Doreen has kindly allowed me to take over her editorial duties for this issue of Rural Roundup. This provides me with a welcome opportunity to let you know a little about the way in which we are able to continue to finance the production of your community magazine. The bulk of our income is from local advertisers on whom we rely for their valuable support. As you will all be aware, we have recently improved the quality of the paper as well as expanding our circulation by over a third which means that we need to cover the consequent increased costs and the new charges for advertising in Rural Roundup are set out below. We also receive annual grants from local Parish Councils to whom, again, we are thankful but, even so, as a non-profit making organisation our margins are slim and so we still welcome support from the community generally by way of private donation. It would be wrong of me to refer to any individual names in this regard but if I haven’t written to you personally in order to thank you, please don’t think that we aren’t grateful. I should, however, record our particular thanks for the regular contributions that we receive from Kingsdown Rocks every year. Ringwould with Kingsdown Front Gardens in Bloom 2017 On 22nd June there were difficult decisions for our guest judges, district Cllr Sue Le Chevalier and Ray Sedgewick of the Kent Federation of Horticulturalist Societies. They had a ‘short’ list of 29 beautiful front gardens in Ringwould and Kingsdown of very differing styles to judge on a busy morning that finished with a short thunderstorm! Six parish councillors had previously walked all the residential roads of the parish in early June to come up with the ‘short’ list of 29 and all of the councillors wish to thank and congratulate all of the gardeners of our community on so very, very many vibrant, attractive gardens that bring pleasure to other residents and to visitors from far and wide. The two guest judges both agreed independently on which six gardens were the winners. The prizes were awarded at a very pleasant evening on 10 th July. The Parish Council also wishes to thank Ringwould Alpines for kindly supporting this event and providing discounted prize vouchers. Prize for the Ringwould Best Front Garden was awarded to Mrs Sims, Back Street. Prize for the Kingsdown Best Front Garden was awarded to Mrs Baker, Cliffe Rd. The four runners up were: P.A. Highlights of the two Parish Council meetings held on 10th July & 14th August July: Finance & Administration: It was noted the internal audit procedures had been completed and praise was received for concise and accurate accounts. Planning The PC objection for a development of 85 dwellings on the Dover Rd was approved. PC noted the planning application for the bottling plant in Ringwould has been refused. Environment and Amenities WP: PC noted Front Gardens in Bloom had come in under budget and that once again the high number of colourful gardens in both Ringwould and Kingsdown had meant final judging on 22 nd June was difficult. PC extended thanks to all gardeners in the parish and to guest judges. PC sent congratulations to the two prize winners and four runners-up. Thanks were extended to Cllr Williams who has organised this event. PC agreed to put up a ‘No Overnight Camping’ sign at Kingsdown Recreation Ground parking area. Noted that overflowing public litter bins continued to be an issue and reporting to DDC. Kingsdown Play Park Cllrs noted the report from Cllr Fowler and Cllr Zammit; work is in progress with FKPP on producing a plan for Phase II of the installation. FKPP continue to work hard to raise funds for Phase II. Zetland Arms Terrace – The negotiations for the lease of the Zetland Terrace are ongoing. Members of public: raised issue of street lighting in Balmoral Road; the street lighting programme is in discussion with DDC. August: Finance & Administration: PC approved a grant application of £500 for Kingsdown Village Hall. Planning PC noted that the planning application for 85 dwellings on Dover Road had been refused by DDC. PC thanked Cllr Ron Broadley, chair of PC planning committee for all his hard work on this application. E & A WP: PC approved the date of the Autumn Beach clean Sunday 24 th Sept 10:30am. Volunteers of all ages very welcome. PC noted Countryside Stewardship Agent Authorisation Form was to be forwarded to the Chair for signing, thus allowing Kent Wildlife Trust to apply for grant from Rural Payments Agency to cover the costs of the woodland magement plan. Kingsdown Play Park PC approved payment of 75% payment of installation invoice to Eibe. Negotiations are ongoing with Eibe on the lack of service provision during Phase I installation. Communications: PC agreed to invite Dover Harbour Board to a public meeting on 11th September at Kingsdown Village Hall starting at 18.00. The presentation is a follow up to the public meeting held in June 2016 and will present the findings on the third round of consultation for the Marine Licence. Goodwin Sands SOS will be invited to present at a public meeting at a later date. Update from Community Warden – speed monitoring is being looked into for Kingsdown Road and the DDC warden has been made aware of parking on yellow lines in Kingsdown Road/Cliffe Road. Thank you to everyone who entered our first Green Ideas Competition. There were loads of great suggestions. Watch out for our new Sustainability Strategy coming soon. The competition winners were: Adults. 1st Lisa Holden – A detailed idea for sharing gardens in order to create community that is self-sufficient in vegetables, fruit and herbs. 2nd Alan and Sarah Spong – An all-weather, safe, kerbed pavement between Kingsdown and Ringwould. 3rd Brenda Gray – An insecticide-free village and a wild-life-spotting social media page for the village. Under 12s. 1st Charlotte Moore – A Community food allotment. 2nd Alfie Killacky – Public Recycling bins near parks and shops. 3rd Heather Crockett – Wildlife protection paths for hedgehogs and others Prizes were awarded before our AGM by the competition organiser Mike Tomkin. Thanks to the National Trust and the Marine Conservation Society for donating prizes. The AGM was well attended with a lively discussion. May, June and July it was shorts on, sitting on the beach and swimming with the sea getting warmer and the nights sometimes balmy. Was this global warming? If so bring it on, but as soon as the schools started their summer holidays the weather changed, the clouds rolled in and the temperature dropped by 10 degrees. However, all that changed on Sunday 13th August, the day of the Kingsdown Garden Society Show when after a slow start the summer returned. Long may it continue. The show yet again was very successful. Congratulations to all who entered. According to the judges the classes were of a high standard. A big thank you to all who made the show a success, from those who were involved in setting up, assisting the judges, making the yummy cakes, tea and coffee to running and organising the raffle, selling tickets on the door and helping tidy up after the event. Well done everyone! A reminder for Monday September 25th: Philip Oostenbrink, Head Gardener of Canterbury Cathedral, will be giving a talk starting at 7.45pm in Kingsdown & Ringwould CEP School hall. The Day Kingsdown Rocked

The fifth year of the Kingsdown Rocks Family Musical Festival held at the Kingsdown and Ringwould CEP School site will probably go down as 'the best so far '. The capacity audience was wowed with quality musical performances from One Love, The Elbert's, DNA, Who's Brian? and highlighted by amazing sets from Moroccan Mole, As Is now, and the Heroes who kept the locals, visiting friends and families from all over the country singing and dancing to the very end. The show kicked off with a performance of local talent from The Kings Head Guitar Club, and this year's children's entertainment area was extended to the Play Park Field generously permitted by the Parish Council. The kids were spoiled for choice with a range of inflatables that included bouncy castles, a 45-metre assault course, Target football, and a space hopper race track. The super girls of Emporium Parties provided face painting, hair braiding and an entertaining Prize Disco on the main stage. The Festival goers indulged in the onsite facilities of the real ale and cider bar (Kings Head Kingsdown), BBQ (Isaura's Fine Foods, Deal), Curry suppers (Canterbury Curry Club), Pizzas, Ice cream, Slush puppies, Popcorn, Candy floss. The lot!! Fortunately, the weather held out much to the delight of event organisers Steve and Jenny McCormick, Sue Slade, Stephanie Running and Stage Manager Mike Glavin, who has since received many messages of appreciation of the facilities and the standard of the music and was particularly pleased to receive positive feedback from the bands themselves. The cost of the event, which was nearly ÂŁ17,000, was covered and the Charities and the Organisations who benefitted from donations included Breast Cancer Now, Friends of Kingsdown Play Park, Kingsdown Bell Ringers, Kingsdown Cat Sanctury, Kingsdown Pre-School, Kingsdown Rockery, Kingsdown Scouts, Rural Roundup, The Lifeboat Association. Kingsdown Rocks themselves donated a set of new school field gates in a contract worth ÂŁ1500 and also carried out temporary road repairs from Ringwould Road into the Play Park. The Organisers would like to thank the army of helpers, too many to mention who helped make this occasion an outstanding success. "Can't wait for next year" was the comment from many Festival leavers. Finally, a big thank you to Kingsdown 's own Sarah Banks who hosted the stage and field announcements in her usual and highly professional manner . Mike Glavin

Notes from the Parish Council meeting of July 2017 Meeting. The Chairman read out a resignation letter from Cllr Ledger and thanked John for his many years serving as a Parish Councillor, a good servant to Ripple. The Chairman also said that Cllr Ledger with all he knows and his knowledge of Ripple would be sorely missed. Cllr Ledger thanked Cllr Dougill for speaking with the owner of the car wash at the top of Ripple Road. The sign being lowered improves visibility when pulling out from the junction A member of the public asked if the Parish Council knew any more about the Station Rd development, why the developers Taylor Wimpy had pulled out of the process of negotiations to purchase the land. Councillors said it was known that the waterboard has asked for a substantial contribution for sewage and drainage that Taylor Wimpy had not expected. No meeting was held in August. A Defibrillator for the Parish - The Councillors will be discussing this again at the September meeting. Planning - The Parish Council considered seven planning applications. The planning log is up and running on the website for parishioners to check local applications. Speeding and Traffic issues - The data from the recent traffic survey has been received and a copy of the data has gone to the Planning department at DDC. Cllr Smith offered to supply a detailed breakdown for the next meeting. The survey showed very little speeding. A local resident, Claire Inglin, kindly offered to help turn highlights of the traffic survey into graph form for easier reading of the data. The recent grant application for the traffic survey has been signed by KCC. The Councillors discussed the options for speed control in the village and are looking into erecting traffic signs like the ones in Great Mongeham parish. To be further discussed at the September meeting. Correspondence - The Parish Council dealt with various correspondence including the Stagecoach Consultation. Rural areas are losing a regular bus service to be replaced by a school/shopping service. A consultation by Stagecoach had gone ahead with very little notice. The Chair and Vice Chair had responded objecting to this loss of bus service in the parish and the short time given to respond. The next ordinary meeting will be on Tuesday 5th September 2017 in the Church Hall, East Studdal, at 7.30pm.

Highlights from the Meeting of Walmer Parish Council Meeting held on Wednesday, 5th July 2017 at 8, The Strand, Walmer at 7.00 pm Chairman’s Report Cllr Heath reported on the following:- A volunteer KCC community support warden has been appointed and is currently undergoing training. Disturbances at the Borrow Pit car park and beach beyond had resulted in the Police obtaining a dispersal order to prohibit groups from congregating anywhere in Walmer over the weekend of 30th June to 2nd July. There had been no reports of any disturbances since. Cllr Heath wished to record a vote of thanks to Heidi Kenmure of DDC’s Community Safety Unit and Kent Police for their help with this issue. Cllr Mrs Beard-Gould wished to thank Cllr Murphy for helping to bring an end to anti-social behaviour experienced recently in Markewood recreation Ground and on the beach. Surgeries: The last surgery had been attended by Cllrs Grant and Thompson. Two members of the public had attended: one to complain about speeding along Wellington Parade and one to complain about the unkempt piece of land at the junction of Liverpool Road and Granville Road. The Clerk is working to bring a resolution to each case. Planning Committee The Chairman, Cllr Grant, reported that at the meeting held on Tuesday, 20 th June 2017 councillors voted against the proposal that parish councils should automatically be banned from charging Parkrun or Junior Parkrun for the use of public parks since to do so was deemed undemocratic. Finance & General Purposes Committee The chairman, Cllr Mrs Johnson, explained the procedures recommended by the committee to ensure safe and secure electronic banking practices. Resolved: That the recommended procedures be incorporated into the Council’s adopted Financial Regulations. That the Council Auditors prioritise checking of all electronic transactions monthly. That once the two elements above are included, the Financial regulations remain robust and appropriate for 2017/18. That the Risk Management Statement be accepted for 2017/18 That the Statement of Internal Control be accepted for 2017/18 Parish Grant Members received a revised application for funding from Deal and Betteshanger Rugby Club. Resolved: That a grant of £400 be made to assist in the completion of their patio. Report of The Clerk Members reviewed the recent trial of sending agendas for all council meetings electronically. They agreed that whilst the system is working well and reducing postal costs significantly it does not work for everyone. Resolved: That councillors will have three options: to receive notifications electronically, by post, or to come into the office to pick up a hard copy of the agenda. Kent Association of Local Councils Proposal Members considered proposals to monitor Fire Hydrants by Parish Councillors but believed this initiative has potential Health and Safety issues and such checks should only be undertaken by trained professionals. Walmer Continued……….. Commemorative Stand Four years ago two Walmer Parish Councillors, Marguerite Beard-Gould and Clive Grant, had a vision – there should be a commemorative stand on the site of the former Walmer Aerodrome to celebrate the contribution which all service personnel made to the defense of their country during both World Wars. On Saturday 12th August 2017 the Lord Warden of the Cinque Ports, Admiral Lord Boyce, unveiled the commemorative stand during a ceremony led by the Vicar of Walmer, together with The Chaplain of the Fleet and the Deputy Chaplain in Chief of the RAF. The fifty invited guests included representatives from the Royal Navy, Royal Air Force, Australian and Canadian High Commissions together with the Deputy Lord Lieutenant of Kent. Approximately seventy members of the public also took part in the ceremony. The commemorative stand is located on Hawkshill Freedown which is common land owned by Walmer Parish Council which financed and supported the project.

Don’t dry out – keep hydrated this summer Keeping track of the amount of water an older person drinks during warm weather has been given a helping hand with an innovative new hydration campaign from Kent Community Health NHS Foundation Trust and South East Water. The ‘Don’t dry out’ campaign is being rolled out to community hospitals, nursing and care homes across Kent. Specially designed tear-off pads and wipeable reusable posters, which help to keep track of the amount of water a person drinks throughout the day, are being handed to carers and nursing staff, along with coasters and room thermometers. The resources were developed following workshops with nurses and dietitians who gave their suggestions for the best way to get the message across and make it easy for them to keep a check on the number of drinks someone has had. Dietetic Assistant Chloe Gallagher said: “Ideally people should have at least eight big drinks every day, which can be water, fruit juice, squash or tea, but many people drink far less. "The pads and reusable posters are designed to help people to keep track of what they have had to drink throughout the day.” Sheila Bowdery, South East Water’s Customer Care Manager, said: “We are 100 per cent behind the ‘Don’t dry out’ initiative as drinking the high-quality water we supply to our customers’ taps is one of the healthiest and cheapest ways to keep hydrayted. "We are passionate about water and this excellent campaign, aimed at older people, highlights the benefits of drinking plenty of water-based drinks throughout the summer particularly when temperatures rise.” Hawkhurst Community Hospital is one of the first to use the new ‘Don’t dry out’ hydration campaign material when it was hand-delivered during a tea party to celebrate the hospital's recent refurbishment. Thought from the Parish. I think of September as a time of change; children are starting back at school after a long holiday, teachers are starting with a fresh class of children, teenagers are starting new courses or moving on to college or university, or starting work. It is the end of the summer holidays, and possibly the nice weather (who knows), but it is the start of new things too. In the church’s year, September is the time for our Harvest Festival services. We will meet and give thanks for all the crops that the farmers will have gathered in, and for all the produce that has ripened and been picked over the summer. We will sing traditional songs of celebration and thanks, because without a successful harvest, our lives would be very different. At this time, we also think about other people in the world; those whose harvest is not so good or who lack clean water or sanitation, and we like to support them. The Bible reading we shall have, from Luke Chapter 12 v 26-30, which includes the passage: ‘Look at the lilies in the field, how they grow, yet Solomon (a very rich king) in all his glory was not clothed like one of these….do not keep striving for what you are to eat and drink, and do not keep worrying…your Father (God) knows that you need them.’ This reminds me that God loves us, provides for us, and we are to trust in him. Is this a time of change for you? In St John’s we are having a Harvest Celebration on 17th September at 9.30am. Walmer Parish Churches St Mary’s, St Saviour’s, and Blessed Mary of Walmer Open lives, open hands, open churches

A link with Madagascar Walmer Parish Churches have recently agreed to establish a formal link with St Patrick’s cathedral, in Toliara, Madagascar (www.dioceseoftoliara.org) The churches and the Downs school have supported the mission in Toliara for over a decade raising funds to buy mosquito nets and to build a barn for coffee. Toliara’s bishop, Todd McGregor, has visited Walmer regularly, preaching, and helping at the school. Please pray that God will bless this partnership and that St Patrick’s Cathedral and Walmer Parish Churches will be more effective in sharing the Good News of Jesus Christ.

A new service for children suffering from stress, anxiety and depression has now been introduced at Walmer Parish Hall and runs on Saturday mornings from 10.30 until 11.30. The aim of the lessons is to help children to develop tools to help them cope with stress and anxiety and build up their self confidence. Studies have found that teaching children from as young as three years old relaxation and mindfulness techniques can help to counteract worries and provide them with a ‘tool kit’ of emotional literacy which will stay with them forever. In this new Relax Kids course children are taught how to manage their emotions and stay in control. Classes include breathing techniques, stretching, massage, visualisation exercises and positive selftaught all wrapped up in a fun package. The course is part of an international initiative and as well as Walmer children in Brazil and Australia are benefitting from this early introduction to coping techniques and more information can be found at.

Have you time to Spare? Home-Start Dover District is recruiting volunteers NOW! Home-Start Dover District is a local charity based at the Ark, in Tower Hamlets, Dover. We have been supporting families in your district now for 22 years, but in order for us to continue to do this. we need the help of people living in the Dover and Deal areas. We cannot carry on providing our service unless we have your help and support. We are looking for new volunteers who can donate 2-3 hours a week to offer home visiting support to a young family. We offer emotional and practical support to families with at least one child under eleven We will be running a course to prepare volunteers, starting on Tuesday, 12th September from: 9.30am to 2.00pm. The course runs for six Tuesdays and finishes on 17sty October with an end of course lunch. All out of pocket expenses are reimbursed. If you are looking to return to work, volunteering can give you the skills you might need to find a job. If you are retiring from work then volunteering can fill a gap and give you a sense of fulfilment. . So if you like playing with young children, have good listening skills and have the skills to see a young family grow in confidence and self-esteem, and overcome their difficulties, then please pick up the phone and contact our office on:- 01304 242 314.
