Hi Everyone, I had a parcel to return the other day and took a trip down to the

local Post Office. I had a very pleasant surprise. The same old familiar faces greeted me. Please join the Trustees at the hall’s AGM and hear what has been achieved in the past year. We have been successful in obtaining a grant from the Big Lottery Fund, and secondary double glazing has been installed in all 5 of the main hall windows. Renovation of the windows will be finished during the Easter break. The hall now has high speed internet. Mother’s Day Tea in the School Hall

Back by popular demand! The 12th Deal (Kingsdown) Scout Group would like to invite you to the return of their Mother's Day Tea event. Join us on Saturday 25th March for a selection of finger sandwiches, warm scones served with jam and cream, delicious, fresh homemade cakes and tea and coffee. Last year’s event was a great success, with young and old alike enjoying the treats on offer. The Scouts, Cubs and Beavers are working together to run the event themselves as part of their ‘Fundraising’, ‘Chef’ and ‘Community’ badges. All of the funds raised will go towards the Scout Group, including the purchase of smart new Scout hats! The tea will be served between 2pm and 4pm in the school hall, Glen Road, Kingsdown. Entrance is £5 per adult, £2.50 per child. We also hope to run a raffle and would gratefully appreciate any prize donations. John Buckingham gave us a very enjoyable talk on Bird Migration, which was full of astonishing facts. 40% of the birds we see in Spring and Summer have come from Africa but birds are very specific. Our swallows, for example, don’t just go to ‘Africa’, they go to Cape Province or Kwazulu Natal and the arrival of the swallows there is as much a harbinger of their Spring as it is of ours. During February if you saw a blackbird with a dark beak as distinct from a yellow one, he was a visitor and will be off back to mainland Europe during this month, March. Our next talk will be ‘The Secret Life of Kent Seaweeds’ by Ian Tittley, Scientific Associate at the Natural History Museum. Doors open at 7:30 for free drinks on Tuesday March 14th at Kingsdown and Ringwould Primary School; Members Forum starts at 7:45 and the talk will start as soon as the Member’s Forum is finished and not later than 8pm. £3 members, £4 non-members. On Tuesday April 25th the talk will be ‘Recycle our Past, Save our Future.’ KCG is being run by just five people and this will reduce to three in July. If you are interested in the history, character and beauty of Kingsdown and wish to encourage the wise conservation, enhancement, improvement and sustainability of our village, please consider joining our committee. Kingsdown Garden Society Secretary:- Mr T Ridley-Ellis Tel:- 01304 381 084 Hurrah, February has gone and we can now look forward to Spring, perhaps spending more time in the garden getting it ready for the new season – weather permitting. Bulbs and plants that you had forgotten about are starting to re-emerge from their winter break. There are new shrubs to be planted; perhaps new flower beds to be created or an area of the garden changed. Why keep it the same as last year? The Head Gardener and I will continue to reduce the workload. We want to create a garden that we can just potter in and make good use of the garden chairs without feeling guilty. Normally there we are sitting in our chairs looking around thinking this or that needs to be done to keep it under control. During January I did spy the Head Gardener looking through various gardening catalogues so I suspect we will be having an assortment of plug plants delivered in the spring much to the amusement of the postman. By the way, I am still very impressed with the anti-slip paint that I applied in 2015 on the decking despite the amount of wet weather. On Monday 27th March Claire Moreno will be giving a talk on “Designing Smaller Gardens”. At the RHS Hampton Court Flower Show 2015 Claire received a Silver-Gilt medal and People’s Choice award for Best Small Garden. In 1920 the villagers of Ringwould raised funds and paid for the church clock as a WWI memorial. It has now been refurbished and re-gilded as part of the repairs to the tower. On Sunday 23rd April (St Georges Day) at 3pm it will be rededicated by the Bishop of Dover followed by Tea and Cake in the Church. All villagers, and Friends of St Nicholas, are invited to attend. Highlights of the Parish Council meeting held on Monday 13 th February  Administration – The Council agreed the roles and responsibilities of Lead Councillors.  Finance – payment schedule approved. The 2017 – 2018 Budget was approved.  Planning – Application of Land by Strathfleet on-going. Four applications received and six decisions made by DDC.  ER292 Footpath – agreed the council will take no further action regarding the location and character of this path.  Environment and Amenities – Date of Spring Beach Clean agreed for 30th April 2017. Cllr Sarah Gleave was co-opted to E&A Working Party. Fortnightly recreation and play equipment inspections by voluntary councillors, painting of goal posts in Ringwould, Letter of Authorisation and ID cards for voluntary tree wardens approved.  Communications – works is progressing with EiS on the migration of the Council website. Problems are logged with EiS, the website provider. Cllr Sarah Gleave becomes second councillor for the website.  Friends of Kingsdown Play Area (FKPP) – The Play Equipment manufacturer, Eibe, has informed both council and FKPP of new health and safety rules for placement of equipment. A new scale design and layout for Phase one and two has been requested for consideration.  Zetland Arms Terrace – council to arrange meeting to consider the proposal from Sheperd Neame.  Freedown Woods – agreed to pursue a grant with Rural Payments Agency and contact White Cliffs Partnership and local company for considerations and advice for a management plan. We are sorry to announce Dan Johnson has resigned from the Parish Council and we thank him for his energy and work over the last two years. We welcome Cllr Sarah Gleave (elected in November 2016) who will act as Lead Councillor to liaise with Kingsdown Conservation Group (KCG) and Cllr Phil Zammit elected this month to the council, . The next Parish Council Meeting will be held on Monday 13 March 2017 at Kingsdown Village Hall commencing at 7.00 pm. All residents are very welcome. Excellent news for Walmer residents. At its February meeting the Walmer Parish Council set a budget which means that there will be no increase in the Parish Council rates precept for 2017/18. Chairman Pat Heath said that thanks to the conscientious way in which the Council managed its affairs they were able to keep the rates down despite many of the services and resources it had to pay for on behalf of Walmer residents increasing in price. “I want to commend the hard work of our Councillors who consistently deliver and improve services which enrich the lives of the people of Walmer,” said Cllr Heath. He added: “Their effective work means that as well as services such as public toilets, looking after the Freedown, allotments and the paddling pool we are able to offer extras such as Walmer in Bloom, the Brocante, the Annual Picnic on the Green, the planting of 40 replacement roadside trees and the new but very popular Kite Flying day.” Kirsty Holroyd Clerk to the Council

School Expansion Plans A public consultation has begun over the proposed expansion of Deal Parochial School in Gladstone Road, Walmer. Parents and staff have been aware of the project for some time and now members of the public are being invited to make their comments. If you take a look at their website http://deal-parochial.kent.sch.uk/schoolexpansion, you will see there is a clear and concise document outlining the case for expansion. Full details were provided to parents and others who attended the first public consultation at the school in February.

Rural Policing Success Story. The Kent Police Rural Liaison Team (RLT) has had some success in tackling Fly tipping across Kent and as a result of their work, recently two people were convicted of nine counts of fly tipping across the district of Dover. They were sentenced to a 16 week prison sentence suspended for two years, 200 hours unpaid work, 20 days completing a rehabilitation activity requirement, £1,500 costs and an eight week prison sentence suspended for two years, 200 hours unpaid work respectively. The vehicle involved was also seized. This was a result of a joint investigation between Dover District Council, RLT and Dover Community Policing Team. Vfast Internet Mr Chris Barber from Vfast attended the February meeting. He addressed the concerns of local residents about the number of outages in service the local area has been experiencing. Planning The Parish Council considered one planning application. The planning log is up and running on the website for parishioners to check local applications. Speeding/Traffic The Parish Council have decided to go ahead with the Kent County Council traffic survey to collect a base line of data for future use in any traffic/speeding issues in the parish. The location of the sites was discussed in detail at the February meeting. Community Event at the Allotments The idea of sowing a small wild flower plot 6ft x 6ft at the end of the allotments was put forward at the meeting. It was suggested this would be an ideal community event. The Council will discuss the event further at the March meeting. Remembrance Plaque at the Community Orchard The Council voted to go ahead with the remembrance plaque on the Ray Odell walnut tree. Cllr. Chairman’s Report: Cllr Pat Heath attended Deal Town Council’s Holocaust Memorial Day Commemoration along with Cllr Skinner in Deal Town Hall and subsequently at St George’s Church. He said that it had been a very moving event which had been made very special by the attendance of local school children. Budget: 2017/18 Members resolved that there would be no increase in Walmer Parish Council rates this year. [See separate story on page 19] Matters Arising from the Minutes not covered elsewhere on the Agenda: The Clerk reported that the Environmental Crime Team had swiftly attended Walmer Green following a request by Council at the last meeting. They had affixed new signage concerning dog fouling along the promenade and they had also arranged for the clean -up team to come and remove the dog fouling which was present. Crime and Anti Social Behaviour Reports: The Clerk informed members that PCSO Anita Pollard has been reassigned to Mill Hill and Walmer now has a new PCSO, Kerry Skirrow who has already attended the office to introduce herself. Members resolved that a letter of thanks be sent to PCSO Pollard and her Sergeant thanking her for her hard work over the years. Hawkshill Working Group: Cllr Brian Pitcher expressed grave concerns over the proposed siting of a suggested new footpath through the wooded area due to the steepness of the bank and the poor sight lines when emerging onto Liverpool Road, which means traffic approaching from the Deal direction cannot be seen. It was felt that to encourage walkers to use this path would be irresponsible of the Council. Members resolved that the Clerk check the legality of the situation before any further discussion. Deal Parochial CE (Aided) Primary School: Councillor Derek Murphy provided members with a comprehensive background briefing to the proposed school expansion after which it was resolved that individuals will respond to the consultation if they wish and that the Planning Committee will collate a response from Walmer Parish Council. Kent Association of Local Councils: Members received information about the proposed new merged single Council for East Kent to include Dover, Canterbury, Shepway and Thanet and resolved that representatives should attend an event to learn what such changes may mean for Parish Councils Private Motion: Members considered a motion concerning the Thanet Park Way Public Consultation from Cllr Ray Osmond who wanted to commend to the whole Council the potential benefits that this increased and improved transport infrastructure could bring to the whole of East Kent. It was resolved to support the proposed new railway station at Thanet Park Way. Cllr Osmond will prepare a response to the consultation for consideration at the next Planning Committee meeting. Walmer Beach Clean: Members resolved that Walmer Parish Council offer support to ‘Deal With It’s Walmer Beach Clean event to include extra equipment, Councillors and if required tea and coffee after the event. Luckily, however, our President Jenny Wall stepped into the breach admirably and gave us a fascinating talk on the Curlings of Kingsdown. This is a subject which Jenny has researched extensively and relates mainly to William Curling and his wife Elizabeth who moved to Kingsdown in the 1800s and purchased a large plot of land. Kingsdown House was built for them and they also provided funds for the building of St John’s Church and a school in what is now the Village Hall. Our next meeting is on Monday March 13th at 2.00pm in Ringwould Village Hall when our speaker is Margaret Palmer and the subject is ” Easy chocolate liqueurs – a workshop”. A message from the Churches Alfred Lord Tennyson informs us, in the poem Locksley Hall, that: “In the Spring a young man's fancy lightly turns to thoughts of love.” This may well be true; however, I must admit that, at this time of year, this older lady’s fancy turns heavily to thoughts of spring cleaning! Are our genes hotwired to suddenly become aware of dust, spider webs, flaking paint, and general grime at a specific time of year? I think that is very unlikely. The reason we notice dust particularly in the Spring, is probably because the sun is becoming higher in the sky, allowing cracks in shutters and curtains to let in shafts of light which show the dust dancing in those rays. There are many imperfections that go unnoticed in darkness which suddenly become all too clear in the light of day. This is true in our streets, in our homes and, dare I suggest it, in our lives. In the Christian Calendar, March is a month for reflection. We are in Lent, we will celebrate Mothering Sunday and we will begin the “lead up” to Easter. In the Christmas season, we constantly referred to Jesus as the light of the world. What difference does this light have on our lives and behaviours throughout the year? For Christians, the words and actions of Jesus shine into hearts and minds, revealing the cobwebs, dust, and flakiness of our individual lives. As we expose those dark areas to the light – so we’re changed. We develop new attitudes. We become more loving, less critical, less self-important. This process can be painful, but we know that the light that Jesus brings can’t hurt our eyes or make us melt like the wicked witch of the west. This light brings warmth and, by allowing His face to shine on us, our faces should shine from the reflection. I do pray that the spring light will cheer us all during this month, and that a time for reflection will bring peace to our own hearts and to the communities we live in. Ann Ford (ALM Sutton)

Members of the Walmer Council planning committee had a rare treat when they were considering a planning application for a house in Wellington Parade recently. Walmer architect Jeremy King brought a three dimensional model of the house to the planning committee and members were able to see what the house looked like now and how it would look if the proposed alterations were made. The model was built in sections which came apart so that the new design could replace the model of the existing house. The planning committee, which, under its chairman Cllr Clive Grant, considers all planning applications made by Walmer residents to Dover District Council, normally works from the plans attached to the planning application. “These are often complex and it can take a little time to discuss them fully,” explained Councillor Grant. “ The model was extremely useful because it supplemented the plans and we could see exactly what was proposed”. To ensure that the fullest possible consideration is given to all planning applications two councillors will whenever possible visit the property where changes are being applied for to meet the owner or the architect and find out exactly what is being planned. They also give invitations to the applicant and to others living near a proposed development who might be affected by any changes to attend the planning meeting where they will be invited to have their say. Jeremy King told councillors that he made the models for all his projects himself because “It makes it much easier for clients and others to see and understand exactly what is being proposed.” “I think my fellow councilors would welcome a few more models to help in their work, said Cllr Grant.” Architect Jeremy King shows his model to Planning Committee members.

Wellington Parade residents seek 20 mph

Cllr Eddy and Jeremy Proctor inspect new puddles Residents living on Wellington Parade in Walmer have asked KCC councillor Mike Eddy for help in getting the County Council to lower the speed limit on their road to at least 20mph. The road is unadopted which means that locals have to maintain it themselves despite the fact that there is a significant amount of traffic generated by sightseers, dog walkers and others because of its sea views. The call comes after residents have spent almost £10,000 to have the many holes in the road re-filled with pebbles in order to make it easier and safer for residents to get to their own homes. Residents Jeremy Proctor and John Lonsdale decided to set up the Wellington Parade Road Maintenance Fund when they discovered that taxi drivers were refusing to collect elderly residents from their homes to take them to hospital appointments or to the shops because of the poor state of the road. “The problem,” explained Jeremy, “ is that once a hole begins it can soon become so big that cars have difficulty in going across it and eventually the large holes in the road were forcing vehicles including heavy delivery and refuse trucks to drive along the cycle path – which in turn was causing damage to this area.” Despite the work that has been done holes are beginning to appear again because car wheels travelling at relatively low speeds are flicking the pebbles out of the road and onto the seafront or into gardens. One resident has already had a window broken by a flying pebble. Most of the residents chipped in to the repair fund and now Jeremy and his neighbours hope that, with the help of Cllr Eddy, they won’t need to do it again too soon if they can find a way to have a lower compulsory speed limit. Cllr Eddy said: “ This is a serious problem for residents, walkers, cyclists and children and I shall be asking County Council Officers what measures can be taken to improve the situation including the possibility of introducing a 20 mph speed limit.”
