Hello All, I do hope you have had a good summer break. Quite an exciting time this month as we are expanding the area Rural Roundup is covering. Welcome to Walmer Parish Council who is joining us and providing news and events for that area. I was really pleased to be invited to accompany the judges for the final judging of the Ringwould with Kingsdown Parish ‘Front Gardens in Bloom’. The judges had such a difficult job deciding which gardens should receive the prizes, there were so many wonderful gardens to choose from. On the tour I saw a couple of gardens with Sunflowers, but please don’t hesitate to let me know if I should be aware of any that have been grown near you. I will as usual provide a small prize for the tallest ones. Some of the projects that Walmer Council carries out on your behalf Did you know that Walmer Parish Council contributes funding of around ÂŁ40,000 every year towards the upkeep of the paddling pool on Walmer green and the local public lavatories across the parish, including the new disabled toilet block located near the Walmer paddling pool. Following a public consultation which over-whelmingly supported the project, Walmer Parish Council has initiated and funded a proposal from Cllr Mrs Marguerite Beard-Gould to plant around 40 new trees in Dover Road and Warwick Road in Walmer. Most of the trees have now been sited and planted by KCC specialists working to a plan drawn up with Councillor Mrs Beard-Gould. The council is grateful for support from our two KCC Councillors, Mike Eddy and Eileen Rowbotham and the Deal Society. The council will consider planting more trees elsewhere once the first part of the project has been completed. Walmer Parish Council organises and funds the Annual Picnic on the green.

At the July meeting of Walmer Parish Council the following matters were discussed. The Chairman, Cllr Pat Heath, reported that speed restriction improvements funded in part by Walmer Parish Council had now been completed at the Walmer Green end of Kingsdown Road. Red tarmac has been laid on the road and the 40 mph signs have been made bigger and more noticeable. He thanked Walmer’s two Kent County Councillors, Cllr Mike Eddy and Cllr Mrs Eileen Rowbotham for their financial support in making this road safer for motorists and others. It was decided that a grant of £400.00 be made for the Teddy Bear’s Picnic, an event which has proved extremely popular with local families.

Members heard a progress report on the Council’s plans to be compliant with new legislation to set up potential pension arrangements for its staff. Cllr David Thompson reported that he had attended the first meeting of the new Action Group for the improvement of the Drill Field. Several residents have already expressed an interest in becoming involved and a follow-up meeting had already been arranged. Members agreed to join in the competition which has been organised by the Deal and Walmer Chamber of Commerce: The Stranger in the Window competition, in which members of the public are challenged to find objects in shop windows which should not be there. Members expressed concerns about reports of some vandalism on Walmer green seafront including damage to two memorial benches. Members received the Council’s Standing Orders and considered amendments. Councillors approved adjustments to several items which required updating because of recent changes in legislation by the Local Government Audit and Accountability Act 2014.The most important change which has already been introduced at all council meetings concerned the right of members of the public to record meetings. A person may now film, photograph or make an audio recording of a meeting; use any other means for enabling persons not present to see or hear proceedings; report or comment on the proceedings in writing during or after a meeting or orally report or comment after the meeting. Members discussed the draft Parking Strategy for Deal and asked the Clerk to respond on behalf of the Council, making the following points:  Disappointment that the strategy does not include more suggestions to encourage walking and cycling in the town  On event days and summer weekends parking is at critical levels in Deal and Walmer. This may not have been picked up by the consultants since they ran spot checks on traffic in April.  Possible solutions include permitting restricted parking on Walmer Green. Members decided to continue with the arrangement under which the council funds the cleaning of Public Toilets in Walmer by paying a grant to Dover District Council in return for full locking and unlocking, cleaning and maintenance services. The next meeting of the full Council will be held on Wednesday September 7th 2016 at 7.00pm in the Parish Office, 8, The Strand, Walmer. All are welcome to attend. Highlights of the Parish Council meeting held on Monday 11 th July 2016. Kingsdown Public Toilets – The Council agreed the proposal to be submitted to DDC Goodwin Sands – A response on behalf of the Parish Council will be submitted to the Marine Licensing Organisation after the Dover Harbour Board meeting on Thursday 20th July 2016. Footpaths – The two flower beds planted to commemorate the Queen’s birthday were splendid. Beach and Boat ramps – The use of the beach and boat ramps was discussed. Highways – The maximum speed limit throughout the village of Kingsdown is now 20 mph. Planning – Six applications were reviewed this month. Environment and Amenities - Front Gardens in Bloom - Prejudging during the week commencing 11th July, final judging on Tuesday 26th July. A consultation workshop will be held in Ringwould in September to gain feedback on the Ringwould recreation areas. Highlights of the meetings held on Monday 8 th August 2016. Finance – The monthly payment schedule was approved and current financial position noted. Footpaths – A list of footpaths to be added to the Council’s schedule (including costs of maintenance) to be prepared for review at the next meeting. KCC are dealing with fallen trees on three footpaths. Highways – The 20 mph scheme is now complete. The maximum speed limit in Kingsdown is 20 mph for all road users, including cyclists. Goodwin Sands – The Parish Council’s comment is available on our website. Planning – No applications were received in July. The Planning log is available on our website. Environment and Amenities – The Awards for Front Gardens in Bloom will be held at 6.30 pm on Monday 12 th September. Letters of invitation have been sent. The Consultation workshop for Recreation Facilities in Ringwould will be held in Ringwould Village Hall on Saturday 10 th September. The Autumn Beach Clean will be held on Sunday 25 th September. Wellington Parade – a meeting has been arranged to discuss the long term repair and maintenance. The next Parish Council Meeting will be held on Monday 12th September 2016 at Kingsdown Village Hall commencing at 7.00 pm. All residents are very welcome. Officially Green again! Kingsdown and Ringwould CEP School has just been awarded the Eco School Green Flag for the third time in six years. The assessor who visited the school, at the end of June, was very impressed with the Action Team and their continued enthusiasm. Eco Rangers from various classes also attended the assessment and explained some of the projects and schemes which operate in school. On touring the school, the assessor was shown how environmental issues are embedded into everyday school life. In the Dolphin Class, painted lady butterflies were emerging from cocoons, six duck eggs (now hatched) were being incubated in the Golden Eagle Class and every class had a peace lily and Venus fly trap plant which were being cared for by the children. Strawberries, tomatoes and other vegetables were seen growing in planters outside classrooms and in the allotment area. The Hedgehog Class had a giant robot on display, made out of recycled materials and the Lemur Class displayed work on the rainforest. Photos were seen of Tiny Tigers, Hedgehogs and Meerkat classes visiting Kingsdown Wood and various other classes using the pond area. Huge congratulations go to the Eco Action Team for all the work they put into the award, together with the class Eco Rangers and the Walk to School Monitors.

Kingsdown – maximum speed limit 20 mph for all road users

.

The maximum speed limit on the public roads throughout Kingsdown has recently been reduced to 20 mph. This includes Undercliffe Road. Private Roads set their own maximum speed limit, and they may be less than 20 mph. The maximum speed limit on Oldstairs Road is 20 mph. These speed limits are set for safety reasons and also apply to cyclists. Cyclists should reduce their speed when approaching pedestrians, particularly when travelling downhill on the cycle track from St. Margaret’s to Oldstairs Road, or downhill on Upper Street, or The Rise.

St Nicholas Players The players have started rehearsals for their November production which is a complete change from the previous play. We are hoping to perform Lord Arthur Savile’s Crime by Constance Cox, an adaptation from a short story by Oscar Wilde. It is set in late Victorian society with an amusingly complex plot. Did you know that an increasing number of fraudsters are trying to con people out of money in two ways. Telephone calls pretending to be from your bank and saying that there is some kind of problem which they need your bank account details, pin numbers etc. to solve. These emails can look genuine because often fraudsters copy the banks’ email details but banks will never call you and ask for information so just put the telephone down and forget about it. Emails which can look as if they are from some delivery company telling you that they cannot deliver a parcel. If you open them there is a danger of allowing fraudsters access to your computer. An email from a friend who claims to be in some foreign place and to have either lost all their money or be in hospital and need to pay a bill. Again these are usually an attempt to trick you out of money. Ignore them. 19

The Church Summer Tea was held at Fairmead, Church Lane, Ripple on Saturday, July 23rd. A total of ÂŁ279 was raised for Church funds. It was a beautiful afternoon and we are very grateful to all those who came and supported the event.

On 6th September a new national phone number “105” will be launched by electricity network operators for customers to call should they need to report or get information about a power cut in their area. Key points to note about this service are: · Dialling 105 will put customers through to their local electricity network operator – the company that manages the cables, power lines and substations that deliver electricity into homes and businesses in their area. · 105 is just one of the ways that customers can contact their electricity network operator. They can also contact them by phone or via their website, and most network operators are on social media too. · 105 is a free service for people in England, Scotland and Wales. · Customers can call 105 no matter who they choose to buy electricity from. · Customers can also call 105 if they spot damage to electricity power lines and substations that could put anyone in danger. Also our walking group continued with their weekly exercise and, of course, coffee and scone break. We have had walks to Walmer Castle and a walk around Betteshanger Park. We are looking forward to our river boat cruise on the Medway on the Kentish Lady towards the end of September and hope the weather is kind to us. We have been planning our programme of speakers for 2017 and so far have booked Kristina Boulden who will give a talk on Romney Marsh Wools and also a speaker on the Mercy Ships which are non-governmental floating hospitals sent around the world to help where most needed. There are many more interesting speakers in the pipeline. Our next meeting is at 2.00pm on Monday 12th September at Ringwould Village Hall when Rob Masters will tell us about Adventures on the Allotment. We always welcome visitors to our meetings. Sylvia and I went swimming this morning, came home, had lunch and a lazy afternoon. Tomorrow we are off to Minnis Bay to meet with our two seven-year-old twin granddaughters and their mum and dad. Another tough day ahead building sand castles, picnic on the beach, eating ice cream and playing. The Society hosted the Village Show in the school hall on Sunday 7 th August. Once again a very successful and enjoyable day. Dinah Blanchflower, the Show Secretary, has asked me to pass on a huge thanks to all involved which includes setting up, stewarding, selling raffle tickets, organising raffle prizes, clearing up, making cakes, selling tea and cakes and last but by no means least all who entered. Thank you also to all our visitors. We do hope you enjoyed your visit and perhaps are now thinking of entering next year. Raffle prizes were donated by The Zetland Arms, Kings Head, OxTale butchers and Indigo hair salon in Kingsdown, Ringwould Nursery, Beach and Pets Express in Deal, Gardeners Paradise and Julie Roberts, flower seller at Deal market. Flower arranging was won by Jeanette Divito. Isabelle Godden and Margaret Gilling won cups in the Home-baking section. Susan Martin and Jeanette Divito won the Arts & Crafts cups. Dinah Blanchflower won the Photography section. Finley Divito won the Children’s Section. The Best in Show award went to Deborah Longland for her container of three different vegetables. How do you apply for a grant Any local organisation is welcome to apply for grant support from Walmer Parish Council. Application forms can be collected from the Parish Office at 8, The Strand, Walmer Green. The process is simple. Just fill in the form, attach any supporting information needed and send or deliver it to the office. You will be invited to the meeting of the Finance and General Purposes Committee at which your application will be discussed so that you can tell us more about your plans and answer any questions that members might have. Dear friends, Everything Has Its Time For everything there is a season, and a time for every matter under heaven: a time to be born, and a time to die; a time to plant, and a time to pluck up what is planted; a time to kill, and a time to heal; a time to break down, and a time to build up; a time to weep, and a time to laugh; a time to mourn, and a time to dance; a time to throw away stones, and a time to gather stones together; a time to embrace, and a time to refrain from embracing; a time to seek, and a time to lose; a time to keep, and a time to throw away; a time to tear, and a time to sew; a time to keep silence, and a time to speak; a time to love, and a time to hate; a time for war, and a time for peace. (Ecclesiastes 3: 1-8) We are all on a journey and everything does indeed have its time, and many of you may already have heard, that later in the Autumn, I will be leaving to take up a new post in Cornwall. It hardly seems possible that it was on December 7th 2009 that I knew that I would be coming here and I was officially installed as Rector of the Benefice on 6th May 2010 (Election Day). It was a day that I will never forget. So, some six and a half years later, where has that time gone? And the honest answer is “I just don’t know”. To say that I have mixed emotions about the move is an understatement, but I believe that God is calling me to continue my ministry in a different place, and that the time is right for me to move on and for our paths to follow different directions. However, there will be time for us to say our “good byes”. We have a United Benefice service in Kingsdown on Sunday 30 th October at 10.00am and it would be wonderful to see as many of you there as possible to say “goodbye” and my final service in Kingsdown will be on Remembrance Sunday – 13th November. In the meantime, I do hope that everyone has had a wonderful summer holiday/break and look forward to catching up with everyone in due course. At our AGM in July, Philip and Helen Evemy, Jim Clugsden and Barbara Hansen stood down from the committee. We thank them for all their hard work and welcome our new secretary, Rosie Bolton and new member, Mike Tomkin, who join Simon Longland, Peter Cross and myself as your new committee, keen to continue to help all members to nurture our beautiful village.

Our latest project, ‘the Kingsdown Heritage Trail Map’, was launched on 19th August. It’s full of interesting facts so pick up your copy for £1 from the village shop. The Parish Council is organising an Autumn beach clean on Sunday 25 th September 2016. Meet at the Zetland Arms at 11am.

And finally, all are welcome to the Kingsdown Premiere of ‘Kingsdown Timber Groyne Replacement 2015/16, three DVDs made by Derek Gough and friends. Kingsdown’s Annual Art Exhibition 2016 Visitors are welcomed to our fifth annual Art Exhibition that will be held in St John’s Church on 29th October, 9.30 to 5.00pm, and 30 th October, 11.15 to 5.00pm. There will be over 150 works of art by local artists on display and sale catalogues will be provided on entry. Refreshments will be available while you browse and consider your purchases. 20% of all sales are donated to the church building fund. Please give us your support and make this a social occasion.
