Hello all, Following my concerns about the future of Kingsdown & Ringwould ‘Front Gardens in Bloom’ event it has turned out that owing to the departure of so many councillors from Ringwould with Kingsdown Parish Council and now the resignation of the chairman, they are unable to stage the event this year owing to the suspension of the Parish Council. I am delighted to report that Kingsdown & Ringwould WI have come to the rescue and agreed to take the task on board to organise the event in future. The WI have a very enthusiastic walking group, headed by Masheeda Downing and Mary Sullivan who will walk the roads keeping their eyes open for the most outstanding gardens ready to compile a shortlist for the final judging. As time is so short, it has been suggested that we could have an Autumn event and include a special category for the best front-door ‘Autumn Container’ then everyone would have an opportunity to take part, so think about that one. We had a busy start to the term with the school taking part in the launch of the Royal Marine Heritage Trail. It was a real opportunity to see the Royal Marine band in action and for many a unique experience. Our sporting success continues with both dance teams heading off to the National Finals of the Big Dance Off in Oxford. This is the third year running we have reached this stage of the competition. We have also had teams competing in hockey tournaments and Year One & Two football teams entered a tournament at Sandwich Tech. Sadly Mrs Everett has decided to retire from teaching at the end of this academic year. She will be greatly missed and has spent many wonderful years with us leading in Year 6 and ensuring our environment is well protected and good habits sustained. Her lead of the science curriculum has enriched the children’s experience and enhanced their enjoyment through themed weeks and practical tasks. Jo Hygate

Annual Parish Meeting—The Annual Parish Meeting of Ringwould with Kingsdown Parish Council was well attended on Monday 14th May. The Chair gave an in depth report on the achievements and aim of the Parish Council for 2017/18 and the full report can be found on the Parish Council website. Kent County Cllr Steve Manion gave DDC Sue Le Chevalier’s apologies and read out her annual report and then gave the Council an update on KCC’s work throughout 2017/18. Councillors then spoke to members of the public during refreshments and then took questions from residents including drainage issues and care in the community. Annual General Meeting No nominations were received for the position of Chair, the Clerk then explained that business could not continue without the election of a chairperson, there were still no nominations, therefore the Clerk suspended the meeting and all Parish Council business. What on Earth is happening to Ringwould w Kingsdown Parish Council?

After losing around a dozen or so councillors over the past year or two we are now down to only three – the absolute minimum to be quorate – and their activities appear to be grinding to a halt. A Cloak of Secrecy surrounds their activities and, for example, trying to find supporting documents for the dismissal of the village litter pickers or a substantial increase in the clerk’s salary is almost impossible to discover. What many regard as an act of foolishness occurred at a meeting of the council in May when two of the members refused to vote for the incumbent chair Cllr Mrs Fowler but then declined to stand themselves. The result the meeting could not progress without an elected chair and had to be cancelled. This was the second meeting in a row which had been cancelled; the April meeting because two councillors were on holiday and the council was not quorate. So for at least two months no council business has been done and the organisation responsible for supporting the village has gone into meltdown because, although two members were not prepared to support an unpopular candidate for the chair’s position, they appear to have been unwilling to step up themselves on behalf of the community which elected them. To some extent this impasse reflects badly on the rest of us who while being perfectly happy to grumble about the parish council’s inadequacies, are not prepared to stand ourselves. The sooner that a new election is called and we have village representatives who actually care about the place the better. So if you get the chance and if you care about your village, then let’s run the PC for the villages and not for individual egos. Please volunteer. Name & address supplied. The Chair has resigned and Ringwould with Kingsdown Parish Council has been suspended having being rendered non Quorate. The Clerk and the two remaining councillors are seeking solutions to resolve the impasse and get the work of the parish council back on track.

KCG is considering creating a community garden but want to be sure there are enough people in the village interested in helping create and maintain it. We have had a number of volunteers, but I put an incorrect email address in the last announcement, so I thought I had better give more people the opportunity to express an interest. Please email me on the address below before the 15th June if you are interested. The refill project is well under way. You will begin to see stickers in the windows of local cafes, restaurants, pubs and shops announcing that they will refill your water bottles free of charge. There will be a local dedicated website soon but in the interim, if you want to know more about this national campaign, visit www.refill.org.uk/about-refill/ The Allotment Day to open the gardening club at Kingsdown and Ringwould Primary School was a great success. If you would like to help encourage the young people to develop green fingers, the school is seeking volunteers. The gardening club takes place every Thursday immediately after school. There is a rota so you do not have to commit to every week. Email me and I will give you the contact for the rota. Members of the Kingsdown Film Club, which meets every other Monday night in the winter, wishes us to record their thanks to Tim Synge for yet another great season of films. Above all else do take time to appreciate the garden and don’t let it become a chore. The weather is usually so good in this part of the country, make sure the barbeque is out and all the patio furniture is in place. This is the time of year when evenings are long, you can sit in the garden with a glass of something refreshing and listen to the birds and take in the scents of the flowers, Deadheading at this time is important if you want to extend the flowering period, plants which are allowed to produce seed will put all their energy into seeds instead of new flowers and of course this is a relaxing job on a warm June day. Other jobs are 1. Give some of your late summer flowering perennials such as Geraniums the Chelsea Chop by half their height so they flower a little later. 2. Feed the lawn and don’t forget to neaten the edges. 3. Make sure you stagger sowings of lettuce, beetroot, radishes etc so you don’t have a glut. 4. Highlights from the Minutes of the Meeting of Walmer Parish Council held on Wednesday 2nd May 2018 at 8 The Strand, Walmer at 7.00pm Election of chairman of the council for 2018/19 and signing of the declaration of acceptance of office as chairman. Members resolved that Cllr Mrs Le Chevalier be appointed chairman and: that Cllr James Murray be appointed Vice-Chairman of the Council for 2018/2019. Appointment of committees, sub committees. Amenity & Environment Committee: five Councillors Walmer In Bloom Committee: six Councillors HR Committee: four councillors along with Chairman and Vice-Chairman of the Council Drill Field Working Group: three Councillors Planning Committee: four Councillors. Finance & General Purposes Committee: six Councillors Events Working Group: six Councillors Matters arising from the minutes not covered elsewhere on the agenda. The Clerk reported that no officer of DDC had yet responded to the invitation to attend a meeting to justify the significant increase in the grant funding for the maintenance of the parish toilets this year. However a bill for the first quarter had been received. Resolved: That the Clerk withhold payment until a meeting is held. Questions and/or observations from the electorate of Walmer. Members received a report on the activities of the two KCC Members for Deal and Walmer from Cllr Derek Murphy. Cllr Murphy reported that he continued to try to facilitate meetings between residents of Canada Road and the police over the persistent drug dealing by certain individuals in the neighbourhood and Councillors agreed to add support to Cllr Murphy’s efforts. Pact police and communities together Cllr Mrs Beard-Gould reported on a concerning on-going issues with anti-social behaviour in Marke Wood recreation ground. PCSO Tom Daley had attended along with the Clerk and Diana Prisacariu from DDC’s Community safety unit. It was pointed out that many people are not reporting damage, litter or vandalism. Three action points were agreed: To encourage people to report crime, Diana will write a short piece for publication in Rural Round up. She will also design some posters to put around the park. PCSO Daley will increase his patrols in the area. Finance & General Purposes committee, Members resolved that the council’s investment strategy policy be adopted by Council Financial report Members received the Annual Governance and Accountability Return 2017/18. They reviewed the effectiveness of the System of Internal Control and considered each of the assertions separately. They resolved that they could sign yes to each of the assertions and that the Annual Governance Statement and the Accounting Statements could be signed by the Chairman of this meeting on behalf of the Council. Private motion Members received a proposal to open the parish office on Mondays to provide a better service to tax payers without increased costs and resolved that a pilot be trailed for three months and evaluated after that time. Traffic Issues A member of the public voiced his concerns over the increase in traffic through the village. This problem would continue to increase with the new housing developments. Councillors discussed options with Cllr Manion who advised that we should collect evidence so we have hard data to support our concerns. Cllr Manion offered to grant the Parish Council the funds for a rumble strip (to collect this data) if Councillors would fund a second one. Councillors voted and unanimously agreed to pay for the second rumble strip. Newsletter Ripple Parish Council are hoping to send out two newsletters annually to keep residents informed. We will send one out with Rural Round Up in October and another one in spring. Notes from the AGM and ordinary meetings on Tuesday 1 st May 2018 held at the Church Hall Studdal AGM At the AGM, Cllr Merriman was elected to stand as Chair for another year and Cllr Akhurst was elected again as Vice Chair for the coming year. Review of Annual Documents/internal controls The Councillors discussed their current internal controls and voted to renew the annual documents with a small amendment to the Parish Council risk assessment and an alteration to the asset register to remove the defective printer. Planning Policy Review Two meetings have gone ahead. The policy review group is made up of Parish Councillors and local residents. Their aim is to have a draft planning policy ready for public consultation at the Annual Parish meeting. Defibrillator The Council are still considering going ahead with the purchase of a defibrillator and are exploring avenues of funding. The application form for a free defibrillator from Kent Fire and Rescue was discussed and completed. KCC Member Manion kindly offered to send in a letter of support for the application. Planning The Parish Council discussed three new planning applications. The planning log is up and running on the website for parishioners to check local applications. Litter Pick The recent litter pick event in the parish had gone very well and lots of litter had been collected. The District Council had collected the bags of litter promptly on the day. It was decided that for any future events more people would be necessary to cover all the areas in the Parish and concerns were also voiced about trying to litter pick along some of the busier roads. Broadband KCC have sent an update to the Parish Council informing the Council that there has been a major problem with the BT Openreach installation which had been programmed to go ahead in the Parish in the Spring. An alternative plan has been agreed and negotiations are currently underway to proceed with the work involved. The work is now currently programmed for September. The next ordinary monthly meeting is to be held on Tuesday 5th June in the Church Hall, East Studdal at 7.30 pm 19

Clarification about Parish Land ownership. There was a plan around 1910 to develop land around a proposed road to St Margaret’s, along what is called Victoria road, in Kingsdown. Developers held ‘Champagne auctions’ when clients from London were brought down by train, given Champagne, and took part in an auction of plots of land for building on. However, a couple of things got in the way, firstly the common land of Ringwould Freedown, near St Margaret's, which was part of the Manor land of Ringwould owned by the Monins family, this meant a road could not connect with a similar development at St. Margaret's at Cliffe, known as The Nelson Park estate, and secondly, the 1st World War interrupted everything. During the 1st world War the common land of Freedown was hired out to the Marine Light Infantry (forerunner of the Marines), as their manoeuvring ground. The plan of Zeebrugge mole (The harbour breakwater) was marked out along the ridge for the raiding party to practice for the night raid. After this war, the Monins Family still owned the land, until after the 2nd WW as rough grazing. During the floods of 1953, when North Kent was badly affected, cattle were brought down onto the Freedown for safe keeping and grazing. Subsequently most of the Freedown land was leased to Jim Pearson-Wood for agricultural use and farmed until the 1980s, when the owner retired. In 1989 the Monins estate gave many parcels of land to the parish council. described as the remainder of their estate in east Kent. This included 26 acres of woodland part of the Freedown, the Lynch. The wood owned by the Parish Council was renamed Freedown wood, as part the Freedown common land. Land now owned by the PC, thanks to a gift from the Monins estate, includes the Ringwould Village green, the land where the Ringwould village hall was built (1934), the Ringwould recreation ground and field by Hangman’s Lane; the allotments and area between the allotments and the Learning Opportunities centre used as a playing field, a metre square for the telephone box site in the village and a bus shelter along the Dover Rd, the Lynch and Freedown woods (26 acres) including a track six foot wide running from The Lynch to Freedown wood, an area called The Butts (approx. one acre of scrub woodland on SE side of Dover road) and a couple of other pathways. The land where there is a raised footpath along the main road A258, was purchased by the Parish Council from Ledger Farms to enable KCC to create the footway. In Kingsdown, parish land includes The Butts (by the school), the roadway and pathway from South road to Boundary Road (part of Wellington Parade, and NoName Rd (originally part of the Monins estate), and also a small plot along the continuation of Victoria Rd into the fields. The registry description for this plot says, “Three house plots Victoria Rd Kingsdown, given to the Parish Council in 1932, area approx. 60 ft frontage x 120 ft depth”, it was used as the village dump. There is a bench at the S corner of the plot approx. 250m SW of Bayview Rd, the bench has a splendid view of the fields and the golf course towards the sea. This small parcel of land is bounded by fields on two sides and natural scrub/ woodland on the other two sides, which are owned privately. The plot and the scrub land were building plots sold at the Champagne Auctions. The land where the Kingsdown recreation area is now, was bought by the Parish Council from the local farmer Mr Pearson-Wood in the early 80s. It is now registered as common land and was turned by the PC into a play park and football field for the children of Kingsdown. Sue Le Chevalier being congratulated by retiring chairman Pat Heath Walmer Parish Council has a new chairman - Cllr Sue Le Chevalier, a long-standing councillor with Walmer Parish Council and Dover District Council has accepted the role and says, “It is a great privilege to be appointed Chairman of the Parish Council. Cllr Pat Heath will be a tough act to follow but I look forward to the opportunity of serving the people of Walmer and representing the Parish Council.” Cllr Heath says “After seventeen years of chairmanship I have decided to stand down to spend more time with my family, but I will be pleased to remain a Walmer Parish Councillor and work on several committees. It has been a great honour to serve the people of Walmer for such a long time. Highlights have been the opening of our parish office in Walmer, the purchase of the Royal Marines’ Drill Field site to keep it as a recreation ground, the purchase of Hawkshill Freedown to keep it as an open space, achieving our Local Council Award, helping our three summer events to grow in size and popularity, overseeing the production of the two mosaics in the Parish, and helping with the development over the years of Walmer in Bloom. The article in RR by the Walmer councillor about DDC’s (Dover District Council’s) suggested ward boundary changes tells only part of the story. The DDC proposals plan to split the ward of Kingsdown and Ringwould. They want to link Kingsdown with parts of Upper Deal, Mill Hill and west parts of Walmer. Ringwould is to be hived off, to a Whitfield Rural area. Ringwould has nothing in common with this suburb of Dover and I believe has always been associated with Kingsdown, and its nearest larger shopping area of Deal, not Dover. Ringwould and Kingsdown have long been in the same parish. The two villages are managed by the same parish council, and share a primary school called Kingsdown and Ringwould Church of England Primary school. As rural villages, both villages have a lot in common with other nearby villages. The officers at DDC recommended a new ward of Kingsdown, Ringwould, Ripple and Great Mongeham, with one councillor. This seems a more suitable and logical proposal. It is very difficult to see why the DDC councillors did not accept this recommendation. There has been no consultation with the public. No one from DDC, not even our elected representative, has bothered to explain to the residents of Kingsdown and Ringwould why they want to split Kingsdown and Ringwould. The boundary commission will respond to these proposals in early September. There will then be an opportunity for local people to respond to the commissioners’ proposals, whatever they put forward. A number of individuals and the parish councils of RwK and Ripple have all objected to the DDC proposals and have written to the Boundary commission. Further to the questions and concerns in the May edition of Rural Roundup, may I respectfully draw readers attention to some details of the different submissions of the different local parties, of local relevance. The draft submission of the party in the majority on DDC, the Conservatives, was voted on Wed 28th March, and went public in the local press Wed 4th April, five days before the first of two deadlines. This proposal is for Kingsdown to become part of a 3 councillor ward with Walmer to be called Walmer and Kingsdown. Ringwould would become part of a two councillor ward with Ripple, Langdon and Whitfield. Thus any parish council or clerk of RwK who has heretofore communicated with one district councillor would have to liaise with five district councillors. If changes to parish council boundaries were to occur subsequently, this district ward boundary might be a factor in arguing for a split in the historic Ringwould with Kingsdown parish. This proposal reduces the number of district councillors from 45 to 32. 2. The draft submission of the Liberal Democrats, supported and endorsed explicitly by the Green Party is for a single councillor ward to cover Kingsdown, Ringwould, Ripple and Sutton to be named Kingsdown and Sutton, consisting of the four parishes of the original Cornilo church parishes. Langdon and Martin Mill would become part of a larger St Margaret's Ward. This proposal reduces the number of district councillors from 45 to 37 and argues strongly that to reduce it further would be anti-democratic. 3. The draft submission of Labour is for a single councillor ward to cover Ringwould, Kingsdown, Ripple and Great Mongeham, to be named Kingsdown Rural. Walmer Parish Council Bank Holiday Monday Brocante

Thousands of people attended the Brocante organised by Walmer Parish Council on Bank Holiday Monday. With the long-awaited sunshine breaking all temperature records for 40 years, this was an early May Bank Holiday weekend to remember. The clear blue skies, the local sailing club out on the water, and the Brocante thronged with people on the Green next to the Royal Marines Bandstand, was a truly picturesque sight for the many visitors to the area. Newly elected Chair of Walmer Parish Council Cllr Mrs Sue Le Chevalier, discovered that one of her first duties was to help direct traffic onto and off the site. Canterbury Auction Galleries held a valuation session and there were many interesting items brought to the Bandstand to be looked at. From a 500-piece lead farm animal collection to jet jewellery, the items were unusual and interesting.

One of the most fascinating visits however was from someone who was given an unusual and valuable pottery prize when they were a child at the Royal Regatta of Deal, Walmer and Kingsdown over 70 years ago. This pottery prize for a fancy-dress competition, which seems today an odd choice to give a child, has turned out to be an item not only valued for its memories of the occasion, but if sold would almost certainly provide a nice monetary surprise. Every year surprises come out of attics and drawers and Canterbury Auction Galleries are pleased to see them all and offer advice as to the value and how to sell by auction. Walmer Parish Councillors and the Parish Clerk organised and managed a happy Bank Holiday Monday, for visitors and stall holders alike, and historic Walmer, in the warm sunshine, looked its very best. Kites on the Beach – Saturday June 9th Walmer Parish Council in partnership with Kent Kite Flyers is offering everyone the chance to come along and try their hand at kite flying on Walmer Green, or simply watch the giant kites flying whilst enjoying the delights of an ice cream or a wood fired pizza. The event will be held on Saturday 9 th June from 11am until 4pm adjacent to the Sailing Club, subject to favourable weather conditions. Cllr Sue Le Chevalier, Chairman of Walmer Parish Council says “We are delighted to be offering this free family event once again for Walmer and Deal. The first two hundred children will be able to pick up a kite for free and then fly it. Experts from Kent Kite Flyers will also be on hand to give demonstrations with larger and more sophisticated models.” A new addition to the activities this year will be Little Gulls Beach School, a new local organisation which aims to inspire children, and their families, to play, learn and be inspired by our beautiful coastal environment. Kingsdown The Trustees of Kingsdown’s Village Hall in Upper Street are participating in the 2018 National Heritage events over the weekend of 8th and 9th September. We are mounting an exhibition which will trace the history of St John’s Village Hall from its days as the village school, its transformation to a village hall belonging to the residents of Kingsdown, and its evolution up to the present. In the course of our research, we have discovered we are missing the hall’s official records, including minutes of meetings, from 1999 to 2007. If you served on the committee during this time, do you have any paperwork stored somewhere safe? We are also searching for material to help us build this exhibition, including a dressmaker’s dummy!
