Closure of Quinlan Street discussed by council

The Howe City Council listened to two individuals make cases for and against the closure of the north exit of Quinlan Street just east of the railroad tracks. Robert Michel of 408 N. Quinlan Street gave a presentation against the closure citing it is not set up for a cul-de-sac and vehicles would be using his driveway as a turnaround. “This favors only one resident that I’m aware of which is the person that bought and re-did the house on the corner (of Quinlan and Young),” said Michel. “It was his request to close the street. Nobody else wants it closed from those that I’ve talked to.” Michel made the argument for busses and police vehicles not being able to have access to that area if that road is closed. He also said that studies have shown that dead end roads create a higher probability for crime. With fire hydrants located along Young Street, he states that the fire department’s access to nearby water would be sacrificed during a fire if Quinlan’s access from Young Street be closed. “Again, this is for one person and one person only and no one else is looking to do this,” said Michel. The petitioner was Michael Brezina, the owner of the property at 400 E. Young Street. He stated that the property had been in his wife’s family for many years. “The road (Quinlan Street) is about a foot or two from the house,” said Brezina. “Initially, from my understanding, back in the 1930s, the road was a service alley for utilities and sometime in the seventies, maybe, it turned into a road.” The concern for Brezina was that the road is close to the house and he stated it was a hazard for someone who rents the home or if he decides to keep the home. “If you were to go straight, it would hit the house, but it jogs
left,” said Brezina. “ don’t feel comfortable knowing that it’s like that as it stands. I would like that road closed—to make a dead end there because my property goes right through the middle of the road.” Brezina stated that there are pins in the road stating property boundary and said he would put up a fence restricting more of the road. Mayor Bill French called upon Howe Police Chief Carl Hudman to make a determination if a need for either direction was warranted due to safety concerns. Hudman stated that each of the men made valid concerns and made no recommendation. French stated his concern mainly was for fire apparatus concerns if the street were blocked. “For the benefit of the community, not just one person or two people, I think we should consider the fact, in addition to that street being there probably twice as long as anybody is old in here, except for me and Joe Shephard (City Administrator),” said French. French said that property lines in the middle of roads are extremely common in rural Grayson County and it doesn’t set a precedent to ownership or control. Council person Georgia Richardson stated that she lived on Denton Streets which connects to Quinlan Street in 1960 and always used the road. “There’s a lot of houses on Denton Street and we use (FM) 903 exponentially.” It was requested by a member in the audience to make it a one-way street, but since it was not an agenda item, that could not be addressed. Councilman Jeff Stanley made the motion to leave the street open as is and it passed unanimously.
