an exhibition over the weekend of 8th and 9th September, which will trace the history of St John’s Village Hall from its days as the village school, its transformation to a village hall belonging to the residents of Kingsdown, and its evolution up to the present. During our research, we have uncovered amusing stories, stormy meetings, and impressive individuals! Also on show will be pictures from around the village. However, we have also discovered that we are missing all the hall’s official records from 1999 to 2007. If you can help trace these records, please get in touch! In addition, we would like to hear from villagers interested in helping at the event, as we will be serving refreshments on both days. Jane Banks, Village Hall Secretary On reading last week’s letter in Rural Round up concerning egotistical selfish councillors - I have to say I agree with the comments. Particularly as it is noted how unsupportive of our village they seem to be. An unfettered ego is only interested in its own ideas being put into action. The result is that the Parish Council in a final act of self evisceration and disembowelment as seen at the last meeting no longer functions as a working council. Meanwhile the Villagers would like someone with the village’s welfare at heart to give us back the litter pickers so rudely jettisoned without consulting the people who pay in through their rates which have increased massively in the past two years. The sacking of the Godden's was a very destructive act and despite the uproar Village wide, nothing has been offered in their place. This clearly is an indication of the destructive paralysis the Parish Council finds itself in. Further if there is to be a new Parish Council can there be a transparent and public posting of the way the Village income of £44,000 is spent. Why does it have to be tucked away on a website? It’s like rummaging around in someone’s digital knicker drawer trying to extract this information. The Parish notice board which is a good site to post costings has not been reinstated months after it was destroyed in an accident - just another way of keeping villagers in the dark over the former Parish Council’s affairs. Why not install a Village opinion box (if the post office will agree) where ideas and improvements can be posted to make better use of the money we do have. Did anyone explain, for example, why the virtually invisible Clerks wages were increased while the public workers, the litter pickers, were sacked? There are lots of savings to be had if people put their heads together in a co-operative way. For example the dilapidated public toilet block. It looks like an abandoned building and yet costs the Village £1,000 a month to keep open for six months of the year. A total of £6,000. This is very poor value for the Village and there must be a cheaper way to run the public convenience. The Parish Council could consider inviting a local person to BID for the job of cleaning.

Also why is DDC promoting tourism into the area and yet not apparently contributing to the amenities the tourists need? We need Villagers on the Parish Council who care about the Village as a whole, and use the Village money wisely. Suzie Mulvaney

Local Pupils Demonstrate Budding Artistic Talent for ‘Walmer in Bloom’ 2018 Pupils from The Downs CE Primary School, demonstrated their enthusiasm for the wonders of nature during this year’s ‘Walmer in Bloom’ Poster Competition. Entries incorporated a wide variety of designs ranging from monumental castles to finely detailed floral arrangements utilising abstract patterning. Emma Cotton of The Downs School is this year’s winner of the Competition, with her resplendent hand tied bouquet of flowers thriving with buzzing bees and beautiful butterflies. Emma’s winning image will appear on the publicity leaflets and posters for the Walmer in Bloom Local Garden Competition, which will be distributed to local businesses and organisations in June. Winner of the junior Category, Laurie Kukaj, also of The Downs CE Primary School, produced a comical single flower sporting a trophy and 1st place medal. Their winning image will appear on the certificates for the School Poster Competition and the Local Garden Competition. Cllr Mrs Sue Le Chevalier, Chairman of the Walmer in Bloom Committee, attended a presentation event at The Downs School and awarded winners with certificates and art Winning design materials. Highly Commended Certificates were also awarded to Evie Brown, Ivy Carney, Tianna Maidens, Jake Ingram, Lucia De Cicco & Zara Meakins. Commended Certificates were also awarded to Amelie Niblett, Isabele Phillips & Luke Miller. Certificates of Achievement will be distributed to all pupils who took part in the competition. Cllr Sue Le Chevalier commented, ‘We would like to thank the pupils and staff of The Downs School for their time, energy and enthusiasm in supporting the School Poster Competition, which is a key aspect of the Walmer in Bloom Campaign’. Speaking about the Campaign this year, Cllr Mrs Sue Le Chevalier commented: “We are excited once again, for securing our highly respected external judge, Mrs Janine Doulton, a Royal Horticultural Society Judge. Local couple set off to

become Missionaries in Cyprus

Cllr Ray Osmond (standing) at a planning meeting. After seven years as a member of Walmer Parish Council Ray Osmond has resigned as a councillor in order to become a voluntary missionary aid worker and left for Cyprus on June 18th. The move follows a holiday in Cyprus earlier this year when Ray and his wife Celia who live in Mayers Rd., Walmer, learnt about some of the many problems facing Christian and Muslim refugees fleeing persecution or war in the middle East. They will also be working with disadvantaged Cypriot families. Ray explained: “We have committed to work voluntarily for a year with the Paphos Christian Fellowship International after seeing the organisation in action and we feel very privileged to be able to join this work. “Our decision is open-ended, meaning that if we are happy living in Cyprus we may very well stay on there. “We believe that in order to follow Christ's commands to fully love God and our neighbour, we should where necessary be prepared to step outside our comfort zone, outside our class and cultural comfortable niches to help the vulnerable.” “We also hope to be able to put into practice Jesus' concerns for the helpless and vulnerable (e.g. the homeless, the alcoholics and drug addicts) in the society immediately around us and by doing so let people know about God's saving power and gift of eternal life through the resurrection and ascension of Jesus. Councillor Sue Le Chevalier Chairman of Walmer Parish Council, told Rural Roundup: “Ray has been a dedicated, hardworking and effective councillor particularly in the field of Planning and we shall miss his commitment and knowledge. “On behalf of the whole council I want to wish Ray and Celia well as they face up to the new challenges this exciting move will generate for them.” 27

Walmer Parish Council

This year saw the seventh successful Deal Classic Car show in aid of the Royal National Lifeboat Institution which was created and organised by Chris West, and opened by the husband and wife team of Vic Reeves and Nancy Sorrell Over eight hundred different classic cars some over 100 years old including Rolls Royces, Morris Minors, Aston Martins, Bond three wheelers and Mustangs, turned up. Thousands of visitors basked in the warm sun and enjoyed the music, entertainments and stalls as well as the gorgeous cars on Walmer Green which is partly sponsored by Walmer Parish Council. Hundreds of families enjoyed a delightful day on Walmer Green when during the event they also attended the ‘Kites on The Beach’ event organised by Walmer Parish Council. Including experts from the Kent Kite Flyers filling the sky with Giant Elephants, Pandas, Fish, Dragons and even an octopus, the Parish Council staff and Councillors made and distributed some 200 free kites for the children to play and learn from.

A special grant from Walmer’s Kent County Councillor Derek Murphy has enabled new safety barriers have been installed around the entrance to the Downs Church of England Primary School in Walmer in order to prevent parking on the pavement by selfish parents and improve the safety of pupils on their way to and from school.

Walmer Churches Host Deal Festival Concerts St Mary’s and St Saviour’s churches in Walmer will be hosting events organised for the Deal Music and Arts festival this year. Vicar, the Rev’d Seth Cooper, said, “It’s a real privilege to be part of this major festival every year and we are very much looking forward to this year’s concerts.” Thursday 12th July, 7.00pm St Mary’s church, St Clare Road, Walmer Academy of Ancient Music Celebrating the genius of Mozart. The programme includes his flute concertos and Symphony no1 K16 which he wrote at eight years old in London just before he travelled through Kent!

The opera tells the tale of Acis’ love for the sea-nymph Galatea, which enrages the jealous Cyclops Polyphemus. The concert is at St George’s Church Deal, CT14 6BA on Saturday 21 st July.
