Happy New Year to all. I am just about back into the swing of things following my trip to New Zealand for Christmas. I think I had more than my fair share of warm weather in 2017. A visit to my son in Australia in May, onto Bali for the wedding of my grandson in June, and then New Zealand. All this globe trotting and still the Rural Roundup somehow gets done - sometimes a rush at the last minute! On my return I was inundated with phone calls re a Parish Council issue even though I resigned from the Parish Council coming up to two years ago. I refer you to some of the letters I also received for inclusion in Rural Roundup on pages 27 & 31 of this publication. How about growing sunflowers in your front gardens again this year? I do enjoy seeing them whilst driving around the district. There will be a small prize once again for the tallest one. Dear Kingsdown Villagers, My friend Ros and myself with our team of "Rough Riders" (thanks Pete and Beth, because we are all over 50!!) are cycling the night ride in London in May. I am doing it in memory of Anna Roberts who sadly lost her fight to cervical cancer a few years ago, leaving a husband Mal and two beautiful children, Cian and Maia. She was inspirational in her fight to survive and in building memories for her family. Anna lost her fight after a long period of illness and treatment. On a personal note I remember her fun-loving attitude towards life and her quick wit, laughter and humour. I thank her for the support she gave me and all the fun and laughter we had when we worked together in cardiology in a local hospital. I wondered whether you all in Kingsdown would support me and go through the training programme with me without moving a muscle, although I am asking for a few clicks of your finger. Highlights of two ordinary meetings of the Ringwould w Kingsdown Parish Council. Monday 11th December 2017 at Kingsdown Village Hall – 7.00pm Finance and Administration: Members approved the monthly payment schedule and noted the draft 2018/19 Budget. They agreed April 2018 as the start date for the changes to the clerk’s salary. The quotation for the tree work at the Butts Kingsdown was accepted.

Planning: The planning log was noted by all Cllrs. It is available on the website. Highways and Footpaths: The current log was noted and can be viewed on the website. Environment and Amenities: It was agreed that information about the Kent Tree Warden Network and the objectives agreed between the council and the volunteer tree wardens would be circulated to all councillors. Recreation grounds and playparks: The Chair congratulated the FKPP on their continued hard work and the securing of a grant of £2500 from the Bernard Sunley Foundation. Other Business: Reports on communications, the Kingsdown toilets, the Zetland Terrace lease, the KALC AGM were also noted. Monday 15th January 2018 at Kingsdown Village Hall – 7.00pm.

Public Participation A number of residents (14) attended this session to record their views regarding the Parish paid Litter Picking service which is being terminated at the end of March 2018. The Parish Council can confirm they have written to the litter pickers but have yet to receive an acknowledgement from them. The Parish Council also explained future plans for a community litter picking programme. Planning: Four planning applications were responded to by the Council and three decisions were noted this month.

Zetland Terrace: A report on the leasing of the Zetland Terrace was discussed and all recommendations agreed. A Zetland Terrace Public Consultation meeting will be held at 6.00pm prior to the Parish Council Public Meeting on February 12 th 2018 at Kingsdown Village Hall. Other Business: Arrangements for the Annual Parish Meeting were discussed.

Following the destruction of the wall and the Upper Street Parish Council noticeboard, this will be replaced pending an insurance claim. The village shop has agreed to display, with our thanks, a small number of posters until the new board is installed. It was also noted that the Wecome to Kingsdown sign had been removed and the 20mph signs by Kingsdown Recreation Ground had been knocked down. The Clerk has contacted Kent Highways and it is unlikely these will be replaced or fixed this financial year. The next meeting of the Parish Council will take place on Monday 12th February 7.00pm at Kingsdown Village Hall. Happy New Year to all residents within the Parish! Happy 2018!................A popular request in the Green Ideas Competition was a footpath from Kingsdown to Ringwould. Members of your KCG committee walked the existing footpath to see what might be done to improve it. It soon became evident that the first requirement is more effective signposting. We are currently in discussions with Kent County Council about improvements to the path. A bit of positive news that you may have missed in the lead up to Christmas: official records showed that a record high share of 54.4% of UK’s power came from low carbon sources. Although this includes nuclear power the rise was a result of the rapid growth in solar and wind power, according to the Office for National Statistics. During the same period in 2016 the share for low carbon electricity stood at 50%, and in 2015 it was 45%. The growth of green energy squeezed out fossil fuels, pushing the share of electricity generation from coal and gas plants to a record low of 42%. Including windfarms, solar panels, hydro schemes and biomass plants, renewables accounted for 30% of power in the third quarter. We should see signs of approaching spring as a result of light levels increasing and temperatures rising: Cut back ornamental grasses Chit potatoes Prune wisteria Moss will start growing on lawns before the grass so now is the time to attack it. Litter waiting to be disposed of. A collection of litter sitting on a bench outside the home of Pat and Peter Godden Kingsdown’s long-standing litter collectors who are being dismissed by the Ringwould and Kingsdown Parish Council because they can no longer afford to pay them. The decision, which will save just over £1,000 a year for the parish council’s budget, has upset and angered many people in the village who fear tht without regular collections litter could spread everywhere. According to information supplied to protestors at the January parish council meeting the intention is to replace the Godden’s with village volunteers a plan which was received with some scepticism by ratepayers present at the meeting who expressed concerns over the safety of inexperienced villagers walking around the village trying to pick up litter. They also wondered just where the volunteers would come from to replace Mr and Mrs Godden ,who both spent all day every Thursday collecting litter, and who also disposed of it The contact is due to be terminated at the end of March and residents were advised that if they wished to know what the money saved would be spent on they should refer to the budget page on the Parish Council’s website. Mr and Mrs Godden although naturally disappointed at the Council’s decision, have no wish to comment on the matter. Name and address supplied

They had clubbed together to purchase as a retirement gift a beautiful water colour painting that Daphne had commissioned of her bungalow. Daphne had been a councillor for over 20 years and Chair for 10 years.

The public can now report crimes and incidents as well as non-injury road traffic collisions ONLINE directly to Kent Police through their website (www.kent.police.uk).Once a report is made to them online, the user will receive a unique reference number and a return email confirming receipt. DDC Meeting - Traffic Management for Firework Event Councillors Dougill and Danican reported that the meeting they attended along with Councillor Morrison was very positive and helpful. Darren Wadhams, DDC roadwork co-ordinator, is very supportive of the event and put forward several useful suggestions for safe traffic management of the planned 2018 firework event. He, along with Councillors, will be undertaking a site meeting early in the New Year to further discuss strategies for traffic management. Notes from the ordinary meeting of Sutton-by-Dover Parish Council on Tuesday th December 2017 and Tuesday 5th January 2018 held at the Church Hall Studdal A Defibrillator for the Parish The Council discussed costs. Funding may be available from the British Heart Foundation and Kent County Council. Further enquiries are to be made before any decision is agreed to go ahead with the purchase. Budget/Precept The Council discussed the budget for the next year and agreed on the amount of precept to apply for from Dover District Council. Planning The Parish Council dealt with five applications over the two months and received notification of various decisions from DDC on planning applications in the parish. The planning log is up and running on the website for parishioners to check local applications. Traffic Survey The results of the recent traffic survey commissioned by the Parish Council have been recorded in an easily readable graph format and are to go up on the website for residents to view. Green in front of the Three Horseshoes. The Parish Council have applied to Kent County Council to register this piece of land as a village green. Litter Pick The Council would like to organise another litter pick event for the spring. Enquiries to DDC are to be made before the event is confirmed as going ahead. Highlights from the December and January meetings of Walmer Parish Council Members learned that as part of a DDC traffic improvement project money has been made available to fund traffic counting devices which will be installed, adjacent to the Thompson Bell pub on Dover Road and along Station Road. There is to be a visual count using cameras at the junction of Station Road and Dover Road. Electronic counting devices have also been installed at the bottom of Drum Hill at the junction of Granville Road and Salisbury Road and on The Strand adjacent to Admiralty Barracks. The data collected by these devices should provide a valuable insight into traffic movements around Walmer. Amenity and environment - Members resolved that the quote from Quality Fencing for the boundary at the allotments be approved at a cost of £823 That the quote from James Heathorn to cut the hedge at York and Albany Close be accepted at a cost of £550 Finance and general purposes committee - Budget 2018/2019. Members resolved that there will be NO increase in Council tax for the next financial year. They decided that the anticipated total resource requirement of £136,049 be achieved by a precept demand of £121,692. The shortfall will be taken from reserves and this year’s under spend. This will result in a band D Council Tax charge of £37.13. Clerk’s Report - The Clerk informed members that the improvements to the Granville Road toilets are due to commence this month. However, a new door fitted to the ladies’ toilets just before Christmas has been broken down and the toilets are therefore out of use for a few days. Cllr Murray wished to commend Cllr Thompson for his campaigning efforts to persuade Dover District Council to repair the lavatories which have suffered from vandalism and neglect, which have resulted in positive action being taken and to help keep the paddling pool open for residents and visitors alike. Walmer Parish Council contributes thousands of pounds each year to the upkeep of all public toilets in the parish New Data Protection Regulations - Members received a report from the clerk on forthcoming changes to Data Protection Laws. It was acknowledged that this is a very complex area and legislation is still not finalised. Hence responsibilities for Local Councils are not yet clear. However, the Clerk was keen for other members of the council to undergo the training to assist her on forming new policies to comply with the new laws. Resolved: That the Clerk attend at a cost of £60 Resolved: Councillors Grant, Mrs Johnson and Miss Herring will attend the next KALC information session on 24th January at a total cost of £90. Winning Lights Transform the Parish into a ‘Winter Wonderland’

Christmas lights adorning homes throughout the Parish once again transformed parts of Walmer into a ‘winter wonderland’ with big, bold and beautiful decorations around every corner. Walmer Parish Council’s Assistant Clerk, Sarah Plews, stated “We are delighted to announce that first prize has been won by Stephen and Lesley Smith in Blake Close. They successfully transformed their home into a ‘winter wonderland’ with their ‘extensive, colourful and attractive’ illuminated features. The Children’s choice category was judged by Poppy Flanagan, winner of the 2017 Walmer in Bloom poster competition and goes, once again, to The Schofield Family in Hawksdown. Poppy was overwhelmed by the whole display and particularly adored the baby reindeers! Business Category Winner was The Walmer Laundrette’s display that caught the eye of everyone driving past or walking on Walmer Green with its highlights of animated magical characters! Runners up in the Competition included the extravagant display of a multitude of lights including projectors dazzling the entire house of The Dixon Family of Dover Road, who were collecting money for a Charity called ‘Holding On, Letting Go’, which supports bereaved children, who have experienced the death of an important person in their lives. The Award for Community Effort goes to Kennedy Drive, where nearly the whole cul-de-sac is lit up, Cllr Brian Pitcher noted, that the endless variety of colour, and physical features, in the displays were exceptional. Kennedy Drive spokesman, Simon Chapman, said, “It’s all done in good fun! Our display has grown from just one resident displaying lights, to nearly all of us!! We all secretly enjoy the challenge and feel like big kids when it’s all completed!” Councillors also awarded a ‘special mention’ community effort award for Ardent Avenue and Blake Close for their very pretty, sophisticated displays Sarah Plews

Letters……… From a Community Volunteer litter picker’s perspective I walk four times a week on a specific route carrying two plastic bags for my litter picking. I travel along Undercliffe Road onto Otty Bottom, up the hill across to the St Margaret’s Bay War Memorial, back along the cliff edge towards Kingsdown and back down to Oldstairs Bay. This route is used by Kingsdown villagers, local and international hikers, cyclists and casual recreation users.

The amount I pick per circuit is two bags from Easter on and one and half bags during the winter. So we are looking at between six and eight full litter carrier bags a week. The contents are crisps, beer cans, fizzy drinks, cyclists’ energy drinks, plastic instant food containers, chocolate bar wrappers, failed lottery tickets, parts of cars and bikes, abandoned barbecue debris, used condoms, tiny drug ziplock bags and dogs poo in a bag usually thrown under a hedge or just dropped on the roadside. Oh yes and sometimes bras, knickers and underpants. I do this very willingly. I never complain about this task because the walk is so fabulous and beautiful, though I do complain about the very stupid and uneducated people that drop litter. I am a strong believer in Michael Bloomberg’s observation that where there is a broken window you must fix it immediately because to leave it broken attracts more undesirable behaviour into the area. A recent journey down the A2 to the centre of Canterbury is a case in point. The Kent County Council Highways will only pick up litter once a year and now we have a very serious problem because people see the litter and chuck more litter. The Highways are effectively training the local population and the lorry drivers to add to the pile. In the long run this will cost more money and increase the negative environmental effect on the countryside. It is a financial saving in the short term only. You, the Parish Council, have fallen into the same short-term thinking and would like the community to do more as you have now terminated the Goddens’ contract to pick up litter in the Parish once a month. I would like to tell you how the volunteers work. Firstly those who do pick up litter on a voluntary basis are already doing this and though the tide of litter is rising the amount of people who pick up is not. We are often overwhelmed by the litter as our visitor numbers increase and the conversion of garages into fast food outlets and the British people’s enthusiasm for never being without a snack just in case they pass out through a lack of calories on a five minute journey to work. To sum up, the rate payers that don’t pick up are supporting those that do through the very valuable work that the Goddens do. When that support by the Parish Council on behalf of the ratepayers is withdrawn - I too shall hang up my litter bags. Let me make this prediction, that within a few weeks there will be lots of litter everywhere overwhelming whoever is holding out to the last. Some roads will never have litter picked up, such as the RIngwould Road. Only Mr Godden risks his life picking up litter on this dangerous road and I would like to know who else is the Parish proposing to take his place? I would say to the Parish Council that they must be very ignorant of what is happening in British Society and their understanding of how the community works. Now is the time to increase the litter picking contract, not terminate it. Our Parish will look absolutely disgusting very, very quickly. If I can’t appeal to the common sense of the Parish Council from an environmental perspective then let me draw their attention to how it will affect the desirability and the value of their homes. No one will want to invest in a litter strewn, fly blown village. Shame on the Parish Council. Suzie Mulvaney 27

Coming soon to an airfield near you! First World War aircraft will once again be flying from Walmer airfield in May this year provided that all Civil Aviation Authority and other safety rules are met and following an agreement with Walmer Parish Council which owns the former airfield. Between 20 and 30 different kinds of vintage aircraft (including the world's only airworthy De Havilland DH9 which was the last aircraft to leave Walmer in 1919) will land at the airfield as one of the stops on an international adventure which will begin in Dunkerque and end at the

Chilston Park Hotel in Kent. Following the aircraft will be a fleet of vintage cars which will be making the same journey by land and sea The plan is that the aircraft will land at Walmer just before lunchtime on May 11 th and the pilots will be invited to a celebration lunch at Walmer Castle before taking off again later the same day and heading to Chilston Park Hotel on the final leg of their journey. The event is possible because this is not an air display, simply a group of enthusiasts landing their planes, parking them on the Hawkshill Freedown for two or three hours and then taking off again. Members of the public will be allowed on the Freedown to look at the planes but there will be some restrictions on their movements in order to ensure their safety and that of the aircraft.

Asbestos panels removed from Campbell Road Allotments Work has now been completed on removing several panels containing asbestos which were discovered on the site of Walmer Parish Council’s allotment site in Campbell Road, Walmer. Cement sheets containing low levels of asbestos had been discovered by a specialist contractor employed by the Parish Council last year to inspect all corrugated sheets on the site. The sheets were commonly used in the past to support banks, roof sheds and to make the sides of compost heaps. Although not a serious risk to people if left undisturbed the Parish Council felt that any risk, however small, was too great to both allotment holders and adjacent properties. Funds were provided by the Parish Council and, after a meeting with allotment holders and nearby residents in January to explain what was happening our contractor removed all identified sheets making the site a safer and a more pleasant place to work. Expansion of Deal Parochial CEP School Postponed Members of Walmer Parish Council received a report from Cllr Derek Murphy, KCC member for Deal and Walmer division. The main point of interest was that of the postponement of the expansion of Deal Parochial CEP School in Gladstone Rd., Walmer. It has been ascertained that an expansion would have a detrimental effect on the other primary schools in the area which would experience a drop in numbers as a result. The decision will be reviewed in 2020.

As one who does walk along Undercliffe Road from my home to the Village, albeit, more often in the warmer weather, I have often taken my trusty ‘litter pick-up stick’ and a cunningly opened sack and picked up litter along the road. It comes from various sources – lazy, uncivil characters who have parked adjacent to the beach and can’t be bothered to take their rubbish home or to a bin and ‘passers-through’, tossing empty beer cans and coffee cups onto the roadside as the cars/vans head northwards along the road. After strong on-shore winds, old rubbish, much of it plastic or tangled fishing line, is very evident on the beach and in the area of the large rock markers which line the edge of the beach. However, the idiots I dislike more than most are the irresponsible dog owners who do pick up their animal’s mess in a bag and then drop it by the road or toss it onto a bush, rather than put the offending article in a bin ! They are only ‘outdone’ by dog owners who allow their animals to defecate where people walk and do nothing about it! I have noticed in recent months that there is less ‘gash’ along Undercliffe Road. I can only conclude that this is due to the efforts of Suzanne Mulvaney and I thank her very much. I agree entirely with the dictum that ‘gash attracts more gash’, particularly with regard to the main highways in our area . Disgusting and a very poor ‘welcome’ to foreign motorists to our shores. (The fact that much of that gash which is thrown from vehicles onto the roadside on our main routes from Dover Port means that it is heaved from the left side of the vehicle, and that must mean that left-hand drive lorries are a likely source of much of it!) My Wife and I are disturbed by the crass proposal to cease to pay for Mr & Mrs Godden to do their excellent work on behalf of all the village, Suzanne Mulvaney’s letter says it all! Dog owners please note. Some Kingsdown residents are very fed up with the amount of dog mess in public places and on footpaths in and around the parish. We have decided to spray dog poo with a coloured, biodegradable spray to highlight the problem, so that.... 1. People can avoid stepping in it. 2. Owners who don’t clear up are shamed by their obvious neglect. Please be aware that dog faeces is a public health hazard as it may be infected with the roundworm Toxocara canis and usually affects young children. Name and address supplied Angry local residents including representatives from the Kingsdown Conservation Group and the WI turned up at the Ringwould with Kingsdown parish meeting in January to lodge their protests at the sacking of the village litter pickers, Pat and Peter Godden, after over ten years of service. The Goddens regularly tour the village come rain or come shine and the road between Kingsdown and Ringwould picking up all sorts of rubbish thrown away by careless visitors and residents and as a result of their work the ever-increasing tide of litter is held at bay. Residents were told at the meeting that the decision had been made on economic grounds because the council did not want to raise the council tax precept for residents. When asked to explain what other financial needs had caused this decision to be made residents were advised to go to the Council’s web site and look at the budget. Proposed expenditure in this year’s budget includes funds for the maintenance of the public lavatory in Undercliffe Rd., an increase in the working hours of the council’s clerk and the cost of maintaining footpaths in and around the parish. Councillors told residents that it was intended that volunteers would replace Mr and Mrs Godden and litter picks would be organised on a regular basis similar to the bi-annual beach clean. Save the Children has provided life-saving aid and made sure that children get vital medical care as well as distributing food, water, blankets and tents. It has helped children get back into education and rebuilt schools and hospitals. Save the Children has no political allegiance. It is working here in the UK to help families living in poverty as it believes that every child has the right to reach their full potential. It gives grants to families to help buy essential household items. Working with Place2Be, a charity who are specialists in children's counselling, it has provided support for children whose lives have been devastated by the attack at the Manchester arena and this will be extended into schools in the Grenfell Tower catchment area. The next quiz will be on 22nd February 2018 7 for 7.30pm, at the Deal Vics Cricket Club, CT14 7RQ £2 per head, all teams welcome. To support the work of Save the Children please visit www.savethechildren.org.uk Kingsdown PCC 100 Club 2017 was a good year for the 100 Club for by the end of April all 100 numbers were sold , which enabled the first prize to be raised to £25, second to £15 and the third to £10. I am pleased to record that at today’s date all the numbers are still fully taken. The 100 Club now raises a minimum of £600 pa for the church and I thank all who are regular subscribers. Since our inception in November 2010 we have raised by the end of 2017 a total of £6,938 of which 50% is allocated to St John’s church.
