Hello, everyone, what a shame, after having a few really hot days I heard on the weather forecast this evening that the lovely spring flowers are going to take a battering from the heavy rain due tomorrow. At the moment it is a delight for me to look out of my kitchen window at the bright colours on the bank-side opposite. May is really my favourite time of the year. I haven’t heard word of Ringwould with Kingsdown Parish Council “Front Gardens in Bloom Competition” which has taken place for some years now, I do hope it will be continued! Don’t forget, whatever happens I will be keeping an eye open for the tallest Sunflower grown again this year. Again I will provide two small prizes, one for an adult and one for a youngster who has cultivated the largest specimen. Well, here goes yet again, Rural Roundup number 83 is off to the printer in the morning. Every month I wonder why I put myself under the pressure of it all. I have been doing it quite some years now, and enjoying it. But I keep asking myself how much longer I will continue? If there is anyone who would like to get involved with a view to taking over from me as editor someday, I will be pleased to hear from you. At my age, I think I deserve more of a quiet life! At the recent AGM of the St. John’s Heritage Association, Mr David Dobby the retiring chairman was presented with gifts by Mr Ian Stephen the incoming chairman as a thanks for the many years of service he had put in. The Heritage Association is a fund raising body dedicated to restoring the fabric of St. John’s Church in Kingsdown. The Trustees of Kingsdown’s Village Hall in Upper Street are participating in the 2018 National Heritage events over the weekend of 8th and 9th September. It is our intention to mount an exhibition which will trace the history of St John’s Hall from its days as the village school through to the late 1950’s when it became the property of the residents of Kingsdown. We are now searching for material to help us build this exhibition. If you have anything, photographs, documents or memories that you think would help us celebrate the history of our hall we would love to see them. Community First Responders Zella Nerssessian and Lucy demonstrated Emergency First Aid to a group of Kingsdown residents in the Village Hall. The emphasis was on the use of the village defibrillator and performing CPR (cardio pulmonary resuscitation), but attendees were also shown how to put someone in the recovery position and how to recognise the signs and symptoms of a heart attack. All participants were grateful for the training session which increased personal skills and self-confidence in dealing with an emergency which could save a life. Thank you, Zella and Lucy, and to those who took part; remember DR ABC! When Gladman Developments Ltd applied for permission to demolish the existing stable blocks on land just off the Dover Road and build 85 dwellings, Kingsdown, Walmer and Ripple Parish Councils all objected strongly as did many KCG members and local residents. Dover District Council agreed and refused the application but the developers took it to appeal. On 4th April 2018, Philip Major, an Inspector appointed by the Secretary of State, overturned the decision of the District Council and has granted permission for the development. So much for local democracy. Gladman Developments pride themselves (and indeed make much of their money out of) helping landowners gain planning permission. Be warned, they have their sights set on a number of other areas of our beautiful countryside. In March we learnt how to garden without using chemicals. It’s all about creating the right conditions for our plants and vegetables and encouraging natural predators to flourish – wildlife ponds and hedges, rather than walls, will encourage frogs and hedgehogs that will gobble up our slugs and attracting more birds to our plots will take care of the slugs. And a tip from the audience - planting winter hardy broad beans before Christmas will ensure that they are tough enough to resist emerging black fly in the Spring. We are hoping to hear about the history of the Kingsdown, Walmer and Deal lifeboats during May but the date has yet to be agreed, so watch out for the posters. Of course this is the month of the Chelsea Flower Show 22 nd26th May and the opening of many gardens locally to give ideas for your own plot; one good idea followed through is worth ten forgotten by the time you return home. One of the most useful pieces of advice is to plant perennials in groups of three or five rather than individual plants. In this way you will end up with fewer colours and shapes which make life easier. Jobs to do: 1. Lightly trim box and other formal hedging. 2. Cut back, divide or generally tidy up spring flowering perennials e.g. Hellebores. 3. Prune spring flowering shrubs when they have finished flowering. 4. Buy new perennials or annuals and continue looking after your seedlings. 5. Now is the time to sow, if you have not done so already, all the delicious summer vegetables. Highlights from Minutes of the Meeting of Walmer Parish Council held on Wednesday 4th April 2018 at 8 The Strand, Walmer at 7.00pm Matters arising from the minutes not covered elsewhere on the agenda The Clerk reported that she had received confirmation from Dover District Council that the white railings on Walmer Green at The Beach are an important historic and iconic feature and will be maintained as soon as budgets allow. The Clerk also gave an update from the HR Partnership recently commissioned to undertake an audit of the council’s key HR documents. A full update with all recommendations will be given to the HR Committee at its meeting on April 26th Toilets and Paddling Pool Members considered a request from DDC for grant funding for the four toilets in the Parish and the paddling pool of £37,219.81, an increase of approximately 20%. Members could not approve such an increase without more detail from the officers involved. They also expressed concern that the £5000 for the paddling pool appears to benefit Your Leisure, a commercial enterprise, and resolved that senior officers from DDC be invited to the June F&GP meeting to account for the sharp increase. Report of the clerk Members considered suitable locations for a Royal British Legion Silent Soldier and resolved that the Council purchase a Silent Soldier at the suggested donation price of £250 for display in the office window at appropriate times throughout the year. Members received an update on the Vintage Air Rally which has been postponed this year and resolved that the Council fully supports the event being held in May 2019 provided the same permissions are obtained as agreed this year. Members resolved that the Document Management and Archiving Policy as approved by the F&GP committee on 28th February be accepted. The Calendar of meetings for April 2018 – April 2019 was approved Members resolved: That the Annual Meeting will take place on Wednesday May 2 nd and the Parish Meeting on Wednesday 16th May. Private motion Members received and considered a proposal from the local film-makers who made the Walmer Aerodrome Memorial film to film various Parish Council supported events and activities. Members welcomed the generous offer from Memory Lane Films and agreed to their request subject to advice from the Council’s insurance company and any necessary checks being carried out. Personnel Changes Cllr Heath announced that he would not be standing for Chairman in the forthcoming year due to growing family commitments. Cllr Grant announced he would be standing down as a councillor immediately after this meeting. (See page 37) Councillor Murray extended his thanks to both men for their many years of service to the local community. All agreed. Ripple Parish Council Clerk:- Mrs Karen Castle Tel:- 01304 364 406 Email: - clerk@rippleparish.co.uk - Website:-www.ripplepc.kentparishes.gov.uk Notes from the Ripple Parish Council Ordinary Meeting 12 th April 2018 The Clerk was pleased to report that the new slim line salt bin in Chapel Lane had been installed. Due to the difficulties highways have in putting a concrete foundation in the soft verge they will not be re-installing the missing 30MPH sign in Mongeham Road. Instead they have painted a white sign (roundel) on the road itself which clearly reinforces to motorists they are entering a 30mph zone. DDC is looking at a Community Housing and Self Build Programme, pamphlets explaining how this works were passed around. Councillors were pleased to donate £850 under Section 137 (community grants) towards the upkeep and maintenance of the church yard. Local Government Boundary Commission Councillors questioned DDC Councillor Peter Jull on why DDC are proposing to put Ripple with Whitfield Rural when historically linked to the similar parishes of Sutton, St Margaret’s, Ringwould and Kingsdown. The Chairman with support from all Councillors has penned two letters outlining objections to this proposal Outline Application for the erection of 85 houses at land opposite 423-459 Dover Rd Councillors were disappointed to hear from Cllr Dougill, who had attended the public enquiry and reported that planning had been granted despite the overwhelming number of objections. Next meeting (AGM) is on 10th May at 7pm in the Village Hall Highlights from the Annual Parish Meeting Thank you to everyone who attended, the APM is a good opportunity for residents to come together to meet with the Parish Council and each other. Chairman Cllr Keith Morrison opened the meeting with his annual report wherein he thanked his fellow councillors and members of the public who have been active in helping with the maintenance of the Defibrillator and the Village planter. He highlighted the achievements of the Parish Council this year including a very successful Firework evening. Although County Councillor Manion couldn’t be in attendance he sent a report that Cllr Ray read out. Cllr Peter Jull attended on behalf of Dover District Council and was available to take questions from the floor. Roger Chatfield – Neighbourhood watch coordinator was pleased to report very few incidents again this year. He welcomed two new deputies, Jill Jenkins and Jane May. Dr Laurence Davey reported on the Village Hall and was pleased that the lettings had increased this year and that a new hot water system had been installed in the kitchen. Dr Davey also explained that Ripple Church is now joined with three other churches and they are collectively known as Cornillo Churches. Notes from the ordinary meeting on Tuesday 3 rd April 2018 held at the Church Hall Studdal Flooding in the Parish A meeting has been arranged between Councillors and the Countryside Partnership to discuss the water overflow at the allotments from neighbouring fields. Planning Policy Review A meeting was arranged for Councillors and local residents to pen out a draft planning policy focusing on local aspects of planning to be used as guidelines when discussing planning applications. AGM and Annual Parish Meetings The AGM is booked to take place on Tuesday 1st May at 7.00pm to be followed by the ordinary monthly meeting. The Annual Parish meeting is booked to take place on Tuesday 29th May at 7.00pm at the Church Hall in Studdal. Local residents are invited to attend. The Council hope to discuss their new planning policy and consult with local residents at the meeting. Refreshments will be served. Defibrillator The Council are still considering going ahead with the purchase of a defibrillator and are exploring avenues of funding. It was agreed to provide the Community Centre committee with a breakdown of costings/funding. Sutton Parish PCC Annual Fete The issues which are affecting the holding of the Annual Parish Fete were clarified by a local resident. New safety guidelines and procedures mean that many more volunteers are required for the event to go ahead. The date has not been set yet but is usually between 18 th to 23rd June. Any volunteers who would like to get involved can contact Sutton PCC for more details. Contact details can be found in Rural Roundup Planning The Parish Council discussed three new planning applications. The planning log is up and running on the website for parishioners to check local applications. Data Protection The Councillors have been considering how the new data protection regulations will affect the Parish Council. A Data Protection Officer service provider was appointed and new privacy policies were adopted. Next meeting is the AGM to be held on Tuesday 1st May in the Church Hall East Studdal at 7.00pm followed by the ordinary monthly meeting at 7.30pm

Sutton-by-Dover Parish Council is holding their Annual Parish Meeting at the Church Hall Studdal on Tuesday 29th of May. Everybody is welcome and refreshments will be provided. Local organisations will give their reports. The Parish Council is taking this opportunity to launch the public consultation of their new draft planning policy. Hedgehog Awareness Week 2018 Hedgehog Awareness Week is organised by the British Hedgehog Preservation Society (BHPS) and takes place every year. This year it runs from 6th – 12th May 2018 and hedgehoggy events are being organised by supporters all around the country! The purpose of this special week is to highlight the problems hedgehogs face and how you can help them. There are many simple things we can all do to help hedgehogs: Make sure there are CD case sized gaps in boundary fences and walls to allow easy passage. Move piles of rubbish to a new site before burning it. Check areas carefully before mowing or strimming. Ensure netting is kept at a safe height. Check compost heaps before digging the fork in. Stop or reduce the amount of pesticides and poisons used. Cover drains or deep holes. Ensure there is an easy route out of ponds & pools. BHPS Chief Executive, Fay Vass, said “We are asking people to pledge to do at least one positive thing for hedgehogs during the week and if possible let us know! Send us pictures of the hedgehog hole or home you create, or from the event you organise, and if you are on social media do use #hedgehogweek!” BHPS is hoping to raise £2,000 during Hedgehog Awareness Week 2018 and if you want to contribute then you can text HHOG18 £5 to 70070 will donate £5 to their appeal. Letters 2018 brings the largest rise in Council tax for 13 years. Homeowners in band H pay three times the Council tax paid by band D. Each year the Parish Council receives an increased percentage which in 2018 totals £44,730.00. The village of Kingsdown lies at the edge of the Kent Downs Area of Natural Beauty (AONB), North Downs Special Landscape Area & South Foreland Landscape Character Area of the Kent downs AONB, the boundary to which is Bay View Road. At the junction of Bay View Road with Victoria Road lies the scruffiest, weediest, most neglected piece of land in Kingsdown, surrounded by rotten fence posts laid on the ground. Footpath ER 23 runs along the boundary Further along the track beside this blot in the AONB lies a clump of neglected, overgrown and unsightly scrub. One plot belongs to the parish council, the other received a grant for its purchase for the benefit of the village of Kingsdown. A parish Cllr is a Trustee “of Kingsdown Land Trust” The Parish Council frequently quotes the requirement for protection, conservation and enhancement of the special characteristics, natural beauty and landscape character being the primary purpose of the AONB, yet palpably fails to uphold those fine principles in the management of land owned by the Parish Council or purchased with the aid of a grant from the parish funds. Neither piece of land is of any benefit to either the village or the AONB so I call for the land to be sold to someone who will cultivate and look after it and uphold the principles of the AONB. Use the proceeds to pay the Goddens to continue their exemplary work of litter picking. The work carried out by Peter & Pat Godden is of much greater benefit to the village than these scrubby plots of land have been for years. Sandra Upton Nemesis Queensdown Road, Kingsdown. With reference to the missing memorial stone at Kingsdown, I think I know where it is. Below the entrance to the Gunnery on Undercliffe Road, there is a lay-by, next to the beach. On the south side of the lay-by, next to some trees is a stone, which is leaning over. Many years ago it stood upright and there was an inscription on it. If it's not the stone in your photo, it is another stone inscribed with a memorial to either WW1, or 2 and it would be great if someone could turn it round & make it secure so that passing walkers could see the memorial. Proposed Dover District Council Proposed Boundary Changes. In December 2017 Dover District Council authorised its Chief Executive to make a submission to the Local Government Boundary Commission for England (LGBCE) reducing the number of DDC councillors to 32. Following approval at a full council meeting on the 28th March 2018, DDC has proposed that Walmer & Kingsdown will form a new ward of 8,804 electors to be represented by three councillors. These proposed new boundaries also include an area bound by St Richards Rd & Ellen's Rd Deal. These and other ward changes, have been submitted to the LGBCE to consider the ward patterns and boundaries to match a council of 32 councillors. In determining the patterns of electoral wards LGBCE balance three criteria. Delivering Electoral Equality for Local Voters. Interests & Identities of Local Communities. Effective & Convenient Local Government. Re point “1� above the LGBCE would aim to have a targeted average electorate of 2,902 per councillor (based on 2023 forecasts). It should be noted that these proposals do not affect the existing Parish or KCC boundaries If adopted, it is expected that the DDC Ward changes would take effect at the Local Council Elections in 2019. Resignation of Clive Grant Members were saddened when long standing and highly respected Councillor Clive Grant, announced his retirement for personal reasons from Walmer Parish Council at the end of the April Council meeting. Although Clive who joined the Council thirteen years ago during the council year 2005/2006, was involved in all aspects of the council’s work, his main interests were planning and conservation and the councils amenity and environment work and the Hawkshill Freedown working group. Among his greatest achievements on the Council were being part of the small team that staged the WW1 Commemorative event in August 2017 on the Freedown which was once Walmer aerodrome and the extensive conservation work to the wooded area within the boundaries of the Freedown. During his terms of duty he chaired the planning committee for a number of years. Here he oversaw hundreds of planning applications. For two years was elected as vice chairman of the Council and for six months in 2017 was acting chair. Clive is looking forward to having the time to pursue his other interests.

This year’s Benefice Thanksgiving and Memorial service will be on Saturday 12th May at 10.30am in St Mary’s church, Walmer The Pastoral Team organise the service as an opportunity for anyone who has lost a loved one in the past year or so to give thanks to God for their lives. The Team also send invites to the families of those who have had funerals of departed loved ones taken by Benefice ministers in the past year or so. During the service those who have died are remembered by name, and family and friends light a candle in memory of them. If you will be attending and would like someone who has died recently remembered at this service please call the office (01304 366 605) so that we can mention their name in prayers. Please also feel free to tell others about this service. The Pastoral Team visit parishioners who are housebound or in care homes taking communion, praying with them, and offering pastoral care.
