Hello everyone, I still haven't heard from anyone who has grown a tall Sunflower so I am going to donate the prize to Kingsdown Village Hall Committee to raffle towards funds. I noticed one growing just inside the gate when I visited the Hall for WI last month. Not the tallest I have seen but a very large head! Just a reminder that the next Rural Roundup will be a double issue covering December and January, so think ahead and send in all your news and events to include both months. Quite a number of people are under the misapprehension that Rural Roundup is a Church Magazine. It is actually what is says on the cover, a Community Magazine that includes information and news from the local churches because they play a part in community life. Grand Christmas Fayre Sunday 3rd December Kingsdown Village Hall 2.00pm - 5.00pm Entry free; donations will be welcomed. There will be a number of stalls offering goods for sale plus two raffles, a general one and a turkey raffle. Father Christmas will be in his grotto and the Singing for Pleasure choir will be performing. Applications for the hire of stalls are invited, particularly from anyone selling jewellery or candles. Clerk:- Katie Amaouche, Inglewood, Dover Road, Ringwould CT14 8BP Tel:- 01304 729 081 Email:- parishclerkrwk@gmail.com www.ringwouldwithkingsdownpc.kentparishes.gov.uk/links/ Highlights of an ordinary meeting of the Parish Council held on Monday 9 th October 2017 at Kingsdown Village Hall – 7.00pm The meeting began with the Chair welcoming two newly co-opted members to the Parish Council, Graeme Endacott and Elizabeth Zdziebko, their contact details will be on the Parish website for members of the public to see. Finance and Administration: Members approved the monthly payment schedule and it was agreed to purchase two poppy wreaths for Remembrance Sunday one for each village church which will be laid by members of the Parish Council. Highways and Footpaths: The Parish Council is pleased to report that most footpaths in the Parish have now been cleared for the winter. The Parish Council met with KCC officers regarding length and weight of vehicles using The Rise and this situation is being monitored. Planning: The planning log was noted by all Cllrs and it was noted that five applications had been received and dealt with by the committee this month and two decisions were made by DDC. The planning log is available on the website. Environment and Amenities: The Chair expressed thanks to residents and members of the Council who attended the autumn beach clean, it was a successful event. The Council is aware of fly tipping in Ringwould Recreation Ground and DDC have been informed. Our voluntary Tree Warden was thanked for her helpful report.

Kingsdown play park: After the disappointing news of the vandalism to the new equipment, the Parish Council is pleased to announce that this has been repaired and looks as good as new! The Council is aware of the increase in dog fouling around the area and have been in contact with DDC Environmental Crime and are monitoring the situation. Please clean up after your dog to keep the environment cleaner for the youth of the Parish. Other Business: Members of the public addressed the Council in person and via email and the main concerns are speeding in Ringwould and Kingsdown and residents walking and cycling on Ringwould Road. The Parish Council urges all residents and visitors to our parish to stay safe on our roads and keep to speed limits. The Parish Council welcomed the new PCSO Jacqui Brook to the Parish! Kingsdown residents seem keen to protect our native hedgehogs and so KCG is considering a programme of releasing hedgehogs into the area. We are also contemplating the creation of a community garden for those who do not have enough space to grow food. On Saturday 18th November we have our Sparkling Saturday Autumn Social in the Village Hall. It promises to be a great night with members and their guests and people new to the village in 2017, enjoying a drink, food and a chat. There will be non-embarrassing games (including pass the parcel), a quiz and live music and prizes for those most sparklingly dressed! Have courage and be of good cheer; switch on the sunray lamp, study the holiday brochures and book your place in the sun. You could also start to plan for next year by looking at the seed and plant catalogues – the gardening cycle never stops, it just changes. Could we really enjoy the spring without a winter? However, there is still work to be done in the garden: • Clear up fallen leaves, especially from the lawn. • Plant tulip bulbs for a spring display next year. • Prune roses to prevent wind rock. • Feed the birds. • Clean the greenhouse inside and out. • Plant out winter bedding. On 28th September the unprecedented third public consultation by the Marine Management Organisation concerning Dover Harbour Board's license application to dredge the Goodwin Sands finally concluded. The local Town Councils, Goodwin Sands SOS, Sir Roger Gale, MP for Thanet, the Joint Nautical Archaeology Policy Committee, Kent Wildlife Trust, Zoological Society of London, Marinette, British Marine Divers Life Rescue and members of the public have all sent in strong objections to the MMO. However, the MMO’s statutory consultees – Historic England, Natural England and the Environment Agency continue to be less than robust in their responses, apparently preferring not to rock the boat of the ‘blue growth’ agenda. We are still challenging these QUANGOs, which proclaim to protect and champion our historic and natural environment, as we feel their priority is to be seen NOT to hinder development. Dover Harbour Board recently started acquiring aggregate from a newly licensed site in the Outer Thames Estuary, some 41 nautical miles from Dover. However, they claim it is unviable to extract the whole 2.5 million m3 from there; we put this down to their not having had a contingency plan in place. Despite the significant amount of local opposition to the dredging, we cannot afford to be complacent and are already preparing for the possibility of going to Judicial Review. Not only are funds pledged to get the ball rolling but we have also been offered the services of the country's top environmental lawyer, who has won several cases against the MMO. Joanna 11

Although Cllr Manion had on our behalf sent email to KCC re: making the Mongeham Road junction safer, the response was disappointing; Chairman asked Clerk to make contact again to ask what can be done to make this junction safer. Cllr Manion reported that in the 2018/19 budget, half a billion was saved from the corporate budget; most of the money will go to Adult & Children’s Services.

Cllr Dougill will address the issues of parking in Chapel Lane at an East Kent Housing meeting he is attending. A member of the public reported how pleased she was that KCC fixed the street light by her property very quickly after reporting it and well within the promised 28 days. More residents from Mongeham Road came along especially to say how delighted they were with the cutting back of the trees and thanked the Parish Council for their support on this matter. NHW have reported on bogus trading standards officers operating in the area – see website for further information. The Chairman read out a letter from Cllr Paul Watkins who upon his decision to retire as leader of DDC and as Ward Councillor for Ripple thanked our small but dedicated Council for providing excellent representation for its community. Next meeting is on Thursday 9th November at 7pm in the village hall.

Notes from the ordinary meeting on Tuesday 3 rd October 2017 held at the Church Hall, Studdal Planning - The Parish Council dealt with two new applications, DDC planning enforcement and also received notification of various decisions from DDC on planning applications in the parish. The planning log is up and running on the website for parishioners to check local applications. A Defibrillator for the Parish - The Councillors briefly discussed this again. Cllr Calthorpe has made a list of costings and collated some general information for the Councillors to digest and discuss at the November meeting. Completion of Audit - The Annual Return has been received back from the external auditor with one small 'except' matter for the council to note. The notice of completion of audit and Section three, the external auditor report has been displayed on the website and noticeboards.

Traffic issues - The Council decided to purchase two new HGV signs from KCC and to liaise with Highways for the signs to be installed in a location which will hopefully reduce the number of HGVs that try and use this route through the parish. Speeding issues - The speeding signs are nearly finished, ready for erecting in the gardens of local residents. Residents interested in displaying a sign were advised to give their names and addresses to the clerk for the signs to be given out to them. Minutes of the Walmer Parish Council Meeting held on Wednesday 4 th October 2017 at 8 The Strand, Walmer at 7.00 pm Chairman’s report Cllr Grant invited Cllrs Evans and Thompson to report on the KALC meeting they had attended at which Dover Harbour Board and Goodwin Sands SOS had been invited to put forward both sides of the argument concerning the dredging of the Goodwin Sands. They reported that the meeting had been lively and informative. Most councillors reported that they had responded to the consultation individually. Questions and/or observations from the electorate of Walmer Cllr Mrs Beard-Gould informed Cllr Murphy in his capacity as DDC Member for Walmer that the lights are now so low in Marke Wood recreation ground that it is a security concern. Cllr Murphy will look into it. Cllr Thompson informed Cllr Murphy in his capacity as DDC Member for Walmer that the toilets at Granville Road were still in a poor state of repair despite numerous complaints to DDC. The Clerk reported that she had been told the redecoration would take place at some point in this financial year and will chase this with the relevant officers. Police and crime reports The Clerk reported that PCSO Tom Daley had visited the office to introduce himself and is available for a joint police and council surgery.

Planning committee The Clerk reported that she had received a letter that evening informing the Council that the residents of Ardent Avenue did not accept DDC’s responses to their concerns. The letter will be passed to the Planning Committee. Events working group Members agreed to support Councillor Thompson’s proposed Sports Project and that a budget of £2000 be made available upon approval of a detailed budget plan

Amenity and environment committee Cllr Pitcher wished to thank KCC for the speed and efficiency with which they had acted to rectify the problems with the subsiding pavement at Campbell Road. Report of the clerk Resolved: That in light of the numerous complaints and confusion over the proposed ban on camper vans parking overnight at The Beach and Kingsdown Road, a meeting with the Parking Operations Officer at DDC be requested. Equalities act 2010 Members received training on the aspect of the Equalities Act 2010 which declares it unlawful to discriminate against a woman because she is breastfeeding her child. As such the Clerk advised that the Council should consider adopting a policy which will ensure all nursing mothers feel welcome, all staff and councillors are aware of their responsibilities and all other members of the public are aware that they do not have the right to ask a woman to stop breastfeeding her child. Resolved: That the council adopt the breast-feeding welcome policy and display the symbol in the office window. Date of next Meeting: - Wednesday 1st November 2017, 7pm at the Parish Office. Apple Day 23rd September 2017 The sun shone and the fruit was plentiful as members of the Sutton-by-Dover Parish joined together to celebrate Apple Day in the Community Orchard.

Thanks go to everyone who helped on the day be it providing equipment, expertise or manpower to pick and press apples so everyone could enjoy delicious fresh apple juice.

Every Saturday morning local people are invited to the Walmer Chapel in Station Road to enjoy free tea, coffee and snacks provided by members of the church.

New Initiative

Walmer Parish Councillor David Thompson is developing on behalf of the Parish Council a new initiative with the aim of transforming sporting life in the area. First step is a ‘come and try for yourself’ sports day which will be held at the Rugby Club ground in Canada Road which is owned by the Parish Council in May 2018 to which every local sport will be invited to contribute. The man behind the scheme, Parish Councillor David Thompson, explained: “We have three main ambitions for this project”: • To let local people know just what a wonderful variety of sport there is available in and around Walmer. • To encourage people to join a sport of their choice which will provide them with an interest and help them to keep fit and healthy. • To help our local sports clubs to flourish by introducing them to potential members who might otherwise never get to see what they have to offer. On the open day residents will be able to try out for themselves around twenty different sports ranging from sailing to bowls and trampolining to tennis. Among the sports clubs being invited to the event, for people of all ages and genders - are: Bowls, Cricket, Cycling, Fencing, Football, Golf, Gymnastics, Hockey, Judo, Netball, Rowing, Rugby, Sailing, Shooting, Table Tennis, Trampoline, Triathlon and Tug-of-War From time to time Walmer Parish Council offers regular walks for adults wishing to learn about the Flora of this unique stretch of rare grassland with expert Eddie Turner to see and learn about the wide variety of typical chalk grassland species including Salad burnet, Kidneyvetch, Small Scabious and Squinancywort. News from Walmer Bells Now that the work on restoring the bells at St Mary’s in Walmer, the campanologists there are looking for new members - experienced or beginners – to join the bell ringing fraternity. An appeal for donations was launched in 2015 to replace the bell wheels to the treble and Seventh bell within the bell tower at St Mary’s which, together with a very generous grant from the Kent County Association of Change Ringers, meant that not only were we able to pay for and progress the work but there was a little left over for maintenance and repair of the bells in the future. The recent, unconnected, repair to the tower roof also allowed us to make use of the workmen and their equipment to raise the new large bell wheels into the top of the tower. The opportunity was also taken to clean the bells and belfry of dirt and debris and a protective coat of paint has been applied to the steel work to help preserve the bells for generations to come. It is with grateful thanks to Brian Butcher, the Bell Restoration Officer of the KCACR and Christopher J.Cooper of Ashford who have given up a lot of their time, that the main work has now been completed. The bell ringers are now short of numbers and rely on helpful ringers from other towers in the locality but they are keen to once again have a full band at St Mary’s. It may be that you learnt to ring at St Mary’s many years ago and lost touch; it may be that you learnt to ring elsewhere and have moved into the area you may never have rung before and always wanted to give it a try. You will be welcome no matter what your ability and age is no barrier as long as you can climb a set of spiral stairs up to the ringing room. We aim to run a practice once a week and once proficient enough we encourage band members to ring on occasional Sundays and of course at weddings throughout the year. If you think that this is the sort of thing that you would like to try or maybe you would just like to come up into the tower to have a look behind the scenes then please give the Parish Office a ring on 01304 366 605 who will be happy to pass your details on. Save the Children has a long-standing partnership with Place2Be, a charity who are specialists in children's counselling in schools, to provide support for children whose lives have been devastated by the attack at the Manchester Arena. The Save the Children Journey of Hope programme will also be extended to those affected by the Grenfell Tower disaster. Sarah Smith from Save the Children said ‘we know that these tragedies will stay with many children for the rest of their lives. Journey of Hope is designed to help school pupils work through their feelings and know that they are not alone. Ultimately, we want to give vulnerable children the ability to cope with adversity, which can have a huge impact on their futures, no child should ever have to experience this’. Registered Charity no 1166874 Well over a 100 Sensory Bands, otherwise known as ‘Twiddle Muffs’, were delivered by Anne Grant and Doreen Clark to Deal Carers' Support who kindly agreed to pass them on to the appropriate recipients caring for people with dementia throughout Canterbury, Dover and Thanet. People with dementia often have restless hands and like to have something to keep their hands occupied so these muffs are made with items attached so that patients with dementia can twiddle and they also provide a wonderful source of visual, tactile and sensory stimulation at the same time keeping hands snug and warm. The knitted, crocheted and patchwork Twiddle Muffs were made by members from WIs in East Kent Federation for a competition to celebrate 'Adult Learners' Week' in June this year.

Mary Sullivan, a member of Kingsdown and Ringwould WI, organised a ramble on Sunday 15 th October in aid of the BBC’s Children In Need appeal. The walk was from Kingsdown Church to the new RAF Memorial on Hawkshill Freedown and then on to Walmer Castle for a welcome cup of tea before returning along the seafront to Kingsdown. Thanks to the generosity of those who attended and many villagers and friends a sum in excess of £270 was raised. There will be refreshments available and also Christmas music from the Downs School choir and St Mary’s Church choir. A ‘Pilgrimage at Home’ You are invited to a special event to mark the Canterbury Diocesan Day of Prayer on Saturday 18th November; a journey of prayer and contemplation. The ‘Pilgrimage’ will start in Elizabeth House, St Mary’s Rd, at 8.30am with coffee and croissants. Then walking to St Saviour’s arriving approx. 9.30. After roughly an hour of quiet reflection there’ll be tea & biscuits before walking to the church of Blessed Mary of Walmer, arriving about 11.00 for a further hour quiet reflection.
